4.1 ARDEN STREET & CLOVELLY ROAD, CLOVELLY (C) Pedestrian – Safety concerns

Council has received a request from residents to consider providing pedestrian waiting
facilities within the existing roundabout at the intersection of Clovelly Road and Arden
Street, in Coogee.
The current roundabout has splitter islands on all approaches, but at the time of the
original design (circa 2001) the need to accommodate pedestrian paths was not
considered. As a result, pedestrians crossing the road often walk within the circulating
road adjacent to moving traffic.

To ensure a pedestrian facility can be provided in the short term, Council is proposing
to make minor adjustments to the splitter islands so a pedestrian waiting area can be
accommodated. Long term, Council will include this intersection on its list of works for
funding consideration to upgrade to the current standard, including converting the
existing pedestrian crossing to a raised (wombat) crossing.
Turn paths for a 12.5 metre bus are shown to confirm that bus access can be
maintained.
This matter was previously considered by the Traffic Committee in 2006 (item
2006.10.4.1) with the Committee approving the modifications similar to those
suggested.
It is noted that for safe pedestrian movements across Clovelly Road east of Arden
Street, that the existing bus stop will need to be relocated. This will be subject to
discussions with Sydney Buses over a preferred location and possible bus stop
consolidations along Clovelly Road.

Mr Eric Graham (STA) raised concerns with the height of the centre island of the
roundabout when buses are turning right through the roundabout. He also requested
that the splitter island details take into consideration the bus turning manoeuvres
when the design is finalised.
Recommendation:
That:
1. The Clovelly Road pedestrian crossing to the west of Arden Street, be adjusted
such as it becomes a raised “wombat crossing”;
2. Approval be given to the proposed minor modifications to the existing splitter
islands at the Arden Street / Clovelly Road roundabout, in order to more safely
accommodate the needs of pedestrians; pending, longer term upgrading of
these splitter islands to pedestrian refuge dimensions; and
3. The design of the splitter islands be undertaken to the satisfaction of the STA.
4.2 BARKER STREET, KENSINGTON (C) Signage Parking – Other

Council has received a request from Sydney Buses for the introduction of timed
parking controls in Barker Street adjacent to the frontage of UNSW, on approach to
Gate 14 (which is west of Forsyth Street). The timed parking is needed to facilitate a
special event bus stop for events at Moore Park. Recently, Sydney Buses has been
operating shuttle bus services to Moore Park from this location. Event patrons can
park their vehicle in UNSW and use the shuttle bus services to major events at Moore
Park.
Timed parking controls are needed to ensure that the area is not used for long term
parking. When an event at Moore Park requires the use of a shuttle bus, the 4P signs
will be removed and replaced with Bus Zone signs, formalising the special event bus
stop. The special event bus stop may need to be implemented on short notice,
depending on the events scheduled at Moore Park and having a vehicle parked in this
area for weeks at a time would impact the safe operation of the bus stop.
It is proposed that a 4P 8am – 6pm Monday to Friday would be sufficient to address
this issue. Four hours is sufficient for the area to be used for students with a single
lecture and having the restriction apply only from 8am – 6pm Monday to Friday would
not inconvenience residents when returning from work and on weekends.
When the special event bus stop is needed, Sydney Buses would advise Council at
least two prior to the event date. Traffic Committee members would be notified of
the intention to implement the special event bus stop, with the Bus Zone signs being
implemented one week prior to the event date and removed the Monday after.
Recommendation:
That:
1. approval be given for the installation of a 30 metres 4P 8am – 6pm Monday to
Friday parking control on the northern side of Barker Street, Kingsford, on
approach to Gate 14 (which is west of Forsyth Street), and;

2. As required, the area be used for a special event bus stop for events at Moore
Park, with Council to notify Traffic Committee members of the dates for the
installation of Bus Zone before implementation.
4.3 CARRINGTON ROAD, RANDWICK (C) Signage Parking 3 Works Zone

The Council has received an application for the installation of a 12m Works Zone to be
located on Carrington Road at the frontage of 140 Carrington Road, Randwick, in
order to facilitate construction works at the property. The Works Zone is required for
approximately three months.
Traffic Committee Recommendation:
That:
1. A 12m long Works Zone, 7:00am–5:00pm, Mon3Fri, 8:00am35:00pm Sat, be
installed on the west side of Carrington Road, Randwick, commencing on the
northern boundary of 140 Carrington Road and terminating 12m south of
northern boundary of 140 Carrington Road; and
2. The Standard Works Zone Conditions in Item 7 are applied.
4.4 BAKER STREET, KENSINGTON (H) Development Application – Transport Comments

Council, as part of DA/536/2014 for a child care centre at no. 2 Virginia Street has
received a request for timed parking controls adjacent to the Baker Street and
Virginia Street frontages of the site.
The requested restrictions are P15 7am – 9am and 4pm – 6pm for Monday to Friday
to facilitate the safe drop off and pick up of children from the proposed centre.
The applicant has also been requested to construct traffic islands within the
mandatory 10 metre No Stopping controls at the Virginia Street / Baker Street
intersection to ensure illegal parking cannot occur.
At this stage the development has not been considered by Council. Any approval of
the Traffic Committee for these measures would be subject to the approval of the
development application through Council.
A copy of the signage plan is shown below. Detailed design plans for the traffic
islands would be reported to the Traffic Committee if the development is approved by
Council.

Mr Anthony Keogh (applicant) submitted a draft plan no. 2014/118 Drawing 1C (TRIM
reference D02202379), showing the traffic islands at the intersection outlined in the
report.
Recommendation:
That:
1. It be noted that this Development Application has not yet been formally
considered by the Council;
2. If the development application is approved by Council, it should also be noted
that:
• No objection would be raised to the installation of P15 7am – 9am and
4pm – 6pm Monday to Friday controls across the Virginia Street and
Baker Street frontages of the site, and;
• A plan detailing the construction of traffic islands within the mandatory
10 metre No Stopping area at the intersection of Virginia Street and
Baker Street will be brought back to the Traffic Committee for
approval.
4.5 ROMA AVENUE, KENSINGTON (H) Pedestrian – Refuge
(D016337506RR) (AD)
At the August meeting of Traffic Committee, the construction of a pedestrian refuge
at the intersection of Roma Avenue and Cottenham Avenue was approved subject to
confirming buses could manoeuvre through the intersection (item 2014.08.04.07).
A turn path assessment has subsequently been completed, and some minor
modifications to the plan have been required to ensure that a 12.5 metre bus can
execute all turns. The width of kerb extension on the northern side of the road has
been reduced and the associate length of No Stopping increased to 10 metres. This
has seen the removal of an additional car space. The position of the central refuge
island has also been shifted 300mm north to ensure buses can turn right into Roma
Avenue.

Traffic Committee Recommendation:
That the amended plan, 5695�0214 dated 30 September 2014, for the pedestrian
refuge island at the intersection of Roma Avenue and Cottenham Avenue be approved
subject to the turning manoeuvres for buses being confirmed with STA.
4.6 WALLACE STREET, KINGSFORD (Stated As Anzac Parade on Agenda) Signage Parking – Works Zones (M) (D02162156�DP) (AD)
The Council has received an application for the installation of a 59m Works Zone to be
located on the south side of Wallace Street to the rear of 558 Anzac Parade, Kingsford
in order to facilitate construction works at the property. The Works Zone is required
for approximately nine months.
It was noted at the meeting that the Works Zone is for Wallace Street and not Anzac
Parade and that the ‘RMS road qualification’ as provided in the Agenda papers, did not
apply.
Traffic Committee Recommendation:
That:
1. A 59m long Works Zone, 7:00am–5:00pm, Mon�Fri, 8:00am�5:00pm Sat, be
installed on the south side of Wallace Street, Kingsford, to the rear of 558
Anzac Parade commencing 12m east of the western end of 558 Anzac Parade
and terminating 71m east of the western end of 558 Anzac Parade; and
2. The Standard Works Zone Conditions in Item 7 are applied.
4.7 BARWON CRESCENT, MATRAVILLE (M) Signage Parking � One Way
(ITD�RR) (AD)
In recent years, the community in the vicinity of Barwon Crescent, Matraville, has
provided excellent Christmas light displays. These displays have attracted many
hundreds of visitors per night, resulting in significant localised traffic congestion.
It is proposed to introduce a temporary northbound One Way flow along Barwon
Crescent, from the “driveway treatment” adjacent to no. 31 through to the
“driveway treatment” adjacent to no. 11 Barwon Crescent, Matraville. It is
proposed to commence this treatment from Wednesday 3 December, 2014,
through to Wednesday 7 January, 2015.
In addition to the regular visitations by onlookers, detailed above, there is a “Carols
by Candlelight” event being held in Barwon Park, on Saturday, 13 December, 2014,
5pm to 9pm.
It is proposed that a temporary road closure be put in place in the evening due to
possible conflict between vehicles and pedestrians.
Roads and Maritime Services (RMS) has previously approved Traffic Management
Plans for the temporary one�way movement and the temporary road closure.
Consultation with the community will be undertaken as part of this process.

Traffic Committee Recommendation:
That no objection be raised to Council again imposing the RMS�approved Traffic
Management Plan (TMP) for the annual four week one�way northbound movement and
a single night road closure of Barwon Crescent, Matraville, over the 2014 Christmas
period.
4.8 DAUNT AVENUE, MATRAVILLE (M) Signage Parking � Other (Time Limits or Solutions)

Prior to recent construction works, both the northern and southern sides of Daunt
Avenue, between Bunnerong Road and Stewart Avenue were unrestricted immediately
to the east of the 20m No Stopping Zone on the departure side of the traffic signals.
Following completion of the construction works at 495�503 Bunnerong Road, Matraville,
the removal of Works Zone on the southern side of Daunt Avenue was recommended
at the September 2014 meeting of this Committee. Subsequently the 55m length of No
Parking 6:30am–5:30pm, Mon�Fri, 7:30am�5:30pm Sat on the northern side of Daunt
Avenue should be reviewed.
Further to this, a request from the property owner representatives of 495�503
Bunnerong Road for some time limited parking or Loading Zone options on the
southern side of Daunt Avenue, east of Bunnerong Road have been received. This
request was discussed briefly at the March 2014 meeting of this Committee.
In view of the above, it is proposed to remove the 55m No Parking 6:30am–5:30pm,
Mon,Fri, 7:30am,5:30pm Sat on the northern side of Daunt Avenue and return this
length to unrestricted parking. On the southern side of Daunt Avenue it is proposed
that a 33m 1P 8.30am�6pm, Mon–Fri, 8.30am�12.30pm, Sat restriction be signposted
immediately east of the No Stopping restriction to a point west of the driveway to the
loading dock/car park.

4.9 LEXINGTON PLACE, MAROUBRA (M) Event, Road Closure – Temporary � Busking Competition

Council will be organising a community event, called Busking Competition, to be held
on Saturday, 22 November, 2014, between 8am to 3pm, in Lexington Place,
Maroubra. A Traffic Control Plan (TCP) is being prepared and to be implemented
according to the following:
a) Council organises letterbox drops to all affected tenants and residents
one week before the actual event;
b) All barricades and necessary signposting shall be provided by the
organisers and maintained during the period of the closure by
authorised Traffic Control Officers engaged by the event organisers;
c) A minimum of 4.0 metres corridor for use of emergency vehicles shall
be maintained within the areas of the proposed closure;
d) All traffic control devices are to be installed in accordance with
Australian Standard 1742.3;
e) No fixtures of a permanent nature shall be located on the public way;
f) At all times, access to adjoining premises in the proposed street
closures shall be maintained to the satisfaction of the Emergency
Services. All services (fire hydrants etc) shall be kept free of any
obstructions;
g) All emergency services (Police, Fire Brigade and Ambulance) shall be
advised of the proposed temporary road closures; and
h) All barriers and signs associated with the road closure shall be removed
at the dates nominated to reopen the streets to traffic.
Traffic Committee Recommendation:
That the information be received.
4.10 MAROUBRA FUN RUN 2014 5 MAROUBRA (M) Event – Road Closure � Temporary

On Sunday the 26th of October the annual Maroubra Fun Run will be held in the
streets of Maroubra.
Localised road closures will be in place from 8:30 am until 11am. The most critical
road closure will be the southbound carriageway of Malabar Road from Fitzgerald
Avenue to Beauchamp Road. Traffic in this section will be diverted via New Orleans
Crescent and Chicago Avenue back to Beauchamp Road.
The traffic management for the event will operate as per last year’s arrangements.
Police will be positioned at other critical intersections where traffic from side streets
conflicts with the runners. A full list of closures and associated detours, as well as a
map of the course is listed below.
Residents will be advised in writing of the temporary road closures.

Mr Eric Graham (STA) commented that, in future events, they would like Council to provide
information about the bus route changes during the event to be placed at existing bus stops
prior to the event and a copy be submitted to the STA for information.
Traffic Committee Recommendation:

facilitate the 2014 Maroubra Fun Run;
2. that information on the changes to the bus service be installed at bus stops
within the event area; and
3. A temporary bus layover be created for the duration of the event, on Marine
Parade, outside the Maroubra Seals Club.

6. Urgent Matters or Matters for Future Investigation
6.1 HIGH STREET, RANDWICK (C) Road Safety
(D022023854TL)
Ms Helen Moustacas (UNSW) raised safety concerns in regards to a driveway to the
university at Gate 5 on High Street. Similar concerns were raised for Gates 4 and 7.
Ms Moustacas stated that sight distance is an issue and requests Council investigates
this matter.
Traffic Committee Recommendation:
That this matter be investigated.
6.2 CLOVELLY ROAD, CLOVELLY (C) Road Safety – Speeding
(D022023844TL)
Mr Phil Stubbs raised a request for Clovelly Road, near Arden Street, to have traffic
calming and road safety improvements including reduction of traffic speeds. Mr
Stubbs advised that a resident group has submitted a proposal to Council to look at
streetscaping improvements along Clovelly Road. Mr Stubbs was advised that the
Council is already investigating long term traffic management for the intersection of
Clovelly Road and Arden Street to improve the traffic safety.
Traffic Committee Recommendation:
That the matter be investigated.
