technologiesandbroadertechnologytrendsthatwouldsupporttheteachingandlearning

environment.Itisorganizedtobecrossfunctionalinnature,asnothingintoday’sITenvironment

canworkwellinasilo.

PrecedingthehighleveltasksaresectionsonGovernance,ComplianceandPolicyandProcedures.

Theseelementscutacrossallareasofthecollege,buthavetechnologyimplicationsthatmustbe

addressed.

AsinitiativesareprioritizedbytheCabinet,specialattentionispaidtoalignmentofthesepriorities

tothecollegesStrategicPlan.Theplanisreviewedregularlyandwillbeupdatedaccordingly.

II. TechnologyOperations

A. GovernanceTheTechnologyCentereffectivelymanagesalltechnologyoperationsatMiddlesexCommunityCollege.Themanagementprocessincludesdiligentmonitoringoftheneedsoftheenvironment(asidentifiedthroughthegovernanceprocess),collegialcollaboration,andthedisciplinedimplementationofabestpracticetechnologysupportmodel.LikemostotherCommunityColleges,nearlyallofMCC’sadministrativeandacademicactivitiesaresupportedbytheTechnologyCenter.Collaboration,transparencyandinclusivenessinidentifyingandprioritizingtheCollege’stechnologyneedsaretheresponsibilityoftheCollege’sgovernanceprocess.

1. CabinetTheCabinetisresponsiblefortheoverallprioritizationoftechnologyinitiatives.Italignsthetechnologyrequestswiththecollege’sstrategicdirectionandavailableresources.

2. FacultyStaffAssociation(FSA)TechnologyCommitteeTheFSATechnologyCommitteefocusesontechnologyintheclassrooms,librariesandadministrativeareasofthecollege.TheITdepartment,incoordinationwiththeCabinetworkswiththeFSATechnologyCommitteetoprioritizeandfulfilltheidentifiedrequests.

3. DataSecurityCommitteeTheDataSecurityCommitteeevaluatesthesecurityofPersonallyIdentifiableInformation(PII)acrossthecollege.Partofthisevaluationincludesprotectionofdigitalversionsofthisinformation.TheITdepartmentcontributestoandhelpssupporttherecommendationsofthiscommittee.

4. Web/Portal/MobileAppCommitteeChangestothepublicwebsiteandtothestudentandfaculty/staffportalarevettedbytheWebCommittee.RecommendationsfromthiscommitteearesubmittedtotheITdepartmentforinputand,insomecases,deployment.

5. BannerUsersGroupTheStudentInformationSystem(Banner)anditsassociatedapplications,suchasDegreeWorks,arereviewedregularlybytheBannerUserGroup.Thisgrouphelpsreviewreleaseupgrades,coordinatestestingandupdates,andidentifyanysystemicproblemsthatarise.

6. TrusteeStudentAdvisorGroupAspartoftheBoardofTrustee’s,theStudentTrusteeworkswiththeITdepartmenttofacilitateandrecordrecommendationsmadebytheTechnologyStudentAdvisorGroup.TheserecommendationsarebroughtbacktotheExecutiveteamforprioritization.

B. ComplianceThecollegesDirectorofCompliancemaintainsanuptodatelistofareasonwhichthecollegemustregularlyreport,basedonapplicablelawsorrequirementsofvariousoversightorganizations.Someofthese,suchasthePCIaudit,aredirectlyassociatedwiththeITinfrastructure.Others,suchasIPEDS,drawfromdataandsystemsmaintainedinMCC’sdatacenter.

TheITdepartmentworkswithvariousdepartmentstoprovideuptodate,secureandaccurateinformation.AcompletelistofthiscalendarcanbefoundintheofficeoftheDirectorofCompliance.

C. PoliciesandProcedures

1. ServiceLevelAgreementsServiceLevelAgreementsweredevelopedtofollowbestpracticeInformationTechnologyInfrastructureLibrary(ITIL)standards.Datafromtheservicedesksystemshouldbereviewedregularlyforcompliancewiththeseagreements.Adjustmentsshouldthenbemadeandcommunicatedacrossthecollegecommunity.

2. PolicyreviewanddocumentationPoliciesandproceduresinfluencingthepurchaseanddeploymentoftechnologyhaveevolvedovertheyears.Thecatalogingofthesearemaintainedinthe“MCCTechnologyPoliciesandProceduresManual”Theseshouldbereviewedandupdatedregularly.Careshouldbegiventomaintainingacentralrepositorywhichcanbecommunicatedclearlyandtransparently.

3. PACE(PartnershipAdvancingCollaborationandEfficiency)initiativesTheCommonwealthofMassachusettscommissionedastudytolookforefficienciesthatmightbeachievedbyITcollaborationamongthe24collegesanduniversities.Thestudycategorizedpotentialopportunitiesintofiveareas:

1. ProfessionalDevelopment2. CoordinatedPurchasing3. SharedServices4. ImprovedDataStandardsandInformationSharing5. EnterpriseApplicationsandBusinessProcessImprovements

MCCcontinuestocollaboratewiththePACEgrouptoimproveintheareasidentified.

4. DigitalDataArchivingTheconsiderablegrowthofdigitalcontentexperiencedbythecollegeplacesastrainonphysicaland/orfiscalresources.Itisprudentforthecollegetoappropriatelyandregularlyarchiveneededcontentandpurgewhatisnotrequired.

III. TechnologyInfrastructure

A. SecurityandVisibilityMonitoringNetworkandsystemsecurityisanongoingchallengewhichrequirescontinuousimprovement.Thecollegeshouldcompleteavulnerabilityassessmenttohelpprioritizesecuritymeasuresthatshouldbetaken.Onesuchmeasurethatiscurrentlybeingimplementedistheengagementwithamanagementservicevendorwhowillassistinmonitoringspecificsystems24/7.Thiswillbeoneelementofwhatavulnerabilityassessmentwouldrecommend.

Task:Completemonitoringserviceimplementation.Conductavulnerabilityassessmentanddevelopacollegesecurityroadmap.

B. CloudStrategyThecollegehashadsuccessplacingsomeservicesinthecloud.Thelearningmanagementsystem(Blackboard)andthestudentemailsystemaretwoexamples.OthersmallersystemssuchasCollegiatelinkandRaisersEdgehavealsobeenmovedtothecloud.Doingsoreducesthedependencyontheinternalnetworkandinfrastructure,putstheresponsibilityforupgradesandpatchesonthevendor,andplacesresponsibilityfordatasecurityoutsideofthecollege’sdatacenter.

Asnewsystemsandservicescontinuetoberequested,placingtheminacloudhostedenvironmentmustbeaconsideration.Contractmanagementwillbeakeytomakingacloudstrategysuccessful.

Task:Developanddocument3‐yearplanforMCC’scloudstrategy.Reviewcurrentsystemsforhostedcloudbasedoptions.Considercloudoptionsforanynewsystems.

C. WirelessinfrastructureupdatesThecontinueddemandforwirelessconnectivityatthecollegerequiresregularreviewofthewirelessinfrastructure.Continuousreviewofbandwidthanddensityneedsareparamounttostayingaheadofthedemand.Planningathoughtfulmultiyearstrategyrecognizingmoredevicesareconnectingtothenetworkandthatacademicteachingisbeginningtoincorporatewirelessusageintheclassroomswillhelpkeeptheinfrastructurecurrent.

Task:Developamultiyearwirelessinfrastructurestrategytostayaheadofgeneraldemandandincreasedacademicteachingusage.

D. PrintManagementAsthecollegetriestoprovideadditionalserviceswithoutincreasingspending,printmanagementbecomesacandidateforanalysis.Currently,students,facultyandstaffhave

unlimitedprintingabilitieswithoutcostrecovery.Computersusedforprintingmustbewiredoncampusandhaveprintdriversinstalledoneachcomputer.Additionally,ifsensitivedocumentsareprintedtoasharedprinter,thereisnosecuritysystemthatallowsforusersto“release”documentswhenstandingattheprinter.Thishasledtoanumberofdepartmentallypurchasedprinterswhicharedirectlyconnectedtocomputersinsecurelocations.Finally,oneoftherequeststhathavecomefromstudentsandemployeesistheabilitytoprintwirelesslyfromtheirowndevices.

Task:Analyzeprintmanagementoptionsthatcouldaddresscontrolsonprintingaswellastheoptiontoprintwirelessly.

E. MobileDeviceDataManagementDuetothewirelessandincreasinglymobilenatureoftechnology,datacanbeeasilytransferredfromonedevicetoanotherandfromthecollegenetworktomobiledevices.Forbothcollegeprovidedandpersonaldevices,amobiledevicedatamanagementstrategymustbedeveloped.ThisshouldincludebothpolicyandMobileDeviceManagement(MDM)technology.ThiswillhelpensureprotectionofPersonallyIdentifiableInformation(PII)andothercollegespecificdata.

Task:Developandimplementpolicyandtechnologycontrolsfordatathatcanbeaccessedfromandcopiedtomobiledevices.

F. DisasterRecovery/BusinessContinuityDisasterRecoverandBusinessContinuityhavebeenpartofpasttacticalplans.Progresshasbeenmadeintheareasofa2ndISPpoint,webpresencehardware,avirtualserverenvironmentandtelephoneswitchredundancyontheBedfordcampus.Mostofthisredundancyrequiresmanualinterventiontoachievefailover.Havingafullyautomatedfailoversystemmaycontinuetobecostprohibitive.However,asmoreservicesaremovedtothecloud,therecoveryandcontinuityecosystemchanges.Currentoptionsshouldbereviewedandprioritized.Asimportantasthetechnologyinvolved,documentationwithaccurateexpectationsshouldbedevelopedandpromoted.

Task:DevelopaDisasterRecovery/BusinessContinuitydocumentthatcreatesaccurateexpectationsifanoutageweretooccur.Explorefailoveropportunitiesaffordedbybeinginavirtualserverenvironmentandhostingmoreservicesinthecloud.

IV. AcademicTechnologyEnvironment

A. AcademicTechnologyPlanningDevelopingamultiyearAcademicTechnologyPlanisaformidableundertaking.Onecommonmisconceptionisthattechnologyleadsthewayinthiseffortwheninfactitisonlyapartoftheprocess.Someofthekeyelementsthatshouldinformtheplanningprocessare:

InstructionalTechnologyInfrastructure Distance,Local,Synchronous,AsynchronousClassroomInfrastructure

Classroomdesignstandards,ClassroomPlanningcycle,ClassroomManagementProcess

DistanceEducationInfrastructureInstructionaldesignanddevelopment,Studentsupportservices,Facultysupportservices,Administrativesupportservices,Academicresources,Academiccommunity,Enablingtechnologies

InstructionalTechnologyProcessesandSupport Training,Support,Communication,Collaboration,DecisionMaking

Task:DevelopamultiyearAcademicTechnologyPlanandschedulethatincludestheelementslistedabove.

B. OnlinelearningThecollegehasmadeasignificantinvestmentinitslearningmanagementsystem(LMS),Blackboard.ThecollegehasbeenworkingatincreasingadoptionofthistechnologybyaddingtheOutcomesmoduleandpurchasingprofessionalservicesfromthevendor.ThisworkisongoingandbeingmonitoredbytheAcademicAffairsDivisionofthecollege.

Additionally,theAcademicAffairsDivisionconductedaSWOTanalysistoevaluateonlinelearninganddeveloparoadmapforthefuture.Itfocusedonfourthemes;1)ProfessionalDevelopment,2)Technology(Facilities,Hardware,Software,CourseDelivery),3)Marketing,Enrollment,&CommunicationStrategies,and4)StudentRetentionandCompletionStrategies/Research.ThiswillbeinstrumentalindevelopinganAcademicTechnologyPlan.

Task: Incorporate the SWOT analysis in to the larger Academic Technology Planning 

efforts. 

C. ClassroomInfrastructureMCCreachedamilestoneacoupleofyearsagointhatonehundredpercentofitsclassroomswereconsidered“smart”.Thatmeanstheyhaveacomputerandprojectorattheinstructor’sstationinallteachingclassrooms.Mostteachingstationsallowforwired

externaldevicestoaccesstheprojector.Requestsforwirelessaccesstoprojectorshasbeenontherise.Thishasbeenexploredandapossiblesolutionisreadytobeimplemented.

Anotherissuethathasbeenhighlightedthatpositioningofprojectorscreensincoordinationwithwhiteboardaccessissometimesnotoptimal.Thiscanbeaddressedasclassroomsarerefitted.

Inaddition,someofthetechnologystillremaininginanumberofclassroomsisoutdatedandobsolete.Examplesofthesearemanualoverheadprojectors,largebulkytelevisionsandVCR’s.Theseshouldbephasedout.

Finally,concernshavebeenexpressedoverthestandardwheelablecartthatispermanentinmanyclassrooms.Theseexposethewiringofthetechnologyandallowsuserstounpluganddismantletheequipment.Abettermoresecureinstructorsstationshouldbecomethenewstandard.

Recognizingthatitisnotfiscallyfeasibletoredoallclassroomsatonce,anewclassroomstandardshouldbedevelopedanddocumented.Asfundsareavailablethenewstandardshouldactastheguidetoinformchanges.

Task:Createanewstandardforclassroomdesignwhichaddresses:1)Wiredandwirelessaccesstoprojectors,2)screenandprojectorplacementwhichcoordinateswithwhiteboardaccess,3)retiringofobsoleteequipmentandreplacementwithanewstandard,and4)amoresecureinstructorstationwhichdoesnotallowforrewiringbythegeneralpublic.ThisispartoftheAcademicTechnologyPlan.

D. OpenEducationalResources(OER)andDigitalDeliveryThelandscapeofcoursedeliveryhasbeenchangingforsometime.Muchhistoricalandmostnewcontentisnowinsomedigitalform.Thistrendhasaffectedchangestotheoperationsofbookstores,librariesandinstructors.Attentionmustbegiventoassiststudentsandfacultyingainingaccesstothesematerials.

OpenEducationalResources(OER)arepotentiallychangingthecoursematerialinstructorsuseintheirclasses.Theyofferalessexpensiveandmorefocusedmethodforprovidingmaterialthatwashistoricallyinatextbook.

Forstudentspurchasingorrentingbooks,easyaccesstoelectroniccopiesrequiredfortheircourseswillstreamlineaccesstothecontent.Incorporatingavailablefinancialaid(i.e.bookvouchers)intothisprocessshouldbepartoftheconsideration.

Forstudentsusinglibraryresourcesaccessisthekey.TheMCClibraryalreadyhasanextensivedatabaseofelectronicmaterial.Inadditiontothecomputersavailableinthelibraries,eReadersortabletsforcheckoutcouldbeconsidered.

Task:EvaluateandrespondtostudentaccesstoOER,library,anddigitallypublishedmaterial.ThisshouldbepartoftheAcademicTechnologyPlan.

E. LecturecaptureandstreamingRequestsforlecturecaptureandlivestreaminghaveincreasedovertime.Thecollegesnetworkinfrastructurewillbeabletohandlethis,buttheendpointdevicessuchascamera’sandmicrophonesarenotinplace.Additionally,supportfortheseserviceshasnotbeendefinedandpotentiallylivesinmultipledepartments.Therearematureplatformshostedinthecloudwhichcanhelpdeliverythisservice.

Task:Evaluatebusinessneedforlecturecaptureandvideostreaming.Asneededputendpointdevicesinplaceandsupportstructure.

V. UserSupportServices

A. ExpansionofSupportServicesThecollegewouldliketoexpand,yetsimplify,theabilityforstudents,facultyandstafftoreceivesupport.TheobjectiveistoimprovedigitalliteracyacrossMCC.TheAcademicTechnologyPlanshouldincludeInstructionaldesignanddevelopment,Studentsupportservices,Facultysupportservices,Administrativesupportservices,aswellastrainingandcollaborationsupport.Althoughtheremaybepeopleatthecollegewhocandothesethings,rolesandresponsibilitiesarenotclear.

Task:AspartoftheAcademicTechnologyPlanningprocess,evaluateandclarifysupportforallstudents,facultyandstaff.

B. AccountlifecycleandidentitymanagementupdatesThecollegehasdevelopedagoodsystemforaccountcreationanddeactivationwithstudents.ThekeytothisistimelydataentryintotheBannersystem.ForFacultyandStaff,thisprocessincludessomemanualstepstogiveuserstheaccessthattheirrolerequires.Theplacewherethecollegecouldmostbenefitisinemployeeaccountdeactivation.ThechallengehereistimelyentryofdeactivationrequestsintheBannersystembyvariousdepartments.

Task:WorkwithHRanddepartmentsonaprocesstostreamlineactivationanddeactivationofemployeeaccounts.

BedfordWalkInServiceCenterTheLowellcampusnowhasawalkinServicedeskfortechnologyrequestsonthe4thflooroftheCowanbuilding.Traffictothisservicehasfollowednormalsemestertrends,asitisbusyinthebeginningofthesemesterandquieterlater.Walkinrequestsarerecordedintheservicedesksoftware.RequestshavebeenmadetoduplicatethisserviceontheBedfordcampus.Considerationshouldbegivento“goingtoplaceswherethestudentsare”,suchasthelibrary.

Task:FindalocationontheBedfordcampuswherewalkinservicecouldbeprovided.Considerationshouldbegiventothelibrary.

D. UserSupportdataanalysisInadditiontothewalkinservicecenteranalysis,generalusersupporttrendsneedtobereviewedonaregularbasis.Thedatashouldprovidedirectiononadjustmentstotechnologyconfiguration,training,eventmanagement,andstaffing.

Task:Annuallyreviewusersupportdataforadjustmentstoservices.

E. LifeCycleManagementAlltechnologyhardwareandequipmentmustbereplacedonaregularbasis.Theassetmanagementsystemmaintainedbythetechnologycenterkeepsarecordofpurchasedateandrepairhistoryforeachpieceofequipment.Theseassetsshouldbereviewedonanannualbasisandprojectionsforreplacementreported.

Task:Reviewassetinventoryandprojectreplacementtimeandcost.

VI. AdministrativeSystemsEnvironment

A. EnterpriseContentManagement(DocumentImaging)Documentimagingisaprocesswhichallowsuserstodigitallyscanandindexpaperdocumentation,sothatitcanberetrievedonlinebyanyonewiththeappropriateauthority.Italsoallowsforsubmissionofdocumentselectronically,withouttheneedforpaper.Thisimprovesservicesbyreducingthetimeneededbystafforfacultytoretrieveandreviewpaperdocumentation.Italsoincreasessecurityandbackupofthecontentthatoftenlivesinfilesinasingleoffice,ormustbecopiedandmailedorfaxedtootherlocations.MCCisintheprocessofimplementinganECMsystem.

C. CustomerRelationshipManagement(CRM)MCCistryingtoimprovecommunicationswithprospectivestudents.Currently,theprocessusedhasanumberofmanualstepsandisdifficultfortheAdmissionsdepartmenttomanage.TheCRMproductsonthemarkettodayarerobustandcangreatlyimprovetheenrollmentprocess.

BannerXEThenextversionoftheBannerERPsystemchangestheinfrastructureonwhichtheapplicationsliveandthemethodsusedforaccessingdata.XEisanacronymforExtensibleEcosystem.Tokeepthismissioncriticalapplicationuptodate,MCCmustmakethemigrationtothisnewinfrastructure.Todate,ithasimplementedFacultyGrading,buthavereceivedresistanceduringtesting.AsthissystemwillcontinuetobeakeyERPsystem,itisimportanttoplanandexecutetheroadmapforit.

WebsiteThecurrentversionoftheMCCwebsitewasrevisedin2012.Sincethenrequeststhathavecomeuphaveincluded:1)moremultimediaandlesswrittenword,2)amoreaccuratesearchengine,3)easiernavigationand4)mobilefriendly,orresponsive,design.Toaccomplishthesetasksanotherrewriteofthewebsitewouldbenecessary.Toaccomplishtheresponsivedesign,itshouldberewrittenwithHTML5.Thisisamajor,campuswideundertakingandshouldincludeastructuredprojectandrolloutplan.

C. StudentPortalThecollegehascommittedtoMicrosoft’sSharePointastheplatformforthestudentandfaculty/staffportals.Thisallowsforaflexible,modularizedapproachtodisplayingcontentthatispersonalizedtotheuserwithintheportal.Thisresponsivedevelopmentshouldcontinueasstudent’sneedsforservicesandindividualizedcontentareidentified.
