This past year has been one of growth and excitement at CASA of Lane County! We have added 3.5 new positions in the past 14 months. We have also added two new programs and an additional funding source that you will read about on the following pages. All of this has combined to serve more children and to continually serve them in more effective and meaningful ways.

There are a lot of new faces at the CASA house. This past year, we had a couple of retirements, including our long-time Program Director, Louise Vanderford (who was with CASA for over 18 years) and our Training Coordinator, Jim Jamieson. We are excited to have our Program Supervisor, Alysha Shipley, step into Louise’s shoes as Program Director and are equally excited that Kelsey Galago moved here from Hawaii to take Alysha’s place as Program Supervisor. Lauren Dame, a former Law Professor at Duke University, is Kody’s new training partner. David Ross joined our staff to fill a new Program Supervisor position. We added a communications component to our development department and Jay Combs was brought on board to fill this role. Finally, Lisa Russell was hired onto the CASA Team as our Family Finding Specialist.

With our dedicated staff and Peer Coordinators, we support 240 CASAs as they advocate for their assigned children. Many times, these advocates are the most constant adult presence in these children’s lives, and we do not take that lightly. The commitment of our advocates is one of the most inspiring things to witness. On a daily basis, we see incredible outcomes for children who have a CASA.

We are humbled to know that while we were able to give the powerful voice of a CASA to 456 children last year, there are so many more in acute need of our services. We rely on the generous support of our community and we could not celebrate these accomplishments and plan for the future without you! I look forward to working with all of you to continue to build on the success of our programs and the growth of this last year as we advocate for our community’s most vulnerable children.

Warm regards,

Heather Murphy

a note from our EXECUTIVE DIRECTOR, Heather

CASA advocates beyond the court room, responding to the needs of thechildren we serve. Your generosity over this past year has enabled us to stay relevant and evolve to fit the needs of our community. Let’s take a look at the exciting things happening as we move forward into this next year....

Volunteers are the backbone of our organization. Last year, our 240 volunteers contributed 19,880 hours,

valued at $494,813 by the Bureau of Labor and Industry. Their volunteer hours equated to 9.6 full time staff members. This in-kind service is listed both in income (what they give in time translated into a dollar amount) and expense (what it would cost us to provide the same advocacy without their gift of time). This illustrates: 19% of in-kind volunteer hours and 33% of program expenses.

Around CASAFamily Finding CASA was awarded state funding to implement Family Finding, a program specifically taskedwith gathering information and providing each child with 40 familial connections. Given 90 days to complete thesearch, our Family Finding Specialist dives into the history of the child, using genealogy websites, Facebook, cold-calling, and other tools to connect the child to as many safe and willing family members as possible. National CASA describes the family finding model as “one of the most effective strategies designed to embrace all potential family members. It is a process that allows us to continue to build upon the child’s natural, life-long family support network.”

Recently our Family Finding Specialist set out on a mission – to aid a 17-year-old girl in finding family before aging out of the system. At age five, after spending two years in foster care, Jane was adopted. After 10 years with her adoptive family, Jane re-entered the system at age 15. With few family ties and the risk of aging out approaching, Jane’s caseworker referred her case to our Family Finding Specialist, Lisa.

Since the referral, Lisa has successfully communicated with 17 family members who wish to be involved in Jane’s life, including Jane’s father’s cousin, Erin. While the two have never known each other, Erin is happy for the opportunity to become a reliable resource for Jane. Lisa recently got a package from Erin. Inside was a beautifully crafted book with a collage of photos of Jane’s biological family and an inscription that said,

“Family can be complex and relationships will change over time. Sometimes family members grow closer and sometimes farther away,

then back closer again. We will be your family, always.”

*Jane’s story is real, but her name and picture have been changed to protect her privacy.

Fostering Futures This year, CASA implemented Fostering Futures, an innovative training for CASAs servingadolescences. This 8-hour two-day training seeks to better equip CASAs with the knowledge and resources to support youth as they transition into adulthood. For many youth who age out of the system, their futures are uncertain, and often dire. Without the continued support of the Department of Human Services, youth are forced to independently navigate the societal system, often without the necessary knowledge and access to resources needed to thrive. Finding housing, building a resume, navigating transportation, managing a budget – these are tremendous challenges, even for youth living in the most privileged circumstances. After its successful pilot, the Fostering Futures training is now open to all CASAs who have youth ages 12-21. The next training will be held in November.

For youth who age out of the system…• 20% become instantly homeless.• 70% of females who age out of the foster care system will become pregnant before the age of 21.• Only 50% will have some form of employment by the age of 24.

VOCA (Victims of Crime Act) Funding This year CASA was awarded substantial funding from VOCA.These funds were applied for and awarded to CASA “Hubs” across Oregon. CASA of Lane County was selected as one of four Hub Leads, managing the funds and reporting for eight other counties. Our award will be dedicated to increasing our capacity through the recruitment and training of more volunteers to serve more children.

Mother and Daughter Duo Become CASAsJeanne had been interested in becoming a CASA for some time. One evening, her daughter, Angie, called to ask her if she could watch her children while Angie attended [drumroll, please....] our CASA Training classes. Instead of talking bedtimes, they started talking CASA and Jeanne decided to join her daughter for the Spring Training class! The two are now assigned cases and regularly offer support to one another. “I’m incredibly proud that [Angie] wanted to do this and that she could take it on and be so good at it. I think she was meant to do this,” Jeanne says. “It’s one of those life moments,” Angie says, “we’ll never forget experiencing [training] together.”

After its successful pilot, the Fostering Futures training is now open to all CASAs who have youth ages 12-21. The next training will be held in November.

For youth who age out of the system…• 20% become instantly homeless. • 70% of females who age out of the foster care system will become pregnant before the age of 21.• Only 50% will have some form of employment by the age of 24.

VOCA (Victims of Crime Act) Funding This year CASA was awarded substantial funding from VOCA. These funds were applied for and awarded to CASA “Hubs” across Oregon. CASA of Lane County was selected as one of four Hub Leads, managing the funds and reporting for eight other counties. Our award will be dedicated to increasing our capacity through the recruitment and training of more volunteers to serve more children.

Volunteer Service

CASA advocates beyond the court room, responding to the needs of the children we serve.
