County Landfill InformationLa Crosse County’s public drop-off site at 6500 Highway 16 is available for use by homeowners, renters, and businesses located around the region. There are numbered and labeled containers available. All customers must drive on to the scale. The attendant at the window will give you instructions. For unloading materials you must provide your own labor.

No Salvaging. Once waste is in the container, it cannot be safely removed.

Only people authorized by site attendants may use the facility. Security cameras are in use, and violators will be referred to law enforcement.

What Can Be Dropped Off?Large Items: Furniture and furnishings including upholstered items, general household waste, toys, bikes, grills, lawnmowers (without gas and oil), mattresses, stoves, hot water heaters, washers, dryers, small appliances, etc.

Demolition/Construction Debris: Wood, drywall, doors, windows, sinks, toilets, tubs, roofing, bricks, carpets, tile, and flooring.

Garbage: Normal household waste like bagged waste, paper, and food waste.

Other: Yard waste/grass clippings, shingles, brush, and animal carcasses.

Tires: Accepted at a higher fee.

Freon Items ($20 fee): Refrigerators, dehumidifiers, air conditioners.

What Cannot Be Dropped Off?The landfill public drop off area does not accept Household Hazardous materials. Hazardous waste can be dropped off at our Household Hazardous Waste facility (See information on back page).

Safety on local roads and at the Landfill is a top priority. Materials not secured properly can fall out of trailers or vehicles, posing a risk for others.

Because of this, La Crosse County Ordinance requires waste loads to be tarped and secured when delivered to the Landfill site on Highway 16.

If you plan to use the citizen dropoff area, think ahead. Make sure you have the right vehicle and materials to secure your load.

Beginning January 1, 2017, the County will charge $5 for loads that are not tarped or secured correctly.

For missed pick ups of trash or recycling, please call your waste hauler or municipality.

SNOW/ICE REMOVAL NOTICE: All sidewalks shall be cleared of snow and ice within 24 hours after the snow ceased to fall or within 24 hours of the formation of ice, and cause the same to be kept clear from snow and ice, provided that in case the snow shall continue to fall for some time, it shall be removed as soon as practicable after it has ceased to fall and provided that when the ice formed upon any sidewalk so that it cannot be immediately removed, the person herein referred to shall keep the ice sprinkled with salt, an ice melt product, or sand. No person in the course of removing snow or ice from any private property shall cause or permit the snow or ice to be placed or left on any public way, including any public sidewalk or roadway. (Ordinance 5:04(J)

No other notices will be sent. If the Village finds that a sidewalk is not in compliance, you will be charged for removal each time snow or ice is removed from the sidewalk by Village employees according to the provision set forth in Ordinance 5.04(L). Your cooperation is appreciated!

Unacceptable TrashConstruction materials

Items include: roofing materials, bath tubs, shower enclosures, windows, siding, sheet rock, lumber, brick, concrete, asphalt, and kitchen cabinets.

Hazardous materialsCleaners, solvents, gasoline, oil, or other toxic, corrosive, explosive, or high-ly combustible materials may not be placed in the regular trash. Refer to the front page to see which hazardous materials are accepted at the La Crosse County Household Hazardous Materials Site. If in question, call the facility for a recommendation at 608-785-9999.

Vehicle partsVehicle parts and other metal weighing 10 pounds or more will not be collected. Take such items to a salvage yard.

2017 VILLAGE OF WEST SALEM GUIDELINES FOR REFUSE & RECYCLING COLLECTION

Recycling of Large Articles, Appliances, and Tires, Yard & Garden Waste, Tree Limbs & Brush, and Christmas Trees

Yard & Garden Waste VILLAGE RESIDENTS ONLY

Yard Waste Disposal Site: You may dispose of leaves, grass clippings and garden waste ONLY – NO GARBAGE OR DEBRIS – on West Avenue North just north of the Village Garage. Bags and containers must be emptied and disposed of properly in garbage cans provided at the site.

These materials may be left at the yard waste disposal site at any time during daylight hours. This area is for your convenience, please do not abuse it by leaving household trash or other unacceptable materials.

PLEASE – Brush, branches or limbs are accepted at the yard waste disposal site only. DO NOT place in grass or compost site. Violators will be ticketed.

No person shall permit grass clippings from mower swaths to remain upon sidewalks, street pavements, gutters of any public street, or on abutting property not owned or occupied by said person. Placing these items in the gutter may create problems with our storm water system and may cause a backup.

Tree Limbs & Brush ( on calendar) VILLAGE RESIDENTS ONLY

Brush chipping is a service to Village residents and is to be used on an occasional basis such as spring cleanup and/or storm damage. The service is not to clear woods, remove large trees or clear building sites. It is not for larger properties with many trees to use on a constant basis. Properties repeatedly using this service will be notified that their brush will not be chipped.

The Village collects tree limbs and brush curbside on the 1st and 3rd Tuesdays of each month from April through October. Tree limbs and brush may not be placed on any boulevard for regular Village pick up more than 5 days prior to the scheduled pick up date. Violators will be ticketed for littering on public right-of-way. (see calendar opposite). Please follow these guidelines:

• Brush must be cut less than 12 feet long and cannot be thicker than 6 inches in diameter. Disposal of brush in excess of 6 inches diameter is the homeowner’s responsibility. Branches shorter that 24 inches and less that ¾ inch in diameter should be taken to the yard waste disposal site.

• Brush and tree limbs should be placed curbside no later than 7:00 am on collection days, and must be neatly stacked with stems pointing in one direction. Tree limbs and brush may also be bundled tightly.

• Residents are allowed to place 2 medium-sized piles no more than 4 feet high for scheduled pickups. Disposing of tree limbs and brush in excess of this amount is the resident’s responsibility. If a resident hires a private tree service to assist with brush clearing, the tree service is responsible for disposing of the material. The Village of West Salem does not allow private tree services to use the Village disposal site.

• Tree stumps, roots or shrubs with intact root balls will not be collected and disposal of such is the responsibility of the resident.

OUTDOOR BURNING

RESTRICTEDThe Village of West Salem

Code of Ordinances prohibits burning yard waste/trash within the Village of West

Salem.

Garbage will be picked up weekly on Mondays and Tuesdays. Recyclables are picked up bi-weekly. Please refer to the map on page 3 to see your day of collection. Garbage and Recyclables must be placed in the carts from Hilltopper Refuse and Recycling Service Inc. These are the ONLY containers that are picked up. Carts have a 10 year warranty from the manufacturer. If they lose a wheel, if the lid comes off, or other “normal” repairs, the cart will be repaired or exchanged by Hilltopper Refuse and Recycling Service. There is no cost to the resident for these types of “normal” repairs.

Additional GarbageGarbage set beside the cart, put out in bags or a can, will not be collected.

You can wait and put the extra trash in the cart for the next collection, or haul it yourself to the La Crosse County Landfill or Hilltopper. Both charge a small fee for disposal. If you intermittently have additional trash, you may purchase stickers from Hilltopper for additional bags of trash. These stickers must be paid for in advance, placed on the bag, and set next to your cart for pick up. If you find you need more than one cart, contact Hilltopper Refuse and Recycling at 783-6727 and make arrangements to have an additional cart delivered. There is an additional annual charge for the second cart. You will be billed directly by Hilltopper.

Placement of CartsPlace carts at least 3 feet away from obstacles, including, but not limited

to: Other carts, mailboxes, power poles, etc. Place carts within 2 feet of the surfaced edge of the road with the arrow on the cover pointing toward the road (wheels facing away from the road). Carts should be set out by 5 AM on collection day. Carts must be placed on a level surface with the covers reasonably shut for collection.

Do not put grass, leaves, brush, recyclables, electronics, computer components, demolition, or construction materials in the cart. Information on disposal of these items is contained in another part of this publication.

Large Article Pick-UpLarge article pickup service is not provided by the Village of West Salem.

Residents must contract on their own for collection or disposal.

The La Crosse County Landfill has a citizen drop-off site at 6500 Hwy 16 also. See front cover for additional information. There is a small fee for large articles at drop-off.

White Good & E-WasteAppliance and tire pickup service is not provided by the Village of West Salem.

Fire Hydrant Flushing ( on calendar)

Fire hydrants will be flushed April 17-21 and September 18-22. During this time rusty or discolored water may be noticed, which is only temporary.

Christmas Tree PickupChristmas trees are collected curbside during the month of January only. Please

remove tinsel, ornaments, lights, etc. Trees placed in bags will not be picked up.

by 5:00 a.m., and placed at least 3 feet apart.

Curbside Trash Guidelines

Garbage is collected every Monday and Tuesday and Recycling is picked up every other Monday and Tuesday. (Please see calendar below.) Your pickup day may be delayed one day in the event of a holiday.

ALL of Garland Street and NORTH of Highway 16 extended west of West Avenue will be picked up on Mondays.

Residences located South of this line will be picked up on Tuesdays.

Both garbage and recyclables should be curbside by 5:00 a.m. and placed at least 3 feet apart. See Page 2 for details.

How to Prepare RecyclablesGLASS: Jars and bottles only! • NO light bulbs, dishes,

glassware, window glass, mirrors, or ceramics.

• Remove lids and metal rings, empty, and rinse clean.

TIN CANS: Empty food, paint, aerosol cans only!• NO chemicals, scrap metal, or

vehicle parts.• Empty, rinse clean, and

remove labels. Ends of cans can stay attached. Flattening of food cans is appreciated.

ALUMINUM: Cans only!• NO food or pie

plates• Drain liquid and

rinse cans clean. Flattening is

appreciated.

PLASTIC: Bottles only! • NO plastic packaging, ice

cream buckets, food contain-ers, or Styrofoam.

• Look for #1 thru #7.

• Rinse clean; discard cap.

CARTONS: Milk, juice, broth, soup, and other food & beverage cartons • What is a carton? It’s a type

of food and beverage packaging. There are two types: shelf-stable (broth, soup, soy milk, juice, milk, wine) and refrigerated (milk, juice, cream, egg substitutes).

• Drain liquid.

Additional Acceptable materials for recycling include:Newspapers (including shiny inserts), magazines, phone books, office paper/white paper, fiberboard (cereal boxes, soda cartons, beer cartons, etc.)

and corrugated cardboard.

Place recyclable glass containers, steel cans, aluminum cans, plastics #1 through #7, cartons, paper, newsprint,

fiberboard and corrugated cardboard together loosely in the recycling cart with the blue or yellow lid.

E-Waste Recycling

Certain Electronics are BANNED from disposal in Wisconsin landfills or incinerators and MUST be recycled.

E-Waste and Appliances accepted at the Household Hazardous Materials Facility:

• TVs $• Computer monitors $• Microwaves $• Small Freon containing appliances (dorm size refrigerators,

window ac units, dehumidifiers) $• Small countertop appliances (coffee makers, toasters, paper shredders etc.) $• Any devices that plug into a TV (VCR, DVD player, gaming

consoles, cable TV receiver, etc.)• Desktop computers, laptops and tablets• Computer accessories that connect to a computer

(keyboards, mice, scanners, printers, external hard drives, circuit boards etc.)

• Fax machines, telephones, copiers, CB and ham radios• Stereo receivers and radios• iPods, cell phones and digital cameras

TVs and other electronics that have been salvaged or disassembled will be charged a fee per pound.

NON-HOUSEHOLD USERS?Many businesses and organizations, including orchards and farms, in-home businesses, rental properties, churches, schools and municipalities generate small amounts of hazardous waste and are looking for an efficient means to dispose of such items. The current agreement between La Crosse County and all participating municipalities mandates that qualifying businesses and organizations must pay for the disposal of their materials at the HHM facility.

Steps for small businesses and organizations:

1. Prequalification is required. Call 785-9999 or go to the program website at: http://www.lacrossecounty.org/solidwaste/hhm to get qualification information, pricing and forms.

2. Fill out and return the “VERY SMALL QUANTITY GENERATORS (VSQG) CERTIFICATION FORM” and theWASTE INVENTORY FORM”. The completed forms can be emailed to hhm@lacrossecounty.org

3. Once the forms have been submitted to and approved by HHM staff, we will call you to set up an appointment to drop off your materials. Businesses and organizations will not be allowed to drop off waste without an appointment.

Safe Transportation of Hazardous Materials

1. If possible, bring items in their original containers, or clearly mark contents on container. If you do not know what is in the container, tell the attendant.

2. Tighten all covers and lids. 3. NEVER MIX CHEMICALS! 4. If container is leaking, pack it separately in a leak-proof container (i.e. pail or tub)5. Do not load wastes in the passenger compartment of a vehicle. 6. Avoid spills. Put waste containers, upright, in a sturdy container and place them

securely in the trunk or back of a truck or van.7. Do not put different types of wastes into a garbage bag. 8. Read and follow all directions when you arrive at the Household Hazardous

Household Hazardous Materials (HHM) Facility Hours:

Need FREE household products, paints and stains, automotive products, or products for the lawn and garden?

Our ReUse Room is restocked daily with usable materials from the HHM Facility. All items are free for the taking, however donations are appreciated. You must be at least 18 years old and there is a limit of 50 items per year. The room is open during regular Landfill business hours and is located just inside the main Landfill Office.

Sharps and Needles“Sharps” from La Crosse County household users are accepted at the HHM facility FREE of charge. Sharps, including used needles, syringes or lancets must be brought to HHM in puncture resistant containers, with a secure cover. The only acceptable containers are: a registered, red “Sharps” container or a thick plastic laundry detergent bottle with a screw

type cap. Detergent containers should be labeled with the word “SHARPS” using a black, permanent marker. Be sure lids are closed tightly or locked.

NOTE: If the sharps are in a container other than those listed above (i.e. milk jug, soda bottle, coffee containers, bag, etc.), they cannot be accepted.
