Taxable Sales in California is a quarterly report on retail sales activity in California, as measured by transactions subject to sales and use tax. The report includes data about statewide taxable sales by type of business as well as data about taxable sales in all California cities and counties. The following factors should be considered when using these data:

1. Total taxable transactions do not necessarily indicate the gross sales of stores dealing in taxable items. Only sales subject to sales or use tax are tabulated; excluded are sales for resale, sales of nontaxable items such as food for home consumption and prescription medicines, and taxable sales disclosed by Board audits.

2. Some businesses dealing primarily in nontaxable activities, such as services,

manufacturing, contracting, or wholesaling, either sell some merchandise that is subject to sales tax or use some items that were purchased ex-tax and on which use tax must be paid. Such transactions are included in the tabulations.

3. Data are compiled by type of store but cannot be broken down by commodity.

4. Businesses are classified according to their principal line of merchandise or service. Readers are invited to submit comments and suggestions designed to improve this publication to:

TAXABLE SALES IN CALIFORNIA THIRD QUARTER 2006

Taxable sales in California increased modestly in the third quarter of 2006, reflecting a slowing national economy. Taxable sales totaled $142.4 billion in the third quarter, up $3.2 billion (2.3 percent) from the third quarter of 2005. U.S. real gross domestic product increased 2.4 percent from the third quarter of 2005 to the third quarter of 2006, well below growth of 3.2 percent in the second quarter.

In constant dollar terms, taxable sales in-creased by 0.2 percent over the same quarter a year ago. The California Taxable Sales Deflator measured an inflation rate of 2.0 percent for the third quarter of 2006. Price increases for gasoline and building materials were responsible for a large part of the inflation rate. The California CPI rose 4.0 percent. (The CPI includes services whose prices tend to increase faster than those of most taxable goods.)

Retail stores posted taxable sales of $99.1 bil-lion, a 1.6 percent increase over the same period a year ago. Retailers of nondurable goods rose 5.9 percent, while durable goods declined 2.4 percent. A 13.4 percent jump in gasoline prices bolstered gasoline sales, which are a major com-ponent of nondurable goods sales. A 7.4 percent decline in new auto sales, the largest retail sector, held down growth in durable goods. Declines in sales by household furnishings and building ma-terials dealers also reduced durable goods re-ceipts.

Service station sales jumped 11.0 percent, faster than any other category. Taxable sales made by service stations yielded $12.1 billion. All of the gain was accounted for by increased gasoline prices. The average price of gasoline during the third quarter was $2.907 per gallon, a 13.4 percent jump from the previous year. With

the higher prices, California gasoline consump-tion decreased 1.1 percent compared to the third quarter of 2005.

Restaurant sales increased 5.2 percent, the largest gain of the major groups except for ser-vice stations. Taxable sales made by eating and drinking places were $12.6 billion. The largest nondurable retail category, general merchandise group sales, increased 3.7 percent in the third quarter, posting a total of $13.8 billion. Sales made from specialty stores, such as office supply stores, rose 2.5 percent to $13.2 billion.

Third quarter taxable sales by new car dealers were $16.0 billion, down 7.4 percent from last year. This follows a national pattern, as U.S. final sales of new motor vehicles declined 5.4 percent. New vehicle registrations in California also fell in the third quarter, decreasing 7.7 percent.

Taxable sales made by building materials dealers decreased 2.3 percent in the third quarter, totaling $9.7 billion. Taxable sales made by con-tractors were much stronger, increasing 5.7 per-cent in the third quarter to $6.8 billion. A large part of the increase in contractor sales reflected increased prices. Average prices for building ma-terials, as measured by the U.S. implicit price deflator, increased 6.3 percent in the third quar-ter. There were large differences in price move-ments for specific types of construction materi-als, which may account for the disparity between taxable sales made by building materials dealers and those made by contractors. While prices of lumber and wood products decreased, prices of cement and concrete products increased at double digit rates.

Sales of “all other outlets” (comprised primar-ily of manufacturing and wholesale businesses) were up 4.3 percent to $37.4 billion.

a/ Per capita taxable sales were derived by dividing third quarter self-assessed taxable sales by the population estimates of the State Department of Finance for July 1. The populations used were 36,981,931 for 2005 and 37,444,385 for 2006.

b/ Some permittees, by the nature of their business, are not required to allocate local sales or use tax to specific local jurisdictions. Their taxable transactions are listed under the column headed "Unallocated" in Table 2. Contractors and manufacturers generate most of the countywide unallocable transactions through construction work and making installations of manufactured products in the various counties. Notes concerning permits:

Permits are tabulated twice a year: as of January 1 and July 1. The number of sales tax permits is printed in the second- and fourth-quarter reports for counties and the first- and third-quarter reports for cities. A sales tax permit is required for each place of business operated by all manufacturers, wholesalers, and retailers of tangible personal property except those dealing solely in nontaxable commodities.
