About ARIES

Aryabhatta Research Institute of observational sciencES (ARIES), an autonomous Scientific Institute under the Department of Science and Technology, Govt. of India has its two campuses at Manora Peak and Devasthal Nainital. Devasthal campus is about 60 km away by road in the hilly region from Nainital and at an altitude of about 2500 m

above MSL. Devasthal site is basically developed for having observational facilities of Astronomy and Astrophysics. The proposed 380 KVA DG sets will be used as a backup power in case of mains failure.

Section – A

TENDER NOTICE

A.1 ARIES invites sealed offer in Two separate Bid Form(Technical & Financial) from reputed, eligible and resourceful Contractors/firms:

(i) The firms which are specialized in Sub Station/DG set works.

(ii) The manufacturers / Authorized Dealers / Distributors of repute.

A.2 Supply, Installation, Testing and Commissioning of 380 K VA silent DG set with AMF control panel and canopy complete in all respect

for Devasthal site at ARIES, Devasthal, Nainital. (For outdoor Installation and environmental friendly type)

A.2.1 Scope of work:

a) The contractor has to commission the DG set with required cables,

equipments etc. complete in all respect. ( Trench, earthing with copper

strip & foundation only will be provided by ARIES).

b) Any other items/ works required for the completion of electrical works

c) Completion certificate, safety certificate, Submission of GA drawings of electrical equipments.

d) Obtaining approvals from Chief Electrical Inspectors, Local Electricity Supply Authority, pollution control board and any other statutory authorities for the complete scope.

e) In case, details of any electrical item/ system are left out, then kindly refer the CPWD specifications & approval from Engineer.

A.2.2 Tendered Amount: Rs.20,00,000.00

Performance Guarantee: 10% of Ordered value

A.4 Tender Document can be obtained from ARIES, Manora Peak, Nainital- 263129, Uttarakhand, India on payment of requisite Tender Fee (Non- Refundable) 1000+135 = Rs. 1135/- (Rs. One thousand one hundred

thirty five only) inclusive VAT by way of Demand Draft (issued from any Nationalized Bank) drawn in favour of “Director, ARIES” payable at Nainital. Sale of Tender documents shall be closed one day prior to the last date of submission of Tender. Tender documents shall be supplied free of cost, on demand, to all Government Departments. Tender document can also be downloaded from website “http://www.aries.res.in“ without need of purchasing the same from office. However, bidders submitting their Tender against downloaded Tender document must enclose either the requisite Tender Fee in DD or Certified Copy of Proof of Exemption from payment of Tender Fee. The facility of downloading the Tender Document from website will also be closed one day prior to the last date of submission of tender.

A.6 Tenders should be submitted on or before the last date & time as indicated in A.3. No tender shall be accepted/opened in case of receipt after due date and time of tender, irrespective of delay or loss of tender form due to postal services or any other reasons and ARIES shall not assume any responsibility for late receipt of tender.

A.7 Bid Submission: Tender shall be submitted in lac-sealed covers in the form of Two-bid system (Technical & Commercial bids) in separate envelope in the following manner: (i) Bid containing Technical specifications and Earnest Money Deposit (EMD).



(ii) Bid containing financial offer

The envelopes should be clearly marked as Part I: Technical Bid and Part II: Financial Bid with Tender Enquiry number, due date & time subscribed on them and submitted in separate cover bearing the following inscription:

The bids will be opened in two stages on different dates as indicated in A.3 of Section A. The bid containing Technical specifications and EMD will be opened at 1st stage and if the same is found according to required specifications, the bid containing financial offer shall be opened in 2nd stage.

A.8 Part – I (Technical Bid) shall contain:

a) Non-Refundable Tender fee of Rs. 1135/- (Rs. One thousand one hundred thirty five Only) inclusive VAT in case when the Tender form is downloaded from the website in the form of crossed DD / Bank Guarantee drawn on any Nationalized bank in favour of “Director, ARIES” payable at Nainital.

b) Refundable Earnest Money Deposit (EMD) of Rs. 50,000/- (Rs. Fifty Thousand only) in the form of crossed DD /Bank Guarantee drawn on any Nationalized bank in favour of “Director, ARIES” payable at Nainital. Tenders without EMD shall be rejected without any notice.

c) Technical proposal with full details including description & make/model

of material/components, all the supporting documents as desired such

as Product brochures, leaflets, manuals, design, drawings, etc. so as to enable technical assessment of the proposal on technical grounds. This shall also include a compliance statement as per Section E & F.

d) Complete technical particulars of all equipment & materials as per specification given in this tender.

e) An Undertaking, as mentioned in Clause No A.11 (a) of Section A.



f) Prequalification Criteria (as per enclosed Proforma I & II) along with all the supporting documents.

g) The detailed compliance statement with make and model of components in the enclosed format (as per Section-E & F) along with product brochure, leaflets, manuals, bill of quantity etc. Without proper Compliance

Statement the bid is liable to be rejected.

h) Complete contact details of technical staff with name, telephone nos., mobile nos., e-mail etc. for after – sales service support at ARIES, Devasthal, Nainital. In absence of such details, the bid is liable to be rejected.

i) Acceptance to the terms and conditions laid down in the tender document. In case any deviation from the general terms and condition the bid is liable to be rejected.

j) Necessary clarification required by ARIES shall have to be furnished by the tenderer within the time given by ARIES for the same. The tenderer will have to depute his representative to discuss with the officer(s) of the department as and when so desired. In case, in the opinion of ARIES a tenderer is taking undue long time in furnishing the desired clarifications, his bid will be rejected without making any reference.

k) After obtaining clarifications from all the tenderers, the department may modify the technical & commercial conditions/specifications, if required, and will intimate the same to the tenderers, whose technical- bids are acceptable. At the same time, date and time of opening of price - bid will also be intimated. A tenderer will also not be allowed to withdraw or modify any condition at a time after the technical bids have been accepted and the decision to open the price bid has been taken by the department unless revised bid is allowed due to minor changes made during negotiations on technical - bid.

l) Detailed credentials as per the requirement of eligibility criteria and all tender papers except Bill of Quantities are to be submitted in Technical Bid. There can be a pre-bid conference at ARIES NAINITAL if desired by the venders in which any doubt of contractors shall be clarified besides discussion on any additional condition proposed by the tenderers within two weeks of floating the tender. If found necessary, addendum/corrigendum to tender document would be issued. Such addendum/corrigendum (if any) shall also be submitted, duly stamped and signed along with the Technical Bid. Any tender submitted without addendum/corrigendum (if any) shall be summarily

rejected.

m) While submitting applications for issue of tender papers, the firms should ARIES MANORA PEAK NAINITAL(UTTARAKHAND)263129


attach along with their applications, Photostat copies (duly attested) of all documents to prove the eligibility criteria. The qualified vender should also produce the original certificates for checking and verification at the time of signing the agreement with ARIES. Vender failing to do so shall render himself liable for rejection of his application.

If the technical offer contains any price information the offer is liable to

be rejected.

A.9 Part – II (Financial Bid) shall contain:

a) General: This specification covers manufacture, testing as may be necessary before dispatch, delivery at site, all preparatory work, assembly and installation, commissioning putting into operation of Entire substation.

b) Financial bid will be opened by ARIES in the presence of the interested representatives of the tenderers who wish to be present.

c) ARIES reserves the right to reject any or all the price bids and calls of fresh prices/tenders as the case may be without assigning any reason.

d) All equipments, their installation, testing and commissioning shall conform latest CPWD/ IS specifications, Indian Standard Code of Practice for Electrical Wiring Installation IS:732-1989 in all respects. It shall also be in conformity with Indian electricity Rules and the Regulations, National Electric Code, National Building Code, latest CPWD specifications amended up to date, requirements of the Local Electric Supply Authority and as per directions of Engineer-in-Charge. These additional specifications are to be read in conjunction with above and in case of variations; specifications given in this additional conditions shall apply. However, nothing extra shall be paid on account of these additional specifications & condition as the same are to be read along with schedule of quantities for the work.

In case of contradiction in specification the priority of the documents shall be as follows:

Tender document/ drawings/Technical specifications/CPWD/ IS specification.

e) No T&P shall be issued by ARIES and nothing extra shall be paid on account

of this.

f) Only Price Schedule completed in all respects with proper seal and signature

of authorized person should be mentioned. Prices should be given in INR in both figures and words.

g) The work to be awarded by this tender shall be treated as indivisible

works contract.

h) ARIES reserves the right to inspect the works intimated to have been

completed by the applicant and reject any prospective application without assigning any reason.



i) For composite tender, besides indicating the combined estimated cost put to tender, should clearly indicate the estimated cost of each component separately. The eligibility of tenderer will correspond to the combined estimated cost of different components put to tender

A.10 Completion period

The completion period indicated in the tender documents is for the entire work of planning, designing, supplying, installation, testing, commission and handing over of the entire job to the satisfaction of the Engineer - in - charge.

A. 11 Eligibility Criteria: a) Should be reputed, eligible and resourceful contractors/firms and give

an “UNDERTAKING” that they would facilitate their regular support during the warranty period. In absence of such undertaking, the Bid is liable to be rejected.

b)Firms/Contractors who fulfill the following requirements shall be eligible to apply:-

The firm should have successfully carried out similar works in Central Government/State Government/Central or State Autonomous Bodies/Central or State Public Sector Undertakings during the last three years.

(i) Either three similar completed works each costing not less than the amount equal to 40% of the estimated cost put to tender and each work should involve Supply Installation Testing and Commissioning of DG set capacity not less than 100 KVA .

OR

(ii) Two similar completed works each costing not less than the amount equal to 50% of the estimated cost put to tender and each work should involve Supply Installation Testing and Commissioning of DG set of capacity not less than 150 KVA.

OR

(iii) One similar completed work of aggregate cost not less than the amount equal to 80% of the estimated cost put to tender and work should involve Supply Installation Testing and Commissioning of DG set not less than 250 KVA.



c) The Authorized dealers/distributors shall submit attested copies of certificates to this effect issued by manufacturers of respective approved makes.

d) Should have authorized service centre / branch office in Haldwani, Rudrapur, Bareilly, Dehradun, Lucknow or in Delhi/NCR, ensuring satisfactory after sales service support. Complete contact details of the technical staff

responsible for after sales service are to be submitted by the bidder.

e) Should be having all the necessary registrations (as per Pre-Qualification details asked in enclosed Performa I & II) like Service Tax, TIN, PF, PAN etc. Enclose proof thereof. In absence of supporting documents, the Bid is liable to be rejected.

f) The Bidder should submit a self-attested certificate that it has not been

blacklisted, debarred, declared non-performer or expelled by Union Govt. /State Govt. / PSU’s during the last 5 years. In the absence of

certificate, the Bid is liable to be rejected.

A.12 Rejection & Return of Tender:

a) Any Tender can be rejected by the order of the Director, ARIES without

assigning any reason whatsoever or incurring any liability to the bidders.

b) The bidders are cautioned that not giving complete information called for in the Tender Document, not giving it in clear terms or making any change in prescribed formats or deliberately suppressing the information may result in summarily disqualified.

c) Any information furnished by the applicant found to be incorrect either

immediately or at a later date, would result in rejection of the application at any stage or to cancel the contract if awarded, and shall render him liable to be debarred from tendering in future.



d) Any effort on the part of the applicant or his agent to exercise influence or to

pressurize for his/her bid shall result in rejection of his/her bid. Canvassing in

any form in connection with the tenders is strictly prohibited. Bidder who

resorts to canvassing will invite rejection of his tender.

A.13 Opening of Technical & Financial Bid

Only the technical bid will be opened on the date specified in A.3 of Section A. Interested bidders may attend the technical bid opening as per the schedule. Financial Bid of only technically qualified bidders will be opened on the date specified in A.3 of Section A. Other Conditions:

1. The enlistment of the contractor should be valid on the last date of sale of tenders. In case only the last date of sale of tender is extended, the enlistment of contractor should be valid on the original date of sale of tenders.

2. In case both the last date of receipt of application and sale of tenders are extended, the enlistment of contractor should be valid on either of the two dates i.e. original date of sale of tender or on the extended date of sale of tenders.

3. The time allowed for carrying out the work will be Thirty Days from issue of purchase order.

4. Tenderers are advised to inspect and examine the site and its surroundings and satisfy themselves before submitting their tenders as to the nature of the ground and sub-soil (so far as is practicable), the form and nature of the site, the means of access to the site, the accommodation they may require and in general shall themselves obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their tender. A tenderer shall be deemed to have full knowledge of the site whether he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed.

5. The tenderer shall be responsible for arranging and maintaining at his own cost all materials, tools & plants, water, electricity access, facilities for workers and all other services required for executing the work unless otherwise specifically provided for in the contract documents. Submission of a tender by a tenderer implies that he has read this notice and all other contract documents and has made himself aware of the scope and specifications of the work to be done and of conditions and rates at which stores, tools and plant, etc. will be available to him in local conditions and other factors having a bearing on the execution of the work. 6. ARIES does not bind itself to accept the lowest or any other tender and



reserves to itself the authority to reject any or all the tenders received without the assignment of any reason. All tenders in which any of the prescribed condition is not fulfilled or any condition including that of conditional rebate is put forth by the tenderer shall be summarily rejected.

7. The tender for the works shall remain open for acceptance for a period of Ninty days from the date of opening of tenders. If any tenderer withdraws his tender before the said period or issue of letter of acceptance, which-ever is earlier, or makes any modifications in the terms and conditions of the tender which are not acceptable to ARIES, then ARIES shall, without prejudice to any other right or remedy, be at liberty to forfeit the earnest money as aforesaid.

8. Further, the tenderer shall not be allowed to participate in the re- tendering process of the work.

9. This Notice Inviting Tender(NIT) shall form a part of the contract document. The successful tenderer/contractor, on acceptance of his tender by the Accepting Authority, shall, within 10 days from the stipulated date of start of the work, sign the contract consisting of:-

a) The NIT, all the documents including additional conditions, specifications and drawings, if any, forming the tender as issued at the time of invitation of tender and acceptance thereof together with any correspondence leading thereto. b) Standard CPWD Form 8.

10. All out-station bids, if sent by post should be sent under registered cover.

11. Any change in Bid after opening of the tender will not be allowed

12.In case of any variation or difference between applicable specifications the

following order of precedence will be followed: - i) Nomenclature of item. ii) The relevant drawing. iii) Special specifications attached with the tender documents. iv) General specification attached with the tender documents. v) C.P.W.D. Specifications.

13. The contractor shall be required to produce samples of all materials

sufficiently in advance to obtain approval of the Engineer-In-Charge. Subsequently the material to be used in the actual execution of the work shall strictly conform to the quantity of samples approved. In case of variation, such materials shall be liable to rejection

14. All the materials used in the work shall comply with the requirements of

Engineer-In-Charge and shall pass all the tests and analysis required by him as per particular specifications as applicable or such recognized specifications as acceptable to the Engineer-In-Charge.

15. The contractor shall at his own cost make all arrangement and shall

provide such facilities as the Engineer-In-Charge may require for collecting, preparing and forwarding the required number of samples for tests and for analysis at such time and to such places, as directed by the Engineer-In- Charge. Nothing



extra shall be paid for the above, including the cost of materials to be tested.

16. The necessary tests shall be conducted at factory site or at ARIES as

required by engineer in charge.

17. The contractor or his authorized representatives shall associate in testing of samples. In case he or his authorized representatives is not present or does not associate him the result of such test and consequences thereon shall be binding on the contractor.

18. Wherever any reference to any Indian Standard Specifications occurs in the documents relating to this contract same shall be inclusive of all documents issued thereto or revision thereof if any, up to date of the tender notice.

19.Before start of the work, the contractor shall submit the programme for execution of work, get it approved from the Engineer-In-Charge and strictly adhere the same for the timely completion of the project work.

20. The work shall be carried out in such a manner so as not to interfere/or

effect or disturb other works being executed by other agencies, if any.

21. Any damage done by the contractor to any existing work shall be made good by him at his own cost.

22. The contractor or his authorized representative should always be available

at the site of work to take instructions from department officers and ensure proper execution of work. No work should be done in the absence of such authorized representatives.

23. The contractor shall maintain in good condition all work executed till the

completion of entire work allotted to the contractor.

24.All work and material brought and left upon the ground by the contractor or

by his orders for the purpose of forming part of the works are to be considered to be the property of ARIES and same are not to be removed or taken away by the contractor or any other person without the special license and consent in writing of the Engineer-In-Charge, but ARIES is not to be in any way responsible for any loss or damage which may happen to or in respect of any such work or materials either by the same being lost or damaged by weather or otherwise.

25.Water & Electricity connections:- The contractor shall make his own

arrangement for obtaining electric & water connection required for execution of work and make necessary payments directly to the concerned departments and nothing extra shall be payable on this account.

26.The rate for all items of work, unless clearly specified otherwise, shall include

the cost of all labour, materials and other inputs etc. involved in the execution of the items and thus nothing extra on any account will be paid to the agency other then his quoted rates.

27. Unless otherwise provided in the schedule of quantities the rates tendered

by the contractor shall be all-inclusive and shall apply to all heights, depths, lead and lifts.



28. The contractor shall construct suitable Go down at the site or work or

storing the materials safe against damage due to sun, rain, dampness, fire, theft, etc. He shall also employ necessary watch and ward establishment for the purpose and no extra claim whatsoever shall be entertained on this account.

29. No payment will be made to the contractor for damages caused by rains,

snowfall, floods or any other natural calamity, whatsoever during the execution of the work. The contractor shall be fully responsible for any damage to the Owners property and to the work for which the payment has been advanced to him under the contract during the execution of the works.

30. The malba/garbage, removed from the site shall be disposed off by the

contractor at any suitable place as directed by the Engineer-In-Charge.

31. Where no approved brand is mentioned against any item, the material

strictly confirming to C.P.W.D. specifications shall only be supplied.

32. Apart from all the conditions & specifications stated above, all the

amendments in the "General conditions of Contract for central PWD work" issued up to date shall be applicable.



Section – B

INSTRUCTIONS TO BIDDERS

B.1 Delivery Schedule

The delivery, to be done at ARIES, Devasthal, Nainital, must be completed within Thirty (30) Days from the date of Purchase Order.

B.2 Offer Validity

Bid must be valid for minimum Ninety Days from the date of opening of Financial Bid. ARIES, Nainital may ask bidders to extend the period of validity.

B.3 Product Specifications & Compliance Statement

The bidder should quote for all the specified brands which are in compliance to our technical specifications. Wherever brand / make are not mentioned please ensure to quote only for REPUTED and WELL KNOWN BRAND / MAKE meeting national / international standards. Any deviations must be specifically and clearly mentioned in form of COMPLIANCE STATEMENT, as per enclosed Section-E&F. In the absence of this, the bid is liable to be rejected. Complete technical details along with Make, Model and product literature should be enclosed. Each page of the bid and cuttings / corrections shall be duly signed and stamped by the bidder. Failure to comply with this requirement may result

in the bid being rejected.

B.4 In case of any discrepancy between rates mentioned in figures and words, the latter shall prevail. If there is any discrepancy between the unit price and the total price, the unit price shall prevail and the total price shall be corrected.

B.5 Material must be properly packed against any damage and insured up to the destination. The material should be directly dispatched to the installation site at ARIES, Devasthal, Nainital.

B.6. All the expenses involved in delivering, unloading etc. the equipment at our site, shall be borne by the Bidder. All aspects of safe delivery shall be the exclusive responsibility of the Bidder. ARIES will have the right to reject the component/equipments supplied, if it does not comply with the specifications at any point of installation, inspection and testing.

B.7 ARIES, Nainital reserves the right to divide / split the order between more than one technically qualified bidder to meet the technical requirements and the Work Completion Schedule.



B.8 EMD is liable to be forfeited and bid is liable to be rejected, if the bidder withdraws or amends impairs or derogates from the tender in any respect within the validity period of the tender.

B.9 The EMD of all the unsuccessful bidders will be returned as early as possible within the Bid Validity period. No interest will be payable by ARIES on the EMD. The Earnest Money of successful bidder shall be returned after acceptance of the order and submission of Performance Bank Guarantee (PBG).

B.10 ARIES Nainital reserves the right to increase or decrease the Bill of Material as per the requirement without any change in the quoted rates.

B.11 If any equipment or part thereof is lost or rendered defective during transit, the supplier shall immediately arrange for the replacement of damaged equipment or part thereof, as the case may be, at no extra cost.

B.12 Rates should be quoted towards Manufacture, Supply at site, Unloading, Erection, Commissioning, Testing and Maintenance of Supplies / Materials given under Scope of Work of Section A, accordingly by giving the basic price, VAT, Service Tax, etc. wherever applicable. The rates should be quoted in Indian Rupees for the entire completion of job to be done at site BOTH IN FIGURES & WORDS.

B.13 Govt. Levies like VAT, Service Tax etc. shall be paid on actual rates as applicable from time to time. Percentage Rate of taxes to be charged must be mentioned in the price bid. Terms like "at Actual" will not be acceptable for any commodity quoted by the vender and tender will be rejected.

B.14 ARIES will provide road permit and excise exemption certificate under Govt. notification 10/97 dated 01.03.1997.

B.15 Offers through Email / Fax, etc and open offers shall not be accepted. Late / Delayed offers shall not be accepted under any circumstances.

Incomplete offers are liable to be rejected. In case the specified date for the submission of offers being declared as a holiday for ARIES, the bid-closing deadline shall stand extended to the next working day up to the same time.

B.16 Any attempt of negotiation on the part of the bidder, directly or indirectly, after submission of tender, with the authority to whom he has submitted the tender or authority who is competent to finally accept it or any endeavor to secure any interest for an actual or prospective bidder or to influence by any means the acceptance of a particular tender will render the Bidder’s tender liable to be rejected.

B.17 The bidders seeking any clarification may notify to ARIES in writing at



ARIES, Manora Peak, Nainital-263129. Clarifications received till 96 hours before the closing date / time of receipt of bids will be responded.

B.18 The equipment must be supported by a Service Centre manned by the bidder’s technical support engineers. The support through this Centre must be available 24 hours in a day, seven days a week and 365 days a year. Also provide toll free number / web / email so that it should be possible to contact the Principal Bidder’s (OEM’s) support Centre.

B.19 Unsatisfactory Performance

ARIES shall have the sole right to assess the performance of the tendered equipment(s) /components, primary / intermediate and or final, and reject the same without assigning any reason / explanation to the bidder if the performance is found to be unsatisfactory as per norms of ARIES. The decision of ARIES will be final and binding on the supplier.

B.20 Disclaimer

This Tender/Request for Proposal (RFP) is not an offer by ARIES Nainital, but an invitation for bidder response. No contractual obligation whatsoever shall arise from the RFP process.

B.21 Declaration: The bidder would be required to give certificate as below in his commercial bid. “I/WE UNDERSTAND THAT THE DETAILS OF THE

Section – C

SPECIAL CONDITIONS OF CONTRACT

C.1. Price Basis

Price basis should be FOR ARIES, Devasthal, Nainital in INR only. The quoted price will be considered firm and no price escalation will be permitted during the bid validity period.

C.2 Order Placement and Release of Payment

The purchase order and payment shall be processed from: ARIES, Manora Peak Nainital-263129.

C.3 Billing is to be done in the name of Director ARIES, Manora Peak, Nainital. The payment would be released on the basis of the successful test and commissioning of the item and actual bill of material used, duly certified by our authorized representative at site.

C.4 Performance Bank Guarantee (PBG)

The successful bidder will be required to furnish the Performance Bank Guarantee from a scheduled Indian Bank towards 10% amount of the total Order value. This Bank Guarantee shall remain valid for the warranty period, commencing after the successful completion of entire job.

C.5 Payment Payment will be released after receipt and commissioning of DG set with AMF panel and canopy having provision of both AUTO and MANUAL operation at ARIES normally within 30 days and submission of Performance Bank Guarantee of 10% of the total amount including taxes valid for two months beyond warranty period or/else 10% amount will be released after two months beyond warranty period. However the payment shall be made on actual measurement basis.

C.6 Penalty for Delayed Services

Penalty / Liquidated Damages shall be charged @0.5% of the contract value per day subject to maximum of 10% of total order value, in case of delay beyond the stipulated time period as given in Clause B.1 under Section B.



C.7 In respect of the work of the sub-agencies deployed for doing work of electrification, air-conditioning, external services, other building work, horticulture work, etc. for this project and any other agencies simultaneously executing other works, the contractor shall afford necessary coordination and facilities for the same. The contractor shall leave such necessary holes, openings, etc. for laying/burying in the work pipes, cables, conduits, clamps, boxes and hooks for fan clamps, etc. as may be required for the electric, sanitary air-conditioning, fire fighting, PA system, telephone system, C.C.T.V. system, etc. and nothing extra over the agreement rates shall be paid for the same.

C.7.1 Unless otherwise specified in the bill of quantities, the rates for all items of work shall be considered as inclusive of pumping out or bailing out water if required for which no extra payment will be made. This will include water encountered from any source such as rains, floods, or due to any other cause whatsoever.

C.7.2 Any cement slurry added over base surface (or) for continuation of concreting for bond is added its cost is deemed to have in built in the item unless otherwise/explicitly stated and nothing extra shall be payable or extra cement considered with consumption on this account.

C.7.3 The rate for all items in which the use of cement is involved is inclusive of charges for curing.

C.7.4 The contractor shall clear the site thoroughly of all scaffolding materials and rubbish etc. left out of his work and dress the site around the building to the satisfaction of the Engineer before the work is considered as complete.

C.7.5 Rates for plastering work (excluding washed grit finish on external wall surfaces) shall include for making grooves, bands etc. wherever required and nothing extra shall be paid for the same.

C.7.6 The rates quoted for all brick/concrete work shall be deemed to include

making openings and making good these with the same specifications as

required and/or as directed by engineer in charge. No extra payment shall be

made to the contractor on this account.

C.7.7 Rates for all concrete/plaster work shall include for making drip course moulding, grooves etc. wherever required and nothing extra shall be paid for the same.

C.7.8 Rates for flooring work shall include for laying the flooring in strips/as per sample or as required and nothing extra shall be paid for the same.

C.7.9 The quoted rate shall be for finished items and shall be complete in all respects including the cost of all materials, labour, tools & plants, machinery etc.The client/OWNER/Employer shall not be supplying any material, labour, plant etc. unless explicitly mentioned so.



The contractor has to ensure co-ordination with Institute authorities to maintain the smooth functioning / operation of existing Institute timing without disruption during the execution of work. This may require working rescheduling the normal working hours, working in restricted period etc. Nothing extra shall be payable on this account.

C.7.10 He shall also ensure that all work sites within the Institute complex are properly cordoned off by means of barricades and screens upto a height of 3.0 m above ground level. The contractor shall use painted CGI sheets which are in good condition mounted on steel props.

C.7.11 Stacking of materials and excavated earth including its disposal shall be done as per the directions of the Engineer-in-Charge. Double handling of materials or excavated earth if required shall have to be done by the contractor at his own cost. Following amount in rupees may be charged by ARIES if labour/technician of contractor:

C.8 Warranty All the items covered in the schedule of the requirements, shall carry minimum Two Years Onsite Comprehensive Warranty, commencing from the date of completion of entire job. The after – sales service support / warranty services has to be provided at ARIES, Devasthal, Nainital . The repairing / rectification, if any of the items under warranty must be done

at site only within 24 hours. The bidder should submit along with the technical bid, the detailed plan for providing installation and warranty services at site. Prompt and efficient after sales service must be free within the warranty period.



Section – D

GENERAL RULES & DIRECTIONS

D.1 The bidders name, dated signature & seal should appear on each page of the Tender Document.

D.2 The major cemented work including cable trench, platform for placing the panels, DG Sets, etc. will be provided to the vender by ARIES.

D.3 The bidder shall be responsible for the delivery of the equipments to site and shall include in his bid all the necessary arrangements for transport, loading and off-loading (including cranes, lifting tackles, wire rope, winches, slings, etc.). ARIES will not accept any claims for additional costs in this

regard after the contract has been awarded.

D.4 If the contractor or his workmen or employees shall break, deface, injure, or destroy any part of a building, road kerb, fence, enclosure, water pipes cables, drains, electric or telephone posts, wires ,etc. The contractor shall make the same good at his own expenses. Aries may cause the same to be made good by other workmen and deduct the expenses of which ARIES decision is final.

D.5 In the event of tender being submitted by a firm, it must be signed separately by each partner thereof or in the event of the absence of any partner, it must be signed on his behalf by a person holding a power of attorney authorizing him to do so, such power of attorney to be produced with the tender, and it must disclose that the firm is duly registered under the Indian Partnership Act’ 1952.

D.6 In the case of any tender where unit rate of any item/ items appear unrealistic, such tender will be considered as unbalanced and in case the tenderer is unable to provide satisfactory explanation such a tender is liable to be disqualified and rejected.

D.7 On account of security consideration, some restrictions may be imposed by the security staff on the working and movement of men and materials etc. The contractor shall be bound to follow all such restrictions/ instructions and he shall organize his work accordingly. No claim on this account, whatsoever, shall be payable.

D.8 The contractor shall be responsible for completing the work and for satisfying all terms and conditions of the Contract without any extra payment over his quoted rates unless otherwise specified. The contractor shall quote his rates for various items of work accordingly and no claim whatsoever shall be



entertained for any incidental or extra work involved in the execution of the work as per nomenclature of the item and the specifications indicated in the tender documents.

D.9 The contractor shall prepare and produce instruction, operation and maintenance manuals in English for the use, operation and the maintenance of the supplied equipment and installations, and submit to the Engineer-in-Charge in TWO copies(i.e. hard & soft copies for each equipment) at the time of handing over. The Detail manual shall generally consist of the following:

a) Description of the project

b) Installation & Operating instructions

c) Maintenance instructions including procedures for preventive

maintenance

d) Manufacturers catalogues for each equipment/parts/sub parts

e) Spare parts catalogue of all equipments including full description of

spare parts

f) Trouble shooting charts

g) Mechanical & Electrical Drawing of each panel/equipments/

parts/subparts

h) Type and routine test certificates

i) Test certificate of each DG set, panel & equipment, etc. complete in all

respect.

j) Test certificate of electric cables/wires and other parts.

k) Test certificates of all other equipments mentioned in this tender

document.

l) Detail manual with detail description of whole project, including

electronic governors, wiring diagram, etc. with each component.



Section –E

TECHNICAL SPECIFICATIONS

If any work is not specified in this document, that work shall be carried out as per CPWD General Specifications for Electrical works, CPWD General Specification for Electrical Works Part -I, II & IV, as amended up to date relevant IE rules, and as per directions of Engineer - in - Charge. For electrical panels, CPWD General Specification for Electrical Works Part -IV shall be applicable, for DG Set, Part VII (DG SET works) 2006 as amended up to date along with the changes up to date.

E.1 TECHNICAL PARTICULARS of 380 KVA DG SET

E.1.1 DIESEL GENERATOR SETS

E.1.1.1 INTENT OF SPECIFICATION

This specification covers the design, manufacture, assembly, packing, dispatch, transportation supply, erection, testing, commissioning, performance and guarantee testing of 380 KVA Diesel Gen-Set with AMF panel having provision of auto and manual operation, Acoustic Enclosure, Fuel Tank complete in all respects with all equipment, fitting and accessories for efficient and trouble free operation as specified here under.

E .2 SCOPE OF WORK:

E.2.1 Scope of Supply & Services:

a) Compatibility with Local/Remote control panel including cables between

bidder’s local equipment and special cables if any.

b) Equipment necessary for engine cooling system, radiators, pumps, valves, inter connecting pipes etc., piping, pumps, valves, level indicators, along with tools & accessories for DG set maintenance, etc.

c) Batteries with iron battery stand(with appropriate paint) and battery charging equipment, including their connections as necessary along with tools & accessories for battery maintenance, etc.

d) Minor civil works like chasing, grouting etc. for execution of jobs.

e) Carrying out performance and guarantee test at factory site & ARIES site available load with 10% overloading of the capacity of D.G. Set.



E.2.2 The fuel oil installation shall meet all statutory requirements of Govt. of India as amended up to the date of installation. Any approval required from statutory authorities shall be obtained by the Contractor. Nothing in this specification shall be construed to relieve the contractor of these responsibilities.

E.2.3 Equipment conforming to any other National/International Standard which ensures equal or better quality may be accepted. In such case the bidder shall furnish copies of the standards in English along with his bid and shall clearly bring out the salient features of comparison with corresponding listed standards.

E.2.4 The equipment furnished under this specification has to operate in a tropical climate and shall be given tropical and fungicidal treatment as per relevant specification

E.3 Period of Operation/Duty Cycle:

The set is intended to supply power only during an emergency for essential services and may be idle for long periods except for periodic routine tests once in a week. When there is a total failure of main power supply, the sets shall be required to operate continuously at full load for a period which at a time may exceed even 24 hours.

E .4 ENGINE:

E.4.1 Rating: a) The bidder shall have to furnish copy of deration chart from the

original manual of the engine manufacturer and supporting calculations

to arrive at diesel engine rating if the engine is not designed for 50degC.

ambient temperature.

b) It shall also be capable of satisfactorily driving the alternator at 10% over load at the rated speed for one hour in any period of 12 hours of continuous running.



E.4.2 Speed and Vibration Levels:

a) Speed shall be 1500 revolutions per minute. Speed governor/over speed protection shall be provided. At due running conditions, speed shall be stabilized at plus or minus 2% nominal speed, regardless of load. At transient condition, engine speed shall vary not more than 10% plus or minus. Governor class shall be A1 for normal application unless otherwise specified.

b) The engine vibration level shall not exceed 100 microns.

E.4.3 Lubrications:

a) The engine shall have a closed cycle forced & splash lubricating system

with positive oil pressure and a crank chamber for collection/storage of the lubricating oil during circulation.

b) A lubricating oil filter shall be provided for operation under normal

conditions for a period of 300 hours without the necessity of its replacement or cleaning.

c) In case lubricating oil coolers are required it shall be supplied as an

integral part of the Diesel Generator Set.

e) A lubricating oil level dipstick suitably graduated shall be provided and located in the accessible position.

E.4.4 Fuel System:

a) The engine shall be capable of running on all types of diesel fuel oil

normally available in India.

b) The fuel consumption of the engine at full, three quarters and

half of its rated power output shall be indicated by the Contractor in the

bid.

E.4.5 Turbo Charger:

It shall be of a robust construction, suitable of being driven by engine exhaust having a common shaft for the engine & alternator. It shall draw air from filter of adequate capacity to suit the requirements of the engine.

E.4.6 Quietness of Operation:

a) The engine shall be designed to achieve maximum quietness of operation.

b) Efficient hospital silencer shall be provided as per engine manufacturer's Approved make only for the exhaust.



E.4.7 Engine Starting:

a) Engine starting shall be manual/automatic arrangement. The engine cranking shall be from the panel both for AMF & DG sets (Manual) and any engine starting devices etc. that are given as original fitment on the engine by engine manufacturers shall be either removed or padlocking arrangement given for this so that all normal start/stop operations could be done only from panel whether the set is AMF or manual.

The engine wiring shall be appropriately modified, ferruled to totally match with schematic drawings of the panel.

b) Time for Run-up to Speed: From the initial operation of the starting

device, the engine shall start, run up to normal speed and be capable of accepting 60% of full load within a maximum time of 20 seconds, and full load within a further 20 second.

E.4.8 Starter Battery:

a) The battery shall conform to the requirement of IS: 1651. Starting

battery each of 12 V, heavy duty high performance approved make/quality shall be provided to enable crank & start the engine even in cold/winter morning conditions (up to -10 degree centigrade). The battery set shall be capable of performing at least (5) five normal starts without recharging.

b) The battery shall be provided with good quality MS stand/frame

painted with acid proof black paint with min 3mm thick rubber mat below the battery.

c) The battery shall be provided with 2 Nos. cables, minimum 1.5m long

heavy duty rubber/PVC insulated cabling with brazed tinned lug at one end and with brazed tinned brass terminal lug at battery end - for connecting batteries to cranking system with 0.25 m long inter battery connecting cable.

e) The lugs shall be clearly stamped (+) or (-) and positive cable also red

sleeved for easy identification.

f) The batteries Set shall be supplied fully filled and first charged ready to use.

E.4.9 Battery Charging System:

a) Float rate charging and quick rate charging system shall be provided

at the generator panel with appropriate bridge charger system, LC network, rate

selector switch and generously rated charging transformer and silicon one



rectifier bridge, so that the cranking battery system can be kept fully charged at

all times from E.B. supply network with quick charging rate limited to 0.8 times

rated discharge current with provision in control transformer and Si rectifier

present to enable boost charging the battery at 2 times rated discharge

current in case of emergencies. To this and in the mode selector switch boost

charge position shall be present which however shall be kept disconnected at

mode selector switch normally.

b) DC ammeters to clearly indicate float charging current and quick/boost

charging current shall be provided.

c) Any charger dynamo and dynamo charging current network present

on the set shall be made in operative so that both for AMF and manual

application the cranking battery system is kept charged from the charger at the

panels at all times during or shut down periods of the set.

f) To the above and in case of manual DG sets, the input to charger

subsystem viz., 240 V AC is foreseen to be provided from customer network from

the portion that is normally supplied by manual DG Set during DG operation or

being fed by E.B. System.

E.4.10 The generating set shall be so designed that it is capable of

reaching its full voltage and frequency and shall be ready to take full

load within 30 seconds of a starting impulse being received. AMF panel

should have provision for the variable time range selection to start

generating set after the mains failure.

E.4.11 a) The control panel shall be sheet steel enclosed and shall be dust and

vermin proof providing a degree of protection of IP-42. Sheet steel used shall be cold rolled and at least 2.0mm thick and properly braced and stiffened.

b) Control panel shall be provided with hidden hinged door(s) with pad locking arrangement and suitable brackets/channels shall be provided for floor mounting.

c) All doors, removable covers and plates shall be casketed all around with neoprene gaskets. All accessible live connections shall be shrouded and it shall be possible to change individual switches, fuses, MCCBS without danger of contact with live metal.



d) All live parts shall be provided with at least phase to phase and phase

to earth clearances in air of 25mm and 20mm respectively. e) Adequate interior cabling space and suitable removable cable gland

plate shall be provided. Necessary number of cable glands shall be supplied and fitted on to this gland plate. Cable glands shall be screwed on type and made of brass. f) Two number of earthing terminals shall be provided. g) All sheet steel work shall be degreased, pickled, phosphate and then applied with two coats of zinc chromate primer and powder coat finishing both inside and outside of shade 631 (gray) or any other shade as per selection. E.4.12 AMF Control Panel of DG Sets: a) AMF control panel shall have Microprocessor based relay with composite meter for digital display as per requirement. b) Manual Operation: Diesel Generator shall be capable of being start and stopped manually from remote as well as local panel. When the voltage is developed this give a signal to the generator breaker which closes and connect the diesel generator to the load. However, interlock shall be provided in the DG local control panel to prevent shutting down operations as long as circuit breaker is closed. Interlock shall be provided between the DG and Mains breaker also that if one breaker is closed then other one should not be closed unless the 1st one is opened and vice-versa. If DG set is stopped and is in manual mode then what ever mains power is available (whether it is low voltage or 1/2/3 phase supply) should be connected to the load.

c) Auto Operation: When mains power is available, the healthiness of this power should be monitored. If voltages on the 3 phases are within limits, then the mains breaker should be closed and mains power will be connected to the load.

If the mains fai ls or voltage drops on any phase or on all phases and if this drop persists for more than a pre-adjusted period of time (say 1 to 20 seconds) a signal should be sent to the engine starting circuit while at the same time opening the mains supply breaker and disconnecting load from mains as voltage is below acceptable limits. When the engine is healthy, it starts up in a few seconds and the generator develops voltage. When the voltage is developed, the generator breaker c l oses and connects the diesel generator to the load. Simultaneously, it should de-energize the engine starting circuit and the starter motor is disengaged. The engine protection circuits for high water temperature and low lubricating oil pressure should also energize.



Resumption of Supply: If voltage from mains is resumed, the main voltage should be checked for healthiness, i.e. for maintained correct voltage for a period of time (adjustable up to three minutes or more) and then send a signal to stop the engine and to change over the breakers from generator to mains and normal supply is resumed to the load. The solenoid operation and closing and tripping of breakers should be done through control voltage 24 VDC. Failure to Start:

A three attempt starting facility using two impulse timers and a summation timer for engine shall be provided and if voltage fails to develop within 30 seconds from receiving the first start impulse, the set shall lockout automatically and a visual and audible alarm shall be given in the control panel. The remote panel shall receive "DG Trouble Alarm".

E.4.13 The control panel shall have the following provisions for the control of DG Set:

1. MCCB's as per BOQ & AMF panel.

Safeguards shall be provided and arranged when necessary to stop the engine Automatically by the following:

a) Energising a solenoid coupled to the stop lever on the fuel injection pump rack. b) De-energising the "fuel on" solenoid c) Energising the "fuel - cut off" solenoid. The operation of the safeguard shall at the same time give individual warning of the failure by illuminating an appropriate local visual indicator and remote alarm at generator panel. The contactors, relays, electronic governor and other devices necessary for signal and control, for above purposes shall be provided at Generator panel.

At the set at a easily accessible place an "EMERGENCY STOP" mushroom head

stay put type shall provided to stop the set in emergency mode.

The safe guard to "STOP THE SET" shall stop the set irrespective of mode

selection of the set viz: remote, Auto, Manual or test for following cases, with

simultaneous isolation of alternator circuit.

1. Providing, installing, Testing and Commissioning of 'Silent Type' Diesel Generating set along with Alternator having Prime Power rating of 380 KVA, 415 Volts at 1500 RPM, 0.8 lagging power factor at 415 V suitable for 50 HZ, 3 phase system & for 0.85 Load factor and consisting of the following:

1 Set

a) Diesel Engine:

Diesel engine 4 stroke water cooled, electric start, of suitable BHP at 1500 RPM suitable for above output of alternator at 40 Degree C, 95% RH & at 2500 Meter AMSL and conforming to BS 5514, BS 649, IS 10000, capable of taking 10% over loading for one hour after 12 hours of continuous operations. The engine will be fitted complete with all the required accessories.

b) Engine mounted Instrument Panel fitted with and having digital display for following:

Synchronous alternator rated at 380 KVA, 415 volts at 1500 RPM, 3 phase,4 wire system 50 Hz Ac supply with 0.8 lagging power factor at 40 Degree C, 95% RH & at 2500 Meter AMSL. The alternator shall be having SPDP enclosure, brushless, continuous duty, self-excited and self- regulated through AVR conforming to IS: 4722/BS 2613 suitable for tropical conditions



and with class F/H insulation. The salient features of the alternator are:- � ≤ + 1% voltage regulation (max) in static

conditions. � IP: 23 protections with class ‘H’ insulation. � Permanent lubricating bearing. Permissible overload of 10% for one hour in 12 hours of operation

d) Base Frame & foundation :

Both the engine and alternator shall be mounted on suitable base frame made of MS channel, coupled and aligned on a common channel iron fabricated Base Frame with pre- drilled holes with necessary reinforcement which shall be installed on suitable cement concrete foundation and vibration isolation arrangement as per recommendation of manufacturer. (Cement foundation will be provided by ARIES).

e) Fuel Tank:

Daily service fuel tank of 990 liters capacity fabricated out of 5 mm thick M.S. sheet, with 7 tanks treatment & powder coating. Fuel piping shall be provided between fuel tank and diesel engine and/or DG integrated tank with MS class 'c' pipes or better of suitable dia. complete with valves, suitable stand, etc, 3 stage fuel level sensors (to show 100 litres, 500 litres & 990 litres diesel level), transparent, rugged, fire proof, mechanical fuel level indication(visible from outside) from 0 to 990 litres scale graduated at step of 50 litres complete with all standard accessories as required as per specifications with drain valve, air vent, inlet and outlet connections. One openable & lockable lid of about 500mm dia. shall be provided at the top for cleaning purpose. The tank should be coated from inside with suitable materials so that any corrosion or decaying of MS walls should not occur in future. The dimensions of fuel tanks shall be 1000mmx1000mmx1000mm.



f) Exhaust System:

Dry exhaust manifold with hospital exhaust silencer and catalytic converter.

g) Starting system :

12V/24V DC starting system comprising of starter motor: Voltage regulator and arrangement for initial excitation complete with suitable nos. of batteries (maintenance free, about 180 Amp. Hour capacity lead acid type) as required as per specifications.

h) Acoustic and weather proof enclosure with arrangement for fresh air intake for cooling of the engine & alternator, extraction, discharging, hot air in to the atmosphere as per specifications.

Copper conductor armoured cable for signal transmission purpose as per requirement (length between control panel and DG set will be less than 50 meters).

Automatic mains failure (AMF) control panel shall be able to start up the DG set and transfer the loads on to the DG sets on mains failure without requiring any human intervention. Similarly on resumption of mains supply it shall be able to transfer the load to mains supply and switch off the DG set automatically.

Note: a) Any columns left blank may be liable for rejection of Tender.

No lump-sum rates will be allowed. Rates should be clearly mentioned

for individual items as per unit bases.

MEASURING INSTRUMENTS, METERING & PROTECTION

E.8.1 GENERAL

Direct reading electrical instruments shall be in conformity with IS 1248. The accuracy of direct reading shall be 1.0 for voltmeter and 1.5 for ammeters or

better. Other type of instruments shall have accuracy of 1.5 or better. The

errors due to variations in temperature shall be limited to a minimum. The

meter shall be suitable for continuous operation between-10 degree Centigrade

to + 50 degree Centigrade. All meters shall be of flush mounting type of 96mm square or circular pattern. The meter shall be enclosed in a dust tight housing.

The housing shall be of steel or phenolic mould. The design and manufacture of

the meters shall ensure the prevention of fogging of instrument glass.

Instruments meters shall be sealed in such a way that access to the measuring

element and to the accessories within the case shall not be possible without removal of the seal. The meters shall be provided with white dials and black scale

markings in case of analog meter, although in most of the cases digital meter

will be preferred.

The pointer shall be black in colour and shall have zero position adjustment device which could be operated from outside. The direction of deflection shall be from left to right.

Suitable selector switches shall be provided for all ammeters and voltmeters intended to be used on three-phase supply.

The specifications herein after laid down shall also cover all the meters,

instrument and protective devices required for the electrical work. The ratings

type and quantity of meters, instruments and protective devices shall be as per

the Bill of quantities.

E.8.2 AMMETERS

Ammeters shall be moving iron or moving coil type. The moving part assembly shall be with jewel bearing. The jewel bearing shall be mounted on a spring to prevent damage to pivot due to vibrations and shocks, the ammeters shall be manufactured and calibrated as per the latest edition of IS: 1248. Ammeters shall be instrument transformer operated, and shall be suitable for 5A secondary of instrument transformer. The scales shall be calibrated to indicate



primary current, unless otherwise specified. The ammeters shall be capable of carrying sustained overloads during fault conditions without damage or loss of accuracy.

E.8.3 VOLTMETERS

Voltmeter shall be of moving iron or moving coil type. The range for 415 volts, 3 phase voltmeters shall be 0 to 500 volts. Suitable selector switch shall be provided for each voltmeter to read voltage between any two lines of the system. The voltmeter shall be provided with protection fuse of suitable capacity.

E.8.4 CURRENT TRANSFORMERS

Current transformers shall be in conformity with IS: 2705 (Part I, II & III) in all respects. All current transformers used for medium voltage applications shall be rated for 1kV. Current transformers shall have rated primary current, rated burden and class of accuracy as required. However, the rated acceptable minimum class of various applications shall be as given below:

Measuring : Class 0.5 to 1

Protection : Class 5P10.

Current transformers shall be capable of withstanding without damage, magnetic and thermal stresses due to short circuit fault of 50KA on medium voltage system. Terminals of the current transformers shall be marked permanently for easy identification of poles. Separate CT shall be provided for measuring instruments and protection relays. Each C.T. shall be provided with rating plate.

Current transformers shall be mounted such that they are easily accessible for inspection, maintenance and replacement. The wiring for CT's shall be copper conductor, PVC insulated wires with proper termination lugs and wiring shall be bunched with cable straps and fixed to the panel structure in a neat manner.

All Current Transformer shall be Cast resin type.



E.9 MISCELLANEOUS

Control switches shall be of the heavy-duty rotary type with escutcheon plates clearly marked to show the operating position. They shall be semi-flush mounting with only the front plate and operating handle projecting.

Indicating lamps shall be of the filament type of low watt consumption, provided with series resistor where necessary, and with translucent lamp covers, bulbs & lenses shall be easily replaced from the front.

Push buttons shall be of the momentary contact, push to actuate type fitted with self- reset contacts & provided with integral escutcheon plates marked with its functions.



E.10 ACOUSTIC ENCLOSURE FOR 380 KVA DG SET

ACOUSTIC ENCLOSURE should be CPCB APPROVED)

♦ The acoustic enclosure should be made of 14 SWG CRCA sheet

♦ The enclosure would be of modular construction with the provision to assemble and dismantle easily at site.

♦ The sheet metal components should be SEVEN TANK pre treated before powder coating.

♦ The enclosure is powder coated (inside as well outside) with a special pure polyester based powder. All nuts and bolts/external hardware are made from stainless steel.

♦ The doors should be gasketed with high quality EPDM gaskets to prevent leakage of sound

♦ The door handles will be lockable type.

♦ Sound proofing of the enclosure should be done with high quality Rock wool/Mineral wool conforming to IS 8183. The rock wool is further covered with fiber glass tissue and perforated sheet.

♦ Specially designed attenuators should be provided to control sound at air entry and exit points.

♦ Adequate ventilation is provided to meet total air requirement. If required, a blower is provided to meet total air requirement.

♦ Temperature of enclosure does not exceed beyond 5 - 7°C of ambient temperature.

♦ There should be a provision of emergency shutdown from outside the

enclosure.



♦ Noise Level is <75 dB(A) at 1 mtr distance from enclosure under free field conditions, i.e. as per CPCB Norms.

♦ Door hinges should be made of anti corrosive special alloy.

E.11.2 Material:

Material conforming to ISS or the internationally accepted standards, which

ensure equal or higher quality than the standards mentioned above, would

also be acceptable. In case the Bidders who wish to offer material

conforming to the standards, salient points of difference between the

standards adopted and the specific standards shall be clearly brought out in

relevant schedule. A copy of such standards with authentic English

translations shall be furnished along with the offer.

E.11.3 INSULATION MATERIAL:

Electrical grade insulation epoxy dotted Kraft Paper/Nomex and pressboard

of standard make or any other superior material subject to approval of the

purchaser shall be used.

E.11.4 Diesel Tank Construction:

(a) The tank shall be rectangular/circular shape with round edges or

round shape and be fabricated from tested quality of mild steel of

thickness 5mm for all walls.

(b) The Diesel tank must be complete with all accessories, 3

levels of Diesel sensor for indicating the level of diesel, lifting

lugs and shall be designed to allow the complete with

appropriate stand.

(e) Mechanical fuel level indicator should be fitted in the tank and fuel

level should be visible from outside.

E.11.5 Fittings:

a) Diesel conservator with Diesel level indicator, minimum level marking

and drain plug should be fitted.

b) Additional Neutral separately brought out for earthing for the DG Set

Alternator and Engine.

c) Earth terminals 2nos. for body & 2nos for neutral for each DG Set.



E.11.6 FASTENERS:

1. All bolts, studs, screw threads, pipe threads, bolt heads and nuts

shall comply with the appropriate Indian Standards for metric threads, or the technical equivalent.

2. Bolts or studs shall not be less than 6 mm in diameter except when used for small wiring terminals.

3. All nuts and pins shall be adequately locked. 4. Wherever possible bolts shall be fitted in such a manner that in the

event of failure of locking resulting in the nuts working loose and falling off, the bolt will remain in position.

5. The length of the screwed portion of the bolts shall be such that no screw thread may form part of a shear plane between members.

6. Taper washers shall be provided where necessary. 7. Protective washers of suitable material shall be provided front and

back of the securing screws.

E.11.7 LOAD MANAGEMENT SIGNAL LIGHT:

A signal light shall be provided to give information about the loading

condition of the generators. It shall forewarn any overloading

problem at the installation such that replacement of the existing

generator with a higher capacity generator can be planned. The

signal light mechanism shall not reset itself when the load drops from

the overloaded condition. The signal light shall remain lighted once

the signal light contacts close due to overload and can be turned off

by manual operation. (The signal light shall not give indication for

momentary overloading).

E.11.8 Rating and Diagram plates

The following plates shall be fixed to DG sets in a visible position.

A rating plate of weather proof material bearing the data specified in the appropriate place on DG set & Alternator should be fixed.

E.11.9 Joints and Gaskets

All gaskets used for making Diesel oil tight joints shall be of proven

material such as granulated cork bonded with synthetic rubber gaskets or

synthetic rubber or such other good material.



E.11.10 PAINT MATERIAL

a) Paint may be suitably used for the items to be painted at shop and supply of matching paint to site: Heat resistant paint (Hot oil proof) for inside surface

b) For external surfaces one coat of thermo setting powder paint or one coat of epoxy primer followed by two coats of synthetic enamel/polyurethene base paint. These paints can be either air drying or stoving.



E.12 PROCUREMENT, INSPECTION & APPROVALS OF EQUIPMENTS

Approved list of makes and vendors are given in the end of technical specifications. The makes of equipment/materials supplied shall be strictly as mentioned therein. For all items prior sample approval shall be taken before procurement of the same. All equipments/material supplied shall be brand new and shall be procured directly from the manufacturers, dealers or authorized agents.

ARIES Engineer-in-charge shall have access to the manufacturer's premises for stage inspection/final inspection of any item during its design, manufacturing, and assembly and testing. After carrying out the necessary factory tests and routine tests as per IS Standards, a copy of the routine test certificate shall be forwarded along with the call for carrying out the inspection at the manufacturer's works.

Based on the inspection certificate, ARIES Electrical-in-charge reserves the right to carry out the inspection at a mutually agreed date and/or give inspection waiver. Minimum of one week will be needed after receipt of complete shop inspection report and other details to depute our inspector for inspection.

It is the responsibility of the contractor to ensure that all electrical works are carried out as per the IE Rules & regulations, National Building Code and IS Codes & Standards. All necessary drawings and details as required by Electricity Board, Electrical Inspector, Fire Department and other Local Statutory agencies, shall be prepared by the contractor. The contractor is responsible to submit the drawings, certificates, NOC and other details as required to the Local Authorities and obtain

necessary approvals including pollution control board, fire department, local authority, etc. before energizing and commissioning both for DG & diesel storage capacity. All official fees required for getting the approval will be reimbursed on account of Client on submission of original documents with bills.



E.13 TESTS

E.13.1 a) All the equipment offered shall be fully type tested by the bidder or

his collaborator as per the relevant standards including the additional type tests. The type test must have been conducted on a DG sets of same design during the last five years at the time of bidding. The bidder shall furnish two sets of type test reports along with the DG sets. Offers without type test reports will be treated as non- responsive.

b) Special tests other than type and routine tests, as agreed between purchaser and bidder shall also be carried out as per the relevant standards.

c) The requirements of site tests are also given in this clause. d) Before dispatch completely assembled DG sets shall be subjected to

the routine tests at the manufacturer’s works. e) The alternator of each type and rating shall be type tested for the

following tests as per IS: 4722, IEEE 115 & BS: 5000. Test certificates to be provided for routine and type tests from the manufacturers.

E.13.2 ERECTION, TESTING, COMMISSIONING, PERFORMANCE & GUARAANTEE TESTS/PROCEDURE AT SUPPLIER SITE & ARIES SITE

The entire work of erection, testing and commissioning of equipment supplied under this package shall be carried out by contractor and performance and guarantee tests to be conducted at factory site as well as ARIES site. For this purpose the contractor shall depute suitable qualified technical supervisor to site on advance intimation to the Owner along with all special testing equipment required for testing and performance and guarantee tests. The supervisor(s) shall be responsible for the installation, testing, commissioning, checks, performance & guarantee tests mentioned in relevant clauses of this tender and the checks recommend by the contractor.

The contractor shall ensure that the equipment supplied by him is installed in a

neat workman like manner such that they are leveled, properly aligned and well

oriented. The tolerances shall be established in Contractors drawings and/or as

stipulated by the Owner.

All special tools and tackles and spares required for erection, testing and

commissioning of equipment shall be supplied by the contractor.

Erection, testing and commissioning manuals and procedures shall be supplied,



prior to dispatch of the equipment.

The contractor shall ensure that the drawings, instruction and recommendations are correctly followed while handling, setting, testing and commissioning the equipment.

E.13.3 Commissioning Check Tests/Performance and Guarantee Test:

In addition to the checks and test recommended by the manufacturer, the contractor shall supervise the following factory acceptance tests as well as site acceptance test to be carried out on each DG set.

i. Load Test

Each DG Set shall be given load test at factory site for a period of at least 1 hour & ARIES site for a period of at least 5 hours depending upon the actual power factor of the load and set shall be subjected to the maximum achievable load without exceeding the engine or alternator capacity (the diesel consumption, etc. in every test shall be provide by the supplier).

This full load test is to be followed immediately by a 10% overload run for 30 minutes at factory site & one hour at ARIES site. The performance of the engine, alternator shall be satisfactory at the end of this overload run.

During the load test half hourly records of the following shall be taken:

a. Ambient temperature b. Cooling water temp. c. Lubricating oil pressure. d. Speed e. Voltage, wattage and current output. f. Oil tank level.

ii. Speed and Governing

The speed of the engine shall be verified to ensure that it conforms to the requirement of BS: 5514.

iii. Check of Fuel Consumption

A check of the fuel consumption shall be made through out the test run of full load and overload.



iv.Noise level The sound level measured at a distance of 1 meter horizontally from the base of any equipment furnished and installed under these specifications expressed

in decibels to a reference of 0.0002 microbar, shall not exceed the limit given

as per CPCB norms i.e. 75 dbA average at 1 mtr. distance from acoustic

enclosure.

v. WIRING, CONNECTIONS, RELAYS

Commissioning checks and tests shall include all wiring checks and checking up of connections. Primary/secondary injection tests for the relays adjustment/setting shall be done before commissioning in addition to routine meggar test. Checks and tests shall include the following: a) Operation checks and lubrication of all moving parts.

b) Interlocking function check.

c) Insulation test: As per CPWD Specifications.

d) Trip tests & protection gear test.

VI. PERMITS, INSPECTION & LICENSE FEE

The contractor shall arrange all necessary local, provincial or national government permit and shall make arrangements for inspection and tests required thereby. Expenses to be borne by purchaser.



E.14 CABLE TERMINATIONS

E.14.1 Provision shall be made for top or bottom entry of cables as required. Generous size of cabling chambers shall be provided, with the position of cable gland and terminals such that cables can be easily and safely terminated.

Barriers or shrouds shall be provided to permit safe working at the terminals of one circuit without accidentally touching that of another live circuit.

Cable risers shall be adequately supported to withstand the effects of rated

short circuit currents without damage and without causing secondary faults.

E.14.2 LABELS

Labels shall be anodised aluminium with white engraving on black background shall be provided for each incoming and outgoing feeder of Main/Sub Distribution and all Panels with route markers at each 8m distance.



E.15 LOAD BALANCING

Balancing of circuits in three-phase installation shall be planned before the commencement of wiring and shall be strictly adhered to.

E.15.1 Connection of DG set with AMF panel

The supplier shall make all the necessary connections (with complete

functioning) of DG set with AMF panel without any extra cost.

E.15.2 RESISTANCE TO EARTH Earth & copper strip will be provided by ARIES and supplier will make

all connection of earthing with both DG sets without any extra cost.

E.16 PENALTY FOR NON PERFORMANCE:

During testing at supplier’s works, if it is found that the technical

specifications are different than required, ARIES will reject the D.G. set

and EMD may be forfeited.



Section F

GENERAL REQUIREMENTS FOR SUPPLY OF EQUIPMENT

F.1 ATMOSPHERIC CONDITIONS at ARIES, Devasthal, Nainital All panels/equipments/instruments shall work in the following atmospheric conditions:

a) Temperature: -10 Degree Centigrade to 50 degree centigrade b) AMSL: 2500m c) Humidity: 50% to 100%

F.2 TESTING AND INSPECTION

Failure on the part of the client to inspect or to reject after inspection any

work, which later proves to be defective, shall not relieve the Contractor

from warranties, commitments and obligations, which he undertakes under

this contract. The Contractor is solely responsible for the accuracy, quality

and completeness of his work and supply.

The client at his discretion shall order re-inspection of the whole / part of the

material found faulty during inspection. The Contractor shall attend to all the

comments noted by the client.

F.3 PACKING AND FORWARDING

The Contractor shall include and provide for securely protecting and packing

the equipment in accordance with the best established practices so as to

protect the contents from damage during transit, storage, exposure to heat,

moisture or rain.

Notwithstanding the above, the Contractor shall be entirely responsible for

loss, damage or deterioration to the materials occasioned by faulty,

defective or insecure packing.

The following marks in English block letters shall be clearly stenciled on the

packages with good quality non-fading paint in characters sufficiently large as

the size of the package will permit.

Each package shall have a detailed packing list quoting the detailed list of the

contents packed within the package giving the part numbers with reference

to the assembly drawings.



F.4 QUALITY ASSURANCE PLAN:

a) The bidder shall invariably furnish following information along with his bid, failing which his bid shall be liable for rejection. Information shall be separately given for individual type of equipment offered.

b) Statement giving list of important raw materials, names of sub- suppliers for the raw materials, list of standards according to which the raw materials are tested, list of tests normally carried out on raw materials in the presence of bidder’s representative, copies of test certificates.

c) Information and copies of test certificates as above in respect of bought out accessories.

d) List of manufacturing facilities available. e) Level of automation achieved and list of areas where manual

processing exists. f) List of areas in manufacturing process, where stage inspections

are normally carried out for quality control and details of such tests and inspection.

g) List of testing equipment available with the bidder for final testing of equipment along with valid calibration reports. These shall be furnished with the bid.

h) Quality Assurance Plan (QAP) with hold points for purchaser’s inspection.

F.5 DEVIATIONS:

a) The bidders are not allowed to deviate from the principal

requirements of the Specifications. However, the bidder is required to submit with his bid in the relevant schedule a detailed list of all deviations without any ambiguity. In the absence of a deviation list in the deviation schedules, it is understood that such bid conforms to the bid specifications and no post-bid negotiations shall take place in this regard.

b) The discrepancies, if any, between the specification and the catalogues and / or literatures submitted as part of the offer by the bidders, shall not be considered and representations in this regard shall not be entertained.

c) If it is observed that there are deviations in the offer in guaranteed technical particulars other than those specified in the deviation schedules then such deviations shall be treated as deviations.

d) All the schedules shall be prepared by vendor and are to be enclosed with the bid.

Synchronous alternator rated at 380 KVA, 415 volts at 1500 RPM, 3 phase, 4 wire system 50 Hz Ac supply with 0.8 lagging power factor at 40 Degree C, 95% RH & at 2500 Meter AMSL. The alternator shall be having SPDP enclosure, brushless, continuous duty, self-excited and self- regulated through AVR conforming to IS: 4722/BS 2613 suitable for tropical conditions and with class F/H insulation. d) Base Frame & foundation : Both the engine and alternator shall be mounted on suitable base frame made of MS channel, coupled and aligned on a common channel iron fabricated Base Frame with pre-drilled holes with necessary reinforcement which shall be installed on suitable cement concrete foundation and vibration



isolation arrangement as per recommendation of manufacturer. (Cement foundation will be provided by ARIES).

e) Fuel Tank : Daily service fuel tank of 990 liters capacity fabricated out of 5 mm thick M.S. sheet, with 7 tanks treatment & powder coating. Fuel piping shall be provided between fuel tank and diesel engine and/or DG integrated tank with MS class 'c' pipes or better of suitable dia. Complete with valves, suitable stand, etc, 3 stage fuel level sensors (to show 100 litres, 500 litres & 990 litres diesel level), transparent, rugged, fire proof, mechanical fuel level indication(visible from outside) from 0 to 990 litres scale graduated at step of 50 litres complete with all standard accessories as required as per specifications with drain valve, air vent, inlet and outlet connections. One openable & lockable lid of about 500mm dia shall be provided at the top for cleaning purpose. The tanks should be coated from inside with suitable materials so that any corrosion or decaying of MS walls should not occur in future. The dimensions of fuel tanks shall be 1000mmx1000mmx1000mm.



f) Exhaust System:

Dry exhaust manifold with hospital exhaust silencer and catalytic converter.

g) Starting system: 12V/24V DC starting system comprising of starter motor: Voltage regulator and arrangement for initial excitation complete with suitable nos. of batteries (maintenance free, about 180 Amp. Hour capacity lead acid type) as required as per specifications.

h) Acoustic and weather proof enclosure with arrangement for fresh air intake for cooling of the engine & alternator, extraction, discharging, hot air in to the atmosphere as per specifications.

i) Copper conductor armoured cable for signal transmission purpose as per requirement (length between control panel and DG set will be less than 50 meters).

j) Automatic mains failure (AMF) control panel shall be able to start up the DG set and transfer the loads on to the DG sets on mains failure without requiring any human intervention. Similarly on resumption of mains supply it shall be able to transfer the load to mains supply and switch off the DG set automatically.
