49th Annual Diocesan Convention October 16-17, 2009

FRIDAY, OCTOBER 16 Bishop Smith called the meeting to order at 1:05 pm. Bishop Smith introduced the keynote speaker, The Rev. Sally Bingham from Grace Cathedral in The Episcopal Diocese of California and Executive Director of The Regeneration Project. Bishop Smith also welcomed The Rev. Canon Anthony Guillen, Program Officer of Latino/Hispanic Ministries, Evangelism & Congregational Life Center for The Episcopal Church Center. Bishop Smith asked that greetings be sent to Robbie Heistand, widow of The Rt. Rev. Joseph Heistand, and Bishop Robert and Mary Carol Shahan. Bishop Smith called upon the Secretary to Convention, Jan Feltz, to declare a quorum to be present. She confirmed the quorum. Bishop Smith asked convention to approve the appointment of Cathy Black as registrar of the 2009 Diocesan Convention. Motion made, seconded. All approved. Bishop Smith appointed the following Committee on Credentials for the 2009 Diocesan Convention: Cathy Black, Vicki Hohnbaum, Barbara Harber, The Rev. Victor Sarrazin, and The Rev. Nicholas Romans. Bishop Smith appointed the following Inspectors of Election: Mina Rafferty, Russ Smith, Mary Hopeman, Randy Rogers, Marge Mathewson, Eileen Stanton, Beth Parknowitz, Phil McKindley, Pat Burke, Vicki Meyer, Barb Squires, Gina Sears, Ruth Brown, and Greg Foraker. Bishop Smith asked convention to approve the appointment of Clarke Greger as Chancellor and Anne Kleindienst and The Rev. Richard Morrison as Assistant Chancellors. Motion made, seconded. Eucharist Service Bishop Smith reconvened the meeting at 10:45 am. Bishop Smith recognized the special Convention Planning Committee: Deborah Campion, Lauren Lenoski, Marge Mathewson, Carl Perry, Marge Perry, Sarah Porter, The Rev. Nicholas Romans, The Rev. Martha Seaman, Dr. Charlotte Shepard, Rob Smith, Russ Smith, Phyllis Strupp, Ralph Taylor, and Pat Thompson. Bishop Smith called upon Clarke Greger, Diocesan Chancellor to explain the voting options for the election. Mr. Greger explained that the elections to fill the Standing Committee and the Diocesan Council can be done by majority or by plurality meaning the person with the most votes, wins. The Canonical changes must be voted by order. Bishop Smith asked for a motion to vote by plurality. Motion made, seconded. All approved. Bishop Smith called upon The Rev. Gae Chalker, Chair of the Nominations Committee to introduce the nominees for election. Secretary to Convention – elect 1 for a 3 year term. – Nominee is Ms. Jan Feltz from All Saints’, Phoenix. Standing Committee – Clerical Order, elect 1 for a 3 year term – Nominees are The Rev. John Hall from St Matthew’s, Chandler and The Rev. Pam Mulac, The Rev. Marty Conner, Mark Dobbins, Donald Kearns and The Rev. Mike Smith were nominated from the floor. Rev. Chalker instructed delegates to add these names to the ballot. Nominations were closed. Rev. Chalker instructed to mark ballots and pass them to the center aisles. The Tellers collected the ballots. Bishop Smith called upon Jack Colaric, Treasurer, to present the 2010 Financial Statement of Mission. Mr. Colaric opened the floor for questions. There were no questions from the floor. Bishop Smith called for a motion to approve the 2010 Statement of Mission. A motion was made and seconded. All approved. The 2010 Statement of Mission was adopted. Nancy Shumaker was called upon to report on the children’s ministry program at the Convention. She reported that the program at the Convention was successful and she thanked by name, her staff who assisted in making this weekend such a success. Bishop Smith announced the results from the election.

Bishop Smith announced the clergy changes in the Diocese. Bishop Smith called upon The Rev. Glenn Jenks, Chair of the Resolutions Committee. Rev. Jenks presented a resolution submitted by the Evie Smith, Diocesan Jubilee Officer. The resolution was read by Rev. Jenks. A motion to accept this resolution was made by Rev. Jenks, seconded. The floor was open for discussion. Bishop Smith called for the vote. All were in favor. None opposed. The resolution was adopted. Rev. Jenks announce that a second resolution that had been submitted was withdrawn by the author. The following reports were also given during convention:

The Program Groups are listed in the Convention packet. In addition to these groups, Canon Black read groups that had been inadvertently left off the list. Bishop Smith thanked all the volunteers who helped with convention. Bishop thanked the registrars and tellers, Trinity Cathedral and Archdeacon, Veronica Ritson for the Eucharist this morning, and Dr. William Barnett from Trinity Cathedral for the music. Bishop gave a big thanks to the Diocesan Staff and special thanks to Canon Cathy Black and Laura Smith. The 2010 convention will again be at the Sheraton Crescent Hotel on October 15-16, 2010. Adult Education Program Group 2009 Convention Report Adult education in the Diocese of Arizona has made progress during 2009. Following participation in the Province 8 “Circle of Disciples” conference in January, we met with Bishop Kirk and Rev. Canon Timothy on several occasions to focus and prepare a comprehensive plan which includes a bible study program, a suggested bibliography and preparations for the formation of a speaker’s bureau. The Diocese of Arizona adult education plan has been reviewed and approved by our diocese and the Church Divinity School of the Pacific (CDSP). At the CDSP “Business of God” luncheon this spring, Bishop Kirk remarked that, “We can not afford to miss a communications revolution that’s more significant then the printing press.” Accordingly, during the second and third quarter of 2009, our adult education program efforts have focused on the development of free on line diocese education programs to supplement existing on line mentored Education for Ministry (EFM) and Center for Anglican Learning and Leadership (CALL) tuition courses. The objective is to add attractive spiritual education and growth content to our web site as an alternative to media noise. The first step is to bring our congregations up to speed technically. It is hoped that younger members of our congregations will work with those who were not born in the age of the internet. As an alternative, arrangements for discounted membership in SeniorNet computer learning centers in Phoenix and Tucson are in place for those who may be interested. Copies of the Diocese of Arizona Adult Education Plan and a listing of SeniorNet Computer Learning Center locations are available from: [email protected]. Our second step was to reach agreement on the type of interactive bulletin board system (BBS) to use. The idea is to use a standard BBS on our diocese web site for mentoring and interactive conversations associated with presentations prepared by our congregations, mission and program groups and church organizations. The bulletin board will be similar to those currently used by EFM and CALL. As a third step, we reasonably expect to have mentored educational presentations from the Nature and Spirituality Group and the Adult Education Group on line by early 2010. DIOCESAN ALTAR GUILD

The Diocesan Directressʼ primary responsibilities are to administer the Bishopʼs Loan Closet, coordinate a Diocesan Annual Meeting, maintain communication among the Dioceseʼs altar guilds, and serve as Altar Guild representative on the Diocesan ECW Board.

There have been many disbursements of vestments, vessels, linens, and other liturgical items from the Bishopʼs Closet during 2009. I am most thankful for the many donations from parishes throughout the Diocese whose generosity is a blessing to those with needs.

2009 brought a major change to the Annual Meeting. In conjunction with ECW and DOK, Spring regional meetings replaced one central meeting with the hope that they would be more accessible for more of our members. I thank the clergy and altar guilds of St. Lukeʼs, Prescott; Epiphany, Tempe; and St. Albanʼs, Tucson for their cooperation and gracious hospitality. On the whole, this new format was well received and will be continued in 2010 although with some minor tweaking.

I regularly attend Diocesan ECW Board meetings and also attended the National Altar Guild Associationʼs Triennial in Anaheim which was held concurrently with the General Convention. Also representing Arizona, were Phyllis Hokanson (a past Diocesan Directress and past NAGA Board President) from St. Barnabas, Scottsdale; and Karen L. Miller, Directress at All Saints of the Desert, Sun City. At this Triennial I was elected to a three-year term as Secretary of the NAGA Executive Board.

I am currently working with the Province VIII Altar Guild Representative to the NAGA Board and other Province VIII diocesan directresses in planning for a Province-wide Altar Guild meeting tentatively scheduled for the Phoenix area in September 2010.

On behalf of the Diocesan Altar Guild, Dolly Forbes of Trinity Cathedral makes stoles for all Deacons ordained in the Diocese. I thank her for her willingness to assume this responsibility which is greatly appreciated by all the new Deacons.

It continues to be a privilege to work with Bishop Smith and the Diocesan House staff as well as the clergy and altar guilds of the Diocese of Arizona.

ANTI RACISM COMMITTEE REPORT 

2009

The Committee met twice this year and will meet again in the fall.   

During our meetings we review new materials, train trainers and design trainings for various Diocesan Groups.  

 

We have provided training for the Standing Committee, Diocesan Council, Deacons and a four module program at the Minorities Fair.  

 

The Anti Racism Office and Staff at the Church Center were eliminated in the budget at General Convention; kthserefore there  is an expectation that Dioceses will provide Anti Racism training.  The AZ Anti Racism Committee has been doing this for the past three years and it will continue.  Next February we will offer a week end of training in conjunction with the Province VIII BLAAC ministries, and Cluster II.  We will begin with a Multicultural Learning concept in which each of the Ethnic “minority” groups will present how they would like the church to understand and appreciate their culture (through, story telling, music, food, dance, etc).  The second aspect of the week end will be an intense interactive anti racism training and we will end with a reconciliation process.  On Sunday we will celebrate the life and ministry of Absalom Jones from the perspective of the “Black Church”.

Archivist/Historiographer 2008/2009 Report to Convention

Thanks to our ECW President, Winnie Follett and others we have received quite a few documents to be archived from the Diocesan Episcopal Church Women. It will be an ongoing project to integrate them with the rest of our historical information. In the interest of saving money and our environment I have started and nearly completed a total reorganization and consolidation of our congregational files. As of now there are over 500 file folders that can be reused or recycled. This also makes finding historical information much more efficient since the folders have been condensed into manageable size. It has also opened more shelf space for ongoing records. Due to ongoing budget issues we are still unable to have the confirmation, standing committee and council records bound in hardback books; however they have been organized so that when the time comes the will be ready for binding. Morrison, Chair Diocesan Canons Committee Subject: 2009 Report of Activity The Canons Committee has considered the effects of this year’s General Convention, and reports that it anticipates recommending action at the 2010 Diocesan Convention to implement new Title IV provisions (concerning church discipline). In addition, some authorities are recommending canonical adoption of new standards concerning mandatory health coverage for church employees. It may be possible to implement the mandatory coverage provisions by convention resolution or by resolution of the Diocesan Council. In any event, it does not appear that any action will be required on diocesan canons this year and the Diocesan Canons Committee is not recommending any discretionary action, either.

Annual Report for Diocesan Convention 2009 Chapel Rock Chapel Rock made large strides in the past year to advance our outdoor ministry for our campers, the Diocese, and beyond. Camp Camp numbers increased over 2008 levels as new programs were introduced for young children and youth.

• Our Mini Camp and Ankle Biters Camp (ABC) for kids in kindergarten through grade two introduced young campers and their parents to the Chapel Rock experience.

• A new program for Youth – Chapel Rocks! – under the direction of the Diocesan Youth Director Matt Marino, and youth directors from several parishes, deepened the faith of nearly 200 teenagers.

• The Well, a contemplative youth program led by Rev. Gil Stafford and Rev. Susan Snook was a new offering for high school and college students.

• Our children’s program – The Gift of Love – was once again led by Diocesan Canon for Children’s Ministry Nancy Shumaker. This program told the story of Christ’s birth in a fresh, exciting new way.

Also this year, we completed the work necessary to be accredited by the American Camp Association, a significant achievement that will become official in November. Conferences In 2009,

• We launched the Aspen Creek Outdoor School to offer science, environmental, and team building programming to school groups in the spring and fall.

• Chapel Rock became a CREDO site, and will begin hosting CREDO conferences for both clergy and the laity in 2010.

• We formed a joint Green Team with St Luke’s-Prescott. This environmental effort is helping both the camp and the church save energy and water. We are also developing programs to help camp and conference center participants and St. Luke’s congregation members learn to live more lightly on the earth.

What makes a Children’s Ministries program successful are the persons who do the preparation, organization, training and teaching. These persons are faithful to their commitment to The Christ and never lose sight of the children and young families under their care. Some of these persons and programs are listed below. Designed and directed program for the Hispanic and Sudanese Family Week-end at Chapel Rock. Many, many thanks go to the remarkably talented staff that made this event a success. Developed, designed, wrote, trained and directed “The Gift of Love” based on the birth narrative for two children’s summer camp sessions at Chapel Rock. Ministry Fair - Workshops included Music in the Classrooms, Bruce Phillips, St. Philips in the Hill, Tucson, Nursery Guidelines, Starting a Children’s Ministries Program , Nancy Shumaker and Preparing for Children with Special Needs, The Rev. Canon Timothy and Beth Dombek. Children’s Program offered during the day.

2008 CONVENTION - Children’s Program - Theme – “The Lord’s Prayer” - All members of DCMPG participated in staffing and creation of the program.

Women of the Bible Spiritual Retreat for all DCE’s, and Sunday School Teachers was held on April 17-19, 2009 beginning Friday after dinner and ending on Sunday after the morning Eucharist. The Rev. Beverly Phillips, Presbyterian Minister and author of “Learning a New Language” was the Keynote. The Rev. Linda English, St. George’s Holbrook was the chaplain on call and celebrant.

Communications Program Group 2009 Annual Report

Communications is a busy area for our geographically dispersed Diocese. In the past year there have been six issues of Arizona Life, the diocesan newspaper that wraps around Episcopal Life, the national newspaper. Great effort has been made to make it cost effective and reader friendly as well as more visually appealing. We shall probably go to a quarterly magazine format within the next six months to be more cost effective and more visually appealing. The website, www.azdiocese.org, continues to be updated and includes slide shows as well as short movies. Every congregation within The Episcopal Diocese of Arizona now has at least a very basic website. Bishop Smith’s E-pistle continues to be sent out weekly and has 1,666 total subscribers as of October 2009. The Diocese also utilizes Facebook, Twitter, and Linkedin online. A new printer has been found in Phoenix to fulfill the Diocesan printing needs. Other large projects included the printing of the 2008 Episcopal Community Services Annual Appeal and the 2009 Alleluia Fund appeal. News and events from the Diocese of Arizona are once again being regularly printed in the magazine, The Living Church, and its editor is in frequent communication with our Diocese. Contacts have also been made throughout the country and Episcopal Life via the Episcopal Communicators March conference and its list-serve. DEACONS’ COUNCIL Annual Report 2009

The Deacons’ Council is a working advisory group for the Bishop and Archdeacon in all areas related to the “health and well-being” of the Vocational Diaconate within the diocese. Since Diocesan Convention of 2008, the council has met three (3) times, primarily to:

Monitor the formation progression of Deacons-in-Formation:

Five were ordained in January 2009; a sixth member of the formation class is part of the “Navajoland Mission Area” diocese and was ordained in December 2008 by Bishop MacDonald

Three were named as Postulants in February 2009; then named as Candidates (Jr.) in August 2009.

Six Candidate seniors are being prepared for, “God Willing” ordination in January 2010.

Monitor of Deacon transitions

Conduct the Post-Ordination session for the “Class of 2009.”

Conduct the “first” pre-convention (2008) luncheon for the Deacons.

Continue discussion of a deployment plan (i.e. sharing deacons with other congregations) to be presented to Bishop Smith in 2010

Diocesan Council Annual Report 2008-2009 November 7, 2008 Council discussed and evaluated the recent Diocesan Convention. Discussion took place regarding the present economic situation and how it is affecting Diocesan investments. December 12, 2008 Council continued discussions regarding economic issues. Bishop Smith commented on press characterizations of turmoil in the Episcopal Church. Presentations were made regarding a possible sale of Diocesan property and property acquisition possibilities. January 16, 2009 Discussion took place regarding options for clergy education other than the traditional three year seminary model. Council discussed how to choose leaders to grow the church and how mission driven and entrepreneurial leaders are needed. February 20, 2009 Council received information regarding the impact of the economy on parishes within the Diocese. Delegates are beginning to prepare for General Convention. The Ministry Fair is upcoming. March 20, 2009 Bishop Smith reported on the House of Bishops meeting and presented a General Convention preview. The United Methodist Federal Credit Union approved our request to join. April 24, 2009 Launch of the new Credit Union will take place at Diocesan Convention. Information was received regarding the services the credit union will provide. Some parishes are struggling to pay their assessment but it is important to follow the process for requesting assessment relief. May 22, 2009 New Initiative Grants were approved. A new mileage reimbursement policy was approved to help reduce diocesan expenses. The proposed 2010 Statement of Mission was presented representing reduced income and expense amounts for 2010.

1PROGRAM GROUP ON DISABILITY CONCERNS

Annual Report 2009 In its second year of operation, the Program Group on Disability Concerns of the Diocese of Arizona has a steering committee of eight members. Three members have a disability themselves; others have a family member with a disability. Several have worked professionally with persons with disabilities. Six members are lay persons; two are ordained. The Program Group's overall membership will be enlarged in the near future, as it launches a Resource and Advocacy Network (currently being developed). The group continues to be guided by the vision statement its members created last year, which was affirmed by the Diocese of Arizona in its 2008 diocesan convention:

The universal call to holiness leads us to recognize that the Body of Christ is not whole when some members are not invited to full participation; therefore we envision that every person with disabilities will experience full inclusion in the parishes, missions, church properties and programs of the Episcopal Diocese of Arizona.

Highlights of this year’s activities in which one or more members participated:

• Conducting, in partnership with the Canon for Communication, an online survey of congregations about disability concerns in their churches.

• Mailing a print or CD copy of the Accessibility Guidelines for Episcopal Churches to all clergy who completed the Program Group's survey.

• Leading and conducting a Ministry Fair workshop: "How Do We Start & What Do We Do: Being in Charge of Disability Concerns in Your Parish."

• Telephoning churches to gather more information on existing disability concerns groups, and to identify a point person with whom we can do future networking.

• Partnering with the Episcopal Disability Network to create handout materials for their exhibit booth at General Convention.

• Adding materials to the diocesan office mini-library on accessibility & inclusion. • Participating in Joni and Friends' "Fishing with Friends" activity day held on a Saturday in

February at Tempe Beach Park, for persons with disabilities and their families. • Attending the open house of the new Disability Empowerment Center (DEC) of Arizona, a

national model of accessible design. • Listening at one of our meetings to a presentation by a parent with experience in starting a

disability-related network. • Partnering with St. Stephens Church, Phoenix, on a disability action (about proposed state

budget cuts affecting disability services) by creating an announcement mailing list. • Attending St. Stephen's Circle of Friends annual award ceremony and being recognized for

our help and support. • Staffing an exhibit table at diocesan convention with disability-related materials. • Responding individually or with a team to requests from over a dozen congregations for

help on such matters as inclusion supports for children with autism in the church's worship and religious education program, assistive listening devices (e.g., audio loops, infra-red systems) and starting a parish disability concerns group.

• Developing and providing to each program group member a resource kit that can be used in responding to information inquiries.

• Working with the arrangements group of the Diocesan Convention Planning Committee.

REPORT OF THE ECUMENICAL OFFICER

The ecumenical efforts of our diocese are centered on two things: local relationships and work among clergy and people of varied denominations, and the efforts of the Arizona Ecumenical Council led by The Rev. Jan Flaaten. The AEC’s committees range in interest from immigration justice, environmental issues, inter-denominational understanding, to presenting a common voice on the numerous pressing issues of the day. The City of Phoenix was the site of the Week of Prayer for Christian Unity and the National Workshop on Christian Unity. Representatives from mainline, Roman Catholic, and Eastern Orthodox bodies met at the Hyatt Regency and were invited to make a Desert Pilgrimage to pray and to work toward deeper ties and commitments. This year’s theme was That They May Become One in My Hand. A local planning committee met with advice from the national coordinators to plan the event, the corporate worship opportunities, the several seminars of national and local interest, and much more. As Ecumenical Officer, I was a part of this group and was pleased to showcase our state and to be reminded once again of Jesus’ admonition that we all should be one. An exciting possibility for next year is the Rural Ecumenical conference to be held at Good Shepherd Parish, Kearney, a community made up of Lutherans, Episcopalians, and Methodists and staffed by an Episcopal priest who is pastor.

Episcopal Community Services 2008-2009 Annual Report Episcopal Community Services supports outreach ministries with grants of up to $5,000 which are focused on advocacy, empowerment or justice through grants to Episcopal churches or organizations with an Episcopal presence. Grants may be made for two consecutive years; an entity must then skip a year before receiving an additional grant. Grants funds are generated from the annual Diocese-wide Advent campaign and interest from pooled diocesan funds. The 2008 Advent Campaign yielded $8755.. Grants may be submitted by September 15 or March 15 of any year; the board of ECS approves grants within 30 days. The 49th Convention of The Episcopal Diocese of Arizona

The Finance Committee met times 8 since the last convention: October 30, 2008, January 13, 2009, February 10, 2009, March 10, 2009, April 21, 2009, May 19, 2009, June 16, 2009 and September 8, 2009.

The Finance Committee made the following recommendations to Council: Recommended the following new initiative grants: Trinity Cathedral Young Adult Ministry, $3,500; Trinity Cathedral for Trinity Media, $3,500; St Peter’s, Casa Grande $3,500; St Stephen’s, Douglas $3,000; Prince of Peace, Peoria, $3,500; St Christopher’s, Sun City, $3,500; and St. Philip’s, Tucson, $3,500. Christ Church of the Ascension, Paradise Valley 2007 assessment be written off. The Diocese contribute $25,000 from the Alleluia Fund for St Luke’s to build a concrete slab with a shade cover. To change the mileage reimbursement plan. A proposed Financial Statement of Mission (budget) for 2010.

The Investment Committee, which is a sub-committee of the Finance Committee, met 3 times since the last convention to review and make recommendations to the Finance Committee regarding investments. 2009 Annual Report to the Diocese of Jubilee Ministries in Arizona The mission of Jubilee ministries is to be a “ministry of joint discipleship in Christ with poor and oppressed people, wherever they are found, to meet basic human needs and to build a just society.” This is at the heart of the mission of the church.” The Justa Center and Interfaith Cooperative Ministries are the newest Jubilee Ministries in Arizona. In addition, the outreach ministries of St. Phillips in the Hills have been reaffirmed as a Jubilee Ministry. The ECH/Justa Center, sponsored by the Episcopal Diocese of Arizona and the Desert Southwest Annual Conference of the United Methodist Church, provides a wide range of day services to the senior homeless population in Phoenix. Interfaith Cooperative Ministries (ICM) in inner city Phoenix serves 60,000 individuals a year through a food bank, clothing closet, limited financial assistance and referral services. The income of the population generally has less than half of the poverty level income. ICM is unique because it is volunteer-driven and has a small paid staff. The sponsoring parishes are All Saints’ Phoenix and Trinity Cathedral.

St. Philip’s In The Hills, Tucson, supports a wide range of outreach programs with both volunteer efforts and financial assistance. Ministries include two feeding programs: Casa Maria, providing sandwiches, soup and fresh fruit for 800 poor and homeless individuals every four weeks, Primavera/Five Points Team, preparing and serving 25-30 dinners for residents in a low income community. Parishioners are also involved in several vital advocacy and service programs including Habitat for Humanity Tucson, Pima County Interfaith Council (PCIC), Interfaith Community Services (ICS), Just Coffee, Food Packets for Migrants, Christmas Schools Project, Naco Migrant Resource Center, and Tucson Interfaith HIV/AIDS Network (TIHAN).

Other Jubilee Ministries in Arizona are All Saints, Safford; Bridging Arizona Furniture Bank, Mesa; Cathedral Health Services, diocese; Empowerment Through Education for Sudanese, diocese; Food for Life, St. Andrews’, Tucson; Good Shepherd of the Hills, Cave Creek; Naco Wellness Center, St. John’s, Bisbee, with funding from other parishes; St. Andrew’s Children’s Clinic, Nogales; St. Andrew’s, Sedona; and St. Paul’s, Winslow. MILLENNIUM DEVELOPMENT GOALS REPORT TO CONVENTION 2009 The Diocese of Arizona established the Diocesan Millennium Development Goals Committee in response to the 75th General Convention resolution that requested all dioceses establish a commission or similar body, which would be dedicated to mobilizing Episcopalians toward the achievement of the Millennium Development Goals (MDGs). The Diocesan Millennium Development Goals (MDGs) Committee has been tasked by the Diocese of Arizona to educate, advocate and promote diocesan wide efforts to alleviate extreme poverty through the Millennium Development Goals. Churches and parishioners in the Diocese of Arizona are now able to apply for funding to support their MDG mission projects. The Diocesan MDG Committee encourages proposals that inspire the participation of parishioners in the mission of God and in projects that contribute to the sustainability of the global community served. The grant request and funding criteria can be found on http://mdg.azdiocese.org. The Diocese has so far awarded matching grants to fund projects that will improve maternal child health in Haiti and will help build a day care and school in Veracruz, Mexico. Next steps for the Committee include web site development, additional educational outreach to the Diocese and continuing review and assessment of grant requests. The MDG Committee also continues to encourage individuals and churches to send their MDG “stories”, (send to the committee in care of [email protected]) in order to celebrate the success stories and to learn through efforts that didn’t work as well as we would have liked. The stories will be published on the MDG Website. The MDG stories offer inspiration and give ideas for others in their effort to meet the MDGs. These stories help others find out “What can ONE person do?”, and that the answer is “Plenty”.

NATURE & SPIRITUALITY PROGRAM THE DIOCESE OF ARIZONA

ANNUAL REPORT FOR OCTOBER, 2009 The Nature & Spirituality Program (NAS) has as its mission “spiritual wholeness through Nature.” We aim to raise the Diocese of AZ’s awareness of the harmony that exists between God, Nature, and all people, and how we can embrace and respect that harmony in our actions at church and at home. NAS milestones in 2009: • Beginning in February, we participated on diocesan meetings to plan for the “Stewardship of Creation”

Diocese of AZ Convention in 10/09. for all ages, attended by over 25 lay leaders and clergy. • NAS Chair Phyllis Strupp taught a teleclass through Eministy in June, 2009 on congregation greening. • We hosted the Episcopal Ecological Network booth at General Convention in July, 2009 and spoke to

dozens of people from all over the country interested in getting started with raising ecological awareness at the parish level.

• Several parish green teams have had success in launching and sponsoring successful programs, including St

Phillip’s Tucson, St. Luke’s Prescott, and Trinity Cathedral. • Phyllis made parish visits for teaching and/or preaching to St. Phillip’s Tucson, St. Paul’s Payson, and St.

REPORT OF CHAPLAINS TO RETIRED CLERGY, SPOUSES, AND SURVIVING SPOUSES Dear Friends: The Chaplains to Retirees in the Diocese of Arizona continued to schedule several events for our retired clergy, spouses, and surviving spouses during the past year. Two 'Coffees With The Bishop', one in Phoenix and one in Tucson, were held last fall, and two 'Luncheons with the Bishop' were held in the spring in the two locations. Both Deacon Joe King, Chaplain for the southern region, and I also had opportunities to provide pastoral care to several retirees. In addition, we attended the Province VIII Annual Conference for Chaplains that was held in Seattle in October. This fall a representative of the Medical Trust of the Church Pension Group is going to be present at the two 'Coffees with the Bishop' to explain how Resolution A177 passed by the General Convention in July in Anaheim will affect retirees. This resolution calls for a denomination-wide health insurance plan. This plan will affect all present and future retirees, so we need to learn as much as possible about it and it's implications for our medical needs and care. I wish to thank Bishop Kirk Smith for his support of our retirees and this ministry. 2008 – Another Successful Year Neel Hall, President of the 2008-2009 Board of Trustees Larry E. Rush, Executive Director

Greetings from St. Luke’s Home! We’d like to take this opportunity to remem-ber the good times, be grateful for our many blessings, and thank you for the contributions you made in support of the residents of the St. Luke’s commu-nity. With your generous support, the Board of Trustees and staff of St. Luke’s Home were able to maintain services which provided independence, dignity and a better quality of life for our seniors in 2008.

One of our biggest challenges is to bring awareness of St. Luke’s in the wider community. To that end, we introduced the “Good News” newsletter, updated our website and have worked to develop new materials to help us tell our story. Please visit our website, www.stlukeshometucson.org where you can view a beautiful video produced by Trustee, Rich Moret. This video, found under the “Media” button, is an intimate portrayal of life at St. Luke’s. We have also added a series of monthly open houses and invite you to attend to get to know our residents and the community you support. There’s never a dull moment at St. Luke’s. Social activities throughout the year, supported by grant funding and hosted by various volunteers, outside agencies and local businesses, included a variety of parties and performances put on by the National Charity League, Tucson Prunes, Arizona School for the Deaf and Blind, St. Andrew’s Sisters, Merri Makers, Tucson Regional Ballet, Ironwood OB/GYN, Pima Partnership High School, the Board of Visitors and United Way, among others. This past year, we added animals to the mix with visits from the volunteers and animals of the Arizona Desert Museum and miniature horses from Little Hooves and Big Hearts.

Once again, United Way Days of Caring volunteers from Bank of America, Catalina and Sunrise Rotary Clubs, Davis Monthan Air Force Base, JC Penney, United Way, the University of Arizona, and UPS pitched in to give St. Luke’s a fall cleaning, inside and out, and hosted various recreational activities. Teams of devoted volunteers annually boost the efforts of St. Luke’s Home. For the 89th and 13th years, respectively, the 2008 Baile de las Flores and Sensa-tional Settings events successfully raised funds to support the services for our residents. The dedicated volunteers of the Board of Visitors staged an enchant-ing fiesta celebrated at the Skyline Country Club, high atop beautiful Tuc-son. Sensational Settings, organized by the volunteers on the Sensational

Settings Committee, sparkled as Tucson’s showcase event for perfect party ideas in its second year at the Jewish Community Center, Successful efforts by the Board of Trustees to retire the mortgage continued in 2008, as well, with gifts and pledges made in the amount of $55,000 leaving an approximate balance of $170,000 to be raised.

Thank you for your special contributions of time, talent and treasure. Because of you, St. Luke’s continues to thrive and carry on it’s time-worn Tradition of Serving.

TREASURER’S REPORT TO

THE 49TH Convention Of

The Episcopal Diocese of Arizona

Well we have survived another year. 2008 saw us faced with many new challenges. The chaos of a presidential election year and a plummeting economy were the tip of the iceberg. Our resources are dwindling and being stretched to their limits. But our challenges remained the same and our goals as clear as ever. We ended our year in the red by about 1.7% but were able to keep the reduction of our net assets to less than 1%.

For the first time in many years, we had several congregations come to the Finance Committee with requests for assessment relief. These requests came in the beginning of the year. It has been, and will continue to be, our position that relief cannot be granted at such an early date. We have asked these congregations to be patient and see how their years progress. We have reminded them of their call to be good stewards of their resources. We are mindful of their difficulties and stand ready to assist them if that need should arise.

Mindful of these difficulties, the Diocese itself has instituted a number of budget cuts

affecting programs across the board. A wage and hiring freeze has been implemented. A more difficult task has been to manage health care costs and we continue to struggle with this. The 2010 budget further reflects cuts in all areas of our mission. We continue to “juggle” our resources to maximize our effort to continue our goal of mission and avoid the trap of maintenance. The Diocese is committed to our goal of being mission-driven and strives to maintain this attitude while being faced with new and unexpected challenges. An independent audit of our financial position as of December 31, 2008, and the related statement of activities, changes in net assets, cash flows and functional expenses for the year then ended has been completed. A copy, including the auditor’s report and opinion, will be included in the Journal for the convention. As we continue to work through these difficult times, I would like to thank all the members of the Finance and Investment committees who devote an extraordinary amount of time, resources and their hearts to guiding the Diocese. Remember them and all our volunteers in your prayers.

Thank you to Bishop Smith and all the staff who not only devote time, but a part of themselves, to the care and nurturing of your Diocese. It has been another difficult year. It is comforting to have such a group to keep us directed toward our “mission”.

REPORT OF THE WORLD MISSION/COMPANION DIOCESE PROGRAM GROUP TO THE ANNUAL CONVENTION OF THE EPISCOPAL DIOCESE OF ARIZONA

OCTOBER 16 and 17, 2009 CONVENER: The Rev. Glenn B. Jenks

WORLD MISSION ACTIVITIES: In the early part of this year this Program Group was asked to make disbursements of Millennium Goal Development Funds on behalf of the Diocese of Arizona. In that regard we made a grant of $5,259 to MEA Foundation in Dar es Salaam, Tanzania for use at the Buguruni Anglican Health Centre in Dar es Salaam. The clinical and community health education programs of Buguruni Anglican Health Centre satisfy the follow MGD Goals: GOAL 3: Promote Gender Equality and Empower Women GOAL 4: Reduce Child Mortality GOAL 5: Improve Maternal Health This Program Group also made a grant from our own budget of $1550 to The Episcopal Diocese of Central Ecuador for use at the Children’s Day Care Center and Health Clinic at El Cristo Librador Parish located in the Comite del Pueblo area of Quito, Ecuador. COMPANION DIOCESE ACTIVITIES The Diocese of Arizona has two dioceses with which we are establishing Companion Diocese relationships: The Anglican Diocese of Dar es Salaam, Tanzania, and the Episcopal Diocese of Western Mexico Diocese of Dar es Salaam Our Companion Diocese Relationship with the Diocese of Dar es Salaam is still in the process of formation due to the issues that have generally influenced the relations between the American and African. However, in addition to the MDG grant noted above, we also arranged for two Gospel Books and two Lectionaries to be sent to the St Mark’s Episcopal Seminary in Dar es Salaam, Tanzania. We have also developed a sub-group called: The Phoenix-West Valley/Dar es Salaam Ministry. This is a group of churches in the West Valley that conduct their own programs of support for the Diocese of Dar es Salaam. Episcopal Diocese of Western Mexico We have been working on finding ways to work with the Diocese of Western Mexico. The Rev. Enrique Cardena, Vicar of San Pablo, Phoenix attended the Annual Convention of the Diocese of Western Mexico as a representative of the Diocese of Arizona and this program group. At that convention a motion was approved endorsing the Companion Diocese relations between our two dioceses.

Youth Department Annual Report

Youth Director areas of Influence, Goals, explanation & Progress, 2009

1. Youth Directors: Build a community of youth directors. Plan, purpose and result: a. Monthly youth director/youth program committee day: Youth directors meet to pray, share expertise,

network, plan, & play. These encourage and sharpen our youth directors both professionally and as spiritual leaders.

b. Held first diocesan youth workers retreat for fellowship, spiritual growth and team building.(Feb) c. Participate as a group in national ecumenical training events to sharpen youth directors and youth

leadership teams. National Youthworkers Convention (October), Urban Youth Workers Conference (November)

d. Create a “summer camp assignment” for full-time youth directors during the 2 ½ weeks of youth camp in which diocesan paid youth directors worked together to build the community of youth directors, young adult counselors.

2. Students: a. Develop an annual calendar of quality, creative, diocese-wide youth events. Called “flashmob” events

(code for “high school students”). These quarterly events address a wide variety of needs including group building, service, and personal spiritual formation. High school is the group that the church is having the most difficult time retaining. We want to send a message to high school students, to quote one youth director: “that high school is the ‘crown jewel of our youth ministry.’”

b. Develop Az. Council of Teens: Began a Youth commission to develop spiritual leadership of HS students by having them run a diocesan jr. high program.

3. Youth Camping: Develop youth camping philosophy and implement program designed to build participation of youth in parishes. a. 5 goals of diocese Youth Camping: 1) introduce kids to a lifelong and life-changing walk with Jesus &

build faith in those already walking with Jesus 2) Use the language of youth at camp so that students can use camp as an evangelism tool for not-yet-churched friends 3) build parishes by building youth groups 4) develop young adult counselors as Christian leaders 5) develop diocesan youth director team

b. Building toward a model of “taking” kids rather than “sending” them to camp where possible. c. Added a high-energy component to broaden opportunity for youth to engage and discover faith and its

implications for life. d. Changed HS/Jr high camps to beginning of summer to accomplish spacing for mission trips and build

community and momentum in youth groups prior to mission trips and help parish youth programs utilize camp as a “launch pad” for the ministry year.

e. Moved to age appropriate camp schedule… separate youth camps and children’s camps. f. Staffed for spiritual growth of entire camp team: Head counselor to supervise, pastor, be a resource

for counselors. Implement daily counselor mtgs to help counselors know what/why of the day’s program, how to utilize messages in cabin time and have pull out time to be college students with one another.

4. Young Adults: Care and encouragement of college (Canterbury) and young adult ministry and ministers around the diocese. (all chaplaincies now full, ASU Downtown: active)

5. Parishes: a. Help parishes fill youth director positions: (several positions open in 09) b. Help parishes move to a missional model of youth ministry through parish visitation and the

development of tools and training. (ongoing) 6. Liaison to the broader Christian community by maintaining friendships, presence with other

individuals, organizations (Catholic diocese, Grand Canyon U, Urban Youth Workers Inst., National Youthworkers Network, parachurch contacts, etc.) and outside speaking engagements. (ongoing)

7. Experiments: Started a missional Multi-ethnic church for youth and young adults from un-churched backgrounds: St. Judes. Current attendance 50-60 per week. Developing Christian leadership among young adults. Men’s and women’s Bible studies, college students leading a high school discipleship group (20+ students), developing creative liturgies and introducing a non-Episcopal audience to the Episcopal Church.(ongoing)
