Overview
Under mandate of National Productivity and Continuing Education Council
(NPCEC), TAP is to fund Public sector performers such as A*STAR RIs,
Universities, Polytechnics, COIs and ITEs on productivity improvement
projects under Technology Developer (TD) Grant.
The intent is to fund Public sector institutions to translate existing
technologies to deployable solutions and subsequently transfer the
solutions to end-user companies.
Updated: 16/04/2012Pg 6
Technology Developer Fund
Public Sector Performers to draw on their existing capabilities to
translate them to a deployment-ready solution.
The developed solutions should lead to:
• raise productivity of a process by 20%.
• mass adoption by companies.

TD Fund Eligibility Criteria
1. Applicant must be from a Public Technology Developer (Research Institutes,
Institutes of Higher Learning, Centres of Innovation, etc).
2. Preferably, a minimum of 20% productivity improvement expected for
relevant business activities after project implementation.
3. A group of a local companies, should be benefit from the developed solution.
At least 50% of the participating companies must be SMEs

• Working solution ready to be deployed commercially and for adoptions
by companies.
• Outreach event with TAP team to create awareness to the industry on
the developed solutions.
Main Deliverables
Project Examples
Dynacut - turning [SIMTech]Problem statement: Local machining companies are in shortage of
highly trained engineers and still depend on trial and error approach for
solving machining problem such as machining vibration, which often
limits their productivity.
Solution: Dynamic simulation and optimization technology to quickly
provide optimal cutting condition.
Productivity improvement expected: 20% [Machining time reduction]
Company adoption expected: 20 companies
Updated: 16/04/2012Pg 9
Project Examples
CalSoft - Pressure meter calibration software [NMC]
Problem statement: Many Calibration laboratories that calibrate
pressure meters uses the Dead Weight tester in calibrating pressure
meters. The operator go through tedious and complex manual
calculations to determine right amount of weight to use and the
associated uncertainty of the calibration.
Solution: Calsoft© automates the tedious and complex calculations
necessary and takes into consideration environmental and other factors
in undertaking calibration using the dead weight testers.
Productivity improvement expected: 30 to 50% [Calibration time
reduction]
Company adoption expected: 12 companies

Proposals Gathering
Two approaches:
1. Top down approach: A industry wide problem statement
identified by TAP team and a grant call would be issued.
2. Direct approach is proposed where COIs, IHLs and RIs
can approach A*STAR with solutions to known industry
problems. Grant call is optional.
