Read, understand and follow the product warnings and safety instructions contained in the Product Warnings document included with this electronic control device (ECD). The most current warnings are posted on our website at www.TASER.com. Do not attempt to use this ECD until you have completed training with a TASER International Certified Instructor.

Obey Applicable LawsUse the ECD only in accordance with applicable federal, state, and local laws and other regulations or legal requirements. Your agency’s Guidance must also be followed.

This warning label appears on newer ECD models.

TASER® ECD s are weapons designed to incapacitate a person from a safe distance while reducing the likelihood of death or serious injury. Though they have been found to be a safer and more effective alternative when used as directed to other traditional use of force tools and techniques, it is important to remember that the very nature of use of force and physical incapacitation involves a degree of risk that someone will get hurt, or may even be killed due to physical exertion, unforeseen circumstances and individual susceptibilities.

Use of Force Policy

Each agency is responsible for creating its own use-of-force policy and determining how TASER ECDs fit into their use-of-force matrix based on legal and community standards. Make sure your agency has a use-of-force policy that addresses TASER ECD use and that this policy is clearly addressed during end-user training.

What is the X3 ECD?

The TASER X3 ECD is a software upgradable, 3-shot ECD manufactured by TASER International, Inc. ECDs use propelled wires or direct contact to conduct energy to affect the sensory and motor functions of the nervous system. The X3 ECD offers a multi-shot capability that previous-generation TASER ECDs do not. The X3 ECD deploys Smart Cartridges one at a time. It is possible to apply energy beyond the initial burst to a deployed cartridge without deploying the remaining cartridges. It also is possible to apply a Warning Arc™ display or drive-stun without deploying any of the cartridges loaded in the ECD.

The X3 ECD uses three replaceable X3 Smart Cartridges containing compressed nitrogen to deploy two small probes that are attached to the X3 ECD by insulated conductive wires. The X3 ECD transmits electrical pulses along the wires and into the body affecting the sensory and motor functions of the peripheral nervous system. The energy can penetrate up to 1.5 cumulative inches of clothing, or 0.75 inches per probe. The cartridges are available with various wire lengths from 15’ to 35’ (4.6 meters to 10.7 meters). X3 Smart Cartridges are equipped with Charge Diffusion™ probes for optimal Neuro Muscular Incapacitation (NMI) pulse delivery.

The X3 ECD’s Trilogy Log™ can be uploaded securely to EVIDENCE.COM, where the information is encrypted, stored securely, and organized into dashboards that allow your agency to easily monitor the usage and system status of your entire arsenal of X3 ECDs.

The X3 ECD’s optional TACOM™ Digital Power Magazine, or TPM, enables the X3 ECD to communicate wirelessly to other TACOM enabled ECDs such as the AXON Tactical Computer for time synchronization and event triggering. Furthermore, the X3 ECD features a Power Optimization Control (POC) capability that continually monitors the power remaining in the battery pack and, when needed, shuts down peripheral functions to maintain critical NMI capability while warning the user when the battery power reaches low levels.

The X3 ECD has an internal memory that stores the operating software and a record of every deployment. See the "Trilogy Log" section in this manual for more details.

The X3 ECD’s capabilities are encased within a rugged unibody chassis. This rugged structure protects the enclosed circuitry from hostile environments. Additionally, the unibody polymer frame provides much greater structural integrity and impact survivability than previous clamshell housings.

Neuro Muscular Incapacitation (NMI)

The human nervous system communicates with simple electrical impulses. The command center (brain and spinal cord) processes information and makes decisions. The peripheral nervous system includes the sensory and motor nerves. The sensory nerves carry information from the body to the brain (temperature, touch, etc.). The motor nerves carry commands from the brain to the muscles to control movement and can be involuntary in response to the sensory information. An example would be the involuntary muscle reaction to pull a hand away from a hot object.

TASER technology uses similar electrical impulses to cause stimulation of the sensory and motor nerves. Neuro Muscular Incapacitation (NMI) occurs when an ECD is able to cause involuntary stimulation of both the sensory nerves and the motor nerves. It is not dependent on pain and is effective on subjects with a high level of pain tolerance.

Previous generations of stun guns primarily affected the sensory nerves only, resulting in pain compliance. A subject with a very high tolerance to pain (e.g., a drug abuser or a trained, focused fighter) might be able to fight through the pain of a traditional stun gun.

Common Effects of NMI

WARNING

The use of TASER technology causes incapacitation and strong muscle contractions making secondary injuries a possibility. These potential injuries include but are not limited to: cuts, bruises, impact injuries, and abrasions caused by falling, and strain-related injuries from strong muscle contractions such as muscle or tendon tears, or stress fractures. These injuries are secondary in nature and not directly attributable to the electric output of the ECD, but are possible consequences of the strong muscle contractions the ECD induces to produce incapacitation. Some of the effects may include:

• Falls immediately to the ground and inability to catch oneself;

• Risk of drowning if ability to move in water or wet environments is restricted;

• Yelling or screaming;

• Involuntary strong muscle contractions;

• Freezing in place with legs locked;

• Dazed feeling for several seconds or minutes;

• Potential vertigo;

• Temporary tingling sensation; or

• Critical stress amnesia (may not remember any pain).

Basic X3 Electrical Theory

• Electricity must be able to flow between the probes or the electrodes.

• Electricity generally follows the path of least resistance between the probes.

• The greater the spread between the probes on the target, generally the greater the NMI effectiveness.

• Electricity will generally not pass to others in contact with the subject unless contact is made directly between or on the probes.

• Electricity can arc through clothing, and even some bullet-resistant materials.

• Exposure to water will not cause electrocution or increase the power to the subject (the electrical charge is fixed inside the TASER ECD, and will not increase significantly even with environmental changes).

• The X3 ECD’s Rotational-Pulse Drive™ rotates discharges across the three cartridge bays. This alternation of pulsed output across multiple cartridges allows a single X3 ECD to incapacitate up to three subjects simultaneously with the same effectiveness previously only possible with three separate ECDs.

• The Rotational Pulse Drive supports cross connection, or X-Connect™ technology, which can make the X3 ECD effective even if some probes from multiple cartridges do not hit the target. As long as one top probe and one bottom probe hit the subject, the NMI circuit can be completed, even if the probes were deployed from different cartridges.

• The Precision Shaped Pulse™ Pulse Calibration System (PCS)™ is designed to adjust current to meet situational requirements. If two probes strike a target and one contact is weak, the ECD will adapt to enhance the weaker contact’s effectiveness. If all probes from two or more cartridges strike the same target, the PCS is designed to adjust so the effect on the target is same as that of a solid contact from a single cartridge.

• Medical studies have found that modern pacemakers and implanted cardiac defibrillators withstand external electrical defibrillators many orders of magnitude stronger than the TASER conducted energy pulses.

Ambidextrous safety can be operated from either side.

• CAM-Lock Safety down (SAFE).

• CAM-Lock Safety up (ARMED) and ready to deploy.

• Do not block the safety on one side of the X3 ECD while attempting to move it on the other side. This can break the safety and disable the ECD.

• With default settings, if the X3 CAM-Lock Safety is left in the up (ARMED) position for more than 20 minutes, the system will shut down to preserve battery life. (This feature can be turned off, which then will cause the X3 ECD to be left on indefinitely when the safety is up (ARMED). See the "Auto Power Down" section in this manual for more information. To re-arm the ECD, simply shift the safety to the down (SAFE) position, and then shift it back to the up (ARMED) position.

On each side of the X3 ECD is an ergonomically designed rest upon which to place the tip of your index finger when you are not pressing the trigger switch or the ARC switch.

Arc display/Re-energize/Cartridge advance (ARC) Switch

The ARC switch is used to employ a Warning Arc display, select cartridges, and select menu items during system programming and option selection. ARC switch functions are described in the "Arc display/Re-energize/Cartridge advance (ARC) Switch Functions", "Configuring the X3 ECD" and viewing the System Status sections of this document.

Enhanced Power Magazine (EPM)

The Enhanced Power Magazine is a lithium energy cell power supply system for the X3 ECD. Do not store the EPM anywhere that the gold contacts on the side of the EPM may touch metal objects. If you cause an electrical short between these contacts, the short will drain the lithium energy cells and may cause the pack itself to become dangerously hot.

The EPM has enough power for approximately 300 discharges depending on temperature and use of the

flashlight. The EPM will deplete faster in colder weather than warm weather. Likewise, the EPM will deplete faster with the flashlight active.

1 Remove the protective label from the EPM contacts before installing the EPM battery in the X3 ECD.

2 Inspect the contacts to ensure the adhesive residue has been removed.

1 Point the ECD in a safe direction.

2 Ensure the CAM-Lock Safety is in the down (SAFE) position.

3 Remove the Smart Cartridges. See the "Unloading" section in this manual for more information.

4 To unload the EPM power pack:

4a Press and hold the EPM lock button located on the back of the EPM.

4b Press the release buttons located on both sides of the EPM.

4c Pull firmly in a downward motion on the EPM to remove it from the ECD.

4e Remove the protective label from the new EPM.

4f Install the new EPM. Ensure that the EPM is fully inserted into the X3 ECD. Apply sufficient force to ensure the EPM is fully seated and the tabs on the sides of the EPM are properly engaged.

Optional Rechargeable TACOM Power Magazine (TPM)

The optional TPM is a rechargeable battery module with integrated TACOM wireless communication capability. The TPM has enough power for approximately 100 discharges depending on temperature. The TPM will use more energy in colder weather than warm weather. Battery life also will vary depending on the flashlight usage.

The display on the back of the X3 ECD provides information about the ECD. When the CAM-Lock safety is shifted into the up (ARMED) position, the CID will display the cartridge bays, diagnostic status, and battery status.

Left to right: 35-, 25-, and 15-foot live cartridges. These cartridges have not been deployed. Note that the cartridge icons are displayed in the same color as those of the blast door colors for the corresponding ranges (orange for 35, green for 25, and yellow for 15).

If your X3 ECD is set up for metric measurements, the same cartridges will be displayed like this: 10, 7, and 4 meters in place of 35', 25', and 15', respectively. (Metric numbers are rounded down on the CID.)

Training cartridges will display with a solid blue icon shown in English or metric depending on the X3 ECD’s settings.

The currently selected cartridge will be surrounded by a green border. If you press the trigger switch, this is the cartridge that will be deployed.

If you press the trigger switch, the cartridge energized icon will display while the NMI burst is in progress.

After a cartridge has been expended, the cartridge deployed icon is displayed.

If no cartridge is loaded in the cartridge bay, the cartridge bay empty icon is displayed.

!If something is wrong with the cartridge, the cartridge bay error icon is displayed. See the "Load the Smart Cartridges" section in this manual for instructions on loading and unloading Smart Cartridges from an X3 ECD.

If training cartridges and live cartridges are both loaded into the ECD, the system is designed to lock the live cartridges to keep them from deploying. The cartridge bay locked icon will display in place of those live cartridges.

When you shift the CAM-Lock safety to the down (SAFE) position, a TASER logo and the X3 ECD’s serial number display briefly. This is user changeable.

Central Information Display (CID) Color Graphic User Interface System Status Icons

WARNING

The system status icons are designed to inform you of a fault in the X3 ECD. It is a fault indicator only, and it is the user’s responsibility to heed the fault indicators, obtain proper maintenance and repair, and ensure that the ECD is working properly before any use. Failure to heed the system status icons could cause serious injury or death.

All faults are recorded in the X3 ECD’s engineering log.

When the CID shows nothing in the lower-left side, the diagnostic system is indicating that no problems are detected.

Minor Fault indication. A yellow triangle in the CID indicates a minor localized problem. It is like a low fuel tank indicator. No Major or Critical Systems have failed yet, but some minor error has occurred that may need further action.

Shift the CAM-Lock safety to the down (SAFE) position and then to the up (ARMED) position; the fault may clear. If this does not work, remove and reinsert the EPM/TPM. If this does not work, remove and reload the cartridges. If the fault does not clear, it may still be possible to use the ECD for a short time.

If the fault did not clear, correct it as soon as possible. If necessary, send the ECD to TASER International for repair. See the "Product Returns" section in this manual for instructions.

Major Fault indication. A red triangle is probably accompanied by a noticeable failure in the ECD. For example, the flashlight or a laser might not be working. A major fault indicates a subsystem failure. The ECD still may produce an NMI effect, but the ECD is no longer functioning as intended.

Shift the CAM-Lock safety to the down (SAFE) position and then to the up (ARMED) position; the fault may clear. If the fault does not clear, it may still be possible to use the ECD for a short time.

If the fault did not clear, send the ECD to TASER International for repair. See the "Product Returns" section in this manual for instructions.

!Critical Fault indication. A stop sign indicates a system failure. The ECD is NOT to be used.

Critical faults are rare. Shift the CAM-Lock safety to the down (SAFE) position and then to the up (ARMED) position; the fault may clear.

If the fault does not clear, do NOT attempt to use the ECD. Send it to TASER International for repair. See the "Product Returns" section in this manual for instructions.

NOTE: If no icons of any kind display on the CID and the CAM-Lock safety is in the up (ARMED) position, but there is a solid red light at the top edge of the CID, then the CID has failed. The X3 ECD may be working—check the ECD to see if the lasers and flashlight are still operating. However, the CID is broken. Send the ECD to TASER International for repair. See the "Product Returns" section in this manual for instructions.

Battery Not Recognized. If you see a question mark within the battery icon of the battery status icon this indicates that the ECD did not recognize the battery correctly. Remove the EPM/TPM and reinsert it. If the error is still present, try another battery. If the Battery Not Recognized icon still displays, this usually indicates that something has happened to the battery connector inside the handle and the handle should be sent in for service. See the "Product Returns" section in this manual for instructions.

Stealth. When the ECD is in the stealth mode, a letter S will display in the battery icon. (See the "Selector Switch" section in this manual for more information about the stealth mode.)

Circuit status icons indicate the degree of connection to the target. Circuit status icons are for reference only; they are not intended to replace the need to look for visual indications or listen for other indications to determine the subject’s connection status.

When the ECD has a good connection to the target, the good circuit completion icon is displayed.

The partial/intermittent circuit completion icon indicates that the connection is marginal.

If the connection is not effective, the no circuit completion icon is displayed. The probes may have missed the target.

If the semi-automatic operating mode is selected, this icon is displayed on the CID.

If the manual operating mode is selected, the manual icon displays on the CID.

When the training mode is selected, the training icon displays on the CID.

When the CAM-Lock safety is in the up (ARMED) position, the CID will display the percentage of EPM/TPM power remaining. Remaining capacity will display in 10 percent increments. When 30 percent is remaining, the capacity indicator will turn from green to yellow. When the capacity drops to 10 percent, the indicator turns red.

When the battery level drops to 20 percent, TASER International recommends that the battery be replaced (if it is an EPM) or recharged (TPM).

When the X3 ECD is deployed with the trigger switch, it delivers an automatic 5 second Precision Shaped Pulse deployment cycle. The CID displays a count from 1 to 5 indicating how many seconds the deployment cycle has lasted.

If you hold the trigger switch down continuously, for more than five seconds, the ECD will continue the deployment cycle. The CID will display the number 6 (and sequential numbers), but the icon showing the count will be replaced by the operating mode icon.

If you press the ARC switch, the CID will display the deployment cycle duration next to the operating mode icon.

In probe-deployment mode, the CID display shows the deployment cycle duration for the most recent cartridge deployed. If you then deploy a second Smart Cartridge™ a few seconds later (while the first cycle is running), the CID will stop showing data for the first cartridge (though the first cartridge will still complete its deployment cycle) and start displaying the deployment cycle duration for the second cartridge.

In the example below, the deployment cycle for the second cartridge has been cycling for two seconds. The first cartridge also is cycling, but only the count for the second cartridge is displayed. (If the second cartridge was activated while the first cartridge was still running, the first cartridge's cycle should end before the second cartridge's cycle does. If the first cartridge completed a full cycle before the second cartridge was activated, then both the first and second cartridges should run for the same amount of time.)

Selector Switch

Press the selector switch on the top of the X3 ECD to configure the system. See the "Configuring the X3 ECD" section in this manual for more information.

The selector switch is slightly recessed to ensure that it is not pressed unintentionally during normal operations.

Pressing the selector switch when the CAM-Lock safety is in the up (ARMED) position puts the X3 ECD in stealth mode—the flashlight and laser are turned off and "S" is shown in the battery image. Pressing and holding the switch a second time will turn on the flashlight and laser.

The stealth mode cannot activate features that were turned off during ECD configuration. If the X3 ECD is configured to not use its flashlight or lasers, the stealth mode will not turn them on. See the "Configuring the Flashlight" and "Configuring the Top/Bottom Lasers" sections in this manual for more information.

NOTE: Using pens or paper clips to press the selector switch may damage it.

Trigger Switch

Unlike a firearm trigger, the X3 ECD trigger switch is a momentary electrical switch. The trigger is operational only when the CAM-Lock safety is in the up (ARMED) position. Pulling and releasing the trigger switch will deploy the first selected cartridge and result in an approximate five-second discharge unless the safety is shifted to the down (SAFE) position. Pulling and holding the trigger switch for more than five seconds will result in a continuous discharge until the trigger switch is released or the EPM is depleted—whichever happens first.

Multiple trigger pulls will have different results, depending on the selected deployment mode. See the "Semi-Automatic Mode" and "Manual Mode" sections in this manual for more information.

To keep the first and second subjects under effect, the user must determine whether such an application is necessary and, if so, press the ARC switch.

If you have engaged a target and contact is good, pressing and holding the ARC switch will apply energy to the target after the first 5-second cycle is complete. This allows you to apply cycles to a continually resisting subject, if needed, without expending any of the remaining cartridges.

Shifting the CAM-Lock Safety to the down (SAFE) position stops the cycle for all targets.

NOTE: Do not pull the trigger and press the ARC switch simultaneously. The trigger will override the event.

Manual ModeArc display/Re-energize/Cartridge advance (ARC) Switch Functions

The trigger and ARC switch work slightly differently in the manual mode than they do in the semi-automatic mode. In manual mode, pulling the trigger does not advance cartridge selection. Instead, the ambidextrous ARC switch is used to select the Smart Cartridges. By default, the left cartridge (or the first available cartridge, from left to right) is selected automatically. (This is the left side from your perspective, while pointing the ECD.) Pulling the trigger deploys the left cartridge. Pressing and releasing (quickly tapping once) the ARC switch selects the next available cartridge. An additional trigger pull will deploy the next selected cartridge and also apply energy to the previously deployed cartridge. Pressing and releasing (quickly tapping once) the ARC switch selects the third cartridge. Then, pulling the trigger deploys the third cartridge and supplies energy to the two previously deployed cartridges.

Pressing the ARC switch and holding it down energizes the front of the cartridges without deploying (discharging) them. See the "Warning Arc Display" section of this manual for more information. If you have already deployed cartridges, pressing the ARC switch and holding it down supplies energy to the deployed cartridges without deploying any un-discharged cartridges. If you have engaged a target and contact is good,

you can apply additional cycles to a continually resisting subject, if needed, without deploying any of the remaining cartridges. Holding the ARC switch down continually will arc the ECD until the ARC switch is released or the EPM is depleted, whichever happens first.

Because the ARC switch is ambidextrous, you can press from either side as you hold the ECD in a two-handed grip.

Manual Mode Trigger Functions

WARNING

In the event of an unintentional discharge, immediately shift the CAM-Lock Safety to the down (SAFE) position to stop the discharge cycle.

In manual mode, after the first cartridge is deployed, pulling the trigger again will apply additional energy through the wires to the probes. Unlike with the semi-automatic mode, this will not deploy additional cartridges. Also, pressing and holding the ARC switch will supply energy to deployed cartridges without discharging un-deployed cartridges. It is recommended to always press and hold the ARC switch when you need to re-energize deployed cartridges without expending additional cartridges.

After deploying a cartridge, you can press and release (quickly tap once) the ARC switch to select another cartridge to use. You do not have to wait for the cycle of the first cartridge to end before deploying a new cartridge.

Remove the Shipping Cover from the Smart Cartridge

Smart Cartridges are shipped with a shipping cover in place. Remove these covers before attempting to load a cartridge into an X3 ECD.

1 Hold the cartridge over a table or other close by surface so the cartridge will not fall to the floor if it is dropped.

2 Hold the cartridge so the blast doors are facing away from you and others. (The blast doors are behind the solid portion of the cartridge cover with the word REMOVE on it.)

3 Find the cartridge tab sticking out the rounded side of the shipping cover.

Selecting Cartridges

By default, the leftmost active cartridge is selected. Whether your X3 ECD is set up for the semi-automatic or manual deployment mode, you can use the ARC switch to designate which cartridge you want to use. You do not have to start with the left cartridge if the situation dictates otherwise.

For example, you can load X3 Smart Cartridges of different ranges into the ECD. You might load two 25-foot cartridges and one 35-foot cartridge. As shown in the CID below, if the subject is between 25 and 35 feet away, quickly press and release (tap) the ARC switch twice to select the 35-foot cartridge.

WARNING

When using the 35-foot Smart Cartridge, be aware that the top probe may hit above the laser. Adjust your aim to avoid hitting sensitive areas.

Never attempt to open or modify an X3 Smart Cartridge. Tampering with a live X3 Smart Cartridge could cause it to fire or malfunction (which may result in serious injury).

Remove the Smart Cartridge from the X3 ECD before inspection.

Before installing and using a Smart Cartridge, inspect the blast doors for cracks. The inspection should include checking the break seam running down the center and both sides of the front of the blast door. If the blast doors are cracked, remove the Smart Cartridge from service.

Also, inspect the Arc deflector metalized labels. Over time, the labels may show signs of wear. This is normal. If the labels have worn away completely or fallen off, remove the Smart Cartridge from service.

The X3 ECD can determine whether the Smart Cartridges loaded in the cartridge bays have been expended or not. The ECD also can determine whether all the cartridge bays are loaded or not. This means the ECD will not select an empty bay or an expended cartridge. Cartridge status is displayed on the CID.

The X3 ECD is designed to distinguish between standard Smart Cartridges and training Smart Cartridges. If both standard and training cartridges are loaded in an X3 ECD, the standard cartridges will be locked so they will not deploy. The drive-stun capability will still be available.

Training cartridges are available in 25-foot and 35-foot lengths.

AFID

Every time a TASER cartridge is deployed, at least 20–30 small confetti-like Anti-Felon Identification (AFID) tags are ejected. Cartridges can be assigned to individual users, as each is serialized. Each AFID tag is printed with the corresponding serial number of the cartridge deployed, allowing determination of which user deployed the cartridge.

Never place your hands or fingers in front of the cartridge. When loading and unloading, always hold the cartridge on the sides or top.

As shown in the illustrations, the left hand is loading cartridges beginning with the rightmost bay. By loading from right to left (or left to right if the right hand is used) it is less likely the operator will place fingers in front of the blast doors of loaded cartridges.

5 Firmly pull the cartridge out of the bay by pulling on the upper tab and lower tab of the cartridge. If the expended cartridge feels as if it is binding in the cartridge bay and won’t easily dislodge, try firmly pressing on the cartridge ejector directly below the individual cartridge that is difficult to remove.

The X3 Smart Cartridges can be reloaded independently. That is, if one or two of the three cartridges have been expended, you can replace either or both of the expended cartridges with new ones. You do not have to wait until all three cartridges have been expended before reloading.

To replace the expended cartridge:

1 Point the ECD in a safe direction.

2 Ensure the CAM-Lock Safety is in the down (SAFE) position.

3 Keep your hands away from the front of the cartridges.

4 Press the cartridge release button.

5 Firmly pull the cartridge out of the bay by pulling on the upper tab and lower tab of the cartridge.

6 Keeping your hand away from the blast doors, place a new Smart Cartridge into the cartridge bay until an audible click is heard.

7 Verify that the cartridge is secure by pulling on the tabs on the lower and upper part of the cartridge.

8 Verify that the remaining Smart Cartridges are secure by pulling on the tabs on the lower and upper parts of the cartridges.

Aiming and Probe Placement

All TASER ECD deployments should be in accordance with department policies and procedures.

Normally, aim the laser at the preferred target areas of the body, which are the lower torso (when the subject is facing you), legs, and the subject’s back.

• Clothing fits tighter.

• Surprise factor.

• Stronger muscles – even more effective.

• Less likelihood of a head, face, throat, breast, or groin exposure.

The top probe impacts the target near the top laser beam but exact placement can vary depending on distance, type of cartridge, etc.

Hold the X3 ECD so that the cartridge is vertical for an upright target. If both the upper and lower lasers are active, you should be able to estimate where each probe will hit.

WARNING

Avoid head, face, throat, or groin exposure unless officer safety or the situation dictates otherwise.

With previous-generation TASER ECDs, the electrical current is relatively quiet in actual human use. Therefore, the ECD may make very little sound when the probes are successfully deployed on a human or a conductive target.

With the X3 ECD, the noise level will vary. If a single cartridge is deployed and both probes make good contact with the target, the current will be relatively quiet. Multiple cartridge deployments and Warning Arc displays are likely to make more noise than typical of previous-generation TASER ECDs.

Potential Causes of Reduced or No Effectiveness

• Loose or Thick Clothing. The current from the X3 ECD is capable of penetrating approximately 1.5 cumulative inches of clothing, or 0.75 inches per probe.

• Miss or Single Probe Hit. The current must pass between a positive probe and a negative one (Top and Bottom Probe). If one probe misses, a second cartridge should be deployed if practical to complete the electrical circuit. Also, using the X3 ECD in the drive-stun mode as described below will complete the circuit between the single probe and the ECD electrode.

• Low Nerve or Muscle Mass. If the probes impact in an area where there is very little muscle mass (e.g., the side of the rib cage), the effectiveness can be significantly diminished.

• Limited Probe Spread. Probe spreads of less than 4 inches (including drive-stun) result in little or no effect from NMI and become primarily a pain compliance option.

• Wires Break. If a wire breaks (e.g., during a struggle), the current will not flow to the probes and an additional deployment may be required. Drive-stun is still available.

WARNING

Do not become over-dependent on the TASER ECD. No ECD is 100% effective in every situation. Do not deploy the ECD without following department policies and procedures for proper backup.

Warning Arc™ Display

Pressing and holding the ARC switch displays a Warning Arc discharge across the front of the X3 ECD.

With a Warning Arc display, the user may deter a subject without having to use actual force. Unlike previous-generation ECDs, a Warning Arc can be accomplished without removing the live cartridges. Pressing the ARC switch does not deploy the Smart Cartridges even if the X3 ECD is loaded.

Although you can use a Warning Arc display when the ECD is unloaded, it is recommended that you always arc display with the cartridges installed. This ensures a consistent display and reduces wear on the ECD’s components.

WARNING

Use the ARC switch, not the trigger switch, to employ the Warning Arc display.

Electrodes

The front of the X3 ECD has six metal electrodes. The electrodes provide the ability to use the X3 in a “drive-stun” mode as a traditional stun gun-type ECD.

Drive-Stun Backup

Drive-stun capability is available with the X3 ECD. To apply a drive-stun, place the safety in the up (ARMED) position and press the ARC switch, just as you would to employ a Warning ARC display.

Use the ARC switch instead of the trigger to activate the X3 ECD for a drive-stun. When you use the ARC switch, energy will spark across all the electrodes or arc deflector metalized labels without deploying the cartridges.

The drive-stun mode will not cause NMI and generally becomes primarily a pain compliance option. Probe deployment is usually considered more desirable, even at close range. Some of the advantages of probe deployment include:

• Drive-stun is only effective while the ECD is in direct contact with the subject or when pushed against the subject’s clothing. As soon as the ECD is moved away, the energy being delivered to the subject stops. Deploying the probes allows the user to separate from the subject while maintaining control.

• Due to automatic reflex actions, most subjects will struggle to separate from the ECD. Each time the ECD comes back in contact with the individual, another set of marks may be visible. Using the probes allows for one point of discharge.

• If the probes are deployed, even at very close range, the user may drive-stun to another portion of the body that is further away from the probes, thereby increasing the chance of NMI.

If the drive-stun is not effective, evaluate the location of the drive-stun, consider an additional cycle to a different pressure point, or consider alternative force options.

When using the drive-stun, drive the front of the X3 ECD firmly against the body of the subject. Simply “touching” the X3 ECD against the subject is not sufficient. The subject is likely to recoil and try to get away from the stun electrodes or arc deflector metalized labels. It is necessary to aggressively drive the front of the ECD into the subject for maximum effect.

Drive-Stun BackupRecommended Drive-Stun Areas for Maximum Effect

When officer safety is at risk, drive the X3 ECD into the following areas for maximum effectiveness.

• Carotid (sides of neck) (see warning below).

• Brachial plexus tie-in (upper chest).

• Radial (forearm).

• Pelvic triangle (see warning below).

• Tibialis (calf muscle).

WARNING

Use care when applying a drive-stun to the neck or groin. These areas are sensitive to mechanical injury (such as crushing to the trachea or testicles if applied forcefully). However, these areas have proven highly effective targets. These areas should only be targeted when users are defending themselves from violent attacks. Refer to your department’s policy regarding drive-stuns in these and other sensitive areas.

Spark Test

TASER International recommends conducting a spark test every 24 hours or prior to the start of your shift for your individually issued X3 ECD. The spark test is done to verify that the ECD is working properly.

Unlike previous TASER ECD systems, an X3 ECD can be spark tested with the cartridges loaded. In fact, it is recommended to perform the spark test with cartridges installed to reduce stress on the ECD’s components.

To perform a spark test:

1 Point the ECD in a safe direction.

2 Place top rail of the X3 ECD in the palm of your secondary hand so you can grip the top rail and your thumb can reach the ARC switch, while the remainder of your secondary hand and fingers are away from the front of the ECD.

3 Shift the CAM-Lock Safety to the up (ARMED) position. Keep all fingers away from the trigger and keep the ECD pointed in a safe direction. While performing a spark test, DO NOT touch the trigger at any time.

4 Use your thumb to press the ARC switch.

WARNING

Use the ARC switch, not the trigger, to perform a spark test.

One momentary sustained press of the ARC switch should activate the Warning ARC long enough to hear and see the X3 ECD arc. It is not necessary to extend the duration. In most cases, less than one second is adequate once the Warning ARC begins.

View the arc from the top or side of the ECD. Do not look at the front of the ECD or point the ECD at your face.

What to Do Following ECD UseConsiderations for Handling Used Probes

Each agency will establish its own procedure for probe removal and collection. Treat probes that have penetrated the body as contaminated needles (biohazard).

If the probes must be removed from the subject, follow all department policies and procedures for handling biohazards.

• Grab the probe firmly and quickly pull it straight out. Do not twist the probe as the barbed tip may cause additional injury.

• Carefully place used probes sharp-tip first into a sharps container, secure in place, and place in a secure location where no one will accidentally touch the probes.

• Once the subject is restrained, evaluate the need for medical attention as you would with any other use-of-force incident.*

• Take photos of any injuries, place the photos into evidence.*

• Collect the expended cartridge, probes, and AFIDs and place them into evidence.*

* As directed by department policy. Also, the TASER training materials provide additional information on forensic evidence collection procedures.

Effects on Animals

• The ADVANCED TASER® M26™ and TASER® X26™ ECDs are an effective option for dealing with aggressive animals and have generally been successful in most deployments. The TASER X3 ECD uses similar technology, but does not yet have the same service record as the previous models.

• NOTE: The aggressive animals are usually incapacitated/stunned momentarily in M26 and X26 deployments, but recover quickly. The vast majority of the animals quickly left the scene and broke the wires.

• If deployed on a domestic animal, consider having animal control available to restrain the animal.

Police/Military K-9 Caution

ECD operators and K-9 officers must work closely together to develop policies and procedures for deploying the ECD when a K-9 is present. If a K-9 bites a probe or bites the suspect between the probes, the K-9 could receive a shock. This could have a negative impact on the future duty use of the K-9.

Uploading Firmware Revisions

The X3 ECD internal firmware provides functionality for all aspects of the ECD. The firmware can be upgraded to the most recent version by using an X3 ECD Dataport Download Kit (purchased separately) and an Internet-connected PC connected through EVIDENCE SYNC software or connected to EVIDENCE.COM

CAUTION: Do not remove the USB cable or shift the CAM-Lock Safety to the up (ARMED) position during the reprogramming cycle.

X3 ECD Maintenance and Care

Each agency should establish a maintenance and handling program.

• CAUTION: The X3 product is a sensitive electronic piece of equipment, and should be handled with care. Avoid dropping an X3 ECD. Do not use an X3 ECD that has a cracked handle.

• Check the EPM/TPM regularly. Replace (the EPM) or recharge (the TPM) when the battery percentage reaches 20%.

• Occasionally wipe out the X3 cartridge deployment bays with a dry cloth. Multiple cartridge firings create carbon build-up (particularly after training courses) that should be removed.

WARNING

Do not wipe out the X3 bays immediately after the ECD has been fired as the user might receive a latent short electrical shock. Wait at least five minutes after the last discharge of the X3 ECD before wiping out the bays.

• Secure in protective holster when not in use.

• Download your X3 ECD data to EVIDENCE.COM before sending the ECD to TASER International.

• Avoid exposing the X3 ECD to excessive moisture or water.

• See the troubleshooting guide at EVIDENCE.COM for detailed instructions.

Dropped or Wet X3 ECD

• Shift the CAM-Lock Safety to the down (SAFE) position.

• Point the ECD in a safe direction and safely remove all cartridges.

• Remove the EPM/TPM.

• CAUTION: Dry the X3 ECD thoroughly (at least 24 hours). Do not use an external heat source such as a microwave oven or hair dryer to dry the X3 ECD.

• Reinstall the EPM/TPM.

• Shift the safety to the up (ARMED) position.

• Look at the CID to ensure the X3 ECD is functioning properly and the CID is not showing any error icons.

• If the CID shows a critical error icon, shift the CAM-Lock Safety to the down (SAFE) position immediately, remove the EPM/TPM, and return the ECD to TASER International per the return policies.

Trilogy Log

Upon download to EVIDENCE.COM, the system breaks down the information into three related data logs called the Trilogy Logs:

• Event Log™

• Pulse Log™

• Engineering Log™

The X3 ECD is the first truly network capable handheld weapon. The data set from the Trilogy Log is uploaded securely through an EVIDENCE SYNC cable to EVIDENCE.COM, where the information is encrypted, stored securely, and organized into dashboards that allow your agency to easily monitor the usage and system status of your entire arsenal of X3 ECDs.

Trilogy LogEvent Log

The Event Log tracks events. An event begins when the safety is moved to the up (ARMED) position and ends when it is moved to the down (SAFE) position.

The Event Log also stores Deployment Events for each cartridge bay. Such events include cartridge type, deployment status (whether the cartridge actually deployed vs. a failure), duration of cycle, and the voltage and current delivered of each individual pulse.

The Event Log also stores the Cartridge Advance Events. This is any time a cartridge advance occurs between the start and end of a session.

The Event Log also stores System Configuration Change Events. This is any time a system configuration is changed. For example, if the date, time, language, laser or flashlight on/off settings are changed, then the System Log records when these changes occurred. The Event Log also records when the X3 ECD is set to the semi-automatic, manual, or training modes.

System configuration also refers to firmware updates. The system log records the date and time of the update, version information, and whether the update succeeded or not.

Trilogy LogPulse Log

The Pulse Log records probe deployments. The records include how long the ECD was discharged, whether contact was made or not, and the voltage, current and resistance of every pulse.

The Pulse Log also records arc displays that were initiated via the ARC switch. The record of an arc display includes the event duration and the voltage and current of every pulse.

Trilogy LogEngineering Log

The Engineering Log monitors the performance of every key sub-system within the X3 ECD and provides alerts to the user if any subsystem is not performing properly and if maintenance is advisable. Any internal circuitry errors that occur inside the X3 ECD are written to this log. This information is used for diagnostics and warranty issues.

Dataport Download Kit

Optional download kits are available to permit departments to access the encrypted deployment information in the X3 ECD memory through EVIDENCE SYNC and/or EVIDENCE.COM.

The X3 ECD has a highly advanced deployment log that may help protect a user from claims of excessive use of force by providing documentation of the time and date for each ECD deployment. The deployment log also provides agencies with a powerful management tool to track usage patterns and help prevent misuse.

The deployment log includes the following information for the most recent 1,500+ discharges:

• Date, time, and duration of each discharge in both GMT and local time. Temperature and EPM percentage remaining at each discharge.

• Record of any time changes made to the X3 ECD’s memory.

• X3 ECD serial number and current software version.

The X3 ECD uses a USB adapter to connect to any Windows 98, 2000, XP or ME computer. The simplicity of USB makes using the dataport download kit an easy, fast process. The cable connects to the X3 ECD through the EPM compartment.

The X3 ECD is programmed to Greenwich Mean Time (GMT) at the factory. Every time the X3 ECD is connected to EVIDENCE.COM, the system will perform a time synchronization to GMT. The conversion to local time, including adjustments to daylight savings time, are all computed in the PC-based software. There is no need to program the X3 ECD to local time or to reprogram the ECD to daylight savings time.
