acknowledgement the three entities:

jurisdictional boundaries."

encompass "82% of the population of the state of Arizona ... (and) 85% of

the April 2009 taxable sales."

"agree to work cooperatively with the Arizona State Land Department and

the Arizona Department of Transportation ... to promote the successful

development of the transportation corridor.
