Sub: Advance exchange and Overhaul of Installed landing gears for A319, A320 & A321

aircraft

INTRODUCTION

Air India Limited (AIL), the owner and operator of Air India, invites bids for advance

exchange and overhaul of 27 A320 family aircraft, Fifteen A319/A320 aircraft and Twelve

A321 aircraft as follows:-

The Advance Exchange landing gear and actuators shipset required in accordance with

delivery schedule.

Bidder must either bid for full A319/A320 fleet or full A321 fleet or both the fleets. Bidders

must provide in accordance with delivery schedule two advance exchange shipsets of

A319/A320 if bid is for A319/A320 fleet or two advance exchange shipsets for A321 if bid

is for A321 fleet or two advance exchange shipsets each for A319/A320 & A321 if bid is for

both fleets of A319/A320 & A321.

All Landing gear sets shall be delivered to and collected from AI Facility at Kolkata for

A319 aircraft, Delhi for A320 aircraft and Mumbai for A321aircraft. Packing, custom

clearance and freight etc shall be handled by selected bidder.

INSTRUCTIONS FOR TENDERING

1.

The Bids should be neatly presented. Corrections, if any, should be duly authenticated with

full signature of the person who has signed the Bids, failing which such Bids are liable to be

rejected.

2. Before submitting the tender, the Bidders are requested to carefully examine the Tender

Documents, Terms & Conditions of Assignment, Specifications and if there should be or

appear to be any ambiguity therein they should immediately refer the matter to Air India

Ltd., for clarification.

3. The Bidder shall complete the annexed forms of Tender and information called for therein,

and shall sign with date each of the documents. The Bidder shall initial each page of the

Tender Document.

4. Bids received by Fax or through E-mail will be rejected.

5. The Tender shall accompany the document proofs for qualifying requirements. Documents

on 04/06/2018”, and must contain the conditions as specified in Annexure 5. Please do not

include price & commercial terms in the technical bid.

SEALED ENVELOPE – II: PRICE BID

To be superscribed with “Price Bid for Tender No. MMD/A319 A320 A321 LG/02 Due on

04/06/2018”, and must contain the price bid strictly as per the Format given at Annexure 7.

Air India’s price bid terms are specified in Annexure 6.

TERMS & CONDITIONS OF THE TENDER

1 General Terms:

1.1 Tenders received after the closing date & time will not be considered.

1.2 In case the Price bid and the Technical Bid are enclosed in the same envelope and/ or in an

open condition instead of in two separate sealed / closed envelopes, such Bids will be

rejected.

1.3

The Bids should be neatly presented. Corrections, if any, should be duly authenticated with

full signature of the person who has signed the Bids, failing which such Bids are liable to be

rejected.

1.4 All bid documents as per attached annexures are to be submitted on bidder’s company letter-

head.

1.5 The Technical Bid should not contain any indication of price. In case, there is any indication

of the price quoted in the Technical Bid, such Bids will be rejected without any reference to

the bidder. No correspondence will be entertained in this regard.

1.6 All the prices quoted in Price bid should be in USD. In case, any bidder quotes in a currency

other than in USD, the IATA exchange as per Air India’s System on the date of opening of

the Price bids will be used for conversion from the quoted currency to USD for the purposes

of evaluation.

1.7 The prices finalized shall remain firm for the entire period of the awarded contract. All

exchange/ overhaul orders received during the period of contract must be completed by the

selected bidder at the contract price and terms & conditions.

1.8 In case of any deviations/ variations from the terms and conditions of the tender, including

technical terms and commercial terms, the same must be clearly specified/ indicated in the

Technical bid only.

1.9 Air India Ltd. does not bind itself to accept the lowest or any Tender and has the right to

refuse any Tender without assigning any reason or select any Bidder that is in the final

evaluation list. Air India Ltd. also has right to re-issue the Tender without Bidders having

right to object to such reissue.

1.10 Amendments and clarifications, if any, to this tender, will be hosted on the website of Air

India at www.airindia.in . The bidders are, therefore, advised to visit the websites regularly

till the date of closing of the tender. The last amendment, if any, will be hosted a minimum

of seven days before the closing date of the tender.

2. Earnest Money Deposit (hereinafter referred to as “EMD”)

2.1 The prospective Applicants/Bidders are required to submit an Earnest Money Deposit of

USD 25,000.00 (Twenty Five Thousand USD Only). EMD must be submitted by the

Applicant/Bidder by means of wire transfer in favour of Air India Limited, payable at

London, and should be submitted along with Annexure 5. The proof of remittance by wire

transfer is to be submitted along with Technical Bid. No other mode of payment is

acceptable.

2.3 EMD will not carry any interest.

2.4 EMD of the successful bidder would be retained for the entire contract period.

2.5 EMD of the unsuccessful bidders would be returned without interest after award of contract

to the successful bidder(s).

3. Validity of bids/ offers:

3.1 Prices offered should be valid for a period of 120 days from the closing date for submission

of bids.

3.2 No request for increase in the prices after close date of the tender will be entertained.

4. Agreement

4.1 The contract will be finalized and signed with bidder(s) who will provide in accordance

with delivery schedule two advance exchange shipsets of A319/A320 if bid is for

A319/A320 fleet or two advance exchange shipsets for A321 if bid is for A321 fleet or

two advance exchange shipsets each for A319/A320 & A321 if bid is for both fleets of

A319/A320 & A321 and undertake overhaul of removed landing gear shipsets.

Fifteen A319/A320 aircraft and Twelve A321 aircraft are scheduled to be covered

under the contract, however Air India reserves the right to amend/modify number of

aircraft under the contract.

4.2 Air India will enter into two separate agreements with selected bidder(s) – one for advance

exchange & overhaul and other for logistics.

4.3 The prices finalized shall remain firm for the entire period of the contract. All exchange/

overhauling orders received during the period of contract must be completed by the selected

bidder at the contract price and terms & conditions.

4.4 A draft copy of the agreement must highlight each corresponding requirements of the

Tender Schedule. The clauses of the draft agreement must conform to the bid offer.

4.5 AIR INDIA LTD. reserves the right to accept / reject any or all the offers submitted or annul

the tender without assigning any reason whatsoever.

5. Validity of the Contract

5.1 The selected bidder for the respective advance exchange and overhaul of the landing gear

will enter into a contract for a period till completion of warranty period of the last gear.

5.2 The contract will have an option to extend the validity of contract by Two or more years by

mutual consent of both parties at same price, terms & conditions due to unforeseen reasons.

6. Payment

6.1 Payment term shall be 60 days from the date of receipt of invoice with all supporting

documents.

6.2 Invoice for advance exchange fee and Fixed Price overhaul charges can be raised after

delivery of advance exchange shipset.

Invoice for logistics can be raised after completion of delivery & return shipment of landing

gear shipset.

Invoices for Exceptions allowed on the Fixed Price if any, are to be submitted and upon

approval by Air India, same will be provided as separate invoice against service order raised

by Air India.

6.3 In case a bidder does not accept this payment term, the price bid would be loaded by

financing cost @ 18 % per annum for the difference between 60 days and the actual credit

period offered by the vendor for the offered amount.

6.4 No advance / pre payment term will normally be accepted. However, if any bidder requires

advance payment, such advance payment will be loaded by financing cost @ 18% per

annum. Advance payment is to be covered by counter Bank Guarantee by the bidder.

6.5 Invoicing address and the necessary contact references for payment will be notified in the

contract.

6.6 Please also indicate the volume discount (it should appear in the Price Bid).

6.7 Payment will be made through wire transfer. Full bank details such as name of Bank, Bank

Account No. and currency, IBAN No. and Swift Code, details of routing bank if any, where

payment is to be effected, should be furnished. Air-India will not accept payment terms of

bank guarantee, letter of credit (LOC) and IATA clearance.

7. Security Deposit(SD) Successful bidder shall deposit within 15 days of signing of agreement of 5% of value of

Four Landing Gear Shipset Fixed price as Security Deposit that shall be retained by Air

India till the warranty of all shipsets are completed. Security Deposit can be deposited in the

form of Bank Grantee (BG).

BG must have endorsement of the Indian Counterpart of the bank issuing the BG. Cost of

BG has to be borne by successful bidder(s).

8. Penalty

8.1 In case of non adherence to delivery schedule, penalty will be levied for delayed delivery at

the rate 0.5% per week or part thereof of the total price of each advance exchange fee and

overhaul charges (as quoted in Price bid format for each gear) excluding taxes and delivery

charges) subject to a maximum of 10% of the value of the total price of each advance

exchange fee plus overhaul charges. This will be recovered from the amount due to the

selected bidder after due notification to the vendor in advance.

8.2 The tentative delivery schedule of the advance exchange is specified at Annexure-1. In the

eventuality of failure to meet the delivery schedule (exact date of requirement of advance

exchange gear will be notified 60 days in advance), Air India will have the right to cancel

the contract without any financial liability on its part for the work already performed. Air

India in such a case can also cancel the contract with forfeiture of the Security Deposit (SD)

amount, without any liability on its part.

9. Insurance

9.1 The transit insurance for the landing gear to and from Air India will be the responsibility of

selected bidder.

9.2 When the landing gear is in the custody of the repair agency, necessary insurance coverage

including liability for loss due to theft or fire or any natural causes including incident related

/ foreign object damage will be the responsibility of the selected bidder.

9.3 However the goods must be suitably packed as required and packaged for transportation to

Air India as per standard / IATA procedures and / or mandatory requirements. The

successful bidder is liable for damages resulting from inadequate packaging and packing.

10. Warranty

10.1 Bidders must quote for minimum warranty of 3000 landings or 36 months whichever occurs

earlier for the advance exchange gears.

10.2 Warranty from the date of installation of advance gear against poor workmanship/ defective

material/ failures except for FOD, accidents, act of nature related damages.

10.3 The warranty shall be comprehensive and unconditional, apply to all sub-assemblies,

components and will supersede any and all warranties offered by sub-contractors/ material

suppliers.

10.4 In the event of failure of advance gear/exchange overhaul gear received from selected repair

agency during warranty period, replacement of such gear on Free of Cost basis will be the

responsibility of the selected bidder.

10.5 For gears failing during the warranty period, both ways freight, insurance and customs duty

applicable if any will be borne by the repair agency, for rectification of defects.

11. Documentation

11.1 All relevant documents required are to be submitted by the successful bidder at their own

cost.

11.2 All overhauled landing gears should be supplied to Air India with LLP, SB, AD compliance

lists, FAA/ EASA or equivalent certification and complete Dirty Finger Print of overhaul in

soft as well as hard copy.

11.3 For all removed landing gears sent for overhauling, inspection / tear-down report along with

proposed rectification action should be provided to Air India for evaluation.

11.4 Any abnormal findings will have to be reported to Air India duly substantiated by

photographs, documents as applicable.

11.5 The repair/ overhauling quote should indicate the material and labour charges separately.

The attached strip/ investigation report should also indicate the material and labour charges.

12. Integrity Pact

The Applicants/Bidders should execute an integrity pact with, as given in Annexure 10. The

signed Integrity pact document must be submitted with Technical Bid, otherwise the Bid

will be rejected.

13. Inspection:

13.1 Inspection of bidders’ facilities at the time of evaluation of the Technical Bids: Air India Ltd. reserves the right to inspect at its cost the facility / facilities of the bidders in

order to assess their infrastructure and capability for carrying on the contract as indicated in

this tender.

13.2 Inspection of the facility of the selected bidder who has been awarded the contract:

Air India Ltd. further reserves the right to inspect the facility of the selected bidder, who has

been awarded the contract.

13.3 Quality Inspection & Rejection after release of contract: Air India Ltd. also reserves the right to cancel the contract in case of complaints, if any, or

service deficiency.

14. Exit clause/ Termination of contract The Contract may be terminated under the following circumstances:

14.1 In the event of failure to meet the contractual obligations including that of delivery schedule,

workmanship etc, Air India will be at liberty to terminate the contract with the notice period

of 120 days.

14.2 If there is a change in Air India Ltd’s requirement, the Contract shall be terminated with 120

days advance notice.

14.3 In the event of deficiency in service of the Agency, Air India Ltd. reserves the right to

cancel the contract with 120 days notice and to claim damages from the selected bidder.

AIR INDIA LTD. also reserves the right to award the contract to another agency at the cost

and risk of the selected bidder. Either party reserves the right to terminate the contract after

giving 120 days written notice to the other party.

15. Rejection of Bids (Technical bid & Price bid)

The response to the Technical Bid & Price bid will be rejected forthwith without evaluation

of the bid on the following grounds:

15.1 If the Technical bid or the Price bid has been received after due date and time of closing of

the tender.

15.2 If only the Technical bid has been received and Price bid has not been received, and vice

versa.

15.3 If the Technical bid or the Price bid has been received by fax or email.

15.4 If the Technical bid or the Price bid has been received unsigned.

15.5 If the Price bid has been received in an open condition in the master envelope containing the

Technical bid or if both the Technical bid & Price bid are received in an open condition in a

single envelope.

15.6 If the Technical Bid has been received without EMD, or the EMD has been

submitted in a mode other than specified in the tender, or a valid proof of exemption from

submission of EMD has not been provided.

16. Evaluation Criteria:

16.1 Technical Bid Evaluation: The Technical Bids would be evaluated for their ‘Compliance to the Technical

Requirement’ of the Tender as indicated at Annexure 5. Air India Ltd. reserves the right at

its sole discretion to seek whatever information, documents etc. from the bidder, as it may

consider necessary for the purpose of evaluation of the bids.

16.2 Price bid Evaluation: i. The Price bids of only those bidders who qualify and are short listed after evaluation of their

Technical Bids would be opened. The date and time of opening of the Price bids would be

intimated in advance to the bidders who have qualified in the Technical Bid evaluation, and

their authorized representatives only would be permitted to participate in the opening of the

Price bids.

ii. Price bids should be submitted strictly as per the format given at Annexure 7 only.

iii. Price bids will be evaluated in USD currency. In case, any bidder quotes in a currency other

than in USD, the IATA exchange as per Air India’s System on the date of opening of the

Price bids will be used for conversion from the quoted currency to USD for the purposes of

evaluation.

iv. Evaluation will be based on total minimum cost to the Company for advance exchange,

overhaul & logistic for 27 A320 family aircraft - quantity Fifteen of A319 / A320 aircraft

and quantity Twelve of A321aircraft.

v. In case a bidder does not accept standard payment terms of 60 days, the Price bid would be

loaded by financing cost @ 18 % per annum for the difference between 60 days and the

actual credit period offered by the bidder.

vi. Any conditional discounts offered will not be considered.

17. Price negotiation

Generally Air India Ltd. doesn’t carry price negotiations following evaluation of the Price

bids. Therefore, bidders are advised to submit their best quotes in response to this tender.

Air India Ltd. however, reserves the right to carry out negotiations in exceptional cases.

Arbitration

Any dispute arising between the parties in respect of the construction, interpretation,

application, meaning, scope, operation or effect of this document or the validity or breach

thereof, shall first be settled by mutual consultation. If the dispute remains unresolved after a

period of 90 days from the date when the mutual consultation has started, the matter shall be

referred for settlement to 'SCOPE FORUM OF CONCILIATION AND ARBITRATION',

Govt. of India, and the award made in pursuance thereof shall be binding on the parties

Jurisdiction Any dispute whatsoever shall be subject to the jurisdiction of the High Courts of Mumbai,

India only.

B. OVERHAUL OF REMOVED LANDING GEAR

Overhaul Landing Gear and Actuator Shipsets shall comply with the Airbus Appendix 7- A320 Family

Landing Gear Overhaul Procedures Document.

One ship set means one NLG, one LH MLG and one RH MLG together with Retraction Actuators.

The work scope for the Fixed Price shall cover Material and labour charges as specified below:

1. Following tasks are to be performed on the Landing Gears (MLG-LH; MLG-RH, NLG & and their

associated Retraction Actuators) removed from Aircraft in accordance with applicable CMM (refer

2. A list of SBs which are required to be complied during overhaul are enclosed in Annexure 4 .

3. Ensure that these are at least complied with, if not already done. Check all other applicable ADs,

AOTs and mandatory SBs falling due at the time of Landing Gear overhaul covering the period of

next overhaul are also to be complied with. A complete serialised modification list

(AD/SB/VSB/AOT etc) is to be provided with overhauled landing gear.

4. The List of of ‘Landing Gear Identified Parts’ consist of overhauled items and inspection

items(LRUs-Not Subject To Overhaul). Check and ensure that Life Limited Parts for compliance

with the Airbus A318/A319/A320/A321 ALS. Refer to Airbus A318/A319/A320/A321 ALS Part 1

and ALS Part 4.

5. The overhauled Landing Gears must be delivered with traceable documentation including

ICR(inspection condition report) for all overhauled parts as well as identified in the Airbus

A318/A319/A320/A321 ALS Part 1 and Part 4.

6. Traceable documentation of Part number and Serial Number (if exist) of Inspected/Tested LRUs

(Not Subject To Overhaul) must be provided to the Air India.

7. Traceable documentation must be provided to the Air India Limited for all Repairs/Replacement

done on the Landing Gear.

8. Scrap parts and materials, which will no longer be used, are to be permanently disposed of. The parts

should be mutilated so that they cannot be re-used for their original intended use. The mutilation

should be sufficient to make sure that parts cannot be repaired or camouflaged to give the

appearance of acceptable parts.

9. Completed Landing Gear Overhaul Reporting Forms should be sent directly to Air India

10. Complete documentations including EASA Authorised Release Certificates and certified copies of

all the DFPs with respect to each of the MLGs and NLGs are to be handed over to Air India Limited.

Following minimum requirements are given as a guideline. However, applicable CMMs must be referred

and followed for further details.

Disassembly :

a) Disassemble the Landing Gear into its major sub-assemblies. Refer to DISASSEMBLY section of

the applicable CMM.

b) Remove all bushes and interference fit grease nipples from subassemblies. Refer to

DISASSEMBLY and REPAIR sections of the applicable CMM.

NOTE: It is recommended that removed bushes and interference fit grease nipples are discarded.

c) Remove electrical harnesses.

d) Remove hydraulic hoses and pipe assemblies.

Cleaning :

a) Clean all parts. Refer to CLEANING section of the applicable CMM.

b) Remove protective treatments as detailed in the applicable CMM, if required in the

appropriate inspection process specification.

Inspection :

a) Visually examine each part. Refer to CHECK section of the applicable CMM.

b) Perform dimensional checks where required. Refer to INITIAL MANUFACTURING LIMIT in

FITS AND CLEARANCES section of the applicable CMM.

NOTE: If the component dimensions are not within the tolerances stated in the initial manufacturing

limits in the FITS AND CLEARANCES, and an approved repair or concession has been

applied to the component, refer to that repair or concession for dimensions.

c) Springs are to be checked as detailed in CHECK section of the applicable CMM.

d) Perform NDT checks where required. Refer to tables in CHECK section of the applicable CMM.

Repairs :

a) Wherever required, repair the part. Refer to REPAIR section of the applicable CMM.

b) When beyond CMM limits, only approved repairs are to be applied.

c) If damage is beyond repair the part must be replaced. Dispose of damaged parts in accordance with

approved procedures.

d) Where applicable, and if not covered by the repair, strip and reapply protective treatments. Refer to

PROTECTIVE TREATMENTS in REPAIR section of the applicable CMM.

Restoration of Protective Treatments of Parts :

a) Where applied, strip and reapply protective treatments. Refer to the protective treatments in

REPAIR section of the applicable CMM.

b) Hard coatings (e.g. Chrome, HVOF applied coatings) do not need to be removed unless damage is

found during inspection.

c) Reapply protective treatments (paint, etc.) as applicable. Refer to protective treatments in REPAIR

section of the applicable CMM.

Re-assembly :

a) Install bushes and new interference fit grease nipples at the required build stage. Refer to

ASSEMBLY and REPAIR section of the applicable CMM.

b) Paint the part at the required build stage. Refer to REPAIR and ASSEMBLY sections of the

applicable CMM.

c) Assemble and test at the applicable stage of assembly. Refer to ASSEMBLY and TESTING AND

FAULT ISOLATION section of the applicable CMM.

d) Identify all applicable data on new nameplates where installed.

NOTE: The assembly part number must not change, unless specified by a Service

Bulletin.

e) Identify all of the serialised parts in the inspection record.

f) New standard parts prefixed with AN, MS, NAS and S shall be used during the assembly process.

g) All seals, ‘O’ rings, backing rings, split pins and single-use locking devices must be replaced with

new parts during the assembly process at overhaul.

h) Identification plates (where removed) and shims shall be replaced with new parts.

NOTE: When it is necessary to replace the identification nameplate, identify the

replacement nameplate with all the applicable data.

i) Assemble the Landing Gear Complete and test at the applicable stage of assembly. Refer to

ASSEMBLY and TESTING AND FAULT ISOLATION section of the applicable CMM.

j) Fully lubricate all greasing points on the Landing Gear Complete.

LRUs which are not Subject to Overhaul (As stated in Airbus MPD Rev 40 Appendix 7) :

a) Visually examine for indications of damage or corrosion. If necessary repair as detailed in REPAIR

section of the applicable CMM.

b) Do the functional and leakage tests of LRUs. Refer to TESTING AND FAULT ISOLATION

section of the applicable CMM.

Electrical Harnesses :

a) Clean the electrical harnesses. Refer to CLEANING section of the applicable CMM.

b) Check the drain holes in the conduit are clear and can drain.

c) Visually examine the external condition of the electrical harness conduit and connectors. Refer to

CHECK section of the applicable CMM.

d) Test the electrical harness. Refer to TESTING AND FAULT ISOLATION section of the applicable

CMM.

e) Where required, repair the electrical harness. Refer to REPAIR section of the applicable CMM.

Hydraulic Hoses and Pipe Assemblies :

a) Clean all Hydraulic Hoses (flexible) and Pipe Assemblies (rigid) internally and externally. Refer to

CLEANING section of the applicable CMM.

b) Visually examine the external condition of the Hydraulic Hoses and Pipe Assemblies. Refer to

CHECK section of the applicable CMM. Carefully examine the End Fittings for corrosion or

damage to threads.

c) If the results from the inspections are not satisfactory, replace the Hydraulic Hose or Pipe Assembly

with a new part.

d) Examine the Identification Labels, Fluid Type Labels, Flow Direction Labels and Protective Heat

Shrink Sleeves to make sure that they are not damaged or split and that the Labels can be read. If a

Label is damaged, split or cannot be read, install a new Label and Heat Shrink Sleeve.

e) Install Blanking Caps in the ends of the Hydraulic Hoses and Pipe Assemblies where they will not

be immediately installed.

The Fixed Price shall be for repair/restoration/overhaul/ of all items of landing gear shipset including On Condition items/components(hydraulic and electrical) such as Harnesses and Actuators etc covering

a) Materials

All materials upto unit part number price of USD 5000 (AT JAN 2018 ECONOMIC

CONDITION)and cost of Modification Kit used during the overhaul/ up gradation

All materials for compliance with all applicable mandatory inspections/ modifications

issued by FAA/EASA, France as on D2/N2/2018.

Cost of testing of on-condition equipment (hydraulics, electrical etc.)

b) Labour

All man-hours required for overhaul/upgradation of the gear.

All labour required for re-work beyond CMM limits including chromium/nickel plating.

Labour for test of on-condition equipment.-(hydraulic, electrical etc).

Exceptions allowed on the Fixed Price are repair or replacement of major items whose unit price

exceeds USD 5000 (AT JAN 2018 ECONOMIC CONDITION)such as the Sliding Rod, Cylinder,

Barrel etc.

1. Quotation for Exception allowed on Fixed Price must reflect the work performed. Quotation shall

contain or be accompanied by the following substantiating data or reasonable equivalent (to the

extent such data is applicable):

a) Overhaul agency/ Vendor/OEM shop report

b) Work scope (routine, non-routine and materials)

c) Overhaul agency/ Vendor/OEM concession/repair and overhaul

instructions/certification/replacement against scrap with FAA/EASA/BTB documents

d) Overhaul agency/ Vendor/OEM invoice and billing summary

2. Labour to comply with Air India standard modification, including compliance with all applicable

mandatory inspections/modifications issued by FAA/EASA, France as on 04/06/2018.

3. The Exception allowed on Fixed Price invoice should be accompanied by vendor/OEM invoice &

for all such items costing more than USD 5000 (AT JAN 2018 ECONOMIC CONDITION) and

used in the overhaul

4. If used part is installed during the overhaul of landing gear, please indicate the cost in terms of

percentage of new unit price and additionally provide FAA/EASA form with Back To Birth

certification where applicable at the time of seeking Air India’s approval.

5. All missing & damaged parts must be intimated to Air India with evidence like photograph,

technical report etc. within 10 days of receipt of landing gear at your facility for approval. Any

claims made after this time limit will not be entertained.

6. Quotation and Invoice-Time frame:

a) The quotation for Exceptions allowed on Fixed Price must be forwarded within 15 days of

induction for approval /inspection of our Technical representative, exception being where

the items are referred to OEM for obtaining concession for repairs.

b) The request for concession must be made to OEM as soon as possible but not later than 15

days from the date of detection of defects which are beyond CMM limits.

2. MISCELLANEOUS REQUIREMENT

a) All missing & damaged parts must be intimated to Air-India with evidence like photograph,

technical report, etc. within 10 days of receipt of Landing Gear at repair facility for approval.

Any claims made after this time limit will not be entertained.

b) Technical Representative from Air-India will be present during the process of

inspection/overhaul of removed landing gears.

c) Minimum required warranty is 3000 landings or 36 months whichever occurs earlier.

Warranty should be transferable / assignable.

d) The party agrees to comply with the INTEGRITY PACT which is attached herewith.

e) Installation of PMA parts on Advance Exchange Landing Gears is not acceptable.

3. MANDATORY REQUIREMENT

Director General of Civil Aviation, India (DGCA, India) approval is a MUST for carrying out

overhaul/repair of these landing gears. While all the bidders are encouraged to obtain this approval, the

selected bidder shall produce the approval within 3 weeks after being intimated of the selection. Failure

may lead to cancellation of the selection. DGCA approval should be current during the contract period.

OEM is not required to seek DGCA’s approval.

Note: Criteria for Technical Evaluation (Any bidder not fulfilling below criteria shall be rejected)

1. Bidders must have experience of carrying out overhaul of at least 10 ship sets of A320 family

Landing Gears.

2. Bidders must provide Advance Exchange Landing Gear Shipset details as part of Technical bid with

estimated hours and cycle at delivery and confirm delivery schedule compliance. One ship set means

as per Delivery Configuration under Annexure 2.

3. Bidders must bid with at least Two Advance Exchange Landing Gear Shipset for A319/A320 or

Two advance exchange shipsets for A321 or Four advance exchange shipsets two for A319/A320

a/c & two for A321 a/c.

4. Bidders must quote for minimum warranty of 3000 landings or 36 months whichever occurs earlier.

5. EASA and DGCA current approval/ updated status.

6. Bidders must agree for separate agreement to execute logistic door to door delivery of landing gear

shipsets inclusive of packing, freight and duty payment to and from Air India facility at Kolkata,

Delhi and Mumbai.

ANNEXURE ‘6’

PRICE BID – TERMS

1. The Fixed Price shall be for repair & overhaul of landing gear shipset inclusive of receiving,

cleaning, Disassembly, preliminary inspection, bushing Removal, paint stripping, Stress relief,

cadmium stripping, and clean-up corroded surfaces, NDT inspection, detailed table inspection

and analysis. Repair schemes of mechanical parts and/or Components within and out of

overhaul manual limits. Cadmium / chromium plating, de-embrittlement, post plate treatment,

Bushing replacement, painting, and pre-assembly process, Bush sealing and

painting,Reassembly and functional test, Final Inspection / Preparation for shipment.

Repair/restoration/overhaul of all On Condition items/components(hydraulic and electrical)

such as Harnesses and Actuators etc covering

c) Materials

All materials upto unit part number price of USD 5000 (AT JAN 2018

ECONOMIC CONDITION) and cost of Modification Kit used during the

overhaul/ up gradation

All materials for compliance with all applicable mandatory inspections/

modifications issued by FAA/EASA, France as on D2/N2/2018.

Cost of testing,repair/restoration/overhaul of on-condition equipment

(hydraulics, electrical etc.)

d) Labour

All man-hours required for overhaul/upgradation of the gear.

All labour required for re-work beyond CMM limits including

chromium/nickel plating.

Labour for test/ repair/restoration/overhaul of on-condition component

equipment.-(hydraulic, electrical etc).

Exceptions allowed on the Fixed Price are repair or replacement of major items whose unit

price exceeds USD 5000 (AT JAN 2018 ECONOMIC CONDITION)such as the Sliding Rod,

Cylinder Barrel etc.

Preferably quotes should be in US Dollars. The quotes should be firm for the entire period of

the contract.

2. Please quote for complete overhaul each of the landing gear aircraft wise in the Price bid

format. Also provide split up of material and labour charges for each landing gear.

3. The bidders must quote the prices in absolute value for all gears which are scheduled for

removal till 2020. No escalation formula or calculation formula in relation with material and

labor index will be accepted.

4. The prices quoted should be inclusive of all the direct & indirect taxes, VAT, duties, levies,

royalties, surcharges including withholding taxes applicable if any in the country of repair

vendor.

5.

Air-India reserves the right to exclude any of the Gears from the program.

6. The successful bidder will arrange through designated agency, logistics for air shipment of

landing gear ship sets (including cost of packaging, Insurance and other applicable costs)

to/fro Air India facility at Kolkata & Mumbai.

The selected bidder will also arrange for Custom clearance upon arrival at Kolkata/Delhi and

Mumbai towards which, AIL shall render assistance on documentation.

7. Air India will handover the removed landing gear within 15 working days to the designated

agency appointed by the successful bidder after receiving of the landing gears for onward

despatch by air.

8. The selected bidder will arrange logistics for shipment of the removed ship set (including

Insurance and other applicable costs) through designated agency to the facility of the

successful bidder. The export clearance will be the responsibility of successful bidder. For all

export formalities AIL shall render assistance on documentation.

9. Please specify freight charges separately for both journeys (to and from Air India, Kolkata,

Delhi & Mumbai) in the Price bid format.

10. In case a bidder does not accept standard payment terms of 60 days, the Price bid would be

loaded by financing cost @ 18 % per annum for the difference between 60 days and the actual

credit period offered by the bidder. No charges, other than the charges reflected above would

be borne by Air India Ltd.

11 Quotation for Exception allowed on Fixed Price must reflect the work performed with

substantiating data or reasonable equivalent (to the extent such data is applicable):

a) Overhaul agency/ Vendor/OEM shop report

b) Work scope (routine, non-routine and materials)

c) Overhaul agency/ Vendor/OEM concession/repair and overhaul

instructions/certification/replacement against scrap with FAA/EASA/BTB

documents

d) Overhaul agency/ Vendor/OEM invoice and billing summary

12. Disposal of scrapped high cost item -Air India reserves the right on the scrapped items and to

be suitably disposed through salvage program agency.

Evaluation will be based on total minimum cost to Air India for advance exchange,

overhaul & logistic for 27 A320 family aircraft - quantity Fifteen of A319 / A320 aircraft

and quantity Twelve of A321aircraft, however Air India reserves the right to

amend/modify number of aircraft under the contract.

The contract shall be finalized and signed with the bidder(s) who shall be selected for

advance exchange and overhauling of the landing gears for A319/A320 & A321

respectively or both A319/A320 & A321.
