Reduction Program, and for other purposes.

SECTION 1. SHORT TITLE. 1
This Act may be cited as the ‘‘National Earthquake 2
Hazards Reduction Program Reauthorization Act of 3
2018’’. 4
SEC. 2. MODIFICATION OF FINDINGS AND PURPOSE. 5
(a) FINDINGS.—Section 2 of the Earthquake Haz-6
ards Reduction Act of 1977 (42 U.S.C. 7701) is amend-7
ed— 8
(1) in paragraph (1)— 9
(A) by inserting ‘‘, and the Commonwealth 10
of Puerto Rico,’’ after ‘‘States’’; 11
(B) by inserting ‘‘Oregon,’’ after ‘‘New 12
York,’’; and 13
(C) by inserting ‘‘Tennessee,’’ after ‘‘South 14
Carolina’’; 15
(2) in paragraph (2), by striking ‘‘prediction 16
techniques and’’; 17
(3) by striking paragraph (4) and inserting the 18
following: 19
‘‘(4) A well-funded seismological research pro-20
gram could provide the scientific understanding 21
needed to fully implement an effective earthquake 22
early warning system.’’; 23
(4) in paragraphs (6) and (7), by striking ‘‘life-24
lines’’ each place it appears and inserting ‘‘lifeline 25
infrastructure’’; and 26

(5) by adding at the end the following: 1
‘‘(12) The built environment has generally been 2
constructed and maintained to meet the needs of the 3
users under normal conditions. When earthquakes 4
occur, the built environment is generally designed to 5
prevent severe injuries or loss of human life and is 6
not expected to remain operational or able to recover 7
under any specified schedule. 8
‘‘(13) The National Research Council published 9
a study on reducing hazards and risks associated 10
with earthquakes based on the goals and objectives 11
for achieving national earthquake resilience de-12
scribed in the strategic plan entitled ‘Strategic Plan 13
for the National Earthquake Hazards Reduction 14
Program’. The study and an accompanying report 15
called for work in 18 tasks focused on research, pre-16
paredness, and mitigation and annual funding of ap-17
proximately $300,000,000 per year for 20 years.’’. 18
(b) PURPOSE.—Section 3 of such Act (42 U.S.C. 19
7702) is amended— 20
(1) in the matter preceding paragraph (1), in 21
the first sentence, by inserting ‘‘and increase the re-22
silience of communities’’ after ‘‘future earthquakes’’; 23
(2) in paragraph (1), by inserting ‘‘to individ-24
uals and the communities’’ after ‘‘an earthquake’’; 25

(c) DEFINITIONS.— 12
(1) LIFELINE INFRASTRUCTURE.— 13
(A) IN GENERAL.—Section 4(6) of such 14
Act (42 U.S.C. 7703(6)) is amended by striking 15
‘‘lifelines’’ and inserting ‘‘lifeline infrastruc-16
ture’’. 17
(B) CONFORMING AMENDMENT.—Such Act 18
(42 U.S.C. 7701 et seq.) is amended by striking 19
‘‘lifelines’’ each place it appears and inserting 20
‘‘lifeline infrastructure’’. 21
(2) COMMUNITY RESILIENCE.—Section 4 of 22
such Act (42 U.S.C. 7703) is amended by adding at 23
the end the following: 24

‘‘(10) The term ‘community resilience’ means 1
the ability of a community to prepare and plan for, 2
absorb, recover from, and more successfully adapt to 3
adverse seismic events.’’. 4
SEC. 3. MODIFICATION OF NATIONAL EARTHQUAKE HAZ-5
ARDS REDUCTION PROGRAM. 6
(a) MODIFICATION OF PROGRAM ACTIVITIES.—Sub-7
section (a)(2) of section 5 of the Earthquake Hazards Re-8
duction Act of 1977 (42 U.S.C. 7704) is amended— 9
(1) in subparagraph (B)— 10
(A) in clause (iii), by inserting ‘‘, commu-11
nity resilience,’’ after ‘‘seismic risk’’; and 12
(B) by adding at the end the following: 13
‘‘(iv) publishing a systematic set of 14
maps of active faults and folds, lique-15
faction susceptibility, susceptibility for 16
earthquake induced landslides, and other 17
seismically induced hazards; and’’; and 18
(2) in subparagraph (D), by striking ‘‘develop, 19
operate’’ and all that follows through ‘‘7708),’’ and 20
inserting ‘‘continue the development of the Advanced 21
National Seismic System, including earthquake early 22
warning capabilities’’. 23

(b) AMENDMENTS RELATING TO INTERAGENCY CO-1
ORDINATING COMMITTEE ON EARTHQUAKE HAZARDS RE-2
DUCTION.— 3
(1) CLARIFICATION REGARDING MEMBER-4
SHIP.—Subparagraph (B) of subsection (a)(3) of 5
such section is amended, in the matter preceding 6
clause (i), by striking ‘‘The committee’’ and insert-7
ing ‘‘In addition to the Director, the committee’’. 8
(2) REDUCTION IN MINIMUM FREQUENCY OF 9
MEETINGS OF INTERAGENCY COORDINATING COM-10
MITTEE ON EARTHQUAKE HAZARDS REDUCTION.— 11
Subparagraph (C) of such subsection is amended by 12

the event of an earthquake disaster. 7

on Windstorm Impact Reduction and 10
other natural hazards coordination 11
committees as the Director determines 12
appropriate to share data and best 13
practices. 14
‘‘(V) Coordinating with the Ad-15
ministrator of the National Aero-16
nautics and Space Administration and 17
the Administrator of the National 18
Oceanic and Atmospheric Administra-19
tion on data sharing and resource al-20
location to ensure judicious use of 21
Government resources and the free- 22

public lands for earthquake moni-4
toring and research stations, and re-5
lated data collection. 6
‘‘(VII) Coordinating with the 7
Secretary of Transportation and the 8
Secretary of Housing and Urban De-9
velopment on the effects of earth-10
quakes on transportation and housing 11
stocks. 12
‘‘(iii) ASSISTANCE FROM SECRETARY 13
OF AGRICULTURE AND SECRETARY OF THE 14
INTERIOR.—To the extent practicable, the 15
Secretary of Agriculture and the Secretary 16
of the Interior shall expedite any request 17
for a permit to use public land under 18
clause (ii)(VI).’’. 19

‘‘(A) IN GENERAL.—Not less frequently 1
than once every two years, the Interagency Co-2
ordinating Committee shall submit to the Com-3
mittee on Commerce, Science, and Transpor-4
tation, the Committee on Energy and Natural 5
Resources, and the Committee on Homeland 6
Security and Governmental Affairs of the Sen-7
ate and the Committee on Science, Space, and 8
Technology, the Committee on Energy and 9
Commerce, the Committee on Natural Re-10
sources, and the Committee on Homeland Secu-11
rity of the House of Representatives a report on 12
the Program’’; and 13
(vii) by adding at the end the fol-14
lowing: 15
‘‘(B) SUPPORT FOR PREPARATION OF RE-16
PORT.—Each head of a Program agency shall 17
submit to the Director of the National Institute 18
of Standards and Technology such information 19
as the Director may request for the preparation 20
of a report under subparagraph (A) not later 21
than 90 days after the date on which the Direc-22
tor requests such information.’’. 23
(B) EFFECTIVE DATE.—The amendments 24
made by subparagraph (A) shall take effect on 25

after the date of the enactment of this Act. 2
(c) MODIFICATION OF RESPONSIBILITIES OF NA-3
TIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY.— 4
Subsection (b) of such section is amended— 5
(1) in paragraph (1)— 6
(A) in subparagraph (A), by striking ‘‘and 7
constructing,’’ and inserting ‘‘constructing, 8
evaluating, and retrofitting’’; and 9
(B) in subparagraph (D), by inserting 10
‘‘provide new and’’ after ‘‘research to’’; and 11
(2) in paragraph (5), in the matter preceding 12
subparagraph (A), in the first sentence, by inserting 13
‘‘community resilience through’’ after ‘‘improve’’. 14
(d) MODIFICATION OF RESPONSIBILITIES OF FED-15
ERAL EMERGENCY MANAGEMENT AGENCY.—Paragraph 16

plans, purchase necessary instrumentation, 2
prepare inventories and conduct seismic 3
safety inspections of critical structures and 4
lifeline infrastructure, update building, 5
land use planning, and zoning codes and 6
ordinances to enhance seismic safety, in-7
crease earthquake awareness and edu-8
cation, and provide assistance to multi- 9
State groups for such purposes; 10
‘‘(ii) shall support the implementation 11
of a comprehensive earthquake education, 12
outreach, and public awareness program, 13
including development of materials and 14
their wide dissemination to all appropriate 15
audiences and support public access to lo-16
cality-specific information that may assist 17
the public in preparing for, mitigating 18
against, responding to and recovering from 19
earthquakes and related disasters; 20
‘‘(iii) shall, in conjunction with the 21
Director of the National Institute of 22
Standards and Technology, other Federal 23
agencies, and private sector groups, use re-24
search results to support the preparation, 25

maintenance, and wide dissemination of 1
seismic resistant design guidance and re-2
lated information on building codes, stand-3
ards, and practices for new and existing 4
buildings, structures, and lifeline infra-5
structure, aid in the development of per-6
formance-based design guidelines and 7
methodologies, and support model codes 8
that are cost effective and affordable in 9
order to promote better practices within 10
the design and construction industry and 11
reduce losses from earthquakes; 12
‘‘(iv) shall enter into cooperative 13
agreements or contracts with States and 14
local jurisdictions and other Federal agen-15
cies to establish demonstration projects on 16
earthquake hazard mitigation, to link 17
earthquake research and mitigation efforts 18
with emergency management programs, or 19
to prepare educational materials for na-20
tional distribution; and 21
‘‘(v) shall support the Director of the 22
National Institute of Standards and Tech-23
nology in the completion of programmatic 24
goals. 25

‘‘(B) STATE ASSISTANCE PROGRAM CRI-1
TERIA.—In order to qualify for assistance 2
under subparagraph (A)(i), a State must— 3
‘‘(i) demonstrate that the assistance 4
will result in enhanced seismic safety in 5
the State; 6
‘‘(ii) provide 25 percent of the costs of 7
the activities for which assistance is being 8
given, except that the Administrator may 9
lower or waive the cost-share requirement 10
for these activities for a small impover-11
ished community, as defined in section 203 12
of the Disaster Relief Act of 1974 (42 13
U.S.C. 5133(a)); and 14
‘‘(iii) meet such other requirements as 15
the Administrator shall prescribe.’’. 16
(e) MODIFICATION OF RESPONSIBILITIES OF UNITED 17
STATES GEOLOGICAL SURVEY.—Subsection (b)(3) of such 18
section is amended— 19
(1) in the matter preceding subparagraph (A), 20
in the first sentence— 21
(A) by inserting ‘‘report on significant do-22
mestic and international earthquakes and’’ after 23
‘‘Survey shall’’; and 24

Institute of Standards and Technology in the 2
completion of programmatic goals.’’. 3
(f) MODIFICATION OF RESPONSIBILITIES OF NA-4
TIONAL SCIENCE FOUNDATION.—Subsection (b)(4) of 5
such section is amended— 6
(1) in subparagraph (B), by inserting ‘‘, State 7
agencies, State geological surveys,’’ after ‘‘con-8
sortia’’; 9
(2) in subparagraph (C), by inserting ‘‘to sup-10
port applied science in the production of a system-11
atic series of earthquake-related geologic hazard 12
maps, and’’ after ‘‘Survey’’; 13
(3) in subparagraph (D), by striking ‘‘large- 14
scale experimental and computational facilities of the 15
George E. Brown Jr. Network for Earthquake Engi-16
neering Simulation and other institutions engaged in 17

SEC. 4. REVIEW OF THE NATIONAL EARTHQUAKE HAZARD 4
REDUCTION PROGRAM. 5
(a) IN GENERAL.—As soon as practicable, but not 6
later than such date as is necessary for the Comptroller 7
General of the United States to submit the report required 8
by subsection (c) in accordance with such subsection, the 9
Comptroller General shall complete a review of Federal 10
earthquake hazard risk reduction efforts. 11
(b) ELEMENTS.—The review conducted under sub-12
section (a) shall include the following: 13
(1) A comprehensive assessment of— 14
(A) the extent to which the United States 15
Geological Survey has identified the risks and 16
hazards to the United States posed by earth-17
quakes, including risks and hazards resulting 18
from tsunamis and landslides that are gen-19
erated by earthquakes; 20
(B) the efforts of the Federal Emergency 21
Management Agency and the National Institute 22
of Standards and Technology to improve the re-23
silience of the United States to earthquakes and 24

to identify important gaps in the resilience of 1
the United States to earthquakes; 2
(C) the progress made by the National In-3
stitute of Standards and Technology and the 4
Interagency Coordinating Committee (as de-5
fined in section 4 the Earthquake Hazards Re-6
duction Act of 1977 of the Earthquake Hazards 7
Reduction Act of 1977 (42 U.S.C. 7703)) to co-8
ordinate effectively the budget and activities of 9
the Program agencies (as defined in such sec-10
tion 4) in advancing the plans and goals of the 11
Program (as defined in such section 4) and how 12
coordination among the Program agencies may 13
be improved; 14
(D) the extent to which the results of re-15
search in earthquake risk and hazards reduc-16
tion supported by the National Science Founda-17
tion during the 40 years of the Program has 18
been effectively disseminated to Federal, State, 19
local, and private sector stakeholders; and 20
(E) the extent to which the research done 21
during the 40 years of the Program has been 22
applied to both public and private earthquake 23
risk and hazards reduction. 24

(c) REPORT.—As soon as practicable, but not later 4
than 3 years after the date of the enactment of this Act, 5
the Comptroller General shall submit to the Committee 6
on Commerce, Science, and Transportation, the Com-7
mittee on Energy and Natural Resources, and the Com-8
mittee on Homeland Security and Governmental Affairs 9
of the Senate and the Committee on Science, Space, and 10
Technology, the Committee on Natural Resources, and the 11
Committee on Homeland Security of the House of Rep-12
resentatives a report on the findings of the Comptroller 13
General with respect to the review completed under sub-14
section (a). 15
SEC. 5. SEISMIC STANDARDS. 16
Section 8 of the Earthquake Hazards Reduction Act 17
of 1977 (42 U.S.C. 7705b) is amended to read as follows: 18
‘‘SEC. 8. SEISMIC STANDARDS. 19
‘‘(a) ASSESSMENT AND RECOMMENDATIONS.—Not 20
later than December 1, 2019, the Director of the National 21
Institute of Standards and Technology and the Adminis-22
trator of the Federal Emergency Management Agency 23
shall jointly convene a committee of experts from Federal 24
agencies, nongovernmental organizations, private sector 25

entities, disaster management professional associations, 1
engineering professional associations, and professional 2
construction and homebuilding industry associations, to 3
assess and recommend options for improving the built en-4
vironment and critical infrastructure to reflect perform-5
ance goals stated in terms of post-earthquake reoccupancy 6
and functional recovery time. 7
‘‘(b) REPORT TO CONGRESS.—Not later than June 8
30, 2020, the committee convened under paragraph (1) 9
shall submit to the Committee on Commerce, Science, and 10
Transportation, the Committee on Energy and Natural 11
Resources, and the Committee on Homeland Security and 12
Governmental Affairs of the Senate and the Committee 13
on Science, Space, and Technology, the Committee on 14
Natural Resources, and the Committee on Homeland Se-15
curity of the House of Representatives a report on rec-16
ommended options for improving the built environment 17
and critical infrastructure to reflect performance goals 18
stated in terms of post-earthquake reoccupancy and func-19
tional recovery time.’’. 20
SEC. 6. MANAGEMENT PLAN FOR ADVANCED NATIONAL 21
SEISMIC SYSTEM. 22
(a) PLAN REQUIRED.—Not later than 1 year after 23
the date of the enactment of this Act, the United States 24
Geological Survey shall submit to Congress a 5-year man-25

agement plan for the continued operation of the Advanced 1
National Seismic System. 2
(b) ELEMENTS.—The plan required by subsection (a) 3
shall include the following: 4
(1) Strategies to continue the development of 5
an earthquake early warning system. 6
(2) A mechanism for securing the participation 7
of State and regional level earthquake monitoring 8
entities, including those defunded by the Advanced 9
National Seismic System in the last five years. 10
(3) A plan to encourage and support the inte-11
gration of geodetic and geospatial data products into 12
earthquake monitoring in regions experiencing large 13
earthquakes. 14
(4) A plan to identify and evaluate existing 15
data sets available across commercial, civil, and de-16
fense entities to determine if there are additional 17
data sources to inform the development and deploy-18
ment of the Advanced National Seismic System and 19
an earthquake early warning system. 20
(5) A plan to ensure that there is an active, 21
geographically diverse, management and advisory 22
structure for the Advanced National Seismic Sys-23
tem. 24
