Speaker’s Bios, continued...Jimmy Tyree joined TxDOT in 2002. His duties includereviewing environmental documents for community impact,socioeconomic and environmental justice concerns. He alsoassists in the review of proposed legislation concerning theenvironment and is ENV’s lead for the I-69 and Trans-TexasCorridor projects.

Tom Van Zandt is principal, senior project manager of Hicks &Company. As Environmental Compliance Manager for SH 130, heand his staff have designed and implemented a comprehensiveEnvironmental Management System to ensure environmentalcompliance in all aspects of the design and construction of theproject.Charles Walker joined the TxDOT Bridge Division in 1984. Hewas a structural designer for 17 years before joining the BridgeDivision’s Special Projects Branch in 2000. Charles has extensiveexperience with preservation of historic bridges, including therehabilitation of the Regency Suspension Bridge, for whichTxDOT received the “Preservation Texas Building Award” for2001, and the “2002 FHWA Excellence in Highway Design Awardof Merit for Historic Preservation.”

Trisha White is the director of Defenders of Wildlife’s Habitat &Highways Campaign in Washington, D.C. In partnership with theSurface Transportation Policy Project, Trisha released a report,“Second Nature: Improving Transportation without PuttingNature Second,” which won the 2004 NRCA Award ofAchievement for best publication.

Andy Williams is the Regulatory Project manager for the USACEGalveston District Compliance Section. He conducts jurisdictionaldeterminations and delineation verifications, investigatesunauthorized activities and conducts compliance inspections ofSection 404 and/or Section 10 permits.

Doug Woodall is the director of Turnpike Planning andDevelopment for TTA. He is responsible for supporting districts inthe development of turnpike projects.

Janet Wyman is a program specialist in the WastewaterPermitting Section for TCEQ. She has worked on projectsincluding the implementation of the Texas Pollution DischargeElimination System permitting program, development of businessprocesses for storm water and wastewater general permits, anddevelopment of software requirements for water qualityprograms.

Dianna Flores Noble, P.E., is the director of the EnvironmentalAffairs Division, a position she has held since ENV’s creation in 1993.Dianna also represents TxDOT at several national transportationforums. Noble earned her bachelor’s degree in civil engineering atthe University of Texas at Arlington.

Michael O’Toole, P.E., joined TxDOT in 1987 and is currently thedirector of the Bridge Division’s Project Development Section. Hiswork involves the planning of all types of bridge projects includingthe rehabilitation, restoration and relocation of historic bridges.

Edward P. Pensock Jr., P.E., is director of Corridor Planning &Development for the Texas Turnpike Authority (TTA) Division ofTxDOT. He is responsible for the planning, design and developmentof the Trans-Texas Corridor, which includes overseeing theenvironmental studies for the I-35 and I-69 High Priority Trans-TexasCorridors.

Amy J. Ronnfeldt, P.E., CFM, has been with TxDOT for 12 years,the last 10 with the Hydraulics Branch of the Design Division. Amy isalso a certified floodplain manager.

Joseph Shalkowski has 20 years experience moving large-scaleprojects through the NEPA process. Joe serves as NEPA group leaderfor PBS&J’s central region and is an active Transportation ResearchBoard committee member. He is also the deputy program managerat the I-69/Trans Texas Corridor program office in Austin.Mike Shearer has been an environmental specialist with ENV since1995. His primary duties are traffic noise analysis and associatedtraining.

Lamar S. Smith, CEP, is the team leader of the Training, TechnicalAssistance, and Information Technology Team in FHWA’s Office ofProject Development and Environmental Review. He is responsiblefor the development and oversight of NEPA training.

Duncan F. Stewart, Ph.D., P.E., directs ENV’s Natural ResourcesManagement Section. Duncan joined TxDOT in 2002. From 1991 to2002 he was a member of the TCEQ Air Permits Division staff.Previously, he was an Infantry and Military Intelligence officer in theU.S. Army for 23 years.

Janet Thomas-Botello is a team leader in the Central EvaluationUnit of the Regulatory Branch, Galveston District, USACE. Shecoordinates the review and evaluation of Department of the Armypermits for work affecting waters of the United States andnavigable waterways.

Carla Kartman is ENV’s permit assistance officer and liaison toUSACE. She assists TxDOT personnel with nationwide permits, pre-construction notices and individual permits.

Nancy Kenmotsu, Ph.D., is ENV’s Cultural ResourcesManagement Section director. She has been with TxDOT for sixyears and came to TxDOT after 15 years with the THC.

Norm King is supervisor of ENV’s Water Resources ManagementBranch. He has 26 years experience in environmental compliancein private industry and government.

Lorie Ledesma-Ramirez is ENV’s Information Resourceadministrator. Lorie is the technical project manager for theEnvironmental Tracking System (ETS) and oversees GIS/GPStechnical planning and support.Michael Leary is director of Planning & Program Developmentfor the Texas Division of the Federal Highway Administration.

Owen Lindauer, Ph.D. has been a practicing archeologist for28 years. Before coming to TxDOT as supervisor of theArcheological Studies Program, he worked as the ArizonaDepartment of Transportation’s historic preservation specialist forsix years.

Chuck McLendon, P.E., M.B.A., is director of ENV’s ProjectManagement Section. Chuck has a bachelor’s degree inengineering from the Colorado School of Mines and a master’sdegree in management from Nova University in Florida.

James Melton is ENV’s division administrative manager. Hebegan his TxDOT career as a senior budget analyst in the Budgetand Forecasting Section of the Finance Division. He completed acivilian career with the Air Force, serving in several capacities.

John Miller has been the environmental coordinator for theLufkin District since 1997. John began his career at TxDOT in aresident office doing engineering workJohn L. Mettille, Jr. is the chief environmental programadministrator for the Kentucky Transportation Cabinet. John hasbeen with the Cabinet for 27 years, working primarily with NEPAcompliance.

Robert Lee Nichols is serving his second term on the TexasTransportation Commission. An East Texas businessman, hefounded and was chief executive officer of four plastics-relatedcompanies in Jacksonville between 1975 and 1996.

“Environmental Permits Issues & Commitments (EPICs) andPlans Specifications & Estimates (PS&E),” Duncan Stewart, ENVdirector of Natural Resource Management.

The steps needed to properly identify, record and carry out EPICSwill be discussed with a focus upon translating an EPIC within aNEPA document into an understandable, executable action clearlyshown in a PS&E sheet.

“Project Example: EPICs, PS&E and Other Key Componentsof the SH 130 Environmental Management System,” TomVan Zandt, environmental compliance manager, SH 130 Project, Hicks &Company/Lone Star Infrastructure

EPIC documents are a central element of the EnvironmentalManagement System (EMS) developed for SH 130, Texas’ first majordesign-build highway project. The two-phase EPIC process supportsboth environmental compliance quality control during the designphase and compliance monitoring during project construction.Other EMS elements that are especially adapted to the SH 130design-build environment include training, operational control, andan innovative adaptive management program.

An overview of the Environmental Affairs Division’s toll guidancecovering the issues of Planning, Air Quality Conformity Analysis,Noise, and Community Impact Issues.

Ryan Fennell is a historic preservation planner with ENV. Beforejoining TxDOT, he worked as a GIS Analyst for the Texas NaturalResources Information System. He currently oversees the creationof GIS datasets for TxDOT’s Section 110 inventories.Jack Gilbert joined the Transportation Division of the TexasAttorney General’s Office in 1999. Jack is the manager ofenvironmental and contract cases. He represents TxDOT in actionsfiled against the department under the National EnvironmentalPolicy Act (NEPA).

Vicki Goodknight Dixon manages the Regulatory Program ofthe Southwestern Division of the U.S. Army Corps of Engineers(USACE). She has worked in the Regulatory Program for 24 years.Lisa Hart has been manager of ENV’s Historical Studies Branchsince 1998. Previously, Lisa served as preservation consultant inthe THC’s Division of Architecture.

Daniel Harris is a seven-year veteran of ENV’s Historical StudiesBranch.

Presley B. Hatcher is chief of the Permits Section of theRegulatory Branch of the Fort Worth District of the U.S. ArmyCorps of Engineers (USACE). He is a member of the Society ofWetland Scientists (SWS) and holds the designation of professionalwetland scientist by SWS.Trace Hight is director of sales for Banks Information Solutions,Inc., an oil and gas/environmental data consulting firm in Austin.Trace provides environmental risk management information to abroad spectrum of clients.

Ann Irwin is ENV’s deputy division director and has more than26 years experience in the environmental field with TxDOT. Annhas extensive experience with cultural resource laws andregulations and developed the first Programmatic Agreementunder Section 106 for federal aid projects in Texas.Peggy Isaacs joined ENV in 2004 as its GIS systems analyst.Before ENV, Peggy worked with GIS in the Transportation Planningand Programming Division.

Bruce Jensen manages the scientific services contracts forhistorical issues in ENV’s Cultural Resources Management Sectionand joined TxDOT in 2000.William Jordan, who joined ENV in 2002 as its air qualityspecialist, was promoted in 2004 to manager of the BiologicalResources Management Branch.

TxDOT coordination with local communities has become amajor concern, as demonstrated by the Dallas/Fort Worth CorridorDevelopment Certificate process and the formation of the Texas PublicWorks Association/TxDOT Executive Committee. A brief review of theFEMA program is included.

Jim Abbott is an archeologist/geoarcheologist in the TexasDepartment of Transportation (TxDOT) Environmental AffairsDivision (ENV). He has worked in archeology since 1977, andjoined ENV in 1997.

Jim Barta, P.E. has 30 years experience in environmentalengineering, with TxDOT, the Texas Railroad Commission, theTexas Commission on Environmental Quality (TCEQ) andconsulting firms. He supervises ENV’s Pollution Prevention andAbatement Branch overseeing hazardous materials managementissues.Larry Barfield manages the Environmental ProcessCompliance Section in the Environmental Management Office ofthe Florida Department of Transportation (FDOT). He hasworked with environmental processes within FDOT for morethan 32 years.

Michael W. Behrens, P.E. became executive director ofTxDOT in September 2001. He holds a bachelor’s degree in civilengineering from Texas A&M University. He was Yoakum Districtengineer for six years before he became the department’sassistant executive director for engineering operations in 1998.

Thomas C. Bruechert serves as an environmental/transportation planning coordinator for the Federal HighwayAdministration (FHWA) in Texas. He has 15 years oftransportation system development experience in New York andTexas, including positions within ENV.Scott Coombes is a web application developer for the TCEQ.He holds a master’s certificate in Information TechnologyProject Management from George Washington University and alaw degree from Northwestern School of Law at Lewis & ClarkCollege.

Lain Ellis, Ph.D., is a former project reviewer for the TexasHistorical Commission (THC), and is currently an ENV staffarcheologist specializing in contracting for environmentalservices. He helped develop the rules and standard documentsused for scientific services contracts.

Heather Evans is ENV’s air quality specialist; handling issuesincluding: conformity; coordination on air quality issues withFHWA, TCEQ and the Environmental Protection Agency (EPA),air permitting advice; and environmental document review.

The State of Texas Environmental Electronic Reporting System(STEERS) is a user friendly program for Texas Commission onEnvironmental Quality (TCEQ) customers to submit environmentaldata electronically. Using STEERS helps customers meet certainreporting requirements and aids the TCEQ in collecting andprocessing the data. This program has been authorized for TxDOTusers to submit and pay storm water permit fees.
