TELEPHONE FAILUREPOLICYIt is the policy of the University of Nebraska Medical Center (UNMC) to have a backup system to provide limited telephone service for EMERGENCY use only in the event of a telephone system failure at the main campus.

PROCEDUREThe telephone system is equipped to provide limited phone service during a phone system failure condition (power has been lost to main PBX). Red phone system failure sets are located throughout the campus for communication during this condition. When a power failure occurs, the phone system is bypassed and all features and restrictions are inoperative. The power transfer equipment activates all red phones for communication during the outage. All other phones are inoperative. Pay phones are available for use. During a phone system power failure the following procedure will be followed:

1. The Associate Director of Telecommunications, Department of Computing Services/Telecommunications, or designee is responsible for declaring a phone system failure condition.

2. At the direction of the manager of Telecommunications (or designee) the campus switchboard will announce the following message over the house paging system:

“The telephone system is inoperative. Please use the red phone system failure telephone sets for EMERGENCY communications only?” This message will be repeated three times.

The outlying buildings will be notifi ed by the Communications Center staff. The Communications Center personnel will utilize the building/departmental room location and phone system failure telephone numbers list provided by telecommunications to notify those building occupants that the telephone system is inoperative, using the same announcement as above.

3. Telecommunications personnel are responsible for ensuring that the appropriate service or repair agencies are notifi ed and that immediate action is taken to correct the problem.

4. Telecommunications is responsible for ensuring the phone system failure sets are correctly labeled and instructions for use are on the phone. The location of phone system failure phones and their telephone numbers will be labeled with the phone.

5. When the system is fully operational, it is the responsibility of the Associate Director of Telecommunications (or designee) to direct the campus switchboard to make the following announcement:

“The telephone system is now in working condition”. This message will be repeated three times.TELEPHONE FAIL

Off-campus callers dialing a seven digit UNMC number, other than 559 4000 or 559 4020 will experience continued ringing. The outside caller cannot connect to any area other than the hospital switchboard or the emergency room telephone numbers during a phone system failure.
