    Chng 1 Quy nh chung

    1.1 Quy nh chung

    1.1.1 Phm vi p dng

    Quy phm v h thng lu li (sau y, gi tt l "Quy phm") c p dng b tr lu li v mi trnglm vic trong lu li, cc trang b hng hi v cc h thng phng nn (sau y, gi tt l "h thng lu li")ca cc tu mang cp ca ng kim Vit Nam (sau y, gi tt l "ng kim").

    1.1.2 Thay th tng ngH thng lu li khng hon ton tho mn nhng yu cu nu trong Quy phm ny c th c chp thunnu c ng kim cng nhn l tng ng vi cc yu cu nu trong Quy phm.

    1.1.3 Sa i cc yu cu

    ng kim c th b sung sa i mt s phn ca nhng yu cu nu trong Quy phm ny c xt n cc yucu Quc gia ca nc m tu mang c, kiu tu v vng hot ng m tu d kin.

    1.1.4 H thng lu li c c im thit k mi

    1.1.5 nh ngha

    Tu mang k hiu BRS, tu mang k hiu BRS1 v tu mang k hiu BRS1Atrong Quy phm ny c nhngha nh sau:

    (1)Tu mang k hiu BRS l tu c b tr, mi trng lm vic trong lu li v cc thit b hng hi ca tutho mn nhng yu cu ca Chng 3 v Chng 4 ca Qui phm ny.

    (2)Tu mang k hiu BRS1 l tu BRS c h thng phng nn tho mn nhng yu cu ca Chng 5 caQui phm ny.

    (3)Tu mang k hiu BRS1A l tu c mi trng lm vic trong lu li, cc trang thit b hng hi, h thngphng nn v h thng tr gip hng hi tha mn nhng yu cu ca Chng 3 n Chng 6.

    1.1.6 K hiu

    1 K hiu BRS c quy nh trong s ng k cho h thng lu li ca tu mang k hiu BRS.

    2 K hiuBRS1 c quy nh trong s ng k cho h thng lu li ca tu mang k hiu BRS1.

    3 K hiu BRS1A c qui nh trong s ng k cho h thng lu li ca tu mang k hiu BRS1A.

    1.1.7 Thut ng

    Cc thut ng s dng trong Quy phm ny c nh ngha nh sau :

    (1) Tr l hng hi l thy th bt k, thng thng l s quan c thuyn trng b nhim gup victrn lu li.

    (2) Lu li l khu vc m t cc cng vic iu khin v kim sot tu c thc hin, bao gm bungli v hai cnh g lu li.

    (3) Cnh g lu li l cc phn ca lu li hai bn ca bung li c m rng v hai bn mn tu.(4) V tr iu khin l v tr trn lu li c kh nng bao qut cng vic ch huy, c cc ngi li tu

    s dng khi ch huy, iu ng v kim sot tu.

    (5) V tr iu khin chnh l v tr iu khin dnh ring cho ngi li tu.(6) Phm vi quan st l ln ca gc nhn m t mt v tr trn lu li c th quan st c.(7) Ngi li tu l ngi iu khin, thao tc cc thit b trong lu li v iu khin tu.(8) Bung li l mt khu vc kn ca lu li.(9) V tr lm vic l v tr m ti mt hay nhiu thao tc c bit c thc hin.

    (10) V tr lm vic trung tm ca lu li l mt v tr m ti trang thit b hng hi cn thit cho cngvic iu ng v tc nghip c b tr tp trung, bao gm c v tr iu khin chnh.

    (11) Vng bin khi l vng bin m khng hn ch s t do hot ng ca tu theo mi hng tc khong cch tng ng t nht vi khong cch tu chy c 30 ph t vi tc hnh trnh.

    Chng 2 Kim tra h thng lu li

    2.1 Quy nh chung

    2.1.1 Cc loi kim traH thng lu li l i tng phi p dng cc loi kim tra sau y :

    (1) Kim tra ln u h thng lu li (sau y, gi tt l " Kim tra ln u").

    (2) Kim tra chu k h thng lu li (sau y, gi tt l "Kim tra chu k"), bao gm :(a) Kim tra nh k ;(b) Kim tra hng nm ;(c) Kim tra bt thng.

    2.1.2 Thi hn kim tra ln u v kim tra chu k

    1 Kim tra ln u c tin hnh vo thi im ng kim nhn c n yu cu xin kim tra ln u.

    2 Kim tra chu k c thc hin theo cc chu k sau y :

    (1) Kim tra nh k c thc hin trong thi hn 5 n mtnh t ngy hon thnh ln kim tra ln u hocca ln kim tra nh k trc . Kim tra nh k c th c tin hnh trong ln kim tra hng nm lnth 4 k t khi kim tra ln u hoc kim tra nh k trc .

    (2) Kim tra hng nm c tin hnh hng nm trong thi hn 3 thngtrc hoc sau ngy ht hn kim trahng nm ln trc hoc kim tra ln u hoc kim tra nh k trc .

    (3) Ngoi cc im (1) v (2) nu trn, kim tra bt thng c thc hin c lp vi kim tra nh k vkim tra hng nm khi :

    (a) Cc b phn chnh ca cc h thng b h hng, c sa cha hoc thay mi,(b) H thng c sa cha hoc thay i, hoc(c) ng kim xt thy iu l cn thit.

    2.1.3 Kim tra nh k v kim tra hng nm trc thi hn

    1 Kim tra trc thi hn

    Cc yu cu v kim tra nh k v hng nm trc thi hn phi ph hp vi cc qui nh nu 1.1.4 caTCVN 6259-1B: 2003 Qui nh chung v phn cp.

    2 Hon kim tra nh kCc yu cu v hon kim tra nh k phi ph hp vi cc qui nh nu 1.1.5(1) hoc 1.1.5(2) ca TCVN6259-1B: 2003 Qui nh chung v phn cp

    2.1.4 Chun b kim tra

    1 Tt c cc cng vic chun b cn thit cho t kim tra phi do ch tu hoc ngi i din hp php cho chtu thc hin. Cng vic chun b phi t ti an ton, d dng khi tip cn, v cc iu kin cn thit khc kim tra. Cc thit b kim tra, o lng, kim nh m ng kim vin da vo nh gi phi cchng ch v c hiu chnh theo tiu chun c ng kim chp thun. Tuy nhin, ng kim vin c thchp thun nhng dng c o lng n gin ( v d nh thc, bng, thc kp,...) khng c chng ch hocgiy xc nhn hiu chnh, vi iu kin cc dng c ny c ch to ph hp vi tiu chun thng mi,c bo qun thch hp v thng xuyn so chun vi cc dng c tng ng khc. ng kim vin cng

    2.1.5 Khuyn ngh

    Trn c s kt qu kim tra, ng kim vin s a ra cc khuyn ngh vi ch tu hoc ngi i din cach tu v cc hng mc cn phi sa cha. Sau khi c thng bo, phi tin hnh cng vic sa cha tha mncc yu cu ca ng kim vin.

    2.2 Kim tra ln u

    2.2.1 Bn v v h s k thut

    1 i vi h thng lu li ca tu mang k hiu BRS, phi trnh ng kim xt duyt 3 b h s k thut sauy :

    (1) Bn v b tr chung (ch r v tr iu khin chnh, cc v tr iu khin khc, v tr cc cng xon v bngiu khin v li i) ;

    (2) Cc thng s v tnh nng ca thit b hng hi nu 4.2.2 ;(3) S ni dy in i vi cc thit b hng hi nu 4.2 ;(4) Chng trnh th ti bn v th ng di bao gm c cc phng php th v iu kin th ;(5) Cc h s k thut khc m ng kim xt thy cn thit.

    2 i vi h thng lu li ca tu BRS1, phi trnh ng kim xt duyt 3 b h s k thut sau y :

    (1) Cc h s k thut nu 2.2.1 ;(2) Cc thng s v tnh nng ca h thng phng nn qui nh 5.2;(3) S ni dy ca h thng phng nn.

    3 i vi h thng lu li ca tu mang k hiu BRS1A, phi trnh ng kim xt duyt 3 b h s k thutsau y :

    (1) Cc h s k thut nu -2 ;(2) Cc thng s v tnh nng ca h thng tr gip hng hi qui nh 6.2 ;(3) S ni dy in ca h thng tr gip hng hi qui nh 6.2 ;(4) B tr chi tit ca v tr lm vic trung tm lu li qui nh 6.1.3 (kch thc ca trm iu khin, b tr

    cc tm, v.v... phi c ch ra).

    2.2.2 Kim tra trn xng

    Cc thit b nu t (1) n (10) di y phi c ng kim chp thun. Tuy vy, nu c s ng cang kim, cc thit b c Chnh ph ca quc gia m tu mang c , cc quc gia l thnh vin ca Cngc quc t v An ton sinh mng con ngi trn bin hoc cc T chc c cc chnh ph nu trn y quynchp thun c th khng phi kim tra theo cc yu cu nu trn.

    (2) H thng nh v in t ;

    (3) Ra a ;

    (6) H thng o tc ;

    (7) H thng o su ;

    (8) H thng thu nhn thng tin an ton hng hi ;

    (9) Trm v tuyn in thoi VHF ;

    (10)Cc thit b khc m ng kim xt thy cn thit.

    2.2.3 Kim tra sau khi lp t trn tu

    Cch b tr, mi trng lm vic trong lu li, trang b hng hi v h thng phng n n, sau khi lp t trntu, phi c kim tra ph hp vi quy trnh th ti bn c ng kim chp thun xc nhn rngchng c kt cu, lp t v hot ng ng chc nng cc iu kin lm vic. Mt phn cng vic th cth c thc hin khi th ng di.

    2.2.4 Th ng di

    Cch b tr, mi trng lm vic trong lu li, trang b hng hi v h thng phng n n phi c kim tratheo quy trnh th ng di c ng kim chp thun nhm xc nhn rng chng c ng, lp t vhot ng ng chc nng.

    2.3 Kim tra chu k

    2.3.1 Kim tra nh k

    1 Trong mi ln kim tra nh k i vi h thng lu li ca tu mang k hiu BRS, cc cng vic th v kim

    tra sau y phi c thc hin :

    (1) Kim tra tng th cc h thng ;

    (2) Th chc nng cc thit b hng hi nu 4.2.2 (1) n (5), (7) n (11) v (13) n (16) ;

    (3) Kim tra kh nng lm vic ca cc thit b hng hi sau khi ngt ngun 45 giy;

    2 Trong mi ln kim tra nh k i vi cc h thng lu li ca tu mang k hiu BRS1, cc cng vic th vkim tra sau y phi c thc hin :

    (1) Th v kim tra nh nu -1 ;

    (2) Th chc nng hot ng ca h thng phng nn nu 5.2, v

    (3) Kim tra kh nng lm vic ca h thng phng nn sau khi ngt ngun 45 giy.

    3 Trong mi ln kim tra nh k i vi cc h thng lu li ca tu mang k hiu BRS1A, cc cng vic vkim tra sau y phi c thc hin :

    (1) Th v kim tra nh qui nh -2 ;

    (2) Th chc nng hot ng ca h thng tr gip hng hi c qui nh 6.2 ;

    (3) Kim tra kh nng lm vic ca h thng tr gip hng hi sau khi ngt ngun in 45 giy.

    2.3.2 Kim tra hng nm

    1 Cc cng vic th v kim tra sau y phi c thc hin i vi h thng lu li ca tu mang k hiu BRStrong mi ln kim tra hng nm :

    (1) Kim tra tng th cc h thng

    (2) Th chc nng hot ng ca cc thit b sau y :(a) gii ra a t ng (ARPA) ;(b) H thng nh v in t ;(c) Ra a ;(d) Trm v tuyn in thoi VHF ;(e) H thng thng tin ni b ;(f) Cc thit b khc m ng kim xt thy cn thit.

    2 Cc cng vic th v kim tra sau y phi c thc hin i vi h thng lu li ca tu mang k hiuBRS1 trong mi ln kim tra hng nm :

    (1) Th v kim tra nh nu -1.

    (2) Th chc nng hot ng ca cc thit b sau :(a) H thng an ton lu li ;(b) H thng thng bo v bo ng.

    3 Trong mi ln kim tra hng nm cc cng vic th v kim tra sau y phi c thc hin i vi cc h

    thng lu li ca tu mang k hiu BRS1A(1) Th v kim tra nh c qui nh -2 trn

    (2) Th chc nng ca cc thit b sau :(a) H thng lin lc lu li ;(b) H thng lin lc v biu th hi in (ECDIS) ;(c) H thng vch hnh trnh t ng.

    3.2.6 H thng iu ho khng kh

    Trong bung li phi c trang b h thng iu ho khng kh c iu khin mt cch d dng.

    3.2.7 An ton c nhn

    1 Khng c c cc g cnh sc nhn v li lm trn b mt cc trang thit b lp t trong lu li trnh gynguy him cho con ngi lm vic trn lu li.

    2 Phi lp t cc tay vn hoc thit b tng ng bn trong bung li hoc xung quanh cc thit b hng hi

    t trong bung li m bo an ton trong thi tit xu.3 Phi c cc bin php chng trt ng thch hp cho sn lu li trong iu kin sn lu li kh hoc t.

    4 Ca ra vo cnh g lu li phi ng m d dng. Phi trang b cc phng tin c nh ca khi m ti miv tr.

    5 Nu trong bung li trang b gh ngi cho ngi li tu th phi c bin php c nh chc chn m bo chongi li tu thao tc cng vic trong mi iu kin thi tit.

    Chng 4 thit b hng hi

    4.1 Quy nh chung

    4.1.1 Phm vi p dngNhng yu cu ca Chng ny c p dng cho cc thit b hng hi cu cc tu mang k hiu BRS, vBRS1 v BRS1A.

    4.1.2 Quy nh chung

    1 Thit b hng hi phi c kh nng hot ng lin tc trong mi iu kin thi tit ca bin, chn ng, nhit, m v nhiu sng in t m tu s gp trong qu trnh khai thc.

    2 Nu cc thit b hng hi c vi tnh ho ni qua mng vi tnh th khi mng b h hng cng khng lm nhhng n cc chc nng hot ng ring bit ca tng thit b.

    4.1.3 Ngun in

    1 Phi trang b cc bng phn phi in ti khu vc trong bung li cho cc thit b hng hi s dng in. Ccbng phn phi ny c cp in bng 2 mch in ring bit, mt mch t ngun in chnh, mt mch tngun in s c, v cc mch in ny phi c cch ly hon ton cng xa cng tt. Mi thit b hng hiphi c ni ring bit vi bng phn phi. Cc bng phn phi ny cng c th s dng i vi h thng phng tai nn nu Chng 5 ca Qui phm ny.

    2 Cc ngun in cp cho bng phn phi phi c trang b b chuyn ngun t ng.

    3 Khi ngun in chnh b mt th cc tn hiu v m hiu trn bng phn phi phi t ng bo.

    4 Sau khi mt in chm nht 45 giytt c cc chc nng c bn ca thit b hng hi phi c nhanh chng

    phc hi.

    4.2 Thit b hng hi

    4.2.1 Quy nh chung

    1 Trong cc trm iu ng v tc nghip phi trang b cc dng c v phng tin sau y ngi li tu ckh nng :

    (1) Xc nh v nh du v tr, hng i, hnh trnh v tc tu ;

    (2) Phn tch tnh hung giao thng trn bin ;

    (3) Quyt nh iu khin tu trnh va chm ;

    (4) Thay i hng i ;

    (5) Thay i tc ;

    (6) Thc hin thng tin ni b v thng tin bn ngoi bng cch s dng v tuyn in thoi VHF iu ng v tc nghip ;

    (7) Pht cc tn hiu m thanh ;

    (8) Nghe cc tn hiu m thanh ;

    (9) Kim tra cc thng s hng hi nh hng i, hnh trnh, tc , vng quay chn vt, gc li, su ca

    nc, v(10) Ghi cc thng s hng hi.

    2 Thit b hng hi phi c b tr trnh gy ra nhm ln khi thao tc.

    3 Thit b hng hi phi c thit k cho php nhn bit thng tin c d dng v chnh xc c ban ngyln ban m.

    4 Thit b hng hi phi c t cho mt my nm hng nhn ca nh hng hi hoc trong tm hngnhn khi quay ngang.

    5 Thit b hng hi phi c thit k v lp t sao cho mc phn x nh nht v khng lm chi mt.

    4.2.2 Thit b hng hi

    Trong lu li, phi trang b cc thit b hng hi nu t (1) n (16) di y:

    (1) Mt gii ra a t ng c lp ARPA hoc t hp vi loi ra a nu (3), tha mn cc yu cu sau:(a) Bo trc cho nh hng hi c th hiu chnh t 6 n 30 pht trc khi lm vo khong thi gian

    nguy him.(b) C kiu bo phng thc dch chuyn thc v tng i ca cc vt th.(c) C mn hnh nh sng ban ngy.(d) C kh nng thu nhn v theo di t 20 mc tiu tr ln.

    (e) C h thng cnh bo khu vc c th hiu chnh c cc thng s, t tn hiu v bo hiu i vicc im cm n gn (CPA) v thi gian ti cc im cm n gn (TCPA)

    (f) C chc nng m phng cho php theo di hng i hoc s thay i tc tng i so vi ccmc tiu trn ng.

    (g) C c tnh t kt hp kim tra.

    (2) H thng nh v in t ph hp vi khu vc hot ng.

    (3) Hai ra a c lp. Mt trong hai chic hot ng di bng X.

    (4) La bn hi chuyn c tnh lp v ly chun d dng.

    (5) Mt h thng li t ng tho mn cc yu cu sau:

    (a)C chung bo hng cho ngi li tu nhn c t mt h thng c lp vi h thng li t ng.Chung bo ng ny c kh nng hiu chnh c thi gian cnh gii i vi khu vc d b mccn.

    (b)C thit b kim tra chuyn ng gia tng qu gii hn tc thi t trong trm iu khin v tcnghip.

    (6) Mt h thng o tc .

    (7) Mt h thng o su.

    (8) Mt thit b iu khin h thng iu ho khng kh ca bung li.

    (9) Mt thit b thu nhn NAVTEX v mt thit b thu nhn EGC tu theo vng hot ng.

    (10) Cc cng tc iu khin v bng ch bo n hiu nh n hng hi.(11) Cc cng tc chn/iu khin bm li thu lc.

    (12) Mt h thng iu khin ci.

    (13) Mt cn gt nc ca s.

    (14) Cc thit b kim tra n ca cc dm cng xon trm cng tc chnh.

    (15) Mt h thng thng tin ni b tho mn cc yu cu sau:(a) Ti mi thi im, k c trong trng hp mt ngun in chnh, ngi li tu vn phi c kh nng

    lin lc hai chiu c vi cc v tr quan trng khc.(b)Lu li c ch u tin lin lc cao nht

    (16) Mt trm in thoi v tuyn VHF c hiu lc trc tip ti cc v tr iu khin.

    (17) Mt h thng iu khin t xa my chnh tho mn TCVN 6277:2003 Quy phm H thng iu khint ng v t xa.

    4.2.3 Ngun chiu sng v nh sng ring ca thit b

    1 Cc n ch th v ngun chiu sng ca tt c cc thit b phi c b tr v lp t trnh chi hoc phnx hoc b lo trong nh sng mnh.

    2 Trnh cc ngun sng khng cn thit khu vc pha trc ca lu li, tr cc thit b cn thit cho s iukhin v tc nghip an ton buc phi t trong khu vc ny.

    3 Cc n bo hiu v bo ng phi c thit k khng bo sng trong iu kin bnh thng hoc trongtrng thi an ton. Phi trang b cc dng c kim tra n.

    4 Tt c cc n v ngun chiu sng ca thit b phi c kh nng iu chnh v khng, tr nh sng ca ccn ch bo, bo ng v kim tra c lu gi li c.

    5 Mi thit b phi c mt b iu chnh nh sng. Ngoi ra mi nhm thit b cng lm vic vi nhau c thc trang b mt b iu chnh nh sng thch hp.

    Chng 5 H thng phng nn

    5.1 Quy nh chung

    5.1.1 Khi lng gim stNhng yu cu ca Chng ny c p dng i vi cc h thng ngn nga tai nn do s bt cn ca ngili tu gy ra (sau y, gi tt l h thng phng nn) ca tu c lu li c thit k dnh cho mt ngithao tc trong iu kin bnh thng.

    5.1.2 Quy nh chung

    1 H thng phng nn phi c kh nng hot ng lin tc di mi iu kin thi tit ca bin, chn ng, m, nhit v nhiu sng in t ging nh cc iu kin m tu trang b h thng ny s gp trong qu trnhkhai thc.

    2 Khi thit b c vi tnh ho ni vo mng vi tnh, nu mng b hng cng khng lm nh hng n vic thchin cc chc nng hot ng ring bit ca tng thit b

    5.1.3 Tn hiu m thanh bn ngoi

    Phi trang b mt thit b phc hi truyn m thanh bn trong bung li ngi li tu ang trong bung linghe c cc tn hiu m thanh bn ngoi nh tn hiu sng m khi ca ra ngoi cnh g lu li ng.

    5.1.4 Thit b hng hi

    1 H thng li t ng, nu 4.2.2, phi pht ra tn hiu bo trc khi :(1) Tu n gn im nh du trn ng hnh trnh ;

    (2) V tr ca tu khc bit vi tuyn hnh trnh d kin ;

    (3) Mc nc pha di ca tu nh hn tr s xc nh ban u.

    2 Cc h thng nu 4.2.2 (1), (5) v (11) n (17) phi c b tr sao cho mt ngi li tu d dng tip cnchng v duy tr tm quan st ph hp t lu li.

    6.1 Qui nh chung

    Rules for Navigation Bridge Systems

    Chapter 1 GENERAL

    1.1 General

    1.1.1 Scope

    The Rules for Navigation Bridge Systems (hereinafter referred to as "the Rules") apply to bridge layoutsand bridge working environments, navigational equipment and accident prevention systems (hereinafterreferred to as "Navigation Bridge Systems") of ships classed with Vietnam Register (hereinafter referredto as "VR").

    1.1.2 Equivalency

    Navigation bridge systems which do not fully comply with the requirements of the Rules may beaccepted provided that they are deemed by VR to be equivalent to those specified in the Rules.

    1.1.3 Modification of requirements

    VR may modify parts of the requirements specified in the Rules taking the national requirements of theship's flag state, kind of the ship and intended service areas of the ship into consideration.

    1.1.4 Navigation bridge systems with novel design features

    For navigation bridge systems with novel design features VR may apply the requirements of the Rules sofar as practicable and other requirements as considered appropriate by VR.

    1.1.5 Definitions

    A BRS -ship, a BRS1-ship and BRS1A -ship which appear in the Rules are specified as follows :

    (1) A BRS -ship is the ship of which bridge layout and bridge working environment and navigational

    equipment comply with the requirements of Chapters 3 and 4 of the Rules.

    (2) A BRS1 -ship is the BRS -ship of which accident prevention systems comply with the requirements

    of Chapter 5 of the Rules.

    (3) A BRS1A -ship is the ship of which, bridge working environment, navigational equipment,

    accident prevention systems and bridge work assist systems comply with the requirements ofChapters 3 to 6 of the Rules.

    1.1.6 Installations characters

    1 Character "BRS" is given in the Register for the navigation bridge systems of the BRS -ship.

    2 Character "BRS1" is given in the Register for the navigation bridge systems of the BRS1 -ship.

    3 Character "BRS1A" is given in the Register for navigation bridge systems of the BRS1A -ship.

    1.1.7 Terminology

    Terms used in the Rules are defined as follows :

    (1) "Back-up navigator" is any individual, generally an officer, who has been designated by the ship

    master to be on half if assistance is needed on the bridge.(2) "Bridge" is an area from which the navigation and control of the ship is exercised, including the

    wheelhouse and bridge wings

    (3) "Bridge wings" are parts of the bridge on both sides of the ship's wheelhouse which extend to theship's side.

    (4) "Conning position" is a place on the bridge with a commanding view and which is used bynavigators when commanding, manoeuvring and controlling a ship.

    (5) "Main conning position" is a conning position which is mainly used by navigators.

    (6) "Field of vision" is an angular size of a scene that can be observed from a position on the ship'sbridge.

    (7) "Navigator" is a person navigating, operating bridge equipment and manoeuvring the ship.

    (8) "Wheelhouse" is an enclosed area of the bridge.

    (9) "Workstation" is a position at which one or several tasks constituting a particular activity arecarried out.

    (10) "Centralized bridge workstation" is a workstation at which navigational equipment needed fornavigation and maneuvering are arranged centrally, including the main conning position.

    (11) "Ocean areas" are areas in which the freedom of course setting in any direction for a distance

    equivalent to at least 30 minutes sailing with the navigating speed of the ship is not restricted.

    Chapter 2 SURVEYS OF NAVIGATION BRIDGE SYSTEMS

    2.1 General

    2.1.1 Kinds of surveys

    1 Navigation bridge systems registered or intended to be registered are to be subjected to the following surveys:

    (1) Initial surveys for registration of navigation bridge systems (hereinafter referred to as " Initial surveys")

    (2) Periodical surveys for the navigation bridge systems (hereinafter referred to as "Periodical surveys"),which are:(a) Special surveys;(b) Annual surveys;(c) Occasional surveys

    2.1.2 Interval of Initial surveys and periodical surveys

    1 Initial surveys are to be carried out at the time which the application for registration is made.

    2 Periodical surveys are to be carried out at the following intervals:

    (1) A special survey is to be carried out within five years from the date of completion of the initial surveyor the previous special survey. A special survey may be commenced at the 4th annual survey after theinitial survey or the previous special survey.

    (2) An annual survey is to be carried out within three months either way of each anniversary date of thecompletion date crediting the initial survey or the previous special survey.

    (3) Notwithstanding above (1) and (2), occasional surveys are to be carried out independently of specialsurveys and annual surveys where :(a) Main parts of the systems have been damaged, repaired or renewed,(b) The systems are repaired or altered, or

    (c) It is considered necessary by VR.

    2.1.3 Special Surveys and Annual surveys carried out in advance, etc.1 Surveys carried out in advance

    The requirements for special Surveys and Annual Surveys carried out in advance are to be in accordancewith the provisions specified in 1.1.4, Part 1B of TCVN 6259-1:2003 Rules for the classification and

    Construction 0f Sea-going Steel Ships.

    2 Postponement of Special Surveys

    The requirements for postponement of Special Surveys are to be in accordance with the provision specifiedin 1.1.5(1) or 1.1.5(2) ofPart 1B of TCVN 6259-1:2003 Rules for the classification and Construction of

    Sea-going Steel Ships.

    2.1.4 Preparation for surveys

    1 All preparations as required necessary for surveys are to be made by the Owners or their representatives with

    their responsibilities. The preparations are to include necessary facilities and necessary records for theexecution of the survey. In inspection, measuring and test equipment, which Surveyors rely on to makedecisions affecting classification are to be individually identified and calibrated to a standard deemedappropriate by VR. However, the Surveyor may accept simple measuring equipment (e.g. rulers, measuringtapes, micrometers,etc.) without individual indetification or confirmation of calibration, provided they are ofstandard commercial design, properly maintained and periodically compared with other similar equipmentfitted on board a ship and used in examination of shipboard equipment (e.g. pressure, temperature or rpmgauges and meters) based either on calibration records or comparison of readings with multiple instruments.

    2 The Owners or their representatives, who have knowledge of the requirements for surveys and are able tosupervise the preparation for surveys are to attend the survey according to the items to be examined, and are togive necessary assistances to the Surveyor in the execution of his duty.

    3 The surveys may be suspended where necessary preparations have not been made, any appropriate attendant

    mentioned in the previous 2 is not present, or the surveyor considers that the safety for execution of the

    survey is not ensured.

    2.1.5 Recommendations

    As a result of the survey, the Surveyor will notify his recommendations to the Owner or their representative.Upon this notification, the repair is to be made to the satisfaction of the Surveyor.

    2.2 Initial surveys

    2.2.1 Drawings and data

    1 For navigation bridge systems of a BRS -ship, three copies of the following drawings and data are to be

    submitted to VR for the approval.

    (1) General arrangement of the bridge (showing the main conning position, other conning positions,

    locations of control consoles and panels, and passage ways);

    (2) Particulars of the navigational equipment specified in 4.2.2;(3) Electrical wiring diagrams for the navigational equipment specified in 4.2;

    (4) Schemes of on board tests and sea trials including methods of tests and test condition provided;

    (5) Other drawings and data deemed necessary by VR.

    2 For navigation bridge systems of a BRS1-ship, three copies of the following drawings and data are to be

    submitted to VR for the approval.

    (1) The drawings and data specified in -1;

    (2) Particulars of the accident prevention systems;(3) Electrical wiring diagrams for the accident prevention systems;

    3 For navigation bridge systems of a BRS1A -ship, three copies of the following drawings and data are to be

    submitted to VR for the approval.

    (1) The drawings and data specified in -2;

    (2) Particulars of the bridge work assist systems specified in 6.2;

    (3) Electrical wiring diagrams for the bridge work assist systems specified in 6.2;

    (4) Detail arrangement of the centralized bridge workstation specified in 6.1.3 (dimensions of control

    consoles, panel arrangement, etc., are to be shown).

    2.2.2 Shop tests

    1 The equipment listed in (1) to (10) below is to be approved by VR. However, the equipment approved by the

    Government for the State whose flag the ship is entitled to fly, other Contracting Governments of theInternational Convention for The Safety of Life at Sea or the Societies approved by the Governmentsmentioned above may be exempted from the requirements .

    (1) Automatic radar plotting aids (ARPA);

    (2) Electronic position-fixing systems;

    (3) Radars;

    (4) Gyro compass systems;

    (5) Automatic steering systems;

    (6) Speed log systems;

    (7) Echo sounding systems;

    (8) Maritime safety information receivers;

    (9) VHF radio telephone installations;

    (10) Other equipment deemed necessary by VR

    2.2.3 Tests after installation on board

    Bridge layout and bridge working environment, navigational equipment, and accident prevention systems areto be, after installation on board, verified in accordance with the scheme of on board tests approved by VR thatthey are constructed, installed and functioning properly under the working conditions. A part of thisverification may be carried out during sea trials.

    2.2.4 Sea trials

    Bridge layout and bridge working environment, navigational equipment, and accident prevention systems areto be verified in accordance with the scheme of sea trials approved by VR that they are constructed, installedand functioning properly.

    2.3 Periodical surveys

    2.3.1 Special surveys

    1 At each special survey for navigation bridge systems ofBRS -ships, the following tests and examination are to

    be carried out.

    (1) General examination of the systems;

    (2) Function tests of navigational equipment specified in 4.2.2-1 (1) to (5), (7) to (11) and (13) to (16);

    (3) Verification of the capability of navigational equipment to readily instated after 45 seconds interruptionof the electrical power supply.

    2 At each special survey for navigation bridge systems ofBRS1 -ships, the following tests and examination are

    to be carried out.

    (1) The tests and examination specified in -1;

    (2) Function tests of accident prevention systems specified in 5.2, and

    (3) Verification of the capability of accident prevention systems to readily instated after 45 secondsinterruption of the electrical power supply.

    3 At each special survey for navigation bridge systems ofBRS1A -ship, the following tests and examination are

    to be carried out:

    (1) The tests and examination specified in -2;

    (2) Function tests of bridge work assist systems specified in 6.2;

    (3) Verification of the capability of bridge work assist systems to be readily reinstated after 45 secondsinterruption of the electrical power supply.

    2.3.2 Annual surveys

    1 At each annul survey for navigation bridge systems ofBRS -ships, the following tests and examination are to

    be carried out.

    (1) General examination of the systems

    (2) Function tests of the following equipment:(a) Automatic radar plotting aids (ARPA);(b) Electronic position-fixing systems;

    (c) Radars;(d) VHF radio telephone installations;(e) Internal communication systems;(f) Other equipment deemed necessary by VR.

    Chapter 3 BRIDGE LAYOUT AND

    BRIDGE WORKING ENVIRONMENT

    3.1 General

    3.1.1 Scope

    The requirements in this Chapter apply to bridge layouts and bridge working environments for BRS -ships,

    BRS1 -ships and BRS1A -ships.

    3.1.2 General

    1 The bridge configuration, the arrangements of consoles, equipment location and the bridge working

    environment are to enable the navigator to perform navigational duties and other functions allocated to thebridge as well as to maintain a proper lookout from workstations on the bridge.

    2 Navigating and manoeuvring workstations are to be so arranged to enable efficient operation under normaloperating conditions. All relevant instrumentation and controls are to be easily visible, audible and accessiblefrom the workstation.

    3 For the porpuse of performing duties related navigation and maneoeuvring, the field of vision from anavigating and manoeuvring workstation and a conning position is to be such as to enable observation of allobjects which may affect safey of the ship.

    4 The navigator, is, as far as practicable, to be able to approach close at least one bridge front window in order towatch the area immediately in front of the bridge superstructure from the wheelhouse.

    5 The bridge is, as far sa praticable, to be placed above all other decked structures, not including funnels, whichare on or above the freeboard deck.

    6 Regardless of the ships length, navigation bridge visibility of the ships is to be in accordance with TCVN6259-12:2003 Navigation Bridge Visibility.

    3.2 Bridge working environment

    3.2.1 General

    1 Through the various stages of the design of a ship, care is to be taken to ensure a good working environment

    for bridge personnel.

    2 A ceiling and walls inside the wheelhouse are to be designed not to interfere with reading of the indication of

    instruments.

    3 Toilet facilities are to be provided on or adjacent to the bridge.

    3.2.2 Vibration

    The vibration level on the bridge is not to be uncomfortable to bridge personnel.

    3.2.3 Noise

    The noise level on the bridge is not to interfere with verbal communication, mask audible alarms or beuncomfortable to bridge personnel.

    3.2.4 External sound signals

    External sound signals such as fog signals that are audible on the bridge wings are also to be audible inside thewheelhouse.

    3.2.5 Lighting

    1 The lighting required on the bridge is to be designed so as not to impair the night vision of the navigator.

    2 The lighting used in areas and at items of equipment requiring illumination whilst the ship is navigating is to

    be such that night vision adaptation is not impaired, e.g. red lighting. Such lighting is to be arranged so that it

    can not be mistaken for a navigation light by another ship. It is to be noted that red lighting is not to be usedover chart tables so that possible confusion in colour discrimination is avoided.

    3.2.6 Air conditioning system

    The wheelhouse spaces are to be provided with an air conditioning system. System controls are to be readilyavailable to the navigator.

    3.2.7 Bridge personnel safety

    1 There are to be no sharp edges or protuberances on surfaces of the equipment and the instruments installed on

    the bridge which could cause injury to bridge personnel.

    2 Sufficient hand-rails or equivalent thereto are to be fitted inside of the wheelhouse or around equipment in the

    wheelhouse for safety in bad weather.

    3 Adequate means are to be made for anti-slip of the bridge floor whether it be dry or wet condition.

    4 Doors to the bridge wings are to be easy to open and close. Means are to be provided to hold the doors open at

    any position.

    5 Where provision for seating for the navigator is made in the wheelhouse, means for securing are to be provided

    having regard to storm conditions.

    Chapter 4 NAVIGATIONAL EQUIPMENT

    4.1 General

    4.1.1 Scope

    The requirements in this Chapter are to be applied to navigational equipment for BRS -ships, BRS1 -ships andBRS1A-ships.

    4.1.2 General

    1 Navigational equipment is to be capable of continuous operation under the conditions of various sea states,

    vibration, humidity, temperature and electromagnetic interferences likely to be experienced in the ship which itis installed.

    2 Where computerized equipment is interconnected through a computer network, failure of the network is not to

    prevent individual equipment from performing their individual functions.

    4.1.3 Electrical power supply

    1 Local distribution switchboards are to be arranged in the wheelhouse for all items of electrically operated

    navigational equipment. These switchboards are to be supplied by two exclusive circuits, one fed from themain source of electrical power and one fed from the emergency source of electrical power, and these circuitsare to be separated throughout their length as widely as practicable. Each item of navigational equipment is tobe individually connected to the distribution switchboard. These switchboards may also be used for accidentprevention systems specified in Chapter 5 of the Rule.

    2 The power supplies to the distribution switchboards are to be arranged with automatic changeover facilities

    between the two sources.

    3 Failure of the main electrical power supply to the distribution switchboard is to initiate an audible and visual

    alarm at the distribution switchboard.

    4 Following loss of electrical power supply which has lasted for 45 seconds or less all primary functions of the

    navigational equipment are to be readily restored.

    4.2 Navigational equipment

    4.2.1 General

    1 The instrumentation and controls at the navigating and manoeuvring workstation are to be arranged to enable

    the navigator to:

    (1) Determine and plot the ship's position, course, track and speed;

    (2) Analyse the traffic situation;

    (3) Decide on collision avoidance manoeuvres;

    (4) Alter course;

    (5) Change speed;

    (6) Effect internal communication and external communication using a VHF radio telephone installationrelated navigation and manoeuvring;

    (7) Give sound signals;

    (8) Hear sound signals;

    (9) Monitor navigational data such as course, speed, track, propeller revolutions (pitch), rudderangle, depth of water, and

    (10) Record navigational data.

    2 Navigational equipment is to be arranged to avoid inadvertent operation.

    3 Navigational equipment is to be designed to permit easy and correct reading by day and by night.

    4 Each navigational equipment is to be placed with its face normal to the navigator's line of sight, or to the mean

    value if the navigator's line of sight varies through an angle.

    5 Navigational equipment is to be designed and fitted to minimize glare or reflection or being obscured by

    strong light.

    4.2.2 Navigational equipment

    Navigational equipment listed in (1) to (16) below is to be provided on the bridge:

    (1) An automatic radar plotting aid (ARPA) separate from or combined with a radar required by (3) andwhich complies with the followings:(a) A warning is to be given to the navigator at a time which is adjustable in the range of 6 to 30 minutes

    having regard to the time to danger.(b) True motion and relative motion modes are to be provided.(c) Daylight visible display is to be provided.(d) Capability of automatic acquisition and tracking of 20 radar targets or more is to be provided.(e) Guard zone system, featuring adjustable parameters, notable warning and alarm set for closest point

    of approach (CPA) and for time to closest point of approach (TCPA) are to be provided.

    (f) Simulator function showing the likely effects of a course or speed change in relation with trackedtargets is to be provided.

    (g) Incorporated self-checking properties are to be provided.

    (2) An electronic position-fixing system appropriate to the intended service areas

    (3) Two independent radars. One of them is to operate within X - band.

    (4) Gyro compass repeaters and a calibration facility.

    (5) An automatic steering system which complies with the followings:(a) An off-course alarm addressed to the navigator derived from a system independent from the

    automatic steering system is to be provided. The system is capable to adjust the warning for areaseasy to ground.

    (b) An overriding control device is to be provided at the navigating and manoeuvering workstation.(6) A speed log system.

    (7) An echo sounding system.

    (8) A control device of the wheelhouse air conditioning system.

    (9) A NAVTEX receiver and an EGC receiver depending upon the intended service areas.

    (10) Control switches and indicators of signaling lights such as navigation lights.

    (11) Steering pump selector/control switches.

    (12) A whistle control system.

    (13) A window wipe and wash control device.(14) Control devices for the lighting of main workstation consoles.

    (15) An internal communication system which complies with the followings:(a) At all times, even in the event of failure of the main electrical power supply, the navigator is to have

    access to facilities enabling two way communication with another qualified officer.(b) The bridge is to have priority over the communication system.

    (16) A VHF radio telephone installation which is immediately available at the conning positions.

    (17) A main propulsion machinery remote control system which complies with TCVN 6277:2003 Rules for

    Automatic and Remote Control Systems.

    4.2.3 Illumination and individual lighting of equipment

    1 The indicator lights and the illumination of all equipment are to be designed and fitted to avoid unnecessary

    glare or reflection or the equipment being obscured by strong light.

    2 To avoid unnecessary light sources in the front area of the bridge, only equipment necessary for the safe

    navigation and manoeuvring of the ship is to be located in this area.

    3 Warning and alarm indicators are to be designed to show no light in normal conditions or in safe situations.

    Means is to be provided to test the lamps.

    4 All illumination and lighting of equipment are to be adjustable down to zero, except the lighting of warning

    and alarm indicators and the control of the dimmers which are to be remain readable.

    5 Each equipment is to be fitted with an individual light adjustment. In addition, groups of equipment normally

    working together may be equipped with common light adjustment.

    Chapter 5 ACCIDENT PREVENTION SYSTEMS

    5.1 General

    5.1.1 Scope

    The requirements in this Chapter are to be applied to systems to prevent accidents caused by thenavigator's unfitness (hereinafter referred to as "accident prevention systems") for ships intended for one-man bridge operation under normal operating conditions.

    5.1.2 General

    1 Accidents prevention systems are to be capable of continuous operation under the conditions of various

    sea states, vibration, humidity, temperature and electromagnetic interferences likely to be experienced inthe ship which they are installed.

    2 Where computerized equipment is interconnected through a computer network, failure of the network is

    not to prevent individual equipment from performing their individual functions.

    5.1.3 External sound signals

    To enable the navigator inside the wheelhouse to hear external sound signals such as fog signals that areaudible in the bridge wings with the doors to the bridge wings closed, a transmitting device is to beprovided to reproduce such signals inside the wheelhouse.

    5.1.4 Navigational equipment

    1 Navigational equipment specified in 4.2.2 is to give an alarm when:

    (1) The ship approaches a way-point;

    (2) The ship's position is deviated from a planned route;

    (3) The water depth beneath the ship is less than a predetermined value.

    2 The systems specified in 4.2.2(1), (5) and (11) to (17) are to be arranged so that the navigator has easy

    access to them and maintains a proper lookout from the bridge.

    3 The systems specified in 4.2.2(1), (5) and (11) to (17) are to be fitted within the reach of the navigator

    when seated or standing at the navigating and manoeuvring workstation.

    5.1.5 Electrical power supply

    1 Local distribution switchswitchboards are to be arranged in the wheelhouse for all items of electrically

    operated accident prevention systems. These switchswitchboards are to be supplied by two exclusivecircuits, one fed from the main source of electrical power and one fed from the emergency source of

    electrical power, and these circuits are to be separated throughout their length as widely as practicable.Each item of accident prevention systems is to be individually connected to the distribution switchboard.These switchswitchboards may also be used for navigational equipment specified in Chapter 4.

    2 The power supplies to the distribution switchswitchboards are to be arranged with automatic changeover

    facilities between the two sources.

    3 Failure of the main electrical power supply to the distribution switchboard is to initiate an audible and

    visual alarm at the distribution switchboard.

    4 Following a loss of electrical power supply which has lasted for 30 seconds or less all primary functions

    of the accident prevention systems are to be readily reinstated.

    5.2 Accident prevention systems

    5.2.1 General

    1 Indicator lamps are to be provided in the ship master's room which indicate the bridge safety system

    specified in 5.2.2 and the alarm and warning transfer system specified in 5.2.3 are functioning properly.

    2 Audible and visual alarms for a malfunction of the bridge safety system specified in 5.2.2 and the alarm

    and warning transfer system specified in 5.2.3 are to be provided in the bridge and in the ship master's

    room.

    5.2.2 Bridge safety system

    A bridge safety system which complies with the following is to be provided.

    (1) The bridge safety system is to be a vigilance system to verify periodically that the alert navigator ispresent in the bridge.

    (2) The bridge safety system is not to cause undue interference with the performance of bridgefunctions.

    (3) The bridge safety system is to be so designed and arranged that it could not be operated in anunauthorized manner.

    (4) The bridge safety system is to be adjustable of its verification period up to 12 minutes intervals and

    constructed, fitted and arranged so that only the ship master has access to the component for settingthe appropriate intervals.

    (5) The bridge safety system is to initiate an audible and visual alarm that is audible at any area in thebridge if the setting interval has elapsed.

    (6) The bridge safety system is to provide for the acknowledgement by the navigator at the navigatingand manoeuvring workstation and other appropriate locations in the bridge from where a properlookout may be kept.

    (7) The bridge safety system is to be connected to the alarm and warning transfer system specified in

    5.2.3.

    5.2.3 Alarm and warning transfer systemAn alarm and warning transfer system which complies with the followings is to be provided:

    (1) Acknowledgement of alarms and warnings that require the navigator response is to only be possiblefrom the bridge.

    (2) Any alarm and warning that require the navigator response is to be automatically transferred to theship master, to the selected back-up navigator and to the public rooms if not acknowledged in thebridge within 30 seconds.

    (3) The alarm and warning transfer is to be operated through a fixed installation.

    (4) Back-up system which initiates a call-alarm clearly audible in the spaces specified in (2) is to beprovided in the bridge for the operation of the navigator. The fixed installation required in (3) may

    serve this purpose.

    Chapter 6 BRIDGE WORK ASSIST SYSTEMS

    6.1 General

    6.1.1 ScopeThe requirements in this Chapter are to be applied to systems to assist navigator's works for one-manbridge operation under normal operating conditions (hereinafter referred to as "bridge work assistsystems".)

    6.1.2 General

    1 Bridge work assist systems are to be capable of continuous operation under the conditions of various sea

    states, vibration, humidity, temperature and electro-magnetic interference likely to be experienced in theship which they are installed.

    2 Where computerized equipment is interconnected through a computer network, failure of the network is

    not to prevent individual functions.

    6.1.3 Centralized bridge workstation

    1 The centralized bridge workstation is to be arranged to enable a navigator to perform navigating and

    maneuvering works specified in 4.2.1-1 and also two or more navigators to do those works together.

    2 The systems or controls under 4.2.2(1), (5), (11) to (17), 6.2.2 and 6.2.3 is to be arranged centrally to

    enable the navigator to operate them easily at the centralized bridge workstation.

    6.1.4 Electrical power supply

    1 Local distribution witchboards are to be arranged in the wheel house for all items of electrically operated

    bridge working assist systems. These witchboards are to be supplied by two exclusive circuits, one fed

    from main source of electrical power, and these circuits are to be separated throughout their length aswidely as practicable. Each item of bridge working assist systems is to be individually connected to thedistribution switchboard. These witchboards may also be used for navigational equipment and accidentprevention systems specified in Chapter 4 and 5.

    2 The power supplies to the distribution witchboards are to be arranged with automatic changeover

    facilities between the two sources.

    3 Failure of the main electrical power supply to the distribution switchboard is to initiate an audible and

    visual alarm at the distribution switchboard.

    4 Following a loss of electrical power supply which has lasted for 45 seconds or less all primary functions

    of the bridge work assist systems are to be readily reinstated.

    6.2 Bridge work assist systems

    6.2.1 General

    1 Audible and visual alarms for a malfunction of the bridge information systems specified in 6.2.2, ECDIS

    specified in 6.2.3 and the auto-tracking system specified in 6.2.4 are to be provided in the bridge and in

    the master's room.

    2 Electronic charts deemed appropriate by VR are to be used for the ECDIS.

    6.2.2 Bridge information systems

    Bridge information systems which comply with the followings are to be provided:

    (1) At least the following information (a) to (l) are to be capable of being displayed for easy viewingfrom centralized bridge workstation.(a) Ship's actual and planned course;

    (b) Rudder angle including its order value or direction;(c) Ship's speed (against wave);(d) Main engine revolution and direction (in the case of controllable pitch propellers, main engine

    revolution and propeller pitch angle)(e) Ship's position (longitude and latitude);(f) Depth of water;

    (g) Wind direction (relative direction);(h) Wind speed (relative speed);(i) Rate of turn (10,000 GT or more);(j) Side thruster pitch angle or its motor amperes and its thrust direction (if any);(k) Onswitchboard time;(l) Distance to a way-point and estimated time of arrival.

    (2) In order to display the information which depends on each navigation areas, change-over betweenharbour, ocean and other mode (if any) is to be arranged in the bridge information systems. Inaddition, minimum information is to be capable of being displayed at any time for the selectedmode.

    (3) The followings are to be capable of being displayed at any time for harbour and ocean mode

    specified in the above (2).(a) Harbour mode

    Information of the above (1)(a) to (1)(k)(b) Ocean mode

    Information of the above (1)(a) to (e), (g), (h), (k) and (l)

    (4) Acknowledgement of alarms and warnings which requires the navigator response is to be possiblefrom the systems.

    (5) Other functions deemed necessary by VR are to be provided.

    6.2.3 Electronic chart display and information system (ECDIS)

    An ECDIS which complies with the following is to be provided:

    (1) The ECDIS is to be capable of display an electronic chart at centralized bridge work station.

    (2) Ship's position and vector are to be capable of being displayed in the electronic chart.

    (3) It is to be possible to display the electronic chart in a north-up and course-up orientation.

    (4) It is to be possible to carry out route planning.

    (5) A chart, ship's position, planned route, radar and ARPA information are to be capable of beingadded to the display.

    6.2.4 Auto tracking system

    An auto tracking system which complies with the followings is to be provided:

    (1) Auto tracking system is to be possible to perform automatic steering of the ship along a plannedroute on an electronic chart.

    (2) Automatic course changes are not to occur without acknowledgement by the navigator.

    (3) When there is no acknowledgement at a waypoint, the course is to be maintained and the audibleand visual alarm is to be initiated after through the point. In this case, the audible alarm is to bedistinguished from the pre-warning at the approach of a way point specified in 5.1.4-1.

    (4) It is to be possible to adjust a width of planned route within one mile.

    (5) When the position of ship cannot be received continuously, the course of ship is to be maintainedand the audible and visual alarm is to be initiated.

    (6) Change-over to manual steering mode is to be possible easily.

    (7) Other functions deemed necessary by VR are to be provided.
