Used Oil Collection and Recycling Services Agreement

Requested Action:

Review and approve the Agreement for Used Oil Collection and Recycling Services between the Tehama County Solid Waste Management Agency and Richfield Metal and Recycling. Financial Impact: Background Information:

One of the goals for this fiscal year is to relocate and monitor the agricultural used oil tank in Corning so as to ensure that south County residents continue to be provided with used agricultural oil recycling opportunities. Per the attached agreement with Richfield Metal and Recycling, the Agency will:

Provide one 1,000 gallon used oil collection container (currently located at Corning Disposal);

Provide a professionally prepared sign to display operating hours, disposal limits, etc.;

Inform the public that Richfield Recycling is accepting used oil;

Pay for pickup, transport and processing of used oil collected from the Agency’s tank;

Assist Richfield Recycling in preparing its application to become a Certified Used Oil Collection Center;

Provide oil contamination testing kits;

Provide forms for recording the number of residents that use the center;

Obtain an EPA ID number and notify the DTSC of the center’s establishment. The Agency will utilize used oil payment program funds from CalRecycle to provide the above support to Richfield Metal and Recycling. In return, Richfield Metal and Recycling will be responsible for:

Maintaining the tank and surrounding area in a neat and clean manner;

Any spills must be cleaned up at Richfield Metal and Recycling’s expense;

Provide a schedule of operating hours to the Agency;

Install the signage in a visible location;

Limit the quantity of used oil to 55 gallons per person, per day;

Provide assistance to the public;

Notify the Agency when the tank needs servicing;

Maintain and report tank utilization records. Should the tank become contaminated despite Richfield Metal and Recycling making a good faith effort to discourage other wastes being dumped in the tank, the Agency agrees to pay for the pickup, transport, and disposal of the contaminated used oil using used oil payment program funds. If Richfield Metal and Recycling becomes a certified used oil collection center, then CalRecycle will contribute $5,000 to the contaminated tank cleanup, or pay 100% of the cost of a PCB-contaminated tank.

AGREEMENT FOR USED OIL COLLECTION AND RECYCLING SERVICES BETWEEN THE TEHAMA COUNTY SOLID WASTE MANAGEMENT AGENCY AND RICHFIELD METAL AND RECYCLING

THIS AGREEMENT, dated this 2nd day of March, 2017 is hereby made and entered into by and between the Tehama County Solid Waste Management Agency (hereinafter referred to as “Agency”) and Richfield Metal and Recycling (hereinafter referred to as “Program Participant”): WHEREAS, the Tehama County Solid Waste Management Agency supports the efforts of local businesses to provide permanent used oil collection services to the residents of Tehama County; and, WHEREAS, the Program Participant is interested in participating in the Agency’s Used Oil Collection Program and has the willingness and capabilities to carry out collection activities described below. NOW, THEREFORE, the Agency and Program Participant do hereby agree as follows: 1. Agency Responsibilities: The Agency will:

A. Provide one 1,000-gallon used oil collection container at Program Participant’s place of business.

B. Provide a professionally prepared sign displaying operating hours, disposal limits, etc. C. Inform the public that the Program Participant is accepting used oil. D. Pay for pickup, transport and processing of used oil collected from Agency’s container.

The used oil hauler servicing the container will be chosen by the Agency. E. If requested, assist the Program Participant to prepare an application for State

certification of Program Participant’s used oil collection center. F. Provide oil contamination testing kits. G. Provide forms for recording the number of residents that use the center. H. Obtain EPA Identification Numbers and notify the Department of Toxic Substances

Control of the center’s establishment. 2. Program Participant Responsibilities: The Program Participant agrees to:

A. Maintain the used oil collection container and surrounding area in a neat, clean and sanitary condition.

B. Shall be responsible for spills at the site at Program Participant’s expense. C. Submit a schedule to Agency staff prior to set-up of the collection container. The

schedule should include the days and times the used oil collection center will be open to the public. Program Participant shall notify Agency staff at least 30 days prior to implementing any changes to the operations schedule. This will allow sufficient time for the Agency to modify signage and newspaper advertisements. All schedules are subject to approval by Agency staff.

D. Install signage in a location visible to the public. E. Limit the quantity of used oil disposed by the public to 55-gallons per person per day. F. Provide courteous staff to assist the public in discharging oil to the collection tank.

G. Notify Agency staff when collection container is three-fourths full. This will allow sufficient time for Agency staff to schedule oil pickup service.

H. Maintain records of the number or residents using the oil collection center. This information should be provided to Agency on a monthly basis.

3. Oil Contamination: Program Participant agrees to make a good faith effort to observe the

disposal of oil into the container and to discourage the public from dumping any waste materials into the tank which may contaminate used oil. If, despite the Program Participant’s good faith efforts, collected oil is contaminated, the Agency will pay for the pickup, transport, and disposal of contaminated used oil.

4. Lack of Good Faith Effort: Should the Program Participant and/or agents neglect to monitor the

disposal of oil into the container and waste materials which many contaminate used oil are dumped into the tank, then Program Participant will pay for the pickup, transport and disposal of contaminated oil.

5. Severability: Either party may terminate this Agreement at any time by providing the other party

with 90 days written notice. Upon termination of the Agreement, collection containers and signage shall be returned to the Agency.

6. Indemnification: The Program Participant agrees to defend, indemnify, save and hold harmless

the Agency, its officers, agents and employees, to the fullest extent permitted by law, from all liabilities, claims, losses, expenses and damages for death, sickness or injury to persons or property including, without limitation, all consequential damages from any cause whatsoever arising from or connected with the operations or performances of this Agreement.

7. Jurisdiction: This Agreement is made in Tehama County and shall be governed and constructed

in accordance with the laws of the State of California. 8. Amendment: This Agreement may be amended at any time by written agreement of both

parties. 9. Entire Agreement: This Agreement contains the entire agreement between the parties. The

terms included herein supersede all prior discussions, understandings or agreements between the parties related to the subject matter of this Agreement. The terms included are intended to constitute a binding contract.

10. Exclusive Right: This Agreement, in no way, is intended to provide Program Participant with

exclusive rights for collection of used oil in any area of the County, nor does it prevent the Agency from conducting or supporting any other used oil collection program activities.

11. Attorney Fees and Costs: In the event that any action is brought to enforce the terms of this Agreement, including but not limited to mediation, arbitration, litigation, or otherwise, the prevailing party shall be entitled to recovery of attorney fees and costs reasonably incurred in prosecuting or defending such action.

10. Costs: Except as specifically provided otherwise in Paragraphs 1 and 3 above, the Program

Participant shall bear all costs for his/her used oil collection program activities and for compliance with the terms of the Agreement.

11. Assignability: Neither this Agreement nor any duties or obligations under this Agreement may

be assigned by the Program Participant to another party without the prior written approval of the Agency.

12. Practical Invalidity: If any provision of this Agreement is held by a court of competent

jurisdiction to be invalid or unenforceable, the remaining portions shall, nevertheless, continue in full force without being impaired or invalidated in any way.

13. Independent Agent: In its performance under this Agreement, the Program Participant is and

shall be considered as an independent business entity and not an agent or employee of the Agency.

Review and approve the Resolution of the Tehama County Solid Waste Management Agency

Authorizing the Submittal of a Regional Application to the Department of Resources Recycling

and Recovery (CalRecycle) for Local Government Waste Tire Amnesty Grant(s). Financial Impact: The California Department of Resources Recycling and Recovery 2017/2018 4th Cycle Local Goverment Waste Tire Amnesty Grant will provide approximately $44,709 in grant funding to hold temporary waste tire collection events for a period of two years in Tehama County. Background Information:

The Agency is applying for a $44,709.00 CalRecycle Local Government Waste Tire Amnesty Grant. On behalf of the City of Corning, City of Red Bluff, City of Tehama, and County of Tehama, the Agency will use the funds to hold 6 passenger tire amnesty collection events and two agricultural tire collection events over a two-year period commencing in fiscal year 2017/18. Dates for the events will be decided if the grant is awarded.

Event locations will rotate between Evergreen Middle School in Cottonwood, the Corning Park and Ride, the Tehama County/Red Bluff Landfill, and the Manton, Los Molinos, Paynes Creek and Rancho Tehama Transfer Stations. Press releases and advertising highlighting Passenger Tire Collection Events will be submitted to the Red Bluff Daily News and Corning Observer, and Agricultural Tire Collection notifications will be submitted to the Farm Bureau News. In addition, Agency staff will be present at the events to collect data, and conduct outreach and traffic control. Select tire collection locations will also host free electronic waste collection. The waste tire collection events are free for County residents to drop off spent tires for recycling. Tires from tire generating businesses will not be accepted.

The Tehama County agricultural community will be able to bring up to 6 tires per address via voucher during February 2018 and 2019. The passenger tire events will be held from 8am to 12pm and will not accept tires larger than 17”. If the budget permits, Agency staff may select an event(s) to collect tires on-the-rim. State law prohibits the transport of 9 or more tires per trip. Tasto Inc., formerly Waste Tire Products, of Orland will provide the vehicles and labor to handle all the waste tires collected. Tasto Inc. is a certified recycler of both tires and electronic waste. All the material collected is recycled. Attached is a resolution for Agency approval. The resolution authorizes the Tehama County Solid Waste Management Agency to apply on behalf of the County of Tehama and the cities of Red Bluff, Corning and Tehama for the management of all necessary Local Government Waste Tire Amnesty grant related documents for a period of five years. Also attached are the workplan, budget and application detail for the current grant application. The five year resolution will allow the Agency to apply for three cycles of tire amnesty grants in a streamlined process. Staff will provide updates to the Board of Directors for any grant it applies for.

AGENCY AUTHORIZING THE TEHAMA COUNTY SOLID WASTE MANAGEMENT AGENCY TO SUBMIT REGIONAL GRANT APPLICATIONS TO THE DEPARTMENT

OF RESOURCES RECYCLING AND RECOVERY TIRE RECYCLING GRANT PROGRAM

WHEREAS, Public Resources Code sections 48000 et seq. authorize the Department of Resources Recycling and Recovery (CalRecycle) to administer various grant programs (grants) in furtherance of the State of California’s (state) efforts to reduce, recycle, and reuse solid waste generated in the state thereby preserving landfill capacity and protecting public health and safety and the environment; and WHEREAS, Local Government Waste Tire Amnesty Grant allows regional grant projects; and WHEREAS, CalRecycle grant application procedures require, among other things, a regional applicant’s governing body to declare by resolution certain authorizations related to the administration of CalRecycle grants. NOW, THEREFORE, BE IT RESOLVED that the Tehama County Solid Waste Management Agency authorizes Tehama County Solid Waste Management Agency to submit a Local Government Waste Tire Amnesty Grant regional application on behalf of itself as Lead Agency and the participating jurisdictions as shown by the documentation attached. County of Tehama and the Cities of Red Bluff, Corning, and Tehama BE IT FURTHER RESOLVED that the Agency Manager, or his/her designee, is hereby authorized and empowered to execute on behalf of Tehama County Solid Waste Management Agency all grant-related documents, including, but not limited to, applications, payment requests, agreements, and amendments necessary to secure grant funds and to implement the approved grant project; and BE IT FURTHER RESOLVED that these authorizations are effective five (5) years from the date of adoption of this resolution. Tehama County Recycled Market Development Zone Marketing Plan Update

This item is for informational purposes. No further action is required. Financial Impact: Background Information:

Tehama County is one of 38 recognized Recycling Market Development Zones in California. The RMDZ program offers low interest Department of Resources Recycling and Recovery (CalRecycle) loans and free marketing to businesses located in a zone that reduce the waste stream. The TCRMDZ program is a collaborative effort between CalRecycle and the Agency. The program aims to establish local markets for recyclables, increase waste diversion, expand existing businesses, and assist in new business and job development in Tehama County. To accomplish this, the Tehama County Sanitary Landfill Agency Board of Directors approved the Tehama County Recycled Market Development Zone Marketing Plan (included in your agenda packet). The TCRMDZ Marketing Plan accentuates unique selling properties with a defined marketing strategy. Successfully marketing the TCRMDZ is based on achieving four goals:

1. Increase knowledge of the program among potential businesses or stakeholders 2. Identify S.W.O.T. (Strengths, Weaknesses, Opportunities and Threats) 3. Determine and evaluate potential incentives available 4. Identify businesses that may benefit from the TCRDMZ

Integrating program awareness with industry insight is an approach that ensures the TCRMDZ program excels in the marketplace. The TCRMDZ targets manufacturers in the region that currently handle organics, paper, and construction and demolition priority materials, address problematic materials, and/or could potentially incorporate recycled content material in their manufacturing process. One of the goals of this fiscal year is to complete the implementation of the TCRMDZ

marketing plan. Below is an update on current progress: Goal 1: Increase knowledge of program among potential businesses or stakeholders.

Objective 1.1: Improve web presence to be search engine friendly. Status: In process. www.greenloansupport.com <http://www.greenloansupport.com> is currently undergoing search engine optimization upgrades and redesigned so that is mobile friendly. The redesigned site will tally site visits quarterly by counting hits to evaluate the effectiveness of the web presence over time. Objective 1.2: Meet with at least two local economic developers and/or institutions of higher education to identify local collaborative opportunities to advance the program. Status: In process. Rachel met with Amanda Jenkins of Tehama County Economic Development on September 1, 2016 to discuss opportunities available to businesses through the TCRMDZ. Objective 1.3: Develop program marketing material. Status: Complete. Rachel worked with Deep Sky Marketing to develop a half-page at-a-glance full-color informational flyer and a full-color tri-fold program guide. Objective 1.4: Compose and send program notification letter to the four prime manufacturing associations listed in the marketing plan, and local businesses identified in Objective 4.1 and 4.2. Background The purpose of the Tehama County Recycling Market Development Zone (TCRMDZ) is to establish local markets for recyclables, increase waste diversion, expand existing businesses, and assist in new business and job development in Tehama County. It is a collaborative effort between the Department of Resources Recovery and Recycling and (CalRecycle), Tehama County Sanitary Landfill Agency (Agency), and Tehama Economic Development Corporation (TCEDC). The Agency Manager serves as the Zone Administrator and acts as the liaison between CalRecycle and businesses. The goals of the collaboration are to:

• promote positive local and rural economic development, • exceed statewide waste diversion goals, • strengthen local markets for recyclable materials, and • spark local innovation.

TCRMDZ is the only program in Tehama County offering loans and support specifically to start-up or existing businesses manufacturing recycled raw materials, producing new recycled products, or reducing manufacturing waste. Many Tehama County businesses have access to various lending options including federally backed loan programs at various banking institutions. This being said, most RMDZ businesses have limited direct access to such funds because they are producing products with very little or no track record. The CalRecycle Recycled Market Development Zone Revolving Loan Program is designed to promote market development for post-consumer and secondary waste materials. It provides low interest direct loans to eligible businesses and nonprofit organizations for projects at a maximum of 75% of direct costs or up to a maximum of $2 million, whichever is less. Funding currently may be used for the following:

• to purchase machinery and equipment, • for working capital, • for leasehold improvements, • to purchase recycled raw materials and inventory, • to finance loan closing points, • for owner-occupied real estate property (limited to $1,000,000), and/or • to refinance onerous debt.

Due to there being a drawdown in the amount of funds available in the Revolving Loan Program, it is expected CalRecycle may limit what the funds can be used for in the future.

In particular, there is great potential for the TCRMDZ to attract composting businesses. As an ag-centric region, businesses can readily access agricultural by-product as feedstock in Tehama County. Tehama County is strategically located along the Interstate 5 (I-5) corridor as the main north-south regional and international transportation route connecting Canada, the United States and Mexico. I-5 divides the County east and west through its geographic center allowing easy access from all points within the County. The corridor also hosts extensive freight rail. The TCRMDZ provides unparalleled services to manufacturers who conduct or plan to conduct RMDZ business in Tehama County. Specialized services include:

• Streamlined assistance -RMDZ loan application, regulatory compliance, permitting, and siting assistance

• Free feedstock analysis at the Tehama County/Red Bluff Landfill and regionally

• Free Marketing assistance, which may include print advertisements, website development, and signage

• Enhanced recognition of TCRMDZ product(s) at local fairs and community events, and on the TCRMDZ website

The ZA provides personal one-on-one guidance to ensure the best customer service to prospective businesses. Once potential businesses contact the TCRMDZ, this unmatched service may lead businesses to site in Tehama County over other locations. The regions rich agricultural heritage, ease of access to shipping, low cost of living, available local labor force, and TCRMDZ ‘business friendly streamlined’ support make Tehama County prime for RMDZ businesses.

Marketing Strategy Consistently, organics, paper, and construction and demolition material constitute approximately 77% of household and business waste disposed of at the Tehama County/Red Bluff Landfill. These are high priority materials to divert due to the mass tonnage received. Businesses capable of redirecting problematic materials such as polystyrene and other plastics from landfill disposal to reuse and recycling will also be of target.

Successfully marketing the TCRMDZ is based on achieving four goals over a two-year term concluding June 30, 2015 as follows:

1. Increase knowledge of the program among potential businesses or stakeholders 2. Identify S.W.O.T. (Strengths, Weaknesses, Opportunities and Threats) 3. Determine and evaluate potential incentives available 4. Identify businesses that may benefit from the TCRDMZ

The overall goals, objectives and tasks are straightforward with easily measurable results and will be accomplished accordingly. GOAL 1: Increase knowledge of program among potential businesses or stakeholders The goal will be met by enhancing web presence, developing informational marketing material, providing targeted presentations, and identifying collaborative opportunities. Search engine optimization is vital early on to compete on the web and to serve as an instant reference source. Currently, the TCRMDZ hosts the website greenloansupport.com to highlighting the program. Not only does the site serve as a reference for local manufacturers, but also provides program information to manufacturers and stakeholders nationwide. The site will need to rank well in major search engines to draw targeted attention. OBJECTIVE 1.1: Improve web presence to be search engine friendly. The Agency may contract with a Search Engine Optimizer (SEO) ($3,600 using Zone Incentive Funds) or submit material (see below) directly to Google to ensure the site is designed to be search engine-friendly by December 31, 2013. In either scenario, site visits will be tallied quarterly by counting ‘hits’ to evaluate the effectiveness of web presence over time. If submitting directly to Google, web presence will be enhanced by accomplishing the following by December 31, 2013:

• Inform Google about all the site pages, including URLs that may not be discoverable by Google's normal process by submitting the site directly to Google via Add URLi or submitting a Sitemap, and

• Identify specific keywords on the site to draw traffic and add associated meta HTML tagsii, and

• Tag website title, page headings and anchors as high-level headings, and • Identify other compatible websites and make sure the program is known, and • Provide identified sites with a link to greenloansupport.com. (This increases search

relevancy and page rankiii), and • Maintain search engine optimization on an ongoing basis by conducting the

aforementioned method(s) quarterly.

OBJECTIVE 1.2: Meet with at least two local economic developers and/or institutions of higher education to identify local collaborative opportunities to advance the program by June 6, 2014. Agency staff aim to develop a working group directly with the Engineering, Business, and Agriculture Departments, and the Institute of Sustainability to foster targeted informational exchanges. The Zone Administer will conduct a meeting to discuss collaborative opportunities that may include student projects and graduate studies focused on recycled content material and/or problematic materials in northern California.

OBJECTIVE 1.3: Upon completion of the S.W.O.T analysis, develop program marketing material.

1. A half page at-a-glance full-color informational flyer will be developed for dispersal at meetings, conferences and available for correspondence needs by June 12, 2014 (printing $250.00 using Zone Incentive Funds).

2. Develop a full-color tri-fold program guide by December 1, 2014. The guide will provide more in depth information than the informational flyer (printing $300.00 using Zone Incentive Funds).

The flyer and guide will be based on the established website for program continuity and shall lead the reader to the website. All marketing material will be cohesive in its branding to ensure program recognition throughout publication mediums.

OBJECTIVE 1.4: Compose and send a program notification letter via post to the four prime manufacturing associations listed below, and local manufacturing businesses identified in Objective 4.1 and 4.2 by March 31, 2015. Identifying larger audiences that will likely benefit from the program is crucial. The industry associations below will also receive a phone call the following week to heighten awareness of the TCRMDZ program.

• Remanufacturing Industries Council • The Remanufacturing Institute • California Manufacturers and Technology Association • National Association of Manufacturers

OBJECTIVE 1.5: Hold a booth or attend a manufacturing association conference (for target materials) in northern California after completion of the S.W.O.T analysis and identification of target businesses by December 1, 2015 (approximate cost depending on location, including conference booth fees $1,500-2,000 using Zone Incentive Funds). In order to complete a S.W.O.T. Analysis Report the Agency will need to complete Objective 2.1 and 2.2. OBJECTIVE 2.1: Conduct RMDZ comparison and prepare a report by December 31, 2013. The TCRMDZ is one of 37 RMDZs in California. It is important to determine why businesses site in a particular zone, and what other zones offer as incentives. Questionnaires will be developed and conducted over the phone with established RMDZ businesses and established RMDZ administrators. The RMDZ Business questionnaire will be conducted over the phone with at least 4 established RMDZ businesses and may include the following:

• When and where was your business initially established? o Did the RMDZ play a role? If so, what were/are program pull factors?

• How were you made aware of the RMDZ program? • Did the RMDZ program influence your initial business strategy? If so, how? • Did you utilize any other funding incentives or loans? • What were some obstacles to incorporating recycled content material in your

processing? • Do you produce one or more products?

o If more than one, do they all contain a percentage of recycled content material? o If not, what are the barriers?

• How would you improve the RMDZ program? • Are you aware expansion opportunities are available in Tehama County and it is also a

designated RMDZ?

The RMDZ Administrator questionnaire will include an open-ended dialogue with at least four experienced ZA’s to determine what are the strengths, weaknesses, opportunities, and threats to their individual zone program. The purpose of the open-ended dialogue is to gain insight and best practices from established RMDZ programs. OBJECTIVE 2.2: To gain manufacturing and agricultural association insight, Agency staff will conduct a phone survey with at least 2 association representatives each, one of which must operate in California (preferably northern California). The purpose of the survey is to determine what would lure a manufacturing or agricultural business to the TCRMDZ, and what other lending opportunities are available. Optimizing pull factors not only generates interest, but supports compelling arguments for out-of-area manufacturers to expand their business into Tehama County. Rich contributed waste reduction, recycling and hazardous waste disposal information to the monthly Lake California POA newsletter, Rancho Tehama newsletter as well as produced and distributed the Tehama County 4R’s eNewsBlast, and the WasteWise News. Paul and Rich gave presentations of the 4R Kids Exhibit to students at Fluornoy Elementary School on February 6th, and Los Molinos Elementary School on February 14th and 16th. Paul also gave two recycling presentations on February 1st to Kiwanis of Red Bluff and LAVA Charter School and provided the school with recycling bins to start a recycling program. Paul gave a recycling career presentation to Evergreen Middle School on February 9th

.

Rich is working with Richfield Metal & Recycling to relocate the agricultural oil tank to their facility. Rich and Rachel met with the owner on February 10th to discuss remaining details and address his concerns.

In January, Paul conducted in-person SBA outreach to Gateway MHP, Island MHP, Crown Cleaners, Villa Roma 1 & 2, Heritage R.V. and F.C. Bickert. In partnership with the Tehama County Health Services Agency, Tehama County Department of Education, Corning Police Department, the City of Corning and the Agency, a second permanent safe drug disposal kiosk has been sited at the Corning Police Department. Rachel and Paul, along with the various partners, held a ribbon-cutting ceremony at the Corning Police Department on January 25. The new public resource has been added to Tehama211.

As a stakeholder, the Agency continues to remain involved in the Strategic Prevention Framework and Drug and Alcohol Advisory Board meetings in order to help facilitate the development of a prescription drug take-back ordinance. Two regional meetings were held to discuss a safe drug disposal program with local pharmacies. The first was held on February 6th in the Red Bluff City Council Chambers and the second was held on February 23rd in the Corning City Council Chambers. Rich and Rachel met with the Army Corp of Engineers at Black Butte Reservoir on February 10th regarding the “Refuel Your Fun” HD27 grant. Army Corp staff have agreed to partner with the Agency. The Agency will be installing collection receptacles for the 1lb. propane bottles in the Buckhorn campground. We will also be co-hosting a seasonal collection kick-off exchange event in conjunction with their “Life-jacket Exchange” promotion in June. Rich and Rachel met with officials from Lassen Park on February 22nd regarding the “Refuel Your Fun” HD27 grant. Park staff have agreed to partner with the Agency. The Agency will be installing collection receptacles for the 1lb. propane bottles in Lassen National Park. We will be co-hosting a seasonal collection kick-off exchange event in conjunction with their “Trails Challenge” on June 10th

Rich and Paul met with James Miller on February 14th regarding advertising for the “Refuel Your Fun” HD27 grant at the “Red Bluff Round Up”. Agency staff will be setting up a booth as well as advertising in the arena and the souvenir program to promote the program. An exchange event and collection will also be held for the duration of the Round Up. Paul represented the Agency with a booth at the Red Bluff-Tehama County Chamber of Commerce’s Business Expo on February 9th, promoting the Smart Business Alliance and the Tehama County Recycled Market Development Zone. The Agency held a Passenger Tire Collection event on January 14th at the Rancho Tehama Transfer Station, Corning Park and Ride, and Evergreen Middle School. A total of 889 tires were collected. An agricultural tire collection event was held for the entire month of February. Residents were able to dispose of up to six agricultural tires per property, with collection sites being located at the Tehama County/Red Bluff Landfill and Linnet’s Tire Shop in Corning. The next household hazardous waste collection events will be held from 8:00AM - 12:00PM on March 18th at the Tehama County/Red Bluff Landfill and on March 4th at Corning Disposal. Successful electronic waste collection events continue to be held the last Saturday of every month from 8:00 AM to 12:00 PM at the Corning Park and Ride and the Tehama
