Akbar UNITED NATIONS, (IANS) In wake of the cross-border terror attack from Pakistan on an Indian army base in Jammu and Kashmir that left 18 Indian soldiers dead, India on Tuesday used the biggest interna- tional forum to say that terrorism was the biggest threat to human rights. "Mr. President, I do want to stress that terrorism is the biggest danger to human rights," Minister of State for External Affairs M.J. Akbar said in his address in the Summit for Refugees and Migrants during the 71st Session of the UN General Assembly. His comments came even as Pakistan has been raising the issue of human rights violations in Jammu and Kashmir following the killing of Hizbul Mujahideen terror- ist Burhan Wani that triggered large-scale violence leaving over 80 people dead. "Terrorism is an existential threat. Hypocrisy towards this crisis will not do. "There is no good terrorism or bad terrorism and if we do not know answer to this question, all you have to do is to ask the refugees if he considers any terrorism to be good or bad." Akbar said that large movements of people across borders serve as reminders that the world has become a global village. "We can only prosper or perish together. It is best that we learn to live in peace, prosperity and amity," he stressed. Akbar pointed out that the number of people on the move globally was estimated at close to 250 million or one in every 30 persons. "Refugees are currently estimated to be around 20 million - one of every 12 persons on the move. "Three-fourths of the refugees come from just 11 countries. Seven countries host more than half of all refugees. Almost 90 percent of all refugees are hosted in emerging countries!" said Akbar, and also highlighted India's role in hosting refugees. "There is a long history of large communities seeking refuge in India. Are we prepared?" he said. "I recall vividly the time when our neighbour Bangladesh was fighting for independence, more than 1.2 million people took refuge in India from the genocide they were faced with," he said. "We have long experience of this and we have developed situation-specific responses in each such instance. "People seeking shelter in our country have never been turned back. Our record in this context is actually unique," he said. At the same time, he put up a poser. "It is assumed that only host nations do not want refugees, I ask, do refugees also want to become refugees. "They don't. We must understand this and underline it and therefore find out what drives them towards seeking refuge. Prevention is better than cure, or perhaps prevention is the only cure," he said.

New FIR against Kapil Sharma for flouting eco-lawsMUMBAI, (IANS) The Mumbai police have booked comedian Kapil Sharma -- who had recently complained toPrime Minister Narendra Modi about graft -- for alleged violations of environment laws, police said here onMonday. Spokesperson DCP Ashok Dudhe told IANS that following a complaint by the Andheri TehsilOffice, a first information report has been lodged against Kapil under provisions of the Environment Act bythe Versova Police Station.This is the second FIR against the actor lodged by a different police station since hiscontroversial tweet. HIGH-LEVEL INDIAN VISITSTO LEVANT, GULF SEEN ASDIPLOMATIC CORRECTION

BY AROONIM BHUYANNEW DELHI, (IANS) A flurry of high-level visits from India tocountries in the Levant and the Gulf is being seen as a correc-tive policy in India's diplomatic engagements with these re-gions. Consider this. Minister of State for External Affairs M.J.Akbar last month visited Lebanon, Syria and Iraq, Levant coun-tries to which one cannot even remember when the last Indian high-level visits happened. This month, he visited Iran.Around the same time, the other Minister of State for External Affairs,V.K. Singh, visited Saudi Arabia, Qatar, Kuwait and Libya, all countrieswith big expatriate Indian populations. In the case of Libya though, thenumber has significantly come down because of the security situationthere. Last year, Prime Minister Narendra Modi visited the United ArabEmirates (UAE), a prime ministerial visit that happened after over threedecades. This year, he visited Saudi Arabia and Iran in quick succes-sion. "Akbar's visits (to the Levant countries) were long overdue," awell-informed source with knowledge of the government's diplomaticinitiatives told IANS here."This can be seen as a corrective policy on the part of the governmentin terms of diplomatic engagements with these regions," the sourcesaid. A veteran journalist, M.J. Akbar was appointed as a Minister ofState in July and observers here say that he is being sent to thesecountries for his wide knowledge of the region.

GURPREET GHUGGI FACES IRKOF US-BASED SIKH GROUPS

DESK REPORT / CALIFORNIA- Newlyappointed AAP's state convener GurpreetGhuggi had to face the irk of Sikh groupsresiding in Tracy, California. The groupsalleged that Gurpreet Ghuggi was a partof team of troupe invited by former DGPof Punjab KP Gill to divert attention ofpeople of Punjab from mass torture ofSikhs in 1990s. They also alleged thatGhuggi disrespected the institution of'Panj Pyares' and Guru Gobind Singh Ji to defend expatriates of AAPin Punjab. Ghuggi in a statement earlier had said that the 'PanjPyares' and Guru Gobind Singh Ji had also come from outside.Ghuggi however, said only a handful of Sikhs were disturbingthe diaspora by such misleading talks as other US Punjabis wel-comed him. Though he offered apology but it has not gone well amongthe Sikh community.

NEW DELHI, (IANS) Uttar Pradesh's holy city of Varanasi -- PrimeMinister Narendra Modi's parliamentary constituency -- has made itto the list of 27 smar t cities announced by Urban Development Minis-ter M. Venkaiah Naidu on Tuesday.These have been selected out of 63 cities after a three round compe-tition. Varanasi ranks 23rd while Amritsar (Punjab) tops the list. Withthis, the number of cities selected under Smar t City Mission for fi-nancing implementation of smar t city plans has risen to 60.Spread over 12 states, the third l ist includes five cit ies fromMaharashtra, four each from Tamil Nadu and Karnataka, three fromUttar Pradesh, two each from Punjab and Madhya Pradesh, and oneeach from Andhra Pradesh, Odisha, Gujarat, Nagaland and Sikkim.Naidu said the smar t city mission was on course towards "urbanrenaissance. The willingness and enthusiasm among cities to par-ticipate in more than one round of competition is a clear evidence ofthe urban renaissance set in motion. The competition-based selec-tion has made the cities rediscover themselves," Naidu said.However, he added, that the transformation would not come aroundovernight. "The cities would not become smar t overnight. It wouldtake years. But the impor tant thing is that a beginning has been made."Naidu informed that the new 27 smar t cities have proposed an invest-

ment of Rs 66,883 crore under smar t city plans. With this, the totalinvestment proposed by the 60 cities selected so far has gone up toRs 1,44,742 crore.The 27 cities selected in the latest round, according to rank, areAmritsar (Punjab), Kalyan-Dombivili (Maharashtra), Ujjain (MadhyaPradesh), Tirupat i (Andhra Pradesh), Nagpur (Maharashtra),Mangaluru (Karnataka), Vellore (Tamil Nadu), Thane (Maharashtra),Gwal ior (Madhya Pradesh), Agra (Uttar Pradesh), Nashik(Maharashtra), Rourkela (Odisha), Kanpur (Uttar Pradesh), Madurai(Tamil Nadu), Tumakuru (Karnataka), Kota (Rajasthan), Thanjavur(Tamil Nadu), Namchi (Sikkim), Jalandhar (Punjab), Shivamogga(Karnataka), Salem (Tamil Nadu), Ajmer (Rajasthan), Varanasi (UttarPradesh), Kohima (Nagaland), Hubbal i-Dharwad (Karnataka),Aurangabad (Maharashtra) and Vadodara (Gujarat).Of these, Ujjain, Tirupati, Nashik, Madurai, Thanjavur, Ajmer and Agraare pilgrim and tourism intensive cities. 10 militants, soldier killed inKashmir, sneak bids foiledURI (JAMMU AND KASHMIR), (IANS) At least 10 militantsand a soldier were killed on Tuesday as the army claimed to havefoiled two major infiltration bids from Pakistan near the Line of Con-trol (LoC), two days after a massive terror strike killed 18 army menin this garrison town of Uri in Jammu and Kashmir, officials said. Theinfiltration attempts came as India and Pakistan are locked in a diplo-matic war of words over a deadly unrest in the Kashmir Valley andsoon after the Sunday attack on military base close to the de factoborder that divides the state between the two neighbours. Defencesources said the infiltration attempt was made under the cover ofPakistani firing as a group of 15 heavily armed militants attempted tocross over to this side of the LoC near Uri, 100 km north of Srinagar.The operation near the Lachipora border area of the garrison townwas on and by late Tuesday night, the army said, it had killed 10militants. The area is barely six km from the army camp that was hitby four fidayeen or suicide attackers on Sunday morning. An armysource told IANS here that soldiers became apprehensive about a pos-sible infiltration bid after Pakistani troops resorted to unprovoked firingusing small and automatic arms to target Indian posts in Lachhiporaand Boniyar villages of the border on Tuesday afternoon. The sourcesaid the Pakistani fire caused no damage.

Bugti a terrorist, don't givehim asylum: MusharrafNEW DELHI, (IANS) Accusing India of "double standards" onterrorism, former Pakistan President Pervez Musharraf has saidthat Baloch leader Brahamdagh Bugti "is a terrorist" and India shouldnot give him asylum. General (retd) Musharraf's remarks came amidreports that Bugti has formally sought political asylum in India, andNew Delhi is willing to grant it."He (Bugti) is a terrorist. India should not give him asylum," Musharraftold CNN-News18 channel from London. The former Pakistani mili-tary dictator accused India of adopting double standards on terror-ism. "You (India) cannot say your terrorist is a terrorist but our terror-ist is not a terrorist," he said. Musharraf also denied Pakistan Army'srole in the Uri army camp attack on Sunday, and warned of conse-quences in case of any militray strike against Pakistan. "The personstalking about military retaliation, including your DGMO (DirectorGeneral of Military Operations) and your Defence Minister (ManoharParrikar) should understand the consequences," the former PakistanArmy chief, who assumed power in a coup against the then PrtimeMinister Nawaz Sharif, said. "If you strike at the time and place ofyour choosing, we will strike back at the time and place of our choos-ing as well. It does not stop at your action; what will follow shouldalso be considered," he added. Quizzed about the equipmentused by Pakistan military as well as weapons found on Uri attackers,Musharraf said these could be procured anywhere in the world and do notqualify as evidence of Pakistan's involvement.

The city is distributing 'Please Slow Down' lawn signs topromote safe driving habits and to lower vehicle operating speedson neighbourhood streets. But some youth hesitate to aspire to a collegeor university education because they worry about the costs or gradu-ating with debt from student loans. The Ontario Student Grant willhelp OSAP empower more students to seek an advanced educationbased on their abilities and potential, not their family's income. Thenew OSAP will:" Allow eligible students whose parents earn less than $50,000to graduate without having to pay back provincial student loans" Provide the Ontario Student Grant to make the average costof college and university tuition free for thousands of low- and middle-income students" Ensure that no eligible student receives less aid than theyare eligible for now under the 30% Off Ontario Tuition Grant, which the

REDUCING ELECTRICITY COSTS FOR A BETTER TOMORROWBRAMPTON - As par t of its balanced plan to build Ontario up and help people in their everyday lives,Ontario is taking action to reduce electricity costs and introduced legislation recently that, if passed,would rebate the provincial por tion of the HST from the electricity bills of residential, small businessand farms as of January 1, 2017. Commenting on the issue Amrit Mangat, MPP for Mississauga-Brampton South said: "Our government is committed to improving services and making everyday lifeeasier for Ontarians. This includes helping hardworking families and small businesses better afford the risingcost of home energy by removing the provincial portion of the HST on their electricity bills, saving them an average of$130 a year. This is in addition to other measures we have taken to assist low to middle-income families and seniors."Harinder Malhi, MPP for Brampton-Springdale thought: "Families in Brampton Springdale and throughout Ontario will be delighted to learn that they will bereceiving clean, affordable and reliable electricity with an 8% reduction in their bill. We've done this to make electricity moreaffordable because we know that families need help with the cost of everyday."

Mayor Crombie Issues City-Wide Food Drive ChallengeMISSISSAUGA - Mayor Crombie has launched the Mayor'ssecond annual Food Drive Challenge in par tnership with TheMississauga Food Bank and Mississauga Fire and Emergency Ser-vices. The initiative challenges Mississauga residents to raise enoughfood and funds to support hungry families who need help this Thanksgiv-ing and beyond. "Many of our most vulnerable residents are often thesame individuals who rely on foodbanks," Mayor Crombie said. "I ampleased to launch the 2016 Food Drive Challenge as a part of TheMississauga Food Bank's Annual Thanksgiving Campaign in partner-ship with the City's Fire and Emergency Services team. "Last year wewell surpassed our goals and this year, I know we can do it again. Iencourage all people to take part in the #OneBagChallenge and I want tothank everyone in advance for their willingness to participate and theircompassionate generosity to help neighbours in need," Mayor Crombiesaid. Residents are asked to drop off non-perishable food donations attheir local fire stations, grocery store or The Mississauga Food Bank. Thisyear's Food Drive Challenge aims to raise $100,000 and 200,000 poundsof food by October 14. To get the ball rolling, Mayor Crombie took to socialmedia today to release a '#OneBagChallenge' video nominating 5 peopleto make a donation to The Mississauga Food Bank within 48 hours. Oncethe nominated person has either donated food or made a donation online,they are asked to post a picture or video on social media showing thatthey participated and then challenge five other people to do the same.

With the Peoples Democratic Par ty's Srinagar MP Tariq HameedKarra quitting the par ty as well as his Lok Sabha seat, the count-down may well have begun for the PDP-BJP alliance in Jammu andKashmir.The coming together of the PDP-BJP in February last year was likean inter-community, inter-caste and inter-religious marriage whichwas not exactly fawned upon by the elders and hardliners on eitherside, but compulsions of realpolitik and an element of romanticoptimism solemnised a union of opposites amidst much hype andfanfare.Eighteen months later, the marriage is on the rocks and heading fora messy divorce. Both sides no longer seem to be making anyeffor t to keep the spark alive in the relationship. They appearresigned to fate, going through the motions, quite like a couple --thoroughly bored and disgusted with each other -- staying in thesame house but sleeping in different rooms.And just as in a classic break-up situation, both the BJP and thePDP seem to be waiting for the right moment that will ensure theyget the maximum mileage and sympathy while exiting the relation-ship. And the other side, maximum flak. But there appears littletime left now for such structured finesse and timing. The resigna-tion of PDP MP Karra has the potential to trigger a chain of eventswhich will gather its own momentum, causing the BJP-PDP allianceto implode.Karra's emotive statements equating the alliance government withthe Nazi regime and accusing Prime Minister Modi of pushing anagenda of intolerance and Hinduisation, will have an impact on thePDP cadre. By exhor ting fellow PDP lawmakers to follow hisexample he has made chief minister Mehbooba Mufti's alreadydifficult position more precarious.

Mehbooba Mufti has nobody but herself to blame for this situation.After her father's death she vacillated too long and tried too hard toget a good bargain. In the end, all that posturing yielded little forher. Only her goodwill -- both with her cadre as well as the BJP --suffered. And the vacuum of over two months after Mufti saheb'spassing away and the public dilly-dallying and bargaining robbedthe PDP-BJP alliance of whatever little lustre and allure it hadduring her father's tenure.Now Mehbooba is getting marginalised on both fronts. Delhi viewsher as a weak leader and a not fully trustwor thy ally. Her suppor t-ers in the valley see her as someone who has deser ted them andthe cause of Kashmir for power. For her political survival,Mehbooba has little choice but to walk out of this alliance.She may just be waiting for the right time to exit. Any big event,incident and tragedy can offer her that oppor tunity. For the BJP too,the romance and optimism of last year looks like a flashback froman old black-and-white era film. The par ty had forged the allianceviewing it as an historic oppor tunity to make inroads in the valley.In hindsight, the idea itself was not based on ground realities.Across the valley people had voted with one purpose in mind: to thekeep BJP out.But the experiment still had a chance till Mufti Mohammad Sayeedwas the Chief Minister who was so much more politically savvythan Mehbooba. A quick aside here. It's remarkable how the oldergeneration leaders have behaved with such maturity in Kashmir.From a Delhi perspective, Omar Abdullah has been too shor t-

sighted these past couple of months, stoking separatist sentimentin the valley by his provocative statements.His stand may have gained Omar some brownie points vis-a-visMehbooba (who was no different when Omar was in the saddle) buthis trust quotient in Delhi has gone down several notches. It wouldhave been so much wiser on Omar's par t if he had learnt a fewlessons from his father.For all the colour and controversy in his personal life, Dr FarooqAbdullah was always so much more mature and restrained whendoing politics in and on Kashmir. Coming back to the BJP and theCentre, they seem to be running out of options. The situation in thevalley is slippery and shows no signs of improvement. Sticking onwith Mehbooba and the PDP is bringing diminishing returns witheach passing day.In this scenario, the option of imposing Governor's Rule is increas-ingly being discussed in Delhi with the government weighing thepros and cons of such a move. Those favouring Governor's Rulehave many arguments, but weather seems to be one factor weigh-ing on the minds of Centre.With winter and snowfall approaching, there are some who arguethat cross-border infiltration and suppor t to separatists will comedown in the next few months, giving Delhi an extra few monthsto make up its mind. And give a final chance to the PDP-BJPalliance to retrieve the situation. The question, keeping in mindthe present situation in the valley, is: Does Delhi have the luxury oftime on its side?

New Delhi, Sep 18 (IANS) The central government is likely to faceheat on the issue of national security following Sunday's terror attackon an army camp in Jammu and Kashmir, with the opposition ex-pected to target Prime Minister Narendra Modi. The BJP has prideditself as a strong nationalist force and its leaders had boasted howeffectively Modi would respond to provocations from across the bor-der if he were to take power. The audacious attack on the army campin Uri that left 17 soldiers dead and many injured has made the BJPvulnerable to attacks from an opposition itching to go on the offen-sive.Rashtriya Janata Dal chief Lalu Prasad on Sunday took a dig at Modiand said his failure to tackle the situation in Jammu and Kashmir wasto blame for the bloodbath at the army camp near Uri town. "Modi kilaparwahi aur nakaami se jawan maare ja rahein hain. Kahan gayaModi ka 56-inch ka seena? (Soldiers are dying due to Modi's failureand negligence. Where is his 56-inch chest?)" Lalu asked sarcasti-cally. Congress leader Manish Tewari took to Twitter to ask if BharatiyaJanata Par ty leaders would fulfil their claims of "taking care" of Paki-stan."Outrage in Uri requires robust response PM. Can u walk rhetoric ofmuscularity? Biggest attack after 2002? Will India bleed in vain?"Tiwari said. Pressure also mounted from within for the BJP. TheRashtriya Swayamsevak Sangh, the ideological fountainhead of thepar ty, said that "terrorists, their masters and their supporters shouldbe dealt with firmly and conclusively".The slaughter of 17 soldiers -- after the death of seven military per-sonnel at Pathankot in January and nine months after Modi made adramatic trip to Lahore to wish bir thday greetings to his Pakistanicounterpar t Nawaz Sharif -- has put the BJP and Modi in a dilemma.Home Minister Rajnath Singh and Finance Minister Arun Jatiley quicklyblamed Pakistan for the killings. Pakistan denied the accusation whilethe US and Britain refrained from getting into blamegame even asthey denounced the death of Indian soldiers.Modi said those behind the Uri attack won't escape "unpunished" butpolitical analysts said the government was likely to act in a mannerthat does not escalate into a conflict with Pakistan. Political com-mentator S. Nihal Singh said the Modi government may go for a com-bination of military and diplomatic options. "They will have to takesome retaliatory step. They have to decide what kind of step it shouldbe. On the diplomatic front, they have to decide whether to break offrelations or not but that would be an extreme step," Nihal Singh toldIANS.He said the country expected some retaliation and that it has to come"reasonably soon", otherwise the "momentum will be gone". "How tocalibrate a response without expanding the conflict. Basically, that isthe problem." Former diplomat Kuldip Nayar said the governmentmay look for options that do not lead to war. "I don't think India will go to such an extent that they (Pakistan) areprovoked into war," he said. He did warn that the tense relationshipwith Pakistan would worsen after Sunday's killings. Relations be-tween India and Pakistan have been hit hard after Islamabad cameout in suppor t of the mass unrest in the Kashmir Valley following thekilling of a militant in July.And with Modi speaking aggressively in suppor t of Baloch separat-ists in Pakistan, Islamabad and New Delhi appear to be in no mood toshake hands - for now. If the BJP is not seen to be "punishing" Paki-stan, the party will have a hard time explaining its nationalist creden-tials in assembly elections due next year in Uttar Pradesh, Punjab,Manipur, Uttarkhand and Goa.

Opposition flays governmentfor 'security lapse' in UriNEW DELHI/PATNA, (IANS) Several opposition leaders on Sundaysought to blame the Narendra Modi government for the terror attack onan army camp in Uri in Jammu and Kashmir and attributed the assaultto "lapses" in stalling the infiltration of militants. Congress leader andformer Defence Minister A.K. Antony said the attack that left 17 sol-diers dead was "a serious security lapse".Antony told media persons here that the Kashmir issue was "driftingand reaching dangerous propositions. This incident comes close onthe heels of what happened in Pathankot. At both these places, themilitants managed to enter military camps and this is a huge securitylapse," he said. Congress President Sonia Gandhi described the terrorstrike as a "cowardly attack as a deplorable affront on our nationalconscience". She hoped that "the perpetrators of this dastardly act asalso the forces behind them will be severely dealt with and brought tobook". In a tweet, former Home Minister P. Chidambaram said: "Gov-ernment must mobilise all resources, manpower and material, tostrengthen border defence to prevent infiltration of terrorists." RashtriyaJanata Dal (RJD) chief Lalu Prasad went on to take a dig at PrimeMinister Narendra Modi and said: "Soldiers are dying due to the failureand negligence of Modi; where is his 56-inch chest now." He saidJammu and Kashmir is an integral part of India but the situation thereis going out of control, thanks to "only big talk and no action" on theground. The Central Committee of the Communist Party of India (Marx-ist) also condemned the killing of 17 Indian army personnel and main-tained that Pakistan "must stop aiding and abetting the extremist forces.Despite the deployment of a large number of security personnel, thegovernment has failed to stop the continuing infiltration of militants,"the party said in a statement. France calls for 'decisive action'against terror groups targeting India

PARIS/NEW DELHI, (IANS) France on Monday condemned the terrorattack on an army camp in Jammu and Kashmir that killed 18 sol-diers, and called for "decisive action" against terror groups targetingIndia, especially the LeT, the Jaish-e-Mohammed, and the Hizb-ul-Mujahideen. In a statement, the deputy spokesperson of the FrenchMinistry of Foreign Affairs and International Development, said thatnothing can justify terrorism and that Paris remains "at the side of ourstrategic par tner, India, for fighting this scourge".To a question on Sunday's terror attack, the spokesperson said thatFrance condemned the "terrible attack carried out in Uri." He saidafter the January 2 terror attack on the Pathankot air base, "this attackreminds us that India, like France, is a victim of terrorism. Saudi Arabia busts 3 terrorcells, foils 4 attacksRIYADH (IANS) The Saudi Interior Ministry said the countryhas dismantled three terror cells affiliated with the IslamicState (IS) militant group. The authorities arrested 16 men anda woman, including 14 Saudis, a Yemeni, an Egyptian and aPalestinian, the ministry said on its Twitter account on Mon-day, Xinhua news agency repor ted. The cells were planningfour suicide attacks targetting citizens, religious scholars,security personnel and various security, military and eco-nomic establishments, the ministry tweeted.Al Arabiya, a local news outlet, said the suspects have reached"advanced stages" of preparing for these suicide attacks. "Pakistan has had territorial ambitions over Kashmir since1947 that has found concrete expression in the aggression it em-barked on in 1947, 1965 and 1999," Jha said delivering the Indianstatement."As on date, Pakistan is in illegal and forcible occupation of approxi-mately 78,000 sq km of Indian territory in Jammu and Kashmir." Re-iterating that the fundamental reason for disturbances in Kashmirwas cross-border terrorism promoted by Pakistan, Jha also said:"The human rights violations in entire Pakistan cry for the world'sattention: the people of Balochistan, amongst other provinces, havebeen waging for decades a bitter and brave struggle against theirdaily abuse and tor ture.""Religious and sectarian minorities such as Hindus, Christians, Shias,Ahmaddiyas, Ismailis and others continue to face discrimination,persecution and targeted attacks in Pakistan. gious minorities."India also pointed out that "various international organisations havedocumented how enforced disappearances continue with impunity,par ticularly in Balochistan, Khyber Pakhtunkhwa and Sindh wheremembers of the Muttahida Qaumi Movement are routinely abductedand unlawfully killed. Selective but extremely opaque and high-handeduse of force by Pakistani authorities has affected civilian populationson a large scale," it said, adding that more than one million peopleremain displaced as a result of the current and past armed conflictsin nor thwest Pakistan.It also stated that given this state of affairs, Pakistan would be "well-advised to focus its energies on setting its own house in order andacting against the perpetrators of terrorist attacks on its neighboursinstead of ritually raking up alleged human rights violations else-where. Syrian army declares end ofRussian-US brokered truceDAMASCUS (IANS) The Syrian army announced on Mondaythe end of the Russian-US brokered truce in Syria, withouttalking about possible extension, according to the state newsagency SANA. The Syrian army said the seven-day truce that wasbrokered by the United States and Russia ended on Monday, aspreviously declared, Xinhua news agency reported.The army didn't speak of any possible extension of the week-longtruce, but accused the rebels of committing over 300 violations tothe ceasefire. "The terrorists have taken advantage of the ceasefireto amass themselves and continue to attack residential areas andmilitary positions, mainly in the provinces of Hama, Qunaitera, andAleppo," the military statement said.The statement said the military forces have practised high self-restraint, and responded in a few cases when it had to do so tosilence the fire from the rebels. It renewed old pledges that the armywill continue to fight terrorism until restoring peace and stability toSyria. Last Monday, a Russian-US ceasefire was implemented inSyria, bringing relative calm to the most troubled areas, in-cluding Aleppo. CHINA FACING MASSIVEBANKING CRISIS: REPORTBEIJING, (IANS) World's number two economy China couldbe facing an imminent debt crisis, a global central bankwatchdog has warned, fuelling fresh fears about a blowoutthat could hit the world economy. The Bank for InternationalSettlements (BIS)- dubbed the central bank of central banks -warned in its quar terly repor t that China's "credit to GDP gap"has reached 30.1, its highest level ever and far above the 10per cent level associated with banking risks, media said cit-ing a quar terly repor t released on Sunday.The gauge measures the difference between the credit-to-GDP ratio and its long-term trend. Any level above 10 sug-gests that a crisis will occur "in any of the three years ahead", theBIS said. China's indicator is way above the second highest level of 12.1for Canada and the highest of the 43 countries assessed by the BIS, TheGuardian reported. Debt has played a key role in shoring up China'seconomic growth following the global financial crisis. Outstanding gov-ernment, corporate and household debt reached 255 per centof GDP in 2015, fuelled in large par t by a surge in companyborrowing, up from 220 per cent just two years earlier.

Narrated in a linear manner, the simplistically presented film,essentially a courtroom drama, is powerful, owing to its missive, dialoguesand performances. Three young working women, Minal (Tapasee Pannu),Falak (Kirti Kulhari) and Andrea (Andrea Tairang) are flatmates in Delhi andgood friends. An untoward incident one night at a resort in Surajkund, involv-ing some boys, among whom is Rajveer (Angad Bedi), who comes from apolitically well-connected family, proves to be life changing for the trio. Whatfollows is an intriguing courtroom drama where ace lawyer Deepak Sehgallrepresents them in a bid to get them justice.Replete with contemporary instances and issues, centring around womenand their safety, the film, through its potent dialogues, takes a dig at societyand its stereotypical norms and prejudices towards women, as in "The RuleBook of the Girls' Safety Manual", enumerated by lawyer Deepak Sehgall.Director Aniruddha Roy Chowdhury extracts natural performances from allhis actors, and makes a meaningful film devoid of any unnecessary com-mercial trappings, never once deviating from the core theme. AmitabhBachchan as Deepak Sehgall, the aged defence lawyer, shines as always, ina restrained, but powerful performance. His histrionics come primarily in theform of his well-modulated baritone, conveying his emotions and of course,from the well-written lines. Taapasee Pannu, as the protagonist Minal Arora

plays the brave, present-day Delhi girl with convivial ease. She delivers apower-packed performance, naturally, slipping into her character bringingout the contrast as a strong yet vulnerable girl. Her anxiety, frustrations andangst, against society and the system and its hypocrisy, are all palpable.Kir ti Kulhari as Falak Ali, is equally a powerhouse as a performer. Sherenders her character of a modern working girl annoyed with the doublestandards of society, in a convincing manner. The scene in the courtroom,where she breaks down, in particularly laudable. Andrea Tairang, playing thegirl from the northeast is natural, and lives her character with sincerity.Piyush Mishra as Prashant, the prosecution lawyer, is brilliant, as he suc-ceeds in the audience despising him for his scathing remarks against womenand the societal norms they must conform to. Angad Bedi as Rajveer, thespoilt rich son of a politician, makes the most of his limited screen time. Heis intense, becomes the character he is essaying and delivers a credibleperformance.The rest of the cast too, comprising the kind-hearted landlord, the lady policeofficer, the three friends of Rajveer, support the main actors with their strongperformances. The strength of the film, apart from its great performances,are its taut screenplay and dialogues. Flavoured with a language that theyouth of today will relate to, the dialogues are hard-hitting and strike a chordimmediately, as they are packed with relevant messages. Humour comes inthe form of the satirical dialogues, and lightens the tenor of the otherwiseintense film.

When in Romania, do as the Romanians do? Well, sor t of. Thelatest instalment of the 'Raaz' franchise, and by far the mostgripping - if you like that sor t of a thing - since the first

'Raaz' film in 2002, is shot with subdued splendor by Manoj Soni, inthe snowswept landscape of Romania. This novel location lends abeguiling bleakness to what could easily have been yet another blandspook-fest from the horror-house of the Bhatts. But "Raaz Reboot"(Re-Bhoot?) is more gripping than the two earlier instalments ofthe franchise which suffered for the want of a tight plotting. "RaazReboot" is also a direct descendent of the original "Raaz" filmwhich, to nudge moviegoers' memories, scored big in the year ofSanjay Bhansali's "Devdas". In that husband Dino Morea had aterrible secret up his sleeves, 'raaz' if you will, which he keptaway from his wife Bipasha Basu.Alas ,Morea's secret could only afford Ooty. Gaurav Arora, grap-pling bravely with a complex role of a man who must deal with amultiplicity of problems in a strange land, including a wife whodecides to do a Linda Blair on the screen 43 years after "TheExorcist" hit us with a throbbing fear and palpable terror. "RaazReboot" is not quite that scary. No way! We are way too cynicaland habituated to the conventions of the horror to be shaken to ourcore. But yes, "Raaz Reboot" does have genuine moments of chills tooffer, specially mid-way when the film's 'Big Secret' is revealed.Without spoiling the suspense, suffice it to say Emraan Hashmi playsthe most unusual par t of his career. Not that we can tell the difference.Even when playing something otherworldly he still manages to slip inthe smooches, like largesse from Santa for the stockinged brigade.Beyond the erotic excursions, his par t exudes a kind of untried free-dom where he can do anything on screen, and get away with it.

Unfor tunately Emraan doesn't allow himself to be as freed of inhibi-tions as the character affords. His role and per formance have onefoot caught in the door even as soul pines to soar. Gaurav Arora andKriti Kharbanda grappling with a marriage that seems to be goingwrong even as a ghost makes an unwanted entry in their lines, put upa brave show. Both are made to perform scenes that make them looksordid and messed up on screen.Gaurav and Kriti are game. They have the backing of a solidly scarycreepily clever script suffused with moments of eerie imaging andhair-raising hocus-pocus. Some of it like a visit to an overweightRomanian tarot reader are ham-fisted. In fact all the Romanian actorsin bit roles are saddled with indeterminate accents.But by and large director Vikram Bhatt manages to keep a tight holdover the proceedings. The blood-curdling screams and the freaked-out banshee calls are employed sparingly but tellingly. There is akind of restrained spookiness pervading the air here.As his his wont, Bhatt blends Puranic mythology from the Hinduscriptures with biblical exorcism. If you have a blind soothsayerreciting Vishnu chants, we have on the other side the devil-pos-sessed entity ranting "F..k you" so many times you feel he's doingit to tease the censor board. The ghost in this case is an uncannyblend of the wicked and cheesy. When a Romanian priest showsup to teach the devil a lesson, it (the devil) leers at the priest andreminds him of what he did to that choir boy with the pink lips.The priest flees. We remain in our seats til l the rousing finalewhen, in a neat reversal of the Satyavan-Savitri mythology, it isthe husband who must bring the wife back from the dead. Quite likethe horror genre which "Raaz Reboot" awakens from a long slumber.Welcome back.

After picking up seven medals including three goldsto top the medal table at the end of day one, India picked up sixmore medals on day two, including one gold, two silvers and threebronze medals to lie second behind Russia in the medal tally.India's only gold medal of the day came in the women's 10 metres AirPistol event, when Yashaswini Singh Deswal, Malaika Goel andHarshada Nithave combined for a total score of 1122 to finish wayahead of second placed Turkey's score of 1104. Uzbekistan won theteam bronze shooting a total of 1086 in the event. Defender Sanjeep named captainof U-18 hockey team for Asia CupNEW DELHI, (IANS) Defender Nilam Sanjeep Xess was onMonday named captain of the India team that will compete inthe Boys Under-18 Asia Cup hockey tournament to be held atDhaka, from September 24-30. Sanjeep's defensive par tnerHardik Singh will be the vice-captain. Both players have alsobeen par t of the junior team that won the EurAsia Cup earlierthis year and will form the backbone of the defence for theteam.
