EARTH-KEEPERS
We stand at a critical momentin earth’s history, a time whenhumanity chooses its future.Astheworldbecomes increasinglyinterdependent and fragile, thefuture at once holds great periland great promise. Lookingto the distant future gives usa warning for the present: ouractivities have already left asignificant footprint on theplanet,andnotaflatteringone.Is this how future generationswillrememberus?
Beginning with our own lives,within our own families, andwithin our own profession andorganization, we should focuson being living examples of thevalues we want to pass on toour families, our community, andour country. By changing ourrelationship with the Earth andconnecting directly with nature,we understand that our everydecisionaffectstheEarth’sabilityto support life. By “building” anewgeneration of conscientious,inspired individuals who will beour future decisions makers, weare insuring a new way of howthenextgenerationrelatestotheEarthsotheydon’tmakethesamemistakes our generation made.
We take these principles outinto our community to rallyyouthandadultsaroundcriticalissues, seeking to open thehearts of policy-makers witha simple message that helpsthem realize how their politicaldecisionsaffectthefutureofallchildren,thusencouragingthemtobecomeleadersthemselvesinthe areas of sustainability andenvironmental responsibility.We all need to live as if thefuturematters!
Todaybeginsagreatopportunityto remember that the locationswe choose for homes,commercialbuildings,andotherkindsofdevelopmenthavelong-termenvironmentalimplications.Our decisionsmust protect thequalityofourair,waterandlandresources while ensuring thatfamilies, businesses and wholecommunitiesthrive.
ORGANIZATION-MOVERS
The whole is greater than thesum of its parts. Perhaps, nootherprofessioncanunderstandthismorethanusarchitects.Oneillustration that can be used isthatofahouse.Each“part”—thedesign,concrete,wood,fixtures,paint,roofing,etc.andeventhelabor — has its own value. Butputting the parts together inone place at one time into thefinalproductescalatesthevaluegeometrically.
Similarly,theUAPisblessedwithmemberswith a great diversityofgiftsandcharisms,allofwhomhave gathered together for ournoble profession. However, westillhavea longroadtotaketorealizeourcollectivevision.We,in both capacities as leader orfollower, must learn more andmore to work together as oneteam, as one organization, sothat the best and brightest ofourgiftswill liftusupandraiseourmissiontoahigherstandard.
AstheIntegratedandAccreditedProfessional Organization ofArchitects, members of theUAP are tied to one another—boundtooneanother.WemustconstantlyremindourselvesthatthemissionwehaveintheUAPis a communal one. Therefore,bound by one commonmission,wecanchoosetohelpone another up, or drag eachotherdown.
NATION-BUILDERS
The future of a country dependsupon itscitizenswhoneed tobewell-educated,skilledandtrainedto get the goal of progress anddevelopment by fighting allodds. To be patriotic architects,we need to take more tangiblesteps to polishing the skills ofthe profession by providing themembers of the UAP a platformto explore the innovative ideasof theirmindandshowcase theirtalents,tohaveaccesstomodernresearches, theories and otherinformation, and to enhance theconfidence prerequisite to excelineveryfield.
After all, we architects see thebig picture. Are we not speciallyeducated to help clients definewhat they want built, to presentoptions they might never haveconsidered, and to help themget the most for their valuableinvestment? We don’t justdesign four walls and a roof —we create total environments,both exterior and interior, thatare functional and dynamicplacesinwhichtoworkandlive.Wearetrainedproblemsolvers,andcreativelyatthat.
Ifwehonetheabilitytoempathizeand see others’ plight by leavingourcomfortzones,andtobeabletoreachoutandhelpourFilipinobrethren through our time andtalents, the Filipino architect canbeeffectivenation-builders.
Both traditional and modernanniversary symbols assignthe ruby for the fortieth year;hence,thedominantredcolorof the logo on the occasionof the 40th UAP NationalConventionasdepictedontheupperpart.
The lower part reveals thetheme, O.N.E., both theacronym and its componentwords, which reflect everyarchitect’sdesiretobeunifiedspirit,sentiment,andpurpose.

Inthelastdecade,ourworldbecamefocusedongreenlivingandthepreservationoftheenvironmentfrommismanagement,furtherdegradationandexploitation.Itrustthatbusinesseswillcontinue to develop new products that usemore efficient andclean energy sources and use sustainable green technology tocomeupwithquality, stylish, andaffordable structures.
Ihighlysupportthiskindofactivityasitisavitalcontributiontothegovernment’seffort towardssocialandeconomicgrowthand development in the country. I commend your continuing advocacy in consideringaesthetics,functionalityincludingenvironmentalaspectsinyourdesignswhether residential housesor skyscrapers.
Iamgladthatyourorganization’sdirectionistowardssavingthe earth from the effects of climate change while designingenvironment-friendlyor the so-called “green”buildings.
Aswe havewitnessed thewrath of supertyphoon “Yolanda”and the earthquake that hit the island of Bohol and other partsof the Visayas last year, it is imperative that builders like youshouldtakeintoconsiderationtheweatherphenomenaornaturalcatastropheswhendesigning structures.
I urge you then, as your National Building Official, to rallybehind the government’s efforts to Build Back Better, Safer andMore structures. Let not these natural catastrophes destroy thedreamsof thepeople tobuild their safe communities.
May I also take this opportunity to thank UAP in yourcommitment in the strict implementation and enforcement of theNationalBuildingCodeespeciallyinareaswherethereareexistinggeological hazards. Continue with your pursuit of building safe,weather-resistant and sustainable communities.

Nation-builders. Earth-keepers,”aptlyaddressestheuniqueroleofFilipinoarchitectsinpreservingandprotectingthebuiltenvironmentofthecountryamidst the onslaughts of climate change, natural disasters, asdramaticallyillustratedintheaftermathoftyphoonYolandaandtheearthquake inBohol in 2013.
TheProfessionalRegulationCommission’sPlanningConferencethemeof “Rising inUnity forNationBuilding (RUN)” reinforcesandsupportsthegovernment’s initiativetoriseoncemorefromthe economic and structural devastation inflicted by these twincalamities.TheUAPshowsthat itprofoundlyappreciates itsroleasanorganizationintherebuildingandrehabilitationeffortandindesigningstructuresthatpromoteharmonywiththeenvironmentandsupportingthePhilippines’bidtoproducegloballycompetitivearchitects.
It is my earnest hope that this environmental advocacy willcontinue to be an inspiration in the practice of the members ofUAPnotonly in thisConventionbut in all its futureendeavors.

I, together with the two (2) other members of theProfessional Regulatory Board of Architecture (PRBoA),ArchitectsYolandaD.ReyesandFidelSiapno,offeroursincerestfelicitationandwelcomesyoutothe40thUnitedArchitectsofthePhilippinesNationalConvention,thisApril9-12,2014,attheSMX Convention Center, with a theme “O.N.E.: Organization-movers. Nation-builders. Earth-movers.”
In tackling your professional endeavour at this convention,PRBoA urges all Registered and Licensed Architects (RLA) delegates to extend full and unqualified support to our vitalobjectivetofullyenforceandimplementofR.A.9266(ArchitectureActof2004)anditsderivativeregulations.Letnothingornooneweakenourresolvetostrengthenandfortifyourprofession,whichoneof theoldest andmost respectedprofession in theworld.
Wearegearingtowardtheprogressiveliberalizationoftradein services and eventual removal of all barriers on regulatoryrestrictionsinarchitecturalservicetrade.Itisthereforeastrongchallengeforustoengageintospecializationandnurtureourlineofexpertise,and learnbyheart internationalstandardstoenableus to compete with our international counterpart. The IRR andtheGuidelinesforASEANMonitoringCommitteeonArchitecturalServices of the Philippines (AMCASP) are already approved andweencourageallqualifiedRLAtoregisterintheASEANArchitectCouncilRegistryandbeable toengage inprovidingarchitecturalservices in theASEAN region.
Again, the PRBoA wishes for a productive and successfulconclusionof this convention.

The theme “O.N.E.: Organization-movers. Nation-builders. Earth-keepers.” is very significant and timely aswe face a lotof challenges inourmidst.Thearchitectsof theworldareonein promoting architecture for a sustainable future as well asour individual and collective responsibilities to society, to ourprofessionandtotheenvironment.Withthistheme,UAP,togetherwiththeProfessionalRegulatoryBoardofArchitecture(PRBoA)alsobecometheprimemoversonhowtobestfaceandpreparefor the opening up of the “cross border practice” in the Aseanregion come 2015. With this in mind, the UAP maintains itscommitment to the professionals that they secure personal andcontinuous development of skills, knowledge and be equippedwiththelatesttechnologyonarchitectureandarchitecturepracticethrough itsContinuingProfessionalDevelopmentPrograms.

On behalf of the Philippine Federation of ProfessionalAssociations (PFPA), the umbrella organization of forty-three(43)AccreditedProfessionalOrganizations (APOs) recognizedbytheProfessionalRegulationCommission(PRC),allowmetoconveymymostcordialfelicitationstothegeneralmembership,participants,organizers,exhibitorsandsponsorsofthe40thUAPNational Convention andConvention on Exhibit (CONEX 2014)2014 to be held on April 10-12, 2014 with the theme: “O.N.E.: Organization-movers. Nation-builders. Earth-keepers.”
Today, we have gathered here to exchange views about the state of our profession, itsfutureandourcommonresponsibilitiestowardsit.ItisobviousthatthefutureofthePhilippineArchitecture is intertwinedwith itscurrentstateandwith theprevailing trends,whichexhibitsignsofhopeandopportunities–andthisevent,the40thUAPNationalConventionisconvenedon thebasisof thosehopes.
Therearenewrealities,newopportunities,newchallenges.Andwemusthavetheresolve,the flexibility and the creativity to formulate new policies to take advantage of these newopportunitiesandmeetthesenewchallengeswithregardstothestateofPhilippineArchitecture.
Through participative and interactive seminars integrated in this event, we will have anopportunitytoengageinmeaningfulmutualexchange.AndasweevaluatethestateofPhilippineArchitecture and discuss future ones, we hope to come up with appropriate programs thataddress thevariousneedsof thearchitectureprofession.
Aswefacevariouschanges,bothwithinthePhilippinesandacrosstheglobe,IhopethatwewilltaketheopportunityofferedbythisUAPAnnualConventiontolearnfromeachotherand freely debate the question of the direction for which we should aim in UAP projectsand the activities of the UAP as the IAPOA. Furthermore, I hope that this will culminate inmeaningful outcomes and that the existence of theUnitedArchitects of the Philippineswillcome tobeof evengreater valueas a result.
I would like to close by expressing my very best wishes for the success of the UAPConventionsandExhibitswiththehelpofourveryactiveOrganizingCommittee,thecontinueddevelopmentof theUAP-IAPOA,and the fruitfulparticipationofall stakeholders in thebuiltindustry.

I would like to extendmy heartiest congratulation to theUnitedArchitectsofthePhilippines(UAP)onyourcelebrationofyour40thannualNationalConvention(NATCON40). I feelveryhonoredthatUAP iscelebratingthis importantmilestoneduring my term as President of Architects Regional CouncilofAsia (ARCASIA)and that Iamgiven thisopportunity tobepartof thisgrandcelebrationand to shareUAP’s aspirations.
The theme of the Convention, “O.N.E.: Organization-movers. Nation-builders. Earth-keepers”, will be attended by2,000 architects from 117 local, and 17 international chaptersis indeed timely, especially in the current global context andrecent challenges presented by Typhoon Haiyan. This will beindeed opportune for us to demonstrate the solidarity andcommitmentofthearchitecturalprofessiontoaddresspertinentissues on responsible and sustainable architecture, as well asprofessionalismandglobalization
The initiative by UAP to organize a series of activities thatinclude the annual UAP Convention on Exhibits (CONEX 2014)and events in recognition of the chapters andmembers of UAPis indeed a very commendable effort that should be emulatedbyothers.
I would also like to take this opportunity to extend my bestwishes to all the UAPmembers who are standing for election. IbelieveUAPwillachievegreaterrecognitionduetothepassionateandcommitmentof all newlyelectedofficers.
UAP has grown from strength to strength over the years andUAPhasplayedavery importantrolenotonlyexertingsignificantinfluencesinthelocalarchitecturallandscapebutalsoinpromotingthe architectural profession both regionally and internationally. Iam sureUAPwill continue this verynoble role.

This year’s theme “O.N.E.: Organization-movers. Nation-builders. Earth-keepers.” isappropriateandcompellingnotonlyforus,membersoftheUAP,buttoallwhoareengagedto carry out our thrust: “Protect the Profession. Promote the Practice. Serve the Members” combined with our Corporate Social Responsibility, “Toward a Sustainable, Accessible andSafeSociety” to ahigher level.
InthefortyyearsofcelebratingNATCON,weexperiencedjoyandpainandexceededtheseveral timeswehavebeenchallengedandtestedbydiversity inopinionandemotion inthepursuit of professional advancement. ThesearethewordsIhavespokenduringmysecondinaugurationwhichIwillforeverholdtrue inmy heart. Three days of thisconvention will give the participants the opportunity to meetourcolleaguesandlearnfromtheseminarsessionsthatfeaturetopics from the two sub themes: The Business of Architectureand Architects in Nation Building. These are all aimed atpromotingfurtherandenhancingourprofessionaldevelopment.The convention is also packed with Arkilympics sports events,ConventiononExhibits(CONEX),openingceremonies,seminars,architectural tours and fellowship night. It is a great privilege to have worked with you again asChancellorof theUAPCollegeofFellows (COF), and this yearhas been challenging for the Jury to select amongst the 99chapternominations, the 12successfulmembers tobeelevatedto the College of Fellows.We have a LIKHA Awardee for thisyear—awomanofsubstanceandcompassion,aforcefulworker,in thepersonofAr.YolandaDavidReyes.Thisyear too, isayearof results for theUAPCOF.We have compiled and completed the membership master list to produce the UAP COFDirectory 2014, after the lastCOFDirectorywehave inwhen Iwas theScribe in 2003.Andfinally, the ambitious printing of the first book of the UAP COFACHIEVERS BOOK initiatedby the lateArchitectPublisherRicardoPoblete,whenhewasChancellor inof theCollegeofFellows in 2003.
ONE in UAP, this year’s theme for the National Convention is aptly titled in this days ofSELFIE. I hope that we take it upon ourselves, to be reminded that we are One in UAP forSERVICE,notselfservice.SELFIEmaybetrending,itmaybethemostusedwordfortheyear,and thecommonnotion is that, it is thebestworthwhile thing todoat themoment;maybepopularly be clamored; or may seemed to be politically correct to do and maybe morallyaccepted.BUTthenagain,IbelieveitisnotthepurposeofourpresenceandessenceofUAP.Wearepurposely inourPROFESSIONALorganization for theheartandspiritofworking forwhat is best for themajority, not a selective few and definitely not for one’s SELF.WE areONE: Organization of MOVERS, Nation BUILDERS, and Earth KEEPERS! Javier has about 18 years of professional experience, 15yearsofwhichasprincipalofhisdesignfirm.Inthislecture,Javier shall lay down the rationale of establishing yourown architectural firm. Difficult questions of what, how,when,andwhereshallbepresentedandanswered. Ifyouare in this professional abyss between staying throughyour mundane employment; and opening your firm andcontrolling your career, you need tobe in this lecture.
The concept of a nation,as with the concept ofanything of great worth,can be expressed in therelationship between formand space, and how lightand sound animate thisinteraction. This relationship,called architecture, has thepotentialtoinfluenceourlivesin the most profound ways,to conduce in each of usthe nobility of the individual,and to conduce in all of ustogether the nobility of anation. The concept of usas a nation is rooted in theconceptofusasacivilization.It is an ongoing exercise ofunderstanding ourselves andour needs in the context ofour geography, history andresources. Unity, respect,dialogue, and transparencyare key components of thisquest to build architectureworthy of our nation.
DominicGaliciaisthePrincipalArchitectofhisfirm,DominicGalicia Architects, a design-oriented practice whose workhas been recognized for its sensitive attention to bothconcept and detail. He obtained his professional degreeinarchitecturein1988fromtheUniversityofNotreDameinIndiana,USAwherehewasaNotreDameScholar. InJune2005,hereceivedaUniversityofNotreDameDistinguishedAsian Pacific Alumni Award. He also studied architecturefor a year at Notre Dame’s campus in Rome, and alsopursued studies in architecture at Pratt Institute in NewYork. A licensed architect both in the Philippines and intheNewYorkState,USA,Arch.Galicia has served asVicePresident of the Heritage Conservation Society and hasrepresented it on the Executive Council of the NationalCommitteeonMonumentsandSites(NCMS)oftheNationalCommissionforCultureandtheArts(NCCA).Herepresentsthe Philippines in the International Scientific Committee
on Twentieth-century Heritage(ISC20C)oftheInternationalCouncilonMonumentsandSites(ICOMOS),in which capacity he helps guidethepublic-privateinitiativetoreviveEscolta,Manila’shistoricdowntown.

Iheld thepositionofArchitectandwas involved inDesign,CoordinationandContractAdministration for severalprestigiousprojects. I thenjoined KSSB as a Senior Architect in 1991, to work on a Dream Project called “PetronasTwinTower”inKLCC,workingincollaborationwithCaesarPelliArchitects(USA).In2002,I joined RSP Architects and started as a Senior Architect and eventually promoted to aSenior Associate along the way. In 2007, I became an Architect Graduate Member ofPertubuhan Arkitek Malaysia (PAM) and Lembaga Arkitek Malaysia (LAM) similar to ourUAPandPRC respectively. In theyear2011, I formedUAPKLChapterandwasofficiallyinductedbyUAPNational in 18May 2013.
Emmanuel Canlas finished Bachelor ofScience in Architecture at the University ofSanto Tomas and obtained his professionallicense as an architect in 1981. Currentlya permanent resident of Malaysia, Arch.Canlas is a Graduate Architect of thePertubuhan Arkitek Malaysia (PAM) and oftheLembagaArkitekMalaysia(LAM). Professor Kunihiro received hisMaster of Architecturefrom Harvard University Graduate School of Design and hisBachelorofArts from theUniversityofCalifornia/Berkley. In1980, Professor Kunihiro began his private practice in SanFrancisco. Subsequently,heopenedhisoffice inLosAngelesand New York and design numerous projects in the UnitedStatesandinJapan.In1997,hemovedhisbasetoAsia.Sincehis arrival back in Tokyo, he has maintained an internationalarchitectural practice, and as an academic, continues hisresearch on the modern heritage in the contemporary Asiansociety.ProfessorKunihirohasreceivednumerousinternationalrecognition including the Presidential Medals from theAmericanInstituteofArchitects(AIA)andfromFederaciondeColegiosdeArquitectosdeMexicoinrecognitionofsignificantcontributiontothefieldofarchitecture.Hewasalsoselectedtothe11thAnnualSpaceDesignReview in 1992,andreceivedthe Japan Commercial Environmental Design Award in 1993.In2008, “2@5”,a residence inTokyo,wasselected in theJIAArchitectoftheYearAnnual.ProfessorKunihirohasbeenactiveinpromoting theprofession and research inAsia. As an active environmental NGO member,hebecamepresident of theZeroWasteRecyclingMovement of the Philippines in 1999. At present,he is the President-elect. In 2011 until the present,he is the President and Chairman and CountryCoordinatorofEarthDayNetworkPhilippines.Asidefrom managing the annual celebration of EarthDay, this NGO handles the Zero Basura Olympicsforbusiness,barangaysandLGUs. Italsomanagestreeplantingoperations (OdetteAlcantaraLegacyTrees)aspartoftheNationalGreeningProgram.ItalsohandlestheAGOSRamPumpgrantprojectforCocaColaFoundation,whichhopestocomplete66installationsalloverthePhilippinesby2014.When R.A. 9003 (Ecological Solid WasteManagementAct)becamealawin2001,hebecameamemberoftheTechnicalCommitteewhichdraftedthe I.R.R. (Implementing Rules and Regulations)and later became amember of theNational SolidWaste Management Commission from 2002 until2007. In 2013, his new concept entitled “FullWaste Recovery Program for Metro Manila” wasapprovedforadoptionbytheNationalSolidWasteManagementCommission.Itledtotheformationofamulti-sectoralAllianceforRecyclingin2014,toputthis concept into action. As a wastemanagementprofessional, he was Vice-President of CorinthianTrucking, the private garbage hauling contractorofParañaqueCityfrom2004to2013.Duringthoseyears,hebrieflymanagedajunkshopoperationanda medium-sized plastic flaking and baling plant,both in Parañaque. He also served as solid wasteconsultant for Bacoor City and Mabini, Batangas.Atpresent,heisconnectedwithWARM(WasteandResourcesManagement,Inc.),amemberoftheLinaGroup of Companies, a company involved in therecyclingofcommercialandindustrialwastes.
