I share hope with everyone who supports NVCSS, that through our collective efforts, we are able to say at the end of each day, we have in some measure enabled one more NVCSS client to achieve the opportunities in their life they so richly deserve.

This July marks the beginning of a new fiscal year and the beginning of NVCSS’ 25th

year of serving the North State. This issue of Update focuses on the important role

that the various counties’ Advisory Boards and all of our many volunteers have

played in the Agency’s accomplishments during the past fiscal year. It will also

describe some of the unique ways that people in need have recently been served

as well as some of the Agency’s plans for providing needed services in the future.

The challenges posed by the poor economy and the State’s budget problems

have been faced by nonprofit organizations such as NVCSS for the past several

years and will be with us in our new fiscal year. The spirit of cooperation that

has existed between nonprofit organizations and their private and government

funders has made the best of a difficult situation and enabled services to continue

to be provided for people in need throughout the six counties that NVCSS serves.

Through the efforts of our dedicated employees and volunteers and with the

support of our donors, NVCSS has been able to maintain and even expand the

Agency’s services in some of the six counties that we serve. We are grateful that

our donors have continued to provide support for our programs in spite of these

difficult economic times.

Housing Projects Benefit the Community

For over a decade Northern Valley Catholic Social Service, Inc. (NVCSS) has been proud to provide safe, decent, affordable housing opportunities for a variety of individuals and families. NVCSS projects, located in Butte, Shasta, Siskiyou and Tehama Counties, are an integral part of an extensive ongoing effort on the part of NVCSS, local governments, and communities to assist in the provision and support of affordable housing for special needs populations including seniors, low-income or homeless individuals and families, and individuals with developmental disabilities or mental illness.

Tenants residing in NVCSS housing encompass community members who have difficulty obtaining safe affordable housing by virtue of their low-income status, age, and/or disability. Housing barriers also include poor credit, transportation challenges and generally held stereotypes about those with disabilities and limited income. The primary benefit of affordable housing provided by NVCSS is the minimization of the rent burden for very low and extremely low income individuals and families, most of whom would otherwise pay well over 50% of their income for housing. NVCSS brings housing opportunities, as well as essential services, neighborhood beautification, and a family-friendly, community-building presence to a neighborhood.

NVCSS housing totals ten complexes incorporating 216 units in four counties. NVCSS also administers 34 rent subsidies providing permanent supportive housing options for chronically homeless mentally ill individuals residing in Shasta County. As the nonprofit management agent, NVCSS maintains extensive ties to the communities, agencies and organizations that serve special needs populations. NVCSS provides

comprehensive property management and on-site supportive social services for hundreds of individuals.

One example is John, a tenant who has experienced episodes of homelessness for several years, alternating between camping in outlying areas to short stays at the mission. His mental illness and his unstable living situation prevented him from obtaining the assistance he needed to access income and support. John heard about our rent subsidy

program and was assisted by staff in completing an application. As he became accustomed to having a permanent home, his life stabilized. He was able to work with NVCSS staff and community resources that eventually provided him an income source and support for his mental illness. John has a love for music and exhibits a real talent for playing various instruments and composing. He spends his free time composing and recording the

uplifting music that he uses to minister to others.

The most recently completed project, Saint Clare Court, was developed utilizing funds from the Department of Housing and Urban Development, the City of Redding, and the City of Redding Redevelopment Agency. The project was designed based on input from prospective tenants and community members. This energy efficient apartment complex provides independent living for individuals with mental illness. It includes fourteen one-

bedroom units and a two bedroom on-site resident manager’s unit, an office, a community room and laundry facilities.

NVCSS continues to pursue new building development options to increase housing opportunities for the most vulnerable populations in our communities. Villa Serena, Inc. has commenced construction. Through the financial support

offered by the Department of Housing and Urban Development and the City of Chico, this 10 unit complex will provide housing for the mentally ill. Also in progress is a shared housing project in Siskiyou County providing five rooms for the chronically homeless mentally ill. The City of Shasta Lake continues to work tirelessly with NVCSS housing staff to develop a 30 unit project for seniors. In its infancy are the preliminary discussions for an 11 unit project in Chico that will serve transitional age youth.

NVCSS is guided by a strong commitment to caring relationships and the dignity of human life. All activities

promoted by NVCSS are propelled by the belief that a project is successful only when it contributes to a person’s overall freedom and independence. The ultimate goal of every program the agency offers is to encourage each individual to attain his or her highest level of autonomy. The success of the housing developments currently being developed and operated by NVCSS illustrates how the agency is fulfilling its mission “to reach out effectively in care and in love to serve the unmet needs of all people in our communities.” By building affordable housing for special needs populations, we are also building and strengthening our communities.

Butte County NVCSS is proud to present an update regarding our latest home visitation program, Butte Baby Steps, which is funded by the Butte County Children and Families Commission (First 5). This home visitation program truly fits into the NVCSS mission of reaching out in love and care to those in need and building upon family strengths to promote and encourage self-sufficiency. The program follows the evidence-based home visitation model, Healthy Families America. The model is designed to support pregnant parents and parents of newborns in getting their children off to the best start possible. This is achieved through the promotion of bonding and attachment,

education on child health and development and improving family functioning. Services are family-centered and delivered through weekly home visits by qualified and well-trained home visitors. These home visitors have been selected based on their professional and life experiences as well as their personal characteristics. The key to providing quality services with a lasting impact depends upon the relationships these home visitors are able to grow and build with families.

being served has been huge. Participants are now referring their friends, family members and neighbors to the Butte Baby Steps program, which is the biggest compliment of all.

Butte Baby Steps is currently serving families in the South Butte County communities of Oroville, Biggs, Gridley and the rural mountain communities. Parents must be under the age of 25 and deliver at Oroville Hospital. The program currently has 48 families enrolled in home visitation services and has provided over 275 home visits since October 2009.

a gathering in April with a tremendous turnout. Twenty-two families turned out and enjoyed crafts such as belly casting for the pregnant women and hand casting for the infants and toddlers. Food was donated by Fast Eddie’s in

Chico and Raley’s in Oroville. Families really enjoyed meeting and making connections with one another.

Connecting Circles of Care (CCOC ), a multi-agency partnership with Northern Valley Catholic Social Service, Feather River Tribal Health and Butte County Dept. of Behavioral Health, ce lebrated Chi ldren’s Mental Health Awareness Day (CMHAD) in Oroville on May 6, 2010. This community fair brought local agencies, businesses

and families together to increase awareness and reduce the stigma of children’s mental health issues in Butte County. It’s estimated that approximately 300 people attended the fair, which was held at Martin Luther King Jr. Park in the Southside area of Oroville.

Community agencies, such as the YMCA, the Boys and Girls Club, Butte Baby Steps and the Drug Prevention Task Force-Sherriff’s Department (just to name a few) provided information about their services as well as activities that focused on positive physical health and mental health. The fair also included food, face painting and a magic show. In addition, all eight CCOC cultural Wraparound teams offered physically active games for youth such as jump rope and football while others made available traditional games so youth could learn more about these cultures. There was a live remote with Radio Mexico - LA GRAN X radio station (donated by the station) offering Spanish music to the crowds. One of the highlights was a dunk tank where Butte County Supervisor Steve Lambert was an easy target.

On April 22nd staff and volunteers were invited to a GRAND event. Beginning with a walk down the red carpet, guests were treated to an assortment of appetizers and beverages. Following the short mix and mingle, the presentations to acknowledge volunteers of the year began. David Gasman, Chair of the Board, opened the ceremony with a prayer. Don Chapman, Executive Director of NVCSS presented the Overall Volunteer of the Year award to John Kenny for his dedication

John Stapp is the new Program Manager for Second Home. His many years of experience in the mental health field, as well as being a certified Wellness Recovery Action Plan (WRAP) trainer, have made the transition to his new position a smooth one. As a new program manager John has facilitated a forum in which participants voice their concerns and ideas for Second Home. Called “ Town Hall Meetings ” these forums are held the fourth Wednesday of each month at 1250 California Street at 12 noon. Working together, NVCSS

Over the past year NVCSS went through the development stages of bringing the Court Appointed Special Advocate (CASA) Program to Shasta County. Shasta County was one of the largest counties in California that did not have a CASA Program, until April

John expanded the staffing to include four new hires. NVCSS welcomes three program assistants: Steve-o Scherban, Sherrie Allan and Naomi Dene; and coordinator, Stevan Keyser.

It is the vision of NVCSS Second Home to realize a drop-in center which is more participant directed and run. With a transportation grant from the Redding Rancheria Community Fund, Second Home is facilitating activities for participants to become more involved in the community, subsequently educating the public to reduce the stigmas associated with mental illness and help build an environment in which everyone is respected.

has been a program that the children in our community have needed for years and I am committed to work as hard as necessary to make it a success.”

There have been so many stories in the media regarding the abuse of children in our area lately that this is the perfect time for NVCSS to bring the CASA Program to

the foster youth in Shasta County. Schaefer, who has worked with foster youth in other programs said, “Foster youth have always had a special spot in my heart and it is great to be making a difference in their lives once again”.

The Friends of CASA committee is hard at work year round. CASA is partially funded by the Department of Justice and requires a significant amount of matching funds. Friends of CASA are the people who raise the funds to make CASA functional.

For the first event the Friends of CASA committee brought Sinbad the comedian to the Cascade Theatre on April 25, 2010. It was a huge success and a lot of fun. They worked with Enjoy Magazine as Enjoy Magazine chose CASA of Shasta County as the program of the month for July Movies in the Park in Anderson Park. This was another fun opportunity for families to spend time with their kids while supporting an amazing program. Nadine Bailey, the Friends of CASA Committee Chair stated, “CASA Summer 2010 • Page 8

states. The program was founded in 1977 in Seattle, Washington after Superior Court Judge David Soukup noticed the lack of information regarding a foster child’s case. This caused him to be unable to rule or make a fair decision. Something had to change and he came up with the idea of appointing volunteers to look after abused and neglected foster children. Volunteers work one-on-one with the children, gathering information regarding each case and the child’s needs and desires. Then the volunteers report straight to the judge. One of CASA’s most important roles in the child’s life is giving them a consistent person to connect with. A child’s time in the dependency system can be very unstable. Each can go through a dozen social workers, several foster homes, and numerous schools, never being able to have that one person who knows how they are doing by the look on their face, or what they went through last month or the year before. Through CASA it is hoped that the Advocate can assist the courts and social services find

a family that will not only open their home, but their hearts for the child’s entire life.

On February 26, 2010 in preparation for starting the program in Shasta County, Karen Schaefer was sworn in as the first Program Manager for CASA of Shasta County. Schaefer loves what the CASA Program can bring to the community and says, “Developing CASA and bringing this service to the foster youth of our community has been one of the most rewarding things I have been fortunate enough to participate in here at NVCSS.”

The first Advocate Training began on March 16, 2010, ending with 15 Advocates being sworn in as Officers of the Court on April 16, 2010. Currently Advocates come from various backgrounds. Each has come in with a heart of gold wanting to make a difference in a child’s life.

In early May Siskiyou County opened its second satellite office, located thirty miles west of the Yreka office in the remote Scott Valley area. This newest office is located in the frontier community of Etna and will help NVCSS therapists and case managers serve clients not only in Etna, but in the neighboring towns of Callahan, Greenview and Fort Jones. This area was previously served by Siskiyou County Behavioral Health, but when their Scott Valley therapist relocated, NVCSS Siskiyou was asked to step in and fill the vacancy. NVCSS Siskiyou was able to meet the need and were extremely pleased to do so.

Scott Valley is a remote, high elevation valley named for the Scott River, which flows full year round throughout the valley. Etna stands at the heart of the valley, amidst

acres of tall pine, fir and cedar, at the eastern edge of the Klamath Mountains with the Marble Mountains and the Salmon Mountain Wilderness to the west. It is a beautiful place, and we are happy to bring our Counseling

On May 7, 2010 at the Tehama District Fairground in Red Bluff the First Annual Project Homeless Connect Event took place and the Red Bluff and Corning Family Resource Centers (FRC) were there to take part. Brenda Jauregui explained the various programs and classes offered by the FRCs to attendees. Goodies, toiletries, toothbrushes, resource guides and flyers were offered. The most popular offerings were the Mother’s Day and Father’s Day cards. This was a great opportunity to network with the various agencies in Tehama County and to inform the homeless and low-income residents about the FRC and the resources available to them.

April was Child Abuse Prevention month. The local Child Abuse Prevention Council (CAPC) urged all in the community to take action for children by displaying blue ribbons on their trees. The blue ribbon is the international sign for child abuse prevention and serves as a constant reminder that everyone has a responsibility to help keep children safe.

The three Family Resource Centers (FRCs) in Tehama County including the NVCSS Corning and Red Bluff FRCs and the First Steps FRC in Los Molinos participated in the Volunteer Income Tax Assistance (VITA) program to help with tax preparation for low income families. NVCSS staff were trained and oversaw the VITA folks from the Community Action Agency as they completed 64 tax returns and calculated $81,094 in refunds and $43,913 in earned income credit.

The Corning FRC celebrated Día del Niño (Day of the Child) on April 29th with a big party of pizza and a candy-filled Mickey Mouse piñata. Twenty-five adults

and eighty children attended this event. Forty children came from the SERFF (after school program) at West Street Elementary School across the street.

The Corning FRC hosted again the First 5/Northern Valley Indian Health Mobile Dental Clinic (MDC) from April 19-23 and May 10-14, 2010. The MDC will return for further treatment in August, October and November. Last year the MDC both screened and did follow-up treatments with 227 children ages 1-5 and pregnant mothers. As children are seen by the MDC, the Corning FRC provides a place for families to wait and connect to other services as needed.

Budget Classes at the Red Bluff FRC are gaining popularity. At one of the classes, leader Barbara Kurbanick explains the power of choice and the opportunities people have in spending. For example by shopping thoughtfully and carefully a person can provide a complete spaghetti dinner with green salad and brownies for the cost of one package of cigarettes. Kurbanick also explained that a large specialty coffee drink costs almost as much as a 2 pound can of coffee. By making your own coffee people are able to save money. The class teaches basic budgeting, budgeting tips, handling a bank account, how to get out of debt, and how to build and repair credit.

On December 15, 2009 NVCSS Staff, Trinity County Advisory Board, and many volunteers teamed up with the local faith community to bring the feeling of Christmas to Trinity County. The Douglas City Fire Station was the perfect venue to greet over 300 children and their families for a night of celebrating the season with Christmas carols, Santa Claus, gifts, blankets and a warm meal for all. The event was a huge success thanks to the collaboration of area churches and NVCSS. Thanks to the generosity of the community, all items and food distributed at the event were donated. The Douglas City Christmas Party demonstrated the NVCSS mission through families, staff, and volunteers reaching out in care and love to make the season brighter!

The Trinity County Advisory Board is all action behind great ideas. Over this past year the Advisory Board members have worked alongside the faith community to participate in a successful holiday event, a successful fundraiser, operated the resource center, taken tours of the local social services organizations to identify gaps in service — all with energy left for the new fiscal year. This year NVCSS staff and the Advisory Board will be developing a three year strategic plan. NVCSS is grateful for the work and dedication demonstrated by the Trinity Advisory Board members as they support the mission of NVCSS.

Set back behind the Holy Trinity Catholic Church in Hayfork is a store that is becoming known to the local residents of the community. The Michael J. Mangas FRC operates a free store once a week to residents in need of clothing, shoes, household items, books, toys, occasionally food and more. The center is run by dedicated NVCSS Advisory Board members and volunteers who spend countless hours receiving, sorting, displaying donations and operating the store. One Advisory Board member commented on how wonderful it has been this past year to see the residents make this a regular shopping spot. Juana Mendoza Moreno a volunteer for FRC says, “The people who used to go to the dump now go to the free store, FRC. It is extremely helpful especially for the poor families who have children. Families are able to get clothes, shoes, sheets, furniture, computers and occasionally food.”

October 10, 2009 was the day to dig out the poodle skirts, roll up the tees, slick back the hair and take a date on a ride to see Grease at the Weaverville movie theatre. Men and women arrived in their “50’s Best” to watch the movie, and then join together for an evening of dancing, sipping on Cherry Cokes, and enjoying a “50’s” style BBQ. The Trinity County Advisory Board and many other volunteers transformed St. Patrick’s Church Parish Hall into a “50’s” diner. This fundraiser was a huge success.
