Project BackgroundThe Town of Tecumseh is completing theTecumseh Hamlet Secondary Plan for theundeveloped southerly and westerly portions ofthe Tecumseh Hamlet. The Secondary Plan willguide the long term design and development ofthe area.
The Secondary Plan provides an opportunity forthe Town to create a long term vision for theTecumseh Hamlet based on the principles ofcomplete community planning and strong urbandesign.
In conjunction with the Secondary Plan, the Townis initiating a Class Environmental Assessment(EA) to fulfill the infrastructure requirements forthe area, including:
• Water distribution• Wastewater• Stormwater• Transportation
Opportunity & NeedMunicipal infrastructure is required to serve and support the day-to-dayneeds of a community and its residents. The Town of Tecumseh is committedto providing a consistent level of service for existing and future development,including in the Tecumseh Hamlet Secondary Plan Area.
The infrastructure needs being addressed as part of this Class EA include:
• Collector road system, including extending Gouin Street, Maissoneuve Street, IntersectionRoad and the Southwest Hamlet Collector Road Network.
• Wastewater collection and water distribution system servicing strategy; updating theTown’s 2008 Water & Wastewater Master Plan to reflect:
• Wastewater collection system servicing strategy for new development and to alleviateexisting sewer system limitations.
• Water distribution system servicing strategy for new development and to reinforce theperformance of the existing watermain network, including fire flow requirements.
• Stormwater management requirements for the southeast portion of the Tecumseh HamletSecondary Plan Area. The western portion of the study area is being addressed under aseparate study (Upper Little River Watershed Class EA).
Municipal Class Environmental Assessment Integrated ApproachThis Class EA is being completed at the same time as the Secondary Planning process, following theIntegrated Approach outlined in the Municipal Class Environmental Assessment (October 2000, asamended in 2007 & 2011). The following outlines the combined processes that are being followed.

Relationship to Water and Wastewater Master PlanThe Town of Tecumseh completed a Water and Wastewater Master Plan in2002, with updates in 2005 (water only) and in 2008.
The Master Plan outlines the long-term water and wastewater servicingstrategies to support growth on the basis of:
• Additional potable water supplied to Tecumseh by the Windsor Utilities Commission• Additional wastewater from the Tecumseh Hamlet directed to the Little River
Pollution Control Plant (owned and operated by the City of Windsor) for treatment.
The water and wastewater servicing scheme outlined in the Master Planwill remain the same. The current study will address:
• Refinements to the proposed alignments and contributing service areas for theinfrastructure improvements
• Environmental assessment requirements so the projects may proceed to design andconstruction when required.
Refinements to the Master Plan: Water
• Alternatives for new trunkwatermains to reinforce theperformance of the existingwatermain network will beevaluated for the SecondaryPlan Area.
• The new watermains are arefinement to the waterdistribution system outlinedin the Master Plan.
Refinements to the Master Plan: WastewaterThe following refinements to the WastewaterCollection System outlined in the Master Plan areproposed:
• Extend the West Hamlet trunk sanitary seweroutlet south of County Road 22 to address:
– Servicing new development in the westernportion of the study area
– Diversion of a portion of the existingwastewater collection system to thisimproved outlet to relieve the LesperanceRoad sanitary sewer, including:
Intersection Road diversion sewerCounty Road 42 diversion sewer,including eliminating the St.Alphonse Ave sanitary pump station.
• Service the southeast portion of the area viathe Lesperance Road sanitary sewer.
Stormwater Management
Alternatives for North of Hydro Corridor:1. Implement the long-term solution confirmed in the
County Road 19/22 Class EA, including:• Diversion of the East Townline Drain south of the
CPR tracks to Pike Creek, including a SWM facilitynear this new outlet in Lakeshore.
• Opportunities for incorporating an interim on-siteSWM solution will also be considered.
2. Permanent on-site SWM facility3. Direct runoff to the proposed SWM facility for the
Manning Secondary Planning Area (immediately northof the CPR tracks), including an addendum to theManning SWM Class EA.
Alternatives for South of Hydro Corridor:1A. Route stormwater to existing storm sewer system,
including stormwater management.2A. Implement the long-term solution confirmed in the
County Road 19/22 Class EA.
The stormwater management (SWM) requirements for the western portion of the Tecumseh HamletSecondary Plan Area are being addressed through a separate study (Upper Little River Watershed Class EA).The southeast portion of the area is serviced by the East Townline Drain.
Transportation Network AlternativesTransportation corridors for the Tecumseh Hamlet Secondary Plan Area havebeen identified. Alternative alignments for several collector roads have beenidentified:
• Gouin Street Collector:– Three alternatives for the "gateway" entrance configuration at
Banwell Road.
• Southwest Hamlet Collector:– Four alternatives for connection from St. Alphonse
Avenue/Lesperance Road to Banwell Road.
• Maisonneuve Street and Intersection Road Collectors, from Banwell Roadto Lesperance Road.
