1. INTRODUCTION

1.1 General 2018 SAFARI RALLY

The 2018 Safari Rally will be run in compliance with the 2018 FIA InternationalSporting Code and its appendices, the 2018 FIA Regional Rally Sporting Regulations, the KMSF (Kenya Motorsport Federation) National Sporting Regulations which comply with the FIA regulations and these Supplementary Regulations.

Modifications, amendments and/or changes to these Supplementary Regulations will be announced by numbered and dated Bulletins (issued by the organiser or the Stewards).

4. ENTRIES

4.1 Closing date for entries: 9th March, 2018

4.2 Entry Procedure

4.2.1 Any person who wishes to participate in the 2018 Safari Rally must send the attached application duly completed in block capitals to the FIA WRC Safari Rally permanent secretariat. 4.2.2 If this application is sent by fax or email, the original must reach the organiser no later than 5 days after the closing of entries, before the 14th March, 2018 at 1200hrs.4.2.3 The application form must be sent with the following documents: - Payment confirmation, - Copy of the 1st page of the Homologation of the car, - Copies of the competitor licences entrant, driver

and co-driver, - Copies of driving licences driver and co-driver, - Copies of IDs or passports driver and co-driver,- Copies of papers from the owner of the car and authorisation to use it if needed.

4.2.4 For foreign Competitors, drivers and co-drivers, authorisation must be given in accordance with Article 3.9.4 of the International Sporting Code. 4.2.5 No amendment may be made to the entry form except in cases provided for by the present Regulations. However, the Competitor may replace the car declared on the entry form by another from the same group and class up to the start of scrutineering. 4.2.6 At scrutineering, if a vehicle does not correspond in its presentation to the category and/or class in which it was entered, this vehicle may, on proposal of the FIA eligibility delegate, be transferred to the appropriate class after decision of the panel of stewards. 4.2.7 By signing the entry form, the Competitor and all crew members undertake to comply with all sporting prescriptions specified in the Code and to those of the present Regulations.

4.3 Number of competitors accepted & classes

4.3.1 Number of entriesThe number of entries is limited to 80 vehicles.The Organising Committee reserves the right to refuse the entry of a Driver, Co-driver or a Competitor (Art.3.14 of International Sporting Code of the FIA).

4.3.2 Classes and groups

2017 FIA Regional Rally Sporting Regulations

- Group N cars conforming to the 2017 Appendix J, Art. 254. - Super 2000 cars (conforming to the 2013 Appendix J, Article 254A). - Super 2000-Rally cars (conforming to the 2013 Appendix J, Art. 255A) fitted with a restrictor complying

with Art. 255A-5.1.1-b except for the following points: a) the maximum internal diameter of the restrictor is 28 mm, b) The external diameter of the restrictor at its narrowest point must be less than 34 mm. The diameter

must be maintained over a distance of 5 mm to each side of the narrowest point. The diameter of the turbo compressor restrictor may be revised by the FIA at any time without notice. - Regional cars - National cars

4.2 CLASSES OF CARS

4.3 ADDITIONAL PROVISIONS

- Cars homologated as Kit cars, where the capacity is between 1400 and 1600cc, may be accepted if they also comply with Article 255-6.2 “Weight” of Appendix J.

- Two-wheel drive cars equipped with a supercharged diesel engine with a nominal cylinder capacity of less than 2000cc are accepted in Groups A and N.

- For drivers entered with a Super 2000-Rally car complying with 2013 Appendix J, Art. 255A, it will be possible to use lapsed errata without any penalty.

- For Super 1600 homologated cars, it will be possible to use lapsed errata without any penalty. See also variations in each region.

- An FIA technical passport is mandatory for S2000, R5, Super 1600 cars. (optional for cars entered in a rally of an FIA Cup or Trophy)

4.4 NATIONAL/REGIONAL CARS

The following applies when an organiser admits ASN homologated cars: 4.4.1 They may use part or all of the itinerary as in the Championship. 4.4.2 They may choose to either use the officials appointed to the rally or appoint a separate panel of stewards, scrutineers and/or officials. 4.4.3 The cars shall run as a group/class after the last cars entered in a Championship rally. 4.4.4 The cars shall have their own classification and will not appear on any results of the Championship. 4.4.5 The cars shall never be shown in a joint entry list, classification (official or unofficial) and/or joint results of special stages during or after a Championship rally. Drivers entered in the national class shall always use a different entry form.

4.3.2.1 Cars homologated as Kit car, where the capacity is between 1400 and 1600cc, may be accepted if they comply with Article 255-6.2 “weight” of Appendix J. 4.3.2.2 Two wheel drive cars equipped with a supercharged diesel engine of less than 2000cc nominal cylinder capacity are accepted in groups A and N. For S1600 homologated cars, it will be possible to use errata expired without any penalty.For drivers entered with a Super 2000 rally car complying with 2013 Appendix J, Art.255A, it will be possible to use lapsed errata without any penalty.

4.3.2.3 Including vehicles whose registration has expired a maximum of 4 years previously.

4.3.2.4 Group N cars with a corrected cylinder capacity less than 2000cc had their approval accepted by the FIA for the region.

4.3.2.5 Only national Group S cars and SSV will be accepted by the Organizers.

4.3.2.6 Regional Rally Cars and Historic Rally Cars homologated by Motorsport South Africa will be accepted (Art 4.4 FIA Regional Rally Sporting Regulations).

4.4 Entry Fees

- With optional advertising proposed by the organisers: KShs 50,000.00 / USD 500.00

- Without this advertising: KShs 100,000.00 / USD 1,000.00

A crew will be eligible for scrutineering before the start provided it has fulfilled all of its obligations (financial, administrative) to the Organising Committee and/or to the Organizers.

4.5 Payment details

The fees must be paid at the latest by 9th March, 2018 into organisers bank account mentioning the names of the crew or at least the name of the first driver and the words “2018 Safari Rally”Details of the bank account can be received on demand directly from the Organiser, refer to Art. 2.3.

4.6 Refunds

4.6.1 Entry fees will be refunded in full: - To candidates whose entry has not been accepted - In the case of the rally not taking place

The Organizers may refund 50% of the entry fee to those competitors who, for reasons of “force majeure” (duly certified by their ASN before the scrutineering), were unable to start the Rally.

4.6.2 Refunds in the case of withdrawal The written declaration of the withdrawal of the crew must be submitted before the closing of the entries either by fax or by mail. Acceptance of the withdrawal will be sent for confirmation by the Organizers to one of the member of the crew. Full refund of the entry fees will be made by the Organisers within a period of 90 days after the end of the race.If the written declaration of the withdrawal of the crew comes after the publication of the entry list, the refund of 50% of the entry fees will be made by the Organizers within a period of 90 days after the end of the race.The Organizers will take into consideration the withdrawal only if they receive a written document.

5. INSURANCE

5.1 Entrants, Competitors’ and/or drivers’ attention is drawn particularly to the fact that Kenyan Law requires all vehicles driven on a public road to be insured against Third Party Risks. It is the Entrant’s, Competitor’s and/or Driver’s responsibility to ensure that they are properly covered.

5.2 Competitors and/or drivers take part entirely at their own risk. The Organiser declines liability in any accident caused by or to Competitors and/or Drivers and their vehicles during the whole of the event.

5.3 The Organiser also declines any liability for breach of Laws and Regulations of the Republic of Kenya. Competitors and/or Drivers will be entirely responsible for any accident or breach of laws in which they may be involved and will declare in writing to the Organiser particulars of any incident from which liability may arise and will indemnify the Organiser in regard to any liability to any person whatsoever.Special terms for Personal Accident, Third Party, Fire and Accident Damage insurance are available from the official insurers to the Organiser.

5.4 Competitors take part entirely at their own risk. Kenya Motorsport Federation as the organiser of this event declines liability what so ever in any accident caused by the competitors and their vehicles during the whole event

5.5 Responsibility and Risk

In exchange for being able to attend or participate in the event, Entrants agree:

i) to release KMSF, promoters, sponsor organisations, landowners and lessees, organisers of the event ,officials, representatives and agents from all liability for any death, personal injury, psychological trauma ,loss or damage howsoever arising from their participation in or attendance at the event, except to the extent prohibited by law;ii) to attend or participate in the event at own risk.

A Competitor and/or Driver will have no claim against the Organiser or owners of

Private property arising out of any act or default of or by them, their servants or officials, before, during or after the Rally

5.6 Accidents

Any accident which may give rise to a claim under any of the insurance covers must be reported in detail to the Secretary of the Event in writing within 7days of the finish of the last Day of the Rally.

5.7 Liability

Under no circumstances will any entrant, driver, service crew, or official admit any liability or sign any form of paper which may admit or imply liability in any accident or incident which may arise.

5.8 Insurance Cover

The insurance cover will come into effect from the official start of the rally and will cease at the official end of the rally or at the moment of retirement or exclusion of a competitor.

5.9 Service Vehicles

The service vehicles, even those bearing special plates issued by KMSF, are not considered as official participants in the rally. They are therefore not covered by the insurance policy of the rally and will remain the sole responsibility of their owners.

6.0 Public Liability

Amount: Kshs 1,000,000/-

6. ADVERTISING AND IDENTIFICATION

The Organizers will provide each crew with two front door panels, one rear window panel, two competition numbers for each rear side window, driver’s surname with national flag, one roof panel and one front panel. These items must be affixed to their car in the positions indicated in Appendix IV, to be affixed before scrutineering.

The advertising space on the numbers and the rally plates belongs to the Organizers. This advertising is compulsory. (Art 18.1.2 FIA Regional Rally Sporting Regulations).

Any cutting, damaging or additional advertising on numbers or rally plates will give the following penalty: start refusal or exclusion.

A “Caution Left Hand Drive” sign is to be affixed to the rear of all left hand drive Vehicles

7. Tyres

The use of slick, studded or spiked tyres is prohibited under pain of exclusion.Drivers must use moulded tyres, in accordance with the FIA rules.

In addition, in accordance with the FIA Sporting Regional RalliesChampionships Regulations concerning the use of tyres, the quantity of tyres that may be used is unlimited.

8. Fuel

8.1 The use of FIA approved Race Fuel, commercial pump fuel & Avgas are permitted

8.2 Competitors are entirely responsible for providing and distributing their own fuel throughout the event.

8.3 All refuelling will be carried out in designated refuelling zones in the service parks during the allocated liaison, transport section times.

8.4 All cars must have a minimum fuel autonomy enabling them to drive at least 100km including competitive sections

9. RECONNAISANCE

9.1 Procedure for Registration

Before the start of reconnaissance,each crew must be registered by the Organizers and sign a document detailing the vehicle that will be used during the reconnaissance. A distinctive sign, given at registration, must be affixed to the vehicle at the level of the windshield during all the reconnaissance (windscreen sticker). Used vehicle must conform to article 25.1.1 of the FIA Sporting Regional Rallies Regulations.

9.2 Specific restriction and national speed limit on the competitive sections

During the reconnaissance the number of passages on the competitive sections is limited to two. Each crew will be issued with a reconnaissance card valid for the passages through each competitive section. This card must be carried in the reconnaissance vehicle and must be shown and endorsed by an official at the start and finish of each competitive section during reconnaissance.

9.2.1 Speed limitAll reconnaissance of the rally route has to be done at reasonable speed in accordance with the traffic rules.All reconnaissance operations for all the crews may only be carried out using series production cars complying with the specifications defined in the FIA Sporting Regional Rallies Regulations, art 25.1.2.

9.2.2 Any infringement will result in a penalty as ruled by art. 12.1 and 12.2 of the International Sporting Code: - 1st infringement: convocation by the Clerk of the Course

- 2nd infringement: a cash penalty of Kshs 50,000.00 / USD 500.00

- 3rd infringement: a cash penalty of Kshs 100,000.00 / USD 1,000.00 with a transfer of a file to the KMSF (2 & 3 are cumulative)

- 4th infringement: decision by the Stewards of the Meeting

9.3 Reconnaissance schedule

For all the crews, the reconnaissance schedule is:

Wednesday 14th March 2018 & Thursday 15th March 2018 (refer to 3.0)

It is strictly forbidden to recce at any other time. Checks will be made by the Authorities and the Organizers.

11. SCRUTINEERING, SEALING & MARKING, TRACKING DEVICE

Any team taking part in the Rally must arrive at scrutineering with its full crew racewear and car in accordance with the published timetable. Any car reporting to the scrutineering are a outside the prescribed time limits will not be allowed to start, excepted in the case of “force majeure” duly recognised as such by the Stewards.

11.1 Venue: refer to 2.8

Timetable: Scrutineering schedule shall be announced via bulletin.

11.2 Mudflaps

The use of Mud flaps and Window tint/film is mandatory, in accordance with FIA International Sporting code, Appendix J, Article 252.7.7 and 253.11

11.3 Window/nets

A windshield made of laminated glass is compulsory (Appendix J Art. 253.11)

11.4 Driver’s safety equipment

All drivers and co-drivers must wear flame-resistant clothing including underwear, helmets and frontal head restraint. (FIA Appendix L Chap III art 2).Approved neck restraint devices and flame resistant clothing will be checked at scrutineering.

11.5 Noise level

For all cars the maximum noise level admitted is 94dBA to 103dBA (Appendix J art 252.3.6).

11.6 Safety Tracking Equipment

All competitors must make provision in their cars (brackets correctly secured) for the installation of a Safety Tracking System (FIA ARC Art. 40.6).

12. OTHER PROCEDURES

12.1 Ceremonial Start

All crews members must be present at the Ceremonial Start by 1030hrs Friday 16th March 2018, KICC, in front of the start ramp.

12.2 Podium procedure

The podium ceremony will commence 1300hrs Sunday 18th March 2018.

The competitor placed third in the general classification will drive to the designated area and park on the left. The crew will mount the rostrum and be presented with their trophies and then wait for the two following crews.

The second and first placed competitors will follow the same procedure but park on the right and centre respectively. Once all trophies have been awarded, the six crew members will return to their cars where all will be presented with champagne.

If the results have been declared final the crews and their cars are then free to leave.Thereafter the first competitor in the two-wheel-drive category followed by the remaining crews in order of classification will pass the podium.

In the event of the results not yet being declared final all cars must be returned to the Parc Fermé.Drivers will be allowed to take their cars out of the “Parc fermé” only after it will be declared “open” and after the publication of the official results.

12.3 Permitted early check-in

At the Time Control at the end of a day and at the end of the event, The Crews are authorised to check in early without incurring any penalty. However, the time entered on the time card will be the scheduled time of the rally, not the actual time (Art. 33.2.11 FIA Regional Rally Sporting Regs).

12.4 Starting orders

12.4.1 The starting order will be determined by the African Rally Championship seeding system based on special stage times and in every country where the ARC is held the locally top seeded driver will start first where appropriate. A further rotation of the top 4 drivers registered for the championship may be implemented where appropriate. As per Art 45.2, FIA Regional Rallies Sporting Code.

12.4.2 The start order for subsequent Legs shall be based on the classification at the finish of the final special stage of the previous Leg excluding any super special stage if run at the end of the Leg. For the purpose of enhancing live TV coverage, the championship promoter may request the running order of the cars to be changed at the end of a leg.

12.4.3 All cars will start at three-minute intervals

12.4.4 There is no re-start possibility after retirement, As per Art 46, FIA Regional Rallies Sporting Code

12.5 Electronic start system

The electronic start system will be clearly visible to the crew from the start line and maybe display as a countdown clock and / or a sequential light system.The cars will take their place on the starting line following the controller’s instructions.

12.6 Special procedure

12.6.1 Procedure in case of incident or accident Each competing car shall carry a red “SOS” sign and on the reverse green “OK” sign measuring at least 42cm x 29.7cm (A3). In the case of an accident where urgent medical attention is required, when it is possible, the red “SOS” sign should be immediately displayed to the following cars and to any helicopter attempting to assist. If a crew see the red“SOS” sign displayed or a car that has sustained a major accident with both crew members inside and no“SOS” sign displayed,he must immediately and without exception stop to give assistance.

The second car at the scene will proceed to inform the next radio point. Subsequently, the cars must leave the road clear for emergency vehicles.

Any crew who is able but fails to comply with this rule will be reported to the Stewards who may impose penalties in accordance with the International Sporting Code. In the case of an accident not requiring immediate medical intervention, the green“OK” sign must be clearly shown by a crew member to the following vehicles and to any helicopter attempting to assist. If the crew leaves the vehicle area, the “OK” sign must be displayed so that it is clearly visible to other competitors.

12.6.2 Each competing car must carry a red reflective triangle. If the car is stopped or involved in an accident in a competitive section, this triangle must be placed at the side of the road in a conspicuous position by a member of the crew, at least 50 meters before the car’s position, in order to warn the following drivers. This triangle must be placed even if the stopped car is out of the road.

Any crew failing to comply may be subject to a penalty at the discretion of the Stewards.The road-book contains a page giving the accident procedure; any crew retiring from the rally must report such retirement to the Organizers as soon as possible:

All competitors retiring from the event have to hand in their time card at the nearest control point. Failure to do so will entail a penalty of USD 250 minimum.

12.7 Official time used during the rally

12.8 Traffic

Throughout the entire Rally, competitors must strictly observe the traffic laws. Any infringement to the traffic laws established by the qualified Police Authorities or Officials of the Event shall be subject to penalties. The infringements are communicated by police report in writing to the Organizers.The penalties for infringement of traffic laws will be as follows: - 1st infringement: cash penalty of USD 500 - 2nd infringement: 5 min. time penalty = 300 seconds - 3rd infringement: exclusion from the Rally

Repairs- Refuelling The Service Park is located in Lake Naivasha Spa Resort & Soysambu

12.9.1 Service is forbidden outside the Service Park (see road-book and itinerary appendix I).

12.9.2 Two service vehicles are allowed per entered car. They must stay inside the service zone designed for the crew’s car. “Assistance” and “Auxiliaries” plates have to be applied on these vehicles. These items will be given at the same time as the competition numbers.

12.9.3 Speed is limited at 30 km/h within the Service Park and 5 km/h within Refuelling areas.

12.9.4 During repairs, the use of a floor cloth and the proximity of an operational 5kg fire extinguisher are compulsory.

12.9.5 Only two members of the crew are allowed in refuelling zone during refuelling operation.

12.9.6 Service is forbidden during competitive sections or any area that the Organizers specify as prohibited, on a pain of penalty up to the exclusion of the competitor. 12.2.7 Air assistance and/or air communication are forbidden (Art. 48.3 FIA ARC Sporting reg).

12.9.8 Outside the service parks all repairs must be carried out exclusively by the crew, using only equipment carried aboard the competition car (Art. 48.1 & 48.2 FIA Regional Rally Sporting Reg).

12.9.9 Crews are forbidden, under pain of exclusion, to deliberately block the passage of competing cars or to prevent them from overtaking or to behave in an unsportsmanlike manner.

12.9.10 “Judges of Fact” (FIA International Sporting Code Art. 11.16) will be in charge of checking all prescriptions in relation with Service Rules and Service Parks. Special attention will be paid to the observance of speed limit in the Service Park and Refuelling areas. Any infringement will result in a penalty that may go as far as exclusion.All the officials named in the supplementary regulations except the stewards of the meeting are judges of facts.

12.9.11 Infringement of the service rules are penalised by the Stewards in accordance of Art.12.2/12.3 of the International Sporting Code.

12.10 Results

The overall results will be established following Art. 54.1 of the Regional Rally Championship Sporting Regulations.

At the end of each Leg a partial unofficial classification will be published and posted on the notice board located at the HQ of Lake Naivasha Sopa Resort

13. IDENTIFICATION OF OFFICIALS

All Officials, Organizers, Sponsors, Team managers, Service Crews and Competitors will be issued with either ID Cards and/or passes for the event.Some of the officials will wear identification chasuble with the following identifying colours:

5.2.2 The safety plan specifically addresses issues in each of the following areas: - safety of the public, - safety of the competing crews, - safety of the officials of the rally. and includes: - details of where the rescue services are stationed, - instructions for intervention, - evacuation routes, - the hospitals which have been contacted and which would be used in the event of an emergency.

5.2.3 In the event of a mass or repeated accident exceeding the capabilities of the medical service on site,

contact should be made beforehand with the person in charge of the emergency plan drawn up according to the legal provisions of the country concerned. The hospitals selected should be contacted in writing, no less than 15 days before the rally, requesting that the emergency services be placed on standby.

5.2.4 Chief Safety Officer

A Chief Safety Officer will be appointed in the regulations of the rally. He will belong to the organising committee and will take part in the devising of the safety plan. During the rally he will be in permanent communication with rally control, the Chief Medical Officer and the start of each special stage (by telephone or radio). He will be responsible for the implementation and enforcement of the safety plan.

5.2.5 Special Stage Safety Officer

Each special stage will have a safety officer who will assist the Chief Safety Officer. The special stage safety officer ensures that the special stage is inspected and certified in conformity with the safety plan prior to the passage of the zero car.

5.2.6 Officials and marshals

Organisers should ensure that, in performing their duties, officials are not required to place themselves in danger.

It is the organiser’s responsibility to ensure that officials are adequately trained in this regard. The personnel should wear identifying tabards. The recommended colours are: • Safety Marshals: Orange • Safety Officer: Orange with white stripe and text • Post Chief: Blue with white stripe and text • Media: Green • Stage Commander: Red with text • Competitor Relations Officer: Red jacket or red tabard • Medical: White • Radio: Yellow with blue mark • Scrutineer: Black

5.3 DESCRIPTION OF THE ELEMENTS OF THE MEDICAL AND RESCUE SERVICES 5.3.1 General

The medical and rescue services provided should comply with the prescriptions contained within this chapter. They must also fulfil the legal requirements in force in each country concerned. These prescriptions apply to all international rallies. For the WRC, the prescriptions indicated below are strictly mandatory and may on no account be of a conditional nature. These prescriptions do not apply to private testing. On the occasion of any international rally, the FIA has the power to check the organisation of the medical services at any time. Technical medical information and essential practical instructions are provided in a recapitulative table at the end of this Appendix.

14. PRIZES

14.1 Prize giving

Prize giving will take place on Sunday 18th March, 2018All the members of the crews must be present at the prize giving. Crews who are not present at the prize giving may forfeit their prizes; however, the final results will not be modified.

14.2 ARC list of prizes and cups

The crews will be awarded following the overall result:

- 1st, 2nd and 3rd driver and co-driver - 1st 2-WD Cup - -  1st Women Cup

All finishers may receive a finishers’ award.All competitors who have taken the start of the rally will receive a commemorative plate or certificate.

15. FINAL CHECKS AND PROTESTS

15.1 Final checks

For the cars classified in1st, 2nd and 3rd position, the final checks have to be attended by the mandated representative of the competitor and two mechanics with their necessary tools. They must be present at the start of the final checks. Location for final checks: Lake Naivasha Sopa ResortEvery car reaching the Parc Fermé may be subject to a final check (horn, windshield, turn signal, lights...).A sum of KShs 5,000/ USD 50 should be required for each anomaly noticed.

15.2 Protests

15.2.1 Lodging a protestAll protests and/or appeals must be lodged in accordance with Art.13 and 14 of the International Sporting Code.

15.2.3 Protest depositThe protest deposit is 1.000 €. 15.2.4 DepositIf a protest requires the dismantling and re-assembly of a clearly defined part of the car, any additional deposit will be specified by the Stewards upon a proposal of the FIA Technical Delegate / Chief Scrutineer.For a protest involving the whole car, deposit:1.500 € for class RC2 (Group N) and 2.500 € (Group A and other Groups).

15.2.5 ExpensesThe expenses incurred in the work and in the transport of the car shall be borne by the claimant if the protest is unfounded, or by the competitor against whom the protest is lodged if it is upheld.If the protest is unfounded, and if the expenses incurred by the protest (scrutineering, transport, etc.) are higher than the amount of the deposit, the difference shall be borne by the claimant. Conversely, if the expenses are less, the difference shall be returned.

15.3 Appeal fees

The amounts of the appeal deposits will be:• International appeal (FIA): 12.000 €• National appeal (KMSF) : 900 €

APPENDIX II: RECONNAISANCE SCHEDULE

The Organiser received the authorisation from the National Authorities under condition that reconnaissance should only be allowed on:

Wednesday 14th March 2018 from 6:00 to 18:00 Thursday 15th March 2018 from 7:00 to 17:00

During the reconnaissance, the number of passages on the competitive sectors is limited at 2 (two). The number of passages must be checked by an Official on the Passage Control Card.

It is strictly forbidden to recce at any other time. Checks will be made by the Authorities and the Organizers.
