LEGAL NOTICEREQUEST FOR QUALIFICATIONS

The MASSACHUSETTS PORT AUTHORITY (Authority) is soliciting consulting services for MPA CONTRACT NO. M647-D1 – CRUISE TERMINAL RENOVATIONS AND ENHANCEMENTS. The Authority is seeking qualified multidiscipline consulting firm or team, with proven experience to provide professional services, including planning, design, and construction related services, including resident inspection relative to renovation and enhancement of Flynn Cruiseport Boston in order to modernize the terminal to accommodate anticipated future increases in cruise business in the Port of Boston. The Consultant must be able to work closely with the Authority and other interested parties in order to provide such services in a timely and effective manner.

The consultant shall demonstrate experience in several disciplines including but not limited to: Cruise Terminal Space Planning, Architecture, Interior Design, Civil, Structural, Mechanical, Fire Protection, HVAC, Vertical Circulation, Electrical, Plumbing, Geotechnical, Waterfront Engineering, Code Compliance, Cost Estimating, Construction Phasing, and Sustainable Design.

The contract will be work order based, and Consultant’s fee for each work order shall be negotiated; however, the total fee for the contract shall not exceed $2,000,000 (two million dollars).

A Supplemental Information Package will be available, on October 16, 2019 on the Capital Bid Opportunities webpage of Massport http://www.massport.com/massport/business/bids-opportunities/capital-bids as an attachment to the original Legal Notice, and on COMMBUYS (www.commbuys.com) in the listings for this project. In recognition of the unique nature of the project and the services required to support it, the Authority has scheduled a Consultant Briefing and Tour to be held at 10am on October, 28, 2019 Flynn Cruiseport Boston, 1 Black Falcon Avenue, South Boston, MA 02127. All attendees must bring a valid driver's license, US Passport, or TWIC to obtain entry to Flynn Cruiseport Boston. At this session, an overview of the project will be provided, the services requested by the Authority will be described, and questions will be answered.

By responding to this solicitation, consultants agree to accept the terms and conditions of Massport’s standard work order agreement, a copy of the Authority’s standard agreement can be found on the Authority’s web page at http://www.massport.com/massport/business/capital-improvements/important-documents/. Consultant shall specify in its cover letter that it has the ability to obtain requisite insurance coverage.

This submission, including the litigation and legal proceedings history in a separate sealed envelope as required shall be addressed to Houssam H. Sleiman, PE, CCM, FCMAA, NAC, Hon. D.Eng., Director of Capital Programs and Environmental Affairs and received no later than 12:00 Noon on December 5, 2019 at the Massachusetts Port Authority, Logan Office Center, One Harborside Drive, Suite 209S, Logan International Airport, East Boston, MA 02128-2909. Scope of Work:

The Authority is seeking qualified multidiscipline consulting firm or team, with proven experience to provide professional services, including planning, design, and construction related services, including resident inspection relative to the renovation and enhancement of Flynn Cruiseport Boston in order to modernize the terminal to accommodate larger size cruise ships and increases in cruise business in the Port of Boston. The Consultant must be able to work closely with the Authority and other interested parties in order to provide such services in a timely and effective manner.

The consultant shall demonstrate experience in several disciplines including but not limited to: Cruise Terminal Space Planning, Architecture, Interior Design, Civil, Structural, Mechanical, Fire Protection, HVAC, Vertical Circulation, Electrical, Plumbing, Geotechnical, Waterfront Engineering, Code Compliance, Cost Estimating, Construction Phasing, and Sustainable Design.

The scope of work shall include, but not be limited to the following:(1) Review of historic construction documentation(2) Review of historic and current maintenance activities (3) Understand Flynn Cruiseport Boston current operations and constraints (building, landside and

waterside infrastructures)(4) Assess the needs of the Terminal as it relates to future fleet of homeport and port-of-call cruise

vessels anticipated at the Terminal(5) Review past studies and proposed designs for expansion at Flynn Cruiseport Boston. (6) Conduct space planning workshops and design charrettes with Massport’s internal and external

stakeholder groups (7) Perform schematic designs of potential renovations and enhancements(8) Manage BIM Model submissions and coordination; renderings of schematic designs for

presentation to stakeholder groups(9) Work with Massport and the stakeholder groups to remain within the available project budget. (10) Produce periodic cost estimates for various schematic designs.(11) Design work capable of being phased, such that the work can be implemented over time (12) Segregate design aspects and facets by priority, such that some aspects may be bid as alternates,

to be awarded upon availability of funding. (13) Perform periodic value engineering audits and make recommendations to lower costs and

increase efficiencies. (14) Prepare construction bid documents (15) Provide bid, construction phase services and resident inspection of construction work

Background:

Flynn Cruiseport Boston, owned and operated by the Massachusetts Port Authority (Massport), opened in 1986 and welcomed 13 cruise ships and a total of 11,723 passengers in its first season. In 2018, Flynn Cruiseport Boston welcomed 151 ships and set a new passenger record of 389,619, including maiden calls by MS Fram (Hurtigruten), Hebridean Sky (Noble Caledonia) and Celebrity Silhouette (Celebrity Cruises). In 2019, Flynn Cruiseport Boston expects to welcome over 400,000 passengers through a mix of 145 homeport and port of call ships.

Homeport itineraries include sailings to Bermuda, the Caribbean, and Canada/New England. Currently twenty-one (21) different cruise lines will call Flynn Cruiseport Boston during the 2019 cruise season, which runs from late March through mid-November.

According to a 2013 report by the Cruise Lines International Association (CLIA): Massachusetts is one of the top ten states in the United States for economic impact from the

cruise industry. Cruise industry spending generates over 8,000 jobs and $479 million in income for Massachusetts

workers. This same report estimated that cruise industry direct spending in Massachusetts accounted for

more than $493 million, with passengers and crew spending $36 million in Boston alone in 2012.

In May 2017, Cruiseport Boston was re-named Flynn Cruiseport Boston to honor Ray Flynn, former Mayor of Boston, for his commitment to the South Boston Waterfront. The cruise terminal is one building with approximately 300,000 sf of space on three floors. In 2010, the main homeport terminal (Terminal 2) was expanded through an $11.5M project. As part of this project, the third floor was developed with approximately 83,000 sf of passenger reception, ticketing and boarding area with new bathroom and a VIP lounge. The lower level of the main terminal, measuring 19,000 sf, is used for custom inspection, baggage processing, restrooms and waiting area. The building mezzanine houses office and meeting space. In February 2015, renovations to the second terminal (Terminal 1) were completed. This terminal primarily services Port-of-Call vessels. The $3.2 million project included improved ventilation, heating, lighting, additional outlets for power and data to facilitate ticketing and baggage functions, new restrooms, and new storefront installations to provide more daylight into the existing space.

The cruise terminal can accommodate three large cruise vessels via. the Main Berth, Warehouse Berth and 88 Black Falcon Berth.

Five ships currently homeport in Boston:

Norwegian Cruise Lines’ Norwegian Gem sails weekly to Bermuda in summer and fall, and sails the Canada/New England coast in September/October. The Gem will offer 3 additional southern Caribbean sailings in March, October, and November.

Holland America Line’s Zaandam, Zuiderdam, and Veendam sail to Montreal and Quebec, respectively, between May and October.

Royal Caribbean International’s Serenade of the Seas sails from Boston to ports up and down the Canada/New England coast in September and October as well as to Bermuda three times in 2019.

About 70 percent of travelers taking a Canada/New England cruise from Flynn Cruiseport Boston travel here by air, while approximately 95 percent who take a Bermuda cruise or a re-positioning cruise to the Caribbean live within a five-hour drive of Boston.

Flynn Cruiseport Boston is conveniently located 10 minutes away from Boston Logan International Airport via the Ted Williams Tunnel and 15 minutes by taxi or public transportation from Boston’s world-class shopping districts, sightseeing attractions and diverse restaurants.

Cruise Terminal Renovations and Enhancements:

Massport wishes to renovate and enhance Flynn Cruiseport Boston in order to modernize the terminal to accommodate anticipated future increases in cruise business in the Port of Boston. The keys to successful terminal improvements include:

Ensuring flexible terminal layout that can support the next generation of cruise vessels, Ensuring that the basic infrastructure at the terminal is modernized to ensure longevity, Ensuring dockside infrastructure is capable of supporting supply, luggage, and passenger

boarding operations, as well as vessel arrival, departure, and berthing forces, Ensuring sufficient space for luggage handling operations at the terminal, Ensuring sufficient streetside space for transport to and from the terminal, Ensuring sufficient signage for terminal operations, Ensuring sufficient space for Maritime operations at the facility.

To accomplish these tasks, certain renovations and enhancements are anticipated to be necessary. These renovations may include the following:

Expand third floor building space to allow the Main homeport terminal to serve 4,000+ passenger vessels;

Updates to the substructure and foundation of the buildings and the adjacent decking that supports cruise operations,

Updates to building façade, windows and roof, where necessary; Updates to internal building structure, Updates to building signage; Upgrade HVAC system to allow the terminal to operate in the shoulder seasons and possible year

round Expansion and/or renovation of existing electrical system, Addition of, or rehabilitation of elevators, escalators and stair systems, as necessary, Rehabilitation and/or installation of new flooring systems, Assessment of existing berthing systems, including fendering systems and bollard and cleat

systems for suitability with anticipated future vessels; Renovation and enhancement of luggage handling facilities at the terminal;

Limited funding will be available to accomplish these goals, and the first task for the selected Consultant will be to prioritize enhancements based on Massport and stakeholder preferences, existing conditions and available funds.

The budget for future renovations and enhancements has not yet been finalized, and will not be further discussed within this document; however, one of the primary goals of the selected Consultant will be to design future renovations and enhancements within the specified budget to be outlined by Massport, and subject to the priorities of Massport and the stakeholder groups. The selected Consultant will assist Massport in developing the exact scope of future renovations and enhancements.

Evaluation Criteria:

The submission shall be evaluated on basis of: (1) Current level of experience and knowledge of the team for similar projects, particularly the

Project Manager, (2) Geographic location and availability of the Project Manager, resident inspectors and other

key personnel to be assigned to the project, (3) Experience and expertise of subconsultants in analysis of key drivers of the cruise business

and successful design of modifications and renovations to terminals supporting cruise operations,

(4) Development of a BIM Model and management of a BIMxP (BIM Execution Plan) in support of Design and Construction.

(5) Demonstrated experience in Lean Planning, Lean Construction and long-term experience working collaboratively with CMs selected early in the design phase.

(6) Demonstrated ability to perform work with minimal disruption to cruise terminal operations, (7) Familiarity with MGL, including filed sub-bid experience, (8) Cost management and scheduling capabilities; in particular, ability to design to available

budget and construction restrictions, (9) M/WBE and affirmative action efforts, please indicate the proposed % of M/WBE

participation (10) Current level of work with the Authority, and past performance for the Authority, if any,

(11) Experience with sustainable design and resiliency, and (12) Project understanding and technical approach to this project.

The selection shall involve a two-step process including the shortlisting of a minimum of three firms based on an evaluation of the Statements of Qualifications received in response to this solicitation, followed immediately by a final selection of the consultant by the Authority. The Authority reserves the right to interview the firms prior to final selection, if deemed appropriate.

Submissions Requirements:

Each submission shall include a Statement of Qualifications that provides detailed information in response to the evaluation criteria set forth below and include Architect/Engineer & Related Services questionnaires SF 330 (www.gsa.gov/portal/forms/download/116486) with the appropriate number of Part IIs. M/WBE certification of the prime and subconsultants shall be current at the time of submittal and the Consultant shall provide a copy of the M/WBE certification letter from the Supplier Diversity Office, formerly known as State Office of Minority and Women Business Assistance (SOMWBA) within its submittal.

The Consultant shall also provide an (1) original and fourteen (14) copies of litigation and legal proceedings information, signed under the pains and penalties of perjury, in a separate sealed envelope entitled “Litigation and Legal Proceedings”. In order to be eligible for selection, all aspects of Chapter 7C, Section 44 of the General Laws of the Commonwealth of Massachusetts shall be satisfied including the majority of the firm’s Board of Directors or ownership shall be registered in the Commonwealth of Massachusetts in accordance with the applicable provisions of the statute. Consultants shall furnish professional registration status of the firm’s board of directors or ownership. All individuals responsible for technical disciplines shall, upon commencement of the project, be registered Architects or Engineers, in that discipline, in the Commonwealth of Massachusetts.

The Authority may reject any application if any of the required information is not provided: Cover Letter, Insurance Requirements, Litigation and Legal proceedings, Registration of the Board of Director as defined in MGL Chapter 7C Section 44, and SF330 Part IIs for the Prime and every sub-consultant. Make sure that, in the Cover Letter, you mention the Insurance Requirements, Litigation and Legal proceedings, Registration of the Board of Director as defined in MGL Chapter 7C Section 44.

Submissions shall be printed on both sides of the sheet (8 1/2" x 11"), no acetate covers. An (1) original and fourteen (14) copies of a bound document AND one PDF version on a disc each limited to:

1) An SF 330 including the appropriate number of Part IIs, 2) Resumes of key individuals only each limited to one (1) page under SF 330, Section E,3) No more than ten (10) projects each limited to one (1) page under SF 330, Section F,4) No more than 3 sheets (6 pages) of information contained under SF 330 Section H addressing the evaluation items (except for the litigation and legal proceedings history), and 5) No more than 2 sheets (4 pages) of other relevant material not including a 2 page (max.) cover letter, SDO certification letters, covers, dividers, and other required information.
