SECTION: I
QUALIFYING REQUIREMENT FOR BIDDERS FOR CONDITION MONITORING EQUIPMENT
1) The bidder should have proven experience of not less than 3 years in design, manufacture, supply and testing (as per IS/IEC) at the works of equipment/ material offered for equal or higher voltage class application. Bidder should confirm this & submit the documentary evidence.
2) Bidders not meeting the requirement as at (1) above but is authorized by OEM for sales can also participate, provided they have valid ongoing authorization with OEM for testing/repairing of the equipment for the type and class specified since last three years. Submit the authorization & performance letters with bid.
3) Equipment of the type and class quoted should be in successful operation for not less than 3 years as on the date of bid opening in India. *
4) The bidder should produce the documentary evidence (Clients Certificate) of at least two STU or CTU (State Transmission Utilities or Central Transmission Utilities) in support of the satisfactory operation of the equipment for a period of 3 years as specified above.
5) The bidder should have service infrastructure including trained manpower in India. Details to be submitted.
6) The bidder should give satisfactory service for a period of at least 10 years. In the case of authorized supplier by OEM, the bidder shall furnish joint undertaking with OEM for accepting joint and several liabilities of all obligations under the contract.
7) The bidder shall furnish, with his bid type test report, conducted in accredited National/ Foreign lab, as per IS/IEC or any equivalent standard of the equipment being offered not less than five years old.
8) The manufacturer shall have adequate design infrastructure and manufacturing facility and capacity and procedures including quality control and demonstrate the same in his bid through relevant documents.

9) Notwithstanding anything stated above, the owner reserves the right to assess bidder’s capacity to perform the contract, should circumstances warrant such an assessment in the overall interest of the contract and owner.
10) Bidder should submit Qualifying Requirement with documents for each equipment separately.

SECTION – II
GENRAL TERMS & CONDITON FOR CONDTION MONITORING EQUIPMENT
1. SCOPE
1.1. The overall scope of work proposed to be assigned to the successful tenderer according to this specification covers the following aspects.
1.1.1. The design, schematic drawings, manufacturing, testing at manufacture’s works. Supply and demonstration of the equipment as detailed in the equipment schedule and F.O.R. destination supply thereof. Testing & commissioning at site.
1.1.2. Design and manufacture of test equipment to meet the requirement of Diagnostic testing of equipment of Multi Terminal High Voltage Equipment viz. Power Transformers, Current Transformers, Potential Transformers, Capacitive Voltage Transformers, Lightening Arrestors, Circuit Breakers.
1.1.3. Design and fabrication of Condition Monitoring Equipment along with all necessary accessories like cables, switches, indicating lamp, warning lamp, humidity meter, temperature meter etc., to provide self contained and ready to use test equipment as per this specification.
1.1.4. Complete testing at manufacturer’s works.
1.1.5. F.O.R. destination supply of completely assembled test equipment.
1.1.6. Testing and commissioning of these test set at site/ field.
1.1.7. It is not the intent to specify completely all the details of the design and construction of the equipment. However, the equipment shall conform in all respects to high standards of engineering, design and workmanship as mentioned in clause (4) and shall be capable of performing continuous commercial operation up to the supplier’s guarantee & expected life of equipment. In a manner acceptable to the purchaser, who will interpret the meaning of drawings and

specifications, and shall have the power to reject any work of material which, in his judgment is not in accordance therewith. The offered equipment shall be complete with all components necessary for their effective trouble free operation. Such components shall be deemed to whether those are specifically brought out in this specification and/or the commercial order or not.
2. SCHEDULE OF REQUIREMENT
2.1. The delivery of the material in any case shall be finished within two quarters from the date of orders.
2.2. Delivery instructions shall be issued to the successful tenderer/s after placement of order and successful inspection & testing of equipment at bidder works. (Annexure-I).
3. STANDARDS
3.1. Unless otherwise specified elsewhere, in this specification, the rating, performance and testing of test set shall confirm to the latest revisions, available at the time of placement of order of the relevant standards (Annexure-II).
4. PRINCIPAL TECHNICAL PARAMETERS
4.1. The Condition Monitoring test set covers in these specifications shall have the technical requirements listed in Annexure-III.
5. GENERAL TECHNICAL REQUIREMENTS
5.1. SCOPE OF WORK
5.1.1. Supply of testing set as specified in accompanying schedule ‘G’ and in this specification together with such auxiliary equipment and materials as required. The tenderer shall indicate make, type and designation of each equipments in the bid.
5.1.2. Preparation and furnishing of all the required drawings including schematic, internal external cable connection drawings.

5.1.3. Testing of Test Set and associated equipment and furnishing of test certificates.
5.1.4. Preparation and furnishing of commissioning instruction, operation and maintenance manuals with all operational features/optional features.
5.1.5. Testing and commissioning of all the supplied equipment at site.
5.1.6. The successful tenders have to submit three sets of all types of external cable connection drawings, operating and maintenance manuals.
5.1.7. Design, material selection and workmanship shall be such as to result in neat appearance inside and outside with no weld, rivets or bolt heads apparent from outside and with all exterior surface true and smooth.
5.1.8. Necessary life time licensed copy of interfacing and analysis software with test kit should be supplied free of cost with test equipment.
6. TESTS
6.1. The equipment offered shall be fully type tested as per the relevant standards. Test certificate shall be supplied along with offer not less than five years old.
6.2. The purchase reserves the right to demand repetition of some or all the type test in presence of the purchaser representative. For this purpose bidder may quote unit rate for carrying out each type test.
6.3. In case equipment has not been type tested earlier, then entire type test as per relevant standards shall be carried out by the successful tenderer in the presence of purchaser representative without any extra cost.
7. GUARANTEE
7.1. All the equipment supplied against this specification shall be guaranteed for defects/ performance for a period of 36 months from the date of commissioning.
7.2. Any engineering error, omission, wrong provision, equipment failure etc., if found during actual commissioning of the equipment shall be attended by the bidder at free of cost.

7.3. During guarantee period if test kit remains out of service for more than six days for repair, the spare kit should be handed over to concern consignee. Same is handed over back to supplier on repair & receipt of original set.
7.4. During guarantee period, if any defect observed, it is bidder responsibility to collect kit from site/ consignee to attend the same.
7.5. On each failure of test set, supplier should give a detailed report of failure to transmission wing, corporate office, GETCO, invariably.
7.6. DEMOSTRATION: During technical scrutiny of the bid purchase will ask to give demonstration of the offered equipment at purchaser’s site. The bidder shall demonstration the test equipment within one week of intimation from purchaser. The purchaser will evaluate the suitability of product for their application, present practice & test equipment used. Based on demonstration, the purchaser decision will be last & unchallenged for acceptance/ non acceptance of product even if product will comply other tender’s terms.
8. DOCUMENTATION
8.1. The tenderer shall furnish as a part of their offer, complete set in triplicate of technical literature/ manuals, and typical schematic drawings of test equipment offered by them.
9. PACKING AND TRANSPORT
9.1. All equipment/ material shall be suitable packed for transport, carriage at site and outdoor storage during transit. The contractor shall be responsible for any damage to the equipment during transit and it should be replaced without any extra cost.
9.2. The cases containing material shall be very carefully packed and marked with appropriate caution symbols i.e. “FRAGILE”, “HANDLE WITH CARE”, “USE NO HOOK” etc. The contents of each package shall bear marking that can be readily identified from the package list.

9.3. Packing shall provide complete protection from moisture, termites and mechanical shocks etc. The moisture absorbent material like silica or other substance should be packed in cotton bags and placed inside the packing.
9.4. Wherever necessary proper arrangement for attaching slings for lifting shall be provided and all packages clearly marked with gross weight, signs showing ‘UP’ and ‘DOWN’ sides of boxes, contents of each package, order no. and date, name of the plant/SS/ of which the material in the package forms part of and any handling and unpacking instructions considered necessary.
9.5. Any material found short inside the packing case, shall be supplied by the manufacturer/ supplier without any extra cost within 15 days.
9.6. Tenderer shall ascertain, prior to shipment, from concerned authorities, the transport limitations like weight, maximum allowable package size for transportation, material fragile or not etc.
9.7. Each consignment shall be accompanied by a detailed packing list containing the following information :
a. Purchase order reference b. Name of consignee c. Details of consignment d. Destination e. Total weight of consignment f. Handling & unpacking instructions g. Bill of materials indicating contents of each package h. Sign showing upper/ lower side of crate, fragile material or not

10. TRAINING
10.1. The Successful tenderer shall be required to provide training at site, at no extra cost. The training should cover the theory & on-hand training of:
a. Familiarization with instrument & its parts b. Procedure of installation, testing & commissioning c. Procedure for site calibration

d. On hand testing of different electrical equipments i.e. TRF, CT, PT etc.
e. Demonstration of software provided with equipment f. Field maintenance & troubleshooting of equipment g. Creating/ Maintenance of data base.
10.2. The programme of the training shall be mutually discussed and finalized by
the purchaser.
11. SCHEDULES
11.1. The tenderer shall fill in the following schedules which form part of the tender specification and offer.

11.2. If the schedules are not submitted duly filled in with the offer, the offer is likely to be rejected.
11.3. Unless otherwise brought out separately by the tenderer in the schedules of deviations (Schedule ‘C’ & ‘E’) the test set offered shall be deemed to conform to the specification, as listed in this tender, scrupulously.
11.4. For any deviation from the specification which is not specifically brought out in the schedules shall be supported by authentic documents, standard and clarification, otherwise the offer may be liable for rejection. Any deviation from the specification shall be highlighted giving reasons and unit prices.
11.5. Tenderer shall submit the list of orders for similarly type of equipment, executed or under execution, with full details in the schedule of tenders

experience (Schedule ‘D’) to enable the purchaser to evaluate the offer. If the equipment is being designed and manufactured in collaboration with other manufacturer, the following additional information shall be submitted by the bidder along with his offer.
a. Copy of authorization between the tenderer and manufacturer. b. List of order for offered equipment, executed/ being executed
by the supplier
12. INFORMATION TO BE FILLED INVARIABLY BY THE BIDDER
12.1. For ready reference of the purchaser, the items of information required to be invariably furnished by him in his offer, are listed below:
a. Four copies of the authentic English translation of each of the standards to which the offered equipment conforms in case these are other the standards specified in this specification.
b. Schedule ‘A’ to ‘H’ c. Documents and drawing listed in Clause No. 11.1
13. UNIT RATE FOR THE CABLES AND OTHER ACCESSORIES
13.1. The bidder has to submit along with their offer unit rate of all type of cables and accessories required for trouble free operation of the test set for minimum 10 years. The offers without above unit rate are likely to be rejected. [ Schedule I]
13.2. The above unit rate shall be kept valid till the expiry of guarantee period.
13.3. The purchaser reserves the right for selection of items & quantities for the spares to be ordered.
14. GURANTEE FOR MAINTENANCE SPARES AND SERVCIES
14.1. The bidder shall guarantee for supplying maintenance spares, services, repairing of test set & calibration of test set for a period of life expectancy i.e. 20 Years.

1) The successful bidder has to provide operation & maintenance
manual, all drawing, literature etc., for the test set to be supplied, write up for testing and commissioning procedures, setting calculation etc., detailed circuit diagrams with trouble shooting protocols to all consignee destination as well as to the transmission department of corporate office, GETCO, Vadodara.
2) O&M manual should contains: a. Vendor contact details (Name, Designation, Mobile No, Fax No,
E-Mail etc) b. Storage Instruction c. Erection & Commissioning Instruction d. Operating procedure/ Instruction and Maintenance schedule e. List of bought out component & sub-vendor’s address. f. Technical data sheet. g. Leaflets and bought out component h. Drawing etc.
3) The successful bidder has to do first testing/commissioning of the test set, by deputing his service engineer free of cost. The 10% value of order is to be retained over and above the money retained as per payment terms of the GETCO and the same is to be released after satisfactory first testing and commissioning of the set.
