Election Seasons – Rules for Signage By Brenda Goodell, Property Manager
TCCE SAFE DRIVING POLICY By Dave Nasser, President
One of the most significant changes we’ve ever undertaken in TCCE is our new Safe Driving Policy. The policy in combination with our new Speed Radar Trailers has been highly effective. Overall speeding has been reduced by approximately 70%, and we believe this will improve further with time.
While most residents are now following the speed limit, unfortunately, word is still not getting to all guests. Most of the violations now involve a guest. My household just received its first violation warning (Board Members are not exempt) which reminded me to let all our guests know about the policy. Guests are very understanding when I tell them but remembering to tell them is the hard part.
Thank you to everyone who has made a conscious effort to drive the speed limit. As well, thank you to those who are relaying this message to neighborhood guests. We are all safer because of it, and I think most would agree it’s a small inconvenience to help protect our children, pedestrians, bicyclists, pets, and property.

TCCE has signage restrictions which are limited to one (1)
“For Sale” sign per Lot per the CC&Rs.
The Arizona Revised Statutes, 33-1808 C. overrides that
restriction for Election Season(s) and allows the
following (simplified version) for political signage:
• No sooner than 71 days prior to Election Date
• No longer than 3 days after Election Date
• Maximum aggregate total dimensions of all
political signs on a member's property SHALL
not exceed nine square feet.
Additional Definition:
For the purposes of this subsection, "political sign"
means a sign that attempts to influence the outcome
of an election, including supporting or opposing the
recall of a public officer, or supporting or opposing the
circulation of a petition for a ballot measure, question
or proposition or the recall of a public officer.

GATE INFORMATION

When it comes to gate congestion, please help us help you! Most often, backups are caused by the arrival
of guests who are not on the guest list. When this happens, traffic stops as gate attendants attempt to
contact the homeowner(s) for entry authorization. This can be easily avoided.
During the gate implementation, your board selected gate management software that was both advanced
and easy to use. The software, ABDi, is remarkably flexible and allows residents and TCC members to
personally manage their guests’ access from a smartphone, tablet or computer. I encourage you to try it!
Simply: download ABDi GateAccess from your app store to gain instant access to your guest list. The ABDi
GateAccess app allows you to add or remove guests, set date limits and most importantly, send a QR code
(electronic bar code) via email or text message to your guests’ smartphones. This grants them quick and
secure access to our neighborhood. With QR codes, attendants can simply scan and process guests. This
takes seconds, instead of minutes. Processing a guest with a QR code is not only faster, it also adds a higher
level of security.
With the smartphone app, you can also elect to receive arrival notifications when your guests check in at
the gate. If you are already using this app and actively managing your guests, thank you! If not, please
download the app. You will need your username and password to login. These were emailed to you last
October. If you need your login information, please call the gate Monday through Friday at 520-296-6114.

determine if access can be granted.
But many calls are missed because Owners see
“UNKNOWN” on their Caller IDs. Solution: add

is calling!

HOW TO MANAGE CELEBRATIONS
SMALLER GUEST LIST FOR SUDDEN CELEBRATIONS
Simple Solution:
Provide a temporary password of your choice to
guests.
Notify the gate that you are expecting guests on a
specific day, during specific times. Share the
approximate number of guests, and your temporary
password.
LARGE GUEST LIST FOR PLANNED CELEBRATIONS
Best Solution:
Add each guest to the ABDI Software and text them
the QR Code (Electronic Access via cell phone).
Alternative Solutions:
1. Manage guest list by computer.
2. Alert gate you are having a celebration with
date and timelines and provide a legible
guest list to the gate.

The CC&Rs indicate HVACs need to be screened.
There are attractive and easy options to consider.
And one in particular does not require an
Architectural Review Submittal.
Plant manageable foliage that will grow and allow access to the HVAC and visual screening.
However, Architectural Review Submittal is
required for:
1. Building a short block pony wall.
2. Building any size screening with trellises,
wood or metal structure.

1 pt. (2 cups) raspberry sorbet, softened
1 pkg. (3.4 oz.) JELL-O Vanilla Flavor
Instant Pudding
1 cup cold milk
1 tub (8 oz.) COOL WHIP Whipped
Topping, thawed
1 cup raspberries Assembly Spread sorbet onto bottom of foil-lined 9x5-inch loaf. Freeze 10 min. 2 Beat pudding mix and milk in large bowl with whisk 2 min. Stir in COOL WHIP; spread over sorbet. 3 Freeze 3 hours or until firm. 4 Invert dessert onto plate just before serving. Remove and discard foil. Let dessert stand 10 to 15 min. to soften slightly before slicing. 5 Serve topped with raspberries.

GREETINGS FROM THE ARCHITECTURAL REVIEW COMMITTEE

We've had a lot of activity throughout the neighborhood this year. We've seen several new homes
completed, multiple home additions, and numerous smaller projects including new roofs, patio walls,
windows, and exterior painting.
Project developments within the neighborhood are covered by deed recorded Covenants, Conditions and
Restrictions (CC&Rs), as well as overlying zoning conditions from Pima County. Our property management
company processes the applications for all new construction and provides the education our architectural
guidelines utilized by our committee to review projects.
There is a sliding fee schedule based on project type; it ranges from minor work up to home additions and
new home construction.
The committee includes a compensated third-party architect to review and make recommendations on all
submittals. Our consulting architect is available to discuss any homeowner’s project prior to preparation of
submittal plans. They are also available after submittal to discuss any CC&R or Design Guideline issues. After
project plans are approved, the architect performs a final site review and approves construction completion.
Front, side, and rear yard setbacks are important characteristics of our community and provide visual
separation for each home. While there is a process to file for variances, there must be a compelling, non-
self-induced, hardship situation demonstrated by the applicant. Any variance request must be the minimum
necessary solution for hardship relief.
We appreciate the architectural style and character diversity within our neighborhood. It is one of our
unique attributes. We see property improvement as a benefit to the community, so our review focuses on
all of the exterior, visible, vertical features of any structure on your property. We do not comment or review
interior floor plan, materials or finishes.
A final area of our responsibility (in conjunction with the board and our property manager) is to review the
results of periodic neighborhood drive-throughs. These visual inspections of property are performed to
identify and seek correction of observed deficiencies of property maintenance or other CC&R violations.
Our only purpose in all these activities is to promote and to preserve the special character and value of our
neighborhood. We look forward to reviewing and approving your next improvement project.

updated set of numbers or fresh coat of paint to increase visibility.
✓ Check the clearance of your street trees. Can a tall vehicle easily drive under the canopy that overhangs the
street? If not, trim trees to allow ease of passage for all types of vehicles and pedestrians.
