5.11.2.1 Strainers shall be provided for foam concentrate lines where required by the manufacturer.

Statement of Problem and Substantiation for Public Input

Not all manufacturers require or recommend strainers in the concentrate line. Ansul does not recommend strainers on concentrate lines between bladder tanks and proportioners or between atmospheric tanks and eductors, it is also noted that they are note shown in the appendix drawings of NFPA 16 for these systems. Ansul does not recommend concentrate strainers between atmospheric tanks and pumps suction when using non-Newtonian agents. However, when a strainer isn’t provided, the concentrate piping must be installed to allow it to be disassembled during routine maintenance required by NFPA 25 and visually inspected for obstructions and corrosion.

Public Input No. 13-NFPA 16-2016 [ Section No. 5.14 ]

5.14 * Test Connections.

5.14.1 System test connections shall be sized to accommodate both the low flow of the proportionerand the maximum anticipated flow through the proportioner.

5.14.2* The system test connection for a pre-primed system shall be located at a remote point that willallow the largest portion of the system to be filled with foam-water solution.

Statement of Problem and Substantiation for Public Input

Pre-primed systems need to be installed with as much of the foam-water solution in the piping as possible. NFPA 13 allows the test connection to be at any location downstream of the water flow alarm and in many cases it’s installed immediately past this switch. Having the test connection located at a remote location on the system will allow it to be used to help fill portions of the system with foam-water solution that would otherwise have air pockets with no foam-water solution. The original text was moved to a subsection to comply with the manual of style.

Public Input No. 3-NFPA 16-2016 [ New Section after 6.2.1.1 ]

6.2.1.1.1

The flow and pressure of a public water supply shall be determined from waterflow test data or otherapproved method.

6.2.1.1.1.1 Water supply fluctuations must be addressed in the design of water-based fire protectionsystems, as required by the Authority Having Jurisdiction.

6.2.1.1.1.2 Safety factors must be addressed in the design of water-based fire protection systems, asrequired by the Authority Having Jurisdiction.

Statement of Problem and Substantiation for Public Input

Similar proposals are made to NFPA 13 and 13R to recognize the need to address public water supply fluctuations and safety factors in the design of fire protection systems.

The International Codes now specifically require that water supply fluctuations be addressed in sprinkler system design as follows (from 2015 IFC, Section 903.3.5): "For connections to public waterworks systems, the water supply test used for design of fire protection systems shall be adjusted to account for seasonal and daily pressure fluctuations based on information from the water supply authority and as approved by the fire code official." Additionally, NFPA 14 (2016 edition) now states: "10.1.1 Daily and seasonal flow and pressure fluctuation data shall be provided by the water purveyor, and the fire protection design must account for both high and low variations. 10.1.1.1 Where these data are not available, design shall be based on the available water flow data." This proposal is simply an intent to recognize the need for and importance of water supply fluctuation to be evaluated, as well as to recognize that many jurisdictions require safety factors in the design of sprinkler systems.

Public Input No. 22-NFPA 16-2016 [ Section No. 7.2.7 ]

7.2.7

Where draft curtains, detection zones, and drainage or containment area separations impact limit theperformance size of the design area of the foam-water system, plans of these buildings features shall bemade available for the design and layout of the foam-water systems .

Statement of Problem and Substantiation for Public Input

A revision to section 7.3.6 was submitted that would clarify how to layout and calculate when system design areas are affected by building features such as drainage trenches and containment pits or dikes. When these building features are anticipated and/or provided its imperative that the layout of the foam-water system and the design area coincide with the locations of these features. Scaled drawings of these features need to be provided for the proper layout of the foam-water system.

7.3.6 Spill Drainage and Containment .

7.3.6.1

Facilities shall Means shall be provided for the safe removal or retention or containment of the largestanticipated flammable liquid spill plus the free water reaching the floor from the fixed fire protection system,as well as including the discharge from hose streams.

7.3.6.2

Where applicable occupancy standards specify containment or drainage that differs from that specified in7.3.6.1, the occupancy standard shall take precedence.

Statement of Problem and Substantiation for Public Input

This change will clarify how to design and construct drainage and containment features in a building so they coincide with the foam-water system design area. If the foam-water system design area is limited to 5,000 sq. ft. then the drainage system or containment pit or dike must also limit spills to a 5,000 sq. ft. area.

8.4.1.6.1 Simulated foam concentrates shall not be utilized when testing a pre-primed foam-watersystem.

Statement of Problem and Substantiation for Public Input

This new subsection to 8.4.1.6 clarifies that simulated foam concentrates should never be used when testing a pre-primed foam-water system because of the difficulty in getting the simulated solution completely flushed out of the system before it’s filled with the pre-primed solution.

Public Input No. 15-NFPA 16-2016 [ New Section after A.5.14 ]

TITLE OF NEW CONTENT

A.5.14.2 The purpose for having this connection at a remote point is to allow as much of the system aspossible to be filled with the foam-water solution. Judgment should be used to determine a location thatallows accessibility of the test connection while at the same time venting as much air in the system aspossible.

NFPA 13 also requires a single air vent on all wet pipe systems at the highest most remote section of thesystem to facilitate filling the system, and to reduce corrosion within the system piping.

Statement of Problem and Substantiation for Public Input

This annex statement further explains the placement of the test connection for pre-primed systems. The air vent required by NFPA 13 on all wet systems can also be used to help fill as much of the system as possible with foam-water solution.

Public Input No. 21-NFPA 16-2016 [ Section No. A.6.2.3.1 ]

A.6.2.3.1

Local regulations might require a means for removal or retention or containment of the largest flammableliquid spill plus the actual calculated flow from the maximum number of systems expected to operate fortheir calculated duration plus hose streams.

Statement of Problem and Substantiation for Public Input

A revision to section 7.3.6 was submitted that would clarify when system design areas are affected by building features such as drainage trenches and containment pits or dikes. Changing “retention” to “containment” provides consistency in the use of the terms used to describe these building features.
