A BILL To authorize appropriations for fiscal year 2019 for military

(b) END STRENGTH REDUCTIONS.—The end 6
strengths prescribed by subsection (a) for the Selected Re-7
serve of any reserve component shall be proportionately 8
reduced by— 9
(1) the total authorized strength of units orga-10
nized to serve as units of the Selected Reserve of 11
such component which are on active duty (other 12
than for training) at the end of the fiscal year; and 13
(2) the total number of individual members not 14
in units organized to serve as units of the Selected 15
Reserve of such component who are on active duty 16
(other than for training or for unsatisfactory partici-17
pation in training) without their consent at the end 18
of the fiscal year. 19
(c) END STRENGTH INCREASES.—Whenever units or 20
individual members of the Selected Reserve for any reserve 21
component are released from active duty during any fiscal 22
year, the end strength prescribed for such fiscal year for 23
the Selected Reserve of such reserve component shall be 24
increased proportionately by the total authorized strengths 25

SEC. 414. MAXIMUM NUMBER OF RESERVE PERSONNEL AU-3
THORIZED TO BE ON ACTIVE DUTY FOR 4
OPERATIONAL SUPPORT. 5
During fiscal year 2019, the maximum number of 6
members of the reserve components of the Armed Forces 7
who may be serving at any time on full-time operational 8
support duty under section 115(b) of title 10, United 9
States Code, is the following: 10
(1) The Army National Guard of the United 11

‘‘(2) The amount of constructive service credited an 3
officer under this subsection may be up to, but may not 4
exceed, the amount required in order for the officer to be 5

in the Army, Air Force, or Marine Corps or captain in 7
the Navy. 8
‘‘(3) Constructive service credited an officer under 9
this subsection is in addition to any service credited that 10
officer under subsection (a) and shall be credited at the 11

In the case of the authorization contained in the table 4
in section 2603 of the Military Construction Authorization 5
Act for Fiscal Year 2016 (division B of Public Law 114– 6
92; 129 Stat. 1164) for construction of a Reserve Train-7
ing Center Complex at Dam Neck, Virginia, the Secretary 8
of the Navy may construct the Reserve Training Center 9
Complex at Joint Expeditionary Base Little Creek-Story, 10
Virginia. 11
SEC. 2612. MODIFICATION OF AUTHORITY TO CARRY OUT 12
CERTAIN FISCAL YEAR 2018 PROJECT. 13
In the case of the authorization contained in the table 14
in section 2601 of the Military Construction Authorization 15
Act for Fiscal Year 2018 (division B of Public Law 115– 16
91; 131 Stat. llll) for Fort Belvoir, Virginia, for 17
additions and alterations to the National Guard Readiness 18
Center, the Secretary of the Army may construct a new 19
readiness center. 20
SEC. 2613. ADDITIONAL AUTHORITY TO CARRY OUT CER-21
TAIN FISCAL YEAR 2019 PROJECT. 22
(a) PROJECT AUTHORIZATION.—The Secretary of 23
the Navy may carry out a military construction project 24
to construct a 50,000 square foot reserve training center, 25

6,600 square foot combat vehicle maintenance and storage 1
facility, 2,400 square foot vehicle wash rack, 1,600 square 2
foot covered training area, road improvements, and associ-3
ated supporting facilities, and may acquire approximately 4
8.5 acres of adjacent land and obtain necessary interest 5
in land at Pittsburgh, Pennsylvania, in the amount of 6
$17,650,000. 7
(b) USE OF UNOBLIGATED PRIOR-YEAR NAVY MILI-8
TARY CONSTRUCTION RESERVE FUNDS.—The Secretary 9
may use available, unobligated Navy military construction 10
reserve funds for the project described in subsection (a). 11
(c) CONGRESSIONAL NOTIFICATION.—The Secretary 12
of the Navy shall provide information in accordance with 13
section 2851(c) of title 10, United States Code, regarding 14
the project described in subsection (a). If it becomes nec-15
essary to exceed the estimated project cost, the Secretary 16
shall utilize the authority provided by section 2853 of such 17
title regarding authorized cost and scope of work vari-18
ations. 19

(a) LAND CONVEYANCE AND RESTORATION OF REAL 8
PROPERTY IMPROVEMENTS AUTHORIZED.—In connection 9
with a project planned by the Tuscon Airport Authority 10
(in this section referred to as ‘‘TAA’’) to relocate and ex-11
tend a parallel runway and make other airfield safety en-12
hancements at the Tucson International Airport, the Sec-13
retary of the Air Force (in this section referred to as the 14
‘‘Secretary’’) may— 15
(1) convey to the TAA all right, title, and inter-16
est of the United States in and to all or any part 17
of a parcel of real property consisting of approxi-18
mately 58 acres on Air Force Plant 44, Arizona, and 19
located adjacent to Tucson International Airport; 20
(2) agree to terminate all or a portion of any 21
deed restrictions made for the benefit of the United 22
States that limit construction on Tucson Inter-23
national Airport within 750 feet of the Airport’s 24

(b) CONSIDERATION.—As consideration for the land 15
conveyance, deed restriction termination, replacement of 16
real property improvements, and installation of fencing 17
authorized under subsection (a), the following consider-18
ation must be received by the United States before the 19
Secretary may make any conveyance or termination of real 20
property interests of the United States as described in 21
subsection (a): 22
(1) All right, title, and interest of the owner or 23
owners thereof to the parcels of real property con-24

(2) The cost to the Secretary, in accordance 3
with current design standards, of— 4
(A) replacing the real property structures 5
on Air Force Plant 44 made unusable due to 6
the land transfers and termination of deed re-7
strictions, with structures of at least equivalent 8
capacity and functionality; and 9
(B) installing the necessary boundary fenc-10
ing due to the changes in the boundary of Air 11
Force Plant 44. 12
(c) DIRECT PAYMENT OF CONSIDERATION TO GOV-13
ERNMENT CONTRACTORS.—The Secretary may require 14
that any cash consideration to be received under this sec-15
tion be paid, directly or through the Air Force design/con-16
struction agent, to the government contractors performing 17
design or construction of the real property improvements 18
described in subsection (a)(3). 19
(d) PAYMENT OF COSTS OF CONVEYANCES.— 20
(1) The Secretary may require TAA to cover 21
costs to be incurred by the Secretary to carry out 22
the land exchange and other transactions authorized 23
under this section, or to reimburse the Secretary for 24
such costs, including survey costs, appraisal costs, 25

costs related to environmental documentation, and 1
other administrative costs related to the convey-2
ances. If amounts are collected from TAA in ad-3
vance of the Secretary incurring the actual costs, 4
and the amount collected exceeds the costs actually 5
incurred by the Secretary to carry out such trans-6
actions, the Secretary shall refund the excess 7
amount to TAA. 8
(2) Amounts received as reimbursements under 9
paragraph (1) shall be used in accordance with sec-10
tion 2695(c) of title 10, United States Code. 11
(e) DESCRIPTION OF PROPERTY.—The exact acreage 12
and legal description of the real property to be exchanged 13
under this section shall be determined by a survey satis-14
factory to the Secretary. 15
(f) ADDITIONAL TERMS AND CONDITIONS.—The Sec-16
retary may require such additional terms and conditions 17
in connection with the land exchange and other trans-18
actions under this section as the Secretary considers ap-19
propriate to protect the interests of the United States. 20
Without limiting the foregoing, the Secretary may estab-21
lish a deed restriction on any part of the 58 acres de-22
scribed in subsection (a)(1) to accommodate existing 23
Quantity Distance arcs. 24
