Introduction

• The SDG 4 emphasizes the need for countries to ensure “Inclusive and Equitable” quality education for all.

• Children are not defined only by their special educational needs but also other factors.

• Understanding the impact of other factors such as social disadvantage, family background, gender or ethnic group are also critical

• This makes the learners profiling necessary.

Why Learner’s profile? • Tells a teacher about the learners.• Provides a broad set of examples of what learners can

do at each step.• It can include information about a student’s skills,

strengths and interests.• Can help teachers build relationships with students and

understand things from their perspective.• It is a starting point for teachers to develop effective

educational programs and learning outcomes for children in any educational setting.

• Therefore there is a need to identify the learners’ profiles and link them with the curriculum.

Learner’s profile and Teachers motivation

• Profiling learners, development and implementing personalised learning plans is very important for achieving learning outcomes.

• However this needs teachers commitments, dedication and time which are subject to motivation.

• A number of studies confirm that our children in DC including Tanzania are not learning.

• Uwezo, EGRA and EGMA assessments reflect poor learning outcome is quite serious in Tanzania.– less than 50% of the children in standard 3 were able to read a

simple standard 2 Swahili text.– In numeracy less than a third were able to do multiplications that

they were required to learn in standard 2.

Effect of Teacher’s motivation on Learning Outcomes

• Teacher qualifications and experience, working conditions and their level of motivation are major factors that determine the quality of teaching.

• However motivation is considered to be more important to ensure good academic performance of children.

• Several studies have shown that majority of students who join the teaching profession do not have intrinsic motivation.

• They join as a last option including those who have recorded poor performance in exit examinations.

• They join because of scholarships and ease to become employed.

Effect of Teacher’s motivation on Learning Outcomes cont’

• Low teachers’ motivation can lead to:– low attraction to the profession.– low commitment of those who are in the profession.– inefficiency which eventually affects learning.

• WB SDI 2016 report indicates: on average 14% of teachers are absent from school, 37% of teachers are not in class, and those who are in class spend about 12 % of the time on non-teaching activities.

• Low teacher’s motivation is attributed by poor pay, poor working conditions and what teachers term ‘government’s neglect’ of the teaching profession”.

HakiElimu& Other CSOs advocacy on Teachers motivation

• Conducted several studies on teachers motivation.

• Campaign for “Restoring Teachers’ Dignity” led to new legislation and establishment of the TSC and , Teachers Professional Board is on the way

• We are advocating for establishment of Education Regulatory Authority.

• This TV ad portrays teachers’ poor working condition and calls for Govt and stakeholders concerted efforts to address the situation http://bit.ly/2goak5f

Conclusion and Recommendations• Increased teachers motivation can attract qualified

students to join the profession.• Increased teachers motivation could lead into retention,

commitment and eventually improved learning outcome.• Governments and stakeholders should address the all

issues affecting motivation: – low pay, – poor working condition, – lack of in-service training, – ineffective school management and negative attitudes against

teaching profession by community, students and government.

• Establish/ strengthen Teachers professional Board.• Establish Education Regulatory Authority.
