An EIS is not required as Tulsk WWTP is below 10,000 PE. An “Assess Impacts” is not required as per Circular L8/08 for the Tulsk agglomeration as the flow diagram is “no” for 2a & 4. No further action required. The current Tulsk WWTP has a design capacity of 820 population equivalent (P.E.). The projected 2015 population equivalent for Tulsk WWTP is 461 at a low growth rate of O.~O/O.

Tulsk WWTP is not located within a nature conservation site.

The receiving water from Tulsk WWTP is a tributary of Ogulla River. This watercourse is not designated salmonid water (under the Statutory Instruments S.I. No. 293/1998 European Communities (Quality of Salmonid Waters) Regulations, 1998 nor is it identified as sensitive water in terms of the Urban Waste Water Treatment Regulations 2001. There is no Annex I1 species, other rare or protected species located within the surface or groundwater catchments around the WWTP. The following nature conservation sites are located within a IOkm radius of Tulsk WWTP.

Natural Heritage Areas: None.

Proposed Natural Heritaqe Areas: Corbally Turlough is located approximately l km southeast of the WWTP - not in contact with River Ogulla. Ardakillin Lough is located approximately 3.9km southeast of the WWTP - not in contact with River Ogulla. Mullygollan Turlough is located approximately 4.2km southwest of the WWTP - not in contact with River Ogulla. Brierfield Turlough is located approximately 4.2km southwest of the WWTP - not in contact with River Ogulla. Shad Lough is located approximately 5.4km south of the WWTP - not in contact with River Ogulla. Castleplunket Turlough is located approximately 6.9km southwest of the WWTP - not in contact with River Ogulla. Carrowreagh Turlough is located approximately 7.9km southwest of the WWTP - not in contact with River Ogulla. Annaghmore Lough is located approximately 5.5km east of the WWTP - downstream of River Ogulla. The hydrology of the Lough is independent to that of the Ogulla River. No impact on habitat or species.

The Waste Assimilation Capacity (WAC) for BOD required for discharge from Tulsk WWTP to the receiving water (Ogulla River) is worked out below. The average background concentration in the Ogulla River is 2.15/1 and assumes the maximum permissible concentration is 5mg/l based on the surface water regulations (S.I. No. 294 of 1989)

WAC = (Cmax - Cback) x (Fgs) x 86.4kg/day Where (Cmax - Cback) = (5 - 2.15) = 2.85mg/l F95 = estimated 95% flow in river = 0.23m3/sec WAC = 2.85 x 0.23 x 86.4 WAC = 56.6kg/day

Hydraulic load = 461PE x 225 = 103.7m3/day

Allowable Discharge Concentration = WAC/HydrauIic load = 56.6/103.7 = 546mg/l

Conclusion : - There is satisfactory assimilative capacity based on a 95%ile flow in Ogulla River for satisfactory dilution of the effluent stream. The discharge from Tulsk agglomeration is not likely to have a significant impact on any European Sites.
