+What is it??

Transboundary Diagnostic Analysis

The main technical role of a TDA is to identify, quantify, and set priorities for environmental problems that are transboundary in nature including an analysis of institutions, laws and policies.

Consequently, a TDA provides the factual basis for the formulation of an SAP

+What is it??

Strategic Action Programme

The SAP is a negotiated policy document that should be endorsed at the highest level of all relevant sectors.

It establishes clear priorities for action (for example, policy, legal, institutional reforms, or investments) to resolve the priority problems identified in the TDA.

2001 - GEF Program Study (Evaluation Report No. 1-01) concluded:

“….there needs to be more GEF guidance regarding the nature of TDAs and the manner in which they lead to, and are distinct from, the development of SAPs.”

2002 - ‘The GEF IW TDA/SAP Process: Notes on a proposed best practice approach’ prepared and amended during the second GEF International Waters Conference in Dalian, China.

+Some History……..

2003 - TDA/SAP training course was funded by GEF/UNDP under the UN/TRAIN-SEA-COAST Programme and developed by the University of Plymouth, UK.

2005 - “Best practice approach” and the training course have been used by more than 15 GEF IW projects to date

+Why is it Being Revised?

Never officially endorsed by GEF and the Agencies have used it in an ad hoc manner since its development.

Never adequately tested during its development to ensure it was fit for purpose.

The process can appear confusing and overly complicated to the uninitiated.

It’s littered with jargon

Too many steps in the process.

linkage between the TDA and SAP is not robust.

The whole process can appear prescriptive……

+And the Training Course?

Current training course originally established around the distance-learning concept - late in its development, the materials were converted to a more conventional training course approach.

Delivery has been through hired consultants. Consequently, there has been little mechanism for physically hosting or updating the materials and approach

The TDA/SAP training course is too long.

The current course has too much content – confusing and cumbersome

There are too many presentational materials – death by PowerPoint

The training manuals/materials are poor.

+What’s good?

The process has been shown to work - it has been used successfully by many projects and is well recognised by a number or UN Implementing and Executing Agencies (UNDP, UNOPS, UNIDO, UNESCO, FAO, IAEA, UNEP).

TDA/SAP outputs from IW projects have adhered to a common set of guidelines resulting in greater consistency since 2003 despite never been officially endorsed by GEF.

The overall methodology is sound - good platform for a revised methodology, that is fit for practice and meets the requirements of GEF, the Agencies and IW projects.

+How is it Being Revised?

A GEF IWTF endorsed methodology and training course that is:

Fit for purpose;

Simple to understand and use;

Stepwise in its delivery;

Global in its applicability;

Flexible in use;

Relevant to both scientists, stakeholders and policy makers;

Results in good outcomes for transboundary water systems.
