TEXAS ACCESSIBILITY STANDARDSTechnical Requirements for Barrier Free Design
Chapter 469 of the Texas Government Code tells us what the Texas
Legislature is trying to achieve. It clearly states the intent in the
opening section.
This chapter is intended to further the policy of this state ...to eliminate, to
the extent possible, unnecessary barriers encountered by persons with
disabilities, whose ability to engage in gainful occupations or to achieve
maximum personal independence is needlessly restricted.

TECHNICAL MEMORANDUM 99-15
TAS 4.7.4(2) requires curb ramps to have a light reflective value and surface texture that significantly contrasts with that of adjoining pedestrian routes.
The only surface textures TDLR is currently aware of that meet the intent of this standard are truncated domes meeting the technical specifications of TAS 4.29.2.
Other textures such as grooves 1/4" deep and 3/4” wide 2" apart and arranged so that water will not accumulate, may be acceptable provided the surfaces are detectable underfoot. Other designs for surfaces that are detectable underfoot may be submitted for consideration.

TECHNICAL MEMORANDUM 08-01
With the intention of harmonizing both state and federal requirements…
Curb Ramps NOT in the Public Right of Way
All curb ramps that are constructed, renovated, modified, or altered, but
are NOT within the public right-of-way must comply with TAS 4.7. 08-01
The detectable warning surface must extend the full width and depth of
the curb ramp (or landing as applicable at parallel curb ramps). The
Department strongly encourages the use of truncated domes complying
with TAS 4.29.2 as a means to satisfy both the state and federal
requirements in lieu of the surface textures listed under TAS 4.7.4(1). The
requirements set forth in TAS 4.7.4(2) will also apply to the full width and
depth of the curb ramp (or landing) as applicable.
This technical memorandum supersedes TM 99-15 issued in July 1999 and
which is no longer effective.
…it is important to note that simply satisfying the requirements of TAS does
not alleviate compliance with federal law.

Urinals shall be stall-type, or wall-hung with a tapered elongated rim
mounted at a maximum of 17" (430 mm) above the finish floor. A
tapered elongated rim is one that narrows toward the front to allow a
wheelchair user to straddle the basin and which extends at least 14"
from the vertical surface on which the fixture is mounted.

ALARMS
TECHNICAL MEMORANDUM TM 99-17
Emergency warning systems provided within private offices used only by
employees as work areas are not subject to the provisions of TAS 4.1.3(14)
nor are they required to comply with TAS 4.287. This is for individual,
enclosed, private offices containing on employee workstation. This
interpretation is in accordance with the provisions of TAS 4.1.1(3) Areas
Used Only by Employees as Work Areas.
Break rooms, toilet rooms, training rooms, conference rooms, occupiable
storage rooms and any other common use spaces -- while perhaps used
only by employees -- are not exempted areas and are subject to
compliance to TAS 4.1.3(14) and 4.28. This may include open office areas
containing two or more employee workstations.

ALARMS
TECHNICAL MEMORANDUM TM 02-03
The TAS technical requirements for alarms is based on the ADAAG as
originally written. Because there have been advances in technologies
and changes in other codes governing alarms and life safety, TDLR finds it
necessary to begin recognizing and accepting compliance with other
codes in regards to alarms. Also taken into consideration is the proposed
technical requirements for the updated ADAAG. Therefore, audible and
visual alarms complying with NFPA72-1999, Chapter 4, will be acceptable
for compliance with TAS except that the maximum allowable sound level
of audible notification appliances complying with section 4-3.2.1 shall
have a sound level no more than 110db at the minimum hearing distance
from the audible appliance. Adherence to TAS 4.28 is still, also
acceptable for compliance with the TABA.
This new position is allowed by TAS 2.2 Equivalent Facilitation, however, a
Variance Application will not be required to be submitted to TDLR.

SEATING AND TABLES
4.32.1 General(1) Fixed or built-in seating or tables required to be accessible by 4.1 shall comply with 4.32. (2) For mounting heights suitable in schools and other facilities used primarily by children see section 2.1.1.
4.32.2 Seating If seating spaces for people in wheelchairs are provided at fixed tables or counters, clear floor space complying with 4.2.4 shall be provided. Such clear floor space shall not overlap knee space by more than 19 in (485 mm) (see Fig. 45).
4.32.3 Knee Clearances If seating for people in wheelchairs is provided at tables or counters, knee spaces at least 27 in (685 mm) high, 30 in (760 mm) wide, and 19 in (485 mm) deep shall be provided (see Fig. 45).
4.32.4* Height of Tables or Counters The tops of accessible tables and counters shall be from 28 in to 34 in (710 mm to 865 mm) above the finish floor or ground.
