Dear Friend of CDR, Why do certain life events and milestones hold such meaning for us? It’s because they give us a chance to reflect, celebrate accomplishments, and collectively build toward the future. By honoring the past, we remember our successes and affirm that when times were tough, or even when they weren’t, we made it through—together.

This year, CDR marked its 50th anniversary with a year-long celebration for CDR’s staff, its supporters and donors, and the families we serve or have served over the past five decades.

The year was a commemoration of the impact CDR has had on families in our community and an acknowledgment of how far we as a region and a nation have come in reaching out to children with disabilities or other special needs. Thanks to advancements in therapies and a better understanding of the needs of families, it is now easier to diagnose, serve, and empower children facing obstacles—and to offer them a future that might not otherwise be possible. But these accomplishments and successes would not have been possible without you. It is support from people like you—people who believe in collaborative community partnerships—that builds a better future for everyone.

We know there is much important work yet to do. In the decades to come, children and their families will turn to us and our 50 years of experience and expertise for solutions to their challenges. With your

can plan and strategize

to prepare for whatever

changes and challenges we

encounter in the decades to

come. And we will continue

to serve the children and

families who look to us for

help, support, and, most

of all, hope.

A 50th Anniversary Committee was formed to help CDR through its year-long anniversary celebration. The committee, which was comprised of present and past board members, former staff, and other members of the community, tackled any number of important projects throughout the year including writing “Celebrating a Vision: A 50-Year History of CDR,” planning CDR’s Community Day, and coordinating CDR’s 50th Anniversary Comprehensive Campaign, led by Louise Canfield and Charles Crone.

CDR has held many important events over the last 50 years, but perhaps none as significant as Community Day—September 20, 2015. Hundreds gathered at CDR’s main office in Norge for the official

kick-off of the agency’s year-long anniversary celebration and the announcement of a $1 million comprehensive

campaign in honor of the milestone.

“We want to thank our many supporters and the community at large for the generous support CDR has received

over the last 50 years,” said Paul Scott, CDR’s executive director. “We are privileged to live and work in a

community that values children and is willing to support and advocate for babies and toddlers with special needs,

developmental delays, or other challenges.”

Highlights of the afternoon included music, family activities, food, and the unveiling of a painting by local artist

and former CDR Board Chair, Kathy Hornsby. Titled Growing with Love, the painting illustrates the support and

love that allow every CDR child to grow and blossom. Community Day was also a day of happy

reunions, as many of the founding members of CDR joined the agency’s staff, former staff

members, and children and their families for a day of fun and reflection.

“For many of our attendees, Community Day was a wonderful reunion,” said Marsha

Hargette, CDR’s director of development. “It was touching to see staff recognize

someone they once served, now grown and making it in the world.”

Mother-and-daughter special guests Amy and Madison Bornhoft spoke to

attendees about the challenges Madison faced when she was served by CDR as a

toddler, and how she overcame them with the help of dedicated CDR therapists

and staff.

“CDR helped me learn how to walk,” Madison told the audience, “and helped me

prepare for the hard part of growing up.”

September 20 was a day to remember, but the observances didn’t end then. Over

the past 12 months, CDR staff members have taken every opportunity to celebrate the

agency’s accomplishments with each other, the community, and the families served by the agency. w

will you help us prepare for the next 50 years? CDR’s 50th anniversary offered us the privilege of reflection — on 50 years of growth … 50 years of service … 50 years of making a difference in our community. Laurie and Travis Kimrey weren’t new parents when they received a call from Social Services about two newborns in foster care. With five children of their own, the couple had a full house. But when Laurie saw the

premature babies in the hospital, she knew the girls, Haylee and Baylee, had to become part of the family. She also knew that there were significant physical challenges ahead for Haylee, who was born with cerebral palsy and a grade 3 brain bleed. Haylee had so many problems that it wasn’t clear whether she would ever learn to walk or talk.

“I can’t describe the feeling I had when I saw her for the first time,” Laurie says. “But I can tell you that my heart grew a thousand times bigger in just one minute.”

The foster-parents-turned-adoptive-parents immediately contacted CDR for the expertise they needed to help their baby girls get the best possible start in life. Shepherding children with special needs through the world was new to the Kimreys, but the couple knew CDR was there for them.

“CDR came to us and right away our therapist told us that Haylee would accomplish great things,” Laurie says. “CDR gave us the confidence that we needed to do what we had to do for Haylee.”

Through CDR’s Infant & Parent Program, Haylee immediately began receiving physical therapy, and both girls began receiving speech therapy. From the very beginning, doctors had warned Laurie that Haylee might never walk or might forever need a walker or wheelchair. The Kimreys even invested several thousand dollars in a walker for Haylee, thinking that she’d need it for years.

“But then a miracle happened,” says Laurie. After only six months of physical therapy, Haylee had a surprise for her parents. “We were watching television and all the children were in the room, so there was a lot of commotion. All of a sudden we see Haylee walk in front of us. Before we could react, she turned around and walked past us again!”

The stunned couple realized their daughter was walking unassisted, her walker abandoned in the corner of the room. But the miracles didn’t stop there.

“Haylee is running now,” her mom says. “This has all just been a dream. You can still tell she has cerebral palsy, but she’s moving around like you wouldn’t believe.”

Haylee no longer receives services from CDR, but the agency still holds an important place in the Kimrey household.

“We love you guys so much,” says Laurie. “We were sad to see our therapies end, but we know you have to move on and help other little babies. We are forever grateful to you. CDR was my lifeline. I do not think I could have done this without you all.” w

When Kristen Milton found out she was pregnant, she knew she was going to need help, and in a big way. Milton was a first-time mom and a military wife. She was new to the Williamsburg area, and her husband

was deployed.

“My nearest family member was eight hours away,” says Kristen. “I once worked in a child care facility, and I knew just how important help and support are to new moms.”

Wanting to get the best possible start in her new role, Kristen began researching local parenting support options and quickly stumbled across CDR’s Parents as Teachers (PAT) program. “This was something I wanted to become involved with,” she says. “I knew it was just the resource I was hoping for.”

Kristen turned to PAT for help right before Greyson was born and continued to look for support after his delivery. “I had trouble lactating, and Greyson was born with an upper lip tie and a tongue tie. I didn’t want to give up on breastfeeding, but I needed a lot of support to stay on course.”

The support Kristen received helped her through several tough weeks as she learned to breastfeed and as Greyson learned to latch properly. But the Miltons’ relationship with CDR didn’t stop there.

Kristen and Greyson also began meeting one-on-one with PAT consultant Hilary Marcus. Together Hilary and Kristen developed strategies that would help the young mother nurture her child’s early learning while also bringing her the support and encouragement she needed. As Greyson grew, so did the family’s involvement with PAT.

These days, Greyson works on his socialization skills and other developmental milestones in CDR’s Developmental Playgroup while Kristen bonds with other parents at Parent Group. Like many of her peers, she enjoys the organized outings that PAT offers on a regular basis.

“It’s wonderful to be able to share your struggles, without worry about being judged.” “Because of Hilary and PAT, I feel like I have the tools and techniques I need to help my child and to be the best parent I can be,” says Kristen. w

Michael Williams knows firsthand how quickly unexpected events can wreak havoc on a

family. Earlier this year a complicated family dynamic left Williams and his wife in legal trouble. Within a few short weeks, the family had lost their home and their car, and Williams had lost his job.

“The whole world just came crashing down on us,” says Mike. “It all happened so fast, and none of it was anything we could have expected. It was unreal.”

The legal problems the couple faced, as well as the loss of a home and income, left the family stressed and depressed. “It was something that affected all of us, including the kids,” says Mike. “They didn’t understand what was going on, and even though we tried to separate them from the events, they were anxious and worried.”

Mike was referred to CDR’s Fatherhood program and soon found the support and guidance he so desperately needed. Working with Fatherhood consultant Nick Corsi, Mike learned techniques to help his children deal with the trauma of a situation no one in the family could control.

“Nick helped me keep my head up. He was my support and helped me learn how to be the best dad I could be under the circumstances.” — Mike Williams

Nick also recommended CDR’s Parents as Teachers program (PAT) to Mike’s wife. Soon Delisha was working with a PAT family consultant on ways to keep their children engaged in learning and working on

developmental skills. Their youngest daughter, age three, enrolled in Developmental Playgroup, where she made friends and learned while she played. The parents also received tips on free places to take their kids locally for family fun—a critical step in relieving family stress.

“Life was pretty blurry for us,” says Mike. “But Nick was on the roller coaster with us the whole time. He helped us keep our family together.”

Even with the support they needed, there were times when the Williamses thought their troubles would never end.

“And then the smoke cleared,” says Mike. The family found a wonderful home in a neighborhood they loved, and they found reliable transportation. Best of all, the legal fog finally began to lift.

One spring day the couple left the courthouse together with Nick by their side. With their legal troubles now behind them, the parents were relieved and hopeful. Then Mike’s phone rang.

“It was a job offer. I was offered a job that very day and was to start work the next day,” he explains excitedly.

Even as they work to get back on their feet, the Williams family is making plans for the future. “We want to take the kids to Disney World,” says Mike. “Maybe in a year or two. We’re still putting the pieces together, but we’re planning.”

And for others facing uncertain times, Williams has this to say: “Not everyone is going to face problems as intense as mine, but I wish everyone had the support I had. I had a friend in my corner, helping me stay strong, helping me keep my head up, helping me keep my family together.” w

David and Deborah Saunders raised five children together, so when the couple gained custody of Mekhi and Josiah, their two preschool-aged grandsons, they figured they were more than ready.

“We thought we had everything the boys would need—love, health care, and a stable environment,” says Deborah. “But we realized that Josiah was having difficulties, specifically with social and emotional issues.” David and Deborah wondered if they were doing something wrong, or if parenting had changed drastically since they raised their own children.

“Everything was a real struggle for us,” Deborah explains. “I wasn’t used to being around a child who was always overwhelmed and upset. We knew we had to look at his problems deeper so we could help him. We just didn’t know how.”

When frustration turned to worry, Deborah mentioned her challenges to Josiah’s pediatrician, who immediately referred the grandmother to CDR.

Deborah connected with Hope Bailey, a family consultant in CDR’s Early Head Start program. Hope quickly realized that Josiah was struggling with the changes and transitions of everyday life. Working together, Hope and the grandparents developed a plan to help him.

“I cannot believe how things have changed for us since we started seeing Hope,” says Deborah. “We have learned so much about how to help Josiah with his issues and how to help him learn to also help himself.”

What made the difference, says Deborah, was the enthusiasm and support the Saunders family received from Hope. “She has a great love for the children, and she really wants them to do well. She made sure that we had what we needed to help Josiah be successful and to thrive.”

While Josiah has seen significant improvements, Deborah knows that there’s more work to be done. Josiah is still a toddler, and he’s still learning how to adapt to everyday changes and regulate his feelings.

“But now we know how to interact with each other,” says Deborah. “We are a much happier family, thanks to CDR.” w

Thirty-three years as a child care professional make Linda Taylor something of an expert, but

the veteran teacher and program manager never stops learning. Taylor frequently attends sessions offered by CDR’s Training Department and its annual “Celebrating Babies and Tots Institute,” which holds training and workshops in various cities around the state.

Taylor is motivated to learn more about early childhood education and intervention because she wants her preschool to be everything it can be. For Taylor, it’s not just about child care. It’s about education, motivation, and meeting children and their parents where they are—in the best possible way.

“I always want to push my early childhood education facility forward,” Taylor says of the preschool she runs in Accomack County, Virginia. “I always want to know what we can do better.”

A repeat attendee at the “Babies and Tots Institute,” Taylor says she walks away from the training program with information she can use immediately to motivate her staff and encourage them to fine-tune their skill set. And Taylor says she herself continues to learn how to foster stronger relationships with her children and their parents.

“I’ve especially enjoyed sessions that help me learn how to work with children with disabilities and also to reach out to parents so they feel like they are a part of the school and can contribute to their child’s education,” she says.

“I’ve learned just how important that communication is for everyone.”

After attending the Babies and Tots Institute this past spring at Christopher Newport University, Taylor immediately began planning ways to include parents in school activities. “We’re planning a Donuts with Dad event and a Muffins with Mom event, so parents can come in and talk and know more about their child’s day.”

The Onley School, where Taylor has worked since 1984, has an enrollment of about 70. The school year is a busy one, but Taylor says it’s important that she take the time to attend Babies and Tots workshops so that she can help the school adapt to meet the needs of its students.

In the end, Taylor knows that the trainings help her accomplish her ultimate goal: to better the experiences for the children in her care.

“The energy at the workshops is so positive and the speakers are so knowledgeable … everything you bring back, everything you learn, can’t help but enrich the children’s lives.” w

New and expectant parents who attended CDR’s third annual Community Baby Shower learned about infant child care and resources in the community while they had fun and enjoyed a delicious meal together. All families left with a goody bag full of essential baby supplies.

Last year, Ingmar Leliveld, a local management consultant, collaborated with Dennis Wunsch, an award-winning illustrator, and Jim Kacian, an internationally recognized poet from Virginia, to create motivational posters that illustrated the work we do at CDR.

“I wanted to portray people in such a way that they would recognize themselves and would feel recognized for what they do,” said Leliveld. “I wanted a visual that would offer a moment of beauty, perhaps as a respite from the obligations of the day, and help connect individual roles with the organization’s greater mission.”

The outcome of their collective creativity truly amazed and inspired the CDR staff. The three panels, which can be read horizontally or vertically, can be interpreted in a variety of ways. At one level, it shows CDR’s arc from its origins in 1965 to today’s organization. It can also be viewed as the stages of any large development event. Or you may see it as the steps of a parent and child, who achieve their own family in full with encouragement along the way.

CDR would like to thank Ingmar and his creative collaborators for taking the time to recognize the work of the agency and its staff, and for inspiring us to continue to work towards the agency’s mission—to make a difference in the lives of our community’s children.

Earlier this spring, Child Development Resources lost one of its stalwart supporters

and a true change agent for the children in our community—Dr. John Pellock.

Dr. Pellock had been a part of the CDR family for nearly 35 years and served as CDR’s medical director. As a

pediatric neurologist, he changed the lives of thousands of children and gave hope to parents and families all

over the world. At CDR, Dr. Pellock screened and diagnosed children with delays and other challenges. For

many of those children, a visit to Dr. Pellock was the first step toward getting the interventions and treatments

they needed.

For the CDR staff, Dr Pellock was a trusted expert and a funny and insightful friend. In addition to his work

with CDR and his practice in Richmond, Dr. Pellock was an internationally recognized expert in epilepsy drug

therapy and clinical care. He was a principal investigator for more than 100 trials of epilepsy treatments in

children and adults. For more than 30 years, he was involved in the study of epilepsy in children and the

development of anti-epileptic drugs.

There is no way to know exactly how many lives Dr. Pellock changed through the years. But we know with

certainty that his talents, his abilities, and his kind and generous nature will never be forgotten at CDR.

We will miss him dearly.
