SECTION –I

1.0 For and on behalf of the CESU, the undersigned invites bids under two part bidding system in sealed

cover in duplicate duly super-scribed with Tender Specification No- MRT Circle / CESU / Prepaid Smart

Meter / 09 / 2012-13, and date of opening 22.04.2013 from the reputed manufacturers only for design,

manufacture, supply, testing, inspection, loading at factory, transportation to & unloading at stores,

installation, Vending service for three years including guaranteed obligation for supply & installation

of 1PH,10-80A & 3PH,20-100A, Class-1.0, ISI marked, Static Prepaid Smart Energy Meter with box &

Vending System as detailed in Technical Specification at Section-IV.

2.0 Submission of the Bids:

2.1 The Bidders are required to submit a detailed and comprehensive bid, consisting of Technical and

Commercial Proposal and conditions / schedule of non-compliance, if any. The submission of the Bids

shall be in the manner specified in the instruction to Bidders. The due date of submission shall be

22.04.2013 up to 1PM.

3.0 CESU will not be responsible for any costs or expenses incurred by bidders in connection with the

preparation and delivery of bids.

3.1 CESU reserves the right to cancel, postpone, withdraw the invitation for Bids without assigning any

reason thereof and shall bear no liability whatsoever consequent upon such a decision if the

situation so warrants.

6.0 QUALIFICATION OF BIDDERS:

6.1 Criteria for qualification:

6.1.1 Technical:

a) The bidder should be a manufacturer of 1PH,10-80A & 3PH,20-100A, Class-1.0, ISI marked, Static Prepaid

Smart Energy Meter for which he submits his offer.

b) The bidder has to quote at least 100% of the tendered quantity of 1PH,10-80A & 3PH,20-100A, Class-1.0,

ISI marked, Static Prepaid Smart Energy Meter with box & Vending System under this specification. The

Bidders should have supplied 1PH, & 3PH, Class-1.0 , ISI marked, Static Prepaid Smart Energy Meter

working with remote operated system , minimum 50% of the quoted / offered quantity during any one of

the Financial Year out of the immediate past three Financial Years to any power utilities . Bidders shall

submit self attested copies of P.Os executed successfully for the relevant Years and abstract there to

prove the quantity as supplied. (Annexure – VIII to be submitted with necessary filling with this

purpose.)

c) At least 20% of similar material offered against this specification should be in successful

operation since at least 2 years as on the date of opening of the Bid.

c) The bid shall be accompanied by user’s certificate from any Distribution Utility/ Reputed Private

Organization/ State Govt. / Central Govt. or their undertaking(s) in support of satisfactory performance

of their above materials supplied earlier.

d) The offered materials should have been type-tested from laboratories which are accredited by

the National Accreditation Board of Testing and Calibration Laboratories ( NABL )

Approved by Govt. of India such as CPRI/ERDA / ERTL etc, . Type Test reports conducted

in manufacturer’s own laboratory and certified by testing institute shall not be

acceptable. The bid shall accompanying with type-test reports conducted at above said laboratories &

duly approved by the Type Testing Agency, for the offered materials conducted within five years

before the date of opening of the tender. Bids not accompanied with type test reports conducted

within five years shall not be considered for evaluation.

e) The bidders who have earlier failed to execute the purchase order(s) of the CESU and or black listed by

CESU/any of the distribution utility shall not be eligible to participate in this tender.

f) CESU reserves the right to waive minor deviation, if they do not materially affect the capacity of

the bidder to perform the contract.

g) Sample Meter & Box.

Firm will submit two sample meters with box & CIU along with type report from laboratories which

are accredited by the National Accreditation Board of Testing and Calibration Laboratories ( NABL )

Approved by Govt. of India such as CPRI/ERDA / ERTL etc, carried out within five years from the

date of opening of tender for testing at Purchager’s Laboratories. The bid submitted with out samples

& type test report may be ignored.

6.1.2 Financial:

Bidders have to quote for full Tender quantity & minimum average annual turn over during best 3

financial years out of immediate past 5 financial years shall be as follows:-

6.1.3 Documentation:

6.1.3.1 Bidder shall furnish copies of Original documents defining the constitution or legal status, Place of

registration and Principal place of business namely Memorandum and Article of Association.

6.1.3.2 Written Power of Attorney/ Board Resolution of the authorized signatory of the bid.

6.1.3.3 Bidders shall submit their audited financial reports for last three years out of best 5 years prior to the

year of tender. In case the Bidder is in existence for less than three years the audited financial report/s

from the date of its incorporation should be furnished.

6.1.3.4 Copies of Purchasers successfully executed, Users Performance Certificate, Type Test Report if any.

7.0 PRE-BID CONFERENCE:

Pre-bid meeting will be held on dt-30.03.2013 at 11.00AM at CESU Conference hall , 2nd

floor, IDCO

Tower for giving clarifications if any on the bid documents to the prospective bidders. However, it is

discretion of the CESU to call for Pre-Bid Conference.

SECTION –II

INSTRUCTION TO BIDDERS (ITB)

1.0 SOURCE OF FUNDS:

1.1 CESU hereinafter referred to as the “Purchaser” is desirous of procurement of Pre-Paid Energy Meter

for strengthening and improvement of their Govt. consumer metering system by utilizing own funds on

the directive of Govt. of Odisha.

2.0 SCOPE OF WORK:

2.1 The scope of work in brief shall include design, manufacture, testing, inspection, supply, loading at

factory, transportation to stores, unloading at stores including guaranteed obligation of complete

supply of for supply & installation of 1PH,10-80A & 3PH,20-100A, Class-1.0, ISI marked, Static Prepaid

Smart Energy Meter with box & Vending System for three years as detailed in Technical Specification at

Section-IV.

3.0 DISCLAIMER:

3.1 This Document includes statements, which reflect various assumptions, which may or may not be

correct. Each bidder should conduct his own estimation and analysis and should check the accuracy,

reliability and completeness of the information in this Document and obtain independent advice

from appropriate sources in their own interest.

3.2 Neither Purchaser nor its employees will have any liability whatsoever to any Bidder or any other

person under the law or contract. The principles of restitution or unjust enrichment or otherwise for any

loss, expense or damage whatsoever which may arise from or be incurred or suffered in connection with

anything contained in this Document, any matter deemed to form part of this Document, provision of

Services and any other information supplied by or on behalf of Purchaser or its employees, or

otherwise arising in any way from the selection process for the Supply / provision of Services for the

Project.

3.3 Though adequate care has been taken while issuing the bid document, the bidder should satisfy

himself that the documents are complete in all respects. Intimation of any discrepancy/ doubt shall be

sent to the CESU address for speedy response.

3.4 This document and the information contained herein are Strictly Confidential and are for use of only

the person(s) to whom it is issued/ downloaded from the website. It may not be copied or distributed by

the recipient to third parties (other than in confidence to the recipient’s professional advisors).

4.0 COST OF BIDDING:

4.1 The Bidder shall bear all costs associated with the preparation and submission of its Bid and

Purchaser will in no case be responsible or liable for those costs.

5.0 BIDDING DOCUMENTS:

5.1 The Scope of Work, Bidding Procedures and Contract Terms are described in the Bidding Documents.

In addition to the covering Letter accompanying Bidding Documents, the Bidding documents include:

a. Invitation of Bids (IFB) - Section –I

b. Instruction to Bidders (ITB) - Section –II

c. General Terms and Conditions of Contract (GTCC) - Section –III

d. Technical Specification - Section –IV

e. List of Annexure - Section –V

5.2 The Bidder is expected to examine the bid document, including all Instructions, Forms, Terms and

Specifications. Failure to furnish all information required in the bid document or submission of a bid

not substantially responsive to the bid document in every respect will / may result in the rejection of the

bid.

6.0 AMENDMENT OF BIDDING DOCUMENTS:

6.1 At any time prior to the deadline for submission of Bids, the Purchaser may, for any reason,

whether at its own initiative or in response to a clarification requested by a prospective bidder, modify

the bid document by way of issuing an addendum.

6.2 The Amendment/ Addendum shall be part of the bid document, pursuant to Clause 6.1, and it will be

binding on the bidders.

6.3 In order to afford prospective bidder’s reasonable time in which to take the amendment into account

in preparing of their bids, the Purchaser may, at its discretion, extend the deadline for the submission

of bids.

7.0 LANGUAGE OF BID:

The bid, prepared by the bidder and all correspondence and documents relating to the bid exchanged by

the Bidder and the Purchaser shall be written in the English Language. Any printed literature

furnished by the bidder may be written in other Language, provided that the literature is

accompanied by an English translation, in which case, for purposes of interpretation of the bid, the

English translation shall govern.

8.0 DOCUMENTS COMPRISING THE BID:

8.1 The Bid prepared and submitted by the Bidder shall comprise of two parts i.e. Part-I (Techno-

Commercial Bid) & Part-II (Price Bid).

(A) The Part-I (Techno-Commercial Bid) must contain the following documents:

a) Bid document signed by the bidder in every page. All other Schedules / Formats enclosed in the Bid-

Document (i.e. Annexure-I, II, IV(A), IV (B), V, VI (A), VI (B), VII, VIII ) duly filled in & signed by

the bidder with seal in a separate envelop super scribed as Techno Commercial Bid. Bids containing

information in formats other than our prescribed formats shall not be acceptable and may make

the bid non-responsive.

b) Requisite Earnest Money Deposit (E.M.D) as per clause No. 4 of Section –I, IFB in a separate envelop

super scribed as ‘EMD’.

c) Following Documentary evidence establishing in accordance with Clause-6, IFB, that the Bidder is

qualified to perform the Contract if the Bid is accepted;

i) Self attested copies of Purchase Orders executed in last 3 Years.

ii) Self attested copies of Performance Certificates / Successful contract completion Certificates

from the buyers preferably from Electricity Distribution Utilities / Government

Organizations/Reputed Private Organizations.

iii) Type Test Reports from laboratories which are accredited by the National

Accreditation Board of Testing and Calibration Laboratories ( NABL ) Approved

by Govt. of India such as CPRI/ERDA / ERTL etc, for the offered equipments conducted not

before 5 years from the date of opening of Bids. Type Test reports conducted in

manufacturer’s own laboratory and certified by testing institute shall not be

acceptable.

iv) Copies of Profit & Loss Accounts & Audited Balance Sheet indicating Turnover for best 3

financial years out of last 5 financial years.

d) Power of Attorney / Board resolution indicating that the person(s) signing the Bid have the authority to

sign the bid and as such the bid is binding upon the Bidder during the full period of its validity, in

accordance with clause 14.

e) Requisite Cost of Tender Document as per clause 4 of Section –I, IFB in shape of account payee

demand draft from a Scheduled Bank issued in favor of “CESU,MRT Circle, Bhubaneswar” Payable at

Bhubaneswar is to be enclosed along with the bid, if the document is downloaded from our web-site.

Or else, the Original Copy of Money Receipt for the payment made towards the cost of Tender

Document is to be enclosed along with Bid, if the document is directly purchased from our Cash

Counter at MRT Circle, Power House Colony Bhubaneswar .

(B) Part-II (Price Bid):

The Price Bid shall contain the price schedules as per the prescribed format enclosed as (Annexure-V)

duly filled in & signed by the bidder with seal.

(This shall be submitted in a double sealed envelop separately duly super scribed as ‘Price Bid’).

9.0 SUBMISSION OF BID :

9.1 The Bidder shall complete and submit the Bid Document in duplicate enclosing all documents at clause

“8” above in two sealed envelops for Original & Duplicate separately, super scribing the Tender Notice

No-, Date ,Tender Specification No- & Description of Materials.

9.2 E.M.D:

9.2.1 The bidder shall submit E.M.D as a part of the bid in the prescribed manner for the amount

mentioned in Clause No.4 of Section –I.

9.2.2 The E.M.D is required to protect the Purchaser against the risk of bidder’s conduct, which

would warrant the security’s forfeiture.

9.2.3 The E.M.D shall be in the following form:

E.M.D in the form of A/C Payee Demand Draft in favor of “CESU,MRT Circle, Bhubaneswar” issued by

a Scheduled Bank payable at Bhubaneswar only.

9.2.4 Unsuccessful bidder’s E.M.D shall be refunded back as promptly as possible as, but not later than thirty

(30) days after the expiry of the period of bid validity. The successful bidder’s E.M.D shall be

discharged upon furnishing of the performance security.

9.2.5 The E.M.D may be forfeited due to following reasons:

1) If the bidder withdraws bid during the period of bid validity specified by the bidder in the bid

form.

2) In case the successful bidder fails to sign the contract in specified time and / or fails to

submit the requisite performance Bank guarantee.

3) In case of seller fails to supply the materials/equipment during the contractual delivery

period.

10.0 BID PRICE:

10.1 Bidders have to quote for the full quantity covered under any item / items in this specification strictly as

per the enclosed format in Section –V. The total Bid Price shall also cover all the Supplier’s obligations

mentioned in or reasonably to be inferred from the bid document in respect of Design, Supply, testing,

inspection, Transportation to site/stores, all in accordance with the requirement of Tender Documents.

The Bidder shall complete the appropriate Price Schedules enclosed herein at Annexure – V,

stating the Unit Price for each item, all other livable taxes & duties, freight & insurance

separately and thereby arriving at the total amount.

10.2 In case there is any increase in the number of units as compared to those mentioned in the IFB, the

Contract Price shall be subject to increase proportionately on pro-rata basis.

10.3 The Price offered shall be inclusive of all costs as well as Duties, Taxes and Levies paid or payable

during implementation of the contract. If the Bidder is exempted from Excise duties, concession in the

Sales tax, levy of entry tax, same should be clearly mentioned supported with documentary evidence.

10.4 Prices quoted by the Bidder shall be “Firm” and not subject to any price adjustment during the

performance of the Contract. A Bid submitted with variable Price or an adjustable price clause

shall be treated as non-responsive and rejected outright.

11.0 CONTRACT PRICE:

11.1 The Ex-Works Prices quoted for the Contract shall remain FIRM as per the above parameters and

Purchaser shall not compensate bidder for any variations. However any variation in the taxes & duties

within the schedule date of delivery shall be borne by the Purchaser, else the same shall be borne by the

bidder.

11.2 In case the Purchaser, revise the scope of woks, bidders shall be compensated based on the Unit Rate

(Ex –Works) agreed upon before Order placement or as per mutually acceptable rates.

12.0 BID CURRENCIES:

12.1 Prices shall be quoted in Indian Rupees Only.

13.0 DOCUMENTS ESTABLISHING CONFORMITY TO THE BID DOCUMENTS:

13.1 The bidder shall confirm by documentary evidence of the Good’s conformity to the bid documents by

submitting materials/equipment data sheets.

14.0 PERIOD OF VALIDITY OF BIDS:

14.1 Bids shall remain valid for 180 days from the date of opening of commercial bids.

14.2 Notwithstanding Clause 14.1 above, the Purchaser may solicit the Bidder’s consent to an extension of

the Period of bid Validity. The request and the responses thereto shall be made in writing or by Fax.

15.0 ALTERNATIVE BIDS:

15.1 Bidders shall submit Bids, which comply with the Tender Documents. Alternative bids shall not be

considered for evaluation.

16.0 FORMAT AND SIGNING OF BID:

16.1 The original Bid Form and accompanying documents (as specified in Clause 9 ), clearly marked

“Original Bid”, plus one copy of the Techno-Commercial Proposal must be received by the Purchaser

at the date, time and place specified pursuant to Clauses 17 and The Price Bid in Original should be

submitted in a separate sealed envelope marked as “Price Bid”. In the event of any discrepancy

between the original and the copies, the original shall govern.

16.2 The original and the duplicate copy of the bid shall be typed or written in indelible ink and shall be

signed by the bidder or a person or persons duly authorized to sign on behalf of the bidder. Such

authorization shall be indicated by written Power-of-Attorney/ Board Resolution accompanying the

bid.

16.3 The Bid shall contain no interlineations, erasures, overwriting except as necessary to correct errors,

made by the bidder, in which case such corrections shall be initialed by the person or persons signing

the bid.

17.0 SEALING AND MARKING OF BIDS:

17.1 Bid submission: One Original, One Copy of all the Bid Documents shall be sealed and submitted to

the Purchaser before the last date & time for submission of the bid.

17.2 The Bid proposal should be divided into two parts and should be submitted in two separate sealed

envelopes, addressed to Purchaser. All the envelopes should bear the Name and Address of the Bidder

and marking is made for the Original and the duplicate copy. The envelopes should be super scribed

with the title of its contents, as follows:

i) TECHNO-COMMERCIAL BID ENVELOPE: Shall contain the Bid Security (EMD), Cost of

Tender Document, all supporting documents for qualifying requirement of this tender, duly filled in

formats Abstract of General Terms & Conditions, Declaration Form, Technical Data Schedule,

Technical & Commercial Deviations formats, Un-quoted blank Price Schedule etc. enclosed at

Annexure I, II, IV(A), IV(B), V, VI (A) & VI (B), VII, VIII at Section-V of this document.

ii) PRICE BID ENVELOPE: Shall contain the Price schedule duly filled in & signed as per

Annexure –V at Section-V of this document. (This shall be submitted in a double sealed envelope

separately).

17.3 The inner and outer envelopes shall:

1PH,10-80A & 3PH,20-100A, Class-1.0, ISI marked, Static Prepaid Smart Energy Meter with box & Vending

System as per Schedule of Requirement in Section-I) – Specification No. MRT Circle / CESU / Prepaid

Smart Meter / 09 / 2012-13, In addition to the information required in sub clause (a) and (b) above, the

outer envelope shall indicate the name and address of the Bidder to enable the Bid to be returned

unopened in case it is declared “Late” pursuant to Clause 20.

17.4 The Bidders have the option of sending the Bids by Post/ Courier services or in person. Bids submitted

by Telex/Telegram/Fax will not be accepted. No request from any Bidder to the Purchaser to collect

the proposals from Airlines/ Cargo/Courier Agents etc. shall be entertained by the Purchaser.

18.0 DEADLINE FOR SUBMISSION OF BIDS:

18.1 The original Bid together with required copies, must be received by the Purchaser at the address

specified in Clause 17.3 not later than 1PM on the due date as indicated in the invitation for bids.

18.2 The Purchaser may, at its discretion, extend the deadline for the submission of Bids by amending the

Bidding Documents, in which case all rights and obligations of the Purchaser and Bidders previously

subject to the deadline will thereafter be subject to the deadline as extended.

19.0 ONE BID PER BIDDER:

19.1 Each Bidder shall submit only one Bid either by himself, or as a partner in a Joint Venture/Consortium.

A Bidder who submits or participates in more than one Bid for the same item, either individually or

jointly with some other will cause all those Bids to be rejected.

20.0 LATE BIDS:

20.1 Any Bid received by the Purchaser after the deadline for submission of Bids prescribed by the

Purchaser, pursuant to Clause 18, will be declared “Late” and will be rejected out rightly and will be

returned unopened to the Bidder after submission of cost of tender paper if not purchased.

21.0 MODIFICATION AND WITHDRAWAL OF BIDS:

21.1 The Bidder may modify or withdraw his Bid after the Bid’s submission, provided that written notice of

the modification or withdrawal is received by the Purchaser prior to the deadline prescribed for

submission of Bids.

21.2 The Bidder’s modification or withdrawal notice shall be prepared, sealed, marked and dispatched in

accordance with the provisions of Clause 17 & 18. A withdrawal notice may be sent by fax but must be

followed by an original signed confirmation copy .

21.3 No Bid can be modified subsequent to the deadline for submission of Bids.

21.4 No Bid can be withdrawn in the interval between the deadline for submission of Bids and the expiry of

the period of Bid validity specified by the Bidder on the Bid form as per clause 14.

22.0 EVALUATION OF BID:

22.1 PROCESS TO BE CONFIDENTIAL: Information relating to the examination, clarification,

evaluation and comparison of Bids and recommendations for the award of a contract shall not be

disclosed to Bidders or any other persons not officially concerned with such process. Any effort by a

Bidder to influence the Purchaser’s processing of Bids or award decisions may result in the rejection of

the Bidder’s Bid.

23.0 CLARIFICATION OF BIDS:

To assist in the examination, evaluation and comparison of Bids, the Purchaser may, at its discretion,

ask the Bidder for a clarification of its Bid. All responses to requests for clarification shall be in

writing and no change in the price or substance of the Bid shall be sought, offered or permitted.

24.0 PRELIMINARY EXAMINATION OF BIDS / RESPONSIVENESS:

24.1 Purchaser will examine the Bids to determine whether they are complete, whether any computational

error have been made , whether required sureties have been furnished, whether the documents have

been properly signed, and whether the Bids are generally in order.

24.2 Arithmetical errors will be rectified on the following basis. If there is a discrepancy between the unit

price and the total price per item that is obtained by multiplying the unit price and quantity, the unit

price shall prevail and the total price per item will be corrected. If there is a discrepancy between

the total amount and the sum of the total price per item, the sum of the total price per item shall prevail

and the Total Amount will be corrected.

24.3 Prior to the detailed evaluation, pursuant to Clause 25, the Purchaser will determine the substantial

responsiveness of each Bid to the bid documents including production capability and acceptable

quality of the materials offered, pursuant to Clause 13. Substantially responsive Bid is one, which

conforms to all the terms and conditions of the bid documents without material deviation.

24.4 A Bid determined as not substantially responsive will be rejected by the Purchaser and will not

subsequently allowed to be made responsive by the Bidder by correction of the non – conformity.

25.0 EVALUATION AND COMPARISON OF BIDS:

25.1 The evaluation of Bids shall be done basing on the delivered cost competitiveness basis.

Financial Offer for supply of 1PH Pre-Paid Meter & 3PH Pre Paid Meter with Vending System

operation 3 Years will be considered as a one project & will be evaluated as a whole.

25.2 The evaluation of the Bids shall be a stage-wise procedure. The following stages are identified for

evaluation purposes:

In the first stage, the Bids would be subjected to a responsiveness check as detailed in the clause 24.

The Technical Proposals and the Commercial terms & conditions of the Bidders would be evaluated

and discussed as per clause 26 of this document.

25.3 The Purchaser’s evaluation of a Bid will take into account, in addition to the Bid price, the

following factors, in the manner and to the extent indicated in this Clause:

a) Delivery Schedule:

b) Deviations from Bidding Documents as mentioned in Non-Compliance Schedule.

c) Past performance and capability to execute the contract.

d) Type test reports from CPRI/ERDA/ERTL/NABL Accredited Laboratories

Bidders shall base their Bid price on the terms and conditions specified in the Bidding Documents. The

Cost of all quantifiable deviations and omissions from the specification, terms and conditions, specified

in Bidding Documents shall be evaluated. The Purchaser will make his own assessment of the cost of

any deviation for the purpose of ensuring fair comparison of Bids.

26.0 AWARD OF CONTRACT:

In normal circumstances the Purchaser will generally award the Contract to the successful

Bidder whose Bid has been determined to be the lowest evaluated responsive Bid, provided

further that the Bidder has been determined to be qualified to perform the Contract satisfactory.

If the lowest evaluated price (L1) of more than one responsive bidder(s) are same, then in such

event the tender quantity shall be awarded in equal proportion.

However, for timely completion of project, the purchasers may split the order among the bidders

(maximum three) at L1 rate. In case of splitting between two bidders, the ratio shall be 70% (L1) : 30%

(L2) or the quantity offered/ quoted by the bidders whichever is less. Similarly in case of splitting

among 3 bidders, the ratio shall be 50% (L1): 30% (L2): 20% (L3).

In case L2 or L3 bidders does not agree to match the L1 prices, negotiation can be held with other

techno-commercially responsive L4, L5 …… bidders in sequence to match L1 price (landing cost).

26.1 CONTACTING THE PURCHASER:

26.1.1 From the time between Bids opening to award of contract, if any Bidder wishes to contact the Purchaser

on any matter related to the Bid, he should do so in writing.

26.1.2 Any effort by a Bidder to influence the Purchaser and / or in the Purchaser’s decisions in respect of Bid

evaluation, Bid comparison or Contract of Award, will result in the rejection of the Bidder’s Bid.

26.2 THE PURCHASER’S RIGHT TO ACCEPT ANY BID AND TO REJECT ANY OR ALL BIDS

OR TO RELAX ANY TERMS AND CONDITIONS:

26.2.1 The Purchaser reserves the right to accept or reject any Bid and to annul the Bidding process and reject

all Bids at any time prior to award of Contract, without thereby incurring any liability to the affected

Bidder or Bidders or any obligation to inform the affected Bidder or Bidders regarding the grounds for

the Purchaser’s action.

26.2.2 In the interest of work, the Purchaser reserves the right to relax any terms and conditions without

affecting the quality & price of the equipments.

26.3 The Purchaser will award the Contract to the successful Bidder whose Bid has been determined to be

the lowest- evaluated responsive Bid, provided further that the Bidder has been determined to be

qualified to perform the Contract satisfactorily. The Purchaser at its option/ discretion may split the

total quantity to be supplied between two or more Techno-Commercially responsive Bidders in case of

the bid prices are same and early delivery is required by the purchaser.

26.4 THE PURCHASER’S RIGHT TO VARY QUANTITIES:

The Purchaser reserves the right to vary the quantity i.e. increase or decrease the number of materials

without any change in terms and conditions at the time of placing the orders or during the execution of

the Contract.

26.5 LETTER OF INTENT / NOTIFICATION OF AWARD:

26.5.1 The letter of intent / Notification of Award shall be issued to the successful Bidder(s) whose bid(s) have

been considered responsive, techno-commercially acceptable and evaluated to be the Lowest (L1). The

successful Bidder shall be required to furnish a letter of acceptance to it within 7 days of issue of the

letter of intent / Notification of Award by Purchaser.

27.0 COMPOSITE PERFORMANCE BANK GUARENTEE:

27.1 Within 15 days of the receipt of Notification of Award / Letter of Intent from the Purchaser, the

successful Bidder shall furnish the Performance Security in the form of Bank Guarantee executed on

non-judicial stamp paper worth Rs.100/- (Rupees One hundred only) issued by a Scheduled Bank in

favor of the Purchaser encashable at Bhubaneswar only for an amount of 10% (ten percent) of the

Contract Price in accordance with the General Conditions of Contract in the Performance Security

Form provided in Section –V of Bidding Documents. The Bank Guarantee shall be valid for a period

not less than 90 days over and above the guarantee period. Failure to comply this Clause shall attract

Clause No-9.2.5.

28.0 CORRUPT OR FRAUDULENT PRACTICE:

28.1 The Purchaser requires that the Bidders observe the highest standard of ethics during the procurement

and execution of the Project. In pursuance of this policy, the Purchaser:

a) Defines, for the purposes of this provision, the terms set forth below as follows:

i) “Corrupt practice” means behavior on the part of officials in the public or private sectors by which they

improperly and unlawfully enrich themselves and/ or those close to them, or induce others to do so, by

misusing the position in which they are placed, and it includes the offering, giving, receiving, or

soliciting of anything of value to influence the action of any such official in the procurement process or

in contract execution; and

ii) “Fraudulent practice” means a misrepresentation of facts in order to influence a procurement process or

the execution of a contract to the detriment of the Purchaser, and includes collusive practice amount

Bidders (prior to or after Bid submission) designed to establish Bid prices at artificial non-competitive

levels and to deprive the Purchaser of the benefits of free and open competition.

b) Purchaser will reject a proposal for award if it determines that the Bidder recommended for award has

engaged in corrupt or fraudulent practice in competing for the contract in question.

c) Purchaser will declare a firm ineligible, either indefinitely or for a stated period of time, to be awarded

an contract if he at any time determines that the firm is engaged in corrupt or fraudulent practice in

competing for, or in executing, the Contract.

28.2 Further more, Bidders shall be aware of the provision stated in the General Terms and Conditions of

Contract.

29.0 LITIGATION HISTORY:

The Bidder should provide accurate information on any litigation or arbitration resulting on contracts

completed or under execution by him over the last three (3) years. A consistent history of awards

involving litigation against the Bidder or any Partner of the joint venture may result in disqualification

of Bid.

SECTION – III

GENERAL TRMS AND CONDITIONS OF CONTRACT (GTCC)

1.0 GENERAL INSTRUCTIONS:

1.01 All the Bids shall be prepared and submitted in accordance with these instructions..

1.02 Bidder shall bear all costs associated with the preparation and delivery of its Bid, and the Purchaser will

in no case shall be responsible or liable for these costs.

1.03 The Bid should be submitted by the Bidder in the name the bid document has been originally issued and

under no circumstances it shall be transferred / sold to the other party.

1.04 The Purchaser reserves the right to request for any additional information and also reserves the right to

reject the proposal of any Bidder, if in the opinion of the Purchaser, the data in support of Tender

requirement is incomplete.

1.05 The Bidder is expected to examine all instructions, forms, terms & conditions and specifications in the

Bid Documents. Failure to furnish all information required in the Bid Documents or Submission of a

Bid not substantially responsive to the Bid Documents in every respect may result in rejection of the

Bid. However, the Purchaser’s decision in regard to the responsiveness and rejection of bids shall be

final and binding without any obligation, financial or otherwise, on the Purchaser.

2.0 DEFINITION OF TERMS:

2.01 ‘CESU’ shall mean the “Purchaser” on whose behalf this bid enquiry is issued by its authorized

representative / officers.

2.02 ‘Bidder’ shall mean the firm who quotes against this bid document issued by the Purchaser.

‘Contractor / Seller’ shall mean the successful Bidder(s) whose bid has been accepted by the Purchaser

and shall include his heirs, legal representatives, successors and permitted assigns.

2.03 ‘Site’ shall mean the Electricity Distribution Area of the Purchaser.

2.04 ‘Specification’ shall mean collectively all the terms and stipulations contained in those portions of this

bid document known as Instruction to Bidder, Bid form and other forms as per Section –V, General

Conditions of Contract, Specifications and the Amendments, Revisions, Deletions or Additions, as may

be made by the Purchaser from time to time.

2.05 ‘Letter of Intent’ shall mean the official notice issued by the Purchaser notifying the Contractor that his

proposal has been accepted and it shall include amendments thereto, if any, issued by the Purchaser.

The “Letter of Intent” issued by the Purchaser shall be binding on the “Contractor”. The date of detailed

Purchase Order shall be taken as the effective date of the commencement of contract.

2.06 “Month” shall mean the calendar month and “Day” shall mean the calendar day.

2.07 “Codes and Standards” shall mean all the applicable codes and standards as indicated in the Technical

Specification.

2.08 “Offer Sheet” shall mean Bidder’s firm offer submitted to Purchaser in accordance with the

specification.

2.09 “Contract” shall mean the “Detailed Purchase Order” issued by the Purchaser.

2.10 “Contract Price” shall mean the Price referred to in the “Detailed Purchase Order”.

2.11 “Contract Period” shall mean the period during which the “Contract” shall be executed as agreed

between the Contractor and the Purchaser in the Contract inclusive of extended contract period for

reasons beyond the control of the Contractor and / or Purchaser due to force majeure.

2.12 “Goods/Materials” shall mean all items to be supplied under Purchase Order whether raw materials,

processes materials, equipment, fabricated Materials, drawings or other documents etc. as applicable.

2.13 “Store” shall mean the Purchaser’s Store as given in the tender document.

2.14 “Project / Unit” shall mean supply of Materials as per enclosed technical specification.

3.0 CONTRACT DOCUMENTS & PRIORITY:

3.01 Contract Documents: The Specification, terms and conditions of the contract shall consist solely of

these Tender conditions and purchase order.

3.02 Priority: Should there be any discrepancy between any term hereto and any term of the Purchase Order,

the terms of these tender document shall prevail.

4.0 SCOPE OF WORK:

4.01 The “Scope of Work” shall be on the basis of Bidder’s responsibility, completely covering the

obligations, responsibility and workmanship, provided in this Bid Enquiry whether implicit or explicit.

4.02 The Purchaser reserves the right to vary the quantity i.e increase or decrease, at the time of placing

order or during project execution.

4.03 All relevant drawings, data and instruction manuals and other necessary inputs shall be under the scope

of contract.

5.0 GENERAL REQUIREMENTS:

5.01 The seller shall supply, deliver best quality Goods/Materials/Equipments & conduct the testing at their

works of highest standards.

6.0 The seller shall be responsible & shall comply with the provisions of all statutory acts i.e Electricity Act

2003, Indian Electricity Rules 1956, Income Tax Act-1961 etc.

7.0 INSPECTION & TESTING:

i) The Purchaser’s representative shall be entitled at all reasonable times during manufacture to

inspect examine and test on the Contractor’s premises the materials and workman-ship of all

equipment to be supplied under this contract and if part of the said equipment is being

manufactured else where in any Sub-Contractor’s premises, the Contractor shall obtain for the

Purchaser’s representative, permission to inspect, examine and test as if the equipment were

being manufactured on the Contractor’s premises. Such inspection, examination and testing

shall not release the Contractor from his obligations under the contract.

ii) The Contractor shall give to the Purchaser adequate time/ notice (minimum of two weeks time) in

writing for inspection of materials indicating the place at which the equipment is ready for testing and

inspection and shall also furnish the Routine Test Certificates along with offer for inspection.

iii) Where the contract provides for test on the Premises of the Contractor or of any of his Sub-Contractors,

the Contractor shall provide such assistance, labour, materials, electricity, fuel and instruments as may

be required or as may be reasonably demanded by the Purchaser’s representative to carryout such tests

efficiently. The Contractor is required to produce Shop Routine Test Certificates before offering their

materials for inspection.

iv) After completion of the tests as indicated above, the Purchaser’s representative shall forward the test

results to the Purchaser. If the test results confirm to the specific standard, the Purchaser shall approve

the test results and communicate the same to the Contractor in writing. The Contractor shall provide at

least three copies of the test certificates to the Purchaser.

v) The Purchaser has the right to have the test carried out at his own cost by an independent agency

whenever there is a dispute regarding the quality of supply.

vi) The Purchaser at its discretion may re-test the Materials at its own laboratory or laboratory of his choice

for reconfirmation of the test results.

8.0 TRAINING FACILITIES:

The Contractor shall provide all possible facilities for training of Purchaser’s Technical

personnel, when deputed by the Purchaser for acquiring first hand knowledge in assembly of

the equipment and for it’s proper operation and maintenance in service.

9.0 REJECTION OF MATERIALS:

In the event, any of the materials / equipment supplied by the Contractor is found defective due

to faulty design, bad workmanship, bad materials used or otherwise not in conformity with the

requirements of the Specification, the Purchaser shall either reject the materials / equipment or

ask the Contractor in writing to rectify the same. The Contractor on receipt of such notification

shall either rectify or replace the defective materials/equipment free of cost to the Purchaser. If

the Contractor fails to do so, the Purchaser may :-

a) At its option replace or rectify such defective materials/equipment and recover the extra

costs so involved from the Contractor plus (15%) fifteen percent and / or

b) Terminate the contract for balance work / supplies with enforcement of Penalty Clause as

per contract for the un-delivered materials and with forfeiture of Performance Guarantee/

Composite Bank Guarantee.

c) Acquire the defective equipment / materials at reduced price considered equitable under

the circumstances.

10.0 EXPERIENCE OF BIDDERS:

10.1 The bidder(s) should furnish information regarding experience particularly on the following

points:

i) Name of the manufacturer:

ii) Standing of the firm for manufacture of equipment/material quoted :

iii) Description of materials/equipment similar to the quoted, supplied and installed during

the last 3 (three) years with the name (s) of the party (s) to whom supplies were made.

iv) Details as to where installed etc.

v) Testing facilities at manufacturer’s work with copies of calibrated certificates of the

major testing equipment.

vi) If the manufacturer is having collaboration with other firm(s), details regarding the

same.

vii) A list of Purchase orders, executed during the last three years along with user’s

certificate and copies of Purchase orders.

10.2 Bids may not be considered if the past manufacturing experience is found to be un-

satisfactory as mentioned under clause -6 of the IFB.

11.0 LANGUAGE AND MEASURES:

All documents pertaining to the contract including Specifications, Schedule, Notice,

Correspondence, Operating & Maintenance instructions, Drawings or any other writing shall

be written in English language. The metric system of measurement shall be used exclusively in

this contract.

12.0 DEVIATION FROM SPECIFICATION:

It is in the interest of the bidder to study the Specification, drawing etc. specified in the tender

document thoroughly before tendering so that, if any deviations are made by the bidder, the

same are prominently brought out on a separate sheet in the Technical & Commercial

Deviation Formats enclosed at Annexure VI (A) & VI (B) in this document. Deviation

mentioned in any other format or any other part of the offer document shall not be

considered as a deviation & in such case it will be presumed that the bidder has accepted

all the conditions, stipulated in the Tender Specification, notwithstanding any exemptions

mentioned therein.

13.0 PRICE BASIS:

13.01(a)Bidder shall quote “FIRM” price.

The breakup of prices shall indicate all types of Taxes, Duties and other Levies of whatsoever

nature indicated separately and clearly, Packing & forwarding, transportation to site/store

including transit insurances and entry tax etc.Exemption from any duties/taxes, if any, shall be

supported with relevant documentary evidence.

(b) The above Prices shall also include loading at factory site & unloading at Purchaser’s

site/stores, installation of meter at Consumer Premises & vending service for three years.

Price evaluation will be based on total landing cost, taking into account all taxes and duties.

(c) CST / VAT clearance certificate, Copy of PAN card should be submitted along with the bid

document.

14.0 TERMS OF PAYMENT:

80 % value of each consignment will be paid within 30 days of receipt of materials in good

conditions at stores/ desired destination and verification there of subject to approval of the

Guarantee certificates & Test Certificates and submission & acceptance of Performance Bank

Guarantee equivalent to 10 % of total Contract Price on non-judicial stamp paper worth

Rs.100 in the prescribed format from a Scheduled Bank en-cashable at Bhubaneswar only.

Or else an equivalent amount of 10 % of the Total Contract Price shall be deducted from the

invoice of the first consignment & the same shall be refunded after submission and approval of

the required Performance Bank Guarantee or expiry of Guarantee Period which ever is earlier.

20% of the value of each consignment will be paid within 30 days after installation of meters at

consumers premises , successful running for 3 months with vending support. The report to be

certified by Concerned divisional Engineer & Sr.GM (IT) CESU.

15.0 PRICE VALIDITY:

15.01 All bids submitted shall remain valid, firm and subject to unconditional acceptance by

Purchaser for 180 days post bid date. For award of Contract, the prices shall remain valid

and firm till contract completion.

16.0 GUARANTEE:

16.01 The bidder shall guarantee for satisfactory performance of the equipments/materials for

a minimum period of 84 months from the date of last supply. In the event of any defect in

the equipment/ materials arising out of faulty design, inferior quality of raw material used or

bad workmanship within the guarantee period, the Seller shall guarantee to replace/ repair to

the satisfaction of the Purchaser the defective equipments free of cost. Should however,

the manufacturer fails to do so within a reasonable time, the Purchaser reserves the right to

recover the amount from the seller either from the bills pending or may recover from the

Performance Guarantee submitted by the firm. Seller shall give a Performance Bank

Guarantee in favor of the Purchaser for 10% of the order value valid for 90 days over

and above the guarantee obligation.

16.02 If during the defect liability period any services performed found to be defective, these shall

be promptly rectified by seller at its own cost (including the cost of dismantling and

reinstallation) on the instruction of Purchaser.

17.0 RELEASE:

The seller’s Performance Bank Guarantees / Assignable Bank Guarantee will be released

without interest within thirty (30) days from the last date up to which the Performance Bank

Guarantee has to be kept valid (as defined in Clause 16.01).

18.0 TECHNICAL INFORMATION / DATA:

The Purchaser and the Contractor, to the extent of their respective rights permitting to do so,

shall exchange such technical information and data as is reasonably required by each party to

perform its obligations and responsibilities. The Purchaser and the Contractor /bidder agree to

keep each other in confidence and to use the same degree of care as he uses with respect to his

own proprietary data to prevent its disclosure to third parties of all technical and confidential

information. The technical information, drawings, records and other document shall not be

copied, transferred, traced or divulged and / or disclosed to third party in full / part nor misused

in any other form. This technical information, drawing etc. shall be returned to the Purchaser

with all approved copies and duplicates. In the event of any breach of this Contract, the

Contractor shall indemnify the Purchaser against any loss, cost of damages of claim by any

party in respect of such breach.

19.0 EFFECTIVE DATE OF COMMENCEMENT OF CONTRACT:

19.01 The date of the issue of the letter of award or detailed Purchase Order whichever is

earlier shall be treated as the effective date of the commencement of Contract.

20.0 The bidder shall quote the basic price as well as all taxes & duties as per the enclosed format

for bid prices.

21.0 PENALTY:

21.01 If supply of materials / equipments is delayed beyond the supply schedule as stipulated in

Purchase order, then the seller shall be liable to pay to the Purchaser as penalty for delay, a

sum of 0.5% (half percent) of the contract price for every week delay or part thereof.

21.02 The total amount of penalty for delay under the contract will be subject to a maximum of five

percent (5%) of the contract price.

21.03 The Purchaser may, without prejudice to any method of recovery, deduct the amount for such

damages from any amount due or which may become due to the seller or from the

Performance Bank Guarantee or file a claim against the seller.

22.0 VALIDITY OF THE ORDER:

The Order is valid for 10 weeks beyond the schedule date of delivery, unless otherwise

extended by the Competent Authority. The Order shall stand cancelled automatically beyond

the validity period without any correspondences and liabilities to the purchaser.

23.0 PACKING:

The materials / equipments shall be packed by the seller suitably as per the standard procedure

for safe transport to the site / store. The cases shall be clearly marked showing distinctly the

name and address of the consignee. In case of special instructions, such as “this end up”,

“fragile”, “handles with care” etc., the same shall be clearly displayed on the cases.

24.0 COMMISSIONING SPARES:

The sellers shall replace, free of cost, any spares which may be found defective by the

purchaser during commissioning.

25.0 DISPUTE RESOLUTION AND JURISDICTION:

25.01 Any Disputes arising out of this contract shall be referred to the CEO CESU who shall decide the case

as sole Arbitrator.

25.02 For the purpose of dispute resolution, this agreement shall be governed by the provision of Arbitration

and Conciliation Act, 1996.

25.03 All disputes shall be subjected to exclusive jurisdiction of the Courts at Bhubaneswar and the writ

jurisdiction of Hon’ble High Court of Odisha at Cuttack.

26.0 EVENTS OF DEFAULT:

26.1 Events of Default. Each of the following events or occurrences shall constitute an event of default

(“Event of Default”) under the Contract:

a) Seller fails or refuses to pay any amount due under the Contracts.

b) Seller fails or refuses to deliver Commodities conforming to his Bid document/ specifications, or

fails to deliver Commodities and, or execute the works assigned to them within the period specified

in P.O or any extension thereof.

c) Seller becomes insolvent or unable to pay its debts when due, or commits any act of bankruptcy,

such as filing any petition in any bankruptcy, winding-up or reorganization proceeding, or

acknowledges in writing its insolvency or inability to pay its debts; or the Seller’s creditors file any

petition relating to bankruptcy of Seller.

d) Seller otherwise fails or refuses to perform or observe any term or condition of the Contract and

such failure is not remediable or, if remediable, continues for a period of 30 days after receipt by

the Seller of notice of such failure from Purchaser.

e) Failure in supply of materials / installation at consumers premises/Vending assistance for

three years for proper functioning of meter.

27.0 CONSEQUENCES OF DEFAULT:

(a) If an Event of Default occurs and would be continuing, Purchaser may forthwith terminate the

Contract by written notice.

In the Event of Default, Purchaser may, without prejudice to any other right granted to it by law, or the

Contract, take any or all of the following actions;

i) Present for payment, to the relevant bank the Contract Performance Bank Guarantee;

ii) Recover any losses and / or additional expenses, Purchaser may incur as a result of Seller’s default.

28.0 FORCE MAJEURE:

28.01 The term “Force Majeure” as employed herein include, acts of God or force of nature,

landslide, earthquake, flood, fire, lightning, explosion, major storm (hurricane, typhoon,

cyclone etc. ) or major storm warning, tidal wave, shipwreck and perils of navigation, act of

war (declared or undeclared ) or public enemy, strike (excluding employee strikes, lockouts or

other industrial disputes or action solely among employee of Contractor or its

subcontractors ) act or omission of Sovereign States or those purporting to represent Sovereign

States, blockade, embargo, quarantine, public disorder, sabotage, accident or similar events

beyond the control of the parties or either of them.

Force Majeure shall not include occurrences as follows:

1. Late delivery of materials caused by congestion of Seller’s facilities or elsewhere, and

oversold condition of the market, inefficiencies, or similar occurrences.

2. Late performance by Seller and / or Sub-Seller caused by unavailability of raw materials,

supervisors or labour, inefficiencies of similar occurrences.

3. Mechanical breakdown of any item of Seller’s or its Sub-Seller’s equipment, plant or

machinery.

4. Delays due to ordinary storm or inclement weather or

5. Non-conformance by Sub-Seller.

Unless the delay arises out of a Force Majeure occurrence and is beyond both Seller’s and Sub-

Seller’s or Seller’s control and an alternate acceptable source of services, equipment or

material is unavailable. Additionally, Force Majeure shall not include financial distress of

Seller or any Sub-Seller.

28.02 In the event of either party being rendered unable by Force Majeure to perform any

obligation required to be performed by them under the Contract, the relative obligation of the

party affected by such Force Majeure shall be suspended for the period during which such

cause lasts. Time for performance of the relative obligation suspended by Force Majeure shall

then stand extended by the period for which the cause lasts.

28.03 Upon the occurrence of any Force Majeure event, the party so affected in the discharge of

its obligation shall promptly, but no later than seven (7) days give written notice of such event

to the other party. The affected party shall make every reasonable effort to remove or remedy

the cause of such Force majeure or mitigate its effect as quickly as possible. If such occurrence

results in the suspension of all or part of the work for a continuous period of more than 10( ten)

days, the parties shall meet and determine the measures to be taken.

28.04 Any delay or failure in performance by either party hereto shall not give rise to any claims for

damages or loss of anticipated profits if and to the extent, such delay or failure is caused by

Force Majeure.

29.0 EMBOSSING / PUNCHING / CASTING

29.1 The all equipments and materials supplied under the contract shall bear distinct mark of “Name

of the Purchaser, CESU of Odisha, PO Order No. & Date” by the way of embossing / punching

/ casting etc. This should be clearly visible to naked eye.

TECHNICAL SPECIFICATION

FOR SINGLE PHASE SMART PREPAID ENERGY METER & VENDING SYSTEM

1. SCOPE:

This Technical Specification covers the Design, Manufacture, Testing and supply of ISI

marked LT AC 10 – 80 Amps prepaid Electronic LCD Energy Meter of Accuracy Class 1.0

confirming to IS 13779:1999 & IS15884:2010 with provisions for TOD (Time of Day) tariff and RTC

(Real Time Clock) suitable for measurement of Energy (KWH) and Demand (KW ) in single phase

Two wire system of LT single phase consumers. The above meters shall be supplied in a pilfer proof

box which shall be weather proof made out of transparent POLYCARBONATE with flame

retardant properties. For commissioning of meter at consumer’s premises, a consumer Database shall

be defined with appropriate tariff category and credit / debit limit, after which recharge can be done

through online by an authorized customer/Vendor who can energize the meter. This process can also

be controllable by CESU. The Meter supports the feature of inter operability / inter portability as there

is ability (for Utilities to utilize multiple communication networks or change communication

technologies without touching the meter) to use CESU Billing System without any restricted access.

The prepaid metering solution shall be integrated with CESU’s Billing solutions, CESU website &

payment gateway. The same meter will be utilised for roof top solar units by enabling Imp-Exp

feature remotely.

The technology (including s/w & h/w requirements) shall operate on Built & Operate

(BO) basis for a period of three years from the date of commissioning. After the expiry of three

years the future course of action will be decided by CESU on mutual consent .

2. CLIMATIC CONDITIONS:

The meters to be supplied against this specification should be suitable for satisfactory continuous

operation under the following tropical conditions. Meters should be capable of maintaining required

accuracy under hot, tropical and dusty climatic conditions.

3.2 General Facilities :-

1- Should conform to relevant IEC & IS Standards.

2- Can be converted to prepaid or post –paid as per the customer’s choice.

3- Conform to integrated solution, conforming to AMI features with enabling remote reading for

billing purpose, controlling the contract demand for peak load management & monitoring with

annunciation for possible tamper and/or by-pass of the meter.

4- Should have a load switch-off both for excess demand as well as non-recharge of the advance

payment. Preferably Meter should give annunciation for over drawl beyond the threshold

demand limit for a minimum of 60 seconds before switch-off. The load will be automatically

reconnected when the load is brought down to threshold limit by the consumer with a time gap

of maximum 60 seconds. In case of persistent switch-off & switch –on occurs i.e. 3 times or

more within a period of 30 minutes, the load will be permanently disconnected & the consumer

is liable for re-connection & disconnection charges.

5- Meter should have feature for annunciation for recharge of prepaid voucher/coupon at least 7

days in advance based on the average consumption pattern of the consumer with the applicable

tariff slab. For consumer facilitation the permanent switch-off ( for want of recharge voucher)

may be effected only during working day time i.e. Monday to Saturday 11.00AM to 5 PM.

6- Should have LCD display for easy reading by the consumer for information regarding his/her

balance amount left, the energy credit available, the validity of present payment based on the

past average consumptions & applicable tariff slab, in addition to technical details like Voltage

and/or auto periodic display mode.

7- Should be suitable for Renewable Energy usages to measure import/export from roof-top

Solar, Wind or any other renewable energy sources produced by the consumers (Prosumer).

8- Should support slab based tariff ( minimum 8 slabs), time of day tariff & other Demand Side

In addition to the above, the vendor should provide the following facilities for consumer

3.3 Starting Current :

The meter should start registering energy at 0.4 % of basic current at unity power factor and first

pulse must be appeared within 10 minutes.

3.4 Running at no load:

When 70% & 120% voltage is applied and no current flows in the current circuit, the test output

of the meter should not produce more than one pulse.

3.5 Maximum Continuous Current:

The maximum continuous current in meters should be the current at which the meter purports to

meet the accuracy requirement of the specification.

4. CONSTRUCTION:

Meters should be designed and constructed in such a way so as to avoid causing any danger during use

and under normal conditions. However, the following should be ensured.

a) Personal safety against electric shock

b) Personal safety against effects of excessive temperature.

c) Protection against spread of fire

d) Protection against penetration of solid objects, dust & water

The meter should be designed with ASIC (application specific integrated circuit) and should be

manufactured using SMT (Surface Mount Technology) components. Power supply and voltage divider

circuits shall be of advanced technology.

The meter should be housed in a safe, high grade, unbreakable, fire resistant, UV stabilized, virgin

Polycarbonate casing of projection mounting type. The meter cover should be transparent/ translucent

cover with transparent viewing window, for easy reading of displayed parameters, and observation of

operation indicators. The meter base may or may not be transparent. The meter casing should not

change in shape, colour, size, and dimensions when subjected to 200 hrs on UV test as per ASTMD

53. It should withstand 650 deg. C. glow wire test and heat deflection test as per ISO 75.

The meter cover should be sealable to the meter base with at least 2 nos. seals.

The meter should be supplied with a transparent extended terminal block cover (ETBC). The ETBC

should not be easily detachable from the base and be secured to the base. The terminal block should be

made of high grade non-hygroscopic, fire retardant, fire resistant, glass reinforced poly-carbonate with

terminal holes of minimum dia 5.5 mm and should be suitable to accommodate the insulation of the

conductors, meeting the requirement of IS 13779 / CBIP technical report-88. The minimum center-to-

center distance clearance between adjacent terminals should be 13 mm.

Terminal cover should have provision for sealing with at least one seal.

The meter should be capable of providing phase to neutral protection up to 440V for 10 minutes.

The manner of fixing the cables to the terminal block should ensure adequate and durable contact such

that there is no risk of loosening or undue heating. Meter should have 2 screws in each terminal for

effective clamping of cables. The screws shall not have pointed ends at the end of the thread. Screw

connections transmitting contact force and screw fixing which may be loosened and tightened several

times during the life of the meter should be such that the risk of corrosion resulting from contact with

any other metal part is minimized. Electrical connections should be so designed that contact pressure

is not transmitted through insulating material. All terminals and connecting screws and washers should

be of tinned / nickel plated brass material.

The terminals should be capable of withstanding a current of 150% of Imax for two hours,

continuously.

The meter should be compact in design. The entire construction should be capable of withstanding

stresses likely to occur in actual service and rough handling during transportation. The meter should

be convenient to transport and immune to shock and vibration during transportation and handling.

The meter cover should be permanently fixed to the meter base by using ultra sonic welding or any

other technology which is either equally or more efficacious in such a way that the meter cover can’t

be opened without breaking the same, i.e. the meter should be break-to-open type. In case any attempt

is made to separate the meter cover from the base by using any tools / instruments / device, there

should be visible evidence of tampering or attempt to open. The bidder will have to specify the type of

technology used by him and will also indicate the tests / standard required for testing such tamper

evident features. However, sealing with commonly available adhesives will not be accepted.

If the top cover is removed, meter should have a indication in its display even in power off condition

and it should be remain until reset the tamper through BCS/MRI. Display indication also to be

provided while any tamper (like current reversal, earth load. Magnetic influence etc.) occur and should

remain until reset the tamper through BCS. Here display means display of meter & IN HOME

DISPLAY unit.

4.01 The Meter design shall be projection type, dust & moisture proof. The meter base & cover

shall be made out of unbreakable, high grade, fire resistant polycarbonate so as to give tough

and non breakable qualities. The meter body shall be type tested for IP: 51 as per IS 12063

against ingress of dust, moisture & vermin.

4.02 All parts that are likely to develop corrosion under normal working conditions shall be

effectively protected against corrosion by suitable methods to achieve durable results.

4.03 The real time Quartz clock shall only be used in the meter for maintaining time (IST) and

calendar. Real Time Clock shall be pre-programmed for 30 years Day / Date without any

necessity for correction. The maximum Drift shall not exceed + / - 183 seconds per year.

4.04 The provision shall be made on the meter for at least two seals to be put by utility user.

4.05 The push button shall be provided for high resolution reading of Display with two decimal

digits.

4.06 The meter shall be provided with flashing red LED to represent the pulse output for testing the

meter by suitable testing equipment. The operation indicator must be visible from the front.

4.07 It shall be possible to check the accuracy of Active Energy measurement of the meter on site

by means of LED output. Resolution of the test shall be sufficient to enable the starting current

test in less than 10 minutes and accuracy test at the lowest load shall be completed with desired

accuracy within 5 minutes.

4.08 The Meter Accuracy shall not be affected by magnetic field from all sides of the meter i.e.;

front, sides, top and bottom of the meter.

4.09 There shall be one CT (in neutral circuit) and one shunt (in phase circuit) or two CT’s each in

phase and neutral circuit. The current whichever is measured as higher either by CT or Shunt

shall be used for processing. The Shunt shall be manganin based and e – beam welded for the

construction purpose.

4.10 Power supply unit in the meter shall be transformer less to avoid magnetic influence.

4.11 The Real Time Clock (RTC) shall have long life (10 Years) Non Rechargeable Battery.

4.12 The Display parameter in the meter shall not be accessible for reprogramming at site through

any kind of communication.

4.13 Complete metering system & measurement shall not be affected by the external

electromagnetic interference such as electrical discharge of cables and capacitors, harmonics,

electrostatic discharges, external magnetic fields and DC current in AC supply etc. The meter

shall meet the requirement of CBIP Tech – report 88 (amended up to date) except 0.5 T A C

magnet test.

4.14 The measurement by meter shall not get influenced by injection of High Frequency AC voltage

/ chopped signal / DC signal and harmonics on the terminals of the meter.

4.15 The meter shall record and display total energy including harmonic energy.

i) The PCB shall be protected with Epoxy potting in order to make it tamper proof and also

maintaining IP51 compliance.

ii) The RTC should have a Permanent separate battery it shall not be used for display purpose.

Meter should be able to communicate in Battery mode during Power OFF.

4.16 Self Diagnostic Features

4.17 The meter shall display unsatisfactory functioning or non-functioning Real Time Clock and

Battery.

4.17 All Display segments: “LCD Test” display shall be provided for this Purpose.

4.18 Wire / cable less design: The meter shall be wireless to avoid improper Soldering & loose

connection / contact.

4.19 The accuracy of the meter shall not be affected with the application of abnormal voltage /

frequency generating device such as spark discharge of approximately 35KV. The meter shall

be tested by feeding the output of this device to meter in any of the following manner for 10

minutes:

a) On any of the phases or Neutral terminals.

b) On any of the connecting wires of the meter ( voltage discharge with 0-10 mm spark

gap )

c) At any place in load circuit

d) At any location of meter body.

The accuracy of the meter shall be checked before and after application of above device.

4.20 As Meter is completely integrated, it identifies monitors any meter tampering attempts and acts

accordingly. Action can be taken remotely

4.21 The meter shall have RJ 11 or RS 232 etc for connectivity.

4.22 Latching Relay :

Meter shall have two latching relays for Phase and Neutral to protect the common Tamper of

phase and neutral interchanged and load through local earth as well as to disconnect the full

load.

5. e- Vending

5.01. The Vending system shall be “Web Based Vending System” for online recharge which is an

easy operation.

5.02. Steps for Vending

a) In order to get an easy and instant recharge, the consumer shall adopt the existing payment

methodologies of CESU like Online payment and there is no need to maintain separate

vending system.

b) Here the customer shall have the convenient way to get credit the amount through the

Payment Gateway.

c) Upon a successful recharge, the information is fed to the Utility server from the Payment

Gateway as they both are tied up (here the status of the recharge is known).

d) When the Utility receives the payment from the consumer, the details shall be updated in

Head end Server.

e) When the Recharge is successful as per the instructions received from the utility, the

amount is credited to the Meter (via) Server.

f) Head end server plays a vital role by loading the amount to the Meter.

5.03. Consumer Interface Unit ( CIU )

The customer interface unit shall be inbuilt of the Meter and shall have high – resolution display

which shall be user friendly and provides a Host of information to the consumer (CIU is

mandatory for every meter). The CIU shall be powered up from the meter and shall have a

display of size not less than 20mmX10mm. The CIU shall have a Buzzer to generate Alarm

signal in case of Low Credit and over load. In addition to the inbuilt CIU, an additional display

unit shall be made optional as per customer requirement and it shall be communicated wireless

(RF) to the meter. The display unit shall be battery back-up.

5.04. The meter shall be configured to set the load limit. The meter shall be able to Disconnect the

load in case of Exceeding the current limit (100%) or sanctioned load and the configurable load

limit set in the meter after 1 minute on stabilizing the current. The load limit shall be defined in

vending system and same shall be transferred to the meter through vend code.

6. TARIFF:

It shall be possible in the meter that the tariff order at the relevant time shall be made applicable

and shall continue till the consumer approaches for next recharge. If there are any changes, after

the purchase of electricity amount in advance by the prepaid consumer, due to tariff revision, Fuel

Surcharge Adjustment (FSA) charges, etc., the same shall be adjusted at the time of the next

recharge.

Following are the features required in the meter for Tariff. It shall be possible to change all the

tariff related parameter through vend code.

a) Minimum Charges: Using the online vending system it shall be possible to deduct the

minimum charge for the applicable tariff category. If the consumer consumes electricity

equivalent of amount less than the minimum charge then at the end of the billing period the

meter shall deduct the difference of the minimum amount.

b) Fixed Charges: Meter shall be able to deduct Fixed charges as per the applicable Tariff.

c) Slab Tariff: The meter shall have capability for defining minimum Eight tariff slabs. It shall

be possible to change the slabs through the portable device or through the online system. The

tariff shall be applicable as per the tariff structure.

d) Tax / Duty: It shall be possible to define the tax percentage through online system which has

to be levied on the amount of the energy consumed.

e) Rebate: The meter shall have facility to record the energy consumption at the rates applicable

after deducting the rebate percentage on the energy consumption.

f) Debt Management: It shall be possible to collect the Debt from the consumers with the use of

the online system. The Debt percentage shall be defined in the system.

g) Software feature: The meter shall be programmable for tariff structure, tax / rebate, duty,

tariff slabs etc, as per the orders given by OERC from time to time. The end result of tariff

made applicable shall be as per OERC orders.

h) Credit Amount: A good example for the first approach to explain about Credit amount would

be, assume that if it is 11th

hour and when the consumer is already utilizing reserved amount, a

Low balance alert is sent to the consumer, and if the amount (in INR) totally gets consumed,

the meter get disconnected. In such case there is no option left for the customer instead to

purchase credits for working of the Meter.

At this particular time if there any extreme climatic conditions or any other situations where

the consumer cant purchase credits, meter should not get disconnected till further instructions

from CESU by which credit amount can be loaded in a very easy and instant way.

The credit amount can be loaded by pressing a Push Button Switch which is provided on the

meter/CIU. As soon as the switch is pressed, Credit amount loaded an alert is sent to the

Utility server.

As the credit amount is loaded the meter starts again to dispense electricity. The amount of

credit amount to be loaded is defined policy of Utility.

7. PREPAID FEATURES

7.01 The meter shall have a non-volatile memory to retain the vital information in Case of power

outages so that data will not lose.

7.02. The meter shall display message on accepting valid token transaction and on rejecting invalid

token transaction with an additional sound.

7.03. The credit shall be debited by the meter based on the electricity consumption according to the

rate including the fixed charges, minimum charges etc, as defined in tariff configuration.

7.04. The Meter shall be able to deduct fixed charges as a whole for monthly as per the tariff

applicable. There shall be no need of any token transaction to stop fixed charge recovery while

meter is removed from the site and kept in store.

7.05. Visible low credit warning shall be provided with bi-colour LED / LCD indication (preferably

Green for healthy zone, else change from green to flickering Red colour) when the credit falls

below defined alarm limit.

7.06. An audible low credit warning shall be provided to sound for 30 seconds, first warning shall be

after half an hour, thereafter second warning after two hours and third warning after 8 hours and

thereafter every 8 hours of low credit till the alarm is acknowledged by the consumer by pressing

either meter or CIU key. There shall be no alarm during night hours.

7.07. When the credit reaches to Zero, the meter shall disconnect the output supply except emergency

credit limit of ‘1’ working Day (from 17:30 hours of previous day of second Saturdays &

Sundays, National Holidays, state fixed holidays & next day till 10:00 hrs) is provided to

consumer or meter is charged with a new token which has additional amount than Zero. It shall

give alarm when the credit balance is Rs one hundred (Rs 100.00).

7.08. Meter shall be capable to configure for emergency credit limit so that some defined amount

could be provided to consumer after zero balance. After this defined amount, meter shall

Disconnect the output supply and Restore only when meter balance reach to the amount

additional than zero.

7.09. The meter shall disconnect supply after end of such holiday hours. When meter is recharged with

new credit, it shall adjust the debited amount first then normal operation shall go on.

7.10. Relay shall be provided in both phase & Neutral element in the meter to let alone fraud and

single wire tamper. It shall be bi-stable type latching switch designed and manufactured in

accordance with relevant standard to meet overload and short circuit requirement.

7.11. The meter shall have a data downloading facility with prepaid meter events like transactions

(including the debit / credit balance, consumption particulars details and also Fixed charges,

Unit charges, etc. as are applicable for post paid meter connections ), alarm, overload, tamper,

load survey, etc, through RJ 11 or RS 232, etc, port provided for CIU with the help of PC /

laptop computer on which the data downloading software is available. The required software

shall be supplied by the vendor free of cost. Additional RJ 11 or RS 232 / optical port for

downloading the data from the meter shall also be acceptable.

7.12. The Load survey Data including voltage, current, KWh, Demand & P.F. shall be for last 60 days

and Historical Data for last six months.

7.13. The Tamper Data shall be available for down loading & analysis remotely. At least 100

occurrence & restoration should be available in the memory FIFO basis.

7.14. The roof top solar power generation units where in which the power to be fed back to the system

shall be incorporated in the meter by enabling the Imp – Exp feature remotely.

7.15. All billing transaction details etc. should be up loaded in utility server in 30 minute interval or as

desired by CESU.

8. ANTI TAMPER FEATURES

The meter shall detect and register the energy correctly only in Forward Direction under the

combination of the following tamper conditions.

8.01 Reversal of Phase & Neutral, the meter shall record forward energy.

Load through Local Earth: The meter shall work accurately without earth. Load return is

connected to a local earth and not returned to the meter as well as the phase and neutral at

supply side are reversed.

8.02 A part of the load is returned to a local earth and the other part is returned to the meter.

8.03 All the tampers shall be verified at basic current at reference voltage.

8.04 The potential link shall not be provided on terminal block outside the main meter cover.

8.05 Visual indication shall be provided to show Tamper conditions stated above in push button

mode.

8.06 The meter shall be immune to the magnetic field ( DC / Permanent ) up to 0.2 Tesla. If the

meter accuracy gets affected due to any abnormal magnetic field ( DC / Permanent ) more

than 0.2 Tesla, then the same shall be recorded as Magnetic Tamper Event with date & time

stamping and the meter shall record Energy considering the maximum value current ( Imax ) at

reference voltage and unity power factor.

8.07 Meter should record energy with maximum error of ± 4% even in absence of neutral wire not

connected at incoming & outgoing, i.e. single wire operation. In such condition Meter should

start recording energy at 1.0 Amps.

8.08 Note: Test will be carried out in different loads ranging from 1.0A to 80A

8.09 Meter energy recording should not affect & records energy within error limit of ± 4% during

D.C or chopped A.C injection in neutral or any other neutral disturbance. Tamper events

should be logged as Neutral Disturbance.

8.10 In the event the meter is forcibly opened, even by 2 to 4 mm variation of the meter cover, same

shall be recorded as tamper event with date & time stamping and the meter shall continuously

display that the cover has been tampered.

8.11 he meter should be immune to Electro Static Discharge or sparks of 35 KV. Approx, induced

by using frequency-generating devices having very high output voltage. Tests in this respect

will be conducted by using commonly available devices and the test shall be performed for 10

min. Before & after the spark discharge test, meter accuracy shall be verified and be with in

permissible limit. If the spark is beyond the 35 KV, meter output supply shall be disconnected

to protect meter internal circuitry and stamps logged in meter NVM.

8.12 Meters should offer compliance to requirements of CBIP-88 and its amendments for

tampering using external magnets. The meters should be immune to 0.2T of A.C.& D.C.

magnetic fields and 0.5 T permanent magnetic fields or goes to Imax with proper

stamping / indication at tamper events.

8.13 The meter should offer a link less design i.e. there is no isolation link provided between the

current and voltage circuits and hence there would not be any possibility of tampering with the

same. During current reversal meter should record energy in forward direction irrespective of

direction of current and Earth load tamper should be recorded as current imbalance.

8.14 The duration of tamper before it is logged should be a factory programmable. But it should not

be more than 10 min.

8.15 Tamper logic will be checked during testing.

8.16 anufacturer can quote for any other Tamper features provided in the meter to prevent different

type tamper adopted by the user to reduce consumption.

9. DISPLAY UNIT

The measured value(s) should be displayed on a Liquid Crystal display (LCD) register. The height

X width of the digit should be minimum 9 X 5 mm. The KWh energy registration should take

place with 6 complete digits. The display should have backlit capability for easy reading. When

the LCD is placed at a constant temperature of 65 deg C for a period of 30 minutes in operating

condition and 80 deg C for 30 minutes under de-energized / storage condition, it should not get

deformed.

The LCD should be of STN/TN (Super Twisted / Twisted Pneumatic) type with display size area

of at least 60 X 15 mm approx. for clear visibility of display from a distance .The display should

have wide viewing angle of at least 70 deg. Dot Matrix type LCD will not be acceptable.

Display should have viewing angle 35 degree up & down from eye level.

The data should be stored in non-volatile memory (NVM). The non-volatile memory should retain

data for a period of not less than 10 years under un-powered condition. Battery back-up memory

will not be considered as NVM.

The register should be able to record and display starting from zero, for a minimum of 2500 hours,

the energy corresponding to rated maximum current at reference voltage and unity power factor.

The register should not roll over in between this duration.

In addition to provide serial number of the meter on the display plate, the meter serial number

should also be programmed into meter memory for identification through communication port for

CMRI / Laptop / meter reading print out.

10 Measuring Parameters or Display Parameters

I. All the following parameters shall be available in auto scrolling mode.

9.01. The maximum demand shall automatically be reset at 24.00 Hrs of the last day of each

calendar month. No reset push button shall be provided.

9.02. Maximum Demand Integration period: Integration period for shall be of 30 minutes real

time based.

10. DEMONSTRATION

The purchaser reserves the right to ask for the demonstration of the equipment offered at the

purchaser’s place.

11. NAME PLATE AND MARKING

Meter shall have a name plate clearly visible, effectively secured against removal and indelibly and

distinctly marked with all essential particulars as per relevant standards. The manufacturer’s meter

constant shall be marked on the name plate. In addition to the requirement as per IS, following shall

be marked on the Name plate.

a) Purchase order Number & Date

b) Month & Year of Manufacture

c) Name of purchaser i.e.; Property of CESU

d) Guarantee Period :- Seven Years

e) ISI Mark

The meter serial number shall be Bar Coded along with Numeric number. The Size of Bar Code shall

not be less than 35 x 5 mm. Stickers in any case will Not be accepted.

12. CONNECTION DIAGRAM AND TERMINAL MARKINGS

The connection diagram of the meter shall be shown clearly on inside portion of terminal cover and

shall be of permanent nature. Meter terminals shall also be marked and this marking shall appear in the

above diagram. Stickers of any kind will Not be accepted.

13.Special clauses:-

a. If the consumer is not recharged even after 2hrs after the payment, a penalty clause will be

levied at 50 INR per hour or part there of.

b. It is the Onus of the vendor to maintain communication with the meter at all times. In the

event of communication failure, the vendor shall make alternative arrangements for

recharging the Meter using hand held devices or any other acceptable methods.

c. Any dispute arising out of communication failure resulting in inconvenience to the

consumer is the sole responsibility of the vendor and shall be dealt by the vendor only.

d. If the vendor fails to redress the consumer meter related complaints for which consumer

cannot avail un-interrupted power supply, then a penalty as per the Guaranteed standards of

performance & level of compensation to consumer for default fixed by OERC applicable

on the CESU shall be levied on the vendor.

e. It is the responsibility of the vendor to replace/repair the meter within 24 hours of

complaints received from the consumer/CESU authority.

f. It is the responsibility of vendor to attend the compliant within 4 working hours between

8AM to 8PM after receiving complaints from consumer / CESU authority.

g. All the above are not valid in case of Force-majeure like riots, natural calamities etc.

h. The vendor shall keep stock of minimum 5% of meter & accessories as stand by to provide

support at earliest.

i. The vendor will also supply the additional meters with same terms & conditions if desired

by CESU authority.

14. TESTS

14.01 TYPE TESTS

The meter shall be fully type tested as per IS 13779:1999/15884:2010 ( amended up to date ) and

magnetic influence tests as per CBIP Tech-Report 88 with latest amendments. Type test reports shall

be submitted along with offer. The type test reports shall clearly indicate the constructional features of

the type tested meter. Separate Type Test Reports for each offered type of meter shall be submitted.

All the type tests shall have been carried out from laboratories which are accredited by the National

Accreditation Board of Testing and Calibration Laboratories ( NABL ) Approved by Govt. of India

such as CPRI/ERDA / ERTL etc, to prove that the meter meet the requirements of the specification.

Type Test reports conducted in manufacturer’s own laboratory and certified by testing institute shall

not be acceptable. The tenderer shall also furnish the particulars giving specific required details of

meter in “Annexure- IV-A” The offers without the details in “Annexure- IV-A” stands rejected.

Type Test for prepaid features shall be confirmed for the parameters indicated elsewhere in the

specification at manufacturer’s lab during inspection.

The type test report of meter having identical constructional & other features carried out

during last Five years will be valid. The purchaser reserves the right to demand repetition of some or

all the type tests in presence of purchaser’s representative at purchaser’s cost.

13.02. Acceptance Test , Routine Test & additional tests.

Meter shall pass all the Acceptance & Routine tests as laid down in IS 13779:1999/15884:2010

(amended up to date) and also additional acceptance tests as prescribed in this specification. ( Three

nos meters from a lot will be selected randomly in the factory and will be tested for tamper events).

Additional Acceptance Tests The following additional tests shall be carried out in addition to the acceptance tests specified in IS

13779 / 1999 (amended up to date).

A) Acceptance Tests for prepaid facilities in the meter.

a) Test of credit balance & debit

b) Test of friendly credit hours, start & end time there of

c) Test of disconnect the output supply when credit reach to Zero.

d) Test of reconnect the output supply on providing credit limit / charging with new token.

e) Test of disconnect output supply if load / current exceeded the preset value in the meter.

f) Test of reconnect output supply if load / current falls below the preset value in the meter.

g) Test of visible & audible low credit warning.

h) Test of application of tariff.

B) Samples picked up by the inspecting officer for acceptance tests shall be first subjected to

ageing test ( ie; Meters will be kept in heating chamber for 72 hours at 55 deg C

temperature). After normalizing the acceptance tests as stipulated IS & magnetic induction

test mentioned in CBIP report (with latest amendments) shall be carried out by the supplier

in presence of purchaser’s representative. Also the following additional tests are to be

carried out from each lot offered for inspection.

i) Shock Test.

ii) Vibration Test.

iii) Tamper & Fraud protection Test.

C) Other Acceptance Tests

a) The meter shall withstand continuously for a period of at least 5 minutes at a voltage of

440V between phase & neutral without damage / problems.

b) Tamper conditions as stated in this specification.

c) Glow wire testing for polycarbonate material

d) Power consumption tests

e) Limits of Error: Limits of variation in percentage error due to change in voltage shall

not exceed the values given below.

f) The meter shall be tested at – 15% and at – 40% of reference voltage as well as + 10%

and + 20% of reference voltage and shall record energy within limits of variation

indicated above. However the meter shall continue to register energy up to 50% of the

rated voltage.

g) For other influence quantities like frequency variation, the limits of variation in

percentage error will be as per IS 13779 / 1999 (amended up to date).

h) The meter shall comply all the tests for external AC / DC (except 0.2 T AC magnet)

magnetic field as per CBIP Tech-Report 88 with latest amendments. Moreover the

magnetic influence test for permanent magnet of 0.5 T for minimum period of 15

minutes shall be carried out, by putting the magnet on the meter body. If the accuracy

of the meter gets affected during the test, then the same shall be recorded as magnetic

tamper event with date & time stamping and the meter shall record energy considering

Imax and reference voltage at unity power factor. After removal of magnet meter shall

be subject to accuracy test as per IS 13779 / 1999 (amended up to date).

i) The meter shall withstand impulse voltage as per relevant IS.

15 :-Meter Boxes:

Acceptance Tests

i. Physical verification of dimensions of the box.

ii. Compatibility of the box for housing the Meter, and ensuring ease of connecting and reading

the meter.

iii. Test for mechanical strength.

Routine Tests :

The routine test certificates for the following shall be furnished for approval of the purchaser.

i. Physical verification of dimension of the box.

ii. Compatibility of the box for housing the meter ensuring ease of connecting and the reading the

meter.

16. PRE DESPATCH INSPECTION

All Acceptance tests and Inspection shall be carried out at the place of manufacturer. The

manufacturer shall offer to the inspector representing the purchaser, all the reasonable facilities, free of

charge, for inspection & testing, to satisfy him that the material is being supplied in accordance with

this specification. The companies representative / Engineer attending the above testing will carry out

testing on suitable number of meter as per sampling procedure laid down in IS13779 / 1999 ( amended

up to date ) and additional acceptance as per this specification. After satisfactory pre dispatch

inspection dispatch clearance will be issued. All the meters offered for inspection shall be in sealed

condition. The seals of sample meter taken for testing & inspection shall be broken for testing. The

routine tests of latching relay shall also be carried out & confirmed as per relevant IS. Inspection

Clause at Section-III GTCC shall also followed.

17. RANDOM SAMPLE TESTING AT DESPATCH AT STORE

For carrying out “Random Sample Testing”, the sample meter will be drawn from the supplied lot at

CESU stores against inspected lot and same shall be tested at Purchasers Laboratory. Sample meter

shall be drawn as per Appendix ‘H’ of IS 13779 / 1999 (amended up to date). Sample meter will be

tested by CESU Testing Engineer in presence of suppliers representative jointly for (i) Starting

Current, ( ii) Limits of error, (iii) Repeatability of error, (iv) No load test as per IS 13779 / 1999 (

amended up to date ), (v) Test for prepaid feature (vi) Tamper Test (vii) Display parameters etc..

Seven days advance intimation shall be given to the supplier and if the supplier fails to attend the joint

inspection on the date informed, the testing will be carried out by our Testing Engineer in absence of

supplier’s representative. If the meter fails in above random sample testing the whole lot will be

rejected.

18. TRAINING

The bidder / manufacturer shall arrange for various training programmes for administration training,

user training and trouble shoot training at free of cost with supported documents like system software

manual, system operation manual. Training shall be imparted to at least 20 officers for user training

and at least 5 officers for administrative training.

19. PREPAID METERING, BILLING & COLLECTION SYSTEM REQUIREMENT

a) vendor offers state of the art, all-in-one solution of Prepayment which puts more control into

the hands of both utilities and consumers by giving them more detailed information about the

Prepayment Solution

b) Prepayment Solution functions accordingly as per Loaded Amount, Reserve Amount, Credit

Amount and Low Balance Alarm.

c) Firstly Loaded Amount, Reserve Amount, Credit Amount and Low Balance Alarm

settings are (loaded) Set at a time in the meter through the Headend Collection Software

IRIS (Intelligent Remote Interface Server).

d) Loaded Amount are those which are the Initial Amount set in the meter, when these are

consumed and when the consumption meets the percentage value set for Low Balance Alarm

then an ALERT is sent to the consumer through server.

e) Then the Meter consumption starts by utilizing the Reserve Amount, and when these reserve

amount are completely consumed the meter gets disconnected i.e. shuts down and an Alert is

sent to the Utility Server.

f) In this case for example if it is peak hour where the consumption is more and the reserve

amount gets consumed and the meter get disconnected, vendor provides a significant solution

to resume the Meter functionality through Credit Amount which are provided by the defined

policy of Utility.

g) The Credit amount are loaded by pressing a simple Push Button Switch which is placed/

provided on the meter/CIU, at this moment an Alert is sent to the Utility server. As the credit

amount are loaded the meter starts to dispense electricity.

20. PREPAID METERING, BILLING & COLLECTION SOFTWARE:

The prepaid metering, billing & collection software shall be supplied by the successful vender for

implementing prepaid metering solution in CESU. The solution shall be web based and shall have

capability to interface with the central database and produce the management reports which shall be

decided mutually with the successful bidder. It shall manage all administrative data, including settings

21. GUARANTEE: Seven Years From the date of supply. ( for meters & accessories).

22. PACKING:

22.01 The meter shall be suitably packed in order to avoid damage during transit or handling. Each

meter may be suitably packed in the first instance to prevent ingress of moisture and dust and

then placed in a cushioned carton of a suitable material to prevent damage due to shocks during

transit. The lid of the carton may be suitably sealed. A suitable number of sealed cartons may be

packed in a case of adequate strength with extra cushioning. The cases may then be properly

sealed against accidental opening in transit. The packing cases may be marked to indicate the

fragile nature of the contents.

22.02 The following information shall be furnished with the consignment:

i. Name of the consignee

ii. Details of consignment

iii. Destination

iv. Total weight of the consignment

v. Sign showing upper/ lower side of the crate

vi. Sign showing fragility of the material

vii. Handling and unpacking instructions

viii. Bill of material indicating contents of each package and spare material.

23. QUALITY CONTROL:

23.01 The purchaser has a right to send a team of experienced engineers for assessing the capability

of the firm for manufacturing and testing of meter as per this specification. The team shall be

given all assistance and co-operation for inspection and testing at the bidder’s works.

23.02 The meter supplied shall give service for a long period with out drifting from the original

calibration & performance must be near to zero percent failure.

24. MINIMUM TESTING FACILITIES:

Manufacturer shall posses fully computerized meter test bench system for carrying out routine and

acceptance tests as per IS 13779/1999 (amended up to date). Test reports for each and every meter

shall be generated. The list of testing equipments shall be enclosed with the bid;

i. The manufacturer shall have the necessary minimum testing facilities for carrying out the

following test:

d. Accuracy requirement

ii. The manufactures shall have duly calibrated RSS meter of Class 0.1 or better accuracy. The

bidder shall have fully automatic test bench having in- built constant voltage, current and

frequency source with facility to select various loads automatically and print the errors directly.

iii. The manufacturer shall have glow wire testing facility

iv. Meter software: The bidders will have to get appraised & obtain CMMI –

( Capability Maturity Model Integration ) level III within one year from date of letter of award.

25. MANUFACTURING ACTIVITIES

The manufacturer shall submit the list of plant and machinery along with the offer.

i) Meter shall be manufactured using SMT ( Surface Mount Technology ) components and by

deploying automatic SMT pick up and place machine and reflow solder process. The loops /

wired joints must be avoided on PCB. Further, the Bidder shall own or have assured access (

through hire, lease or sub contract, documentary proof shall be attached with the offer ) of above

facilities

ii) The Quality shall be ensured at the following stages:

a) At PCB manufacturing stage, each board shall be subjected to computerized bare board

testing.

b) At insertion stage, all components shall undergo computerized for confirming to design

parameter and orientation.

c) Complete assembled and soldered PCB shall undergo functional testing using Automatic

Test Equipments ( ATE’s ).

d) Important: Prior to final testing and calibration, all meters shall be subjected to ageing test (

ie; Meters will be kept in heating chamber for 72 hours at 55 deg C temperature. After 72

hours, meter shall work satisfactorily) to eliminate infant mortality.

iii) The calibration of meter shall be done in-house on a computerized test bench having stabilized

power supply.

iv) The bidders shall submit the list of all (important as well as indigenous) components to be

used in meter, separately along with the offer.

v) Bought out items

A detailed list of bought out items which are used in the manufacturing of the meter, shall be

furnished indicating the name of firms from whom these items are procured. The bidder shall

also give the details of quality assurance procedures followed by him in respect of the bought

out items.

26. QUALITY ASSURANCE PLAN:

a. The tenderer shall invariably furnish QAP along with his offer, the QAP adopted by him in this

process of manufacturing.

b. Precautions taken for ensuring usage of quality raw material and sub component shall be stated

27. METER BOX

The meter box supplied with meter shall be weather proof made out of transparent

POLYCARBONATE with flame retardant properties.

a) The meter box shall be intended to house one number single-phase electronic energy meter.

The meter box complies with IS: 14772:2000 with latest amendment.

b) Meter box shall be weather proof, capable to withstanding temperatures of boiling water

for 5 minutes continuously without distortion or softening. It shall withstand Glow wire test

at 650°C as per IS: 11000. HDT of Polycarbonate material shall be minimum 120° C (at

1.8 MPa ° C),

c) The box cover should be fitted with two steel hinges inside the box in such a way that one

can not interfere with hinges from out side when the box is closed & sealed.

d) Soft neoprene rubber gasket shall be provided all around the periphery of box for

protection against ingress of dust and water in side the box.

e) Meter Box should be comply with IP - 54. Type test report should be enclosed along with

offer.

f) All metallic parts would be well protected against corrosion.

g) Minimum two nos. sealing arrangement shall be provide to seal the meter box.

h) Suitable provision should be available at the bottom side of the meter box for cable inlet &

outlet. Adjustable cable gland shall be provide for cable incoming & outgoing. Proper

barrier or other such arrangement shall be provided in the box so that it shall not be

possible to access incoming terminal of the meter from out side.

i) Purchase order No.& Date, Property of CESU shall be printed on a metallic name plate &

shall be fitted on the box or It shall be printed /embossed on the box. It shall be fixed with

rivet such that it cannot be removed easily.

28. SAMPLE METER & BOX.

Firm will submit two sample meters with box & CIU along with type report from laboratories

which are accredited by the National Accreditation Board of Testing and Calibration

Laboratories ( NABL ) Approved by Govt. of India such as CPRI/ERDA / ERTL etc, carried

out within five years from the date of opening of tender for testing at Purchager’s Laboratories.

The bid submitted with out samples & type test report may be ignored.

TECHNICAL SPECIFICATION

FOR THREE PHASE SMART PREPAID ENERGY METER & VENDING SYSTEM

1. SCOPE:

This Technical Specification covers the Design, Manufacture, Testing and supply of ISI marked LT

AC 20-100 Amps prepaid Electronic LCD Energy Meter of Accuracy Class 1.0 confirming to IS

13779:1999 & IS15884:2010 with provisions for TOD (Time of Day) tariff and RTC (Real Time

Clock) suitable for measurement of Energy (KWH ,KVARH & KVAH) and Max.Demand

(KW&KVA) in three phase four wire system of LT three phase consumers. The above meters shall

be supplied in a pilfer proof box which shall be weather proof made out of transparent

POLYCARBONATE with flame retardant properties. For commissioning of meter at consumer

premises, a consumer Database shall be defined with appropriate tariff category and credit / debit

limit, after which recharge can be done through online by an authorized customer/Vendor who can

energize the meter. This process can also be controllable by CESU. The Meter supports the feature

of inter operability / inter portability as there is ability (for Utilities to utilize multiple

communication networks or change communication technologies without touching the meter) to use

CESU Billing System without any restricted access. The prepaid metering solution shall be

integrated with CESU’s Billing solutions, CESU website & payment gateway. The same meter will

be utilised for roof top solar units by enabling Imp-Exp feature remotely.

The technology (including s/w & h/w requirements) shall operate on Built & Operate (BO)

basis for a period of three years from the date of commissioning. After the expiry of three years

the future course of action will be decided by CESU on mutual consent .

2. CLIMATIC CONDITIONS:

The meters to be supplied against this specification should be suitable for satisfactory continuous

operation under the following tropical conditions. Meters should be capable of maintaining required

accuracy under hot, tropical and dusty climatic conditions.

3.2 General Facilities :-

billing purpose, controlling the contract demand for peak load management & monitoring with

annunciation for possible tamper and/or by-pass of the meter.

12- Should have a load switch-off both for excess demand as well as non-recharge of the advance

payment. Preferably Meter should give annunciation for over drawl beyond the threshold

demand limit for a minimum of 60 seconds before switch-off. The load will be automatically

reconnected when the load is brought down to threshold limit by the consumer with a time gap

of maximum 60 seconds. In case of persistent switch-off & switch –on occurs i.e. 3 times or

more within a period of 30 minutes, the load will be permanently disconnected & the consumer

is liable for re-connection & disconnection charges.

13- Meter should have feature for annunciation for recharge of prepaid voucher/coupon at least 7

days in advance based on the average consumption pattern of the consumer with the applicable

tariff slab. For consumer facilitation the permanent switch-off ( for want of recharge voucher)

may be effected only during working day time i.e. Monday to Saturday 11.00AM to 5 PM.

14- Should have LCD display for easy reading by the consumer for information regarding his/her

balance amount left, the energy credit available, the validity of present payment based on the

past average consumptions & applicable tariff slab, in addition to technical details like Voltage

(V), Demand (KW), Current (I), Frequency(F), Power Factor (PF) etc. either in scroll mode

and/or auto periodic display mode.

15- Should be suitable for Renewable Energy usages to measure import/export from roof-top

Solar, Wind or any other renewable energy sources produced by the consumers (Prosumer).

16- Should support slab based tariff ( minimum 8 slabs), time of day tariff & other Demand Side

Management enable tariff. Tariff changes should be enabled from remote end with facilities

application of fixed charge deduction at the 00 hrs. of the start of the month.

In addition to the above, the vendor should provide the following facilities for consumer

satisfaction.

a- SMS to the consumer for all relevant consumer- friendly information.

c- Training of DISCOM staff for manning the centralized monitoring system, AMI &

status of meters including details of tampering.

3.3 Starting Current

The meter should start registering energy at 0.4 % of basic current at unity power factor and first

pulse must be appeared within 10 minutes.

3.4 Running at no load:

When 70% & 120% voltage is applied and no current flows in the current circuit, the test output of

the meter should not produce more than one pulse.

3.5 MAXIMUM CONTINUOUS CURRENT

The maximum continuous current in meters should be the current at which the meter purports to

meet the accuracy requirement of the specification.

4. CONSTRUCTION:

Meters should be designed and constructed in such a way so as to avoid causing any danger during

use and under normal conditions. However, the following should be ensured.

a) Personal safety against electric shock

b) Personal safety against effects of excessive temperature.

c) Protection against spread of fire

d) Protection against penetration of solid objects, dust & water

The meter should be designed with ASIC (application specific integrated circuit) and should be

manufactured using SMT (Surface Mount Technology) components. Power supply and voltage

divider circuits shall be of advanced technology.

The meter should be housed in a safe, high grade, unbreakable, fire resistant, UV stabilized, virgin

Polycarbonate casing of projection mounting type. The meter cover should be transparent/

translucent cover with transparent viewing window, for easy reading of displayed parameters, and

observation of operation indicators. The meter base may or may not be transparent. The meter

casing should not change in shape, colour, size, and dimensions when subjected to 200 hrs on UV

test as per ASTMD 53. It should withstand 650 deg. C. glow wire test and heat deflection test as

per ISO 75.

The meter cover should be sealable to the meter base with at least 4 nos. seals.

The meter should be supplied with a transparent extended terminal block cover (ETBC). The

ETBC should not be easily detachable from the base and be secured to the base. The terminal

block should be made of high grade non-hygroscopic, fire retardant, fire resistant, glass reinforced

poly-carbonate with terminal holes of minimum dia 8.5 mm and should be suitable to

accommodate the insulation of the conductors, meeting the requirement of IS 13779 / CBIP

technical report-88. The minimum center-to-center distance clearance between adjacent terminals

should be 18 mm.

Terminal cover should have provision for sealing with at least two seals.

The meter should be capable of providing phase to neutral protection up to 440V for 10

minutes.

The manner of fixing the cables to the terminal block should ensure adequate and durable contact

such that there is no risk of loosening or undue heating. Meter should have 2 screws in each

terminal for effective clamping of cables. The screws shall not have pointed ends at the end of the

thread. Screw connections transmitting contact force and screw fixing which may be loosened and

tightened several times during the life of the meter should be such that the risk of corrosion

resulting from contact with any other metal part is minimized. Electrical connections should be so

designed that contact pressure is not transmitted through insulating material. All terminals and

connecting screws and washers should be of tinned / nickel plated brass material.

The terminals should be capable of withstanding a current of 150% of Imax for two hours,

continuously.

The meter should be compact in design. The entire construction should be capable of withstanding

stresses likely to occur in actual service and rough handling during transportation. The meter

should be convenient to transport and immune to shock and vibration during transportation and

handling.

The meter cover should be permanently fixed to the meter base by using ultra sonic welding or any

other technology which is either equally or more efficacious in such a way that the meter cover

can’t be opened without breaking the same, i.e. the meter should be break-to-open type. In case

any attempt is made to separate the meter cover from the base by using any tools / instruments /

device, there should be visible evidence of tampering or attempt to open. The bidder will have to

specify the type of technology used by him and will also indicate the tests / standard required for

testing such tamper evident features. However, sealing with commonly available adhesives will

not be accepted.

If the top cover is removed, meter should have a indication in its display even in power off

condition and it should be remain until reset the tamper through BCS/MRI. Display indication also

to be provided while any tamper (like current reversal, earth load. Magnetic influence etc.) occur

and should remain until reset the tamper through BCS. Here display means display of meter & IN

HOME DISPLAY unit.

4.01 The meter case including its base shall be made of self-extinguishing type superior grade

Polycarbonate. Both meter base and cover shall be transparent and jointed such that it should

be ‘break to open’ (ultrasonically welded/heat stake process/chemical process/push fit) and

they should not be detachable. The Meter design shall be projection type, dust & moisture

proof. The meter base & cover shall be made out of unbreakable, high grade, fire resistant

polycarbonate so as to give tough and non breakable qualities. The meter body shall be type

tested for IP: 51 as per IS 12063 against ingress of dust, moisture & vermin.

4.02 All parts that are likely to develop corrosion under normal working conditions shall be

effectively protected against corrosion by suitable methods to achieve durable results.

4.03 Connection diagram: Every meter shall be indelibly marked with a connection diagram

showing the phase sequence for which it is intended and shall be attached to the inner side of

the extended terminal cover. In case any special precautions need to be taken at the time of

testing the meter, the same may be indicated along with the circuit diagram

.

4.04 Terminal Arrangement : The terminal arrangement and connection diagram shall be marked

in accordance with clause 7.2 of IS 13779 . Terminal arrangement shall be in sequence Phr(in),

Phr(out), Phy(in), Phy(out), Phb(in), Phb(out), Neutral (in), Neutral(out).

4.05 The real time Quartz clock shall only be used in the meter for maintaining time (IST) and

calendar. Real Time Clock shall be pre-programmed for 30 years Day / Date without any

necessity for correction. The maximum Drift shall not exceed + / - 183 seconds per year.

4.06 Sealing Arrangement: The sealing screws used for the meter cover shall be fixed upside

down/sealing from top in absence of sealing screws provision of holes on meter body should

be kept for sealing purpose.

4.07 The provision shall be made on the meter for at least four seals to be put by utility user.

4.08 The push button shall be provided for high resolution reading of Display with two decimal

digits.

4.09 The meter shall be provided with flashing red LED to represent the pulse output for testing the

meter by suitable testing equipment. The operation indicator must be visible from the front.

4.10 It shall be possible to check the accuracy of Active Energy & Reactive Energy measurement of

the meter on site by means of LED output. Resolution of the test shall be sufficient to enable

the starting current test in less than 10 minutes and accuracy test at the lowest load shall be

completed with desired accuracy within 5 minutes.

4.11 The Meter Accuracy shall not be affected by magnetic field from all sides of the meter i.e.;

front, sides, top and bottom of the meter.

4.12 There shall be one CT (in neutral circuit) and one shunt (in each phase circuit) or four CT’s,

one in each phase and neutral circuit. The Shunt shall be manganin based and e – beam welded

for the construction purpose.

4.13 Power supply unit in the meter shall be transformer less to avoid magnetic influence.

4.14 The Real Time Clock (RTC) shall have long life (10 Years) Non Rechargeable Battery.

4.15 The Display parameter in the meter shall not be accessible for reprogramming at site through

any kind of communication.

4.16 Complete metering system & measurement shall not be affected by the external

electromagnetic interference such as electrical discharge of cables and capacitors, harmonics,

electrostatic discharges, external magnetic fields and DC current in AC supply etc. The meter

shall meet the requirement of CBIP Tech – report 88 (amended up to date) except 0.5 T A C

magnet test.

4.17 The measurement by meter shall not get influenced by injection of High Frequency AC voltage

/ chopped signal / DC signal and harmonics on the terminals of the meter.

4.19 The meter shall record and display total energy including harmonic energy.

i) The PCB shall be protected with Epoxy potting in order to make it tamper proof and also

maintaining IP51 compliance.

ii) The RTC should be a Permanent battery.It shall not be used for display purpose. Meter should

be able to communicate in Battery mode during Power OFF.

4.20 Self Diagnostic Features

4.21 The meter shall display unsatisfactory functioning or non-functioning Real Time Clock and

Battery.

4.23 All Display segments: “LCD Test” display shall be provided for this Purpose.

4.24 Wire / cable less design: The meter shall be wireless to avoid improper Soldering & loose

connection / contact.

4.25 The accuracy of the meter shall not be affected with the application of abnormal voltage /

frequency generating device such as spark discharge of approximately 35KV. The meter shall

be tested by feeding the output of this device to meter in any of the following manner for 10

minutes:

a) On any of the phases or Neutral terminals.

b) On any of the connecting wires of the meter ( voltage discharge with 0-10 mm spark gap )

c) At any place in load circuit

d) At any location of meter body.

The accuracy of the meter shall be checked before and after application of above device.

4.26 As Meter is completely integrated, it identifies monitors any meter tampering attempts and acts

accordingly. Action can be taken remotely.

4.27 The meter shall have RJ 11 or RS 232 etc for connectivity.

4.28 Latching Relay : Meter shall have four latching relays for 3 Phases and

Neutral to protect the common Tamper of phase and neutral interchanged and load through

local earth as well as to disconnect the full load.

5. e- Vending

5.01. The Vending system shall be “Web Based Vending System” for online recharge which is an

easy operation.

5.02. Steps for Vending

a) In order to get an easy and instant recharge, the consumer shall adopt the existing payment

methodologies of CESU like Online payment and there is no need to maintain separate

vending system.

b) Here the customer shall have the convenient way to get credit the amount through the

Payment Gateway.

c) Upon a successful recharge, the information is fed to the Utility server from the Payment

Gateway as they both are tied up (here the status of the recharge is known).

d) When the Utility receives the payment from the consumer, the details shall be updated in

Head end Server.

e) When the Recharge is successful as per the instructions received from the utility, the

amount is credited to the Meter (via) Server.

f) Head end server plays a vital role by loading the amount to the Meter.

5.03 Consumer Interface Unit ( CIU )

The customer interface unit shall be inbuilt of the Meter and shall have high – resolution

display which shall be user friendly and provides a Host of information to the consumer (CIU

is mandatory for every meter). The CIU shall be powered up from the meter and shall have a

display of size not less than 20mmX10mm. The CIU shall have a Buzzer to generate Alarm

signal in case of Low Credit and over load. In addition to the inbuilt CIU, an additional display

unit shall be made optional as per customer requirement and it shall be communicated wireless

(RF) to the meter. The display unit shall be battery back-up.

5.04 The meter shall be configured to set the load limit. The meter shall be able to Disconnect the

load in case of Exceeding the current limit (100%) or sanctioned load and the configurable

load limit set in the meter after 1 minute on stabilizing the current. The load limit shall be

defined in vending system and same shall be transferred to the meter through vend code.

6. TARIFF:

It shall be possible in the meter that the tariff order at the relevant time shall be made applicable and

shall continue till the consumer approaches for next recharge. If there are any changes, after the

purchase of electricity amount in advance by the prepaid consumer, due to tariff revision, Fuel

Surcharge Adjustment (FSA) charges, etc., the same shall be adjusted at the time of the next

recharge.

Following are the features required in the meter for Tariff. It shall be possible to change all the tariff

related parameter through vend code.

a) Minimum Charges: Using the online vending system it shall be possible to deduct the minimum charge for the

applicable tariff category. If the consumer consumes electricity equivalent of amount less than

the minimum charge then at the end of the billing period the meter shall deduct the difference

of the minimum amount.

b) Fixed Charges:

Meter shall be able to deduct Fixed charges as per the applicable Tariff.

c) Slab Tariff: The meter shall have capability for defining minimum Eight tariff slabs. It shall be possible to

change the slabs through the portable device or through the online system. The tariff shall be

applicable as per the tariff structure.

d) Tax / Duty: It shall be possible to define the tax percentage through online system which has to be levied

on the amount of the energy consumed.

e) Rebate: The meter shall have facility to record the energy consumption at the rates applicable after

deducting the rebate percentage on the energy consumption.

f) Debt Management: It shall be possible to collect the Debt from the consumers with the use of the online system.

The Debt percentage shall be defined in the system.

g) Software feature: The meter shall be programmable for tariff structure, tax / rebate, duty, tariff slabs etc, as per

the orders given by OERC from time to time. The end result of tariff made applicable shall be

as per OERC orders.

h) Credit Amount:

A good example for the first approach to explain about Credit amount would be, assume that if

it is 11th

hour and when the consumer is already utilizing reserved amount, a Low balance alert

is sent to the consumer, and if the amount (in INR) totally gets consumed, the meter get

disconnected. In such case there is no option left for the customer instead to purchase credits

for working of the Meter.

At this particular time if there any extreme climatic conditions or any other situations

where the consumer cant purchase credits, meter should not get disconnected till further

instructions from CESU by which credit amount can be loaded in a very easy and instant way.

The credit amount can be loaded by pressing a Push Button Switch which is provided on the

meter/CIU. As soon as the switch is pressed, Credit amount loaded an alert is sent to the

Utility server.

As the credit amount is loaded the meter starts again to dispense electricity. The

amount of credit amount to be loaded is defined policy of Utility.

7. PREPAID FEATURES

7.01 The meter shall have a non-volatile memory to retain the vital information in Case of power

outages so that data will not lose.

7.02. The meter shall display message on accepting valid token transaction and on rejecting invalid

token transaction with an additional sound.

7.03. The credit shall be debited by the meter based on the electricity consumption according to the

rate including the fixed charges, minimum charges etc, as defined in tariff configuration.

7.04. The Meter shall be able to deduct fixed charges as a whole for monthly as per the tariff

applicable. There shall be no need of any token transaction to stop fixed charge recovery while

meter is removed from the site and kept in store.

7.05. Visible low credit warning shall be provided with bi-colour LED / LCD indication (preferably

Green for healthy zone, else change from green to flickering Red colour) when the credit falls

below defined alarm limit.

7.06. An audible low credit warning shall be provided to sound for 30 seconds, first warning shall be

after half an hour, thereafter second warning after two hours and third warning after 8 hours and

thereafter every 8 hours of low credit till the alarm is acknowledged by the consumer by pressing

either meter or CIU key. There shall be no alarm during night hours.

7.07. When the credit reaches to Zero, the meter shall disconnect the output supply except emergency

credit limit of ‘1’ working Day (from 17:30 hours of previous day of second Saturdays &

Sundays, National Holidays, state fixed holidays & next day till 10:00 hrs) is provided to

consumer or meter is charged with a new token which has additional amount than Zero. It shall

give alarm when the credit balance is Rs one hundred (Rs 100.00).

7.08. Meter shall be capable to configure for emergency credit limit so that some defined amount

could be provided to consumer after zero balance. After this defined amount, meter shall

Disconnect the output supply and Restore only when meter balance reach to the amount

additional than zero.

7.09. The meter shall disconnect supply after end of such holiday hours. When meter is recharged

with new credit, it shall adjust the debited amount first then normal operation shall go on.

7.10. Relay shall be provided in both phase & Neutral element in the meter to let alone fraud and

single wire tamper. It shall be bi-stable type latching switch designed and manufactured in

accordance with relevant standard to meet overload and short circuit requirement.

7.11. The meter shall have a data downloading facility with prepaid meter events like transactions

(including the debit / credit balance, consumption particulars details and also Fixed charges,

Unit charges, etc. as are applicable for post paid meter connections ), alarm, overload, tamper,

load survey, etc, through RJ 11 or RS 232, etc, port provided for CIU with the help of PC /

laptop computer on which the data downloading software is available. The required software

shall be supplied by the vendor free of cost. Additional RJ 11 or RS 232 / optical port for

downloading the data from the meter shall also be acceptable.

7.12. The Load survey Data including voltage, current, KWh, KVAh, KVARH Lag, KVARH Lead,

Demand(KW/KVA) & P.F. shall be for last 60 days and Historical Data for last six months.

7.13. The Tamper Data shall be available for down loading & analysis remotely. At least 200

occurrence & restoration should be available in the memory FIFO basis.

7.14. The roof top solar power generation units where in which the power to be fed back to the system

shall be incorporated in the meter by enabling the Imp – Exp feature remotely.

7.15. All billing transaction details etc. should be up loaded in utility server in 30 minute interval or as

desired by CESU.

8. ANTI TAMPER FEATURES The meter shall detect and register the energy correctly only in Forward Direction under the

combination of the following tamper conditions.

8.01 Reversal of Incoming & Outgoing, the Meter shall record forward energy.

Load through Local Earth: The meter shall work accurately without earth. Load return is

connected to a local earth and not returned to the meter as well as the In coming phase and out

going phase are reversed.

8.02 A part of the load is returned to a local earth and the other part is returned to the METER

8.03 All the tampers shall be verified at basic current & reference voltage.

8.04 The potential link shall not be provided on terminal block outside the main meter cover.

8.05 Visual indication shall be provided to show Tamper conditions stated above in push button

mode.

8.06 The meter shall be immune to the magnetic field (DC/Permanent) up to 0.2 Tesla. If the meter

accuracy gets affected due to any abnormal magnetic field (DC / Permanent) more than 0.2

Tesla, then the same shall be recorded as Magnetic Tamper Event with date & time stamping

and the meter shall record Energy considering the 150% of maximum value current (Imax) at

reference voltage and unity power factor.

8.07 In the event the meter is forcibly opened, even by 2 to 4 mm variation of the meter cover, same

shall be recorded as tamper event with date & time stamping and the meter shall continuously

display that the cover has been tampered.

8.08 The meter should be immune to Electro Static Discharge or sparks of 35 KV. Approx, induced

by using frequency-generating devices having very high output voltage. Tests in this respect

will be conducted by using commonly available devices and the test shall be performed for 10

min. Before & after the spark discharge test, meter accuracy shall be verified and be with in

permissible limit. If the spark is beyond the 35 KV, meter output supply shall be disconnected

to protect meter internal circuitry and stamps logged in meter NVM.

8.09 Meters should offer compliance to requirements of CBIP-88 and its amendments for

tampering using external magnets. The meters should be immune to 0.2T of A.C.& D.C.

magnetic fields and 0.5 T permanent magnetic fields or goes to Imax with proper

stamping / indication at tamper events.

8.10 The meter should offer a link less design i.e. there is no isolation link provided between the

current and voltage circuits and hence there would not be any possibility of tampering with the

same. During current reversal meter should record energy in forward direction irrespective of

direction of current and Earth load tamper should be recorded as current imbalance.

The duration of tamper before it is logged should be a factory programmable. But it should not

be more than 10 min.

8.11 Tamper logic will be checked during testing.

1) Phase sequence reversal: The meter should work accurately irrespective of phase

sequence of supply.

2) D.C immunity: The meter should not saturate on passage of direct current which can cause

the meter either to stop recording or record inaccurately.

3) Bypassing Current Coil: The meter must have capability to record bypassing of current coil

(s) of one or any phases. However the meter should not record tamper if load currents are

unbalanced .

4) Current reversal in current coil: The meter should register energy consumption

correctly in forward direction irrespective of the direction of current in the current coil/coils.

The meter shall also register the occurrences of reversal for any of the phases.

5) Missing Potentials: The meter shall be capable of detecting and recording occurrences of

missing potential (one phase or more phases) with load which can happen due to intentional/

accidental disconnection of potential link(s).

6) Missing Neutral : The meter shall record correctly even if the neutral is accidentally or

incidentally disconnected.

7) Meter energy recording should not affect & records energy within error limit of ± 4% during

D.C or chopped A.C injection in neutral or any other neutral disturbance. Tamper events

should be logged as Neutral Disturbance.

8) Tamper information : “Minimum of 100 events (occurrence & restoration to be counted as

one event) date & time of the event shall be recorded with separate slots for each type of

tamper. The recording shall be FIFO basis.

“Note: The meters under influence of external magnetic influence shall record the energy at

150% of Imax and unity power factor. (in line with CBIP TR No.88, amendment No.4 (revised

in January 2005))”.

The above information with date & time shall be displayed through CMRI/Lap Top/BCS etc.

9) Manufacturer can quote for any other Tamper features provided in the meter to prevent

different type tamper adopted by the user to reduce consumption.

8. DISPLAY UNIT

The measured value(s) should be displayed on a Liquid Crystal display (LCD) register. The height

X width of the digit should be minimum 9 X 5 mm. The KWh energy registration should take

place with 6 complete digits. The display should have backlit capability for easy reading. When

the LCD is placed at a constant temperature of 65 deg C for a period of 30 minutes in operating

condition and 80 deg C for 30 minutes under de-energized / storage condition, it should not get

deformed.

The LCD should be of STN/TN (Super Twisted / Twisted Pneumatic) type with display size area

of at least 60 X 15 mm approx. for clear visibility of display from a distance .The display should

have wide viewing angle of at least 70 deg. Dot Matrix type LCD will not be acceptable.

Display should have viewing angle 35 degree up & down from eye level.

The data should be stored in non-volatile memory (NVM). The non-volatile memory should retain

data for a period of not less than 10 years under un-powered condition. Battery back-up memory

will not be considered as NVM.

The register should be able to record and display starting from zero, for a minimum of 2500 hours,

the energy corresponding to rated maximum current at reference voltage and unity power factor.

The register should not roll over in between this duration.

In addition to provide serial number of the meter on the display plate, the meter serial number

should also be programmed into meter memory for identification through communication port for

CMRI / Laptop / meter reading print out.

9. Measuring Parameters or Display Parameters

9.01 All the parameters shall be available in auto scrolling mode as mentioned in Annexure, IV (B)

All the parameters shall be displayed for minimum 10 seconds including LCD check.

9.02 Parameter in push button mode. Meter shall have parameters in push button mode as

mentioned in Annexure, IV (B)

9.03 The maximum demand shall automatically be reset at 2400 Hrs of the last day of each calendar

month. No reset push button shall be provided.

9.04 Maximum Demand Integration period: MD Integration period shall be of 30 minutes real time

based for KW & KVA.

10. DEMONSTRATION

The purchaser reserves the right to ask for the demonstration of the equipment offered at the

purchaser’s place.

11. NAME PLATE AND MARKING

Meter shall have a name plate clearly visible, effectively secured against removal and indelibly

and distinctly marked with all essential particulars as per relevant standards. The manufacturer’s

meter constant shall be marked on the name plate. In addition to the requirement as per IS,

following shall be marked on the Name plate.

a) Purchase order Number & Date

b) Month & Year of Manufacture

c) Name of purchaser i.e.; Property of CESU

d) Guarantee Period :- Seven Years

e) ISI Mark

The meter serial number shall be Bar Coded along with Numeric number. The Size of Bar Code

shall not be less than 35 x 5 mm. Stickers in any case will Not be accepted.

12. CONNECTION DIAGRAM AND TERMINAL MARKINGS

The connection diagram of the meter shall be shown clearly on inside portion of terminal cover

and shall be of permanent nature. Meter terminals shall also be marked and this marking shall

appear in the above diagram. Stickers of any kind will Not be accepted.

Special clauses:- a. If the consumer is not recharged even after 2hrs after the payment, a penalty clause will be

levied at 50 INR per hour or part there of.

b. It is the Onus of the vendor to maintain communication with the meter at all times. In the

event of communication failure, the vendor shall make alternative arrangements for

recharging the Meter using hand held devices or any other acceptable methods.

c. Any dispute arising out of communication failure resulting in inconvenience to the

consumer is the sole responsibility of the vendor and shall be dealt by the vendor only.

d. If the vendor fails to redress the consumer meter related complaints for which consumer

cannot avail un-interrupted power supply, then a penalty as per the Guaranteed standards of

performance & level of compensation to consumer for default fixed by OERC applicable

on the CESU shall be levied on the vendor.

e. It is the responsibility of the vendor to replace/repair the meter within 24 hours of

complaints received from the consumer/CESU authority.

f. It is the responsibility of vendor to attend the compliant within 4 working hours between

8AM to 8PM after receiving complaints from consumer / CESU authority.

g. All the above are not valid in case of Force-majeure like riots, natural calamities etc.

h. The vendor shall keep stock of minimum 5% of meter & accessories as stand by to provide

support at earliest.

i. The vendor will also supply the additional meters with same terms & conditions if desired

by CESU authority.

13. TESTS

13.01 TYPE TESTS

The meter shall be fully type tested as per IS 13779:1999/15884:2010 ( amended up to date ) and

magnetic influence tests as per CBIP Tech-Report 88 with latest amendments. Type test reports shall

be submitted along with offer. The type test reports shall clearly indicate the constructional features of

the type tested meter. Separate Type Test Reports for each offered type of meter shall be submitted.

All the type tests shall have been carried out from laboratories which are accredited by the National

Accreditation Board of Testing and Calibration Laboratories ( NABL ) Approved by Govt. of India

such as CPRI/ERDA / ERTL etc, to prove that the meter meet the requirements of the specification.

Type Test reports conducted in manufacturer’s own laboratory and certified by testing institute shall

not be acceptable. The tenderer shall also furnish the particulars giving specific required details of

meter in “Annexure- IV-B” The offers without the details in “Annexure- IV-B” stands rejected.

Type Test for prepaid features shall be confirmed for the parameters indicated elsewhere in the

specification at manufacturer’s lab during inspection.

The type test report of meter having identical constructional & other features carried out

during last Five years will be valid. The purchaser reserves the right to demand repetition of some or

all the type tests in presence of purchaser’s representative at purchaser’s cost.

13.03. Acceptance Test , Routine Test & additional tests.

Meter shall pass all the Acceptance & Routine tests as laid down in IS 13779:1999/15884:2010

(amended up to date) and also additional acceptance tests as prescribed in this specification. ( Three

nos meters from a lot will be selected randomly in the factory and will be tested for tamper events).

Additional Acceptance Tests The following additional tests shall be carried out in addition to the acceptance tests specified in IS

13779 / 1999 (amended up to date).

A) Acceptance Tests for prepaid facilities in the meter.

i) Test of credit balance & debit

j) Test of friendly credit hours, start & end time there of

k) Test of disconnect the output supply when credit reach to Zero.

l) Test of reconnect the output supply on providing credit limit / charging with new token.

m) Test of disconnect output supply if load / current exceeded the preset value in the meter.

n) Test of reconnect output supply if load / current falls below the preset value in the meter.

o) Test of visible & audible low credit warning.

p) Test of application of tariff.

B) Samples picked up by the inspecting officer for acceptance tests shall be first subjected to

ageing test ( ie; Meters will be kept in heating chamber for 72 hours at 55 deg C

temperature). After normalizing the acceptance tests as stipulated IS & magnetic induction

test mentioned in CBIP report (with latest amendments) shall be carried out by the supplier

in presence of purchaser’s representative. Also the following additional tests are to be

carried out from each lot offered for inspection.

iv) Shock Test.

v) Vibration Test.

vi) Tamper & Fraud protection Test.

C) Other Acceptance Tests

j) The meter shall withstand continuously for a period of at least 5 minutes at a voltage of

440V between phase & neutral without damage / problems.

k) Tamper conditions as stated in this specification.

l) Glow wire testing for polycarbonate material

m) Power consumption tests

n) Limits of Error: Limits of variation in percentage error due to change in voltage shall

not exceed the values given below.

o) The meter shall be tested at – 15% and at – 40% of reference voltage as well as + 10%

and + 20% of reference voltage and shall record energy within limits of variation

indicated above. However the meter shall continue to register energy up to 50% of the

rated voltage.

p) For other influence quantities like frequency variation, the limits of variation in

percentage error will be as per IS 13779 / 1999 (amended up to date).

q) The meter shall comply all the tests for external AC / DC (except 0.2 T AC magnet)

magnetic field as per CBIP Tech-Report 88 with latest amendments. Moreover the

magnetic influence test for permanent magnet of 0.5 T for minimum period of 15

minutes shall be carried out, by putting the magnet on the meter body. If the accuracy

of the meter gets affected during the test, then the same shall be recorded as magnetic

tamper event with date & time stamping and the meter shall record energy considering

Imax and reference voltage at unity power factor. After removal of magnet meter shall

be subject to accuracy test as per IS 13779 / 1999 (amended up to date).

r) The meter shall withstand impulse voltage as per relevant IS.

15. Meter Boxes:

Acceptance Tests

i. Physical verification of dimensions of the box.

ii. Compatibility of the box for housing the Meter, and ensuring ease of connecting

and reading the meter.

iii. Test for mechanical strength.

.

Routine Tests :

The routine test certificates for the following shall be furnished for approval of the purchaser.

i. Physical verification of dimension of the box.

ii. Compatibility of the box for housing the meter ensuring ease of connecting and

the reading the meter.

16. PRE DESPATCH INSPECTION

All Acceptance tests and Inspection shall be carried out at the place of manufacturer. The

manufacturer shall offer to the inspector representing the purchaser, all the reasonable facilities, free of

charge, for inspection & testing, to satisfy him that the material is being supplied in accordance with

this specification. The companies representative / Engineer attending the above testing will carry out

testing on suitable number of meter as per sampling procedure laid down in IS13779 / 1999 ( amended

up to date ) and additional acceptance as per this specification. After satisfactory pre dispatch

inspection dispatch clearance will be issued. All the meters offered for inspection shall be in sealed

condition. The seals of sample meter taken for testing & inspection shall be broken for testing. The

routine tests of latching relay shall also be carried out & confirmed as per relevant IS. Inspection

Clause at Section-III GTCC shall also followed.

17. RANDOM SAMPLE TESTING AT DESPATCH AT STORE

For carrying out “Random Sample Testing”, the sample meter will be drawn from the supplied lot at

CESU stores against inspected lot and same shall be tested at Purchasers Laboratory. Sample meter

shall be drawn as per Appendix ‘H’ of IS 13779 / 1999 (amended up to date). Sample meter will be

tested by CESU Testing Engineer in presence of suppliers representative jointly for (i) Starting

Current, ( ii) Limits of error, (iii) Repeatability of error, (iv) No load test as per IS 13779 / 1999 (

amended up to date ), (v) Test for prepaid feature (vi) Tamper Test (vii) Display parameters etc..

Seven days advance intimation shall be given to the supplier and if the supplier fails to attend the joint

inspection on the date informed, the testing will be carried out by our Testing Engineer in absence of

supplier’s representative. If the meter fails in above random sample testing the whole lot will be

rejected.

18. TRAINING

The bidder / manufacturer shall arrange for various training programmes for administration training,

user training and trouble shoot training at free of cost with supported documents like system software

manual, system operation manual. Training shall be imparted to at least 20 officers for user training

and at least 5 officers for administrative training.

19. PREPAID METERING, BILLING & COLLECTION SYSTEM REQUIREMENT

a) vendor offers state of the art, all-in-one solution of Prepayment which puts more control into

the hands of both utilities and consumers by giving them more detailed information about the

Prepayment Solution

b) Prepayment Solution functions accordingly as per Loaded Amount, Reserve Amount, Credit

Amount and Low Balance Alarm.

c) Firstly Loaded Amount, Reserve Amount, Credit Amount and Low Balance Alarm

settings are (loaded) Set at a time in the meter through the Headend Collection Software

IRIS (Intelligent Remote Interface Server).

d) Loaded Amount are those which are the Initial Amount set in the meter, when these are

consumed and when the consumption meets the percentage value set for Low Balance Alarm

then an ALERT is sent to the consumer through server.

e) Then the Meter consumption starts by utilizing the Reserve Amount, and when these reserve

amount are completely consumed the meter gets disconnected i.e. shuts down and an Alert is

sent to the Utility Server.

f) In this case for example if it is peak hour where the consumption is more and the reserve

amount gets consumed and the meter get disconnected, vendor provides a significant solution

to resume the Meter functionality through Credit Amount which are provided by the defined

policy of Utility.

g) The Credit amount are loaded by pressing a simple Push Button Switch which is placed/

provided on the meter, at this moment an Alert is sent to the Utility server. As the credit

amount are loaded the meter starts to dispense electricity.

20. PREPAID METERING, BILLING & COLLECTION SOFTWARE:

The prepaid metering, billing & collection software shall be supplied by the successful vender for

implementing prepaid metering solution in CESU. The solution shall be web based and shall have

capability to interface with the central database and produce the management reports which shall be

decided mutually with the successful bidder. It shall manage all administrative data, including settings

of system accounts, tariffs, meter and consumer data. It shall also provide reporting system for system

analysis. The enterprise software solution shall be provided to CESU with user licenses. Also the

software license shall support unlimited consumer & meter data management. Various tasks that shall

be performed from the prepaid metering, billing & collection software are outlined below:

21. GUARANTEE: Seven Years From the date of supply. ( for meters & accessories).

22. PACKING:

22.01 The meter shall be suitably packed in order to avoid damage during transit or handling. Each

meter may be suitably packed in the first instance to prevent ingress of moisture and dust and

then placed in a cushioned carton of a suitable material to prevent damage due to shocks during

transit. The lid of the carton may be suitably sealed. A suitable number of sealed cartons may

be packed in a case of adequate strength with extra cushioning. The cases may then be properly

sealed against accidental opening in transit. The packing cases may be marked to indicate the

fragile nature of the contents.

22.02 The following information shall be furnished with the consignment:

v. Sign showing upper/ lower side of the crate

vi. Sign showing fragility of the material

vii. Handling and unpacking instructions

23. QUALITY CONTROL:

23.01 The purchaser has a right to send a team of experienced engineers for assessing the capability of

the firm for manufacturing and testing of meter as per this specification. The team shall be given

all assistance and co-operation for inspection and testing at the bidder’s works.

23.02 The meter supplied shall give service for a long period with out drifting from the original

calibration & performance must be near to zero percent failure.

24. MINIMUM TESTING FACILITIES:

Manufacturer shall posses fully computerized meter test bench system for carrying out routine and

acceptance tests as per IS 13779/1999 (amended up to date). Test reports for each and every meter

shall be generated. The list of testing equipments shall be enclosed with the bid;

i) The manufacturer shall have the necessary minimum testing facilities for carrying out the

following test:

a. Insulation resistance measurement

b. No load condition

c. Starting current

d. Accuracy requirement

e. Power consumption

f. Repeatability of error

g. Tamper conditions

h. Prepaid feature testing facility.

ii) The manufactures shall have duly calibrated RSS meter of Class 0.1 or better accuracy. The

bidder shall have fully automatic test bench having in- built constant voltage, current and

frequency source with facility to select various loads automatically and print the errors directly.

iii) The manufacturer shall have glow wire testing facility.

iv) Meter software: The bidders will have to get appraised & obtain CMMI –( Capability Maturity

Model Integration ) level III within one year from date of letter of award.

25. MANUFACTURING ACTIVITIES

The manufacturer shall submit the list of plant and machinery along with the offer.

i) Meter shall be manufactured using SMT ( Surface Mount Technology ) components and by

deploying automatic SMT pick up and place machine and reflow solder process. The loops /

wired joints must be avoided on PCB. Further, the Bidder shall own or have assured access (

through hire, lease or sub contract, documentary proof shall be attached with the offer ) of

above facilities

ii) The Quality shall be ensured at the following stages:

a) At PCB manufacturing stage, each board shall be subjected to computerized bare board

testing.

b) At insertion stage, all components shall undergo computerized for confirming to design

parameter and orientation.

c) Complete assembled and soldered PCB shall undergo functional testing using Automatic

Test Equipments ( ATE’s ).

d) Important: Prior to final testing and calibration, all meters shall be subjected to ageing test (

ie; Meters will be kept in heating chamber for 72 hours at 55 deg C temperature at full load

current. After 72 hours, meter shall work satisfactorily) to eliminate infant mortality.

vi) The calibration of meter shall be done in-house on a computerized test bench having stabilized

power supply.

vii) The bidders shall submit the list of all (important as well as indigenous) components to be

used in meter, separately along with the offer. List of makes of components is attached

herewith as guide line (Annexure – II)

26. QUALITY ASSURANCE PLAN:

a. The tenderer shall invariably furnish QAP along with his offer, the QAP adopted by him in this

process of manufacturing.

b. Precautions taken for ensuring usage of quality raw material and sub component shall be stated

in QAP.

27. METER BOX FOR 3PH METER

The meter box supplied with meter shall be weather proof made out of transparent

POLYCARBONATE with flame retardant properties.

a) The meter box shall be intended to house one number single-phase electronic energy meter.

The meter box complies with IS: 14772:2000 with latest amendment.

b) Meter box shall be weather proof, capable to withstanding temperatures of boiling water

for 5 minutes continuously without distortion or softening. It shall withstand Glow wire test

at 650°C as per IS: 11000. HDT of Polycarbonate material shall be minimum 120° C (at

1.8 MPa ° C),

c) The box cover should be fitted with two steel hinges inside the box in such a way that one

can not interfere with hinges from out side when the box is closed & sealed.

d) Soft neoprene rubber gasket shall be provided all around the periphery of box for

protection against ingress of dust and water in side the box.

e) Meter Box should be comply with IP - 54. Type test report should be enclosed along with

offer.

f) All metallic parts would be well protected against corrosion.

g) Minimum two nos. sealing arrangement shall be provide to seal the meter box.

h) Suitable provision should be available at the bottom side of the meter box for cable inlet &

outlet. Adjustable cable gland shall be provide for cable incoming & outgoing. Proper

barrier or other such arrangement shall be provided in the box so that it shall not be

possible to access incoming terminal of the meter from out side.

i) Purchase order No.& Date, Property of CESU shall be printed on a metallic name plate &

shall be fitted on the box or It shall be printed /embossed on the box. It shall be fixed with

rivet such that it cannot be removed easily.

28. Sample Meter & Box.

Firm will submit two sample meters with box & CIU along with type report from laboratories

which are accredited by the National Accreditation Board of Testing and Calibration

Laboratories ( NABL ) Approved by Govt. of India such as CPRI/ERDA / ERTL etc, carried

out within five years from the date of opening of tender for testing at Purchager’s

Laboratories. The bid submitted with out samples & type test report may be ignored.
