FIREMEN’S BARBECUE & ANNUAL  ALL DISTRICTS’ MEETING ‐ JULY 19, 2012 

You  are  invited  to  the  ninth  annual  “Firemen’s Barbecue”  and  the  twenty‐fourth  annual  All Districts’ Meeting and Budget Hearing on Thursday, July 21, 2011 at the Teton Village Firehouse.   

The  Annual  All  Districts’  meeting  will  begin  at       6:00 p.m.  in  the  firehouse.   Board members  from each of the special districts will report on projects and  events.    The  annual  budgets  for  the  2012‐13 fiscal year will be presented for public comment.  

Dinner  will  be  served  at  7:00pm. Kevin  Salava,  Fire  Chief  and  “Chef Extraordinaire”  will  once  again  be serving beef  tenderloin,  served with grilled  vegetables,  and  a  delicious assortment of hors d’oeuvres, salads and desserts.  Wine and beer will be 

offered in the hospitality tent.

RED, WHITE AND TWO! JULY 3RD & JULY 4TH Teton  Village  is  hosting  not  one,  but  TWO,  fun‐filled evenings  celebrating  Independence  Day  2012!      Tuesday, July  3rd  and  Wednesday,  July  4th,  bring  your  family  and friends down to the Village Commons to enjoy the festivities. Tuesday night, at 7PM the Miller Sisters will help kick off the celebrations  with  their  high‐energy  eight‐piece  band Mandatory  Air.    Then,  allow  the  fireworks  spectacle  to dazzle you  from  your musical  reverie as all eyes  turn  from center stage to the night’s sky at 10PM.   

Wednesday July 4th at 7PM it all starts again!  Calle Mambo will get you on your feet with their hip‐swinging Afro‐Cuban Latin Salsa music.   The band will  rock  the village  into  the night, when  the  final  fireworks display  (at 10PM) salutes the passing of the 236th year of our nation’s independence!

Nominations are open for director’s positions this year as follows: 

Teton Village Architectural Committee (TVAC) 

The  three‐year  position  which  represents commercial  lot  owners  on  the  Teton  Village Architectural  Committee  will  be  voted  upon  in December.    You  must  be  a  resident  of  Teton County  to  serve  on  the  TVAC.  Only  owners  of commercial  lots may  vote  in  the  TVAC  election for  commercial  representative.  Ballots  will  be sent  out  November  15,  2012,  and  must  be returned by December 15, 2012.     Contact Patti Harmon for more information. 

Local Government 

A  four‐year  term  on  the  Teton  Village Improvement &  Service District  Board  (ISD) will be  voted  on.    You  must  own  property  in  the residential area of Teton Village or Granite Ridge to serve on this board. Contact Patti Harmon for more information. 

A four‐year term on the Teton Village Special Fire District  (TVSFD)  Board  will  be  voted  on.    You must  live within the boundaries of the TVSFD to serve  on  this  board.  Contact  Patti  Harmon  for more information.

All elections are conducted by mail ballot.  If you are a registered voter within District boundaries, you will automatically receive a ballot to vote for directors in the following election:

AN UPDATE FROM TETON VILLAGE RESORT DISTRICT 

Teton Village Resort District continues to work with the Teton Village Association to upgrade the infrastructure in the commercial area of Teton Village.  In the past year, the Resort District helped fund the reconfiguration of the traffic  lanes  and  parking  along Village Drive  from  Snake  River  Lodge  and  Spa  to  the  north  edge  of  the Mangy Moose.   This change created two‐way vehicular traffic, a separate bus  lane and  improved safety  for pedestrians, plus an enclosed bus waiting area.  This year, landscaping and a walkway snow melting system will be added to this area.   The Resort District worked in conjunction with the Village Center Inn to reconfigure the sidewalk in front of Wildernest Sports and snow melt this walkway.   

This  summer, work will begin on additional  storage and maintenance bays  in  the maintenance yard  for  storing, maintaining, repairing and cleaning buses and other maintenance equipment and vehicles. 

TVRD continues to work on landscaping and walking paths throughout the Village including the Village Commons, along Cody Drive, in front of the Inn at Jackson Hole, by the Hostel and along McCollister Drive and the entry road.   

Ongoing projects include improved signage and way finding and the realignment of the old entry road to intersect at the junction of Village Drive and Granite Loop Road by Snake River Lodge and Spa and improvements to parking lots. 

NEWS FROM TETON VILLAGE ASSOCIATION (TVA)

 

 

 

Village Commons 

Activities and  special events  continue  to be a major focus of TVA during the summer months and over the winter holidays.  This summer, the Alive@ 5 program continues on Monday  through Thursday nights with informational  talks,  a  mini  theater  preview,  live raptors and a real cowboy!  The pop jet fountain has proven  to  be  a  real  hit  with  the  kids.    Hanneke Bouwmeester  is  in  charge  of  developing  and organizing our activities and events. 

Concerts  on  the  Commons  will  continue  this  year commencing with  the Red White and 2 celebrations on the 3rd and 4th of July and 5 additional concerts on Sunday  afternoons  throughout  the  summer  season.  Additional  information on  these  is  included  in other sections of this newsletter.   

TVA  has  received  a Mineral Royalty Grant  from  the State  of  Wyoming  which  will  help  finance  the 

replacement  of  the  old  North  entry  road  with  its awkward  intersection  at  Highway  390.    The  new North  entry  road  (Après  Vous  Road) will  be moved north  to  straighten  out  its  alignment with  Highway 390 and connect directly  to  the Ranch parking  lot; a new pathway will also be constructed. 

TVA  increased  its  funding  of  the  AllTrans  shuttle along Rachel Way and Michael Drive this past winter to allow the shuttle to provide complimentary service for  all  residents  and  guests  of  the  resort.  TVA continues to work on ways to improve transportation throughout the Village and the Jackson Hole valley to enhance our guests’ experience.   

As  improvements  are  made,  the  TVA  maintenance staff  expands  and  now  consists  of  two  year‐round and  one  seasonal  employee,  Travis Newton, Darrell Robbins and Bill Barrett.  You’ll recognize them by the blue shirts with Teton Village Association on them.

TETON VILLAGE WATER & SEWER DISTRICT UPDATES

TETON VILLAGE WATER & SEWER DISTRICT STAFF AT YOUR SERVICE 

Teton Village Water & Sewer District personnel operating the wastewater treatment plant and water system are highly  trained.    Like other  licensed professionals, operators must  take  coursework  and pass  exams  for certification.  Once licenses are earned, employees must keep them up to date by taking continuing education courses on an annual basis. 

The  wastewater  treatment  plant  operates  under  strict  permits  issued  by  the  DEQ  (Department  of Environmental Quality) and the EPA (Environmental Protection Agency).  Daily operations must be supervised by a Class IV operator.  The water supply is monitored daily for safety, and must meet local, state, and federal standards.   

Johnny Hogue  took over  the  top position as Chief Operator  this year, with Peter Huisman second  in  line as Supervisor.  Serving the Teton Village community, the current staff members are:

MINIMIZE YOUR WATER CONSUMPTION: TIPS ON CONSERVATION 

Teton Village Water &  Sewer District  pumps,  on  average,  over  20 million  gallons  of water  during  the  hot month  of  July.    Commercial  properties  account  for  55%  of  this  number, while  the  remaining  45%  (over  9 million gallons) goes to Residential properties.   Here are some ways you can cut down on your water usage, and save on your utility bill: 

• Monitor  your  water  bill  for unusually  high  use.  Your  bill  and water  meter  are  tools  that  can help you discover leaks. 

• When washing dishes by hand,  fill one  sink with wash water and  the other with rinse water. 

• For  cold  drinks  keep  a  pitcher  of water in the refrigerator instead of running the tap. 

• Shorten  your  shower  by  a minute or  two  and  you'll  save  up  to  150 gallons per month. 

• Adjust  your  lawn  mower  to  a  higher setting.  A  taller  lawn  shades  roots  and holds  soil  moisture  better  than  if  it  is closely clipped. 

• Know where your master water  shut‐off valve  is  located.  This  could  save  water and prevent damage to your home. 

• Turn  off  the water while  brushing  your teeth, shaving, or washing your hair and save 250 gallons a month. 

• Nearly 60% of a person's household water footprint can go toward lawn and garden maintenance. Don’t over water your plants.

CHANGES TO PROPERTY TAXES AND USER FEE PAYMENTS IN FY 2012‐13

Lower  property  valuations  from  the  Teton  County Assessor’s Office, and a drop  in  the mill  levy  from  the Teton  Village  Water  and  Sewer  District  will  result  in lower  property  tax  rates  for  all  property  owners  in Teton Village, including Granite Ridge and Shooting Star.  The  situation  for  individual  properties  will  vary,  but overall,  valuations  for  residential  properties  are  down 2.3%,  and  valuations  for  commercial  properties  are down 5.3%.   The TVW&SD Board of Directors voted  to lower  the mill  levy by one mill,  reducing  the  levy  from four mills to three mills in the upcoming fiscal year.  The two combined should result in a noticeable reduction in taxes  owed  when  the  Teton  County  Assessor  sends statements out in the fall. 

With the drop  in revenue from taxes, water and sewer fees will  increase beginning with  the  July 2012 billing.  The TVW&SD Board’s decision to continue to lower the mill  levy  and  increase  fees  is  the  result of  an ongoing comprehensive cost of service study for each and every customer.    “The  fact  that  assessed  valuation  and mill levy are unrelated  to  the cost and use of  the District’s services means that there was and will continue to be a significant payment imbalance as long as the mill levy is in  place,”  says  Joe Albracht,  TVW&SD  Board member.  “When  mill  levy  revenue  is  involved,  it  is  a  happy 

accident  if  any  individual  customer’s  payments  are equal  to  the costs of  the  services  they consume.   As a result,  the  TVW&SD Board  voted  to eliminate  the mill levy entirely over the next three years”.   

The  TVW&SD  Board  has  also  struggled  to  tighten  the belt  on  expenses.    “It’s  a  difficult  situation,”  says  Jim Terry,  Treasurer.    “With  additional  loan  payments  to repay for the new wells and the recent expansion of the wastewater treatment plant, the District  is pulling back in  other  areas.    Personnel  costs  have  been  cut  back eighteen percent from FY 2010 levels, and every budget line  item  is  receiving  scrutiny.   At  the  same  time,  the District  has  to  maintain  the  water  storage  tank  and sections of water and sewer mains that are forty years old.” 

“When  the  July  billing  statements  arrive  showing  an increase  in  fees,  I’d  like  to  ask  property  owners  to remember  that  the  TVW&SD  Board  also  lowered property  taxes,”  says  Les Gibson,  Chairman.    “We  are doing  our  best  to  be  fair  in  the  way  we  charge  for services.” 

The  new  rates  for  water  and  sewer  service  will  be implemented with  the  July  2012  billing.    Single‐family properties will be offered an annual payment option. 

HEARING ON CHANGES TO RULES AND REGULATIONS 

 

  

The public will have the opportunity to comment on  the approved changes  to the  Regulations  for Water  and  Sewer Use  of  the  Teton  Village  Water  and Sewer  District  at  the  annual  meeting on  July  19,  2012.      The  amendments 

provide consistency in language and policies throughout the  document  and  remove  stated  dollar  amounts  for fees.    The  hearing will  begin  at  6:00pm  in  the  Teton Village Firehouse. 

 

 

 

 

  

 

BACKFLOW PREVENTION AT TETON VILLAGE WATER & SEWER DISTRICT 

TVWSD rules and regulations require that all service connections be equipped with an International Plumbing Code (IPC) approved Backflow Prevention Device.  In the event of a loss of pressure in the distribution system due to construction or a sudden pipeline break a Backflow Prevention Assembly/Device prohibits the reverse flow of water.   This protects the public water supply  from possible contamination.   Backflow prevention assemblies should be  installed as close as practical to the downstream side of the water meter and prior to any other connection.  Some water meter yolks have backflow  prevention  valves  built  in.    During  a water  system  shutdown,  properly  isolated  services  with  a  backflow prevention device will not siphon potentially contaminated water into the supply.  Please participate in TVWSD’s effort to protect our water system by having a plumber  inspect your service  line  for a backflow preventer and  install one  if necessary.   

REMINDER TO ALL PROPERTY OWNERS! 

The  Teton  Village  Water  &  Sewer  District  Rules  and Regulations    prohibit  discharges  of  certain  harmful materials  to  the  Sewer  system.    These  regulations  are required by  the U.S. EPA and  the Wyoming DEQ so  that treated water from the sewer plant meets drinking water (Class  I)  standards.    The  wastewater  plant  purifies ordinary domestic waste, but  cannot detoxify  industrial‐type wastes.   You, as property owner, are responsible of ensuring  that  these  harmful materials  do  not  enter  the sewer system from your property.  

A fine of up to $2,500 could result from each occurrence!

TETON VILLAGE SPECIAL FIRE DISTRICT NEWS FIRE DISTRICT SAVES FOR NEW LADDER TRUCK 

This  past  year  the  Teton  Village  Fire  District  has continued to save for a new,  larger  ladder truck, which can better  serve  in  today’s Teton Village environment.  Teton  Village  buildings  have  changed  drastically  since 1993,  when  the  current  ladder  truck  was  purchased.  The  district  intends  to  purchase  a  new  ladder  truck within the next few years.   TVFD has also continued to 

replace outdated bunker  gear with new gear.    Several Teton Village residents have gone above and beyond by generously  contributing  financially  to  the  Fire District.  The  Teton Village  Fire  Fighters  and  Chief  Kevin  Salava send  a heartfelt  “thank  you”  to  all  for  your  continued support. 

 

TETON COUNTY COMMUNITY EMERGENCY RESPONSE TEAMS (CERT) PROGRAM

The  Community  Emergency  Response  Team  (CERT) Program  offers  to  Teton  County  Residents  the opportunity  to  become  educated  in  disaster preparedness.  Members will be trained in basic disaster response skills (fire safety, light search and rescue, team organization,  and  disaster medical  operations).    Teton County’s CERT program was started in March 2004, and encourages  local  residents  to  gain  the  knowledge  and initiative  to  take  on  leadership  roles  in  emergencies during  that  critical  time  between when  an  emergency occurs  and  when  professional  first  responders  arrive.  Teton County offers a minimum of 1 CERT basic training course per year, and 4 quarterly continuing educational opportunities for current CERT members.

FIRE SAFETY: GRILLINGSummer  means  time  for  outdoor  fun:  camping, vacations,  reunions,  backyard  games,  picnics, and…GRILLING.   Along with the enjoyment of the fresh air, summer also brings with  it fires and  injuries due to outdoor  cooking.   Almost 3,800 Americans are  injured by gas or charcoal grill fires annually.  Be aware of a few fire  safety  tips  to  ensure  that  your  summer  of  fun creates only happy memories. 

 

• Know  where  your  kitchen  fire  extinguisher  is; make sure it is charged and inspected. 

• Position  your  grill well  away  from  siding,  deck railing,  and  out  from  under  eaves  and overhanging branches. 

• Check  the  cylinder  hose  of  propane  grills  for leaks. A soap and water solution applied to the hose will  reveal escaping propane by  releasing bubbles. 

PREPARE FOR 7 DAYS IN CASE OF DISASTER 

Are you ready for an emergency?  Create your own Disaster Preparation Kit, and make a big difference: 

• Water: one gallon of water per person per day for at least seven days 

• A seven‐day supply of non‐perishable food • Battery‐powered or hand crank radio and a 

NOAA Weather Radio with tone alert and extra batteries for both 

• Flashlight and extra batteries • First aid kit 

 

• Whistle to signal for help • Dust mask, to help filter contaminated air • Moist towelettes, garbage bags and plastic ties 

for personal sanitation • Wrench or pliers to turn off utilities • Can opener for food  • Local maps • Sleeping bag or warm blanket per person

IMPORTANCE OF DEFENSIBLE SPACE 

The potential for fires is a concern for homeowners who live in or near wooded areas.  Homeowners can help slow  the  advance  of  fire  to  their  homes  by  creating  a  defensible  space  around  the  structure.    Having defensible space also gives firefighters easier access to property.   

Here are some things homeowners can do to create defensible space: - Remove downed trees and deadfall & remove branches to a height of 15ft within 100ft of all structures. - Water vegetation within 30ft of each structure - Install a screen constructed of non‐flammable material over the flue opening of every chimney or 

stovepipe.  Mesh openings of the screen should not exceed ½”. - Treat  shake  roof  shingles with  a  fire  retardant material  before  installation,  and  every  three  years  to 

maintain fire resistance.  

The removal of any trees requires the approval of the Teton Village Architectural Committee.  The County also reviews construction projects for compliance with the Wild Land Urban Interface code in areas of Teton Village that are heavily forested.  The Architectural Committee is responsive to these code requirements.

TETON VILLAGE IMPROVEMENT/SERVICE DISTRICT NEWS 

PARKING ON RESIDENTIAL ROADS 

The  roads  in  the  residential areas  of  Teton  Village  and Granite  Ridge  are  narrow,  and street parking is only allowed by special permit.   Vehicles parked without a permit are subject  to being  towed  at  the  owner’s expense. 

One‐Day Permit for Special Occasion: Property owners may request a one‐day permit for street parking for a party or other  special event.   An application must be completed and approved at least five days prior to the event.  There is no fee charged for a one‐day permit.   

Permit  for  Construction  Parking:     A  permit  for  long‐term  street  parking  during  construction  must  be approved prior to commencement of the project, and the property owner must agree  to abide by  the  rules set  forth  in  the  “Rules  and  Regulations  of  the  Teton Village  Improvement  and  Service District”.    A  $2,500 deposit is required at the time of application.  There is a  $50  administrative  fee  charged  for  a  construction parking permit.   

Property  owners,  residents  and  visitors  must remember  that  under  no  circumstances  is  parking allowed  on  both  sides  of  the  road  in  the  residential areas of Teton Village or Granite Ridge.

RECYCLING IN TETON VILLAGE 

Recycling  is optional  in Teton Village, but  it  is strongly encouraged.   The recycling trailer  is  located at 2865 W. Apres Vous Road  on  the maintenance  lot, which  is  just  east  of  the Ranch  Parking  Lot.    Property  owners,  residents,  and guests, are all welcome to drop off the following items:

Magazines and catalogs Clean #2 plastic grocery bags 

Green, blue, clear, and brown glass Corrugated Cardboard 

  

BEARS & GARBAGE CANS 

There  are  many  bear  sightings  each  year  in  Teton Village.  For your safety and for that of the bears, please do  your  part  to  keep  human‐bear  conflicts  to  a minimum.   All garbage must be kept  in bear‐certified containers, inside the garage or locked enclosure.   Put your can out for pick‐up on the morning of service (not the  night  before),  and  make  sure  the  lid  is  latched.  Return  garbage  cans  to  the  garage  or  enclosure promptly.

 KEEP IT SLOW! SHARE THE ROAD 

With warmer weather comes an increase in the number pedestrians,  bicycles,  and  joggers  on  the  residential roads  in Teton Village.     Please obey the 20 mph speed limit  and  share  the  roads.    Keep  Teton  Village  a  safe place! 

THE TETON VILLAGE ARCHITECTURAL COMMITTEE The  Teton  Village  Architectural  Committee  (TVAC)  reviews  projects  to  insure  that  they  follow  the requirements  of  the  Restrictive  Covenants  and  Design  Guidelines  of  Teton  Village.    Property  owners  are reminded that a permit from the TVAC is required for the following: 

• Any exterior changes.  This includes color changes and any changes in the type of material used. • All remodel projects that involve any exterior modifications • Any landscaping changes, including tree removal and the addition of hot tubs and decks • All signage • All requests to burn debris • All new construction,  and the addition of any out buildings 

Herb Brooks, the TVAC’s Building Inspector, makes on‐site inspections to make sure that the building setback and height requirements are followed, and that what is being built is what was approved by the Committee.   

The Committee has open meetings on the third Tuesday of each month  in the Districts’ Office, 7020 Rachel Way, at 8:00a.m. If you have a project planned, you need to call Patti Harmon at (307) 733‐5457 at least two weeks before the monthly meeting to be included on the agenda.  Construction drawings must be submitted at  least one week before  the meeting.   Copies of  the Restrictive Covenants  are  available  from  the District Office. 

UPDATES FROM CRYSTAL SPRINGS RANCH 

THE HOMESTEADS AT TETON VILLAGE  

Crystal  Springs  Ranch  (CSR) has begun construction on its first  phase  of  affordable housing  on  Parcel  J  in  Teton Village. 

The site plan for phase one is comprised of 13 two story townhouse style units  in one standalone and six duplex arrangements. The units are designed by Paul Bertelli of JLF & Associates (formerly Jonathan L. Foote and Associates), who designed the Cabins at Shooting Star. Each unit  is approximately 1,400 

square feet with three bedrooms two baths and an attached spacious single car garage.  

CSR  is dedicated to working with essential services and those entities that contribute to public service, safety,  education,  environmental  integrity  and other  priorities  identified  collaboratively  by community  leaders.  The  ability  to house  essential personnel  in  the Valley and at an attractive resort is  a  significant  community  benefit  and  provides lasting investment in our Valley’s human resources.

Every Monday  through  Thursday  from  June  18th  through  September  30tH  (except  Tuesday,  July  3rd  and Wednesday, July 4th), free weekly programs for the entire family will be held at the Village Commons from 5pm – 5:45pm
