ASPE LA Chapter’s October meeting was a good meeting; unfortunately, attendance was a little low. For those of you who missed the meeting, you missed a fine presentation from Mike Madsen. I would like to thank him for his presentation regarding ASHRAE 90.1. Because of the variable speed pump, most of us might have been confused about whether we

need a diaphragm tank or not for the booster system. Mike explained how diaphragm tanks help save energy and improve efficiency.

2016 ASPE Convention and Exposition is being held in Phoenix, Arizona, on October 29th through November 2nd. Our chapter delegates will be attending the convention and will be voting for bylaw changes. Below is a list of delegates for this year’s convention.

There were 47 people that attended the October 5, 2016 ASPE-LA monthly meeting. Our Guest Speaker Mr. Michael Madsen provided a very good presentation on “ASHRAE 90.1 – What This Means to Plumbing”. Thank you so much Mike! For those that were not able to attend or to those that needed the outline of his presentation, see the end of this report.

EDWARD SALTZBERG, PE, CPD, FASPE, FNAFE – Founding Member of ASPEI am also very pleased to announce that the person bearing the membership No.2 of ASPE, was awarded at the IAPMO’s 87th annual Education and Business Conference in Albuquerque, the 2016 IAPMO American Flag Award for his six decades of service to the organization. Ed was not able to attend the conference, but the award was presented by one of the Member of the IAPMO Board of Directors, Ms. Laura Biggie. For those that do not know, Ed’s involvement with IAPMO

spans an incredible two-thirds of the association’s existence - this year he celebrates 59th year of being a member of IAPMO. Let us all congratulate Ed for this very prestigious award……CONGRATULATIONS ED!!!!! A very well-deserved award.

Our speaker for the November 9, 2016 meeting is Dr. Saum Nour, CPD, FASPE, and President of Absolute Consulting Engineers and he will be talking about the “Changes to the 2016 Codes – UPC, CPC & NFPA”. See the flyer included within this newsletter for synopsis of the presentation.

By the time you are reading this newsletter, the ASPE LA Chapter delegation will all be in Phoenix, AZ attending the 2016 ASPE Convention and Expo. ANSI/ASHRAE Standard 188-2015 and Plumbing design

Microbiology, as a science is a relatively new science, which started to study the viruses and microbial life at the beginning of 20th Century, after Dr. Louis Pasteur, Dr Koch and others, demonstrated to the scientific bodies, that all the sickness are the result of activities of viruses or microbes or bacteria.

Viruses and microbes and bacteria are the first form of life on this earth. We are fortunate that they left behind fossils. Based upon studies of ancient sites it is estimated that viruses and microbes were present about 3 billion years ago. Compared with fossils of “homo sapiens” (ancestors of humans) who’s fossils appeared 200,000 years ago, shows the viruses and microbes and bacteria had plenty of time to develop and specialize.

Today we have tens of thousands species of highly specialized viruses and microbes. This makes the work of microbiologists very difficult and time consuming.

For instance: common cold is produced by a virus which enter our body when we inhale. Specialized laboratories work hard to discover a vaccine to be administrated to the population to help our immune system to destroy the virus.Discovery of a vaccine, testing it, approvals, packaging and make it available to the population takes an average of 3 to 5 years. When the next epidemic of flue comes, the vaccine produced, is already ineffective because the new virus is “mutated” and the vaccine is ineffective.

I am not a doctor or microbiologist, and my education and experience is in engineering. But I am fascinated and interested to learn more about viruses and microbes. As a Plumbing engineer, I designed many potable hot and cold water distribution systems for various structures. Recently, the subject of transmission of viruses, bacteria and microbes in potable water systems, became on the front of engineering societies as ASHRAE, ASPE and others.

I am concerned, because some of the recent published documents (see ANSI/ ASHRAE 188- 2015 Legionnelosis risk management) suggest that transmission of viruses, bacteria and microbes in potable water systems can be solved primarily by proper design of water systems. This is a huge responsibility for Plumbing engineers and designers. Without specific design directions, ANSI/ASHRAE Standard 188-

Thura Zin brought the meeting to order at 7.00 pm. Past presidents in attendance were Ed Saltzberg, Cory Nakanishi, Hal Alvord, Vivian Enriquez and Kook Dean. In addition to LA Chapter past presidents, the President of Orange County Chapter, Chris McKnight, was present.

Following to the self-introduction, Thura Zin invited Jeff Atlas to talk about the Holiday Party. If you would like to attend, please get in touch with Jeff. The deadline to purchase tickets is November 9th.

Vivian Enriquez announced that this year’s scholarship is awarded and she introduced Jeremy Busch as the scholar.

Vivian Enriquez introduced speaker Michael Madsen from Grundfos to give a presentation about ASHRAE 90.1 Energy Standard for pressure booster pump systems.

Michael Madsen started his presentation explaining the different versions of ASHRAE standard. He went through section 10.4.2 and explained the requirements about the pressure sensors and PRVs at the discharge side of the pumps. He then talked about how to reduce the energy consumption of the booster pump systems such as specifying variable frequency devices (VFDs).

The meeting was ended with a raffle. The prizes were provided by:

Pre-board meeting was held on Thursday September 29. Thura Zin, Hal Alvord, Vivian Enriquez, John Zagorski, and Sheyda Okke were on the conference call.

The meeting began with the Treasurer’s Report given by Hal Alvord. The board also talked about the ASPE Picnic and threw ideas about the next year’s picnic. Regarding the ASPE Holiday Party, Jeff Atlas confirmed that 30 people already showed interest in attending.

Following to this, Vivian Enriquez talked about the scholarship. She announced that Jeremy Busch from H. L. Moe Co. is selected as the scholar and she added that he is an active member of ASPE LA Chapter and also a member of the AYP. She then talked about the ASPE Technical Calendar and advised that the speakers and topics for general meetings are confirmed until June 2017. For more information about the schedule, please refer to Technical Calendar/Technical Report section of the ASPE Newsletter.

Sheyda Okke noted that she will be organizing a bowling night out for AYPs and the Board members. Further details to follow.

The Board meeting was held on Wednesday October 5th. Thura Zin, Hal Alvord, Kook Dean, Vivian Enriquez, John Zagorski, Jeff Atlas, Sheyda Okke, Ron Bradford, Cory Nakanishi and Jae Rim were present.

Meeting started with pre-board meeting minutes provided by Sheyda Okke. Following to this, the Board talked about the ASPE Picnic. It was agreed that the next year’s picnic will be in Arcadia Wilderness Park on a Saturday. The park can be booked until noon the day after. A kitchen and covered picnic tables are available for use.

Regarding the Holiday Party, Jeff Atlas reported that 33 people has confirmed their attendance. The place can accommodate maximum of 80 people. The last day to buy tickets is November 9th.

Vivian Enriquez informed that this year’s ASPE LA Chapter scholar is going to be Jeremy Busch from H. L. Moe Co. She highlighted that there will be technical presentations about LADWP Water Metering Systems and City of LA Department of Building and Safety – Graywater Requirement in the next year. In addition to this, Product Show committee is being formed and will be searching and booking a place between LA and OC.

Hello and congratulations!

I’m certain you’ve heard by now that you were awarded the 2016 IAPMO American Flag Award last month at the education and business conference in Albuquerque. I’m sorry you weren’t able to attend and receive it at that time.

I thought you might be interested in reading the presentation, delivered with great sincerity by your colleague Laura Biggie...

Here’s the presentation:IAPMO’s 90 years of history are rooted in expertise, shared

knowledge, collective deeds, strong codes, and nearly a century of safe plumbing and mechanical systems. But perhaps more importantly, it is rooted in people — few more so than the recipient of this year’s American Flag Award.

When it comes to this individual, history is a literal term. His involvement with IAPMO spans an-incredible two thirds of the association’s existence. That’s right: 2017 will mark his 60th year of membership! What better resource about our association’s past than a man who was there before IAPMO was known as IAPMO?

It’s important to note, however, that this man hasn’t merely been there, he has truly “done that” as well, his expertise and influence touching so much of IAPMO’s work over these past six decades, including — and this is astounding — serving as his chapter’s secretary since 1960.

Formally starting his career as an apprentice with UA Local 78 in Los Angeles, our recipient worked between many of the construction trades throughout the early 1950s. He received an associate’s degree from L.A. City College and transferred to Cal State L.A., where he received a bachelor’s of science degree in plumbing engineering.

In 1958, he turned out as a journeyman plumber, though he’d already been designing and installing plumbing,

Ed Saltzberg wins the 2016 American Flag Award!heating, and fire protection systems for a decade. That same year, he became a member of the Western Plumbing Officials Association, to be renamed IAPMO five years later.

In 1967, he opened his own mechanical engineering consulting business, which he still operates as president today. He’s held mechanical engineering licenses in 11 states, from Washington to Connecticut to Florida, and has served as an expert witness in 543 legal and insurance cases. He’s a co-founder and charter member of the American Society of Plumbing Engineers and is a member — often lifetime or honorary — of nearly 20 professional industry organizations.

With IAPMO, he was an original member of the Standards Council, making vital contributions to the ANSI-accredited development of the first three editions of the UPC and UMC to be designated American National Standards, as well as serving on numerous other committees during his six decades of membership.

The service that truly stands out in a historical sense, however, is as secretary of the Southern California Chapter, for which he has dutifully recorded the meeting minutes for 56 years. That’s practically as long as Vin Scully’s been calling Dodgers games! If you want to know what happened at the March 1965 meeting, he’s likely still got the meeting notes filed at his home.

I have to tell you, the man’s resume is eight pages long. And it’s not like there’s any padding in there. It lists licenses, education, employment, memberships, forensic history, publishing history, teaching experience, and awards and honors — one entire page devoted to those; among them IAPMO’s Industry Person of the Year in 1982 and George Kauffman Lifetime Achievement Award recipient in 2004.

Well, he’s going to have to add another, because it is my esteemed pleasure to present Ed Saltzberg with the 2016 American Flag Award.

Vivian, Sheyda and Carmen Mikolatos will be attending the Women of ASPE Leadership Forum. I’m not sure how many of our members will attend the Green Plumbing Design Workshop and will take the exam. More details about the Phoenix ASPE Convention can be found if you go online to ASPE National and look for the app they have all about the Convention.

Due to the scheduling of the Convention and Exposition, our chapter meeting will be held on the second Wednesday in November (Nov. 9th). Our speaker will be Dr. Saum Nour from the OC Chapter. He will talk about changes to the 2016 code. Also, if you are interested in taking the CPD exam, Dr. Nour will also talk about the CPD exam and how to prepare. Come one hour early. His class will start 5:00 pm. If you have questions, please contact me or Dr. Nour. Also, if anyone needs a CPD Review Manual, please let me know. I’m planning to place an order for our chapter members.

I am proud to announce that one of our ASPE LA Chapter members was awarded the 2016 IAPMO American Flag Award. He is none other than one of ASPE’s founders, Mr. Edward Saltzberg. He was given the award at the IAPMO Education and Business Conference in Albuquerque, New Mexico. Since Ed was unable to attend that conference, Laura Biggie received the Award on his behalf.

ASPE’s golf tournament in May 2017 is not too far away. It’s just around the corner. Time goes so fast; so golf committee, please start preparing for that.

Energy Standards for Buildings Except Low-Rise Residential Buildings• DOE Baseline for Building Energy Codes -Commercial Building -Includes HVAC, Lighting, and Pressure Boosting Systems• What’s Relevant to Pressure Boosters? Section 10.4.2 – Requirements for Service Water Pressure Booster

Systems: One or more pressure sensors shall be used to vary pump speed and/or start and stop pumps. The sensor(s) shall either be located near the critical fixtures(s) that determine the pressure required, or logic shall be employed that adjusts the setpoint to simulate operation of remote sensor(s). -No device(s) shall be installed for the purpose of reducing the pressure of all of the water supplied by a booster system, except for safety devices. -No booster system pumps shall operate when there’s no service water flow.• Remote Mounted Sensors: -PROS: Constant pressure at remote fixture; Possibility of higher energy savings. -CONS: Additional cost of installation due to additional control wiring and routing to remote/furthest location and labor to install the control wiring; Trouble shooting booster system when locating remote sensor at later date, extended downtime troubleshooting system and cost of downtime; and Pressure fluctuations t other fixtures (pipe system dependent).• Proportional Pressure Control Header Mounted Sensor: -PROS: Lower cost of installation due to no additional control wiring to route and no additional labor to install control wiring; Trouble shooting booster system; and Sensor is located near booster system, easy to replace if necessary. -CONS: Depending on pipe system, pressure may fluctuate at remote location.• Section 10.4.2(c): No booster system pumps shall operate when there is no service water flow. -Benefits: Save energy; Avoid heating up the water; Increase pump component lifetime (shaft seals, etc.).• Purpose of diaphragm/bladder tank: -Store a small amount of water enabling pump shut downs. -Help smooth out pressure spikes/drops from fast acting valves resulting I higher comfort level (less VFD “hunting”).• System that do not use bladder tanks: -A tankless system must encounter a zero flow condition to switch a pump off in order to maintain the system set-point. -This will result in wasted energy; shortened shaft seal life, liquid heats up around seal faces, poorer lubricating properties, even at low speeds; and liquid in pump has potential to increase in temperature, potential for bacterial growth (even worse when submersible pumps/motors are used).

LEGIONELLA FOUND AT FOUR AMERICAN AIRLINES HANGARS AT DFWAmerican Airlines has increased safety precautions after low levels of the bacteria that causes Legionnaires’ disease were found in water at four maintenance hangers at the Dallas-Ft Worth Airport. Bacteria was discovered at the hangars after a worker showed symptoms of Legionnaires’ disease, but recovered. Fort Worth-based American, in a letter last week to workers, said low levels of the bacteria were found in water from eight shower heads, plus water from some faucets and fountains. American spokesman Matt Miller says the facilities are safe. The showers and faucets now have filters.

2015, is very confusing and will be a good field of litigation for lawyers. It also will require additional design fee, to comply with all the recommendations included in ANSI/ASHRAE Standard 188-2015, especially for construction of health care facilities.

Bacterial growth. (Exponential multiplication)The big puzzle in my mind is that the definition of potable water to be furnished by water purveyors is not pure H2O. The definition allows small amounts of various minerals and salts, plus a small amount of E coli (which is a species of bacteria). For instance, potable water, delivered by Los Angeles Department of Water and Power (DWP), after all water treatments, includes various quantities of chemicals such as: bromate, fluoride, haloacetic acids, lead, trihalomethanes, and coliform bacteria among others.

All bacteria reproduce by asexual reproduction, which results in cell division.We know that single cell bacteria have tremendous and rapid way to multiply. For instance, one bacteria will divide and now we have two. These two will divide again and we have four. Four will divide again and we have eighth. This is called exponential growth. And this process of multiplication repeats, and in a matter of few hours the new colony of millions of bacteria is formed. In the lab the growth of bacteria was monitored, and in the average, they found several phases:1. Lag phase. Bacteria initially adjust to the new

environment (test tube or dish). About 8 hours.2. Exponential phase. Bacteria start dividing. About 18

hours.3. Stationary phase. When the space becomes too small or

the nutrition is exhausted, bacteria stops to grow. About 5 hours.

4. Death phase. Eventually bacteria shows loss of viability and dies. About 10 hours.

Water piping serving HVAC projects is a “closed system”, where the water filled at the beginning, is continuously re-circulated. Make-up water, in small quantities, is added to compensate small water lost due to leakage of the system. The water is maintained at temperatures of 180-200°F, which kills bacteria. Special chemicals (bactericides) can be added to the system to keep bacteria from multiplication or kill them.

While water piping serving Plumbing projects is an “open system”. where every time a faucet is open for flushing a lavatory, WC, Sink, Urinal, etc., a fresh quantity of City water is admitted into the system. This fresh water admits in the Plumbing systems: Salts, impurities and bacteria

allowable in the municipal potable water systems, furnished from the City mains.

Therefore, the proposed procedures to prevent growth of bacteria for HVAC projects must be different than the procedures for Plumbing projects.

Some bacteria produce a “biofilm”, which will deposit inside the pipes, and will protect other bacteria covered by “biofilm” from being destroyed by biocides or temporary very hot water (200°F) circulated occasionally.

The way I see it, the water entering the building from municipal piping should be free of any bacteria, viruses or microbes and to have minimal residual salts, minerals or other chemical compounds. For instance: minerals, as CO3Ca or CO3Mg. will eventually deposits inside the pipes and produce a scale, which will increase the friction loss (more energy to move the water), will corrode the pipe and will be an excellent place for bacterial development. Various USA zones contains water with high concentration of these compounds (hard water). Removing them from water entering the building will save a lot on energy and maintenance. All materials (pipes, fittings, valves, etc.) used for plumbing systems must be disinfected before installation.

A thorough disinfection of plumbing piping system, with chlorine or other bactericides, and final flushing must be performed before plumbing piping is accepted to be used by the occupants.

Also, water entering the building from municipal piping should have a device to destroy all bacteria and viruses for potable water, supplied to the building occupants. Potable water systems includes uncounted number of “dead ends”, serving plumbing fixtures, water hammer arrestors, flushometer valves, equipment, etc. Bacteria once admitted in the Plumbing Systems will be very difficult, if not impossible, to destroy it.

A recent study performed in a hospital in Sherbrooke, Canada determined that heat exchangers, installed to conserve energy, promoted growth of Legionella in the hot water supply. The study appeared in the Journal of the Society for Healthcare Epidemiology of America. The conclusion was: Remove heat exchangers. Reason: “No energy or water savings are worth a human life:
