    1.0 Background (objectives of setting up of Centres of Excellence and the infra structure

    requirements of such centres):

    1.1 Technical Textiles Industry is diverse, broad based and encompasses 12 segments

    depending on the characteristics, functional requirement and end use applications. The

    Govt. has already designated four centers of Excellence in Agrotech, Geotech,Meditech and Protech. Now it has been decided to set up four additional Centers of

    Excellence (COE) under Technology Mission on Technical Textiles (TMTT) to provide support to the manufacturers of the identified segments of the technical textileindustry. The four identified segments are as follows :

    (i)Non-Wovens(ii) Sportech(iii)Indutech(iv) Composites

    1.2 The basic objective of creation of Centre of Excellence is to provide infrastructure atone place for the convenience of the manufacturers of technical textiles.

    1.3 The Centres of Excellence shall have suitable space which could be dedicated tosetting up of COE facilities like laboratory, display center, Resource center, etc other

    infrastructure, manpower and administrative facilities to carry out their functions. The Govt.

    will provide fund support for setting up the essential facilities in the COE. The institute has

    to bear the recurring expenditure (except expenditure for appointment of consultants /scientists / technologists for initial period of 3 years) and therefore shall manage the COE on

    commercially sustainable basis. The essential facilities to be created in the Centres

    of Excellence are as follows:

    1.3.1 Facilities for testing and evaluation of products of identified segments of technical textiles with national / international accreditation and collaboration with foreign

    institutes / laboratories: a) The common testing facilities are to be set up as per

    International Standards like American Society for Testing and Materials (ASTM),

    British Standards (BS), German Institute for Standardization (DIN), International

    Organization for Standardization

    (ISO) & European Standards (EN) etc. for different products of segment for which

    they shall be developed as COE.

    b) The proposed testing facilities shall cater to the requirement of testing the final

    product and also the fibre, yarn, fabrics and other elements that go into final product.c) Testing facilities to be created for all products of a particular segment and

    especially for products for which testing facilities are not available in India.

    d) The testing laboratories of Centres of Excellence shall get the nationalaccreditation by NABL and shall also get their testing labs accredited by

    international institutes so that their test results are accepted in the international

    market.

    1.3.2 Resource Centre with I.T. infrastructure:

    a) The information resource centre of Centres of Excellence shall be equipped with

    technical literature, reference material, books, specifications, directives and a sample

    bank containing samples of various products and information about manufacturing, production standards, testing procedures etc. for the products of the segment

    for which they shall be developed as COE.

    b) An exclusive website for that particular segment of the technical textiles shall be

    developed and maintained by all COEs. These sites shall provide link to each other

    as well as other sites including international sites with information on technical

    textiles.c) The video conferencing facilities will also be set up in COEs for

    interaction / participation in workshops / seminars organized nationally and

    internationally. The resource center should be separate and not clubbed withexisting library etc.

    d) A quarterly e-bulletin should be issued containing details about activities of the

    COE.

    e) A display centre for sample products shall also set up.

    1.3.3 Facilities for indigenous development of prototypes:

    a) Pilot plant facilities shall be set up for development of prototypes /

    technology which shall be transferred to the industry after standardization and

    optimization of the production process. COEs may also enlist the services of

    reputed foreign consultants for providing technology support for development

    of such products, if necessary.

    b) Reverse engineering can also be adopted for developing of technical textileproducts indigenously.

    1.3.4 Facilities for training of core personnel and regular training of personnel from

    the technical textile industry:

    a) COE shall impart training to textile technologists, academicians, scientists etc.

    from TRAs, institutes and industry to develop a set of core professionals (trainers).

    The Education and training programme shall also cover Shop floor training (i.e.

    training on specific machines/technology).

    b) Detailed training progarmme modules should be designed by the COE for trainingthe trainers and shop floor operators. The module should contain details like syllabus,

    duration, level of course, notes for trainers etc.

    c) Training kits, Audio-visual aids, etc for training shall also be made available for

    training.

    1.3.5 Knowledge sharing with stake holders:

    a) Workshops create a platform for multidisciplinary collaboration and allowfor cross-pollination of ideas among participants from different disciplines. The

    COEs shall conduct workshops with the personnel of allied industries for

    awareness and promotion of respective technical textile products.

    b) Need based Audio-visual films will be prepared on various aspects viz.

    technicality of potential products / application areas / installation & manufacturing process of their respective segments Technical Textiles and it will be shown

    among users, manufacturers, entrepreneurs, etc during workshops/seminars, etc.

    1.3.6 Incubation Centre:

    COEs will be developed as an incubation centre for the products of their segment andwill provide necessary facilities to the entrepreneurs for incubation of new

    ideas/technologies.

    1.3.7 Setting up of standards at par with global level:

    Technical textiles are functional textiles. Therefore, stringent performance

    parameters have been prescribed by the international agencies. In India the

    standards and specifications are not available for most of the technical textile

    products. The COEs will provide support to the BIS in formulation of standards.

    2.0 Role of Office of Textile Commissioner/MoT

    2.1 Office of Textile Commissioner/MoT will ensure successful setting up of ceneters of

    Excellence by playing a facilitatory, monitoring and regulatory role. In carrying out its task,

    the guiding principles would be efficiency, achievement of targets, ensuring value formoney for public resources and accountability of institution engaged in the setting up of

    Center of Excellence. Specific responsibilities and roles would comprise the following :

    (i)Nominate the agency for carrying out the scope of work and the term of referenceoutlined above.

    (ii)Sanction and disburse funds as per modultaties and mechanism for release offunds in a time-bound manner.

    (iii)The Steering Committee for Growth and Development of Technical Textiles

    (SCDGTT) constituted by the MOT under the Chairmanship of Textile

    Commissioner will monitor, review and co-ordinate the activities of the different

    Centres of Excellence (COE).(iv) The progress report of the COEs will be placed before the EmpoweredCommittee by the Textile Commissioner for review.

    3.0 Operational Schedule & Fund support

    The proposed Centers of Excellence have to be established in a period of two years

    starting from the date of Sanction.

    The Fund support for setting up of above facilities will be provided. The technical

    textiles is new arena and for establishment and maintaining the testing andother facilities of international standards, services of experts with expertise for

    the respective segment will be required. Therefore, a recurring expenditure up-to

    Rs. 1 crore per annum for appointment of such consultants / scientists / technologists

    for initial period of 3 years can be provided.

    The overall Ceiling on the fund support that will be provided for each of the COE is

    Rs. 24.5 crore (Ceiling of Rs. 20 crore for capital equipments for lab, pilot plant, prototype development, ancillary equipment, installation / commissioning,

    accreditation etc., Rs. 2 crore for development of training facilities / manual etc andRs. 3 crore recurring expenditure for 3 years for appointment of consultants /

    scientists / technologists etc.)

    4.0 Basic Information to Bidders & Important Dates

    (i) Bidders may submit requests for clarification to this RFP by sending an email onour address [email protected] . Clarification requests must be received by 20th

    Jan 2011.

    (ii)The Pre-bid Conference will be held on 25thJan 2011 at the Conference Hall ofthe Office of the Textile Commissioner,New CGO Buiding ,48 New MarineLines ,Mumbai -400020 at 11:30 a.m. Bidders are required to notify by email the

    names and titles of the 2 people attending on their behalf latest by 21stJan 2011.

    (iii)The prospective Bidders may also make suggestions for modification(s) in

    eligibility or evaluation parameters/ methodology for making the bid/ competitionmore fair and qualitatively better. Any such suggestion should be made through e-

    mail latest by 21stJan 2011. The Ministry however reserves the right to accept or

    reject any or all the suggestions made in this regards.

    (iv)Minutes of the Pre-Proposal Conference listing questions and the relatedclarifications of the Solicitation Documents will be placed on the Office of the

    Textile Commissioner Website: www.txcindia.gov.in.

    (v)The Ministry may, whether at its own initiative, or in response to a clarificationrequested by an invited firm, modify the conditions of this bid by way of

    an addendum that would be notified on the web-site, (which would be done at

    least 7 days before the last date for submission of the bid). The government may,at its discretion, extend the deadline for submission of proposals or cancel

    the requirement in part or in whole.

    (vi)Offers are required to be submitted in sealed cover containing three further sealedcovers, to :

    (viii) Last date of submission of the bid is 3rdFeb 2011 before 3:00 pm . The Packet Aof the bids would be opened immediately thereafter.

    (ix)Proposals must remain valid for a period of 90 days of the submission.(x)In case the Applicant proposes to apply as a group of entities (the Consortium),comingtogether to implement the Proposal under an existing binding agreement in the form of a

    Consortium Agreement-

    (a) Such Consortium Agreement should clearly define the roles andresponsibilities of individual members and their inter-se relationship, particularly

    with reference to financial, technical and operating obligations of the individualmembers for the Proposal.

    (b) Such Consortium Agreement should clearly specify one member as theLead Partner, who shall be responsible for the execution of the Proposal andrespective obligations as may be agreed between Government and such Consortium

    on behalf of the members of such Consortium, who shall issue a Power of Attorney

    signed by all the members of the Consortium in favour of the Lead Member to actfor and on behalf of all the members of the Consortium.

    (c)Such Consortium Agreement should be for a minimum period of 5 (five) years ortill the proposed project is executed, whichever is later

    (d) Such Consortium should clearly specify that all Consortium members shall be jointly and severally liable for the execution of the Proposal in accordance

    with the terms and conditions of the agreement(s) as may be executed with

    Government.

    (e) The Lead Member of the Consortium shall be the single point of contact forGovernment with relation to project execution, monitoring and any matter connected

    therewith.

    (f)A copy of the Consortium Agreement is required to be submitted alongwith the Proposal, failing which the Proposal shall be considered incomplete.

    (g) Such members of the Consortium may also enter into a joint ventureagreement to execute the Proposal incorporating the above terms, however in all

    circumstances, the members forming such a joint venture shall remain jointly andseverely liable for the execution of the Proposal in accordance with the terms and

    conditions of the agreement(s) as may be executed with Government.

    (xi)The selected Agency has to sign an Agreement/Memorandum of Understanding with8

    the office of the Textile Commissioner,Ministry of Textiles for rendering satisfactory

    services and completion of the projects in a time bound manner. The Agreement shallinclude provisions for taking performance guarantee, damages for delay or award for

    early completion besides other clauses as are finalized by the Ministry.

    5.0 Modalities and mechanism of release of funds to COE

    5.1 The fund would be released by Ministry of Textiles based on the progress ofthe project. The fund requirement for each stage would be worked out. The schedule for

    release of funds to center of excellence would be as follows:

    i.25 percent of the total cost in advance immediately after the approval of the project byPAC against bank guarantee for equal amount valid for 6 months.

    ii.Subsequent Fund support shall be provided based on at least 80% utilization of previous installment and the achievement of Project Milestones (identified in theDPR of the project & provided in the Financial Bid).

    iii.The Fund support required for achievement of a milestone would be providedinadvance (i.e. on achievement of previous milestone). [e.g. The 2nd installment would be

    released on the basis of 80% utilization of I installment and achievement of the

    targets in respect of the 1stInstallment]

    5.2 The Office of the Textile Commissioner will monitor the progress of the project and

    funds will be released based on satisfactory completion of work.

    5.3 All the fund released will be used for capital investment like procurement ofMachinery/instruments/books /samples etc except in land and building. The institute has to

    bear the recurring expenditure (except expenditure for appointment of consultants /scientists / technologists for initial period of 3 years) and therefore shall manage the

    COE on commercially sustainable basis. The agency shall not be allowed to take records

    to multiple source of funding.

    5.4 The amount released will be utilized for setting up of COE and the agency should

    follow the General Financial Rules (GFR) of Government of India. The Agency should also

    submit utilization certificate for each payment as per GFR.

    5.5 The amount released to COEs shall be open to inspection by Governemnt (Ministry ofTextile/Office of the Textile Commissioner)/ Internal Audit Party of the Chief controller ofAccounts, New Delhi whenever they are called upon to do so.

    6.0 Property Rights

    6.1 The COE alonwith stakeholders shall have no right to dispose off the machinery and

    assets without the prior permission of the Ministry of Textiles. The COE shall maintain the9

    machines and keep them under insurance cover at the cost of COE.

    7.0 Tender Methodology

    a) The Bids would be evaluated on a Technical cum-Financial Evaluation methodology.b) Technical Performance would be assessed by the Project Approval Committee(PAC) onthe basis of points awarded to each of the bidder. Technical Bid will carry 80 points.Minimum Qualifying points for the Technical Bids shall be 50.

    c) On the basis of preliminary evaluation of the eligibility criteria stated in Para 9.0, all eligiblebidders will be required to make an oral presentation. Information from the oral presentation

    will also be used as part of the technical evaluation process. Based on the oral presentation,

    the final marks under the heading Technical Evaluation Criteria" would be awarded by thecommittee.

    d) The purpose of the oral presentation and question and answer session is to test the Biddersunderstanding of the work by addressing some case scenarios. Each Bidder will be allowed 30

    minutes to make their oral presentation. The time should be divided into: 20 minutes forbidders presentation and 10 minutes for Questions and Answers.

    e) The PAC will make the final decision with regard to designation of Centre ofExcellence.

    f) Financial Bid will carry 20 points.g) The Bidder obtaining highest marks Technical + Financial will be selected.

    9.0 Eligibility criteria for bidders who can apply :

    a)Textile Research Associations (TRAs), IITs, Recognized Engineering Colleges and otherGovt./Govt. Aided Technical Institutions having infrastructure in terms of space, in-

    house expertise and experience in technical textiles are eligible for applying to form

    COEs. In addition the Agencies can form a Special Purpose Vehicle (SPV), JointVentures and can apply for setting up of COE.

    b)Minimum Turnover 1.5 Crores in each of the last 3 years. The balance sheets / auditedaccounts should be submitted along with the response

    c)Minimum Experience Should have experience in the relevant field for a minimum 5years.

    d)Minimum strength of scientists / researchers 2010. Bid Format

    10.1 The Three sealed covers within the main cover should contain:

    (a) Bidder details clearly superscribed Packet A

    (b) Technical bid clearly superscribed Packet B

    (c) Financial bid clearly Superscribed Packet C The Name of the Bidding

    Firm should be clearly mentioned on all the three Envelopes.

    10.2 The Packet A should contain :a) Proposal submission form (in format F1) containing details of the Bidder,Contact Address, email, phone, Fax, Name of Contact person for this project.

    b) Documents in support of the eligibility criteria for this bid (under clause 9.0).c) Full particulars of the constitution, Ownership, organizational structure andmain activities of the agency, including details of full time / part time scientists

    researchers.

    d) Unabridged annual reports or audited financial accounts for the last three yearse) Names and short CVs of the full time & part time researchers / scientistsproposed to be involved in the work (in format F2).

    f) Details of office locations and available infrastructureg) Copies of Income tax (PAN), Service Tax Registration.Technical bids of eligible bidders will only be opened.

    10.3 Technical Bid (Packet B):

    10.3.1 Technical bids shall contain information/ Documents in support of the

    Technical Criteria specified in the following format:

    10.4 The Financial Bid (Packet C) should contain details about the following in Format 3

    Format F5 :

    Generic Structure of the DPR

    (i) Context / background : This section should provide a briefdescription of the

    Sector / sub-sector, the national priority, strategy and policy framework

    as well as a brief description of the existing situation.

    (ii) Problems to be addressed : This section should elaboratethe problems to be addressed through the project / scheme at thelocal / regional / national level, as the case may be. Evidenceregarding the nature and magnitude of the problems should bepresented, supported by baseline data / surveys / reports. Clearevidence should be available regarding the nature and magnitude ofthe problems to be addressed.

    (iii) Project Objectives : This section should indicate the

    Development Objectives proposed to be achieved, ranked in order ofimportance. The deliverables / outputs for each Development Objectiveshould be spelt out clearly. This section should also provide ageneral description of the project.

    (iv) Target beneficiaries : There should be clear identification of targetbeneficiaries.

    Stakeholder analysis should be undertaken, including consultation withstakeholders at the time of project formulation. Options regardingcost sharing and beneficiary participation should be explored andincorporated in the project. Impact of the project on weakersections of society, positive or negative, should be assessed andremedial steps suggested in case of adverse impact.(v) Knowledge with regard to requirement for setting COE on the following

    aspects:

    Testing facilities for all the products of the identified segments

    International accreditation agencies and standards / testing requirement forexports of

    products of the identified segment.

    Manpower required for running the COE with details of qualification andexperience.

    Details of technical literature, reference material, books specification,directives,

    samples for developing as COE.

    Methodology for developing IT infrastructure and website.

    Details of prototypes which should be developed for the particular segmentkeeping in

    view the demand for the same and the pilot plant required fordeveloping such

    Prototypes.

    Training facilities for trainers in terms of type of training, mode of training,period of

    training, qualification of trainers and infrastructure required.

    Training facilities for training of personnel from industry in terms of type oftraining,

    mode of training, period of training, qualification of trainers andinfrastructure required.

    Knowledge about setting up of Incubation Centre.

    The details of the present facilities vis--vis Sr. No. (d) and methodology forbridging

    the gap, activity wise.

    (vi) Project strategy : This section should present an analysis ofalternative strategies available to achieve the DevelopmentObjectives. Reasons for selecting the proposed strategy should bebrought out. Involvement of NGOs should be considered. Basis forprioritization of locations should be indicated (where relevant). Optionsand opportunity for leveraging government funds through public-privatepartnership must be given priority and explored in depth.

    1(vii) Legal Framework : This sector should present the legal frameworkwithin which the project will be implemented and strengths and weakness of the

    legal framework in so far as it impacts on achievement of project objectives.(viii) Environmental impact assessment : Environmental impact

    assessment should be undertaken, wherever required and measures identified to mitigate adverse

    impact, if any. Issuesrelating to land acquisition, diversion of forest land, rehabilitation and

    resettlement shouldbe addressed in this section.

    (ix) On-going initiatives : This section should provide adescription of ongoing initiatives and the manner in which duplicationwill be avoided and synergy created through the proposed project.

    (x) Technology issues : This section should elaborate ontechnology choices, if any, evaluation of options, as well as the basisfor choice of technology for the proposed project. (xi) Managementarrangements : Responsibilities of different agencies for projectmanagement and implementation should be elaborated. Theorganization structure at various levels as well as monitoring and

    coordination arrangements should be spelt out.

    (xii) Project Cost : This section should focus on the Capital &Recurring Costs involved in establishing & running the COEs. Further, itshould also make projections (over next 5 years) about theexpenditures and revenues generated by the COEs in providing theservices intended.

    (xiii) Time frame : This section should indicate the proposedZero date for commencement and also provide a PERT / CPMchart, wherever relevant.

    (xiv) Risk analysis : This section should focus on identification andassessment of project risks and how these are proposed to bemitigated. Risk analysis could include legal / contractual risks,environmental risk, revenue risks, project management risks,regularly risks, etc.

    (xv) Evaluation : This section should focus on lessons learnt fromevaluation of similar projects implemented in the past. Evaluationarrangements for the project, whether concurrent, mid-term or post-project should be spelt out. It may be noted that continuation of projects/ schemes from one Plan period to another will not be permissible withoutan independent, in depth evaluation being undertaken.

    (xvi) Success criteria : Success criteria to assess whether theDevelopment Objectives have been achieved should be spelt out inmeasurable terms. Base-line data should be available against whichsuccess of the project will be assessed at the end of the project(Impact assessment). In this regard, it is essential that base-line surveys

    be undertaken in case of large, beneficiary-oriented projects.

    Success criteria for each Deliverable / Output of the project shouldalso be specified in measurable terms to assess achievement againstproximate goals.

    (xvii) Financial and economic analysis : Financial and economicanalysis of the project may be undertaken where the financial

    returns are quantifiable. This analysis would generally be requiredfor investment and infrastructure projects, but may not always befeasible for social sector projects where the benefits cannot be easilyquantified.

    (xviii) Sustainability : Issues relating to sustainability, includingstakeholder commitment, operation and maintenance of assets afterproject completion, and other related issues should be addressed inthis section.

    Note : Requirements of the EFC / PIB format may also be kept in view while

    preparing the

    DPR.
