On the invitation of Mr. Abdussalem Aweeti, President of the Libyan Arab Tennis and Squash Federation, Mr. Tarak Cherif and Mr. Francesco Ricci Bitti respectively Presidents of the Confederation of African Tennis (CAT) and the International Tennis Federation (ITF) had a two day visit in Tripoli in margin of the 3rd edition of Al Fatah ITF Junior Tournament held in Tripoli Messrs Cherif and Ricci Bitti were received on Thursday 30th July 2009 by His Excellency, Doctor Mohamed Moammar Gaddafi, President of the High Committee of Sports in the Libyan Jamahiriya and the General Assembly of the Libyan National Olympic Committee. Mr Tarak Chérif honored in the name of the CAT His Excellency Dr. Gaddafi by presenting him a recognition Trophy for his continuous support to the African sport in general and to the Libyan tennis in particular. Dr. Mohamed Gaddafi thanked the CAT and the ITF for their support and promised to bring more support from the Libyan Government to develop the Tennis infrastructure in his country in order to promote this sport by increasing the number of players, coaches, officials and events in the coming years.

A press conference was organized at the LNOC headquarter on Friday 31st July followed by a sporting live TV Broadcast at the Libyan Television. The CAT President also honored Mr Mutah Kaiba, former CAT President, Mr. Abdessalem Aweeti, President of the Libyan Tennis Federation, Mr. Mohamed Laamari, President of the Libyan National Olympic Committee and Mr. Bechir Gantri, Director of Sports in Tripoli. Chérif CAT President honoured Mr. Abdussalem Aweeti thanked on his behalf and on all of his Staff, the ITF and the CAT Presidents for their visit in Tripoli and announced his readiness to accommodate other ITF Junior tournaments as well as the African Nations’ Cup in the coming years. The agreement was granted to him by Mr. Tarak Cherif.

ITF Annual General Meeting Madrid 16 & 17 July 2009

More than 300 delegates, partners and staff from 96 nations attended the 2009 ITF Annual General Meeting held on 16 and 17 July 2009 in Madrid, and hosted by the Spanish Tennis Federation (RFET). The ITF Annual General Meeting has elected a new Board of Directors to serve from 2009 to 2011 composed by 12 members: Lucy Garvin(USA) – 319 votes; Juan Margets (ESP) – 311 votes ; Geoff Pollard (AUS) – 302 votes; Jacques Dupré (FRA) – 296 votes; Stuart Smith (GBR) – 292 votes ; Anil Khanna (IND) – 290 votes ; Roman Murashovsky (RUS) – 248 votes; George Von Waldenfels (GER) – 243 votes ; Ismail El Shafei (EGY) – 243 votes ; Franklin Johnson (USA) – 239 votes; Jack Graham (CAN) – 236 votes ; Chris Kypriotis (BRA) – 222. Mr. David Jude (GBR) was confirmed as ITF Honorary Treasurer. Mr Tarak Cherif, CAT President and also candidate for the ITF Board has received 232 votes, and was ranked 12th getting 10 votes more than Mr. Chris Kypriotis (BRA), ranked 13th whom replaced Mr Cherif unfortunately not elected at the new ITF Board based on the Article 21 (iv) (c) considering the representation of the South American region at the ITF Board. The meeting has approved important changes to Davis Cup and Fed Cup regulations, approved an increase in shares for six nations, while three nations were approved for transfer to Class B membership, including Kenya and Zambia from Africa and three admitted as Class C members including Chad. The ITF also bestowed 12 awards for Services to the Game to people who have made outstanding contributions to the game. Mr. Akhtar Toorawa (MRI), CAT Vice President was nominated for an award.The AGM voted a change to its Constitution to increase ITF Board of Directors from 12 to 13 members (in addition to the President) from the 2011 Annual General Meeting.Two important changes to Davis Cup regulations, approved by the AGM, were an amendment to the requirements to host a Davis Cup Final that narrows the choice by the host nation to major cities as well as the reconfiguration of the Europe/Africa Zone below Group II into Europe Group III and Africa Group III.

CAT Meeting Madrid 16 July 2009

Following the ITF AGM, the CAT organized its periodical meeting on the 16th of July 2009 from 9:00 to 11:00 gathering all African delegates whom attended the ITF AGM. Meeting ITF and Presidents of the Regional Associations 15 July 2009

The ITF President and Executive Vice President have met on Wednesday 15 July 2009 from 17:00 to 18:30 with the Presidents of the six Regional Associations with the attendance of the ITF Executive Director of Development and the General Managers of the Regional Associations. Following the Welcome and Speech of Mr. Francesco Ricci Bitti, the Presidents of each Regional Associations have presented a brief reports about their activities. Several matters were discussed during that meeting including, the approval of the Minutes of the last Meeting held in Moscow on 11 June 2008, Issues relating to the AGM 2009 and several other Business.

Champions’ Dinner 2009 Cara Black (ZIM) World Women’s Doubles Champion Honoured

With Roland Garros well underway, the tennis family has gathered once again for the ITF World Champions Dinner on Tuesday 2 June, at the Pavillon d’Armenonville in Paris to celebrate the achievements of the 2008 ITF World Champions. This year’s recipients are Singles Champions Rafael Nadal (ESP) and Jelena Jankovic (SRB); Doubles Champions Daniel Nestor (CAN) and Nenad Zimonjic (SRB), and Cara Black (ZIM) and Liezel Huber (USA / RSA); Junior Champions Tsung-Hua Yang (TPE) and Noppawan Lertcheewakarn (THA); and Wheelchair Champions Shingo Kunieda (JPN) and Esther Vergeer (NED). ITF President Francesco Ricci Bitti has also presented the Philippe Chatrier Award, to tennis legend Martina Navratilova. Africa and the new generation of Women’s Tennis

By a far past, Africa had produced a certain number of female players who were distinguished during the African Juniors Championships and who reached an international high level, following the example of Cara Black (ZIM - 30 years old), Selima Sfar (TUN - 32 years old), Dally Randrianteffy (MAD - 32 years old), Bahia Mouhtassine (MAR - 30 years old) and Surina De Beer (RSA - 31 years old) and who belonged to the same generation reaching an international high level. These players were distinguished by winning several ITF & WTA titles as well in singles as in doubles reaching, for the majority a WTA Top 100 ranking.

Since this generation, Africa really did not know big names in female tennis, in spite of the distinction of certain players such as the Moroccan player Fatima Zahra Alami and Nadia Lalami who are at the beginning of a professional career, which we hope to be promising.

Selima Sfar Dally Randrianteffy Bahia Mouhtassine However, we have to mention that Africa is producing a new generation of female players aged between 15 and 16 years old and that we start speaking about them in the Juniors International Circuit such as Chanel Simmonds (RSA), Ons Jabeur (TUN) and Nour Abbes (TUN). These three female players recorded enormous progress these two last years and we formally think that they have all qualities to reach a high level in the Women’s tennis in the near coming years at the condition of finding the necessary support from all parts and the best conditions to be able to progress. As follow a summary of each above mentioned players:

Ladies and Presidency of National Tennis Associations The author

In the World there are 207 National Tennis Associations affiliated to the International Tennis Federation (ITF), 197 are chaired by men and only 10 Associations are chaired by women which represents less than 5%. It is absolutely not enough if we know that females represent more than 50% of the Globe’s population. On the other hand we can confirm that one of the most important National Tennis Association in the World is chaired by a Lady: Mrs. Lucy Garvin is the President of the United States Tennis Association and one of the most important National Association in Europe is also chaired by a Lady: Mrs. Karin van Bijsterveld is the President of the Netherland Lawn Tennis Federation. In Africa, we can also be proud to have two ladies, Presidents of two very important National Associations. Tennis Zimbabwe is chaired by Mrs. Ann Martin and the Egyptian Tennis Federation is chaired by Mrs. Israa El Sanhoury. We hope that the number of Ladies as Tennis Association Presidents will increase wishing great success for the existing ones. SOUTHERN AFRICA ITF/CAT WHITE BADGE REFRESHER COURSE JOHANNESBURG, SOUTH AFRICA - APRIL 2009

The first refresher course in 2009 for white badge officials on the African continent proved to be a worthy and sounding success. A total of twenty eight (28) officials from the South / East Africa region were invited, these included Kenya, Madagascar, Mauritius, Uganda, Botswana, Zimbabwe and South Africa. A total of twenty three (23) officials were able to attend, which shows that the officials in the region were firstly keen to attend a course (as many of these officials have been ITF White badge officials since 1995) and were eager to capitalize on this opportunity to improve. The refresher course taught by Gerry Armstrong (GBR), Iain Smith (RSA) and Ahmed Abdel Azim (EGY) while also assisted by Adel Nour (EGY) with practical evaluations and marking of examinations, was arranged to coincide with the $100,000 ITF Pro Circuit Women’s event in Soweto. The course comprised of class room sessions and practical evaluations that were conducted over the qualifying weekend and the first round of main draw.

ANNOUNCEMENT FROM THE ITF OFFICIATING A LEVEL 3 OFFICIATING SCHOOL, CAIRO, EGYPT

(27-30 OCTOBER 2009)

Mr Andrew Jarrett, ITF Chief of Officiating has confirmed that a Level 3 Officiating School will be held in Cairo - Egypt from 27 to 30 October 2009. Level 3 Schools are for officials who have built up considerable ability and experience in professional tennis. Successful candidates are certified as International Officials (Bronze Badge Chair Umpire, Silver Badge Referee, and/or Silver Badge Chief Umpire). International Officials are recognised by the ITF, ATP and WTA Tour in the Joint Certification Programme for Officials. Number of African candidates will be selected to take part at that School. Mr. Iain Smith, the new ITF/CAT Officiating Officer will establish which from African officials show potential to be further “groomed” for a Level 3 school.

Play & Stay Courses in Africa

Mauritania Nouakchott May 2009

The Mauritanian Tennis Federation (FMT) invited 25 of these coaches to attend a Play Tennis training course under the supervision of Amine Ben Makhlouf, Development Officer of Central and West Africa. The three day workshop were devoted to the new practices approach based on the game and the adaptation to the trainees by the installation of the three various courts types and the three different balls types - Red, Orange and Green. “This new approach based on the game answers perfectly the increasing demand of the young people who want to play tennis and our lack of infrastructure to accommodate them, I realize that the competition’s side is very important in the player’s development process and can be not only one test but also a very amusing animation” had commented Dah Abdi, National Technical Director of the FMT.

Cameroon Yaoundé, 20 to 22 June, 2009

The capital of Cameroon, Yaoundé sheltered an ITF Play Tennis training Course; 31 participants coming from the four corners of the country attended this training course on the courts of the Presidential guard. During these three days, the Development Officer for West and Central Africa, Amine Ben Makhlouf approached various topics in particular: Tennis teaching approach by the game as well as the importance of the competitions formats in the animation of the training sessions. “All our thanks go to ITF and the FECATENNIS for the organization of this training course which honored us while bringing us new knowledge in the matter” had declared the National Coach Mr. Victor Mienne.

Centrafrica Republic Bangui, 25 – 27 June 2009

In collaboration with the ITF, the Fédération Centrafricaine de Tennis organized a Play Tennis Course from 25 to 27 June on the Tennis Club of Bangui’s courts. Thirty one participants have responded to the Centrafrican Technical Direction call to attend this Play Tennis workshop, conducted by the ITF Development Officer of West and Central Africa, Amine Ben Makhlouf. The coaches had commented: « At the end of the 3 day workshop, we, the coaches, with the new Play and Stay techniques, we understood that by adapting the equipment and the zone of play at the player’s level, the players learn how to serve, and quickly make exchanges in joyful and good mood. We thank the FCAT and the ITF for this initiative because it will radically change our work method and it will allow us to attract more participants ».

The ITF Coaches Commission met at Roland Garros on Wednesday 3rd June 2009 under the invitation of the Fédération Française de Tennis. The Meeting was chaired by Mr. Ismail El Shafei (Egypt / ITF Board of Directors), with the attendance of the ITF Directors and Managers: Dave Miley, Miguel Crespo, Luca Santilli, Stuart Miller and Frank Couraud, and the members: Bernard Pestre (FRA), Paul Roetert (USA), Steve Martens (BEL/GBR), Hichem Riani (TUN), Alberto Riba (ESP), Hans Peter Born (GER), Cesar Kist (BRA), Debbie Kirkwood (CAN), Hemant Bandre (IND) and David Sanz (ESP). The Commission discussed the forthcoming Worldwide Coaches Conference 2009, as well as preliminary plans for the Regional Coaches Conferences in 2010. Also on the agenda was the issue of on-court coaching and coaching matters as related to Davis Cup, Fed Cup, Professional & Junior Tennis, the ITF Play and Stay campaign and Tennis 10´s, the ITF anti-doping programme as well as the progress made in developing the court surface ratings and developing coaching competencies.

ITF/CAT 12 & U and 14 & U Circuits of the Western and Central Africa Region Domaine de Nianing – Senegal from 17 to 31 July 2009

The ITF/CAT West & Central Africa 12U & 14U Circuit, hosted by the Federation Sénégalaise de Tennis, came to a close on 31st of July in the beautiful location of Domaine de Nianing. 38 boys and 15 girls from 13 countries participated at the circuit, which comprised a training camp, followed by two four-day tournaments divided into 12 & U draw and 14 & U draw and concluded with a further three- day training session. Following the initial training camp, Seynabou Diop of Senegal dominated the girls’ circuit, winning the two legs in the 14 &U girls draw, while Kevin Logbo of Benin captured the first leg leaving the second one to the Nigerian Linus Paul in the boy’s draws. In the 12 &U boy’s draw witnessed the domination of Côte d’Ivoire where Yao Connor won the first leg and Ouattara Abdoulkarin the second one. It was another clean sweep in the girls’ doubles again for Senegalese girls when Seynabou Diop teamed with Sokhna Diatta took the 14 &U girls’ event, Kevin Logbo teamed with the Togolese Batazi Abissoubie took the 14 &U boys event and Abdoulkarim Ouattara teamed with Yao Connor won the 12 &U draws.

Linus Paul (NGR) During the last three days of the circuit another training camp took place, giving coaches the opportunity to work on the weaknesses shown by their players during the competition. Mohamed Ubale, National Coach of Nigeria said: “this event was a great success. Thanks to our host, Fédération Sénégalaise de Tennis, in conjunction with the ITF/CAT, for their organization and to Domaine de Nianing for their excellent hospitality”.

ITF/CAT 12 & Under Circuit of the Southern Africa Region Pretoria 28 June to 10 July 2009

Madagascar triumphs

Girl’s player Jackinah Rakotosasy from Madagascar dominated the ITF/CAT 12 & under circuit which concluded on 9 July 2009 in Pretoria, South Africa. The circuit featured 22 boys and 20 girls from the following ten countries: Botswana, Lesotho, Madagascar, Malawi, Mauritius, Namibia, South Africa, Swaziland, Zambia and Zimbabwe. The circuit started with a two-day training camp followed by a South African Tennis Association (SATA)-sanctioned junior tournament in Belgrave. This tournament provided an opportunity for players in the region to test their skills against nationally ranked South Africans. The second tournament was an ITF/CAT event held at the University of Pretoria with only the invited countries participating against each other.

Rakotosasy won the two girls singles titles, defeating Sedi Jacobs of Namibia in both finals. In the boys singles, Chisomo Lumeta of Malawi beat Kukutha Motlojoa of Lesotho 62 63 in the first final, but went on to lose the second final to Alywn Mushonga of Zimbabwe 76 61. Karl Davies, ITF Development Officer for Southern Africa said: "Thanks have to be extended to the hosts South African Tennis Association for their excellent hospitality. We are looking forward to the players continuing their training and competition and be ready if selected for the regional CAT 14 & under circuit."
