A. NARRATIVE REPORT 1. Project Background /Brief Description 1.1. An essential role for analysis of the existing gender problems in the Kyrgyz Republic is assigned

to sex disaggregated statistical data. Currently available databases of the National Statistical Committee/Office of the KR (NSO) overall include sex-disaggregated statistics. However, according to available statistical data it is not always possible to actualize gender issues, determine the reasons and consequences of the existing issues. It is due to the fact that some data is absent or there is limited access to them, or the data on gender is not being collected. Producers of statistics are not always able to recognize importance of production of gender statistics due to lack of understanding of differences of terms “sex” and “gender”, as well as due to existing gender prejudices and stereotypes in the society.

1.2. Currently the NSO produces gender indicators of statistics in different areas of statistics, part of them are posted on different pages of the NSO web-site, the other part of the data base is allocated in electronic data, and some are published only in statistical book “Women and Men of the KR”. Due to this reason, the search and access to the data necessary for gender analysis is time-consuming, takes a lot of time and efforts. Major problem is the absence of detailed information on indicators required by present days, for instance on migration, shadow employment, links between education and the labor market, gender violence etc. These systemic problems require good statistical evidence, and cannot be analyzed from the point of view of gender dimension and brought to the level of taking decision.

1.3. The Project ”Capacity Development in Gender Statistics for the Kyrgyz National Statistical Office” was aimed towards promoting integration of gender indicators into gender statistics data base. For achieving this objective the Project envisaged capacity development of NSO staff on gender issues which enable them to understand deeper the issues of gender, gender analysis and gender statistics. A page on gender statistics, including data base of key gender indicators, was to be developed on the web-site of NSO, equipped with a visitor counter and feedback section. NSO employees were rendered consulting assistance in preparation of feature articles based on available NSO data demonstrating interpretation of current trends in gender statistics. A round table was envisaged with participation of users and producers of gender statistics aiming to define needs, directions of improvement of data quality, improvement of co-operation between data producers and users.

1.4. The Project complies with new National Strategy of Gender Development until 2020 (NSDG) and National gender equality achievement plan of actions of 2012-2014 (NGAP), where the third goal under “Regulatory policy” priority area is dedicated towards harmonization and standardization of national gender statistics with international obligations. In compliance with this goal, there are considered measures on formation and usage of gender statistics for planning, monitoring and evaluation of state programs and development strategies, as well as on assuring compliance of state statistics with international obligations in the area of gender equality.

2. Progress of Work 2.1. Narrative Report on the establishment of the Project Management Unit

The experts of Public Fund “CRDP” (hereinafter CRDP) have extended experience on issues of improvement of gender statistics. In 2004-2011 there was conducted a sustained effort on

improvement of system of statistical accounting and registration on issues of domestic/ family violence in the statistics of judicial authorities, healthcare system and law enforcement authorities. As a result, there were developed new forms of statistical accounting on family violence, which complied with internal obligations and needs, as well as complied with international standards. The joint effort was implemented in cooperation with NSO, as a result of which there were developed and published new tables on domestic violence based on data of the Ministry of Internal Affairs of the KR, judicial authorities and Republican medical information center of Ministry of Healthcare. The tables are included into statistical book “Women and men of the KR” where they have been published since 2011. Therefore the previous effective collaboration with NSO enabled “CRDP” to implement activities of the present project in a timely and effective manner.

2.1.1. Project Management, Partnership, Institutional Arrangements as stated in Grant Proposal Form

At the initial stage “CRDP” has undertaken a number of organizational activities. First, a meeting with the Chairman of the NSO Mr. A. Osmonaliev was conducted, where understanding and support by the NSO of project objectives, as well as an agreement about the schedule of project implementation was achieved. In order to support Project implementation, the NSO has formed a working group, comprising heads of NSO subdivisions and “CRDP” project staff. The format of work and responsibilities of working group members were discussed and agreed with NSO management.

During the reported period there were conducted 8 working meetings (specifically, discussion of the program of 3-day seminar for employees of NSO, composition of participants’ list, discussion of the list of gender indicators for data base, discussion and joint development of the round table agenda for the users and producers meeting).

Close working relationships have been established with such NSO departments as on social statistics, demographic statistics, statistics of labor and employment, consolidating and distribution of statistical information. The project staff arranged schedule for separate individual and group meetings with these departments for preparation of analytical articles (once a week and additional individual meetings when necessary).

2.1.2. Information on Personnel, Structure, Systems 2.1.2.1. In accordance with the project proposal following personnel was contracted and the structure of project implementation was agreed:

2.2. Narrative Report on status of the implementation plan

The expected outputs of the project were as follows:

Output 1. NSO organizational policy on improved gender data production and use-promotion drafted

Output 2. Gender data analysis and data dissemination skills of the NSO staff are improved

Output 3. New/enhanced NSO gender webpage with interactive gender database (in Russian and Kyrgyz) developed and launched

In order to achieve the planned outputs and deliverables of the project the СRDP has conducted the following work:

2.2.1. Output 1. NSO organizational policy on improved gender data production and use-promotion drafted 2.2.1.1. Activity 1.Establishment of the working team on project implementation

a) a working group on project implementation was established in July 2013 with the following

membership: - chief of NSO staff – corporate gender focal point; - head of department on social statistics responsible for gender statistics; - head of department on consolidating and distribution of statistical information; - head of department on demographic statistics; - head of department manager on statistics of labor and employment; - project manager (CRDP).

b) Responsibilities of the working group members were agreed as follows: • Agreement and approval of activities’ schedule; • Participation in development of agenda and the list of participants of project events; • Approval of the list of gender indicators for data base on the NSO internet-page; • Approval of the design of gender internet-page; • Approval of 5 areas of analytical works.

Work format of the group involves preparation of working memos by each participant of the group, exchange of opinions and weekly consultation meetings for discussion and taking decisions.

c) During the reported period there were 8 working meetings conducted with the NSO staff:

• July 2013– meeting with the Chairman of NSO where the objectives, components and schedules of the project were presented (participated also two heads of NSO subdivisions, project manager, RETA 7563 consultant / GS)

• August, 2013 – Two working meetings with representatives of NSO where the module/agenda of the seminar were discussed and agreed (three heads of NSO subdivisions, project coordinator, expert-statistician, editor and project assistant)

• September, 2013 – Two working meetings with representatives of NSO, where the design of gender internet-page, the list of gender indicators for data base, collection of statistical data

for gender data base were discussed (three heads of NSO subdivisions, project coordinator, expert statistician, IT-expert, project assistant)

• September, 2013 – Working meeting with representatives of NSO, where 5 areas for analytical articles were discussed and approved (five representatives of departments, project coordinator, expert-statistician, editor).

• September-October, 2013 – 2 working meetings on development of agenda and the list of participants of the round table, on preparation of invitations and development of questions for government authorities for discussion on round table (three representatives of NSO, project coordinator, expert statistician, assistant).

• August-October 2013 – 7 meetings with representatives of the relevant departments of NSO for discussion of collected statistical data for analytical articles (representatives of NSO departments, expert-statistician, editor, assistant).

• November-December 2013 - 3 working meetings on development of agenda and the list of participants of the round table for Presentation of gender-page and database for users, on preparation of invitations and development of analytical presentation for discussion on round table (five representatives of NSO, project coordinator, expert statistician, assistant).

2.2.1.2. Activity 2. Conduct of comparative analysis of the available gender indicators with indicators of progress in achieving gender equality and execution of the international liabilities (Millennium Development Goals, Beijing Platform Actions, and CEDAW)

a) For analysis of compliance of the existing gender indicators with indicators of fulfilling MDG (Millennium Development Goals), CEDAW (United Nations Committee on the Elimination of the Discrimination Against Women), the information was collected on the available gender indicators.

b) Analytical materials on gender issues, i.e. reports on implementation of Millennium Development Goals, periodic reports of the Kyrgyz Republic on implementation of the United Nations Committee on the Elimination of the Discrimination Against Women, were reviewed and analyzed.

c) Working meetings were conducted with the heads of departments on social statistics, demographic statistics and statistics of labor and employment, statistics of household.

d) The existing national system of indicators of gender statistics consists of 8 sections containing nearly 122 indicators in different areas of political, social and economic public life:

a. Population b. Health of population c. Education of population d. Employment and Unemployment e. Public Administration f. Standard of living g. Time budget h. Crime rate

e) As a result of analysis there were revealed existing problems of gender statistics on institutional

level, implementation of international obligations, difficulties of improvement of departmental data, also the recommendations are given on improvement of gender statistics.

f) Based on the results of the review and analysis of available gender indicators, information on problematic issues in indicators of gender statistics was prepared. It was then presented on the round table for the producers and users of gender statistics.

2.2.1.3. Activity 3. Working out of the agenda of the round table and participants’ list

a) In co-operation with the working group there were developed an agenda (Annex 2.) and the list of participants. Questions for discussions for government institutions along with the invitations to the round table were sent out on behalf of Chairman of the NSO.

2.2.1.4. Activity 4. Preparation to and conduct of the round table, and evaluation of its results.

a) A round table took place on October 11, 2013. There were 49 participants, representing Parliament, international organizations, state authorities (ministries of economic development, education, agriculture, social development, law enforcement authorities, Supreme Court, Judicial Department, General Prosecutor’s Office, Bishkek City Mayor’s Office), NGO, banking institutions, higher education institutions, and media, as well as NSO (heads and lead specialists of departments of Central office of NSO). The round table provided a platform for interactions between users and producers and expression of needs and challenges of both sides.

b) The discussion went very active, a range of suggestions and areas for improvement of gender statistics were proposed by the participants and recommended to be included into NSO’s annual program of activities:

i. Bring into compliance a Law “On state statistics”1

ii. To develop a course on gender statistics in the NSO’s training center and include the course into the training program for the employees.

and Regulation on NSO with article 8 of the Law “On state guarantees of equal rights and equal opportunities for men and women” (introduce a concept of “gender statistics” and requirements on its collection).

iii. To initiate regular interaction between users and producers of gender statistics and introduce new indicators necessary for gender analysis.

iv. To include presentation of gender statistics at “Open Doors Day” conducted by NSO annually.

v. To introduce gender indicators into various thematic surveys and organize discussion with separate government authorities on introduction of new gender indicators.

vi. Reconsider separate forms of statistical reporting.

c) CRDP has prepared a draft paper with amendments to the law on statistics and comparative table, and handed it over to the NSO.

d) More detailed information about the RT is provided in the RT evaluation report (Annex 3).

2.2.2. Output 2. Gender data analysis and data dissemination skills of the NSO staff are improved

2.2.2.1. Activity 1. Working out of training module on increase of gender sensitivity and awareness on gender legislation, gender statistics and gender analysis for NSO staff

a. During the meeting with members of working group in July 2013, capacity building needs of the NSO were discussed, based on which the agenda (Appendix 4) and module of the training (Appendix 5) were developed to best meet the needs of the NSO dates of the training were jointly defined (taking into account the vacation season and Ramadan fasting period). The NSO requested participation of heads of sectoral units of the central office and heads of territorial (city, regional and oblast) subdivisions. According to the information shared by NSO more than 70% of employees had never participated in gender statistics training. Therefore it was recommended to design the seminar accordingly and devote specific time for building gender sensitivity of the participants.

b. Training module consisting of sessions of basic and specific issues was developed and agreed with the working group. In addition, evaluation sheet was developed to access participants’ understanding before and after the seminar. The module covered methods of development of gender sensitivity, mini-lectures with electronic presentations, and work in small groups, videos sessions, individual and group work and discussions.

2.2.2.2. Activity 2. Preparation, organization, conduct and summing up of seminar final results

a) Handout materials were prepared, which included normative legal acts (international and national legislation), material on gender issues (gender theory, analytical materials) and on gender statistics.

b) NSO Chairman issued a directive ordering participation of key NSO staff at 3-day seminar on August 27-29, which was very helpful in ensuring full attendance of participants throughout all three days.

c) The seminar was conducted in “Belek” recreation center of National Statistical Office in Bosteri village at Issyk-Kul lake. Total 32 people took part in the seminar, including 30 employees of NSO and 2 employees of the department on gender policy of the Ministry of Social development of the KR (authorized body on gender policy).

d) In the course of the seminar, participants were introduced to gender issues in social, economic, political spheres, problem of gender and family violence; to national legislative framework and international norms in the sphere of gender equality. There were detailed coverage of issues of importance of gender statistics, principles and stages of production of gender statistics, approaches on identification and classification of gender issues. During the individual work and groups discussions participants developed suggestions on introduction of new indicators and gave recommendations for gender internet-page and the list of indicators for data base, and determined the criteria of selection of areas of statistics for preparation of analytical articles. In the evaluation report of the seminar included also recommendations and suggestions of participants for improvement of policies, improvement and development of new gender indicators, improvement of marketing and distribution of gender data. The evaluation report was shared with the NSO management.

e) Results of evaluation of the seminar demonstrate that the usefulness of the seminar was highly appreciated by 66% of participants, 87% of participants answered that they will use the obtained knowledge in practice. The work of project experts including experience and ability to conduct sessions, quality of presentations by 60% of participants were evaluated as “excellent”, 36% - as “good”, and one participant gave mark as “satisfactory” (Appendix 6).

2.2.2.3. Activity 3. Finalizing analytical articles and publishing them on NSO web-page

a) 5 areas of statistics were chosen based on the following criteria: compliance with needs in indicators of MDG, Beijing Platform for Action and CEDAW and involvement into meta-data, availability of statistical series. Therefore, for preparation of analytical articles such areas of statistics as “Condition of rural women”, “Education”, “Demographic statistics”, “Healthcare”, “Labor market and employment” there were defined.

b) To ensure unified format of the articles specific requirements (on volume, structure etc) were agreed with the working group. On the weekly working meetings with the relevant departments of NSO the key issues in each area were discussed, and statistical data and indicators from different sources for description of tendencies and comparisons were determined. A work on writing two articles (on healthcare and education) was launched in August (according the project implementation plan). Writing of other three articles (demography, employment, rural women) was launched in the middle of September. This is due to the fact that statistical data for analysis

was not obtained due to the absence of heads and responsible staff of departments on statistics of labor and employment, demographic statistics (they were away on business trips or on vacation).

2.2.3. Output 3. New/enhanced NSO gender webpage with interactive gender database (in Russian and Kyrgyz) developed and launched

2.2.3.1. Activity 1. Development of the interactive database and web-page

a) The TOR was developed and discussed with the working group (taking into account recommendations obtained from participants of the seminar). The TOR set specific requirements for graphical design of internet-page (content, location and page layout, selection of fonts, color and background, filling in of the page and allocation of data base).

b) The IT specialist commenced his duties in September, i.e. later than originally planned, this is due to absence of Main Computer Center specialist, who is in charge of the NSO website and info updates. The IT specialist took part in the working meetings with NSO and Main Computer Center staff, worked on formation of gender data base and development of model of internet-page. Interim report of IT expert (for period 1-30 September 2013) on the work implemented submitted to the Project Manager.

c) First, the test version of the gender web-page was prepared. It was presented at the NSO Open Doors Day on 31 October 2013 by the Chairman of the NSO. The webpage was probated until mid-November. NSO and CRDP informed the users about new webpage and available databases and seeking for initial feedback from the users. Once the feedbacks were received and analyzed, the webpage was finalized accordingly. d) In order to help the NSO staff to maintain the gender webpage, a handout with the information about general regulations, structure of “Gender statistics” page, the order of keeping and updating of data base of gender indicators, as well as about terms of updating of the data base and responsible departments was prepared by CRDP.

e) While preparing the feature articles, the representatives of NSO departments collected statistical data for gender database according to the approved list of gender indicators by oblasts (regions) for period of 2000 up to 2012:

i. Gender equality at the decision making level ii. Demographic indicators iii. Employment and Unemployment iv. Indicators of healthcare system v. Indicators of education vi. Crime and violence vii. Indicators of poverty

f) Improved data base contains 51 gender indicators instead of 10 planned project activities. All the indicators are disaggregated by sex, years, oblasts and cities of Osh and Bishkek. The indicators and general information on gender statistics are presented in Russian and Kyrgyz languages; there is access counter and feedback on the page.

g) On 4 December 2013 NSO hosted a round table for gender statistics users, where the NSO Chairman announced launching the gender web page.

h) In addition, the information about launching of gender page and data base was widely distributed through various media outlets. An interview of NSO Chairman Osmonaliev A. was allocated on the website of “Kabar” information agency.

3. Project Implementation Challenges and how they were addressed

3.1. Project activities have been implemented overall according to schedule with slight delay. However, the delay in implementation of specific components was related to absence of employees of NSO and Main Computer Center in connection with official business trips and vacation leaves.

3.2. Due to this, the CRDP requested “No cost extension” until 16 December 2013 and was able to finalize all project activities by this date.

4. Achievements

a) One of the achievements of the project was that the CRDP was able to establish a competent team regarding the issues of gender statistics among employees of NSO and establish close partnership with this team which enabled (encouraged) successful project implementation.

b) An initial dialogue of users and producers of gender statistics was facilitated, it has become the first step towards involvement of wide range of concerned parties using gender data – gender experts, specialists on statistics and policy planners.

c) The project facilitated formation and development of new data base of gender indicators. Instead of planned 10 gender indicators, the data base consists of 6 sections and includes 51 indicators. In total, the data base of gender indicators contains more than 27 thousand units of statistical information. The indicators are presented covering period from 1999 up to present.

5. Lessons learnt

From the start the CRDP communicated with NSO high level management, seeking for their understanding of the project objectives and activities and their support. Once this was achieved and support was rendered to the CRDP, the working group was formed. Regular meetings with the working group of the NSO have been very helpful in ensuring the ownership of project activities and outcomes. The project implementation revealed weak capacity of the NSO press service. This unit plays an important role in disseminating the data for the users, and ensuring that users are aware about the NSO products, but it lack capacity in doing this properly and efficiently. For future project it would important to provide capacity development for press services as well.
