THE AIRPORT

The Roanoke Regional Airport is owned and operated by the RoanokeRegional Airport Commission, a fully independent governmental bodycreated in 1987 pursuant to Chapter 140 of the Virginia Acts of Assembly.Prior to that time, the Airport was owned by the City of Roanoke. TheCommission is governed by five Commissioners, three of whom are appointedby the City of Roanoke and two by the County of Roanoke. The Commissionemploys approximately 65 employees and contracts for ARFF services.

The Roanoke Regional Airport is the primary commercial service airportserving all of western Virginia. The Airport’s service area encompasses a 19-county area (including portions of eastern West Virginia) with a totalpopulation of nearly 800,000. The airport is classified by the FAA as non hub.

The regional affiliates of three major airlines serve the Airport in a 95,000square foot terminal constructed in 1989. These airlines include Delta,United, and US Airways. ROA is also served by Allegiant. Together, theseairlines offer a total of approximately 28 daily departures to seven majorhubs. Service is provided in the form of a mix of turboprop and jet aircraft.

Over the last decade, passenger enplanements have fluctuated moderatelydue to local economic and industry conditions as well as the effects ofSeptember 11, 2001 and the recession. Enplanements for 2012 were313,564. In addition to passenger service, Roanoke Regional Airport isserved regularly by overnight freight carriers, including FedEx and UPS.Total air freight handled in 2012 was 11,377 tons.

The airfield consists of approximately 900 acres, with two runways. Theprimary runway is 6,802 feet long and the intersecting crosswind runwayis 5,800 feet long. The airport is served by a FAA air traffic control towerwith local and TRACON services 24 hours per day. The new tower wascommissioned in December 2004. Approximately 120 general aviationaircraft are based at the Airport. There are three FBO’s located on the field,one full-service FBO and two specialty FBO’s. General Aviation operations2012 totaled 25,346.

Future capital projects in the next two years include the second phase ofterminal improvement projects, EMAS projects for two runway ends, apavement maintenance study, a parking lot master plan and multiplesmaller projects. The Airport has a FY12/13 total operating budget ofapproximately $8 million.

THE POSITION

The Director of Operations & Maintenance is responsible for planning,organizing, staffing and directing two maintenance divisions (Custodialand Facilities) and one operating division (Operations) for theCommission. All three divisions have a manager that reports to thisposition. The Department consists of 30 employees.

The Director reports to the Deputy Executive Director and providesoversight and direction to division managers to ensure proper coordinationand timely performance, performance within budget, and compliance withpolicies, procedures, and appropriate priorities. Also, this position will workclosely with the other directors and managers to ensure propercommunications and coordination on matters of cross-departmental impactand interest. As part of the Executive Team, he or she will provide input andfeedback on various issues to the Executive Director, Deputy ExecutiveDirector, Director of Finance & Administration, and Director of Planning &Engineering. The Director will also be a part of the Snow Removal Team andassume primary responsibility for planning and implementing each winterseason’s snow plan.

Training, Education and Experience• A Bachelor’s degree in aviation management, public administration, business,

or related discipline is required.• A minimum of five years of progressively responsible experience in airport

management, with preference being given to those applicants with experienceat a Part 139 certificated airport.

• At least three years of experience in the direct supervision of employees.• Prior experience in supervising airport maintenance and/or airport operations

personnel, as well as prior experience in being responsible for ensuringcompliance with laws governing airports and their operations, is required.

• Preference given to candidates who have attained Accredited AirportExecutive (AAE) status with the American Association of Airport Executives.

Knowledge, Skill and Abilities• Working knowledge of the principals, practices and requirements related to

FAR Part 139; airport security; and federal/state laws regarding fire safety,OSHA, the environment, and the drug free workplace;

• Familiarity with and past experience in working with federal, state, and localaviation-related agencies, having knowledge of their jurisdictions/authorityand their respective regulations;

• Demonstrated ability to read, understand and apply pertinent provisions offederal, state, local, FAA, and other agency rules, regulations and laws andFAA Advisory Circulars, relative to airports and the their operations;

• Demonstrated working knowledge of and experience with NIMS and ICS protocols;• Knowledge of winter weather operations at an airport;• Demonstrated sound financial management abilities with a proficient understanding budgeting, public procurement

procedures, cost-benefit analysis, and capital improvement programming;• High proficiency in use of MS Office, including Outlook, Word, Excel, and PowerPoint;• Highly skilled in establishing and maintaining effective working relationships and communications with governmental officials,

employees and regulatory agencies; tenants; Commission board members, fellow employees, contractors and the general public;• High level public speaking skills and ability to prepare and provide clear, persuasive and concise presentations to

diverse populations;• Demonstrated ability to draft manuals, policies, procedures, reports, forms, letters, and memorandum requiring little,

if any, editing;;• Demonstrated experience and skill in developing, leading, motivating and retaining highly qualified staff, with an

emphasis on a strong team approach both within the Department and within the organization;• Demonstrated ability to evaluate the Department’s organizational structure, staffing, operations and administrative

practices and procedures, for the purpose of assessing the need for change to improve quality and efficiency, opencommunications, and increase employee morale;

SALARY & BENEFITS

Starting salary range is $72,900 to $78,400.
