Welcome to District Two. On behalf of Governor Ted Strickland and ODOT Director Jolene M. Molitoris, thank you for your interest in our 2009 construction projects. It is my pleasure to serve as deputy director of ODOT District Two—the eight-county region of Northwest Ohio that includes Fulton, Henry, Lucas, Ottawa, Sandusky, Seneca, Williams, and Wood counties.

2009 will be a milestone year in transportation for District Two, Ohio and the nation. The American Recovery and Reinvestment Act (ARRA) will kick-start the economy through many investments including funding to modernize our roads, bridges, transit systems airports and waterways. In addition to the transportation stimulus projects, this year will be the largest construction season in District Two’s history. District Two will manage 47 construction projects with an estimated value of $169,585,000.

As this unprecedented level of reinvestment in our transportation system begins, ODOT will continue its commitment to encourage economic development across our state and advance a multi-modal approach to addressing Ohio’s transportation needs. The backbone of our economy is transportation and the men and women of ODOT have dedicated their lives to building and maintaining more than 45,000 miles of highways in the state of Ohio.

The Ohio Department of Transportation urges all motorists to be extra cautious and observe the speed limits during their travels, especially in construction work zones. We want you to arrive safely, and we want our employees and contractors to arrive home safely to their families.

Transportation plays a key role in Ohio’s recovery. That is why ODOT values it’s partner-ships with citizens, businesses, municipalities and elected officials. Those values demonstrate the commitment of Governor Strickland, Director Molitoris and myself to moving Ohio into a prosperous new world.

GlossaryAsphalt Overlay - Applying new asphalt on top of the existing roadway, creating a new driving surface and extending the life of the road.

Berm – The part of the roadway that is outside of the right or the left edge line.

Chip Sealing – A paving process where a thin film of heated asphalt liquid is sprayed on the road surface, followed by the placement of small chips of stone. The chips are then compacted into the asphalt, and excess stone is swept from the surface. Chip seal provides a new surface and seals cracks.

Crack Sealing – The placement of asphalt into existing cracks in the pavement. Micro-surfacing – The application of a thin layer of an asphalt /polymer mix to the roadway. Once applied, micro-surfacing provides a new stable surface that is resistant to rutting in the summer and cracking in the winter.

Mill and Fill – The process of removing a thin layer of existing asphalt with a grinder and replacing it with new asphalt. The milled asphalt is then recycled and used on other paving projects.

Parapet Sealing – A process similar to painting where a sealant is placed on a concrete wall along the side of the roadway on a bridge. That wall is called a parapet.

Part width construction – The practice of constructing a road in separate sections in order to maintain traf-fic flow during construction. Traffic can be maintained on a temporary roadway or existing unused portions of the road.

Partial depth pavement repair – Repairing or patching a small section of roadway, such as a pothole or joint, without removing the entire roadway.

Pavement Planing – Removing the top layer of asphalt on a roadway in preparation for installing new asphalt.

Resurfacing – Applying a new layer of asphalt over old or worn out roadways. This can be done by milling down the existing roadway and applying new asphalt or by applying the new asphalt directly over the exist-ing roadway.

Smooth Seal Resurfacing - The process of placing a thin layer of polymer modified asphalt to an existing roadway to prolong the life of the pavement.

1. Interstate 75: Disalle Bridge Repair Bridge deck overlay on the Disalle Bridge cross-ing the Maumee River. Expect intermittent lane and ramp restrictions in both directions of I-75 between Wales Road and South Avenue. Estimated Cost: $10.2 millionStart: Summer 2009 Complete: December 2009

2. Salisbury Road/Dussel Drive Interstate 475 Interchange: Reconstruction Interchange reconstruction of the bridge over I-475 and the widening of Salisbury Road/Dussel Drive between Manley Road and Osage Drive. Access to all business will be maintained throughout the entire project. Overnight lane clo-sures on I-475 are possible during bridge construction. Estimated Cost: $27.1 millionStart: Spring 2009 Complete: November 2011

3. Douglas Road: Bridge ReplacementThe Douglas Road bridge over I-475 will be closed to traffic and pedestrians for five months for bridge replacement. Ramps to and from I-475 and Douglas Road remain open. Expect shoulder restrictions and intermittent lane restrictions on I-475 at the Douglas Road bridge. Detour will be posted. Start: May 2009 Complete: November 2009

4. Central Avenue: Bridge ReplacementThe Central Avenue bridge over I-75 will be closed to traffic and pedestrians until August 2009. Intermittent lane and shoulder closures are possible on I-75 in both directions at the Central Avenue bridge. Central Avenue detour: Two-way traffic is permitted on the service roads between Willys Parkway and Central Avenue. The four interchange ramps from Willys Parkway and North Cove Boulevard to I-75 and I-475 are closed until October 2009. Start: August 2008 Complete: August 2009

Three Bridge ProjectThe following projects are listed as part of the Three Bridge project. Reconstruction of three bridges for the future widening of I-75 and I-475. Total Cost: $15.5 millionStart: July 2008 Complete: October 2010

5. Auburn Avenue: Bridge ReplacementThe Auburn Avenue bridge over I-475 will be closed to traffic and pedestrians for six months for bridge replacement. Detour will be posted. Start: October 2009 Complete: October 2010

8. Interstate 75/ Interstate 475: Bridge Deck Repair Bridge deck repair on various bridges over I-75 and I-475 in Lucas and Wood counties. Expect intermittent lane closures with traffic maintained by flaggers. Cost: $549,757. Start: November 2008 Complete: July 2009

12. State Route 2: Turn Lane AdditionIntersection improvements to State Route 2 at Teachout and Yondota Roads. Intermittent lane restrictions on SR 2 and closures of Teachout and Yondota Roads at SR 2 can be expected. Estimated Cost: $4.5 millionStart: May 2009 Complete: November 2009

10. U.S. Route 24: New Highway, Lucas CountyConstruction of a newly aligned four-lane divided highway between Hertzfeld Road to the existing US 24 east of Dutch Road. Construction of an interchange at SR 64, a partial interchange to the existing US 24 that includes a tunnel , and six bridges. Expect intermittent closures of lanes and roads in this area. Estimated cost: $68 millionStart: Summer 2009 Complete: Summer 2012

13. State Route 2: ResurfacingResurfacing, restriping on SR 2 near I-475/US 23. Remark the turn lanes for eastbound SR 2 to I-475/US 23. Ramp restrictions are possible. Estimated Cost: $400,000Start: June 2009 Complete: August 2009

11. U.S. Route 24, New Highway, Henry and Lucas CountiesConstruction of a newly aligned four-lane divided highway between Henry County Road 4A to Hertzfeld Road. Work includes construction of an interchange at SR 295 in Lucas County and the construction of bridges at CR 3, CR 109 and Jeffers Road. US 24 is scheduled to be opened to traffic in 2012, finish work will continue in this area until 2013. Estimated Cost: $72.3 millionStart: Summer 2009 Complete: Summer 2013

6. Interstate 280: Trench Project – Road RealignmentFront and Summit streets will be realigned to intersect with the Craig Bridge in Downtown Toledo. Construction involves reconstruction of neighborhood streets beneath the Veterans’ Glass City Skyway, filling the existing I-280 trench and ramp reconfiguration of the Craig Bridge. The Craig Bridge will close for 240 days beginning in the spring of 2009. Cost: $21.4 millionStart: September 2008 Complete: November 2010

7. Interstate 75: Crack Sealing Smooth seal resurfacing on I-75 in both directions between Berdan Avenue and Interstate 280. Estimated Cost: $500,000 Start: Summer 2009 Complete: September 2009

9. Interstate 75/ U.S. Route 6: Joint RepairJoint repair on I-75 in Lucas and Wood counties and on US 6 in Henry County. Expect nightly intermittent lane closures on I-75 and intermittent lane and ramp closures on US 6. Cost: $2 mil-lionStart: March 2009 Complete: July 2009

1. State Route 795: Bridge ReplacementConstruction of a new bridge and the addition of turn lanes over Interstate 280 at State Route 795 in Wood County. SR 795 at Interstate I-280 will be closed for 180 days beginning in April 2009. Expect intermittent lane and ramp closures at Interstate 280 and SR 795. The ramps from eastbound SR 795 to northbound I-280 and from westbound SR 795 to southbound I-280 will be closed. Cost: $3.7 millionStart: November 2008 Complete: November 20092. Interstate 75/ U.S. Route 6: Joint RepairJoint repair on I-75 in Lucas and Wood counties and on US 6 in Henry County. Expect nightly intermittent lane closures on I-75 and intermittent lane and ramp closures on US 6. Cost: $2 millionStart: March 2009 Complete: July 2009

3. Interstate 75: Travel Information Center Pavement RepairPavement repair at the Travel Information Center/ Rest Area on northbound I-75. The ramps, parking lots, Travel Information Center and rest area will be closed for three months. Estimated Cost: $2 millionStart: Late Summer 2009 Complete: November 2009

5. State Route 25: ResurfacingResurfacing on SR 25 between Newton Road and SR 582. Expect intermittent lane restrictions. Cost: $2.6 million Start: May 2009 Complete: July 2009

7. State Route 105: Safety ImprovementsSafety improvements to roadway curves on SR 105 from Bowling Green Road to SR 199. Cost: $730,000Start: July 2009 Complete: October 2009

6. State Route 199: Resurfacing Resurfacing of SR 199 between US 6 and West Millgrove. Expect intermittent lane closures. Traffic will be maintained by flaggers. Estimated Cost: $2.2 millionStart: July 2009 Complete: November 2009

4. U.S. Route 20: Major WideningSandusky and Wood CountiesUS Route 20 is being widened to five laves from Busch Street in Woodville to Bradner Road. Lane widths in both directions are restricted to 11 feet throughout the construction zone. No wide loads. One lane in each direction will be maintained at all times. Through October 2009, Bradner Road south of US 20 is closed. Detour: Pemberville Road. Cost: $20.5 millionStart: May 2007 Complete: November 2009

7. Wetland Mitigation Create wetlands to preserve natural environment impacted by the US 24 project. Preservation work resumes April 2009. Locations include areas near Turkeyfoot Creek and Dry Creek in Henry County. No impact to traffic is expected. Cost: $2.4 millionStart: August 2008 Complete: November 2009

1. U.S. Route 24: New Highway, Henry CountyConstruction of a newly aligned four-lane divided highway is underway, including an interchange at SR 109 and overpass at CR 4A in Henry County. Through October 2009, CR S between CR 7 and CR 8 is closed for construc-tion of the SR 109 interchange. Through June 2009, CR 4A is closed between CR T and CR S for construction of an overpass. US 24 is scheduled to be open to traffic in 2012. Cost: $47.9 millionStart: May 2008 Complete: November 2011

2. U.S. Route 24, New Highway, Henry and Lucas countiesConstruction of a newly aligned four-lane divided highway between Henry County Road 4A and Hertzfeld Road. Additionally, the bridge over Van Hyning Creek on SR 108 north of US 6 will be closed two months for bridge repair. Detour: US 6; SR 109; US 20A. Upon completion of SR 590, SR19 will be closed from just south of North Railroad Street to Toussaint East Road for two weeks. SR19 will then be closed from Toussaint East Road to SR 2 for two weeks.
