    : . 30 .. 2557Ms. Soithip Traisuth announces to switch the countrys rail transport to wider tracks of 1.435 metres after finishing construction of the recently approved six dual-track routes which will be its last project using one-metre wide tracks.

    Currently all of Thailands trains run on one-metre wide rails and the six dual-track projects were needed to increase the speed with which goods and people are transported along these key routes in the immediate future. But in the long run the new 1.435-metre wide tracks will become the standard for the countrys future rail network, allowing it to connect with rail tracks from neighbouring coun-tries, permanent secretary for transport Soithip Traisuth said yesterday.

    The one-metre gauge dual tracks on six routes will total 887 km. These routes include the 185 km section from Jira junction in Nakhon Ratchasima to Khon Kaen, 167 km from Prachuap Khiri Khan to Chumphon, and 165 km from Nakhon Pathom to Prachuap Khiri Khans Hua Hin district. Their construction is scheduled for 2015 to 2018. Another three routes, which are scheduled to be built between 2016 and 2020, are the 132 km section from Map Kabao in Saraburi to Nakhon Ratchasima, 148 km from Lop Buri to Pak Nampho in Nakhon Sawan, and 90km from Prachuap Khiri Khan to Hua Hin.

    The six routes currently use single tracks and trains have to wait for shunting at junctions. This can lengthen traveling time. The Transport Ministry wants to first build dual tracks for these routes be-cause they are key railways with high traffic vol-umes. Trains are expected to travel faster after the construction is complete, Ms Soithip said.

    The speed of cargo trains will increase from 29 km/h to 60km/h while passenger trains will go twice as fast, from 50 km/h to 100 km/h. The new 1.435

    metre gauge will be used with two pilot projects the 737-kilometre route linking Nong Khai, Khorat, Saraburi, Laem Chabang and Mab Ta Phut and the 655 km stretch from Chiang Khong, Den Chai to Ban Phachi. These routes will meet at Ban Phachi, which currently serves as a rail junction in Ayutthayas Pachi district, Ms Soithip said.

    On Tuesday, the National Council for Peace and Order gave the green light for the construction of the two routes, with costs estimated at 741.4 billion baht, under a plan to boost rail transport from southern China to Thailand. Construction of the routes will be carried out between next year and 2021.

    In the long term, transport officials also plan to extend the route from Ban Pachi to Padang Besa in Songkhlas Sadao district, Ms Soithip added.

    The plan to lay 1.435m-wide tracks along the routes will take the national rail system into a new phase of standard gauge, which is expected to help boost rail travel across all of South East Asia.

    When these plans are completed we will be then able to connect with China via Laos as well as Malaysia and Singapore, Ms Soithip said.

    The Mass Rapid Transit Authority of Thailand (MRTA) is continuing to follow their vision to be an efficient organization providing mass transit and services to enhance the quality of life for the people.In the fiscal year 2014, the rapid transit projects, unde the responsibil ity of the MRTA, have progressed significantly. The projects under construction, to include the Purple Line (Northern) from Bang Yai to Bang Sue with a distance of 23 kilometers began construction in late 2009, it has progressed to 93.07% of completion. MRTA has also now signed contracts with private investors for the supply buses and train systems. The project remains on target to open by mid-2016.

    The Blue Line (extension) project from Hualumphong to Bang-Khae and the line from Bang-Sue to Tha Phra with a distance of 27 kilometers started construction in 2011 and has progressed to 52.84% of completion and is targeted to be complete in 2017. The Metro Green Line (South) from Bearing to Samutprakarn with a distance of 13 kilometers began construction in early 2012 and has progressed to 35.03% and is targeted to be completed in 2018. MRTA has been assigned by the government to be responsible for project extensions and five new routes, including the Green Line (North) from Mo Chit to Saphan-Mai and Kukot, a distance of 18.2 kilometers which received Cabinet approved in December 2013 to open the bidding process. The goal is to start construction in 2015 and open to the public in 2018. The project in the process of being presented to the Cabinet for consideration and approval by 3rd quarter of this year include the Metro Orange Line (East), between the Cultural Centre and Minburi with a distance of 21.2 Kilometers and the Pink Line project which is between KhaLai and Minburi with a distance of 34.5 kilometers.

    The projects under design and feasibility study during the year 2014 include the Purple Line (South) between Taopoon and Ratburana with a distance of 21 kilometers, the Orange Line (West) between Talingchan and Bangkok Cultural Centre with a distance of 18 Kilometers and the Yellow Line between Ladprao

    and Samrong, a distance of 30.4 Kilometers, which will finally enable the people to be able to use the service in the network throughout the Bangkok metropolitan and surrounding areas.

    The new lines will help to reduce traffic congestion, improve quality of life and stimulate the economy significantly. On the other side, it will add service to people with different needs and increase the income of MRTA, thus helping to reduce the burden on the government to subsidize public transport, as well as compensation costs to a level suitable for all levels of travellers. Additionally, it will add channels to help treat people who have been affected by the project, as well as to promote the growth of smart and sustainable urban development.

    MRTAs Policy is to cooperate with all sectors to develop property in the area in and around the stations, together with the development of the rapid transit network, and to promote the area around the station. This policy is to the benefit of those currently most affect by the transportation infrastructure and it will efficiently encourage the further use of public transport.

    In the future, Thailand will have a public transportation system that effectively reduce length of trips, promote economic growth and increase the confidence of investors in the country.

    The performance of the projects has come from the cooperation of MRTA staff with other agencies and the private sector. Thanks to all of you and thanks to the MRTA and the various sub-committees to support this initiative of the MRTA it has worked very well throughout. Although the mission to MRTA to implement 6 projects with a total distance of more than 200 Kilometers, with almost 200 stations in 8 years comes with an investment of over 600 billion Baht.

    Currently the MRTA is developing and serving just 20 kilometers so the mission will create a jump of ten times, but myself and all the MRTA personnel are confident that the development of the rapid transit project will be completed successfully. Our goal for the future is for people to use the mass transit system comprehensively in Bangkok Metropolitan and the surrounding area.

    Thailand is strategically located in the centre of South East Asia with a sizable land mass and strong economic fundamentals. Thailand also has good road, air and water transportation infrastructure. In the past, the major form of transport was road resulting in the traffic safety, urban congestion, energy inefficiencies and environmental challenges we have today. Additionally to include the cost of the transportation of goods which continues to increase steadily. Thailand must develop a rail transportation system to resolve these problems, as well as to support the growth in the transportation of goods and increase the level of passengers using rail both on urban and inter-city networks.

    Airport Rail Link, a subsidiary of the State Railway of Thailand, was assigned by the government to take responsibility for the management of train passengers between the international airport and the train station in the city area which is about twenty-eight kilometers long, served by eight stations and two stations serving the Metro Express train (Express Line) which runs between Suvarnabhumi Airport and Makkasan Station. The regular train (City Line) stops at all eight stations between 6.00 am. 12.00 am. Currently there is a steady increase in passenger numbers. Since the opening of the service passenger levels have increased from 4.74 million passengers in 2010 to 15.61 million in 2013 and the number is likely to continue increasing. The Sasin Graduate Institute of Business Administration of Chulalongkorn University has estimated that in the year 2018, the passengers numbers will increase to 31,038,000 million. The government in the past has supported the provision of regular trains (City Line) with seven more trains to accommodate the travel requirement.

    In the future, there is to be an expansion of the train service to connect it to Don Muang airport with an additional twenty-two kilometers, the institute has estimated that the number of passengers will then increase to 44,156,000 million in the year 2023. This extension project will help to support the air transportation link between Suvarnabhumi International Airport and Don Muang Airport and also supports the commuters traveling from the northern suburbs of Bangkok into the city much faster whilst at the same time reducing traffic congestion and pollution problems in the inner city of Bangkok.

    The Development of Rail Transportation to Increase the Competitiveness of the Country

    The development of rail transport in the past has been gradual compared to developments in road transport. The train services link the region, which includes transport of passengers and goods, and these are currently the responsibil ity of the State Railway of Thailand (SRT). Although it should be considered that the railway system in Thailand has been in operation for over 117 years and Thailand was one of the first nations in Asia to build the railways. However, after that the train was not a central part of the infrastructure development for the progressive developments that followed when compared with other forms of transport. With road transport taking priority the rail system experienced a lack of infrastructure investment, this affected the quality of services provided by the rail operators and compromised convenience and safety.

    The recent development of light rail transport in urban areas, particularly in Bangkok and surrounding areas, has greatly improved traffic and commuter challenges of the past with the tremendous rapid growth of the sky-train, metro and airport l ink initiatives. These latest projects have delivered a very high-quality of metro services that have hugely benefitted from the use of the latest modern technology and global expertise. However, it is still necessary to accelerate further the development of the rail network and interconnectivity of the systems from todays existing platform.

    When considering the logistics operations in the country now the development of a national rail infrastructure is relatively low making the transportation of goods and services of Thailand dependent on road transport. Road transport accounts for 80 percent of logistics costs and about 15% of the countrys GDP. The transport sector accounts for 35% of energy consumption in the country which amounts to a staggering 700 billion Baht. This trend is set to continue despite ratio improvements in neighboring countries in the region. The quality of the road, which is the main transport of Thailand, is rated at 36 in the region, lower than Singapore and Malaysia, who are in positions 1st and 21st, respectively, while the quality of rail transportation in Thailand is in 57th position, far below Singapore and Malaysia ranked at 6th and 20th.

    In 2015 the ASEAN Economic Community, or AEC, will be established as a free-trade market of over 600 million people, the collective economy will be worth over 60 trillion Baht, it will have a workforce of more than 300 million people and 400 million hectares of cultivated land. It is therefore essential that there is investment into the transportation infrastructure systems of the country, focusing on increasing the efficiency of transportation and transport links to neighboring countries. In particular, the development of the rail transport in view of its lower unit cost and consequently to allow transport operators to Thailand to compete with the foreign carriers and to readdress its energy consumption ratio in favour of industry over transport. The ultimate challenge is for Thailand to rise and become the future transportation hub of Asia.

    ThaiTRANS travelled to Tokyo to gain some insights into our industry from the East Japan Railway Company (JR East) - the largest passenger railway company in the world.

    Incorporated on 1 April 1987 after being spun off from the government-run Japanese National Railways (JNR), the numbers that JR East support are huge - 59,000+ employees, 1,688 stations, on average 12,784 trains a day travelling across 7,512.6 kilometres transporting 16m passenger a day. To find out some more details of their work both in Japan and abroad we talk to Mr. Atsushi Yokoyama, Director, TechnicalCenter at JR East... ThaiTRANS: What international work does East Japan Railway Company conduct? Mr. Yokoyama: JR East is developing an overseas railway consulting business in upstream fields such as business feasibility studies and design around Japan International Consultants for Transportation Co., Ltd. (JIC), a subsidiary JR East established in 2011. We will of course focus on fast-growing Asia as a priority region but we also intend to address railway projects in various other regions. What most excites you about the future of rail in Asia?

    Mr. Yokoyama: We will tackle the challenge of technological innovation in various fields. Besides in-house research & development activities,we will embrace the approach of open innovation where we utilize external development capabilities and intellectual property. Im looking forward to discussing the future of rail at SmartRail Asia in Bangkok this November.

    Interview with the organizers of

    ThaiTrans has an exclusive interview with the top management of SmartRail Asia 2014, Mr.Alex Williamson, Managing Director of Global Transport Forum based in London, UK, and Mr. David Aitken, Managing Director of Asian Exhibition Services Ltd., headquartered in Bangkok, to find out more about what has become Asias most important rail and metro event.

    Thai Trans: How did SmartRail Asia evolve from its beginnings as a conference to an international exhibition and congress?Alex Williamson: The SmartRail series of events are held globally with recent editions staged in Washington. Amsterdam and London. In Asia we identified Bangkok many years ago as the ideal hub for a rail and metro event to serve Southeast Asia and indeed the wider region but at that time with the market investment levels and existing projects in fruition the focus was very much technology and knowledge based. The situation has changed now dramatically with huge rail investments not only in Thailand but the region, the need now is for not only information but products. Projects are rapidly evolving and new technologies and suppliers are urgently needed to support these initiatives, the evolution from conference to congress and exhibition was an industry driven development.

    ThaiTrans: How were you able to establish SmartRail Asia as a global event with regional attendance with in just 3 years?

    Alex Williamson: Our company, Global Transport Forum, is a rail and metro conference specialist with vast industry resources and dedicated teams and advisory boards to support us. Establishing the right profile,

    in the right market, at the right time was the important first step for our Asian edition. The next important step to take us to the next level was to find the right partner, we achieved that by joining Asian Exhibition Services Ltd. AES are an exhibition specialist based in Bangkok with expertise in hosting and partnering global events in Thailand. AES have excellent networks and partnerships in the region, a highly professional track record and a well experienced team to deliver the support mechanisms required for a top- level international event, with close government support and with a regional trade audience.

  • ThaiTrans: As the Asian partner of SmartRail Asia what strategies have you introduced to achieve the international status of the exhibition and congress this year?

    David Aitken: SmartRail has always had a very strong position in the rail and metro industry worldwide so we were very pleased to extend our expertise to establish the Asian edition of the exhibition in Bangkok into what has become a flagship event for the series. For AESs part we were able to introduce the infrastructure and net-works required for transition of the event from a confer-ence to an international exhibition and congress. This process was able to take a huge step forward in 2014 through the complementary strengths of the two organi-sations, the experience of GTF and the perfect timing, posi-tioning and profiling of the event. The fundamental chang-es first introduced was to move the event from a ballroom to an international expo centre, to shift the timing to the

    back end of the year and to co-locate with two supporting industry events in the case of Engineering Expo and Secutech ASEAN. The next step has been to engage in a regional promotional and awareness campaign to draw not only high-level delegates but the vast industry base of industry professionals from Thailand, the rest of ASEAN, South Asia, China and the Far East. AES has also conducted a regional roadshow to key operators in the region to recently include Japan, Hong Kong, China, Malaysia, Taiwan, Singapore and India and has also established a wide reaching network within Thailand itself through the commercial, technical and government organisations to reach out to the key decision makers, consultants, contractors, engineers, suppliers and service providers. Thai Trans: How has the partnership of other related industry events supported the strengths of SmartRail Asia 2014? David Aitken: The co-location of SmartRail Asia 2014 alongside Engineering Expo and Secutech ASEAN is an important one. By staging together complimentary events we are creating a collective industry gathering that will draw a far wider audience than wed otherwise be able to attract. Engineering Expo is staged by the Engineering Institute of Thailand, a very important organisation of consultants, contractors and engineers from the multiple disciplines of engineering. All of these professionals are directly involved in the extensive infrastructure developments programmes in Thailand that are currently heavily focused on rail and metro, these professionals are the decision makers and the specifiers that are part of the wider industry set up. Secutech ASEAN 2014 has an equally important following of municipal government, transport safety and security professionals and M&E contractors. In total over 10,000 industry professionals with attend SmartRail Asias co-located events.
