Describe system size and known energy demand.

The energy demand was provided by the base building engineer based on discussion with Creative Energy, and summarized in the table below. To clarify, the following table summarizes details for 188 Keefer.

Peak Demand, KW thermal Annual Energy, MWh thermal

Space Heating Load 760 652.5

DHW Load 350 452.9

I Cooling* 140 14.1

\*cooling service not provided by Creative Energy.

The estimated diversified peak demand for the identified customer is 900 KW.

188 Keefer provides an opportunity to start a node in Chinatown, which is a conditional service area within the Northeast False Creek Franchise area (Currently in front of the Commission). To facilitate future connections, Creative Energy has modestly upsized the system capacity. Initial Plant Capacity is the size of the current plant that will serve 188 Keefer and potentially additional buildings that meet the NEFC TES extension test. Future boiler capacity is possible because of space available for 2 additional boilers.

The Creative Energy System is a closed loop heating system with necessary pumps and heat exchangers to move heat generated by the boilers to customers.

Description of whether system and or site is designed to be scalable and intended to connect to other systems, buildings or locations. The system is designed to be scalable and is the initial step to develop a node in Chinatown, which is a conditional service area in the Northeast False Creek (NEFC) franchise area. The NEFC Stream B application is currently being reviewed by the Commission. Installation of a system at 188 Keefer is the most viable strategy to knit together sufficient load to enable an economic connection between NEFC and Chinatown. When additional loads are identified and secured, Creative Energy will apply for expansion of this plant within the NEFC franchise via the NEFC TES extension test.

Description of back up or alternative services available. Including information of provider. The CE plant has redundant boiler capacity (initially 2x900 KW) to meet the identified customer diversified load of 900 KW. The plant also has redundant pumps.

Any other information on service/energy provided and the scope of services and facilities.

I I

The commercial space has a heat pump which provides options for heat recovery and the boiler plant has been sized accordingly. The heat pump is not a part of the utility.

Description of the use of municipal or public rights of ways. There is no use of public rights of way or public streets

Name the customer(s) involved in the selection or signing of contracts .

The agreement is between 5264 Investments Ltd., 601 Main Partnership and Creative Energy Vancouver Platforms Inc.

Initially;- One Customer with a 25 year contract.

I In 5 years-Currently one customer, but have slightly oversized system to provide option to add more I buildings. 188 Keefer has a long term contract with Creative Energy. 188 Keefer is in Chinatown which is

l a conditional service area in the NEFC franchise agreement. When additional loads are identified and secured, Creative Energy will apply the NEFC TES extension test and if it passes will expand system as part of NEFC and Chinatown Franchise.

---1 Type of customers: (e.g)

residentia 1/ com mercia I/ office;

individual tenants/strata corporation

The customer will be a mixed use strata corporation

·-·- --- ----- -- -Is (are) the Customer(s) obligated or restricted to taking service from the TES? If so, how and why. 188 Keefer has a deferred services agreement with the City of Vancouver, which requires them to connect if a TES is available. If the system expands to serve additional buildings via the NEFC extension test, 188 Keefer will be

, required to enter into a service agreement in respect of the resultant neighbourhood energy system. The rates, however, will not be different than what was contractually agreed to during the initial term.

---------------------------------------- ------ ·- __ J

What percent of the estimated TES cost was/will be competitively tendered? 100% of construction costs were tendered via competitive bid process.

How else is cost reasonableness for construction of the facility assured? Creative Energy will manage the construction process. Creative Energy will manage the construction process.

- ·--·------ - j Load Forecast and Analysis

------- -· - ----· . . ' 1/We confirm that the load analysis and energy demand forecast was/will be completed by the following

qualified person(s):

• The peak demand forecast was provided by MCW Consultants Ltd (base building mechanical consultant), contact G. A. Perez.

• The annual energy forecast was provided by Kane Consulting, contact Daniel Roberts.

Information on peak loads (MW) and annual

loads (MWh) by thermal energy end-use.

This table outlines peak loads and annual loads for 188 Keefer. System size and known energy demand description in section above above identifies how the plant was modestly upsized to accommodate for future customers . Only loads for 188 Keefer was allocated to the development.

What is the method used to forecast the peak and annual loads? What are the key assumptions and design references used?

I

1 Jim Manson, M.Sc. P. Eng. - Director Engineering Planning and Energy Services at Creative Energy reviewed the information provided by the consultants above and compared to generally accepted specific demand and energy ' factors for similar types of buildings.

Cost Estimate

---- - -- ·---·- -Estimated Capital Cost (AACE Class 3 minimum) (Applicant may add additional line items as appropriate)

Materials costs included in the Construction costs- not provided by proponent as a

' separate price.

Describe methodology for estimating Overhead and Other 'soft' costs Overhead (assume this is contractors overhead) is part of the cont ractors bid pri ce. Other soft costs, which are assumed as Creat ive Energy soft costs include for const ruction management and commissioning services. We have used 5% of the bid cost for this value.

Estimated Annual Operating Costs

Describe methodology for estimating sustainment capital and operating Admin/ Overhead . Sustainment of capital is based on 1 percent of capital costs. Admin costs are based on an estimate of allocated time such as preparation of invoices, general ad min and represents 0.05% of costs. Additional overhead includes capital contingency and management allocation

If the system is being purchased, what is the purchase price?

I

The system is being built by Creative Energy prior to approva l of application. Creative Energy has been negotiating with Client to determine rate which delayed application. Due to service date, Creative Energy has proceeded with design and tendering to ensure that thermal energy service is available for occupancy.
