TERMS OF REFERENCE

Provision of Long Term Advisor Services to GTAC

1 Purpose of these Terms of Reference

GTAC is seeking highly qualified, skilled and experienced Long Term Advisors (LTAs) to provide professional services to support its operations.

These terms of reference detail the general and specific qualifications, skills and experience requirements, the work that will be expected to be performed as well as other relevant contractual and working arrangements that will apply.

Offers will be accepted from individuals or companies that propose to provide individuals for this work. The basis for the evaluation will be the qualifications, skills and experience of individuals.

Section 2 of this document sets out background information on GTAC and the LTA sourcing process.

Section 3 sets out the general requirements for all LTAs.

Section 4 sets out specific requirements that will need to be met by LTAs to be contracted for the various areas of GTAC business.

Section 5 sets out important contractual conditions that will apply to successful bidders.

2 Background Information

2.1 General

GTAC is an agency of National Treasury, established to provide advisory services, programme management and transaction support across all spheres of government. Its central mandate is to assist organs of state in building capacity for efficient, effective and transparent public finance management and in implementing high-impact government initiatives.

It was promulgated through a Legal Notice (35194) published in the Government Gazette on 30 March 2012.

A wide range of services is offered by GTAC to centre-of-government departments and other organs of state. These include:

Transaction advice;

Public-private partnerships;

Capital projects appraisal;

Public expenditure and policy analysis;

Actuarial and financial analysis;

Public management;

Organisation development;

Public sector programme and project management;

Public sector strategic and operational planning; and

Public sector operations management.

GTAC contributes to public finance management capacity development and knowledge sharing by:

Promoting collaborative and innovative approaches to service delivery challenges, in collaboration with partner institutions;

Development and adaptation of methodologies and tools designed to meet government and public-sector management requirements;

Communication and publication of evaluation reports, case studies and research papers; and

Public finance professional development.

It implements its mandate through a client-focused and project-based approach and collaborates with partners inside and outside government in the development and delivery of its services.

2.2 GTAC resourcing model and LTAs

The GTAC resourcing model is set out in the figure below.

GTAC Senior Managers are officials with budget responsibilities for defined business areas who report to the Head of GTAC.

The core GTAC resources in a business area may be comprised of a number of government officials and LTAs (to be provided through these terms of reference).

When required for specific projects, professional and technical advisors may be engaged from the GTAC panel of services providers or other appropriate supply chain management processes.

The core resources have the responsibility to:

Provide professional and technical advice within GTAC and to National Treasury and other centre-of-government departments;

Provide technical advice to client departments and other organs of state; and

Plan, manage and execute GTAC activities and projects.

2.3 LTA Tender Evaluation

GTAC requires LTAs in several areas of work. Tenderers may offer their services for one or more areas of work.

The table below sets out the areas for which GTAC is seeking LTAs, an indicative number of LTAs to be contracted and the sections in this document that set out specific requirements for each area.

Bids that comply with the prescribed administrative requirements, as set out in the Information to Tenderers, will be evaluated according to the following criteria:

3 LTA Requirements - General

3.1 Period and level of effort

1) GTAC seeks to procure the services of LTAs as follows:

a) For a period of three to five years commencing on or about 1 January 2016;

b) The level of effort required from a contracted LTA will depend on GTAC’s volume of business and number of project assignments as well as the availability of the LTA;

c) A minimum commitment of 120 working days per annum may be expected of an LTA’s time;

d) An additional number of days per annum may be agreed upon to be used on a drawdown basis as and when the need arises. Such work will be agreed in ‘Instruction to Perform Work’ specifications; and

e) The maximum number of days per annum over the contract period will be 230 days.

2) The specific number of days to be contracted will be negotiated with each successful LTA based on GTAC needs and taking into account the LTA’s specific capabilities, qualifications, expertise and availability.

3) The number of days for the second and subsequent years of the contract may be adjusted based on an annual review of LTA performance and revised GTAC needs. This review will be concluded at least one month before the anniversary of the contract start date.

3.2 Categories

3.2.1 Category I – Principal Long Term Advisor

1) A recognized and relevant post-graduate degree, together with

2) More than 15 years of relevant professional experience including consulting for the public sector or senior management experience within the public service.

3.2.2 Category II – Senior Long Term Advisor

1) A recognized and relevant post-graduate degree, together with

2) Between 10 and 15 years of relevant professional experience including consulting for the public sector or senior management experience within the public service.

3.3 Work to be performed

1) LTAs will:

a) Be accountable to a designated GTAC senior manager (budget manager);

b) Be responsible for the professional oversight, development and management of agreed areas of work; and

c) Be responsible to interact with and support GTAC partners and client counterparts.

2) LTAs will be expected to:

a) Build and maintain positive working relationships with all levels of the organisation;

b) Serve as resource for technical advisory expertise and advise on strategic priorities and projects;

c) Contribute to GTAC annual, quarterly and monthly reporting; and

d) Support GTAC business development.

3) LTAs will be expected to perform the following project work for agreed projects or groups of projects:

a) Provide professional leadership regarding GTAC services;

b) Develop project charters setting out scope of work to be done, resources required, timescales, deliverables, risks and risk mitigation approaches;

c) Overall project or programme management to ensure that projects are executed in accordance with policies and processes, on time and within budget;

d) Provide specialist best practice and sector advisory services on projects including diagnostics, feasibility studies, advice and guidance regarding project conceptualisation, planning, governance, management and intended outcomes;

e) Develop terms of reference for the procurement of short term technical advisors to support assigned projects;

f) Manage resources assigned to projects;

g) Perform quality assurance for projects in accordance with GTAC standards and good practice; and

h) Monitor and report on project progress including analysis and mitigation of risks and the definition and management of agreed changes to scope.

4) LTAs will be expected to:

a) Provide professional advice regarding improvements to and new methodologies and knowledge for GTAC including interaction with partners and specialists;

b) Promote learning and cooperation for improved service delivery and sustainability;

c) Support the development and refreshment of methodologies and toolkits relevant to GTAC;

d) Support knowledge generation including the identification of areas for knowledge sharing in order to leverage internal capacity, the development of case studies of projects or work programmes and participation in knowledge sharing initiatives; and

e) Help foster organisational learning through sharing of best practices through research reports, presentations, technical knowledge exchange and publications.

3.4 General capabilities required

GTAC is seeking experienced LTAs who display the following capabilities:

1) Management and direction of teams and groups with diverse general, and specialised expertise;

2) Collaborative team player;

3) Logical, creative, innovative, analytical, lateral thinking and problem solving;

4) Communication skills (verbal & written) with the ability to listen and learn;

5) Ability to work under consistent and continuous pressure from varied sources, yet be able to maintain a supportive approach; and

6) Computer skills including detailed knowledge and use of the Microsoft Office Suite.

4 LTA Requirements per GTAC area of work

4.1 Transaction Advisory Services and Public-Private Partnerships

4.1.1 Background

GTAC provides support for major infrastructure procurement projects, public-private partnerships and service delivery improvement programmes, including project conception and registration, transaction process support and legal and financial advice.

The role of this unit is to assist government in the planning, procurement and implementation of large scale transactions for infrastructure and related services. The key objective is to improve the quality of project outcomes and achievement of government’s objectives by ensuring value for money, affordability and appropriate assignment of risks and incentives in transaction design and contracting.

The key focus areas of this work are:

a) Transaction planning – GTAC provides support to government entities in project scoping and definition, the registration of projects with relevant authorities, the mobilisation of resources required to undertake the project, the procurement and appointment of appropriate advisory capacity to help the institution to undertake proposed projects.

b) Feasibility – GTAC supports the preparation of feasibility study reports that provide options analysis and the motivation for investment decisions, assessment of funding proposals for projects, institutional structuring and obtaining all relevant regulatory

approvals. The key objective is to produce projects that are affordable, offer value for money and transfer the appropriate categories of risk and incentives to vendors or private sector partners.

c) Procurement – The design of an appropriate procurement framework and process based on the objectives of the project and the relevant statutory provisions is a key success factor. Work in this area seeks to produce a procurement process that is fair, competitive, and transparent and offers value for money to government. Assistance is provided in the drafting of procurement documents, market engagements with project sponsors, financiers, and other intermediaries. The mobilisation of Development Finance Institutions locally and abroad with a view to lowering project costs is also a key area of focus for this work. Support is also provided during negotiations to ensure that agreements are in line with the objectives of the project and that contracts are drafted properly to reflect government’s intention. Support is also provided with preparation and presentation for approval of the final project by the relevant authorities.

d) Institutionalisation – GTAC also provides support during the implementation of projects, post-contracting. The focus of this support is on design reviews, establishment of appropriate governance arrangements, contract monitoring and management and project evaluation.

GTAC assists organs of state in appointing suitable transaction advisors for major infrastructure projects. For smaller undertakings, GTAC can provide transaction advisory support directly, at the request of responsible Accounting Officers or Authorities. This enables experience and decision-making capacity to be deployed more quickly, expediting project execution.

LTAs will be expected to possess the following specific qualifications and expertise for this area of work:

4.1.2 Specific qualifications required

1) A post-graduate degree in Finance and/or Economics; or

2) A post-graduate degree in Law, including public administration and contract law.

4.1.3 Specific expertise required

1) Infrastructure project planning, options analysis, cost-benefit analysis;

2) Financial analysis and modelling;

3) Industry and market analysis;

4) Supply chain management and PPP regulations and procedures;

5) Tender evaluation;

6) Contract negotiation and contract management;

7) Project finance.

4.2 Capital Projects Appraisal

4.2.1 Background

GTAC provides specialised analytical support mainly to National Treasury, for the assessment of proposed large infrastructure investments. Project appraisals of mega-projects are undertaken to determine the likely economic and financial viability of the project, particularly where financial support of one form or another may be required from the fiscus. GTAC also undertakes related economic analyses, such as the likely impact of infrastructure investments on the financial sustainability of public utilities; financial cost comparisons of different elements of proposed investment programmes; and potential funding mechanisms for infrastructure projects and programmes.

Key areas of focus include:

a) Capital project appraisal to assess the economic and financial viability of proposed large infrastructure investment projects;

b) Assessment of the likely financial and economic sustainability of an infrastructure investment programme, from a sectoral, corporate and national perspective;

c) Assessment of the likely fiscal requirement or impact of alternative financing and cost recovery arrangements; and

d) Assessment of the suitability of public or private financing mechanisms for different types of projects.

GTAC aims to support government in identifying the public projects which offer the greatest value for money, and contribute the most towards promoting economic growth and social welfare. The Capital Projects unit has developed in-house methodologies for assessing projects and programmes, and aims to be part of developing national and global best practice in the field, including cost benefit analysis and cost-effectiveness analysis. In addition, capacity is being built to assess the range of existing and new financing mechanisms that can be utilised for different project types. Demand for these services comes mainly from National Treasury, but will also in time include provincial treasuries, the Department of Planning, Monitoring and Evaluation, Offices of the Premier, and line departments and agencies with an infrastructure focus.

LTAs will be expected to possess the following specific qualifications and expertise for this area of work:

4.2.2 Specific qualifications

1) A post-graduate degree in economics (for assisting with project appraisal); or

2) A post-graduate degree in finance (for assistance with financing mechanisms for infrastructure investment).

4.2.3 Specific economic expertise (for assisting with project appraisal)

1) Cost-benefit analysis and cost-effectiveness studies – appraisal of projects, including: modelling of demand and supply for infrastructure and network industry services; options analysis; financial analysis; cost and revenue estimation; externalities and techniques for measuring them; sensitivity analysis; risk identification;

2) Affordability modelling, including impact on consumers, the fiscus, business or other parties; and

3) Strong working knowledge of the main economic infrastructure sectors and their characteristics.

4.2.4 Specific financial expertise (for assisting with financing mechanisms for infrastructure investment)

1) Project financing, including experience of working with a range of different financing structures, including traditional forms of corporate finance and project finance, and newer mechanisms for public infrastructure projects such as project bonds and refinancing options; and

2) Cost analysis and modelling, including unit / project /programme cost estimates, construction and life cycle cost analysis, social and economic cost-benefit comparison, and impact of alternative financing mechanisms.

4.3 Public Management and Organisation Development

4.3.1 Background

GTAC provides advisory and project management support for public sector organisation and leadership development, programme and project management, strategic and operational planning and operations management; including the production of methodologies and guidelines.

The organisation development support capability is a GTAC-wide effort intended to provide clients with capacity building support to improve their effectiveness and performance. It takes into account the various key functional areas of strategic management, performance management, human resources management, financial management, supply chain management, and operations management.

A results-based management approach informs these technical advisory services which promote information based management. GTAC also offers a thorough understanding of government frameworks and the ability to draw on the experience of other government departments.

Programme and project management support is focused on three areas: people, processes, and tools. This support is directed at facilitating the implementation of high priority programmes and projects, and improving government’s capability to deliver. It includes guidance and advice for the planning of projects, assisting in setting up project management offices, conducting project management health checks, and expanding the government project management community of practice.

In support of these service offerings, GTAC has developed a suite of facilitation techniques designed to strengthen teamwork and collaboration within organisations. An important element of GTAC support is the diagnostic study, undertaken during the engagement phase of a project which provides the foundation for a successful engagement. It allows GTAC to make recommendations and design the support required in such a way that it directly addresses the agreed needs of government. These diagnostic studies are a joint effort which provide an opportunity for mutual learning and capacity building. Diagnostics are peer reviewed within GTAC to enhance learning and improve its practices.

LTAs will be expected to possess the following specific qualifications and expertise for this area of work.

4.3.2 Specific qualifications

1) A post-graduate degree in Public Finance Management, Human Resources Management, Engineering, Built Environment, Public Administration or Law or other relevant fields.

4.3.3 Specific expertise

1) Extensive experience working with the centre-of-government departments (National Treasury, DPSA, DPME, CoGTA);

2) Mandate analysis;

3) Function shifts;

4) Public finance processes, systems and budget programme structures;

5) The functioning of government at departmental and inter-departmental levels and across all spheres;

6) Government policy frameworks and legislation; Public Service Act, PFMA, MFMA etc.;

7) Results Based Management principles and Outcomes approach to planning and monitoring and evaluation including the Framework for Strategic and Annual Performance Planning;

8) Facilitation techniques for public sector strategic planning and other workshops;

9) PMBoK based programme and project management in the public sector;

12) Leadership development and capacity building in the public service.

4.4 Economic Development

4.4.1 Background

GTAC supports government’s economic development agenda through the provision of advisory and project management support on economic development initiatives, regional and local development, employment and competitiveness promotion and collaborative development planning and programme management.

Key priorities include:

a) Local and regional economic development, special economic zones;

b) Economic planning and sectoral economic analysis;

c) Employment programmes and labour market initiatives;

d) African economic integration; and

e) Business case / feasibility and cost-benefit analysis.

LTAs will be expected to possess the following specific qualifications and expertise for this area of work.

4.4.2 Specific qualifications

1) A post-graduate degree in Economics, Management, Engineering, Public Administration or Law.

4.4.3 Specific expertise

GTAC supports government’s social development agenda through the provision of advisory and project management support for service delivery improvement and policy development in education, health care, social security and welfare services, including public-private collaboration initiatives.

Key priorities include:

b) Further education and skills development;

c) Hospital systems and management improvement;

d) Planning, financial management and implementation of National Health Insurance; and

4.6 Municipal Support and Human Settlements

4.6.1 Background

GTAC offers advisory and project management support for municipal financial management improvement, local development planning, housing finance and public-private partnerships in human settlement development. GTAC supports the City Support Programme and Neighbourhood Development Programme of National Treasury and the ‘Back to Basics’ strategic interventions of the Department of Cooperative Governance.

In supporting municipal planning, finance and human settlements development, GTAC seeks to strengthen investment in infrastructure, housing and job creation, through public and private sector initiatives and improved collaboration between social partners and stakeholders.

LTAs will be expected to possess the following specific qualifications and expertise for this area of work:

4.7 Public Expenditure and Policy Analysis

4.7.1 Background

GTAC provides a broad range of support services aimed at strengthening government’s planning and budgeting systems, processes and practices both at the centre of government as well as in line departments and agencies. These include:

a) Long- and medium-term development and fiscal planning;

b) Programme implementation planning and costing;

c) Financing strategies for enhancing service delivery;

d) Programme reporting and monitoring; and

e) Programme appraisal and evaluation.

GTAC’s aim is to strengthen and expand its capacity to evaluate public expenditure and performance through the application of its Performance and Expenditure Review (PER) methodology. This methodology incorporates programme definition and performance analysis procedures and expenditure analysis, costing and modelling techniques. The objective of this service offering is to support National Treasury and line departments and agencies to better understand and forecast the financing and service delivery implications of programme design choices, both for new and current areas of service delivery.

To support the objective of more efficient and effective government programmes GTAC is building advisory capacity to support improved service delivery planning, budgeting, reporting and monitoring systems, processes and practices. Activities in this area will be guided by methodologies designed for programme planning and management, government-wide planning, monitoring and reporting, budgeting and expenditure reporting, including open access to budget data. Demand for these services arises from the responsibilities of national and provincial treasuries, the Department of Planning, Monitoring and Evaluation, Offices of the Premier and line departments and agencies.

LTAs will be expected to possess the following specific qualifications and expertise for this area of work:

1) A post-graduate degree in Economics, Statistics or Data Analytics, Public Finance, Management or Public Administration, with a focus on public finance management and analysis.

4.7.3 Specific expertise

1) A strong background in fiscal policy and budgeting and proven ability to assess related systems and processes;

2) Experience in budgeting operations in public finance institutions;

3) Demonstrated experience in programme review, spending review or policy evaluations;

4) Demonstrated knowledge of public finance management systems, processes, tools and innovations and good practices with an ability to develop solutions customised to local conditions;

5) Understanding of organisational development and centre of government institutional issues;

6) Experience in designing and supporting successful public finance management reform initiatives.

4.8 Actuarial and Financial Analysis

4.8.1 Background

GTAC seeks to provide actuarial advice to National Treasury and other government departments and agencies, both on public service pension and remuneration matters and broader social insurance, health insurance and retirement policy issues.

GTAC also provides financial analysis of long-term investment projects and financing options, including modelling of costs and benefits, capital structure and debt analysis, foreign exchange and interest rate risk management and related advisory services.

LTAs will be expected to possess the following specific qualifications and expertise for this area of work.

4.8.2 Specific qualifications

1) A post-graduate degree in Actuarial Science, Finance or Economics.

4.8.3 Specific expertise

1) Familiarity with the public service pension and remuneration arrangements;

2) Actuarial and demographic research and analysis;

3) Financial and capital markets analysis;

4) Investment appraisal, cost-benefit analysis and financial modelling.

4.9 Professional Development

4.9.1 Background

A key strategic focus area for GTAC is the building of partnerships with a number of centres of excellence – academic, government, donors, not-for-profit and business – both, nationally and internationally – in a range of relevant knowledge and public delivery implementation areas, including public finance management, public policy, infrastructure finance, organisational development, and project management.

The partnership approach aims to work collaboratively with partners, for mutual benefit, drawing on each other’s strengths, through knowledge and learning initiatives, and implementation support initiatives. In this way, GTAC is in a position to provide evidence-based and high-quality advisory support services to government institutions.

The functions in this area include:

a) Overall direction and guidance on potential partnerships;

b) Regular consultations with GTAC unit or programme heads on emerging issues and trends, and practice, and knowledge gaps relating to GTAC service areas;

c) Consultations and advisory support within GTAC on potential partnerships and areas of collaboration;

d) Assessment of the feasibility of potential partnerships and draft proposals;

e) Support to GTAC units or programme heads with facilitating engagements with potential partners;

f) Assistance with identifying potential areas for co-operation;

g) Support the drafting of partnership Memorandum of Understanding (MoU) and Co-operation Agreement. The MoU establishes the strategic intent, overall objectives, and the terms of the partnership, in the spirit of building the capacity of the South African public service. A Co-operation Agreement gives effect to the partnership MoU through a set of specific objectives and deliverables, implemented through collaborative projects;

h) Building and maintaining sound collaborative relationships with partners and GTAC unit or programme heads with the objective of creating mutual opportunities for sharing theory and practice;

i) Monitoring and reporting on partnerships, and lessons learnt;

j) Organizational learning through regular sharing of research reports, case studies, innovations, knowledge exchange networks, and joint publications emanating from the partnerships; and

k) Updating the partnership and governance processes and systems.

In addition, GTAC aims to support an expansion in training and professional development opportunities in the field of Public Finance and Policy Analysis to enhance understanding of the theory and practical application of public economics and finance inside and outside of government. As an initial step GTAC is working with partners particularly universities to develop and deliver courses that recognise the multi-disciplinary nature of public finance management and the academic foundations of policy analysis. As part of this service GTAC will facilitate the development of clear career tracks for professionals in the field.

LTAs will be expected to possess the following specific qualifications and expertise for this area of work:

4.9.2 Specific qualifications

1) A post-graduate degree in Economics, Management, Human Resources or Public Administration.

4.9.3 Specific expertise

1) Experience within the public sector in management advisory and professional development, leadership and organisational capacity building;

2) A good understanding of tertiary academic institutions and centres of excellence related to GTAC’s mandated areas of services;

3) Sound theoretical and practical experience in the fields of research, learning, and knowledge management;

4) Skilled coaching and consultative methods within all levels of the organization to improve organizational development;

5) Adaptability to changing organizational imperatives, creating and developing internal and external partnerships, fostering collaboration and recommending strategies to build capacity.

4.10 Communication, Reporting and Publications

4.10.1 Background

A key strategic focus area for GTAC is its knowledge management responsibilities, including the communication and publication of reports, case studies, research findings and GTAC’s activities both internally and externally. This also includes collaboration with research and publication partners and events planning.

The functions in this area include:

a) Internal communication;

b) External communication involving GTAC’s branding and ‘corporate identity,’ communication vehicles already established (GTAC Newsletter and GTAC WhatsUp) and the GTAC website;

c) The further development and implementation of the GTAC communication strategy and brand;

d) GTAC’s knowledge management responsibilities include both internal case studies, methodologies and product manuals, and externally oriented reports, reviews and policy documents. These are often produced in partnership with other organisations or research centres and are intended to contribute both to wider development and policy discourse and government’s budgetary and other decision processes;

e) Internal events include support to several learning networks and publication of methodologies and best practise case studies. Publications are largely internet or intranet-based, but also include printed works. Much of the content of these publications and events will be generated and harvested from past and present GTAC work, and will be used for internal learning and knowledge sharing purposes; and

f) External events and publications contribute to GTAC and National Treasury’s role in budget transparency, accountability and evidence-based policy discourse. While the website will be the primary platform for communication, other tools such as seminars, conferences and publications serve a complementary purpose. GTAC aims to ensure that all publications and reports are high-quality, evidence-based products, and that relevant stakeholders and interest groups, including policy makers, the academic community, GTACs’ partners and the media, are reached.

5 Contractual Conditions

5.1 Contract Fees

Remuneration of LTAs is benchmarked against public service senior management service scales, taking into account reasonable adjustments for overhead costs of long-term consultants.

1) Indicative remuneration rate bands are as follows:

a) Category I - Principal LTAs: R 9 100 to R 11 700 per day (excluding VAT);

b) Category II - Senior LTAs: R 6 500 to R 8 200 per day (excluding VAT).

2) GTAC will make offers to successful bidders.

3) Fees will be adjusted each year to accommodate inflation-related cost of living increases.

4) Fees exclude direct costs relating to project execution such as travel for which GTAC will make provision.

5) GTAC does not pay for LTA travel and parking costs to and from place of residence and GTAC offices.

5.2 Geographic areas of work

The GTAC head office is located in the offices of National Treasury in Pretoria. GTAC has a regional presence in the Western Cape and in the Eastern Cape where it is currently planning to open offices.

GTAC supports government departments, agencies and institutions in the three spheres of government and across the nine Provinces of South Africa. LTAs will be required to interface with government clients at their offices.

5.3 Facilities to be provided by GTAC

LTAs will be required to present reports and attend meetings at the GTAC offices and liaise and interact with members in these offices as part of their duties.

When working from GTAC offices, LTAs will have access to a work station, a telephone line, fax line, intranet, internet, data projector, desktop computer when available. Boardrooms will be provided for meetings.

GTAC will provide secure storage for tenders and other confidential documentation and for all project documentation.

Administrative support will be provided for all project related administration, arranging meeting rooms, assistance with delivery of equipment for workshops held in GTAC offices, collation and formatting of reports, minute taking, etc.

5.4 Facilities to be provided by LTAs

LTAs will be responsible for the provision of any computer equipment (portable computers etc.), connectivity, and all other administrative needs that may be required away from GTAC offices.

5.5 LTA Reporting Requirements

1) The following reports will be submitted by LTAs as proof of delivery of services:

a) Monthly progress reports;

b) Time sheets indicating work done, deliverables submitted and time allocated to the achievement thereof;

c) Annual performance report in support of individual LTA performance reviews; and

d) A closure report on completion of the LTA contract.

2) As part of project work, LTAs will be required to deliver agreed project reports and project closure reports;

3) Reports shall be written in English.

4) All reports, files, notes, electronic files and documents shall be structured, formatted and completed according to GTAC requirements.
