1.0 INTRODUCTION 1.1 Purpose

The purpose of this document is to specify the requirements for design, engineering, manufacture, testing, supply, delivery to site, testing at site, installation, commissioning at site, training to site personnel, documentation requirement and guarantee of Perimeter Intrusion Detection System (PIDS) for Single fence barrier around two facilities.

1.2 Scope

This document serves as the basis for carrying out the following:

a) Workout the engineering plan for the installation of Video Analytics based PIDS system with the locations of fixed & PTZ IP cameras, its junction boxes/general units, poles etc and cover the entire single fence with the fixed and PTZ cameras along with the required type & quantity of outdoor network switches, single mode fibre optic cable and establishment of Ethernet LAN (1GBPS) using single mode fibre optic cable for interconnecting fixed & PTZ IP cameras, with servers, recorders & display stations.

b) Demonstrate the functioning and capabilities of the system to ensure no dark zone/creep zone is left in the monitored area and integrated system functioning in actual field conditions.

c) Assess the system technical specifications and design the system as per requirement. Suggest the necessary changes in BOM if required and ensure all the required hardware are included in BOM.

d) Assess the LAN network, server technical requirement and suggest the hardware suitable for system technical specifications.

e) Preparation of drawings like general arrangements, schematic diagrams, wiring diagrams & nameplate details etc.

f) Procurement of various components (including cameras and field modules) & assembling on the PCBs, modules & panels as per system requirement.

g) Manufacturing of cards and fabrication of panels, fixtures, JBs and GUs. h) Procurement of associated peripherals, cables, conduits and its accessories. i) Mounting and wiring of PCBs and other associated sub modules/ servers and

panels in consoles. j) Inspection and tests to meet the requirements of NPCIL set forth in this

specification. k) Supply of test equipment & spares. l) Laying of various types of cables in rigid G.I conduit buried underground in

outdoor areas for connecting various types of equipments with JBs. m) Installation of cameras/field modules/pole/network switches in the field. n) Termination of cables at JB’s, Panels, sensors and other field modules.

o) Carry out modifications in the system matching with final design drawings including ECN’s, if any at site.

p) Installation & commissioning of the CAS Console and server console with proper cable management and provide an operator suitable console for viewing/reviewing the CCTV videos & alarms.

q) Testing, Commissioning & training of the system at site. r) Design the PIDS system with probability of detection minimum 98% {PD(min)

= 0.98}.

1.3 Definitions

Channel (Instrumentation) An arrangement of interconnected components within a system that initiates output(s). Common Cause Failure The failure of a number of devices or components to perform their functions, as a result of a single specific event or cause. Diversity The presence of two or more different components or systems to perform an identified function, where the different components or systems have different attributes, so as to reduce the possibility of common cause failure. Fail Safe Design A concept in which, if a system or a component fails, then plant/component/system will pass into a safe state without the requirement to initiate any operator action. Functional Isolation Prevention of influences from the mode of operation or failure of one circuit or system on another. Independence The ability of equipment, channel or a system to perform its function irrespective of the normal or abnormal functioning of any other equipment, channel or system. Independence is achieved by functional isolation and physical separation. Physical Separation A means of ensuring independence of equipment through separation by geometry (distance, orientation etc.), appropriate barriers or a combination of both. Redundancy Provision of alternative structures, systems, components of identical attributes, so that anyone can perform the required function, regardless of the state of operation or failure of the other.

Reliability The probability that a structure, system, component or facility will perform its intended (specified) function satisfactorily for a specified period under specified conditions. Quality Assurance Planned and systematic actions necessary to provide adequate confidence that an item or a facility will perform satisfactorily in service as per design specifications. System Safety Analysis Analysis, of design of computer based systems, consisting of Confirmation of Safety Function implementation, Failure Analysis, CCF analysis. Software Quality The composite characteristics of software that determine the degree to which the software in use will meet the expectations of the user. Single Failure A random failure, which results in the loss of capability of a component to perform its intended safety function. Consequential failures resulting from a single random occurrence are considered to be part of the single failure. 2.0 APPLICABLE STANDARDS, SPECIFICATIONS AND DRAWINGS 2.1 Applicable standards and NPCIL specifications

The following standards are to be followed in conjunction with this specification. However, in view of the large number of designs existing for PIDS, suppliers not complying with the following standards and/or the design requirements given elsewhere in these specifications may send quotation specifying clearly which of the design requirements/standards specified are not complied. However, such bids will be accepted only if the systems offered meet minimum functional requirements and conform to reliability and availability standards specified in this document. 3. PB-E-542: NPCIL Technical specification for HR PVC insulated FRLS PVC sheathed armoured control cables.

Note: In the event that certain requirements of the above specifications conflict with the requirements of this specification, the latter shall govern.

The standards, specification / data sheets of all major items, including the bought out items, required for manufacture of the system shall be submitted by the supplier along with his offer and on acceptance of the same by the Purchaser, they shall form part of requirements of this specification.

2.2 Drawings The methodology of the system will be explained in this document. It is the responsibility of the supplier to work out the complete design and prepare detailed drawings and submit the same along with his offer. The drawings pertaining to fabrication, engineering and installation can be sought by purchaser while evaluating vendor offer. All the drawings & documents prepared by successful bidder will become the property of the purchaser and he shall not disclose the details to any person/agency without the written approval of purchaser. 3.0 MATERIALS, PROCESSES, WORKMANSHIP AND PRACTICES 3.1 Materials and Processes For any locally fabricated equipment/component/module, the Materials, processes and standard parts that are required for the fulfillment of this specification, shall be of very good quality and in accordance with the high grade practice pertinent to the manufacture of this type of equipment. Suitable care shall be taken in design, procurement & manufacture of the equipment. All electrical & electronic components used shall be standard components of industrial grade readily available in the market from multiple vendors. The components shall be in the list of current products and recommended by the manufacturer for current design. If industrial grade electronic components are not available for a given component, then all components used shall be “type approved” or shall have gone through a satisfactory quality assurance test program. The electrical, electronic components and the integrated circuits to be used for the system shall conform to any national or international standards such as IS/JSS/CECC/BS/DEF/DIN/VDE/US-MIL. The components procured shall be along with batch certificates for compliance with the applicable standard. The material employed shall be fire retardant, fungus and corrosion resistant.

The supplier shall submit the qualification procedure adopted for the procurement of the electrical and electronic components used in the system and obtain the approval of the Purchaser. The Supplier will ensure that all the supplied components, modules, PCB, camera, switch etc are NOT END OF LINE product. Supplier will submit a certificate from OEM that at least 7 years support from OEM will be provided for major system components. 3.2 Workmanship The workmanship shall be in accordance with the high grade practice to ensure satisfactory operation and service life of 20 years in accordance with the provisions of this specification. The units mounted in the control panels, shall be modular in design with adequate test points for easy maintenance and troubleshooting purpose. 3.3 Practices The components shall be sufficiently de-rated for long life and component arrangement shall allow proper heat dissipation avoiding hot spots. Adequate test point shall be provided for trouble shooting purpose. The software shall be of modular design. The supplier shall provide detailed documentation on system software and application software for long term maintenance of software. Uniform hardware and software modules shall be used wherever possible to minimize the number of types of modules. 4.0 GENERAL CONDITIONS FOR SUPPLIER & MANUFACTURER a) The vendor of PIDS equipment shall have experienced staff available for

planning, engineering, commissioning and maintaining the PIDS system.

b) The vendor shall have at least three years of experience in the installation, commissioning and maintenance of PIDS/IP CCTV systems/equipment in various types of premises/plants. Supplier shall provide the PO and completion certificate related to IP CCTV/PIDS system in last three years.

c) Supplier should have, at least, installed & commissioned IP based CCTV/PIDS

systems 40 Nos cameras connected in an FO network in a single premise. The supplier shall provide a record of such installations along with the offer.

d) Other documents required along with the offer are;

i. Relevant documents such as system write up, detailed bill of quantities, system block diagram, technical data sheets, brochures, approval certificates and installation, commissioning and maintenance guidelines of the offered system.

ii. A point to point compliance with respect to all the points of this specification

(Clause no 6.0) indicating details of deviations if any. In case, deviations

require modifications in the bill of quantities (BOQ), the BOQ shall be updated with the justification & approval of the Purchaser shall be obtained.

e) The Purchaser or his designated representative shall have the right to conduct

quality surveillance of the proposed equipment on the manufacturer’s and/or his sub-contractor premises.

f) Drawings dealing with overall dimensions, cutouts, general layouts, controls, field

wiring diagrams etc. shall be sent for purchaser’s approval before manufacture. 5.0 GENERAL REQUIREMENTS

The PIDS equipment shall be procured from reputed manufacturers. 5.1 Environmental requirements The CCTV cameras shall be suitable for continuous storage & operation at the ambient conditions as specified below:

5.1.1 Climatic conditions

The climatic conditions shall be as follows: Storage Temperature: 0 to 55°C, R.H. up to 95% Non-condensing For operation in controlled environment:- Normal Temperature: 8 to 45°C, R.H. up to 90% Non-condensing For operation in uncontrolled environment Normal Temperature: 5 to 50°C, R.H. up to 90% Non-condensing or as specifically mentioned against an equipment. Occasional operating temperature: 5 to 55 ° C, R.H. up to 95% Non-condensing.

Fixed & PTZ IP cameras, pole, junction boxes/General Units for cameras, general units for the network field switches will be installed in open environment and near sea side. Hence all the equipments must have protective coating/painting/housing suitable for saline environment. All the hardware accessories items like nut/bolts, screws, flexible conduit, clamps, gaskets etc used for integration of the system must be suitable for saline environment.

5.1.2 Seismic conditions

The system is classified as non-seismic. 5.1.3 EMI/RFI conditions

Suitable design features shall be incorporated to provide immunity against EMI/RFI and line transients.

Not Applicable. 5.2 Input Power Supply to the Equipment

Two feeders, each comprising of single Phase, A.C. power supply of the following specifications will be made available at one location as input to the UPS Voltage

RMS Value : 240Volts Steady state variation : 10% Transient variation : 20% (for 1sec)

Frequency

Frequency : 50Hz Steady state variation : 5% Transient variation : 10% (for 1sec)

Supplier shall make arrangements to test the functioning of UPS under steady state & transient variations.

1. The single phase 240 V 50 Hz output from UPS (direct output or through bypass

input when UPS is taken for maintenance) shall be used as AC power supply input to the various equipment of PIDS. The output shall be distributed into a no. of feeders of required capacity in such a manner that each loop/ circuit is fed from separate MCBs/MCCBs. The distribution cabinets/JBs containing the various MCBs for various feeders shall be made available at CAS control room. The Distribution Cabinets/JBs shall be so designed with two levels of MCBs, first level for the entire subsystem and the next level for individual loop/circuit of subsystem. MCBs/MCCBs shall meet requirements as per IS-13947 for Low voltage switchgear. The distribution cabinet/ JB shall have adequate spare feeders of various sizes/capacities. The distribution cabinets/JB will have proper opening/closing/locking arrangements to control the access to the inside MCBs. ELCBs will be provided wherever necessary in the power supply boards.

2. AC to DC Converter/ DC to DC converters required, if any, for Perimeter Intrusion Detection System may be mounted in the field near the equipment inside a general unit.

3. 240 VAC, single phase, 50 Hz supply shall be made available for PCs/servers, monitors, from the power supply to consoles fed from distribution cabinet. The same power supply shall also feed to lighting, receptacle and instrument cooling fans mounted in the console.

4. Supplier shall make arrangements to test the system functioning under steady state & transient variations.

5. Supplier shall have the responsibility to calculate the 240 V AC power (Watt’s & VAR’s) requirements for the equipment and advice the purchaser well in advance for making the necessary provisions.

6. The system shall perform satisfactorily at specified upper and lower limits of required power supply. Complete system as whole or individual units shall withstand an interruption in the input power supply for a duration of 120 msec. The system shall operate satisfactorily for 30% dip in power supply voltage for duration of 200 msec.

7. When AC power is restored after failure, all the equipment including PCs/servers shall start automatically without the intervention of the operator with the entire database stored in the system.

8. Supplier will provide a visual indication to display the status of input and output power supply. It will provide a display of input AC and output AC power supply indication in CAS room.

9. Operator will be provided alarm in case of failure of input AC or UPS failure and other relevant power supply failure related alarms. Each alarm will be annunciated in separate window.

10. Supplier need to provide the necessary display/annunciation/hooter to provide the audio-visual alarm related to power supply status and failure in CAS room.

11. Supplier will make necessary arrangements to provide grounding to all the field equipments and connect the complete system with the earth pit.

5.2.1 Uninterruptible Power Supply (UPS) One number of 20 KVA (min or more as required by the design) freely standing un-interruptible power supply system with one hour of battery backup shall be supplied to give 240 VAC single phase 50 Hz power supply. It shall consist of rectifier, inverter and all the control and protective elements to accept upto two feeders each of the 1 phase 240VAC as inputs. Out of the two, one input will be used as main input and other input shall be connected to the bypass input of UPS.

In addition, the UPS shall be capable of boost charging the standby batteries. The UPS will be located in a separate room which is at a cable distance of 50 Meter from the distribution cabinet.

Sealed maintenance free batteries for a backup of one hour shall be provided. If UPS is operating on battery an audio visual alarm shall be generated on the UPS to that effect. UPS, UPS output and its input AC power supply healthiness monitoring through audio visual alarm must be provided. These audio visual alarms will be provided in the same room having PIDS monitors. In addition potential free contacts (PFCs) should also be provided in the UPS for various conditions such as battery on load and load on bypass input etc. a list of PFCs provided by UPS should be provided at the time of detailed engineering.

5.3 Insulation Resistance The insulation resistance between all terminals and chassis of Console and junction boxes shall be more than 100 Mega ohms at 500 VDC. 5.4 Voltage Proof Rating With respect to chassis, all inputs (including AC power supply) and outputs of the system shall have capability to withstand application of high voltage for a period of 1 minute without any breakdown as per following:

a) For all circuits with working voltage up to 60V AC or DC, the test voltage shall

be 1000 VAC, 50 Hz. b) For all AC & DC circuits working above 60V, the test voltage shall be 2U+1000

V AC (subject to minimum of 1500 V AC), where U is the rated input voltage. 5.5 Grounding Grounding bus, permanently connected to the cabinet body (CAS Console), shall be provided at the bottom. All non-conducting metallic parts shall be connected to this bus and the bus shall be connected to station grounding system. Supplier will connect the grounding earth pit with the system panel and will provide grounding/earthing to all the metallic junction boxes from a single point. Necessary earthing strip/wire needs to be supplied & laid by the supplier. The distance between the panel and nearest available earth pit is around 50 mtrs.

5.6 Components All components used shall be of high quality. They shall conform to latest issue of relevant Indian or recognized International standards. (Refer section 3.1 to 3.3). The electromechanical relays used shall be dust proof. All the relays shall have freewheeling diodes across the coils. All connectors shall provide good contact and eliminate possibility of plugging in wrong direction. All small electrical and electronic components shall be wired on PCB. It shall be epoxy based copper laminated type with Euro connectors and having gold plated contacts. It shall conform to international standards. See clause 3.1 also. 5.7 Terminations Elemex/ Connectwell/ Phoneix contact make or other standard terminal strips with sufficient strength to withstand subsequent maintenance shall be used for termination of field wires (1.5mm2 wire size). For interconnection between various sub-units as well as for external field connections, the terminals shall be properly identified. The external connections terminals shall be segregated from the internal inter- unit connection terminals. AC & DC voltage terminals shall be suitably segregated and AC/DC high voltage terminals shall be protected. 10% spare terminals shall be provided in each terminal strip.

5.8 Painting The structural steel and GU’s/ panels shall be painted with the lacquer or baked enamel paints according to procedures approved by the Purchaser.

The finish colour shall be as follows: i) Steel structural (all surfaces) light grey Shade no. 631 of IS-5. ii) Internal surfaces of panels – white. 5.9 Non Disclosure Agreement After the award of contract, the successful bidder shall enter into a non disclosure agreement with the purchaser as per the standard format provided by the purchaser. The bidder shall not disclose the details, the arrangement, locations and the type of systems deployed in the Nuclear Power Plant to any person/ agency without the written permission of the purchaser. The successful bidder will be liable for prosecution, if he fails to adhere to this clause. 5.10 Safety Requirements PIDS is classified as NINS (Not Important to Nuclear Safety). The potential free contact outputs provided by PIDS shall be designed for fail-safe feature i.e. their relays shall de-energise during alarm conditions and ‘NC’ type contacts shall be used. It will ensure if somebody cut that cable then alarm will be annunciated. 5.11 Fault Tolerance Requirements (Single failure criterion) It shall be ensured that single failure in any subsystem shall not affect total system functionality. The subsystem shall continue to carry out all the major functions even with a single failure of say camera, network links, communication devices, recording backup, server failure to the extent possible. 5.12 Security Requirements A high level of security shall be achieved through the use of passwords. The system shall have user classification such as super user (administrator), supervisor and operators etc. The super user/ administrator shall have access to all menus, and other users to selected menus. Specified security requirements shall take into account requirements of access to computer system (access to hardware/software) and ensure access shall be granted, as per needs of the person at different levels viz. operator, supervisor, and maintenance personnel etc. through secure means such as hardware key interlocks and/or passwords. The system shall keep a log of the identity of the users. Log containing user name, login/logout date/time, changes made in the database etc. shall be provided.

5.13 Self-diagnostics Requirements The system shall have extensive on line & off line self-diagnostic features to meet the reliability and availability requirements. Self-diagnostic shall be provided for modules, cards/bins, CPU modules, Server PC, software modules, LAN links/devices, sensors and other links at every scan period. Card/modules shall have fault detection features and shall detect faults in processor, memories, supply voltage, invalid signals, communication modules/links, wrong mounting position etc. In case of any fault or disturbance, appropriate messages on server PC display and/or indications shall be provided. These shall be annunciated on Audio visual annunciator and replicated at another location in plant control room. The failure mode of modules shall be well defined and these shall fail in a safe mode. If a module fails, output relays shall go to de-energized state. All failures within PIDS shall be logged. All the activities of the user must be monitored and logged. Any changes in server configuration must be logged and system should generate the report which user has made the changes with date & time details. Network activity must be monitored and logged. 5.14 On-line Testability Requirements

The on-line diagnostics shall continuously monitor the correct functioning of all the field sensors, modules, cards, healthiness of LAN wiring, etc. and shall report all the troubles for quick and easy rectification. 5.15 Off-line Testability Requirements Off line diagnostics shall help in finding the faulty module in the PIDS. These shall also be used for testing any device/sensor/module before it is installed. Such devices/ units shall be quoted & supplied. 5.16 Reliability Requirements The system shall operate reliably under all conditions. The following approaches, among others, may be used to improve reliability of the system.

5.17 Availability Requirements To increase availability of the system to the plant, the system shall be designed to be fault tolerant in nature at all levels except at the common I/O level. Faults in the cards/sub-system shall be localized so as not to affect other part of the system. Concepts such as redundancy with hot-repair and on-line diagnostics shall be followed. 5.18 Maintainability Requirements 5.18.1 Hardware Maintainability

The diagnostics specified in section 5.13 shall quickly identify and indicate the hardware associated with fault. The hardware shall be modular and easily replaceable. Module shall be easily accessible. All hardware modules and their locations shall be identifiable. Permanent identification tags must be provided at each component. All PCBs shall be provided with replaceable jumpers/switch pack so that same can be easily reconfigured. A test system consisting of suitable hardware, software and peripherals shall be supplied along with the system for testing and repairing of any faulty hardware modules in the system. The test system shall quickly identify the fault to the component level so that repair work can be carried out. It shall be possible to replace/rectify a faulty I/O in power on condition wherever applicable. Adequate fault detection and annunciation mechanism shall be provided to reduce the mean time to repair. 5.18.2 Software Maintainability All the application/embedded software shall be documented and supplied. The software structure shall be modular for ease of trouble shooting and future modification whenever required. All the supplied software must have lifetime license and supplied antivirus must have at least 5 year license & technical support. 5.19 Physical & Layout Requirements a) The PIDS shall be designed with standard bins/modules to facilitate easy

maintenance and system expansion. b) The terminal strips shall be provided for 1.5 mm2 or required size of field cables

and relay output terminations at the back of panel. c) The server, PIDS hardware modules (if any), storage media, LAN switches will

be installed in server console (27U). Supplier shall ensure that all necessary equipment can be housed inside the server console.

d) The Monitors (for PIDS graphical screen and CCTV cameras, 2 Nos), annunciation panel, alarm/ack/reset switches, mouse, keyboard etc will be housed in CAS console in CAS room. The distance between the server console and CAS console will be 50 mtrs. Supplier shall design the CAS console such that all the items needed to be installed can be accommodated with proper console cable & equipment management. Two nos Operator ergonomic chair suitable for the console will be provided along with the console.

e) The supply of housing for CAS console & server console is in the scope of this specification. The design of the server and CAS console must be suitable for the existing room and supplier may visit the site to view the location of the console to assess the design. The consoles should be able to enter the room thru existing doors (Door width: 3 ft).

f) The external connection terminals shall be segregated from the internal inter-unit connection terminals.

g) AC & DC voltage terminals shall be suitably segregated and AC terminals shall be protected.

6.0 SYSTEM REQUIREMENTS

6.1 General

Computerized integrated Perimeter Intrusion Detection System (PIDS) utilizing Fixed and PTZ IP CCTV Surveillance shall effectively carryout the functions of deterrence, detection & assessment of intrusion occurring into the single fence. The single fence area comprises of a two independent islands. The length of these islands is 750 mtrs and 350 mtrs. Both the island has zig-zag arrangement and single fence is having multiple turns and bends along its stretch. It is congested at few locations due to adjacent civil structures and installed plant equipment. A common FO network should be established which will be used for interconnecting both islands IP CCTV cameras to the central servers & displays. CAS building is located in such a manner that both the islands (island A & B) are on one side of the CAS and are adjacent to each other. The various distances are as follows: i) distance from CAS to island –A will be 300m ii) distance from island –A to island –B will be 200m iii) distance from CAS to island-B will be 700 mtrs

The Video Analytics based PIDS shall be integrated by software through computers/servers/hardware modules for CCTV cameras. These servers and other equipment shall be housed inside a console, called ‘Server Console’ (27U network rack). The CCTV monitor and facility layout with zone diagram will be housed in “CAS console” which will be used for viewing the CCTV cameras and alarmed zone. The CAS console will be installed in the CAS room and server console will be installed in nearby adjacent room at a distance of 50 mtrs. The distance of the island from the CAS room is around 300 mtrs. The CAS Room shall house 1 No. of 42 inch LED monitor to display the videos of areas covered by the CCTV cameras and 42 inch LED monitor to annunciate alarm in PIDS with a graphical representation of the alarm zone. Another client PC to be installed in the Plant control room at a cable distance of 500 m from CAS, shall also be provided. A 32 inch color LED monitor in the Plant control room shall also be installed to display the areas covered by the CCTV cameras and annunciate alarm of PIDS. On a single monitor both the CCTV cameras and alarm zone will be displayed together such that operator can view the cameras and zone healthiness on a single

screen/thru software menus. Another 32 inch color LED monitor at another location (around 300 mtrs from CAS room) shall also be installed to display the areas covered by the CCTV cameras and annunciate alarm of PIDS. PIDS shall also provide facility for logging of all events, acquisition and annunciation of all alarms, storing of databases of all events, menu driven services to access all databases, configuration control and online monitoring.

The PIDS shall be Modular in form and allow for up-gradation and expansion. Online re-configuration of the system shall be mostly possible through system software without hardware modifications. A high level of system security shall be achieved through the use of passwords. The system shall also accept user classification i.e. user-1 shall have access to all menus, and other users to selected menus. The main features of the PIDS shall be: a. Real time detection of intrusion thru Fixed IP CCTV cameras based on the rules

implemented thru Video Analytics in the detection zone or around the single fence and audio-visual alarms in CAS room on graphical map plan of the facility with actual location of the alarms. The textual alarm information with real time of occurrence of the alarm, acknowledgement and reset time shall be displayed on an alarm window on the server. All the alarm events shall also be stored in the alarm database and an easy to use menu driven man machine interface shall be provided for analysis of alarms and to obtain report in desirable format. In addition automatic display of videos on the monitor of fixed cameras for the relevant zones should take place for the zone where intrusion is detected.

b. The system will have the probability of detection minimum 98%. It shall be demonstrated during the system testing.

c. Tracking of the intruder thru PTZ CCTV cameras automatically. d. Designing/configuring the rules in Video Analytics for detecting the intrusion thru

the fence. e. Video analytics in the IP Fixed CCTV cameras will have the facility of trip wire,

tracking and it will be integrated with PTZ cameras to track the intruder inside the perimeter. Operator will be alerted based on the violation of the Video Analytics rules implemented for the fence and alarm camera video will pop-up on the screen along with the visual display of the alarm zone on the graphical screen showing the fence zone & layout.

f. Standard alarm color codes flashing red for alarm condition, steady red for acknowledged alarm and steady green for normal condition.

g. Automatic display of relevant camera videos in case of an alarm. h. The PIDS shall provide contact outputs in case of alarm which will be used to

give audio –visual alarm on a separate audio visual annunciator located in CAS and repeat this annunciation in client PC at the Plant control room.

i. The PIDS network will have the facility of MAC binding, IP binding, antivirus provision and it will be isolated from other network thru hardware firewall (require no license). Antivirus with at least 5 year license will be provided.

j. Access to system configuration will be password protected and any activity in

system configuration will be logged.

To meet the above requirements the vendor has to supply the necessary software which will be compatible with software of the IP CCTV system.

6.2 CCTV System

The CCTV System shall be IP based CCTV System. The objective shall be to provide high degree of electronic surveillance system of the entire premises. The purpose is to monitor the entire area for unwanted, untoward incidents. It is also essential to have recorded images of all cameras to be stored, at least, for 1 month in the system. Recording at separate location should be done automatically. All the storage must have minimum RAID 5 configuration and provision of failover recording. 6.2.1 CCTV system shall be used for Intrusion detection as well as for alarm

assessment of perimeter of the plant. It will also be used for tracking an intruder inside the plant premises.

6.2.2 CCTVS shall consist of the following:-

a) Fixed color cameras (without Pan, Tilt and zooming facility) installed all along the perimeter of the operating island to view the entire perimeter for any intrusion in outdoor areas. These cameras shall be equipped with server based video analytic capability or edge based video analytics. Video analytic capability shall be intelligent to adapt difficult conditions in lighting or environment such as rain, clouds and leaves blowing in the wind. The background shall be continuously monitored by the software. Features such as tamper detection that generates alarms on camera hooding/ masking, blinding, defocusing and repositioning shall be present as a standard feature of video analytic capability. Image stabilization shall ensure detection even with shaky video sources such as cameras mounted on poles or simple vibrations. The following tasks shall be possible:

i. Detect objects entering, leaving or just being within an area (detector field)

ii. Detect loitering in an area related to radius & time. iii. Detect idle objects within a configurable time span. iv. Detect removed objects within a configurable time span. v. Detect trajectories/ routes of objects passing in a scene, displayed with

tracking lines.

vi. Detect multiple lines crossing from single line up to three lines combined in a logical row.

vii. Detect condition change properties such as size, speed, direction and aspect ratio change within a specified time span (for example something falling down)

viii. Detect heads within a configuration area.

b) Auto dome color cameras, with pan, tilt and zoom facility shall be installed at various locations on the perimeter for general surveillance of outdoor areas.

c) Auto dome cameras will be integrated with video analytics software such that it will track the moving intruder inside the perimeter.

d) All outdoor cameras (both auto dome & fixed) shall be IP-66 rated and shall have inbuilt heater, fan & blower facility.

e) Other requirements of CCTV System shall be as follows:-

1. It shall be possible to display any camera output on the LCD monitor in the

CAS console and on the LCD monitor in the client PC at the Plant control room. Such operation shall be performed by the keyboard/mouse connected with PC as well as from a keyboard connected in system/PC.

2. In case of alarm, the corresponding cameras shall automatically display the

images of the intrusion area along with recording of the videos by the DVMS. These video images shall be automatically displayed on the monitor in CAS console. The required accessories shall be supplied for the same.

3. It shall be possible for operators at CAS Console and at the Plant control

room to select and control any cameras in a random sequence and view the video on monitor. It shall be possible for the operator to view the videos of cameras in a predetermined sequence which shall be programmable at site.

4. The System shall also display the camera identification number, location of

the camera, time and date.

5. The cameras & its accessories such as JBs / mounts etc. which will be used in outdoor areas shall be capable of withstanding the adverse weather conditions. The cameras or its housings shall not get corroded. System will be installed near sea side; hence all the equipments should be suitable for saline environment.

6.2.3 Digital Video Management (DVMS) System

A total of 46 no fixed cameras and 14 no PTZ cameras are to be deployed initially in the plant whereas the capacity of system shall be of minimum 100 cameras to take care of future addition. The outdoor fixed (46 nos.) and auto dome (14 nos.) shall be connected to outdoor LAN. All the outdoor cameras

shall, therefore, be connected on a common LAN using FO LAN network and the videos shall be recorded on alarm due to VA(Video analytics) for outdoor fixed with selectable pre and post alarm recording up to 5 minutes at minimum 720p resolution @ 25 FPS. There shall be at least 2 nos. of servers one for recording & one for video analytics. Purchaser may decide to keep the servers at a different location. The bidder shall configure the required amount of servers to meet the functional requirement. The software used in the DVMS shall be compatible with the CCTV equipment chosen. System shall also maintain the centralised primary management, configuration and user database. Vendor may provide additional server for the same if offered system does not allow loading these functionalities on same server. All the machines used for above functionalities shall be off the shelf 19” rack mount servers from reputed manufacturers and the proposed solution shall not require proprietary computer, server and network or storage hardware.

System Components shall typically be: a) Servers and workstations b) RAID 5 Storage c) Software d) Network switches

1 The DVMS system shall be based on the latest software programming

technology Microsoft .NET frame work or other latest available platform. 2 DVMS will allow to make a graphical representation of the site. The complete

single fence area will be divided into different zone and all the doors will be displayed on the screen. Two nos of islands will be displayed on a single screen.

3 Software should allow the changing of fence layout, door configuration, cameras configuration etc.

4 PIDS features needs to be configurable from the DVMS software. 5 The DVMS shall be able to support all cameras at up to 25 frames per second

and 720p resolution (minimum) while maintaining less than 70% load on the Server.

6 The DVMS database and video storage shall be based on SQL Server 2016 or better.

7 The DVMS shall support: a) Video Analytics which includes multiple trip-wire detection rules,

multiple video detection zones, unattended object and illegally parked vehicle detection.

b) Video Analytics for people and car counting. c) Video Analytics for behavior recognition including loitering detection

and grouping detection d) Video Analytics for crowd detection package (crowd is defined by

percentage of area covered)

8 The DVMS video storage shall be capable of storing video for a minimum period of 1 month available for on line access. The recorded video shall be based on video analytics with a predefined selectable pre-alarm and post alarm period of up to 5 minutes. For 50% of the cameras redundant storage for storing video for a minimum period of 1 month should be provided.

9 Storage system shall be of Direct Attached Storage (DAS) systems/ Network Attached Storage (NAS) systems and/ or Storage Area Network (SAN) Systems. However redundant storage shall not share the same NAS/DAS/SAN.

10 All storage redundancy and mirroring capabilities shall be to perform these functions.

11 The DVMS shall be able to configure the outdoor cameras to stream two H.264. All of these cameras shall allow configuring both the streams @ 720p @ 25FPS or better.

12 Each Camera shall provide independent settings per stream. 13 The DVMS shall be expandable to switch and control minimum 100 cameras in

single/multiple central configuration management and user database. All the related software licenses shall be the part of the offered system.

14 The DVMS shall allow the user to view live video at High resolution while recording at a lower resolution for more efficient video storage. The system shall be flexible and allow bandwidth selection between 64Kb to 6Mb per stream or even better.

15 When both the viewing stream and the recording stream are set at the same FPS and resolution the camera shall send on the network a single multicast stream. This shall help reduce network bandwidth.

16 The system shall allow the recording, live monitoring, playback of archived video audio and data simultaneously.

17 The DVMS shall provide file export tool to export the native video format with all video protections (e.g. watermark, encryption) and the ability to play this video on a standard computer.

18 The native file format video player shall show the status of the video authentication as available with the original file format.

19 The IP Based DVMS shall provide file export tool for export of single frames of video in J-PEG and BMP file formats and for export of motion video files in AVI file format for transport and playback on computers utilizing a Windows environment.

20 DVMS software must allow to store both raw video and analytics video independently. In Analytic video, live video along with rules and detections shall be stored.

Server Software 1. Vendor shall consider additional servers for maintaining system administration

database & for video analytics. 2. Software shall be of Enterprise Level and able to handle up to 100 cameras.

The DVMS shall be provided with at least 3 concurrent system administration licenses so that system administration can be distributed depending on the sub division of the surveillance areas.

3. Server shall maintain a catalog of settings for all the client, servers, and IP cameras in the system.

4. Software shall allow the recording, live monitoring, playback of archived video audio, and data simultaneously.

5. Server software shall enable the client to dynamically create connections between cameras and workstations and view live or recorded video on the digital monitors (audio, video, serial ports and digital I/Os).

6. Server software shall provide the client seamless operation of all cameras and workstations available in the system regardless of the actual connection to different archive servers.

7. Server software shall offer the capability to be installed on multiple Computer Servers to enable distributed archiving architecture on the LAN without need of additional software license. In case, license is required then vendor shall provide at least 2 additional recording server licenses apart from being currently used in offered system.

8. Each recording server, for video, shall be capable of managing all 100 camera connections from IP cameras each at 25 FPS 720p resolution. The server shall be loaded with optimum no. of cameras to maintain the availability of the system.

9. Offered software and cameras must support Multicast communication. System shall use multicast network communication for video monitoring and recording. Unicast communication will not be considered as equivalent.

10. Offered software shall use standard servers for all the processing and shall not need any proprietary server hardware. System needing such proprietary servers will not be accepted in any conditions.

11. Software shall be open to accept third party IP cameras and encoders. Totally closed software which can not accept any other makes camera or encoder is not acceptable in any circumstances.

12. Vendor will be asked to provide the list of compatible makes and models which can be integrated in the offered system, failing to provide the information the offer may be rejected. Vendor must provide list of at least 5 makes of cameras currently compatible with offered system software.

13. To provide an advanced and reliable system the operating system shall be Windows 2012- Server level or latest version (Windows XP pro will not be considered as approved for servers). Client machines may have operating system as Windows 10/Linux based. Client Software’s shall be capable of accessing DVMS system from few existing computers.

14. Number of maximum alarms displayed for any user shall be configurable. 15. System shall maintain the audit trail of all the alarms and the relevant actions

by the user for records. It shall allow to create the reports for a)Alarm Report b)Camera configuration report c) User logon/ logoff report d) Server health report e) Equipment failure report f) Incident report etc.

16. Offered software shall provide full fledged alarm management with following features. Offer shall include any licenses required to meet this requirement.

The alarm management shall be able to set any monitor or groups of monitors to automatically display cameras in response to alarm inputs. It shall also allow displaying the alarm in any of the video tile on any of the monitors along with other cameras.

The alarm management shall allow for multiple modes of alarm handling capability. These modes are to be programmed within the same system.

The alarm management shall be able to acknowledge alarm automatically or manually, Snooze etc.

It shall provide the facility to assign the priority level to different alarms. It shall allow passing the specific alarms to specified users rather than sending

all alarms to every user. System shall have single alarm stack even though there are multiple recording

servers. 17. Software shall allow creation of unlimited camera sequences. It shall be

possible to set different dwell time for each camera within the sequence. It shall also allow sending the PTZ cameras to specific presets during their turn in sequence. It shall allow same camera appearing multiple times in the same sequence.

18. Software shall allow taking the backup of the configuration database and restoring the same if required.

19. Software shall allow easy and user friendly menus for camera configurations. It must allow the copy and paste of the settings from one camera to other to save the user efforts.

20. Software shall provide the totally configurable user privileges with independent user rights. It shall allow to copy and paste the settings from one user to another for administrator convenience.

21. Software shall provide the utility to send the Email alerts to the predefined users in case of any specific event.

22. It shall be possible to send these reports by email or archived on offline media. 23. Software shall have the option to monitor the desktop of any networked

computer.

Client Software 1. Client shall consist the relevant software licenses. All the client licenses shall

work on concurrent basis and shall not be restricted to be used with specific workstation. In case, the client application is workstation specific then vendor shall provide at least 3 additional client licenses apart from the actual consumption during initial setup of the system.

2. Client applications shall provide an authentication mechanism, which verifies the validity of the user through system directory.

3. Client shall perform the following applications simultaneously without interfering with any of the Archive Server operations (Recording, Alarms, etc.)

9. Client application displays all the cameras, sequences, video layouts, I/O pins, maps in the same drop down tree for easy access.

10. Client application shall provide drag and drop facility for selection of any content on the tile.

11. Client application shall support Graphical Site Representation (Maps) functionality, where digital maps are used to represent the physical location of cameras and other devices throughout facility. Maps shall have the capability to add the hyperlinks to create interlinked maps. It shall allow the selection of any camera for display from the map. It shall also allow the creation of manual record buttons on the map for individual devices.

12. Client application shall support the procedure functionality, where procedures can be triggered to appear during a certain alarm/event and can be used to provide detailed written or verbal instructions to the operator regarding the actions to be taken.

13. Client application shall support digital zoom on a fixed / PTZ camera’s live and recorded video streams.

14. Client application shall provide management and control over the system using a standard PC mouse, keyboard or CCTV keyboard. Standard scroll mouse shall be able to move the camera by merely clicking on the extremes of the picture in all directions and zoom function by scroll button to avoid the use of joystick keyboard but maintain the easiness of the control. The vendors shall provide joystick controller of any compatible make with required interface as an integrated part of client workstation.

15. Client application shall be able to control pan-tilt-zoom, iris, focus, presets and dome patterns of the PTZ camera.

16. Software shall provide the flexible options for export of video clips. It shall allow the export of multiple camera videos simultaneously. Export shall be

17. Software shall provide utility to play multiple exported clips simultaneously. It shall also provide the ability to play multiple clips in time sync with each other to understand the sequence of events took place during the emergency situations.

18. The DVMS shall provide the custom build application which provides the capability to configure the capture and recording of activities on operators screen. This functionality will be used to investigate the activities, errors of the operator in handling the emergency situations.

19. Client software shall have the option to record the live video and analytical video. Operator may select the type of video to be recorded as per requirement.

20. The DVMS shall provide the below mentioned Incident Reporting and backup mechanism.

a) The facility to create the incident reports for specific incidents. It shall be possible to access recorded video within the DVMS system for playback and export from this application.

b) It shall also allow the operator to write the text, attach the snapshots, video clip or any other type of attachment which can be used in conjunction with this incident and form the entire incident report as a single encrypted file.

c) Entire report shall be archived on specific portion on the storage and shall be accessible to the privileged users.

d) It shall create the library of all the reports and options shall be available to search the required report by time frame, subject, report number, operator ID etc.

However, for GU's size may vary depending upon the enclosures. For GU's and JBs in-built mechanical locks shall be provided. GU's shall be suitable for wall mounting type and the degree of protection provided by enclosures shall be IP-65 as per IS-13947 for outdoor JB's and GU's. Tests as mentioned as per the above specifications (except seismic tests) are applicable JB's and GU's. 6.3.2 Fixtures for outdoor cameras. Suitable fixtures for installation of outdoor cameras shall be fabricated & supplied. Each camera shall be installed on a fixture fixed on the ground such that it is at an elevation of four meter from the floor level. For this the length of the fixture shall be 6 meter out of which 1.5 meter shall be below ground and 4.5 meter shall be above ground. The fixture shall be rigid and the arrangement shall not cause vibrations in it due to wind etc. and shall last for operational life of 20 years. The fixture can be fabricated from 4mm thick MS sheet rolled in the form of a tube of 104mm (ID) with suitable base. The fixtures shall be designed accordingly (i.e. size of MS plate, thick bases & tube depth inside the ground & above floor level etc). Some of these fixtures shall have provision for anchoring since it may not be possible to fix it by digging a pit. The bidder may submit the design of these fixtures along with the offer. Fixture must have provision of routing the camera cables (integrated cable management) and suitable arrangement must be made on the fixtures to install the camera.

6.3.3 Consoles One central console called CAS console & another console called server console shall be supplied. The standard grounding & shielding requirements inside the console shall be provided. 1. CAS Console shall accommodate two nos. of 32 inch LED monitors for PC and a

PC with keyboards.

2. Server Console shall accommodate interface hardware modules, network switches, LIU, Servers & other PCs as required. 1 nos. of 32 inch LED video monitors.

3. Client PC required at the plant control room & at another location shall be installed

separately. The above is the minimum configuration and the bidder shall clearly specify the exact quantities of various items needed to meet the functional requirements.

6.3.4 Audio - visual Annunciator An audio–visual annunciator with the following specification shall be supplied which is to be mounted near/inside the CAS console. This annunciator shall be capable of accepting 12 inputs (potential free contacts). As soon as any of the input changes state the in-built hooter shall sound and an appropriate window (visual indicator) shall light giving an appropriate description (the details of window description would be provided during detailed engineering). The sound shall be audible even at a distance of 10 meters from the hooter. An acknowledge facility for hooter also shall be provided, along with visual indication to show that an alarm has been acknowledged. Reset facility for twelve point annunciator shall also be provided, when the input returns to normal. The annunciator shall have test facility also. Every new input changing its state shall cause the hooter to sound again & its corresponding window to light up. This annunciator may also be in built in CAS console. 6.4 Cables & conduits

The supplier shall carry out all inter module wiring inside the console/panel and termination between panel terminals and units/modules and all the cabling and termination required between panels and between panel & field devices. All the cables proposed & quoted by the bidder for meeting the functional requirements shall be FRLS sheathed cables meeting the requirements of NPCIL’s Specification PB-E-165. The insulation & conductor size shall be so chosen that it meets the functional requirement. The cables used for power supply can be cored cables (i.e. untwisted) and it is preferred to have HRPVC insulation here also. The conductor sizes to be used shall be 1.5 Sq.mm and 2.5 Sq.mm where longer distances are involved. In general, armoured cables are to be used for outdoor areas. In outdoor areas the cables are to be laid in underground conduits/pipes to be installed & supplied by the bidder. The conduits shall meet the BIS requirements. The supplier shall supply the required cables and the general purpose cables (if in the system) as per the NPCIL technical specification PB-E-165: NPCIL Technical specification for HRPVC insulated FRLS PVC sheathed unarmoured cables. The connectors shall also be supplied for this purpose (internal wiring). All the field cable entries to the consoles shall be from the bottom. Terminals shall be specified and supplied by the supplier. Supplier shall supply mating connectors for all equipments/devices.

The internal wiring at the panels if carried-out by loose wires shall be by PTFE wires (Teflon wires). 6.5 LAN Redundant network scheme shall be used for communication between PIDS nodes i.e. outdoor network switches. As already stated, all the cameras shall be IP based and they shall be connected in a fiber optic based LAN which will be used for PIDS only. The total length of Perimeter will be 1 km & 2.5 Km of LAN will be required to meet the redundancy requirement of LAN for the two islands. The FO LAN shall comprise of a layer -3 core switch to which one layer -3 distribution switch will be connected. The distribution switch in turn shall be connected to indoor node switches and to layer-2 outdoor node switches. The network shall be conceived to achieve a bandwidth of 1 GBPS (minimum). The core switch, edge/distribution switch and indoor switches will be located indoor and controlled atmosphere will be provided if required. All equipment needed for establishing the FO LAN shall be supplied by the bidder. The supplier shall engineer the scheme and same shall be submitted along with his offer. The successful bidder shall demonstrate the full bandwidth capability of the FO LAN established at site by means of suitable tests approved by purchaser. The detailed specification of the LAN switches, FO cable and accessories are given in the table below:

10. CAT-6 Connectors 11. 9 U, 19” 400 mm depth outdoor housing. 12. Intelligent management center- Network management software loaded on a PC

for 300 node license. The bidder shall consider the following points: (i) 12 core single mode FO cable is to be used. It is preferred if FRLS sheathed

cables are provided for fibre optic cables also. This LAN is independent of other LANs in the station. LAN network shall be established for PIDS.

(ii) It is sufficient if LAN connectivity through Copper cable is provided to all cameras. They need not have provision for FO connectivity.

(iii) CAT-6 cable can be used from camera to nearest switch/ node up to a max of 80 m distance.

(iv) The field nodes/ switches shall not be loaded fully i.e. an eight node switch can be used for maximum 6 cameras leaving 2 cameras for future addition or a four node switch can have 3 cameras maximum.

(v) All nodes/ switches used in outdoor environment shall meet the stringent requirements of operating temperature exceeding 50 deg C. Additional housing with forced cooling/natural cooling arrangement which shall be sufficient to remove the heat generated may also be considered to enable the operation of switch in outdoor environment.

(vi) Power to the cameras & network switches shall be through a dedicated 2/3 core cable of adequate size (to be specified by the bidder). Power over Ethernet is not preferred and the same should not be offered.

The network shall have the following minimum features in addition to requirements specified above: a. Standard protocols shall be used for LAN & proprietary protocol shall not be used.

The network shall have guaranteed access under all operating conditions. b. The bandwidth shall be sufficient to meet the responses of the system even during

data inrush for the plant under the worst case scenario with alarm bursts. It shall be possible to upgrade network capacity.

c. The design shall be such as to minimize interruption of signals. It shall ensure that

a single failure anywhere in the media shall cause no more than a single message to be disrupted and that message shall automatically be retransmitted. In case of failure of one network the changeover to the redundant network shall be automatic and completely bump-less and the same shall be suitably alarmed/logged.

d. Any failure or physical removal of any node connected to the data highway shall

not result in loss of any communication function to and from any other node. e. Software shall monitor the healthiness of redundant networks continuously. Built-

in diagnostics shall be provided for easy fault detection. Network Diagnostic software as a minimum shall include the following:

Maintenance of communication in the presence of faulty nodes and addition/deletion of nodes etc.

f. The network shall be secured and protected against virus attack. The network shall

not be part of any type of general purpose network including intranet and internet. All the software configuration, up-gradation, up-dation must be possible in offline mode without any internet facility.

g. The design and installation of the data highways shall take care of the

environmental conditions and hazardous area classification as applicable to similar services.

h. All network components of LAN and Human Machine Interface system shall be

compatible to the LAN without degrading LAN performance. i. The redundant buses (LAN) shall be physically separate.

j. Isolation shall be provided at both transmitting and receiving ends and redundant

link shall be provided wherever applicable. NOTE #1: The bidder shall clearly specify & quote for any additional equipment/

cable/ modules as per the required quantities in order to meet the functional requirements of the system. In case it is noticed that some material (equipment/module/software etc.) not offered/quoted initially, but is required for complete functionality, then such material shall be offered along with spares at NO EXTRA COST to purchaser. Also the successful bidder cannot change the make & model no. of the equipment once accepted unless the item becomes obsolete at the time of Purchase order.

NOTE #2: All the CCTV cameras, software, server, client, network switches

configuration shall be done in offline mode i.e. no internet connection and outside access is permitted for configuring the PIDS system, hence supplier must appoint technically competent persons to do the configuration of the system without any internet access.

7.0 DOCUMENTS 7.1 General

All the system drawings such as general arrangement, overall dimensions, cut-out dimension drawings, schematics, elementary wiring diagram, details and bill of material terminal loops etc. along with drawings list shall be submitted to the Purchaser for approval prior to fabrication.

Supplier shall provide their detailed Quality Assurance Plan (Q.A.P.) mentioning the steps they follow to ensure quality of the product for items fabricated at their works and for bought out items. The QAP shall be prepared to ensure that all the tests on components/equipment of the system and final assembled system are included for quality assurance. The same has to be submitted for purchaser's approval and approved QAP shall be followed to ensure the quality of the product.

A typical Quality Assurance Plan is given for reference as Annexure-‘3’. The Equipment Test Procedure (E.T.P.) in detail covering all the functional requirements of this specification shall be prepared mentioning the step-wise inspection and test procedures. The test procedure also shall be submitted to the purchaser for approval prior to the commencement of testing.

The Supplier shall also submit one set of as built drawings in reproducible form and in soft (Auto-cad version in addition to PDF) form in CDs to the purchaser.

7.2 Operation & Maintenance Manual

The Supplier shall prepare manufactured system operating and maintenance manual and offer one copy of the draft manual for purchaser’s review & comments which shall be taken care in the revised version of the manual. The manual shall include the following: a) System technical description: The system technical description shall be given in detail with reference to drawings. The working of circuits of all modules/units shall be described. The system description shall be specific to the equipment furnished and not of a general nature. It shall consist of data of the equipment, adjustment, calibrations, complete instructions of installation, commissioning, working & operation of the equipment, parts catalogues and data sheets and drawings. The instructions for assembly and installation shall show the identification part number of the dismantled apparatus or equipment. The as-built drawing of the JBs, terminals and LAN network must be provided. b) Operating Instruction: The system operation instructions shall be descriptive and in detail. Step by step operating instructions shall be given for operation of the system. Various adjustments, calibrations shall be clearly defined and mentioned. System testing procedure must be prepared and provided in the documentation.

c) Maintenance instructions Trouble shooting methods, routine and periodic maintenance, test equipment to be used, test points with test voltages and pattern/wave shapes shall be covered. Trouble shooting methods must be descriptive for major equipments used in system and cover the integrated PIDS system, LAN network and networking related major problems and their configuration related issues.

d) Manufacturer catalogues for the equipment/components procured from other sources.

e) System related configuration and passwords must be provided separately.

Two copies of the manufacturers operating and maintenance manual and one softcopy in CD (word & PDF) shall be supplied to the purchaser. 7.3 Inspection History Document

The supplier shall supply “Inspection History Document” to purchaser prior to dispatch of material to site. The History Document shall consist of following:- 1) Specification, Approved QAP 2) NPCIL approved test procedures, test reports and test certificates 3) Minutes of meeting and Design Concession Request, if any. 4) Shipping reference, Certificate of Compliance 5) Any other P.O. related documentation 8.0 INSPECTION AND TESTING 8.1 General The purchaser or his authorised representative shall have access to the supplier’s premises at all reasonable times to the extent necessary to assess compliance with the provisions of this specification.

The Physical Protection equipment shall be carefully examined to determine their conformance with reference to material and workmanship, finish, marking, dimensions and to assess its conformance with other requirements stated or reasonably implied and not covered by any specific test. All the constituent units of Physical protection equipment supplied to the provisions of this specification shall be subjected to visual, dimensional and functional inspection and testing as per approved QAP to the satisfaction of purchaser. 8.2 Tests at the Factory i) The supplier shall subject all the electrical and electronic components to inward

inspection to check their conformance with the relevant specification and standards prior to assembly and wiring as per QAP.

ii) Inspection of fabricated items such as GU’s, JB’s etc. shall be carried out to

ensure conformity with the relevant fabrication drawings. iii) Electrical wiring shall be inspected and continuity checked to ensure

conformity with the relevant wiring diagrams.

iv) The assembled panel shall be inspected to ensure that they conform to the relevant drawings.

v) All the electric & electronic modules shall be tested to ensure proper

functioning of all controls, outputs as per relevant specifications. 8.3 Environmental Test One number each of sub-units/cards, shall be subjected to standard environmental test as specified below: Dry Heat Test

Temperature : 55 + 2 °C Relative Humidity: < 50 % Duration : 4 hours Standard to be followed: IS-9000, Part III – 1977. Steps of Test Procedure to be performed (i) on unit reaching temperature equilibrium, (ii) at the end of 4 hours exposure of high temperature (iii) at the end of recovery period – are to be specified by the designer. For the purpose of testing all items shall be considered as heat dissipating items. Damp Heat Test

2 cycles of 24 hours (12 hours + 12 hours) each, over a range of 40 + 2 °C , 90 % R.H. to 25 + 5 °C, 98 % R.H.

Standard to be followed: IS-9000, Part V Section 2 - 1981. Steps of Test Procedure to be performed during temperature cycling and at the end of recovery period – are to be specified by the designer. The samples of sub-units subjected to above test shall not be used in the equipment and shall be tagged separately and supplied to the purchaser. For PCs/servers this test need not be done. The above tests will be done on one no of fixed IP camera and one no of PTZ camera.

8.4 Functional Test i) Functional tests shall be carried out (on 100 % of the supply quantity) as per

approved test procedures for all subsystems including cameras, modules and general purpose items such as UPS with batteries. For cables, tests as specified in the relevant referred specification shall be carried out as applicable.

ii) Integration test

The PIDS equipment including various sub units such as Fixed & PTZ cameras, DVMS, network switches, recording server, video analytics server, modules &

client machines shall be completely wired and interconnected with field cable simulated and the necessary software and the servers/workstations for the purpose of functional tests in accordance with this specification. For this purpose a minimum configuration of complete equipment shall be interconnected & the complete operation sequence checked. For this the supplier shall submit a detailed system integration test procedure to the purchaser for his approval prior to this test.

8.5 Burn-in test All the electronic sub-units (Hardware modules, servers, cameras, PCs etc.) on 100 % of the supply quantity shall be subjected to Burn-in test under rated load conditions. The burn-in period shall be for a continuous period of 100 hrs during which time the entire PIDS equipment (100%) shall be kept switched on under prevalent ambient conditions, the performance of the PIDS shall be checked before and after the test. Temperature shall be greater than 25° C or temperature under normal operating condition of equipment. There shall not be any deviation from the specifications. 8.6 Insulation Test The insulation test at 100V DC on all the electronic assemblies shall be done. The insulation resistance shall be of the order of 50 Mega Ohms. A 500 V meggar test shall be done on all non-electronic assemblies, if any and the insulation resistance shall be more than 10 Mega Ohms. 8.7 Voltage Proof Test All electrical circuits shall be tested for insulation w.r.t. ground for a voltage 2 KV AC for one minute. However, electronic components shall be suitably bypassed for this test. 8.8 Software tests at the Factory Software tests shall be carried out at the factory to check the functional requirements. 8.9 Test Reports Copies of the inspection and test reports, signed by authorised representative of the supplier shall be submitted to Purchaser. 8.10 Inward Inspection at Site After obtaining shipping release from purchaser's authorised representative, equipment shall be packed properly and transported to the site. As this process may cause some damage to the equipment, they shall be checked and inspected for physical damage and quantity.

9.0 INSTALLATION & COMMISSIONING 9.1 Conditions for deputing Man-power at site:

(a) The contractor should ensure that the personnel deputed are above 18 years of age & having good conduct.

(b) All the personnel deputed to site must have valid Police Verification Certificate from SP level (minimum) for preparing the gate pass. Without PVC person entry will be allowed only for 15 days. After 15 days entry pass will not be allowed.

(c) With PVC a pass for a period of 3 months will be prepared and which will be renewed after every 3 month.

(d) Supplier will depute one supervisor to co-ordinate for the site activities, pass preparation, work follow-up etc.

(e) The person deputed shall observe all Security procedures for his entry inside the Power Station. He shall carry the Identification card/authorization letter issued by the company and produce it to the security.

(f) All the personnel deputed must have a medical fitness certificate for working at height.

(g) All the deputed personnel will have to undergo safety training (2 hours) before starting the work at site.

(h) Supplier has to follow the instructions given by security personnel, safety personnel and plant entry procedures.

(i) During work if forklift/crane assistance is needed at plant site, it will be provided by the Site.

(j) During work if power supply is required, it will be provided by the site. (k) NPCIL reserves the right to insist upon the bonafides of the contractor's

workmen in case it becomes necessary due to verification of bonafide enforcement agencies of the Government.

(l) Before sending for work, contractor shall provide individual person name, age, identity proof. Contractor will confirm the visit date in advance before sending the representative for site visit or field works. The contractor stands responsible for the conduct of the worker while working inside the installation.

(m)During their stay, the contractor's personnel should abide by the

Security procedure of the Power Station. Person should produce his original photo identity proof to security along with one Xerox copy. Contractor's personnel should surrender all their identity cards on completion of their work at this Power Station. Contractor will be responsible in case of loss or mutilation of the cards owing to negligence.

(n) The contractor personnel shall follow the Station approved policies and procedures. The contractor shall undertake to abide by the Industrial Safety practices, fire prevention rules and “No Smoking” signs and advise his workers accordingly.

(o) Eating, drinking and smoking are not permitted inside plant. Spitting is not permitted within the premises.

(p) It shall be the responsibility of the Contractor to arrange for the accommodation & transport of their work men from their place of stay to the plant site and back.

(q) Canteen facilities in the Departmental canteen will be permitted for your personnel on payment basis. Charges will be levied as outside manpower.

(r) Normally medical treatment to workmen will be confined to first-aid for injuries sustained while at work. In emergency cases, which will be determined by the Engineer-in-Charge of the Power Station, the medical facilities of TAPS Hospital will be made available subject to the condition that the cost of the medical treatment will be recovered from the contractor.

(s) Penalties: (i) For safety procedure violation -- Rs 500/-(per reported violation) (ii) For damage or loss of I-card -- Rs 500/-(per lost card) In case of lost card FIR is to be registered at nearest police station and then only new card will be issued.

9.2 Installation All servers, PCs, hardware modules, cameras and other equipment such as consoles, servers, workstations, UPS etc. shall be installed and commissioned as mentioned below. a. Drawings issued by purchaser are to be referred for installation of equipment. The

cable terminations on Consoles and JBs shall be done as per the WDs and TLs prepared by Vendor & approved by purchaser. Only the field termination shall be carried out at site. All intra panel terminations shall be carried out by the supplier in his premises prior to shipment based on the WDs and TLs prepared by Vendor & approved by purchaser. If for any reason, the panels are shipped without intra panel wiring being carried out, the same shall be carried out while installation of PIDS equipment is being carried out. Vendor shall coordinate with the engineer in-charge at site and follow his instructions while executing this job

b. Supplier shall be responsible for installation and commissioning of PIDS. Supplier

shall ensure that trained & qualified personnel are involved in the installation & commissioning of PIDS. Supplier shall have to depute his team of engineers along with technicians to site until completion of installation & commissioning.

c. Personnel engaged in the installation & commissioning work at site will have to follow the security procedures controlling entry and movement. During commissioning at Purchaser’s premises, supplier or his representative will have to ensure that all safety regulations (both industrial safety and radiological safety) in force are strictly followed. In such matters, Purchaser’s instructions wherever given will be binding.

d. Laying of all types of cables on cable trays as per the route provided by the purchaser/or in buried GI conduits is in the scope of supplier. The Supplier /vendor after satisfying the healthiness of the cable shall terminate the cables at either end as per the approved TLs. Since the cable tray may not be available very near /close to the camera location, the portion of the cable from cable tray exit point to the camera location shall be laid either in 2 inch/ 1 inch hot dipped GI conduit (for a single cable) or on a light perforated channel/slotted angle if more than one cable is involved. In certain cases flexible conduit may also be required for routing the cables up to sensors/ field module. The vendor shall take necessary instructions from the engineer-in-charge at site. The vendor shall follow the standard installation procedure for cable laying inside the conduit/ light perforated channel.

e. All outdoor PTZ dome cameras & outdoor fixed cameras shall be installed on their

stands/ poles, The GU/JB for these cameras shall be fixed on the poles at a height of approximate 1.5 mtr above the floor level. For this suitable provision shall be made on these stands and poles for mounting of JB’s/ GU’s/ cameras.

f. At certain locations, it may not be possible to dig a pit due to site constraints. At

these locations the poles for cameras shall be anchored after reducing the height of these fixtures and welding a base plate for fixing the anchor bolts such that the height of these structures is 4.5 meter above floor level. For this the vendor shall take necessary instructions from engineer- in- charge.

g. The cables for power, FO network and other cables shall be laid inside the GI

buried underground near the perimeter. The outdoor area comprises a mix of soft soil and hard soil. At certain locations, where underground pipes cannot be laid, these cables shall be laid on the ground surface inside a GI conduit/pipe. The making of the trench for burying GI conduit/pipes is in the scope of supplier. For this the vendor shall take necessary instructions from engineer- in- charge.

h. Openings in the conduit/pipe will be required at regular intervals to facilitate cable

entry. The cable which comes out of the pipe shall be laid inside GI conduit laid on floor until the fixtures. Flexible conduit shall be used for routing the cable from GI conduit on floor to the opening in the fixture. The cables for cameras detector shall be routed inside the fixtures.

i. One pole can be used for installation of two fixed camera looking in opposite

directions or one PTZ camera or/& one fixed camera or any combination of Fixed/PTZ cameras as per system requirement. The camera poles etc are to be installed as per the standard installation procedure followed for installation of light poles.

j. All the Fixed CCTV cameras installation must be done such that it leaves no dark

zone/creep zone in the detection zone and must cover the complete fence by making a virtual boundary around the single fence.

k. CAT-6 cable shall be used for the camera to the nearest node switch of the LAN.

The CAT-6 cable from the camera shall be laid in flexible conduit/rigid GI conduit.

The CAT-6 cable distance between the camera and the node switch shall not exceed 80 meter otherwise a separate switch shall be used. Each node switch can be loaded to a maximum of 80% of its capacity. The node switches shall be interconnected with each other by FO LAN. All the cores of FO cables shall be terminated on the node switch. All standard practices and precautions that are usually followed for installation and commissioning of fiber optic cables shall be followed. The splicing and termination of FO cables shall be carried out by personnel who are experienced and trained to carry out this activity.

l. The node switches, layer-2 and layer-3 switches required for establishing the FO

LAN shall be installed in their locations. The housing for outdoor node switch shall be installed on the camera pole at an accessible height.

m. Before connecting the cameras to the FO LAN the bandwidth capacity of the LAN

shall be established. n. The UPS and its batteries and consoles are to be installed at their designated

locations as per their standard practices o. The power distribution cabinet/ JB’s shall be installed at a height of 1.5 M from

floor level at their designated locations or as per site requirement at an accessible location.

p. The termination of cable on the various types of cameras and field modules shall be

carried out by the vendor as per the wiring diagram prepared by him and approved by purchaser.

q. The tag numbers of field modules as given in drawings shall be painted near the

sensors for easy identification (40 mm Height characters). r. All fire barrier and wall openings after cable laying shall be sealed as per standard

procedure. The fire barrier sealing procedure will be made available to the vender at site by engineer-in-charge.

s. Any changes made in approved drawings while installation due to site constraints

shall be suitably marked up and "As Built" revision shall be done in such cases. t. The installation shall be carried out by installers with the necessary training and

experience. Installers shall have the appropriate tools and test equipment necessary to install the CCTV system and other systems correctly. Where measuring equipment is used, the equipment must be of a standard necessary to provide the required precision and accuracy to install and test the system.

u. Prior to commencing work all relevant health and safety requirements shall be

considered. These will vary with the nature of the premises and may involve special installation equipment when working in hazardous areas.

v. Electrical installation methods shall comply with current national and site regulations and the electrical installation shall be carried out by technicians who are qualified to the appropriate level.

w. An inspection of the system shall be carried out and documented on completion of

the installation of the PIDS system to confirm that the system has been installed in accordance with the system design. Any deviations shall be recorded for inclusion in the final document.

x. The system shall be installed and commissioned in accordance with the

manufacturer's recommended procedures as defined in the product's installation and setup guides. Prior to installation, the installer shall have completed a manufacturer's training program and be certified by the manufacturer. Alternatively, the installer shall be required to have the manufacturer, or their designate to provide qualified technical support for installation and commissioning. Acceptance tests shall be performed in accordance with standard procedures available from the manufacturer.

y. The drain wires of the both incoming & outgoing paired cables if used for the

signal cables shall be terminated on the earthing studs provided on the GUs. The continuity of the drain wire shall be maintained throughout the loop including in the JBs/ GUs. The continuity of the drain wire shall be ensured even for those sensors where the GUs are not used .The drain wire shall be connected finally to the safety ground provided in the consoles.

z. During work if forklift/crane assistance is needed at plant site, it will be provided by the Site.

aa. During work if scaffolding is needed, then scaffolding material will be supplied by

the site and necessary scaffolding will be made by supplier as per requirement. The scaffolding will be inspected by site Safety Personnel and after clearance from safety work will be done on the scaffolding. ONLY in case of any difficult situation scaffolding assistance will be provided by site.

bb. Detailed system specifications are given in NPCIL specification. These

specifications contain the system requirement in detail. Following reference NPCIL specifications needs to be complied for this project: PC-E-165: NPCIL technical Specifications for HRPVC insulated FRLS

sheathed unarmored cables, PC-E-347: NPCIL technical specification on Junction Boxes. PB-E-542: NPCIL technical specification for HR PVC insulated FRLS PVC

sheathed armoured control cables. NOTE:- All above specifications are provided for REFERENCE ONLY. The BOM quantity mentioned in these specifications is not for this tender. ONLY the technical extract is relevant for the supplied items. Other standards which need to be followed are mentioned in specifications as per requirement. cc. Supplier may ask any technical query before submitting their offer.

dd. Field work supervision, I&C planning: Supplier will depute this authorized

representative at site who will co-ordinate day-to-day field activities, prepare gate pass, do the planning etc in co-ordination with site representative.

ee. Precautions

i. Handling of instrument shall be done in such a way that it is protected from water, dust and mechanical damages.

ii. After installation proper protection shall be envisaged and implemented.

iii. Wires shall be terminated in the sensors using lugs. Continuity shall be checked

after crimping the lug.

iv. Cameras shall be checked for its proper functioning using test set or other applicable meters before installing them in the respective locations. No camera/ field module shall be installed in the field without testing.

v. For assigning IP address to the necessary equipment of CCTV, the vendor shall

obtain necessary instructions from engineer-in-charge.

vi. Dust caps supplied along with the sensors/ field module shall be put during commissioning stage to avoid ingress of dust etc.

9.2 Commissioning of PIDS After establishing the LAN connectivity and other appropriate connectivity of all field modules/cameras with PIDS & server console and interconnectivity of all server console with Client machines, display units and other equipment such as 12 or more point annunciator the commissioning activity shall commence. It is presumed that the PIDS vender at his works prior to shipment has configured all the equipment with the relevant database of the system as per the drawings to the extent possible. If due to any reason this is not done then he shall carry out this activity at site in parallel when the installation of equipment is being carried out by him. The following checks are to be carried out prior to commissioning and sensors in field.

(i) Components mounted on the entire PIDS & server console, GU’s, JB’s etc. shall be checked as per applicable General Arrangement drawings.

(ii) Tagging details shall be verified with applicable documents.

(iii) Panels/enclosure grounding is checked for their rigid support, proper continuity to

ground and cable glands.

(iv) Cable terminations at consoles, JBs and cameras are to be checked as per Terminal Loop.

(v) The wiring for panels/JBs & field devices shall be checked as per WDs (wiring

diagram).

(vi) IR of panels/equipments is checked to meet system design requirements.

(vii) Address setting, alignment and functional checking of field devices.

(viii) Operation of Power supply units and voltage regulation are checked as per specification.

(ix) Transfer of loads to back up power supply is checked on failure of main power

supply, wherever applicable.

(x) Alarm functions shall be simulated & verified.

(xi) Calibration for all the sensors shall be verified to meet system design requirements.

Commissioning of PIDS equipment involves the following steps:

(i) Checking the functioning of each and every server/PCs/field modules/cameras (for field of view) connected to PIDS & server console and checking the actuation of actual outputs (video displays, alarm maps, annunciator) and displays at client PCs i.e. the status of each camera / field module in various states ( normal, alarm, fault) shall be checked at both these locations. Checking of alarms including those generated from VA on outdoor fixed cameras.

(ii) Checking of live, recorded image quality and storage time provided in DVMS. (iii) Integrated functional test is carried to verify all the operational logics,

indications, annunciations, displays & recording to meet system design intent.

(iv) Configuring the LAN network, server, PCs as per cyber security requirement to ensure at least following points:

MAC Binding and IP configuration of the complete network devices Antivirus installation and configuration as per system requirement Data process control and port configuration control in network devices Network management software and network data process information

(i) Demonstrating the various features of the system illustrated in the instruction

manual. Some of the typical functions but not complete to be demonstrated include:

a) Diagnostics of the system (features provided in CAS Console and at client PCs) and HMI provisions.

b) The generation, storage, uploading and downloading of database of PIDS. c) Operation of the system in the degraded mode. (ii) Generation of commissioning document and handing over of the system to O&M

personnel after successful test run. 9.3 Test run The test run shall be at least for one month, during which the reliable operation of the system has to be established. Test run will continue till the requirement of specifications is achieved. During this test run the supplier shall be responsible for the maintenance and repair of the equipment and training of the operation. After successful completion of the commissioning and test run the system shall be handed over to the operation staff. 10.0 SPARES The spares to be supplied under the contract unless otherwise specified shall be on the following basis:

a. One extra fixed IP and PTZ IP camera is required for performing

environmental tests. b. 10% of the modules, sub-assemblies and units used in the system with at least

one unit. Spares will be required for items such as AC-DC converters etc. c. 10% of the loose components such as relays, resistors, capacitors, transistors,

etc. if used on systems with, at least, one component of each type. d. 10% of hardware items like connectors, switches, etc. used on the equipment

with at least one of each type. A list of spares proposed to be supplied by the supplier on the above basis shall be submitted by the supplier to NPCIL for approval. For certain items for which spares are already considered is mentioned in BOQ, the spares for the same need not be offered. Any item not listed initially in the offer, but is found out to be required for the functioning of the system shall be supplied along with spare at no extra cost. The special tools required to open the special connector/bolts etc need to be supplied. Supplier shall ensure that the quantity of spares included will be adequate for satisfactory operation of the system for at least 10 years. Afterwards the vendor can supply the spares which are backward compatible with the supplied system. The vendor shall also suggest the actions that can be taken to address the issues of up-gradation and backward compatibility of spares.

11.0 TRAINING The supplier shall provide training to purchaser's engineers regarding operation and maintenance of the system at their works. The cost of salaries and allowances of these engineers will be borne by the purchaser. Supplier shall provide all facilities and documents for training. For efficient operation and maintenance of System at plant site, training shall also be imparted to site engineers during testing, installation and commissioning at site on 1) Installation, commissioning, operation and maintenance aspects. 2) Design aspects, system architecture design of software and hardware. 3) Functional operation of software and hardware. 4) Interpretation of various diagnostics of software & hardware. 5) Trouble shooting. 6) Networking & cyber security aspects of the networking Vendor shall provide training manuals before the start of the training. 12.0 GUARANTEE The Equipment shall be guaranteed against defects arising due to design fault, material, workmanship, poor packing, and damage during transportation, handling, storage etc. and for trouble free operation for a period of one year from the date of satisfactory commissioning of the system. During this period all the faulty units shall be replaced/repaired free of cost at site by the supplier. 13.0 IDENTIFICATION Proper identification i.e. name of the system, model, sr. no., tag number & manufacturer’s name shall be provided on the console. A nameplate for the console shall be provided on top of panel. The character height shall be such that, it can be easily readable from a distance of two meters. The exact engraving details will be given at the time of detailed engineering. 14.0 PACKING AND SHIPMENT The supplier shall arrange packing of the instruments as per relevant national regulations in respect of consignments sent by rail. In respect of dispatches by road, the supplier shall arrange such packing as would safeguard the consignment against all rigors of road transport. All accessories and components shall be packed in packages limited to the sizes and weights that are admissible under the prevailing rail and road limitations. The instruments shall be so packed and protected as not to suffer deterioration, damage or breakage and shall be protected to prevent entrance of dirt and moisture during transit and storage. Each package shall be properly labeled and tagged indicating the type of quality of material it contains, its dimensions, weight as well as the order number. All hardware, spares, etc. shall be specially packed and clearly marked indicating the intended use. After receipt of material at site and during

installation & commissioning if it is found out that the equipment/ sensor/ module has suffered damage due to transfer or storage on account of improper packing or while transfer from stores, the supplier shall replace such equipment/ modules/ sensors at no extra cost to purchaser.

Generally no shipment shall be made with deficiency. However, because of urgency or some other unavoidable reasons, shipment with deficiency can be made only after obtaining the approval of Site/NPCIL. In such cases the supplier shall clear the deficiencies at site at no extra cost and within the agreed schedule. The supplier shall also conduct free of cost fresh tests on the equipment if required to ensure the integrated system performance. Also the supplier shall maintain a list of all such deficiencies, accepted date of clearing and reference for clearance. The supplier shall update this list every month and issue it to all concerned for the sake of record and speedy clearance of such deficiencies. This option for shipment with deficiency shall be exercised without any prejudice to the agreed commercial ‘Terms & Conditions’ of the order.

Each package shall be marked with “fragile and electronic item, handle with care”. The packages shall be clearly and legibly marked with suitable permanent manner with the following information.

a) Description of item and its serial number. b) USI number/Equipment number. c) The Purchase Order No. d) The number of pieces in the shipment.

In addition, the name and addresses of supplier and consignee shall be marked.

6 Item No #10: Supplier may provide the details of the accessories like nut/bolt/converter/power supply adapter/terminal strip/connector/sleeves for cables/aluminum metal tags (400 Nos)/Name plate for system components/lugs/shrinkable sleeves and any other hardware required for proper system commissioning needs to be included in accessories.

9 Item No #13: Supplier will offer the reputed make 20kVA (minimum) capacity UPS along with suitable trolley/housing for the UPS and its batteries or charger. All the components need to kept in orderly manner in the trolley/housing. Battery terminals must be protected and its trolley must be connected to earth/ground with suitable capacity wire.

10 Item No #15: Supplier may consider the system requirement and must consider the junction boxes needed for cable terminations/power distribution etc functions. Its details may be provided along with offer.

11 Item No #17, 18: Supplier will offer the reputed make cables. 12 Item No #19: Supplier will consider the system configuration requirement and will

offer the any additional cables required for system integration. The details of these cables may be provided along with its offer.

13 Item No #20, 21: Supplier will offer at least 'B' grade GI conduit along with couplers and bends needed for system I&C. Bends radius must be suitable for the optical fiber cable bending requirement.

14 Item No #22: PVC flexible conduit will be used where GI bends could not be used. The flexible conduit of different sizes may be required based on the system requirement for installing inside soil or on pole, on wall. Based on the system requirement PVC flexible conduit needs to be supplied and use in system for proper cable management. Wherever conduit is to be used outside in open, same shall be suitable for saline environment and must have glanding provision.

15 Item No #23: Double compression SS glands will be used for all outside/inside cable terminations. Supplier will assess the glands requirement and based on it will give its offer.

18 Item No #35: Supplier will design a power distribution board for managing the power supply arrangement. It will have one ELCB, main breaker with provision of power supply from two different sources, series of MCBs (5 to 10 Nos as per requirement), power supply indication provision, pocket for keeping the distribution board arrangement details, canopy if required. It will have provision for cable glanding and earthing.

19 Item No #36: Supplier may consider any other hardware needed for system integration and same may be offered. Supplier will provide the details of the accessories/equipment/hardware considered.

20 Item No #37: Antivirus shall have option for offline up-dation. Client antivirus shall be regularly updated thru the server and server virus definition will be manually updated in offline mode.
