It is absolutely shameful that Mr. and Mrs. Hamlet Garcia are facing seven years in prison fo r IItheft ofeducational services." Their IIcrime" is that eight months into the school year they moved to a differentlocation, which was outside the school's zip code and chose to let their five year-old daughter completeher academic year in the school that she was enrolled in at the start of the school year. By not beingwilling to disrupt their child's education, two loving parents are now on the verge of having their livesruined.I believe it is time to give all parents a choice where to send their children to school. The antiquated andunfair forced-zip-code method hasn't worked well fo r children, their families and taxpayers for decades. In the same way we aren't forced to eat at the restaurant down the street, why must we be forced tosend our children to the school down the street?School choice gives parents more control over their child's education by allowing them to pursue themost appropriate learning environments fo r their kids. Choice creates competition between schoolswhich in turn stimulates them to a better job at a lower cost. Monopolies don't work; they are veryexpensive and in the Garcia's case, tragically unfair.Larry SandCTEN President

March 27, 2013To whom it may concern:Moms for School Choice is an organization that exists to educate families about educational options. Weare saddened by the events transpiring in the Garcia case in Philadelphia, Pennsylvania. Families thatface the trauma of placing their children in unsafe and failing schools should not face criminalprosecution for educatiOnal theft. We hope the plight of the GarciaS will increase awareness of thisissue and wi ll fead to future changes in the laws and policies governing school residency based on zipcode.Parents who are charged with violating school residency laws should not be charged as criminals. It is anoutrage that Mr. and Mrs. Hamlet Garcia could face up to seven years in jail. We support thedecriminalization of such laws. We also support a national coalition of parents who have united to callfor an end to educational mandates according to zip code. Parents must be provided with schoolchoices that include safe and high-quality educations for their children regardless of bank account orneighborhood.Moms for SGhool ChoiG is a grassroots nonpartisan organization that exists to promote and to eduGatefamilies about the availability of 01/ school options for students: high performing public schools; publiccharter schools; public school transfers; virtual online learning m o d e l s ~ including blended learning;expanded access to private schools through tax credit scholarships, special needs scholarships, andeducational savings accounts; and homeschaols. Each child is unique and deserves a school environment where they can reach their full educationalpotential. Connecticut Parents Union Support Efforts to Stop the Discriminatory and Criminal Prosecution Against Garcia Family for Providing a Safe and Quality

Education for their Child Coral Gables, Florida - March 27, 2013, The founder ofthe Connecticut Parents Union (CTPU)and parent leader that successfully introduced a parent empowerment law to Connecticut, Ms.Gwendolyn Eaddy-Samuel, is leading the charge of a national coalition of civil rights activists, education reformers, parents, and community leaders across the country to put an END tounjust educational laws and policies that use zip codes to determine which children will accesssafe and quality schools and which children will not.Upon learning about the zip code education injustice practices against the Garcia family, by thePennsylvania Lower Moreland School District, the Connecticut Parents Union (CTPU) demandedthat the criminal prosecution against Mr. And Mrs. Hamlet Garcia for "theft of educationalservices" be dropped. Furthermore, due to the concerns of racial discrimination, unequalprotections and due process violations, the Connecticut Parents Union has requested aninvestigation into the Garcia by the US Department of Education Office of Civil Rights andDepartment of Justice be conducted."Parents are obligated and have the right to ensure their children are safe and protected. Thisincludes assuring their children have access to safe and high performing schools. Thus we mustALL ensure that every child throughout America has access to safe and high quality schoolsregardless of where they live" stated Gwen Samuel.Since 2011, the Connecticut Parents Union has aggressively engaged in education reformefforts to end unjust zip code education law practices. In April of 2011, CTPU supported Tonya McDowell an alleged Connecticut homeless AfricanAmerican mother. She was arrested and convicted fo r sending her five year old son to a schooloutside of her neighborhood. CTPU presented over 20,000 signatures, via change.org, for thesupport of dropping lIeducational theft" criminal charges, against Tonya McDowell, to theNorwalk District attorney prosecuting the case.
