Technical specification
On-Line Transformer Intelligent Condition Monitoring System
(OTICM) System
1) Scope:
On-line Transformer Intelligent Condition Monitoring (OTICM) Systems supply includes design,
manufacture, testing, supply, erection and satisfactory commissioning on any given
transformers of from 66KV to 400KV at any substation.
The OTICM system shall be suitable for monitoring at least four numbers of transformers at a
time. The supply shall include provision of all required sensors, acquisition units, cables,
processors, software, computers, cabinets and other accessories required for successful
operation & performance shall be in the scope of supply, by bidder. The bidder shall be OEM
or his authorized representative only. The sensors and equipment for transformers to be
connected shall be based on the requirements of a particular Substation as indicated in
Schedule – A of respective tender. Any of the sensors not available on transformer shall be
provided by bidder. Those sensors, which are not feasible to be provided for existing
transformer, shall be identified and excluded from scope of supply, will be decided during
detailed engineering. List of sensors required by bidder shall be invariably mentioned in
technical bid. All control & instrumentation cables shall be screened and armored. While
power cables shall be steel armored.
The Supervision of installation & commissioning of the (OTICM) system shall be carried out by
bidder’s expert only.
2) Features of OTICM System:
The system should identify an anomaly and its possible causes. It shall provide reliable and
continuous information on individual transformers and/or the entire transformer population /
fleet. It shall produce recommendations for basic actions and other outputs which can be
easily interpreted by the user (both in bottom-up and top-down approaches).
3) Technical Requirements:
3.1 On-line Transformer Intelligent Condition Monitoring System (OTICM) shall be suitable for any of the 66 & above voltage class transformers, identified by purchaser.
3.2 The OTICMS system is intended to provide supervision of the operating condition, condition monitoring and aging rate of transformer in line with IEC-60076-7.
3.3 The OTICMS system to be supplied under this specification shall provide on line measurement of various parameters, acquisition of data, the periodic storage of information, analysis of data & shall extend control commands/alarms. The relevant data / information captured by this system shall be retained at least for the period of minimum 30 years.
3.4 System data / information should be of high quality w.r.t accuracy, correctness, accessibility & completeness.
3.5 Data / information from the other data sources which OTICM system relies shall be of high quality.
3.6 Data / information transformed by the OTICM system shall be useful and user friendly. 3.7 The monitoring system shall be complete with all required sensors, data acquisition unit,
processing unit, routers/switches (as required) and associated communication network comprising of optical signaling system, electrical signaling system and/or a combination of both.

3.8 The monitoring system shall be designed to operate correctly and satisfactorily with the excursion of auxiliary AC & DC voltages and frequency as specified.
3.9 The system shall be EMI compatible to work as per IEC 61000 in an environment of energized substation up to 400 kV.
3.10 The current inputs shall be obtained from respective bushing Turret CTs or bay CTs. The voltage shall be obtained from the bus/ bay CVT/PT. In case of outage of either Bus/bay the voltage & current inputs to the system should not be affected and necessary hardware & cabling shall be provided to take care of the same.
3.11 The OTICM system shall monitor shall carry-out on line measurements, computation and analysis for monitoring and shall include but not limiting to the following parameters of Power transformer: a) Apparent Power (MVA) b) Operating voltage on HV side by means of measurement from Bus/ bay CVT/PT. c) Load current & short circuit currents on HV or LV side, Overload capacity &
emergency over loading time. d) Health monitoring of all the bushings (except neutral) professed
i. Measurement leakage current
ii. Tan delta & capacitance
Note:
i) Capacitance values shall be determined & the same shall be validated with the
offline values of capacitance measured jointly by GETCO & successful bidder during
the commissioning of monitoring system using the GETCO measuring equipment.
The capacitance values shall be within the limits of 1% compared to the offline
values.
ii) The tan delta shall also be calculated/estimated/measured & any abnormal
change shall be reported as alarm. The alarm limits shall be jointly decided by
GETCO & successful bidder.
f) Temperature of transformer oil, Winding Hot spot temperature, dynamic overload limit
& ambient temperature.
g) Conservator Oil level (Main Tank & OLTC) .
h) Ageing rate as per IEC-60076-6. The model should provide an ageing acceleration
factor, a daily aging, for trend graph display.
i) Dissolved gases and rate of gas generations in transformer oil for at least H2, CO,
C2H2 & CH4 (individual gases in ppm).
j) Moisture in Oil in ppm.
k) Cooling system
Operational states of the pumps & fans.
Oil temperature In/Out of the coolers.

3.12 Necessary sensors for the above shall be provided by the bidders. The existing sensors,
if available, can be used and integrated with the monitoring system without affecting the
existing system.
3.13 In case of any deviation in the monitored parameters from preset values shall initiate
visual & audible alarms. The alarm shall be configurable from the operator console by
administrator/configurator of the system in two stages viz. minor & major. All major
alarms shall initiate SMS message to user defined mobile numbers (provision shall be
made at least 5 mobile nos.)
3.14 System Requirements:
OTICM will not be isolated system but a part of complete transformer.
It shall be compatible, interoperable & interchangeable with hardware/firmware &
software. It can be integrated or interfaced with other company/systems.
It can be expanded updated with minimal rework.
It shall integrate all periodic off-line & on-line continuous data/information in a
common & standardized computational architecture.
It should have some reliability as alternative station systems.
Modular in structure to allow full or partial implementation as needed by user.
OTICM should be able to perform self-diagnosis & require minimum maintenance.
System data/information should be of high quality w.r.t accuracy, correctness
accessibility & completeness.
Required sensors for temperature measurement shall be provided if not
installed/available.
Oil temperature measurement shall be available from -40ºC to 120ºC, (top oil,
bottom oil, cooler inlet, and cooler outlet.)
4) Software Facilities:
The software should be able to perform sophisticated engineering model computations to
provide intelligent information about the transformer, operating conditions. The software shall
include & not limiting to the following features:
4.1 Monitoring features:
Display of s/s name and transformer identification.
Synchronization of monitoring system with GPS.
Tagging of monitored transformer.
On line monitoring of parameters of transformer as specified and automatic retrieval
and analysis of data in real time trending data.
Display of monitored data in real time (Data update in every 5 sec, which shall be
configurable by the operator in the range of 1sec to 300 sec)
Display & storage of calculated values-average, maximum, minimum values of the data
over a user defined period (Initially it shall be configured for 15 min).
Time tagging of events.
Highlighting the overload periods.
Report generation & printing the reports
Transformer ageing rate.
Rate of change of monitored parameters.

Comparison with user defined preset values (pre-commissioning/ offline values)
Suitable security control is to be provided for access to the system by an authorized
user.
Facilities for entry of basic data through a simple graphical user interphase (GUI).

4.2 User Access Control Features:
4.2.1 The system should have provision for three (3) levels of user groups namely
Administrator, Configurator and users.
4.2.2 USERS: shall have viewing, report generation and downloading rights
CONFIGURATOR: In addition to the rights of user shall be able to configure monitoring
system viz. inputting & modifying and deleting basic configuration data like nomenclatures,
location details, preset values, offline value/pre-commissioning values, other setup values,
one time data inputs etc. for particular piece of equipment/accessories.
ADMINISTRATORS: In addition to the rights of Configurator shall have the rights for
necessary changes in software, operating system, software upgrades, security patches
etc. Administrator will also be able to create/delete users/configurator/administrator and
modify their rights.
4.2.3 User group shall be able to access the system by login & password as per the above
policy through GETCO intranet using GETCO internal authentication system to confirm.
4.3 Support:
The successful bidder shall provide software support for complete operating system and
application software including supply of updates, security patches if any for a period of 3
years from the date of commissioning. The complete documentation of the system shall be
provided so as to enable GETCO for trouble free upkeep & maintenance of the system
after end of support period.
4.4 Training:
Training to Five (5) persons of GETCO shall be imparted by bidder free of cost. Duration of the complete training shall be 2 working days. The training shall cover familiarization with procedures of installation, configuration, testing, commissioning, operation, maintenance and trouble shooting on the OTICM system covering all the aspects to the person/s identified by GETCO, in the event of an order. The cost of logistics will be borne by
GETCO. Bidder shall at his cost arrange for the above training facilities and in addition shall bear all living expenses plus inland travel expenses of all the trainees. The Purchaser shall only pay to and fro passage of the trainees. The programme of the training shall be mutually discussed and finalized during detailed engineering.

5) Architecture:
5.1 The parameters measured by various sensors shall be brought to a common local cabinet
(outdoor), which shall be provided with lighting & thermostat-controlled heater. The
processor can be either located in the yard near the transformer or in the control room. The
processor mounted near the transformer in the yard shall be housed in environmentally
controlled and pedestal mounted kiosk. This equipment shall also be protected against any
external stresses.
5.2 Indicative architecture of the monitoring system is shown in the fig-1. The contractor shall
supply all computers and networking hardware and software for complete solution. The
contractor shall supply server (s), one console and firewall, each with 24”TFT monitors.
The server & console shall be provided with DVD-R/W. Specification for configuration of
the same is given here under.

Due to various alternative design approaches, it is neither intended nor possible to specify all software and firmware characteristics. It is the intent herein to provide hardware requirement of server/workstation with minimum configuration design. However, to work effectively, efficiently and reliably, the system offered should have the hardware configuration of properly sized to support all functionality in Toto.
5.3 The solution should be built in the server side technology such that user interaction with
the server is carried on industry standard web browsing without installation of client side
software. Server shall have the necessary application software/hardware installed for
sending the SMS as specified in clause 3.13 above.
5.4 The application software shall also include module installed on the server which can
generate HTML-based web pages which can show the online and historical data to the
users. Suitable fire wall shall be provided for protection from internet attacks. The data
shall be available across the GETCO intranet as per policy listed in Clause no. 4.2. (User
Access Control Features). All necessary software’s required for this, shall be supplied by
the bidder.
5.5 An operator console with a window based work station shall be provided at the control
desk in the control room to display, access and process the monitored data through
industry standards web browsers I.E 6.0 & Firefox 2.X or above. The necessary operating
systems & software for the above shall be provided by the bidder. The offered system shall
support additional console for future requirement. Provision shall also be made to extend
the alarm/trip command to control/relay panel.
5.6 The window based workstation console shall be supplied with latest version of MS office
compatible with the offered solution.
5.7 The server & firewall/routers/networking hardware shall be rack mounted or table mounted.
The operator console shall be table mounted. Necessary rack/furniture for all hardware
shall be provided by the contractor.
5.8 The connection to the server from the modules located in the switchyard shall be through
armored ITU-T-G652 fiber optic cable conforming to TEC specification G/OFC/-01/4 with
rodent protection and shall be installed in HDPE pipes conforming to IS: 4984. The
communication to control/monitoring module from various sensors can be either through
hard wire or optical cable. Necessary digital- opto conversion shall be provided.

5.9 Physical components of on-line continuous monitoring systems such as sensors, IEDs,
servers for data processing and storage, etc. should be able to communicate effectively
and share measured and analyzed data by means of standardized interfaces, common
input and output data and communication protocols as much as possible to achieve the
compatibility and interoperability between devices and systems from different vendors.
6) Functions:
6.1 Data Acquisition:
The acquisition of real time data (external process variables) shall meet the requirements
specified in clause 4.1 above.
6.2 Data Storage:
Selectable from 1 min to 60 min hourly day maximum, minimum & average data (Both
measured & calculated) shall be stored for a minimum period of 6 months. However daily
Max, Min, & average (Both measured & calculated) shall be stored for a minimum period of
25 years (Expected life expectancy of transformers). Alarm shall be provided one week
ahead regarding saturation of storage memory to enable downloading the stored data on
other storage media, such as CD/DVD/pen drive/portable HD. Downloaded data should be
easily editable through MS Excel/Access/Open Office spread sheet.
6.3 Alarms:
The limiting values may be allocated to each process variable in alarm system. There
should be low threshold alarm and high threshold alarm. If they are exceeded, the system
should be able to generate an alarm message as well as audible alarm. The alarm
messages awaiting attention may be displayed in color in an alarm list, according to their
status (awaiting attention, acknowledged or eliminated).

6.4 Interfaces:
All required interfaces for proper functions of the offered system shall be in the scope of
the contractor. Necessary interfaces shall be provided in the offered system to exchange
data/information with SCADA system using IEC-60870-5-101 & 104 protocols in future.
The offered system shall be equipped with dial up modem & necessary interface for remote
log in using PSTN network. Accessories required for meeting the above shall be supplied
by the bidder.
6.5 Formats of output
Format of output reports shall be prepared for each monitoring parameters as per the
requirement of respective parameters. Reports shall be configured to be generated in
predefined format automatically as and when required. It shall be possible to convert
generated reports in easily editable MS office file format like .xl, .xls, .doc etc.
7) General Requirements:
The equipment covered under this specification shall be suitable for the following general

7.2 Ambient temperature ranges shall be -20ºC to +50ºC.
7.3 The equipment must be new, of highest grade & best quality of their kind, to best
engineering practice & of state of art, and in accordance with purpose for which they are
intended and to ensure satisfactory performance throughout the service life.
7.4 The supplier shall arrange training at their manufacturer’s works as well as onsite training
to the staff of GETCO. A detailed training program shall be discussed and agreed at the
time of finalization of contract.
7.5 All sensors shall have degree of protection class of IP-65. Enclosure for outdoor monitoring
module box shall be IP-55 or better as per IS 529.
7.6 The equipment offered shall be of industry standard and designed to operate in the
66kv/132kv/220kV/400kV (as applicable) switchyard environment and shall comply with
the EMI/EMC requirement accordingly. The equipment to be installed in control room such
as computer hardware shall be designed to operate in the substation control room
environment. Contractor shall submit the necessary certificates/documents along with
their bid for compliance of the above.
7.7 All communication interfaces shall be IPv-6 compliant.

Important Note:
In case of non-submission of some the type test reports, the bidder shall confirm the
submission of same before commencement of supply, without affecting delivery schedule,
from NABL accredited laboratory, free of cost. In absence of this confirmation, the offer will
be evaluated as non-submission of type test report.
8.2 Acceptance Test:
Following acceptance tests shall be performed on offered OTICM, while offering material for
inspection. No material shall be dispatched without prior consent of the purchaser.

9 Packing and Transport instruction:
a) Bidder shall ensure that all equipment covered by this specification shall be prepared for rail/road transport and be packed in such a manner as to protect it from damage in transit. The bidder shall be responsible for and make good at his own expense any or all damage due to improper preparation and packing. The Purchaser shall not be responsible for any damage to the equipment during commissioning if such damage results from faulty or inadequate action.
Purchaser shall not be liable for any loss, damage or injury to property or
persons at the installation site unless such damages or injuries are caused by
any and or negligence of the supervising erector.
b) Loose materials, bolts, nuts, etc. shall be packed in gunny bags and sealed in
Polythene bags with proper tagging.
c) Components containing glass shall be carefully covered with shock absorbing
protective material such as 'Thermo Cole'.
d) All opening in the equipment shall be tightly covered plugged or capped to prevent
dust and foreign material from entering in.
e) Wherever necessary, proper arrangements for attaching slings for lifting shall be
provided.
e) Any material found short inside the intact packing cases shall be supplied by the
