Are You Smarter than the CDA? Presenters: Jocelyn Lewis and Chara Heskett (Research Specialists at TJJD)

This presentation tests your data entry knowledge with questions from the Comprehensive Data Audit and EDI data field definitions. This presentation is set up Jeopardy style and concludes with the winning team scoring prizes, so bring your game faces!

Best Practices in Texas Juvenile Probation Research Moderator: Pernilla Johansson (Director of Research and Planning at TJJD)

In this session, Harris, Bexar, and Tarrant juvenile probation departments will present best practices in data collection, research, and data-informed decision making to improve outcomes for youth in the juvenile system.

(1) Mental Health Dosage Capture and Reporting Presenter: Carla Glover (Research Manager at Harris County Juvenile Probation Department)

Calculating dosage for youth program involvement is a challenging task. HCJPD will present their Juvenile Information Management System (JIMS2) which includes a calendaring feature for this information. Within the calendaring, an interaction between internal personnel and external providers is available and enhances data capture. In addition, various reports and/or data capabilities from this data will be discussed. HCJPD’s mental health dosage programming will be utilized in examples.

(2) Predicting Risk to Reoffend: Validation of the Positive Achievement Change Tool Presenter: Julie Martin (Research and Statistics Coordinator at Tarrant County Juvenile Services)

Tarrant County has utilized the PACT as their juvenile risk and need assessment since 2009. This presentation will focus on a recent validation study of the assessment. The results of the study will be presented and policy and programmatic implications discussed. The target audience for this presentation are those interested in gaining information on the PACT and risk assessment validation in general.

(3) Using Data to Structure Service Delivery Presenter: Dennis Donelson (Information Manager at Bexar County Juvenile Probation)

Recidivism is increased by introducing children at low risk to re-offend into the juvenile justice system. By diverting those children, resources can be directed to higher risk youth. Reporting the effects of diversion, supervision and risk levels in their multiple combinations can help administrators design service delivery strategies. Bexar County has an on-demand, real-time report on these outcomes. Target audience: Data coordinators, analysts, research specialists, administrators.

Beyond the Monthly Extract – Making JCMS Work for You Presenter: Laura Marroquin (Senior JCMS Systems Analyst at TJJD)

In this session we will provide suggestions of additional data entry in JCMS beyond what is reported to TJJD through the monthly extract process. We will look at how to use the standard JCMS reports to help with case management and to help identify potential data entry errors.

Data and the Legislative Session Presenters: Laurie Molina (Manager of Criminal Justice Data Analysis Team at LBB), John Posey (Analyst at LBB), Katasia Jordan (Analyst at LBB), and Zachary Barr (Analyst at LBB).

Have you ever wanted to know what happens with the data your department submits but haven't had an opportunity to ask? This interactive session will provide you with an overview on how the juvenile justice population and expenditure data submitted by juvenile probation departments to TJJD are used by Legislative Budget Board staff. LBB staff will discuss how the data are used in generating juvenile justice correctional population projections; calculating costs per day; recidivism and revocation rates; and producing fiscal notes and criminal justice impact statements.

Everything New Data Coordinators Should Know Presenter: Beverly Ratzlaff (JCMS System Analyst at TJJD)

A data coordinator is responsible for maintaining the juvenile probation department’s data by ensuring that information is entered accurately and promptly. This session will review a Data Coordinator’s responsibilities and provide standard practices for basic data entry in JCMS. This class is intended for new Data Coordinators. Standard Practices discussed in this session were previously discussed at last year’s conference.

Grant Me Patience Presenter: Tonya Gonzalez (Budget Analyst at TJJD)

It Made a Difference to That One… Doing the Right Thing Presenter: Judy McReynolds (Program Specialist at TJJD)

The World Health Organization defines health as a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity. This holds true for our juvenile justice population as well. Sections 62.106 and 62.107 of the Health and Safety Code and Sections 32.0264 and 32.0265 of the Human Resources Code address the suspension and automatic reinstatement of Medicaid eligibility for youth placed in and released from juvenile facilities to ensure that no Medicaid eligible youth falls through the cracks in being able to access their Medicaid benefits upon return to the community. This session will not only include an overview of the suspension and reinstatement process that rolled out in September 2016, but also an overview of the Juvenile Medicaid Tracker (JMT), the web-based application that was developed to meet the requirements of Sec. 531.02418 of the Government Code, which addresses the need for providing Medicaid/CHIP coverage in a timely manner for youth transitioning back into their homes from out-of-home placements.

Legislative Update on Juvenile Records Presenter: Nydia D. Thomas (Special Counsel, Legal Education & Technical Assistance at TJJD)

As the juvenile justice system in Texas continues to evolve, the expectation of confidentiality for youthful offenders must now be balanced with the onward march of the information age and the risks of the far-reaching consequences of unlawful conduct. In this session, data coordinators will be provided with an overview of the significant revisions to Chapter 58 of the Family Code. Participants will be guided through the legislative changes affecting confidentiality, information-sharing, and case management as well as the new sealing laws.

Supporting Program Decision Making with Data Presenters: Carolina Corpus-Ybarra (Research Specialist at TJJD) and Amy Miller (Special Programs Grant Administrator at TJJD)

This presentation focuses on the role of data in improving your programs. Data accuracy, collection, and analysis will be discussed, along with strategies for overcoming common barriers to reliable data. After briefly describing critical components of effective programming, we will present practical examples of using data to inform decision making and improve effectiveness. This session is targeted to those attendees who work with juvenile case management systems, implement or operate programs, or who are interested in learning how to utilize data in a beginner or intermediate capacity.

Tables and Charts in Excel Presenter: Glenn Like (Research Specialist at TJJD)

This presentation will focus on the basics of creating and customizing tables and charts in Excel. Additionally, the presentation will look at how to use these exhibits in your reports and emails. While it won't be possible to have laptops for everyone to practice with, the presentation will leave time for brave volunteers to practice building tables and charts from JCMS data. The class is tailored for those with basic familiarity with Excel.

TJJD Grant-Funded Prevention and Intervention Program Analysis Presenter: Jocelyn Lewis (Senior Research Specialist at TJJD)

For too long, some performance measures for TJJD grant-funded prevention and intervention programs have gone unanswered. This session presents the results from the recently conducted statistical analysis of Grant S- or Grant T-funded prevention and intervention programs in colorful graphs and tables with a detailed account of data collection and methodology. This presentation will be particularly interesting for departments receiving Grant S and/or Grant T.

TJJD Raise the Age Analysis Presenter: Chara Heskett (Research Specialist at TJJD)

This presentation provides an overview of TJJD's methods for estimating the impact of proposed "Raise the Age" legislation on probation department average daily population. This presentation focuses on the methodology used, and is intended to provide attendees with ides for building their own estimates and projections. This presentation will conclude with ample time for group discussion on estimates and projections completed by those in attendance as well as recommendations for future analysis.

Presenter Biographical Information in Alphabetical Order

Lory Alexander, Juvenile Justice Research Program Administrator at TJJD

Lory Alexander has been a juvenile justice researcher for more than 15 years analyzing data involving youth committed to state custody in Texas. Her work with the Texas Youth Commission and Juvenile Justice Department has included internal and external reporting and program evaluation. Lory previously worked and published as a nurse researcher and transitioned to juvenile justice when she returned to Texas.

Zachary Barr, Analyst at LBB

Zachary Barr has been with the Legislative Budget Board since July 2016, and he recently completed his first legislative session. Zachary serves as the lead analyst for the Uniform Cost project and assists with portions of the Adult and Juvenile Correctional Population Projections report. Zachary has a Master’s Degree in Forensic Psychology from the University of Houston with a focus in research and statistical analysis. Before coming to work at the Legislative Budget Board, Zachary was a Data Analyst in Fort Bend County with Behavioral Health Services.

Carolina Corpus-Ybarra, Research Specialist at TJJD

Since 2001, Carolina has dedicated her professional energy and commitment to working for justice-involved youth and their families. She began her career as a juvenile detention officer with the Montgomery County Juvenile Probation Department. Carolina has served in various capacities in the juvenile justice system, to include employment with the legacy Texas Youth Commission, the Williamson County Juvenile Probation Department, the Texas Department of Criminal Justice’s Texas Correctional Office on Offenders with Medical and Mental Impairments and with the Travis County Juvenile Probation Department. In November of 2015 Carolina joined the Texas Juvenile Justice Department’s Research and Planning Division. She earned her Bachelor of Arts in Criminal Justice from St. Edward’s University and her Master of Arts in Criminology and Criminal Justice from Sam Houston State University.

Michele Dethloff, Community Partner Program Field Operations Specialist at HHSC Michele Dethloff joined the CPP in 2015 and serves as the Field Operations Specialist. In her current position, Michele travels across the state working with Community Partners to help them operationalize the CPP program within their organization. She also serves as the staff expert on YourTexasBenefits.com. Michele's previous experience includes 6 years determining applicants' eligibility for HHSC administered benefits as both a supervisor and worker. She graduated with a Bachelor's of Science from University of Houston.

Dennis Donelson, Information Manager at Bexar County Juvenile Probation

Dennis Donelson is the Information Manager for Bexar County Juvenile Probation. The Information Management Unit is responsible for system administration for Bexar County's Juvenile Justice Information System; integration with the Noble Software Group's PACT software; liaison with Bexar County Information Technology; database administration for internal systems; reporting and analysis; the Department's Dashboards (reports on demand) system; DPS reporting; the Department's Internet and Intranet sites; desktop hardware and software support; and information system training. Prior to BCJP, he worked with what is now the Department of Protective and Family Services as the Division Director for Field Operations in their State Office, supporting administration of statewide Child Protective Services, Adult Protective Services, Child Care Licensing, and Management Services. While there he developed and conducted regional operational reviews; developed statewide staff and contract allocation methodologies; and established a statewide banking system for the management of federal benefits paid on behalf of children in state conservatorship. Previous roles included Regional Contract Administrator for the San Antonio Region of the Texas Department of Human Services and Support Director for Child Protective Services, also in the San Antonio Region of the Texas Department of Human Services.

Carla Glover, Research Manager at Harris County Juvenile Probation Department

Carla Glover is Research Manager for Harris County Juvenile Probation Department (HCJPD). She completed her Bachelor's degree in Sociology while at Oklahoma State University and her Master's degree in Sociology from Southwest Texas State University. During her nineteen year tenure with the department, she has developed extensive knowledge of juvenile data. With the assistance of her team and support of the department, she continues to strive toward developing a data system and research methods to encourage informed decision making. The goal of her division at HCJPD is to make sure the best defined data is utilized for those decisions.

Tonya Gonzalez, Budget Analyst at TJJD Tonya is the County Grants Administrator at the Texas Juvenile Justice Department. She has been employed with the Texas Justice Department (legacy TJPC) since April 2006. Tonya began in the Title IV-E Foster Care Reimbursement Program before moving into the state-funded county grants. Tonya reviews and processes the county grant budgets, contracts, adjustments, amendments, and expenditures.

Tom Gunter, JCMS Trainer at TJJD Tom Gunter has been with the JCMS Support Team for more than 5 years. He currently develops training materials and provides JCMS Basic Training to JPD and TJJD staff. He has worked with the agency 18 years in a variety of IT and training roles.

Chara Heskett, Research Specialist at TJJD Chara Heskett moved to the Austin area almost 2 years ago from Arlington, VA after finishing her Master of Arts degree in Forensic Psychology. Prior to this, she attended the University of Nevada, Las Vegas where she completed her Bachelor of Arts degree in Psychology and Criminal Justice. Chara worked on multiple research projects during undergraduate including the development of a theoretical model of crowd response to police intervention and the effects of rap and hip-hop lyrics on juvenile delinquent female body image. While attending Marymount, Chara participated in a study assessing public opinion of the juvenile justice system overall and the perceived effectiveness of specific programs such as boot camps, commitment to secure facilities, and group homes. Also while attending Marymount, Chara interned at the Fairfax County Public Defender’s Office as a mitigation specialist, writing numerous mitigation memorandums to assist in sentencing decisions of both adult and juvenile offenders. Upon moving to the Austin area, Chara began work as a Child Protective Services Investigator for Williamson County. After leaving CPS, Chara joined the TJJD Research team in April 2015.

Pernilla Johansson, Ph.D., Director of Research and Planning at TJJD Pernilla Johansson, Ph.D. joined TJJD as a Planner in June 2013 and became Director of Research and Planning in August 2014. She directs research, evaluation, and planning activities related to juvenile justice statistics, programming, and policy. Before joining TJJD, Pernilla was Manager of Research and Statistics in Dallas County Juvenile Department. At Dallas JPD she planned, directed and performed program evaluations, statistical analyses, strategic planning, and performance measurement management. She has worked extensively with data-informed decision-making and program development with staff and stakeholders throughout the juvenile justice system. She also coordinated the implementation of the Juvenile Case Management System (JCMS) in Dallas JPD. Prior to joining Dallas JPD, she was an adjunct lecturer and administrator at the University of Texas at Dallas.

Pernilla holds a Ph.D. in Public Policy and Political Economy and a Master of Public Affairs from the University of Texas at Dallas. She received her Bachelor of Science in Criminology from Stockholm University, Sweden. Pernilla’s dissertation research tested a female-specific pathway to serious, violent, and chronic offending using data from the Texas juvenile justice system. In graduate school, she also conducted research about gender, race and case-processing in the juvenile justice system and about gender and risk factors for runaway youth. Her research has been published in Youth Violence and Juvenile Justice and Crime and Delinquency.

Katasia Jordan, Lead Analyst at LBB Katasia Jordan is the lead analyst on the Statewide Criminal and Juvenile Justice Recidivism and Revocation Rates report. Before joining the Legislative Budget Board in 2012, she served as a lead policy analyst in the Texas House of Representatives for State Representative Helen Giddings during the 82nd Texas legislative session. She has been recognized by both the Texas House of Representatives and the Texas Senate for her efforts and contributions as a participant in the Texas Legislative Internship program under the direction of Senator Rodney Ellis. As a graduate research assistant she participated in a study abroad program located in Cape Town, South Africa. Ms. Jordan has a Bachelor of Science in Communications from Tennessee State University and a Master in Community and Regional Planning from the University of Texas at Austin.

Jocelyn Lewis, Senior Research Specialist at TJJD Jocelyn Lewis received her Master of Science degree in Sociology and her Bachelor of Science degree in Sociology and Psychology from Texas A&M University at College Station. She taught Criminology and Sociology of Deviance at Texas A&M University and Introduction to Sociology at Blinn Community College. Jocelyn returned to her hometown of Austin to teach Social Problems at the Art Institute. She joined the Research and Planning Division at the Texas Juvenile Justice Department in January 2014. Jocelyn devotes her time volunteering as a Court Appointed Special Advocate for CASA of Travis County, and delivering meals and groceries through Meals on Wheels Central Texas.

Glenn Like, Research Specialist at TJJD Glenn Like has spent a long time looking at tables and charts. Since 2001, he has been working to make tables and charts look "just right", and more importantly, informative and useful for Travis County, a consulting firm, and the Texas Juvenile Justice Department.

Laura Marroquin, Senior JCMS Systems Analyst at TJJD

Laura Marroquin is a Senior JCMS Systems Analyst with the Texas Juvenile Justice Department. She has extensive experience with JCMS in the roles of JCMS Product Owner, trainer and support services provider. Laura has a Bachelor of Arts in Sociology with a Minor in Journalism from the University of Texas at Austin. She will celebrate her 25th year with TJJD and the former Texas Juvenile Probation Commission later this year.

Julie Martin, Ph.D., Research and Statistics Coordinator at Tarrant County Juvenile Services

Julie Martin, Ph.D. has served as the Research and Statistics Coordinator for Tarrant County Juvenile Services for the last eight years. In this capacity, she has conducted program evaluations and statistical analyses, monitored performance measures, contributed to strategic planning and policy development, and analyzed departmental processes. Her main goal is to provide research, data, and tools to support data-driven decision making to improve youth outcomes. Her research interests include criminological risk assessments and juvenile offender recidivism. She has a Ph.D. in Public Affairs, Master of Science in Criminal Justice, and Bachelor of Arts in Liberal Studies with a minor in Psychology from the University of Central Florida. Her dissertation served as the first validation of the Positive Achievement Change Tool (PACT) on Texas youth.

Judy McReynolds, Program Specialist at TJJD Judy McReynolds works as a Program Specialist in the Probation and Community Services Division at the Texas Juvenile Justice Department. Judy has collaborated with the Health and Human Services Commission, other state and federal agencies, juvenile probation departments and placement facilities for the past 20 years in the areas of Medicaid eligibility and the Title IV-E Federal Foster Care Reimbursement Program. The past 7 years have included overseeing all aspects of the Juvenile Medicaid Tracker (JMT) and most recently the Suspension and Reinstatement of Medicaid initiative.

Laurie Molina, Manager of Criminal Justice Data Analysis Team at LBB Laurie Molina manages the Legislative Budget Board’s Criminal Justice Data Analysis Team. Prior to this position she served as the team’s Senior Analyst and was responsible for generating adult correctional population projections; calculating costs per day for correctional populations; and performing fiscal and correctional population impact analysis of proposed legislation. Before joining the LBB in 2004, Ms. Molina served in a variety of research positions including serving as the Research Specialist for Travis County Criminal Courts and Administrator of Research and Evaluation for the Texas Department of Criminal Justice’s Community Justice Assistance Division. Ms. Molina has more than 20 years of experience in survey design, data collection, and data analysis with the past 18 years focused on a variety of criminal justice topics for Texas. Ms. Molina holds a Bachelor of Arts in History from Columbia University and a Master of Public Affairs from the LBJ School of Public Affairs at the University of Texas.

John Posey, Lead Analyst at LBB

John Posey is the lead analyst on juvenile justice correctional population projections. Before joining the Legislative Budget Board in 2012, Mr. Posey served as a research analyst and planner at the Texas Juvenile Justice Department, Texas Juvenile Probation Commission, Travis County Juvenile Probation Department, and Travis County Criminal Justice Planning Department. Mr. Posey has 23 years of experience researching criminal justice issues, with nearly 20 of those years focused on juvenile justice issues. He has presented his work at numerous conferences, the Travis County Juvenile Board, and committees of the Texas Legislature. Mr. Posey has a Bachelor of Arts degree and Master of Arts degree in Politics from the University of Dallas and a Master of Public Affairs from the LBJ School of Public Affairs at the University of Texas at Austin.

Beverly Ratzlaff, JCMS System Analyst at TJJD Beverly Ratzlaff has been with the JCMS Support Team for 5 years. She currently provides technical assistance and excellent customer service to the juvenile probation departments using JCMS. She enjoys assisting counties with data entry and cleaning up their data.

Nydia D. Thomas, Special Counsel, Legal Education and Technical Assistance at TJJD Nydia D. Thomas has an extensive background in juvenile law and juvenile justice system administration at the state and local levels. She joined the staff of the former Texas Juvenile Probation Commission in 1998. In the Texas Juvenile Justice Department, she serves as Special Counsel for Legal Education and Technical Assistance (LETA) in the TJJD Office of the General Counsel. The LETA provides professional training to a range of juvenile justice stakeholders to ensure compliance with statutory laws and administrative rules. This section publishes legislative commentary and statutory implementation guides and other juvenile-law related materials. Ms. Thomas has published topical articles on juvenile law and is a contributing editor/author of the state’s foremost juvenile justice treatise, Texas Juvenile Law, editions, by the late University of Texas Professor Robert O. Dawson. She is also a recurring faculty member for the Correctional Management Institute of Texas and the Texas Association of Counties. Ms. Thomas is a graduate of Howard University School of Law and gained valuable experience on Capitol Hill while working for a Member of Congress and a Washington-based congressional research foundation. Nydia is a former councilmember and Mayor-Pro Tem of Cleveland, Texas and has received both gubernatorial and attorney general appointments.

Marie Welsch, Ph.D., Education Specialist at TJJD Marie Welsch is an Education Specialist in the Texas Juvenile Justice Department who has been working in the fields of education, counseling, and juvenile justice for many years. She is responsible for oversight of the TJJD Juvenile Justice Alternative Education Program and the agency funded Prevention Programs. Dr. Welsch provides training, technical assistance, and monitoring for both programs. Her experience also includes teaching in public schools and at the college level and spent ten years providing private practice counseling.

Amanda Zamarron, Applications Development Service and Support Manager at TJJD

Amanda Zamarron is the Enterprise and Customer Support Manager at the Texas Juvenile Justice Department. She has been employed for 18 years with TJJD and the former Texas Juvenile Probation Commission. Amanda oversees JCMS Support Services, JCMS Training, and is the TJJD Product Owner and Stakeholder for JCMS. She also supervises customer support for all TJJD applications and works closely with other divisions at TJJD.
