Navigate to Meter Reading Entry from Billing Workcenter

On a confirmed premises Transaction EL28 is triggered and installation is populated and meter read type is defaulted.

Once the user is routed to EL28, the user will manually enter Meter Reading Reason as 09 (interim meter read) and select the read date on the screen. After the inputs are made, by pressing enter, the user will be routed to second screen of EL28 where they can enter
