Canada-Alberta Temporary Foreign Worker Annex
Extension of Occupation-Specific Pilot
BackgroundThe Temporary Foreign Worker (TFW) Annexis an addition to theAgreement for Canada-
Alberta Cooperation on Immigration.TheAnnex includes an agreement to implement anumber of pilots.
One of the pilots allows Citizenship and
Immigration Canada (CIC) to issue anoccupation-specific work permit to TFWsworking in Alberta in one of the followingspecific occupations: steamfitter-pipefitter,estimator, welder, heavy-duty equipmentmechanic, ironworker, millwright and industrialmechanic, and carpenter.
Under the pilot, TFWs with the appropriatecertification or a letter of approval from Alberta
Apprenticeship and Industry Training (AIT)
can come to Alberta to work temporarily in aspecific occupation without requiring theemployer to have a Labour Market Opinion(LMO) from Employment and SocialDevelopment Canada (ESDC) and ServiceCanada. Certified workers can move freelybetween employers provided they continue towork in the same occupation.
To ensure the protection of the Canadianlabour market, TFWs taking part in this pilot will
be required to have a job offer from an Albertaemployer or recognized Group of Employers(GoE) under the CIC-ESDC GoE Pilot.Both certified and uncertified workers areeligible to apply to the pilot. A one-yearemployer-specific/occupation-specificworkpermit will be issued to an uncertified worker
with an approval letter from AIT for the AlbertaQualification Certificate Program. Oncecertified, the foreign worker can apply for atwo-year occupation-specific/open workpermit, allowing movement betweenemployers.
TFWs working in Canada or applying from
abroad who hold an Alberta QualificationCertificate or trade certificate recognized in
Alberta can apply for a two-yearoccupation-specific/open work permit, where they will beable to move freely between employers.
EligibilityThe pilot occupations are both compulsory andoptional trades (with the exception ofestimator*). Employers hiring foreign workersin the optional trades of carpenter and
millwright have two options:1) If employers want to hire a journeyperson
level carpenter or millwright, the workerwill require an approval letter from AIT forthe Alberta Qualification CertificateProgram before being eligible toparticipate in the pilot. Those workers whoalready hold an Alberta QualificationCertificate or trade certificate recognizedin Alberta will require proof of certification.Information on AIT certification

2) Employers who do not require ajourneyperson level carpenter and/ormillwright are not required to participate inthe pilot but may instead hire TFWs underthe LMO process.
