Temporary Sign By-law• By-law S-800 adopted in September 2006 to address
proliferation of signage along streets• Regulates non-permanent signage on private and
municipal lands• Restricted to commercial, industrial, and institutional
zones• Includes banner, mobile, box, inflatable, sandwich board
signs• Provides for community event, short term and multi-
resident advertising

Posters• A Poster is a sign made of lightweight cardboard or
paper, no greater than 28cm by 43.5cm (11in by 17in)• May be placed on poles provided there is no poster
collar or message board within 200 meters• Must be removed within 30 days or 5 days after the
advertised event• May be removed by the Municipality or the pole owner at
any time without notice
Community Engagement• Industry stakeholder meetings were held May 14, 2014
and May 28, 2014• Key points summarized in report dated October 21, 2014
– Resulted in some changes to the proposed By-law• Staff to consider Council’s direction on:
– Multi Special Event Signs– Uniformity of land-use by-laws throughout the
Municipality
RecommendationIt is recommended that Halifax Regional Council:
• Repeal the current By-law S-800 and adopt the proposed By-law S-801
• Adopt the proposed amendments to Administrative Order 15
