Veterinary Medicine & Biomedical Sciences Education Building – Concept Design

On December 14, 2011 the Design Review Sub-Council (DRsc) reviewed the Concept Design of the proposed Veterinary Medicine & Biomedical Sciences Education Building, as well as an outline of future plans for the entire Veterinary Medicine area. The five story education building would replace three existing Veterinary Medicine buildings. The DRsc appreciates the comprehensive presentation of future plans for the Veterinary Medicine & Biomedical Sciences complex which effectively forms a Veterinary Medicine & Biomedical Sciences District Plan, and should be presented as such to the CBE as a modification to the Campus Master Plan. With reference to the design of the education building, the DRsc recognizes that the character was developed from existing Vet Med buildings developed over a number of years with a rural/agricultural quality; however, the concept is perhaps overly complex in terms of the repeated use of steeply pitched roofs and seems more suited to a residential/resort hotel image. The DRsc commends Vet Med and Biomedical Sciences for developing such a comprehensive vision and encourages the development of the building that should not exceed the proposed five stories in height, as mandated by the Campus Master Plan. The DRsc recommends approval of the Concept Design with the comments listed above, and looks forward to further review of this project at 100% Schematic Design phase. cc: Sam Wigington Design Review Sub-Council Members

Council for the Built Environment Facilities Utilization Review Sub-Council

December16, 2011 MEMORANDUM To: Dr. Karan Watson Chair, Council for the Built Environment Dr. Rodney McClendon Chair, Council for the Built Environment Subject: Veterinary Medicine & Biomedical Sciences Education Building. RECOMMENDATION

The Council for the Built Environment’s (CBE) Facilities Utilization Review sub-committee (FURsc) recommends that the CBE support the request by the College of Veterinary Medicine & Biomedical Sciences to proceed with the planning and construction of the proposed Veterinary Medicine & Biomedical Sciences Education Building.

SCOPE & ANALYSIS

The FURsc understands that the project includes $120M from the Permanent University Fund, as provided by the Chancellor for the construction of the building. The current Vet education building was constructed in the 1950s. The college is trying to increase its class from 132 students to 200 students as recommended by the THECB. They are looking to move from a 76,000 sq. ft. building to a 176,000 sq. ft. facility. The facility is intended to address the College’s teaching and research space needs and address on-going maintenance needs of existing facilities. Veterinary Medicine proposes constructing the new education building the site of the aviary, adjacent to the Large Animal Clinic. Plans and cost include an entrance parkway from Raymond Stotzer Boulevard, which provides a prominent entrance to the facility and sets it apart. Plans also include underground parking. There are several buildings that will be razed after the education building is completed; these sites are intended to remain with Veterinary Medicine for future expansion.
